The International Monetary Fund (IMF) is doling out billions of dollars, influencing economies around the world through its finance, and through the policies it expects governments to implement in return for the funds. But who has a say in those decisions? This paper presents case study research from Pakistan, Tunisia, Egypt, Ecuador, Argentina, Zambia and Ghana to assess the extent and meaningfulness of IMF engagement with civil society. With findings on power, motivations, impact and the importance of civic space considerations, the paper makes the case for significantly improved engagement, and recommends how to do so systematically, meaningfully and safely.

This briefing paper argues that austerity measures are a form of gender-based violence against women, girls and non-binary people, and lays out clear examples of how fiscal consolidation affects them. Its core argument is that ending austerity must be a priority. The policies that deliver austerity’s deadly consequences can no longer be marketed as the ‘logical’ and ‘inevitable’ economic options that they have been for decades, and certainly not by any government that claims a commitment to gender equality or ending gender-based violence. Austerity takes away from those who need it most, while ignoring common-sense ways to improve both revenue and prosperity. The paper goes on to share feminist economic alternatives offer pathways that can protect the Majority World from completely avoidable suffering.

The focus on profit maximization at the expense of workers, farmers, and women have helped companies reap huge profit margins in the short-term, but as COVID-19 has revealed, it has come at the cost of rights violations. Such costs are no longer considered an acceptable business risk. As human rights gains prominence in investor-company engagement, this briefing note provides information to investors about the risks of ignoring human rights impacts, evidence about the rights violations that persist in the food sector despite company action and charts a way for investors to build a resilient food system given their outsized influence.

This joint briefing from Oxfam, Christian Aid, ActionAid and the CBI reflects a growing convergence between businesses and tax advocacy groups on the use of tax incentives in the Global South. It argues that tax incentives can be a useful tool in promoting decent jobs and growth. But it also contends that too often tax incentives are used in inefficient and ineffective ways, and in the worst cases are entirely redundant. We hope that its message will be heard by policy makers around the world, and that it will contribute to better policy making that encourages responsible investment. Promoting domestic resource mobilization should mean that governments have more money to invest in essential public services to tackle poverty.

Economic inequality – the skewed distribution of income and wealth – is soaring. Oxfam's own research has found that the 85 richest individuals in the world have as much wealth as the poorest half of the global population. Economic inequality is also putting lives on the line – more than 1.5 million lives are lost each year due to high income inequality in rich countries alone. A recent study of 93 countries estimated that reducing the income share of the richest 20 per cent by just one percentage point could save the lives of 90,000 infants each year. Estimates also show that failing to tackle inequality will add hundreds of billions of dollars to the price tag of ending poverty, putting the achievement of any new post-2015 poverty goals in jeopardy.

The Queen 'Mamohato Memorial Hospital, which opened in October 2011, was built to replace Lesotho's old main public hospital, the Queen Elizabeth II (QE II) Hospital, in the capital, Maseru. It is the first of its kind in Africa – and in any low-income country – because all the facilities were designed, built, financed, and operated under a public – private partnership (PPP) that includes delivery of all clinical services. The PPP was developed under the advice of the International Finance Corporation (IFC), the private sector investment arm of the World Bank Group. The promise was that the PPP would provide vastly improved, high-quality healthcare services for the same annual cost as the old public hospital.

Small-scale traditional agriculture provides the foundation of economic, political, and social life in Sudan's Darfur region. Traditionally, it included shifting crop cultivation and agro-pastoral livestock herding, with different ethnic groups specializing in each activity. Under this system, rights over land were not exclusive; various overlapping rights prevailed, and land use was not permanent. These arrangements allowed for the exchange of production inputs (manure for fertilizer, crop residues for animal feed), and permitted the different ethnic groups to coexist peacefully to their mutual advantage.

