Abstract:
The US Army War College People’s Liberation Army Conference (PLA) Conference was held March 31 to April 2, 2022, at Carlisle Barracks, Pennsylvania. The conference focused on PLA logistics and sustainment. As the PLA continues to build and modernize its combat forces, it is important to examine if the capabilities meant to support combat operations are also being developed. Specific topics included: 1) China’s national-level logistics, including how China mobilizes national resources for the military and how it provides joint logistics support to the PLA Theater Commands; 2) the logistics capabilities of the different PLA services, especially the Army, Navy, and Air Forces; 3) PLA logistics in China’s remote regions, such as airpower projection in the Western Theater Command along the Indian border; and, 4) the PLA’s ability to sustain overseas operations at its base in Djibouti. Despite notable potential shortfalls and points of friction, the PLA has successfully sustained counterpiracy maritime operations for many years and conducted noncombatant evacuation operations well-distant from China. It is increasingly able to move forces across the vast distances of China and conduct large training exercises. Far more must be known about PLA sustainment and logistics before the hard questions about PLA operational reach and endurance can be answered.

As indicated in the 2018 National Defense Strategy and evolving Multi-Domain Operations doctrine, the assumption the homeland will provide a secure space for mobilization and deployment is no longer valid. This integrated research project goes beyond affirming this assumption and contributes to efforts to mitigate the concerns a contested deployment entails. Following the introductory chapter, Chapter 2, “Army Deployments in a Contested Homeland: A Framework for Protection,” explores how current coordination and cooperation mechanisms between the DoD and state and local government may need realignment, with civil authorities preparing themselves to support military mobilization. Chapter 3, “Strategic Seaports and National Defense in a Contested Environment,” examines the 22 strategic seaports across the United States, identifying issues with throughput, structural integrity, security, readiness, funding, and authorities. Chapter 4, “Single Point of Failure,” identifies how strict adherence to a business efficiency model for munition production and distribution may jeopardize the successful employment of military forces. Chapter 5, “The Interstate Highway System: Reinvestment Needed before a Contested Deployment,” provides the status of the deteriorating road network and explains how associated vulnerabilities could be exploited by an adversary. The two appendices provide points for consideration on cyberattacks and defense and the impacts a full mobilization of reserve forces would have on the homeland.

3. Framing the Future of the US Military Profession

Abstract:
The military profession needs to be redefined by examination of its expertise and jurisdictions of practice, whereas previously the focus was on securing its professional identity. Twenty years ago, the original Future of the Army Profession research project responded to growing concerns among officers that the Army was no longer a profession in light of the post–Cold War drawdown and the onset of global operations including Iraq and Afghanistan. Today, the profession faces recurrent challenges raised by the changing character of war, the renewal of great-power competition, crises surrounding issues of sexual harassment and assault, the effects of a major global pandemic and associated social and political unrest, and the growing societal distrust toward professions in general. Richard Lacquement and Thomas Galvin propose that the questions of professional identity, while still important, are now less salient than those about the professions’ jurisdictions of practice and domains of expert knowledge. Clarifying them will help better prepare US military professionals to exercise discretionary judgment effectively. They also propose a new Future of the US Military Profession research effort that addresses these jurisdictions across service, joint, and defense enterprises to clarify the divisions of professional work and responsibilities. This is a must-read for any steward of the military profession.

4. Veteran Disability Compensation and the Army Profession: Good Intentions Gone Awry

Abstract:
Previous studies analyzing disability compensation have decried its $76 billion annual budget or warned of its perverse ability to incentivize veterans not to work. This study focuses on the impact of this moral hazard on the US Army profession. If soldiers continue to capitalize on an extremely permissive disability system, the trust between society and the military may be threatened, and future Army readiness may be jeopardized should disability compensation be added to the marginal cost of a soldier. More importantly, many of today’s soldiers are rationalizing disability compensation as something owed to them—not for a debilitating injury, but for the hardships of service to the nation. This study uses US Army and Department of Veterans Affairs personnel files, soldier interviews, and discussions with senior leaders to support its conclusions. The intent of the study is to prompt the Army profession to act before the culture surrounding disability compensation becomes permanent. In the end, the essence of the entitlement—taking care of veterans—must remain sacrosanct. This call for reform is driven not by fiscal considerations, but by a desire for the Army to remain both an institution trusted by society and a profession marked by selfless service.

