8. Women and Children First: Repatriating the Westerners Affiliated with ISIS

- Tens of thousands of foreign men, women and children affiliated with ISIS are detained in northeast Syria. The camps where they are held pose a formidable security and humanitarian challenge to the region. Western governments should, at minimum, accelerate the repatriation of women and children. What’s new? Alongside the thousands of foreign fighters detained in north east Syria are thousands of non-Syrian children and women. Western governments have for months publicly wrestled with political and policy qualms about repatriating their nationals. Turkey’s incursion into Syria highlights that the window for repatriation or transfer could close suddenly. Why does it matter? The long-term detention of these men, women and children in north east Syria has always been deeply problematic for security and humanitarian reasons. The Turkish incursion and shifting balance of power in the region makes the security of the camps where they are held more precarious. What should be done? As a first step toward addressing this challenge, Western governments should accelerate repatriation of their national children and women. They should recognise the diversity of women’s backgrounds and repatriate those who are unthreatening. They should also pour substantial diplomatic and financial resources into developing responsible options for the remaining population.

9. Syria Calling: Radicalisation in Central Asia

- Growing numbers of Central Asian citizens, male and female, are travelling to the Middle East to fight or otherwise support the Islamic State (IS, formerly ISIL or ISIS). Prompted in part by political marginalisation and bleak economic prospects that characterise their post-Soviet region, 2,000-4,000 have in the past three years turned their back on their secular states to seek a radical alternative. IS beckons not only to those who seek combat experience, but also to those who envision a more devout, purposeful, fundamentalist religious life. This presents a complex problem to the governments of Central Asia. They are tempted to exploit the phenomenon to crack down on dissent. The more promising solution, however, requires addressing multiple political and administrative failures, revising discriminatory laws and policies, implementing outreach programs for both men and women and creating jobs at home for disadvantaged youths, as well as ensuring better coordination between security services.

10. Kenya: Al-Shabaab – Closer to Home

- One year after the Westgate Mall terrorist attack in Nairobi, Al–Shabaab is more entrenched and a graver threat to Kenya. But the deeper danger is less in the long established terrorist cells that perpetrated the act–horrific as it was–and more in managing and healing the rising communal tensions and historic divides that Al- Shabaab violence has deliberately agitated, most recently in Lamu county. To prevent extremists from further articulating local grievances with global jihad, the Kenyan government–including county governments most affected-opposition politicians and Kenyan Muslim leaders, must work together to address historical grievances of marginalisation among Muslim communities in Nairobi, the coast and the north east, and institutional discrimination at a national level, as well as ensuring that counter-terrorism operations are better targeted at the perpetrators and do not persecute wider ethnic and faith communities they have purposefully infiltrated.

Cette appréhension peut s'expliquer par la montée des violences à la frontière algérienne, le chaos libyen et l'avancée de l'islamisme radical au Moyen-Orient, mais également par le discours antiterroriste ambiant. Caisse de résonnance des conflits qui agitent la région, le pays a besoin d'aborder la question terroriste de manière sereine et dépolitisée, malgré les enjeuxinternationaux. La lutte contre le terrorisme et la lutte contre le crime organisé sont indissociables. Le gouvernement gagnerait ainsi à accompagner ses mesures sécuritaires par des mesures économiques et sociales destinées à ramener les populations frontalières dans le giron de l'Etat.

13. Education Reform in Pakistan

- In April 2010, the eighteenth constitutional amendment committed Pakistan to free and compulsory education for all children between the ages of five and sixteen. Yet, millions are still out of school, and the education system remains alarmingly impoverished. The madrasa (religious school) sector flourishes, with no meaningful efforts made to regulate the seminaries, many of which propagate religious and sectarian hatred. Militant violence and natural disasters have exacerbated the dismal state of education. Earthquakes and floods have destroyed school buildings in Balochistan, Sindh, Khyber Pakhtunkhwa (KPK) and Punjab, disrupting the education of hundreds of thousands of children. Militant jihadi groups have destroyed buildings, closed girls' schools and terrorised parents into keeping daughters at home; their attacks made global headlines with the shooting of schoolgirl and education activist Malala Yousafzai in October 2012. The public education system needs to foster a tolerant citizenry, capable of competing in the labour market and supportive of democratic norms within the country and peace with the outside world.