Who wants to farm? In an era of land grabs and environmental uncertainty, improving smallholder productivity has become a higher priority on the poverty and food security agenda in development, focusing attention on the next generation of farmers. Yet emerging evidence about the material realities and social norms and desires of young people in developing countries indicates a reasonably widespread withdrawal from work on the land as an emerging norm. While de-agrarianisation is not new, policymakers are correct to be concerned about a withdrawal from the sector: smallholder productivity growth, and agricultural transformation more broadly, depend in part on the extent to which capable, skilled young people can be retained or attracted to farming, and on policies that support that retention. So who wants to farm, and under what conditions? Where are economic, environmental and social conditions favourable to active recruitment by educated young people into farming? What policy and programmatic conditions are creating attractive opportunities in farming or agro-food industry livelihoods?

Modernization of the country's agricultural sector is, rightly, a priority. However, mechanization and large–scale agricultural investment is not the only option. Small farm development provides a commercially viable option with better outcomes in terms of poverty reduction and positive impacts on other sectors. Small farms absorb labour, allow communities to build assets and help local markets flourish. It is crucial that Myanmar promotes the right type of agricultural investment – that which supports the country's millions of small-scale farmers and farm labourers, as well as their families.

In this paper we examine the impact of rises in inactivity on wages in the US economy and find evidence of a statistically significant negative effect. These nonparticipants exert additional downward pressure on wages over and above the impact of the unemployment rate itself. This pattern holds across recent decades in the US data, and the relationship strengthens in recent years when variation in participation increases. We also examine the impact of long-term unemployment on wages and find it has no different effect from that of short-term unemployment. Our analysis provides strong empirical support, we argue, for the assessment that continuing labor market slack is a key reason for the persistent shortfall in inflation relative to the Federal Open Market Committee's (FOMC) 2 percent inflation goal. Further, we suggest our results point towards using wage inflation as an additional intermediate target for monetary policy by the FOMC.

In July 2014, a new multilateral and Southern-led development bank is expected to be launched by the leaders of Brazil, Russia, India, China and South Africa – better known as the BRICS. The BRICS Development Bank will provide a fresh source of finance for developing and emerging economies to meet their development needs. Little has been made public regarding the proposed Bank's core mandate or activities but while governments negotiate the technicalities of the Bank, it is critical that they also provide a solid vision of the principles, priorities and objectives on which the Bank's activities and operations will be premised. This policy brief recommends that these include commitments to: ending extreme poverty and inequality, with a special focus on gender equity and women's rights; aligning with environmental and social safeguards and establishing mechanisms for information sharing, accountability and redress; leadership on the sustainable development agenda; the creation of mechanisms for public consultation and debate; and the adoption a truly democratic governance structure.

But consumption is taking up the slack and fiscal policy is set to be supportive. As a result, we only expect a relatively modest slowing in growth in 2012 to 8.4% from 9.2% in 2011. But with house prices still falling in December, we remain concerned about the risk of a sharp slowing in the property market leading to strains on local government finances and a hard landing for growth, particularly with the external environment weak. In our professional opinions, there are alternatives – for Britain, Europe and all countries that currently imagine that government cutbacks are the only way out of debt. The low-growth, no-growth trap means that the share of debt in GNP falls ever more slowly, if at all. It may even rise – as it has in some countries.

It is a stable democracy, with an efficient and increasingly transparent government. The entire budget is published online. Strong education and health plans are in place, and the government promotes the use of generic medicines. In recent years growth has been consistently robust, at around 6 percent. The country hosts a world-renowned film festival. It has consistently sought to reform and modernize, just as the IMF and World Bank have prescribed. And, in turn, donors love to fund it. It was, for instance, one of the first countries to qualify for debt relief under the Heavily Indebted Poor Countries (HIPC) programme. So confident is the international community that its money will be in safe hands that it readily gives budget support – which is very positive, as this form of aid allows the government to fund recurrent expenditures such as teachers' and doctors' salaries, though from a donor's perspective it is more difficult to trace, in large amounts.