Abstract:
The 27th annual People’s Liberation Army (PLA) Conference—“The People in the PLA” 2.0—revisited a theme first explored at the 2006 conference but understudied since. This volume examines how the structure, education, training, and recruitment of PLA personnel have changed in the last decade and in the Xi Jinping era. Structural changes in the PLA have centered around two poles: improving the warfighting readiness of the PLA and strengthening Communist Party of China (CPC) control of the PLA. Reforms to the political work system, the evolution of the Second Artillery into the Rocket Force, and expansion of the PLA’s foreign-based force posture all indicate that the PLA is accelerating its drive to become a world-class military. To succeed in future “informatized” wars, the PLA recognizes it must improve its members’ education level. It seeks to leverage better China’s civilian education system while also addressing legacy issues that frustrate professional military education and the care of its veterans. The PLA is also reforming joint education and seeking insight from its exchanges and interactions with other nations’ militaries. The revamping of its academic institutions to support better its most technical and advanced entities for network warfare and other operations is indicative of the PLA’s fast-paced evolution.

Abstract:
This research monograph explores the Army’s emerging concept of multi-domain operations and its implications on the mission command approach. The transition to multi-domain operations changes the traditional view of how Army commanders and staffs conduct operations in the physical environment to include simultaneously operations in the information environment within the competition continuum. This monograph will utilize the introduction of the aircraft during World War I as a historical case study for the integration of new domains. The Army has integrated new domains in the past and this example provides the historical context for the challenges involving integration of new domains. An overview and analysis of what multi-domain operations are will provide a baseline understanding of how multi-domain operations are changing not only how we fight but also how the Army must change roles and responsibilities to allow the Joint force to compete across the competition continuum, especially below armed conflict. The transition to multi-domain operations will require new processes. Changes will be required not only to the physical systems employed but also to Joint professional military education, Joint and Army doctrine, and headquarters staff structures as leaders and their staffs will require different skills to operate in this new environment.

Abstract:
In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them. This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in achieving more equitable burden sharing. To reach this conclusion, the monograph relies on an array of primary and secondary sources, including interviews with over two dozen officials directly involved in the 2014–18 NDPP. While incorporating available quantitative data on alliance defense spending, the monograph primarily focuses on process tracing as the most effective qualitative methodology for revealing the story behind the 2014–18 NDPP. Policy makers will find this monograph particularly useful because it draws key lessons from the 2014–18 NDPP to make several forward-leaning policy recommendations to strengthen and build upon NATO’s burden-sharing successes to date.

With the United States facing two major revisionist powers, Russia and China, as well as additional security threats from North Korea, Iran, and jihadist terrorism, a critical advantage for the United States is its global network of alliances and strategic partners. As the 2018 National Defense Strategy states, “Alliances and partnerships are crucial to our strategy, providing a durable asymmetric strategic advantage that no competitor or rival can match.” The advantage of having military allies and partners is enhanced by the core capacity of the American military having remained largely the same over the past decade, though the global security environment grew more complex and difficult during that time. In short, the United States needs allies and security partners. But the United States needs allies and partners that can pull their weight militarily if the country is going to be able to maintain a favorable balance of power in critical regions of the world. The COVID-19 pandemic will have profound and enduring negative effects on Latin America and the Caribbean, significantly impacting the security, interests, and strategic position of the United States. Department of Defense and other US senior leaders should begin planning now to mitigate or manage the consequences. The effects of COVID-19 on Latin America and the Caribbean, as in many other parts of the developing world, will be far more significant than is commonly anticipated for two reasons. First, the virus will likely play out across the region over an extended length of time owing to a variety of factors discussed later. Second, the pandemic’s mutually reinforcing health, economic, social, and political effects will combine to wreak far more havoc than anticipated in analyses that only consider disease propagation or effects on commerce. Together, these two dynamics of COVID-19 will leave a Latin America that is far sicker, poorer, beset by crime, violence, social unrest, and political instability than today. It will also leave a region with expanded People’s Republic of China (PRC) commercial presence and political influence, even while being more resentful of it.

