Abstract:: The decline in the speed of the EU enlargement and in the EU’s transforming power has led to the rise of alarmism among international commentators regarding the future of the Balkans. The argument is usually twofold: if the EU integration of the Balkans is delayed further, not only will ominous third actors jump in and bring instability, but also the Balkan people will start grabbing each other’s throats. This is obviously a hegemonic discourse based on the immutable assumption that the EU is and will be the only legitimate international actor to be present in the region and ensure peace and prosperity there. It also assumes, by disregarding the historical contexts of the earlier conflicts in the region, that the Balkan societies are inherently violent and immature.

Abstract:: Recent years have made it clear that NATO is going through a transformation process; Turkey will be one of the allies most affected by this process. Both the future of NATO and Turkey's perception of NATO membership will be at stake unless the allies can reach consensus on the core strategic issues of the transformation agenda. Analysts urgently need to come up with convincing answers to the following questions: In which ways has NATO's transformation been going through? Why does Turkey feel uneasy with some aspects of the process? What steps should Turkey take in order to ensure that the transformation of the Alliance is viewed positively at home?

Abstract:: Since 1960, nineteen Standby arrangements have been signed. With these agreements, significant progress has been made in Turkish economy: inflation has fallen to the lowest level since 1986, the public debtto- GNP ratio has been falling, and interest rates have declined rapidly. IMF's immediate goals concern exchange rate stability and balance of payments, and evaluations of IMF programs tend to concentrate on these two objectives. Yet, whether or not the IMF programs have positive effects on these short-term goals, what ultimately matters is that they induce economic growth and do not concentrate on incomes.

Abstract:: To fulfill Turkey's mission as a ʺcivilizational connectorʺ between Europe and Asia, Turkey must be a full member of the East Asian Summit. The path towards this goal, among others, requires Turkey to be a Dialogue Partner of ASEAN. Once ASEAN sponsors Turkey's membership in East Asian Summit, Turkey would then be strategically positioned to be a key member with some of the world's most monumental economic and political powers in its midst. Indeed, if Turkey is a member of East Asian Summit, ideally by 2010, Turkey would be in a better position to realize its strategic, civilizational, and historical depth.