14. Somalia: Al-Shabaab - It Will Be a Long War

- Despite the recent military surge against Somalia's armed Islamist extremist and self-declared al-Qaeda affiliate, Al-Shabaab, its conclusive "defeat" remains elusive. The most likely scenario – already in evidence – is that its armed units will retreat to smaller, remote and rural enclaves, exploiting entrenched and ever-changing clan-based competition; at the same time, other groups of radicalised and well-trained individuals will continue to carry out assassinations and terrorist attacks in urban areas, including increasingly in neighbouring countries, especially Kenya. The long connection between Al-Shabaab's current leadership and al-Qaeda is likely to strengthen. A critical breakthrough in the fight against the group cannot, therefore, be achieved by force of arms, even less so when it is foreign militaries, not the Somalia National Army (SNA), that are in the lead. A more politically-focused approach is required.

15. Rigged Cars and Barrel Bombs: Aleppo and the State of the Syrian War

- As Aleppo goes, so goes Syria's rebellion. The city is crucial to the mainstream opposition's military viability as well as its morale, thus to halting the advance of the Islamic State (IS). After an alliance of armed rebel factions seized its eastern half in July 2012, Aleppo for a time symbolised the opposition's optimism and momentum; in the following months, it exposed the rebels' limits, as their progress slowed, and they struggled to win over the local population. Today, locked in a two-front war against the regime and IS, their position is more precarious than at any time since the fighting began. Urgent action is required to prevent the mainstream opposition's defeat: either for Iran and Russia to press the regime for de-escalation, to showcase their willingness to confront IS instead of exploiting its presence to further strengthen Damascus; or, more realistically, for the U.S., Europe and regional allies to qualitatively and quantitatively improve support to local, non-jihadi rebel factions in Aleppo. Any eventual possibility of a negotiated resolution of the war depends on one course or the other being followed.

16. Crying "Wolf": Why Turkish Fears Need Not Block Kurdish Reform

- Negotiations underway since late 2012 between Turkey's government and the Kurdistan Workers' Party (PKK) are stalling. A ceasefire announced on 23 March 2013 remains precarious, as maximalist rhetoric gains renewed traction on both sides. While the PKK should be doing more to persuade Ankara that it wants a compromise peace, the government has a critical responsibility to fully address the longstanding democratic grievances of Turkey's Kurds. One reason it frequently gives for its hesitation is fear of a nationalist backlash. In fact, the peace process has already demonstrated how willing mainstream Turks would be to accept steps towards democratisation. A much bigger risk for the ruling Justice and Development Party (AKP), as it heads into a two-year cycle of local, presidential and parliamentary elections, would be if the three-decade-old conflict plunges into a new cycle of violence.

17. Make or Break: Iraq's Sunnis and the State

- The question of Sunni Arab participation in Iraq's political order that has plagued the transition since its inception is as acute and explosive as ever. Quickly marginalised by an ethno-sectarian apportionment that confined them to minority status in a system dominated by Shiites and Kurds, most community members first shunned the new dispensation then fought it. Having gradually turned from insurgency to tentative political involvement, their wager produced only nominal representation, while reinforcing feelings of injustice and discrimination. Today, with frustration at a boil, unprecedented Sunni-Shiite polarisation in the region and deadly car bombings surging across the country since the start of Ramadan in July, a revived sectarian civil war is a serious risk. To avoid it, the government should negotiate local ceasefires with Sunni officials, find ways to more fairly integrate Sunni Arabs in the political process and cooperate with local actors to build an effective security regime along the Syrian border.

18. The Kenyan Military Intervention in Somalia

- The decision in October 2011 to deploy thousands of troops in Somalia's Juba Valley to wage war on Al-Shabaab is the biggest security gamble Kenya has taken since independence, a radical departure for a country that has never sent its soldiers abroad to fight. Operation Linda Nchi (Protect the Country) was given the go-ahead with what has shown itself to be inadequate political, diplomatic and military preparation; the potential for getting bogged down is high; the risks of an Al-Shabaab retaliatory terror campaign are real; and the prospects for a viable, extremist- free and stable polity emerging in the Juba Valley are slim. The government is unlikely to heed any calls for a troop pullout: it has invested too much, and pride is at stake. Financial and logistical pressures will ease once its force becomes part of the African Union (AU) mission in Somalia (AMISOM). But it should avoid prolonged “occupation” of southern Somalia, lest it turn local Somali opinion against the intervention and galvanise an armed resistance that could be co-opted by Al-Shabaab, much as happened to Ethiopia during its 2006-2009 intervention.

