An October 2018 report by the National Counterterrorism Center defined Shia homegrown violent extremists as “individuals who are inspired or influenced by state actors such as Iran, foreign terrorist organizations such as Hezbollah, or Shia militant groups but who do not belong to these groups and are not directed by them.” At the time, the prospect of such Shia violence was largely theoretical, and officials could identify no tangible threats on American soil. But the January 2020 targeted killing of Iranian Qods Force commander Qasem Soleimani changed the picture, and U.S. officials could now point to a “catalyzing event,” as envisioned in the NCTC brief. Last year’s attack against writer Salman Rushdie and another at a Las Vegas hotel exemplified how Iran-inspired individuals were motivated to act. In this Policy Note, experts Moustafa Ayad and Matthew Levitt explore lone-offender Shia violence largely through the lens of social media. Closer tracking of online networks, they argue, could illuminate this flourishing virtual activity and how it might lead to real-world harm.

Nearly a decade later, many victims are still missing, and thousands now live in displacement camps in unstable, unsanitary conditions. This anniversary is an opportunity to reflect on the ongoing armed conflict in the Sinjar region and the profound influence on its inhabitants. It also serves as an opportunity to appreciate the resilience of the Yazidis, looking toward a future with new hope and new aspirations—a future where Yazidis can experience peace, stability, justice, and equitable opportunities to reconstruct their lives and their communities. Yazidi resilience is clearly evident in how they bore the burden of this genocide, how they have persevered in the face of ongoing persecution and genocide for centuries, and how they have been steadfast in maintaining their identity and heritage despite these adversities and the repeated campaigns to tarnish their image. Yet Yazidis still face significant challenges in Iraq today. Despite relative stability in the Sinjar region, there are concerns among the Yazidi population about the return of armed conflict between groups vying for influence. Even more troubling, the issue of expulsion and displacement remains unresolved despite the liberation of Sinjar from ISIS in 2015. Many Yazidis still live in displacement camps, where they are without their homes, their land, or their basic rights. These refugees have yet to be materially compensated for their losses.

The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

To some, America's partnership with the SDF exemplified an economy-of-force effort that minimized U.S. casualties and wrested control of northeast Syria from the Islamic State. To others, it was a cautionary tale about a U.S. military hoodwinked into working with a terrorist group. The story of America’s military and political partnership with the Syrian Democratic Forces is a controversial one. To some, it is a shining example of an economy-of-force effort that minimized U.S. casualties, wrested control of northeast Syria from the Islamic State, and improved the area’s general political trajectory. To others, it is a cautionary tale of a U.S. military that was hoodwinked by a charismatic and capable partner closely tied to a U.S.-designated terrorist group, the Kurdistan Workers Party, with Washington deliberately averting its eyes from the strategic, political, and moral costs of the partnership. The subject deserves a neutral, data-led investigation that follows the facts wherever they lead. In this volume—copublished by The Washington Institute and I.B. Tauris—military expert Michael Knights and journalist Wladimir van Wilgenburg dive deep into the U.S. relationship with the SDF. The study benefited from intensive debates on sourcing, objectivity, and the need to probe uncomfortable issues. More than a decade ago, the United States created the elite Iraqi Counter Terrorism Service to conduct, coordinate, and lead CT efforts within the country. The CTS generally thrived in this role, even as Iraqis viewed the group with suspicion owing to its secretive operations, forbidding look, and avoidance of publicity. Beginning in 2014, though, the service experienced a dramatic boost in popularity after spearheading the ouster of Islamic State forces from Iraqi territories. In this respect, the CTS far outshone other elements within the Iraqi security architecture. But the anti-IS effort entailed a vastly expanded role for the CTS, straining its capabilities, producing high casualties, and raising questions about how the group should position itself in a future Iraq. In this new study, David M. Witty examines prospects for the Counter Terrorism Service in Iraq's post–Islamic State landscape. Despite the group's impressive performance in recent campaigns, he argues that it should return to its CT focus and that Washington can help drive this by conditioning future aid on these terms. The high cost of not doing so could include stunting the healthy growth of other Iraqi security entities.

Washington should look for small changes in Kuwait and Qatar's political and security calculus that could provide opportunities to support counter-terrorist financing measures there. On April 30, the U.S. State Department noted that private donations from Persian Gulf countries were "a major source of funding for Sunni terrorist groups, particularly...in Syria," calling the problem one of the most important counterterrorism issues during the previous calendar year. Groups such as al-Qaeda's Syrian affiliate, Jabhat al-Nusra, and the Islamic State of Iraq and al-Sham (ISIS), previously known as al-Qaeda in Iraq, are believed to be frequent recipients of some of the hundreds of millions of dollars that wealthy citizens and others in the Gulf peninsula have been donating during the Syrian conflict.

