In Washington, doomsday prophets tend to be effective motivational speakers. They successfully persuade the electorate that their cause is worthy and prompt Congress to take action. In his book Falling Behind? Boom, Bust, and the Global Race for Scientific Talent, Michael Teitelbaum takes on a particular brand of doomsday prophet: those who see impending shortages in the science and engineering workforce. Teitelbaum walks his readers through five postwar cycles of boom and bust in the science and engineering workforce, which eh argues have been driven to a large extend by political machinations set in motion by labor shortage claims (claims that have been almost universally rejected by economists studying the issue). The institutions that currently shape the science and engineering workforce are largely the product of policy responses to these booms and busts. As a result, Falling Behind? Is more than just a work of policy history. It is also a cogent analysis of contemporary R funding mechanisms, high-skill immigration policies, and PhD program structures.

Abstract:
Criminal justice reform has been gaining momentum in Washington, attracting policymakers from both sides of the aisle. Draconian mandatory minimum sentences, overcrowded prisons, and bloated criminal justice budgets have made reform a bipartisan issue. This is undoubtedly a positive development, but—as is typical with the political process—the most popular reforms are not enough. Most of the political capital and rhetoric focuses on "back-end" criminal justice reforms, such as sentencing reform, early release, and alternatives to incarceration. While these reforms are sorely needed, the "front end" of the criminal justice system—criminal laws, the courts, and policing itself—also needs thorough examination. Radley Balko's Rise of the Warrior Cop is an exemplar of what these assessments should look like in the American context.

The question of whether immigration has been good for America has been on the minds of Americans since the beginning of our republic and continues in the pages of this issue of the Cato Journal. As the United States enters another presidential election year, President Obama has been calling on Congress to enact immigration reform while his administration has been deporting record numbers of unauthorized immigrants. Meanwhile, Republican presidential candidates have been competing with each other to adopt the toughest positions to enforce existing law, including the completion of a fence along the entire 2,000-mile border with Mexico. Outside of Washington, legislatures in Arizona, Georgia, Alabama, and other states have enacted laws designed to make life more difficult for undocumented immigrants.

In the postwar years, most Third World countries turned inward partly in response to what they thought were the disastrous consequences of their 19th century integration into the world economy as the global economy collapsed in the Great Depression. The seeming success of Soviet central planning under Stalin also persuaded the leaders of these newly independent countries to substitute the plan for the market. Planning was all the rage, with the state seeking to control the commanding heights of the economy. Furthermore, the many theorists who created a seemingly "new development economics" provided the intellectual basis for the complex system of dirigiste controls on "anything that moved" (as one wit put it) in a market economy.

Politicians and pundits portray Herbert Hoover as a defender of laissez faire governance whose dogmatic commitment to small government led him to stand by and do nothing while the economy collapsed in the wake of the stock market crash in 1929. In fact, Hoover had long been a critic of laissez faire. As president, he doubled federal spending in real terms in four years. He also used government to prop up wages, restricted immigration, signed the Smoot-Hawley tariff, raised taxes, and created the Reconstruction Finance Corporation-all interventionist measures and not laissez faire. Unlike many Democrats today, President Franklin D. Roosevelt's advisers knew that Hoover had started the New Deal. One of them wrote, "When we all burst into Washington ... we found every essential idea [of the New Deal] enacted in the 100-day Congress in the Hoover administration itself."

In many ways, George Washington represents the most difficult of the Founders to approach. His importance in the American Revolution and the central role he played in the formation of the Republic is beyond dispute. Yet, as so many have pointed out, he becomes more the marble statue than a real man. Thus, it may not be surprising that the most recent spurt of scholarship and popular history concerning the American Founders tends to focus on reinterpretations of the agreed-upon intellectual greats (Jefferson, Madison, and Hamilton) and a rediscovery of neglected Founders (Mason, Morris, and Pickney). Alas, what are we to do with Washington beyond revere?

If there is a role for the government to play in restoring financial harmony it would have to be quite the opposite from the role Washington has played over the last decade, which has produced financial chaos. But the chances at this point that Washington will reverse its past practices and quietly withdraw to the sidelines so that the markets can make necessary corrections are quite slim, or, more precisely, non-existent. It is the nature of governments to first interfere with market forces and then make the problem worse by addressing the resulting confusions and dislocations by interfering still more.

In response to the recent financial crisis, many governments chose to ban or restrict short sales, hoping to mitigate the impact of the stock market downturn. Stock markets function as a continuous election, held to determine the allocation of resources with buyers voting for and sellers voting against investment in particular stocks. Banning short selling is akin to disenfranchising the "no" voter, thereby creating a distortion in the resource allocation process. Ban-induced price distortions damage the integrity of stock prices among investors and potentially cause stocks to expand beyond what is optimal for the firms and the economy.

On December 12, 2003, President Bush signed into law the Syria Accountability and Lebanese Sovereignty Restoration Act of 2003, a law designed to pressure Syrian president Bashar Assad's government to work more aggressively in fighting terrorism at home and abroad. Implementation of the new measures, which combine punitive economic sanctions with diplomatic pressure, threatens to escalate into a new conflict in the Middle East. Some influential people in Washington welcomed such a confrontation, believing that it would lead to regime change in Damascus similar to the one that was effected in neighboring Iraq.

Since September 11, 2001, there have been calls from various quarters to embrace nation building as a tool for combating terrorism. The logic behind the idea is that “good” states do not do “bad” things, so Washington should build more “good” states. That idea, however, relies on several dubious assumptions—for example, that embarking on multiple nation-building missions will reduce the potential for anti-American terrorism. If anything, nation building is likely to create more incentives, targets, and opportunities for terrorism, not fewer. The nation-building idea also draws on false analogies with the past. For example, some people assert that Europe's experience under the Marshall Plan can be readily duplicated in a whole host of countries and that, with enough economic aid, trained bureaucrats, and military force of arms, “bad” states anywhere can be transformed into open, self-sustaining, peaceful states.

When he pledged to do whatever was necessary—even use U.S. military forces—to help Taiwan defend itself, President George W. Bush seemingly replaced Washington's long-standing policy of “strategic ambiguity” with a policy of strategic clarity. Although the president and his advisers subsequently retreated from his initial rhetorical stance, both China and Taiwan are likely to believe that Bush's original statement accurately reflects U.S. policy. The recent summit meeting between South Korean president Kim Dae Jung and North Korean leader Kim Jong Il raises the prospect that the Cold War on the Korean Peninsula may at last be coming to an end. Although the latest effort at détente could ultimately abort as did similar initiatives in the 1970s and early 1990s, North Korea's dire economic straits probably leave the Stalinist state little choice this time but to open itself to the outside world and seek trade and investment from its prosperous, democratic South Korean rival.