19. Somalia: An Opportunity that Should Not Be Missed

- The next six months will be crucial for Somalia. The international community is taking a renewed interest in the country; the mandate of the feeble and dysfunctional Transitional Federal Government (TFG) expires in a half-year; and emboldened troops from the African Union Mission in Somalia (AMISOM), Kenya and Ethiopia are keen to deal the weakened (though still potent) extremist Islamist movement Al-Shabaab further defeats. This confluence of factors presents the best chance in years for peace and stability in the south and centre of the country. To achieve that, however, requires regional and wider international unity of purpose and an agreement on basic principles; otherwise spoilers could undermine all peacebuilding efforts.

20. Aid and Conflict in Pakistan

- International, particularly U.S., military and civilian aid has failed to improve Pakistan's performance against jihadi groups operating on its soil or to help stabilise its nascent democracy. Lopsided focus on security aid after the 11 September 2001 attacks has not delivered counterterrorism dividends, but entrenched the military's control over state institutions and policy, delaying reforms and aggravating Pakistani public perceptions that the U.S. is only interested in investing in a security client. Almost two-thirds of U.S. funding since 2002 ($15.8 billion) has been security-related, double the $7.8 billion of economic aid. Under an elected government, and with civilian aid levels at their highest in decades, the U.S. and other donors can still play a major part in improving service delivery, supporting key reforms and strengthening a fragile political transition vital to internal and regional stability. Re-orientation of funding from military security purposes to long-term democracy and capacity building support is the best way to guarantee the West's and Pakistan's longterm interests in a dangerous region. But aid policies must be better targeted, designed and executed.

21. Yemen: Enduring Conflicts, Threatened Transition

- As messy as it has been and unfinished as it remains, Yemen's transition accomplished two critical goals: avoiding a potentially devastating civil war and securing the resignation of President Ali Abdullah Saleh, who had ruled the impoverished country for over three decades. It also cracked the regime's foundations, while making it possible to imagine new rules of the game. Still, much remains in doubt, notably the scope and direction of change. The nation essentially has witnessed a political game of musical chairs, one elite faction swapping places with the other but remaining at loggerheads. Important constituencies – northern Huthi, southern Hiraak, some independent youth movements – feel excluded and view the transition agreement with scepticism, if not distain. Al-Qaeda and other militants are taking advantage of a security vacuum. Socio-economic needs remain unmet. The new government must rapidly show tangible progress (security, economic, political) to contain centrifugal forces pulling Yemen apart, while reaching out to stakeholders and preparing the political environment for inclusive national dialogue.

22. How Indonesian Extremists Regroup

- Almost ten years after the Bali bombing that brought terrorism in Indonesia to international attention, the country's violent extremists are weak and divided but still active. In the face of strong police pressure, they are finding ways to regroup on the run, in prison and through internet forums, military training camps and arranged marriages. In many cases, the same individuals keep reappearing, using old networks to build new alliances. The fact that they have been singularly inept in their operations in recent years does not mean that the danger of attacks is over. There are signs that at least some are learning lessons from past failures and becoming more sophisticated in recruitment and fundrais-ing. Better understanding of how extremists regroup could lead to more effective counter-radicalisation programs.

23. Turkey: The PKK and a Kurdish Settlement

- Turkey's Kurdish conflict is becoming more violent, with more than 700 dead in fourteen months, the highest casualties in thirteen years. Prolonged clashes with militants in the south east, kidnappings and attacks on civilians suggest hardliners are gaining the upper hand in the insurgent PKK (Kurdistan Workers' Party). The government and mainstream media should resist the impulse to call for all out anti-terrorist war and focus instead, together with Kurds, on long-term conflict resolution. There is need to reform oppressive laws that jail legitimate Kurdish politicians and make amends for security forces' excess. The Kurdish movement, including PKK leaders, must abjure terrorist attacks and publicly commit to realistic political goals. Above all, politicians on all sides must legalise the rights most of Turkey's Kurds seek, including mother-language education; an end to discriminatory laws; fair political representation; and more decentralisation. Turkey's Kurds would then have full equality and rights, support for PKK violence would drop, and the government would be better placed to negotiate insurgent disarmament and demobilisation.