An overview of the region up to 30 January 2009 by the UN Economic Commission for Latin America and the Caribbean (cepal) argues that the larger economies have been more directly affected by the global economic crisis (because in general they are more integrated with the global markets, especially finance), but are also better equipped to respond to it. In particular, Cepal sees South America as diverging from Central America and the Caribbean, which seem to be both less resilient in terms of their economies, and more exposed to the slump in the USA. They are being driven back to aid as the last/only resort. Mexico is in a category of its own, the most exposed to the US downturn, but as a large economy and an oil exporter, better placed to withstand the downturn than its Caribbean basin neighbours.

Abstract:
Even in hard times, it can make commercial sense for companies to develop markets that include poor people, and business models that address poverty. Businesses that create decent jobs, access to markets or goods and services that benefit low-income groups in emerging economies help to build healthier, wealthier, and more highly skilled communities. Those communities will provide the customers, suppliers, and employees that companies need for sustainable growth.

At the time of independence in 1964 Zambia was a middle-income country and appeared set to develop into a prosperous nation. However, the combination of a tumultuous world economy and fiscal mismanagement led to rapid economic decline, which continued unabated into the 1980s and 1990s. Average economic growth from 1990–1999 was the lowest in the region, and unemployment and inflation soared resulting in per capita incomes 50% less in 1999 than they had been 25 years earlier.

This paper, based on two pilot projects conducted by Oxfam with LSPs in Sunderland and Thurrock in 2008-9, looks at how local authorities can increase the representation and participation of women in LSPs, and how needs differ by gender. The evidence from the pilot projects clearly shows that LSPs can, and must, take concrete steps to involve women more effectively in local decision-making – and take their particular needs into consideration in setting targets for services such as transport, unemployment, and housing – in or der to improve their economic and social well-being and tackle the poverty and social exclusion they face. The paper makes a series of recommendations to those involved in LSPs as to how to do this, and gives examples of good practice.

The cocoa tree is an important source of income for millions of farming families in equatorial regions. Cocoa originates in the river valleys of the Amazon and the Orinoco in South America. Its discoverers, the Maya people, gave it the name 'cocoa' (or 'God's food'). Cocoa was introduced to Europe in the fifteenth century. Cocoa imports were heavily taxed, and as a result it was consumed as a drink only by the wealthy. Investment from Great Britain and The Netherlands, combined with the launch of the chocolate bar in 1842 by Cadbury, resulted in a greater demand for chocolate. This led to the gradual expansion of cocoa production, spreading to Africa in 1870.

Global food prices are up 83 per cent compared with three years ago. The resulting food price crisis constitutes an unprecedented threat to the livelihoods and well-being of millions of rural and urban households who are net food buyers. Around the world, Oxfam International and many of its partners have seen soaring prices force people to eat less food or less nutritious food and drive poor households to cut back on health care, education, and other necessities. Women and children's nutritional levels are particularly vulnerable, as women often put men's consumption before their own.

The unprecedented turmoil in the world's financial markets has resulted in a significant loss of trust in the global financial system. Financial institutions and the market as a whole have been criticised for short-termism, for lacking transparency, and for not being properly accountable to regulators or to wider society. The credit crisis has also raised wider questions about the proper role of investors in society, both in terms of the specific investments that they make and the manner in which they use their influence to ensure that the positive social and environmental impacts of their investment activities are maximised, and the negative impacts minimised.

The world's poor must not pay the price for the collapse of financial markets. Without immediate action, millions will suffer. Poor women and children will pay for the financial folly, failed ideology and crude self-interest that led to this crisis. Much of the burden will be borne by those least able to cope, whether it is poor families evicted from their homes in Detroit, or poor children dying in Mali for want of basic medical care. As the leaders of 20 industrialised and emerging economies convene in Washington for their G20 Emergency Summit on 15 November, small-scale tinkering and limited financial regulation is not good enough. The world leaders gathered for the G20 meeting must heed the call of many around the world, including Ban Ki-moon, Kofi Annan1 and others, to have the ambition and will to act now to help the poorest. The decisions cannot all be taken now, but an ambitious vision can be articulated and followed by work with the UN in the coming months to rapidly build from the ashes of this crisis a new 21st century political and economic system that is just and equitable.