10. Special Commentary: Post-COVID Transformation: DOD Goes into the Matrix?

These are complex, turbulent, and uncertain times to be sure. The Department of Defense (DOD) is at an important inflection point. COVID-19 has irrevocably altered the dynamics of international security and reshaped DOD’s decision-making landscape. As a result, DOD will have to adapt to significantly different strategic circumstances post-COVID than those assumed operative in the 2018 National Defense Strategy (NDS18). We recommend that DOD recognize this to be true, seize the initiative, create opportunity from crisis, and recraft defense strategy to re-emerge from COVID as a stronger, more hypercompetitive institution. The past is definitely prologue in this regard. DOD’s current strategic circumstances mirror those of the immediate post-9/11 period. The wars that followed 9/11 forced a substantial strategic course correction on DOD. By 2003, it was clear that the azimuth set in the 2001 Quadrennial Defense Review (QDR01) was fundamentally compromised by the stark reality of the Iraq and Afghan wars and the wider “Global War on Terrorism.” There was corporate recognition at the time that the path described in QDR01 was not likely to position the American military for the demands of the post-9/11 environment. Just as war reshaped DOD’s strategic agenda then, COVID-19 will change the dynamics of great power rivalry and the defense choices associated with it going forward as well. By itself, we suggest this necessitates a thoughtful re-examination of the assumptions and approach described in NDS18. To use a pop culture analogy, DOD’s current situation is reminiscent of “Neo’s choice” in the dystopian movie The Matrix. In the film, rebel leader Morpheus offers protagonist Neo the choice of a red pill or a blue pill. The red pill extends to Neo an unvarnished view of “the matrix” and its broader and more difficult set of governing facts. The blue pill, on the other hand, returns Neo to his prior blissfully naïve existence plugged into a land of computer make-believe. The blue pill is all about doubling down on a comfortable yet already discredited past. The red pill offers Neo the opportunity to boldly enter a difficult but nonetheless transformational future. In the end (spoiler alert), Neo chooses red. Like Neo, DOD has its own difficult “red or blue” choice on the near-horizon. COVID forced the issue. DOD’s choice is between prudent risk-taking, transformation, and increased hypercompetitiveness (red) on the one hand, and status quo, steady decline, and inevitable loss of position in key regions and domains on the other (blue). As in the case of Neo, we suggest that DOD choose the former (red pill) transformational option.

Since its inception in 1908, the Army Reserve has made important, diverse, and cost-effective contributions to the Army and the Joint Force and has shown the ability to adapt in profound ways to meet emerging requirements. In the context of emerging requirements driven by the 2018 National Defense Strategy, the Army is developing its thinking on multi-domain operations and evolving complex threats in the strategic and operational environments. To meet these emerging, complex challenges, the Army Reserve must adapt again. Our 2019 Spring/Summer issue of Parameters features three forums. In the first forum, A2/AD Myths: Chinese & Russian, Sam Tangredi’s “Anti-Access Strategies in the Pacific: The United States and China” puts Beijing’s A2/AD capabilities in perspective and encourages the United States to consider developing an anti-access strategy of its own to deter possible Chinese aggression in the South China Sea. Keir Giles and Mathieu Boulegue’s “Russia’s A2/AD Capabilities: Real and Imagined,” explode some of the myths concerning Russia’s A2/AD capabilities and recommend ways to promote a stronger defense of the Baltic states and Eastern Europe. The second forum, Enhancing Security & Stability, considers how to address emerging and periodic challenges in regional and functional stability. In “Human Security in the Arctic: Implications for the US Army,” Tony Pfaff explains the growing importance of Arctic security for Army strategists. The challenges of climate change will require the Army, including the Alaska National Guard, to reallocate forces to this important region. In “Projecting Stability: A Deployable NATO Police Command,” Massimo Pani and Karen Finkenbinder propose methods NATO could use to project a stability force to crisis situations within 5 days, to be augmented with additional police forces and command elements within 30 days. Our third forum, On Strategic Foundations, offers two articles that explore the reliability of some of the conceptual foundations of our strategic thinking. Richard Lacquement Jr. discusses the use of historical analogies as one of humanity’s most important adaptive techniques in “Analogical Thinking: The Sine Qua Non for Using History Well.” He suggests pattern recognition may aid in clarifying context and in guiding action in unfamiliar intellectual terrain. In “Reconsidering Sun Tzu,” John Sullivan challenges readers to be more critical of orthodox interpretations of Sun Tzu’s Art of War. After all, the unexamined theory is not worth teaching.