24. Georgia-Russia: Learn to Live Like Neighbours

- Three years after their August 2008 war over the South Ossetia region, tension is growing again between Russia and Georgia, and talks are needed to restore stability and create positive momentum in a situation that is fragile and potentially explosive. Diplomatic relations are suspended, and the two have only started limited negotiations, with Swiss mediation, on Russia's World Trade Organisation (WTO) membership. Yet, they share interests in improving regional security, trade and transport and should start discussions on these rather than continuing to exchange hostile rhetoric that only makes renewed dialogue more difficult.

25. Radical Islam in Gaza

- The recent Israel-Hamas escalation returns a spotlight to Gaza and the Islamist movement's relationship with more militant organisations. Gaza arouses multiple concerns: does Hamas seeks to impose religious law; has its purported Islamisation stimulated growth of Salafi-Jihadi groups; and will al-Qaeda offshoots find a foothold there? Hamas faces competition from more radical Islamist groups, though their numbers are few, organisation poor, achievements against Israel so far minor and chances of threatening Gaza's government slight. The significance of Gaza's Salafi-Jihadis is less military capability than constraints they impose on Hamas: they are an ideological challenge; they appeal to members of its military wing, a powerful constituency; through attacks within and from Gaza, they threaten security; by criticising Hamas for not fighting Israel or implementing Sharia, they exert pressure for more militancy and Islamisation. The policy of isolating Gaza and ignoring Hamas exacerbates this problem. As the international community seeks new ways to address political Islam in the Arab upheaval's wake, Gaza is not the worst place to start.

26. Indonesian Jihadism: Small Groups, Big Plans

- Violent extremism in Indonesia increasingly is taking the form of small groups acting independently of large jihadi organisations. This is in part a response to effective law enforcement that has resulted in widespread arrests and structural weakening of Jemaah Islamiyah (JI), Jama'ah Ansharut Tauhid (JAT) and other organisations accused of links to terrorism. But it is also the result of ideological shifts that favour “individual” over “organisational” jihad and low-cost, small-scale targeted killings over mass casualty attacks that inadvertently kill Muslims. The suicide bombing inside a police station mosque on 15 April 2011 and a spate of letter bombs delivered in Jakarta in mid-March are emblematic of the shift. The government needs urgently to develop prevention strategies to reduce the likelihood that more such groups will emerge.

Since its coordinated bombing attack across the country on 17 August 2005, police have arrested hundreds of JMB members; they have also executed every member of its original leadership, including its founder, Shaikh Abdur Rahman. Its last successful attack was in January 2006. The state has succeeded in tackling the Islamist extremist threat to the extent that organisations such as JMB are struggling to survive. But the arrest of 95 JMB operatives since October 2008 and discoveries of huge caches of explosives demonstrate that JMB was able to regroup, recruit and raise funds. No one should take its demise for granted: the possibility of another attack remains, and the government should move quickly to create a planned policeled counter-terrorism force. It should also step up counterterrorism cooperation, particularly with neighbouring India.

- The discovery in late February 2010 of a jihadi training camp in Aceh came as a surprise in three ways. It revealed a major mutation in Indonesian jihadi ranks: a new coalition had emerged that rejected both Jemaah Islamiyah (JI), the best-known such organisation in the region, and the more violent splinter group led until his death in September 2009 by Noordin Top. It had chosen Aceh as a base, despite the antipathy of Acehnese to radical Islam. And it was led by Dulmatin, one of South East Asia's most wanted terrorists, whom officials in both Indonesia and the Philippines believed was in Mindanao.

- More than a month after the 17 July 2009 hotel bombings in Jakarta, Noordin Mohammed Top remains at large, but his network is proving to be larger and more sophisticated than previously thought. Not only was it responsible for coordinated bombings at two luxury hotels in the heart of Jakarta's business district, but it also was apparently contemplating a car bomb attack on President Yudhoyono's residence. As more information comes to light, it looks increasingly likely that Noordin sought and received Middle Eastern funding. While the extent of foreign involvement this time around remains unclear, recruitment in Indonesia has proved disturbingly easy. The salafi jihadi ideology that legitimises attacks on the U.S. and its allies, and Muslims who associate with them, remains confined to a tiny fringe, but that fringe includes disaffected factions of many different radical groups and impressionable youths with no history of violence.