Encouraging signs have emerged that the collapse of federal government control in Iraq may have slowed and that Baghdad is beginning the transition to counteroffensive operations to regain ground. Massive mobilization of largely Shiite volunteers has given Baghdad an untrained but motivated "reserve army" that can be used to swamp cross-sectarian areas around the Iraqi capital. All available formed military units have been pulled out of reserve and brought toward Baghdad to defend the capital. In this effort, all Department of Border Enforcement units have been relocated from the country's borders, and Iraqi army and Federal Police units have been redeployed from southern Iraq. Isolated federal government units are scattered across northern Iraq, in some cases hanging on against Sunni militants with the support of adjacent Kurdish forces.

Abstract:
Although recognized as a political flashpoint, the Iraqi province of Kirkuk is suffering from a largely overlooked security crisis that has improved little since the beginning of the 2007 U.S. military "surge." The decline in reported insurgent attacks in Kirkuk has been relatively small, dropping from a monthly average of 169 violent incidents in 2007 to 122 in 2008. This 28 percent decline compares with 91 percent in Baghdad during the same period, and the per capita number of attacks in Kirkuk city is actually twice that of Baghdad. Considering these statistics, providing security support for the political process in the tense months and years to come has become a critical priority.

On February 21, Turkish ground forces crossed the Iraqi border in an attempt to dismantle Kurdistan Workers Party (PKK) terrorist camps, following weeks of periodic aerial bombardment that began in mid-December. The incursion was partly the product of a November 5 agreement between Turkey and the United States to share intelligence in fighting the PKK, a group that the U.S. State Department has designated a foreign terrorist organization. On February 22, the White House backed the operation: "The United States agrees with Turkey that the PKK is a terrorist organization, and . . . an enemy of Turkey, Iraq, and the United States."

On March 23, at 10:30 a.m. local Iraqi time, fifteen British naval personnel were seized by Iran's Islamic Revolutionary Guard Corps (IRGC) in the northern Persian Gulf. The British personnel -- eight from the Royal Navy and seven from the Royal Marines -- were in two light craft returning to the frigate HMS Cornwall after successfully inspecting a merchant ship for goods being smuggled into Iraq. Iran has accused the personnel, who include one woman, of illegally entering Iranian territorial waters, and has threatened to put them on trial. The incident is a diplomatic and military embarrassment to Britain. Meanwhile, fears of escalation in the Gulf have contributed to a global surge in oil prices.

On August 7, Iraqi prime minister Nouri al-Maliki and Turkish prime minister Recep Tayyip Erdogan signed a memorandum of understanding (MOU) in Ankara against the Kurdistan Workers Party (PKK). Although the PKK, based in northern Iraq, is on the U.S. State Department's list of Foreign Terrorist Organizations, lack of action against the group by Washington and Baghdad is poisoning Turkey's relations with both. Moreover, because the group operates from an area of Iraq controlled by the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), the PKK issue affects Turkey's ties with Iraqi Kurds as well. Does the MOU represent a breakthrough on any of these fronts?

Abstract:
Could Hamas members in the Gaza Strip join ranks with the global jihadist movement led by al-Qaeda? There is merit to this question, given the recent Hamas takeover of the territory and al-Qaeda's call for Muslims around the world to finance and arm Hamas. The interpersonal relationships between Hamas and al-Qaeda members present a significant danger. Although, as an organization, Hamas is not about to join al-Qaeda, individual Hamas members could (see Jake Lipton, "The War of Words between Hamas and al-Qaeda," PolicyWatch no. 1254). Moreover, a lawless Gaza -- like Iraq's Anbar province, Pakistan's federally administered tribal areas, and Somalia -- could quickly become a safe haven for both homegrown and imported jihadists.

Abu Musab al-Zarqawi, the leader of al-Qaeda in Iraq (AQI) and the most wanted man in the country, died violently and fittingly in a coalition airstrike June 7. His death represents a case of justice delayed, but justice done, and constitutes an important victory for the coalition and the Iraqi government. Nevertheless, Zarqawi's demise is likely a setback rather than a decisive turning point for the insurgency, and observers need to be conservative in their assessment of the effects.

On November 2, Iraq's Defense Ministry appealed to junior officers from Saddam Hussein's disbanded army to return to service. The decision to include these soldiers is part of an ongoing strategy to minimize support for terrorism by reintegrating Sunnis into the political fabric of the new Iraq. This latest effort comes as Abu Musab al-Zarqawi's group steps up targeting of Shiite civilians in an effort to spark retaliatory attacks against Sunnis. But as Zarqawi's attacks on Shiites exact growing toll among civilians, his tactics may be causing a divide within the ranks of the resistance.

On September 29, Algerians will vote on President Abdelaziz Bouteflika's proposed Charter for Peace and National Reconciliation, a policy that would provide amnesty for most of the one-thousand Islamic terrorists the government believes are still hiding in Algeria and neighboring countries. Between three hundred and five hundred of the terrorists still at large belong to the Salafist Group for Preaching and Combat (GSPC). This cadre of Afghanistan-trained, al-Qaeda-linked militants was behind the September 24 ambush of a police patrol east of Algiers that killed eight people. These holdouts have shown no interest in a government amnesty, despite the Algerian population's clearly waning interest in Islamist-inspired political violence.