In this monograph, Dr. Lukas Milevski examines the logic of grand strategy in practice, defined by its most basic building block—combining military and non-military power in war. He lays out competing visions of how to define grand strategy and why the aforementioned building block is the most fundamental. The monograph establishes the essential logic of military power through annihilation and exhaustion or attrition as well as through control of the opponent’s freedom of action. This baseline understanding of strategic action and effect in war allows an exploration of how the utility and meaning of non-military instruments change between peacetime and wartime and how they may contribute to the strategic effort and includes discussion of specific examples such as the U.S. interwar war plans and the Stuxnet cyberattack on Iranian nuclear facilities. The author also links this combination to present-day Russian and Chinese attempts at mixing military and non-military power.

publication cover In 2015, the Department of Defense (DoD) released the DoD Cyber Strategy which explicitly calls for a comprehensive strategy to provide credible deterrence in cyberspace against threats from key state and nonstate actors. To be effective, such activities must be coordinated with ongoing deterrence efforts in the physical realm, especially those of near-peers impacting critical global regions such as China in the Asia-Pacific region and Russia in Europe. It is important for the U.S. Army to identify and plan for any unique roles that they may provide to these endeavors. This study explores the evolving concept of deterrence in cyberspace in three major areas: • First, the monograph addresses the question: What is the current U.S. deterrence posture for cyberspace? The discussion includes an assessment of relevant current national and DoD policies and concepts as well as an examination of key issues for cyber deterrence found in professional literature. • Second, it examines the question: What are the Army’s roles in cyberspace deterrence? This section provides background information on how Army cyber forces operate and examines the potential contributions of these forces to the deterrence efforts in cyberspace as well as in the broader context of strategic deterrence. The section also addresses how the priority of these contributions may change with escalating levels of conflict. • Third, the monograph provides recommendations for changing or adapting the DoD and Army responsibilities to better define and implement the evolving concepts and actions supporting deterrence in the dynamic domain of cyberspace.

16. What Next for Russia’s Front-Line States?

Russia’s annexation of Crimea and intervention in Eastern Ukraine in 2014, alarmed not only Western-leaning states in Central Europe and the Baltic but also Moscow’s traditional allies. These events signaled that Moscow is now willing and capable of using direct military force against perceived strategic threats in its self-proclaimed region of vested interests. With the exception of Ukraine and the Baltic States, this Letort Paper examines how Russia’s front-line states have adjusted their foreign policy posture since 2014. Belarus, Moldova, the states of Central Asia and the South Caucasus calculate the benefits and risks in their relationship with Moscow and either make concessions or strengthen their defenses accordingly to avoid triggering a Russian reaction. This Letort Paper provides a range of policy recommendations intended to maximize the opportunities of a new alignment with the West for these states while minimizing the risk of Russia, using again, those capabilities it has demonstrated in Ukraine and Syria.

Abstract:
Scenario planning should be one of the Pentagon’s most important tools for developing strategy for an uncertain future. However, the formalized joint scenario planning process to support strategy and force development—Support for Strategic Analysis—has faced many challenges over the past 2 decades, and has ultimately proven less influential than intended on strategic decision-making. Explaining why is the main purpose of this monograph. It argues that scenario analysis has been most effective in supporting capability and program development, while it has fallen short in shaping strategy and force structure. The reasons for this are numerous and are rooted in intrinsic, structural characteristics of decision-making in large organizations. The monograph concludes with several recommendations for rejuvenating scenario planning in the Pentagon.

Abstract:
The Iraq War has been the costliest U.S. conflict since the Vietnam War. To date, few official studies have been conducted to review what happened, why it happened, and what lessons should be drawn. The U.S. Army in the Iraq War is the Army’s initial operational level analysis of this conflict, written in narrative format, with assessments and lessons embedded throughout the work. This study reviews the conflict from a Landpower perspective and includes the contributions of coalition allies, the U.S. Marine Corps, and special operations forces. Presented principally from the point of view of the commanders in Baghdad, the narrative examines the interaction of the operational and strategic levels, as well as the creation of theater level strategy and its implementation at the tactical level. Volume 1 begins in the truce tent at Safwan Airfield in southern Iraq at the end of Operation DESERT STORM and briefly examines actions by U.S. and Iraqi forces during the interwar years. The narrative continues by examining the road to war, the initially successful invasion, and the rise of Iraqi insurgent groups before exploring the country’s slide toward civil war. This volume concludes with a review of the decision by the George W. Bush administration to “surge” additional forces to Iraq, placing the conduct of the “surge” and its aftermath in the second volume. This study was constructed over a span of 4 years and relied on nearly 30,000 pages of hand-picked declassified documents, hundreds of hours of original interviews, and thousands of hours of previously unavailable interviews. Original interviews conducted by the team included President George W. Bush, Secretary of State Condoleezza Rice, Secretaries of Defense Leon Panetta and Robert Gates, Chairmen of the Joint Chiefs of Staff, and every theater commander for the war, among many others. With its release, this publication, The U.S. Army in the Iraq War, represents the U.S. Government’s longest and most detailed study of the Iraq conflict thus far.