31. Pakistan: Countering Militancy in FATA

- The military operation in South Waziristan is unlikely to succeed in curbing the spread of religious militancy in the Federally Administered Tribal Areas (FATA), unless the Pakistan government implements political reforms in that part of the country. Pakistani Taliban groups have gained significant power in the tribal agencies, seven administrative districts bordering on Afghanistan. While state institutions in FATA are increasingly dysfunctional, the militants have dismantled or assumed control of an already fragile tribal structure. This encroaching Talibanisation is not the product of tribal traditions or resistance. It is the result of short-sighted military policies and a colonial-era body of law that isolates the region from the rest of the country, giving it an ambiguous constitutional status and denying political freedoms and economic opportunity to the population. While the militants' hold over FATA can be broken, the longer the state delays implementing political, administrative, judicial and economic reforms, the more difficult it will be to stabilise the region.

32. Tajikistan: On the Road to Failure

- Far from being a bulwark against the spread of extremism and violence from Afghanistan, Tajikistan is looking increasingly like its southern neighbour – a weak state that is suffering from a failure of leadership. Energy infrastructure is near total breakdown for the second winter running, and it is likely migrant labourer remittances, the driver of the country's economy in recent years, will fall dramatically as a result of the world economic crisis. President Emomali Rakhmon may be facing his greatest challenge since the civil war of 1992-97. At the very least the government will be confronted with serious economic problems, and the desperately poor population will be condemned to yet more deprivation. At worst the government runs the risk of social unrest. There are few indications that the Rakhmon administration is up to this challenge. To address the situation, the international community – both at the level of international organisations and governments – should ensure any assistance reaches those who truly need it, place issues of governance and corruption at the centre of all contacts with the Tajik government, and initiate an energetic dialogue with President Rakhmon on democratisation.

33. Nurturing Instability: Lebanon's Palestinian Refugee Camps

- The vast Palestinian refugee population is routinely forgotten and ignored in much of the Middle East. Not so in Lebanon. Unlike in other host countries, the refugee question remains at the heart of politics, a recurrent source of passionate debate and occasional trigger of violence. The Palestinian presence was a catalyst of the 1975-1990 civil war, Israel's 1982 invasion and Syrian efforts to bring the Palestine Liberation Organisation (PLO) to heel. Virtually nothing has been done since to genuinely address the problem. Marginalised, deprived of basic political and economic rights, trapped in the camps, bereft of realistic prospects, heavily armed and standing atop multiple fault lines–inter-Lebanese, inter-Palestinian and inter-Arab–the refugee population constitutes a time bomb. Until the Arab-Israeli conflict is resolved, a comprehensive approach is required that clarifies the Palestinians' status, formally excludes their permanent settlement in Lebanon, significantly improves their living conditions and, through better Lebanese-Palestinian and inter-Palestinian coordination, enhances camp management.

34. Yemen: Defusing the Saada Time Bomb

- Away from media headlines, a war has been raging on and off in Yemen's northern governorate of Saada since 2004, flaring up in adjacent regions and, in 2008, reaching the outskirts of the capital, Sanaa. The conflict, which has brought about extensive destruction, pits a rebel group, known generically as the Huthis, against government forces. Today's truce is fragile and risks being short-lived. A breakdown would threaten Yemen's stability, already under severe duress due to the global economic meltdown, depleting national resources, renewed tensions between the country's northern elites and populations in the south and the threat from violent groups with varied links to al-Qaeda. Nor would the impact necessarily be contained within national borders. The country should use its traditional instruments-social and religious tolerance, cooptation of adversaries-to forge a more inclusive compact that reduces sectarian stigmatisation and absorbs the Huthis. International actors-principally Gulf States and the West-should use their leverage and the promise of reconstruction assistance to press both government and rebels to compromise.

- Afghanistan's forthcoming elections, with presidential and provincial council polls on 20 August 2009, and National Assembly and district elections scheduled for 2010, present a formidable challenge if they are to produce widely accepted and credible results. The weakness of state institutions, the deteriorating security situation and the fractured political scene are all highlighted by – and will likely have a dramatic effect on – the electoral process. The years since the last poll saw the Afghan government and international community fail to embed a robust electoral framework and drive democratisation at all levels. This has made holding truly meaningful elections much more difficult. Rather than once again running the polls merely as distinct events, the enormous resources and attention focused on the elections should be channelled into strengthening political and electoral institutions, as a key part of the state-building efforts required to produce a stable country.

- On 17 July 2009, suicide bombers attacked two hotels in the heart of a Jakarta business district, killing nine and injuring more than 50, the first successful terrorist attack in Indonesia in almost four years. While no one has claimed responsibility, police are virtually certain it was the work of Noordin Mohammed Top, who leads a breakaway group from Jemaah Islamiyah (JI), the regional jihadi organisation responsible for the first Bali bombing in 2002. One of the hotels, the Marriott, was bombed by Noordin's group in 2003; this time, a meeting of mostly foreign businessmen appears to have been the target. The restaurant of the nearby Ritz-Carlton was also bombed.

38. The Philippines: The Collapse of Peace in Mindanao

- On 14 October 2008 the Supreme Court of the Philippines declared a draft agreement between the Moro Islamic Liberation Front (MILF) and the Philippines government unconstitutional, effectively ending any hope of peacefully resolving the 30-year conflict in Mindanao while President Gloria Macapagal-Arroyo remains in office. The Memorandum of Agreement on Ancestral Domain (MOA-AD or MOA), the culmination of eleven years' negotiation, was originally scheduled to have been signed in Kuala Lumpur on 5 August. At the last minute, in response to petitions from local officials who said they had not been consulted about the contents, the court issued a temporary restraining order, preventing the signing. That injunction in turn led to renewed fighting that by mid-October had displaced some 390,000.

- Claims that major terrorist acts were foiled in Azerbaijan at the end of 2007 have prompted discussion about the extent to which Islamic extremism is a genuine threat in the oil-rich land. Azerbaijan is a secular state with an overwhelmingly moderate (predominantly Shiite) Muslim population. Since the break-up of the Soviet Union and independence in 1991, independent Sunni and Shiite groups have emerged which refuse the spiritual authority of the official clergy. Some are political, but very few, if any, appear intent on employing violence to overthrow the state. The government, however, expresses concern about these “independents”, and tries to control them, including through repression. Its strategy risks radicalising peaceful activists and believers.

40. Colombia: Making Military Progress Pay Off

- Almost six years of intense security operations against the Revolutionary Armed Forces of Colombia (FARC) by the administration of President Álvaro Uribe are beginning to produce tangible results. Government forces killed several important rebel field commanders in 2007 and two members of the central command in March 2008, including second-in-command Raúl Reyes, and have severely disrupted insurgent communications, prompting a loss of internal cohesion and decreasing illegal revenues. However, this progress has come at the cost of severely deteriorating relations with Ecuador and Venezuela and increased risk of political isolation after the controversial bombing raid on Reyes's camp inside Ecuador. Military gains can pay off only if combined with a political strategy that consistently pursues a swap of imprisoned insurgents for hostages in FARC captivity, reestablishes much needed working relations with neighbours along borders and strongly advances integrated rural development to consolidate security and broaden Colombia's international support.

- U.S.-backed security operations in the southern Philippines are making progress but are also confusing counter-terrorism and counter-insurgency with dangerous implications for conflict in the region. The “Mindanao Model” – using classic counter-insurgency techniques to achieve counter-terror goals – has been directed against the Abu Sayyaf Group (ASG) and has helped force its fighters out of their traditional stronghold on Basilan. But it runs the risk of pushing them into the arms of the broader insurgencies in Mindanao, the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF). The U.S. and the Philippines need to revive mechanisms to keep these conflicts apart and refocus energies on peace processes with these groups. That imperative has become particularly acute since the Malaysian government announced withdrawal, beginning on 10 May, from the International Monitoring Team (IMT) that has helped keep a lid on conflict since 2004. If renewed attention to a peace agreement is not forthcoming by the time the IMT mandate ends in August, hostilities could quickly resume.

- A handful of members and persons close to Jemaah Islamiyah (JI), Indonesia's most prominent extremist organisation, have developed a profitable publishing consortium in and around the pesantren (religious school) founded by Abu Bakar Ba'asyir and Abdullah Sungkar in Solo, Central Java. The consortium has become an important vehicle for the dissemination of jihadi thought, getting cheap and attractively printed books into mosques, bookstores and discussion groups. The publishing venture demonstrates JI's resilience and the extent to which radical ideology has developed roots in Indonesia. The Indonesian government should monitor these enterprises more closely, but they may be playing a useful role by channelling JI energies into waging jihad through the printed page rather than acts of violence.

- Step by methodical step, Hamas is consolidating its control over the Gaza Strip. The latest development followed a 25 July explosion that killed five of the movement's military leaders in addition to a young girl. In response, the Islamist movement mounted a broad campaign during which it overran the Hillis family, one of Gaza's most powerful and which includes prominent Fatah leaders; arrested hundreds of political activists; and raided more than 200 organisations and offices. The campaign largely wiped out the remains of the Palestinian Authority's security services in Gaza, brought families and smaller political factions to heel, further encroached on civil society and crippled Fatah's already limited political and military capacities to mobilise. In Arab capitals, there is continued talk of Palestinian reconciliation. In the U.S., there is discussion of a possible peace agreement between President Abbas and Prime Minister Olmert. On the ground, in both Gaza and the West Bank, events are taking a decisively different turn.

- This paper focuses on how leaders in Western countries talk about the “war on terrorism.” The paper discusses the difficulties of defining “terrorism,” because, unlike Marxism or capitalism, “terrorism” is not an ideology. Instead the term may be used to designate actions that are used by members of non-governmental organizations against civilian targets. In the case of the “war on terrorism,” the signifier, “terrorism,” is used widely. However, the signified, the perpetrators and what they do, are quite different. Because the designation of the signified depends upon the speaker, the concept of terrorism seems to be subjective and fluid. The signified switches radically both by context and over time, while the only aspect that is stable is the signifier, “terrorism.” The paper goes on to analyze the “war on terrorism” as an ontological metaphor. The paper concludes by arguing that although figures of speech contribute to the cognitive dimension of meaning by helping us to recognize the equivalence to which we are committed and suggesting new equivalences, metaphors like the “war on terrorism” raise problems and do little to increase our understanding. Considering different cultural codes and world views, this type of metaphor is highly counterproductive for communication on the global level.

- Indonesia, like many countries where Islamic jihadi cells have been uncovered, has been experimenting over the last three years with “deradicalisation” programs. While the term is poorly defined and means different things to different people, at its most basic it involves the process of persuading extremists to abandon the use of violence. It can also refer to the process of creating an environment that discourages the growth of radical movements by addressing the basic issues fuelling them, but in general, the broader the definition, the less focused the program created around it. Experience suggests that deradicalisation efforts in Indonesia, however creative, cannot be evaluated in isolation and they are likely to founder unless incorporated into a broader program of prison reform.

- Terrorism returned to Egypt in 2004 after an absence of seven years with successive attacks and the emergence of a heretofore unknown movement in Sinai. The government's reaction essentially has been confined to the security sphere: tracking down and eliminating the terrorists. Egyptian and international NGOs have focused on the human rights violations which have been prominent in police procedures. The media have been preoccupied with whether al-Qaeda was responsible. Both the state's response and wider public discussion have been confined to the surface of events and have ignored the socio-economic, cultural and political problems which are at the heart of Sinai's disquiet. The emergence of a terrorist movement where none previously existed is symptomatic of major tensions and conflicts in Sinai and, above all, of its problematic relationship to the Egyptian nation-state. Unless these factors are addressed effectively, there is no reason to assume the terrorist movement can be eliminated.

48. Jihadism in Indonesia: Poso on the Edge

- After eight months of trying to induce surrenders, the Indonesian police have conducted two major raids this month in Poso, Central Sulawesi, to arrest a group of men, most local members of the terrorist organisation Jemaah Islamiyah (JI), wanted for a range of bombings, beheadings and drive-by shootings. Peaceful efforts had clearly failed but the high death toll from the second raid has turned the wanted men into victims. A jihad that has been largely directed against local Christians could now be focused on the police as a thoghut (anti-Islamic force) and give a boost to Indonesia's weakened jihadi movement. The urgent task now is for the government to work with Muslim leaders to explain in detail who the suspects were and why force was used. It also should examine how police operations were conducted to see if further measures could have been taken to prevent casualties. Authorities likewise need to begin addressing a wide range of local grievances.

49. Countering Afghanistan's Insurgency: No Quick Fixes

- Fierce battles rage in southern Afghanistan, insurgent attacks in the east creep towards the provinces surrounding Kabul and a new campaign of terrorist violence targets urban centres. The country's democratic government is not immediately threatened but action is needed now. This includes putting more international forces into the battle zones but insurgencies are never beaten by military means alone, and there are no quick fixes. Diplomatic pressure on Pakistan is needed, and the government of President Karzai must show political will to respond to internal discontent with serious efforts to attack corruption, work with the elected National Assembly and extend the rule of law by ending the culture of impunity. Afghanistan needs a renewed, long-term effort to build an effective, fair government that provides real security to its people.
