1. Syria Calling: Radicalisation in Central Asia

Abstract:: Growing numbers of Central Asian citizens, male and female, are travelling to the Middle East to fight or otherwise support the Islamic State (IS, formerly ISIL or ISIS). Prompted in part by political marginalisation and bleak economic prospects that characterise their post-Soviet region, 2,000-4,000 have in the past three years turned their back on their secular states to seek a radical alternative. IS beckons not only to those who seek combat experience, but also to those who envision a more devout, purposeful, fundamentalist religious life. This presents a complex problem to the governments of Central Asia. They are tempted to exploit the phenomenon to crack down on dissent. The more promising solution, however, requires addressing multiple political and administrative failures, revising discriminatory laws and policies, implementing outreach programs for both men and women and creating jobs at home for disadvantaged youths, as well as ensuring better coordination between security services.

Abstract:: Un an après l'intervention française, l'intégrité territoriale et l'ordre constitutionnel ont été rétablis au Mali. Mais la persistance des tensions intercommunautaires et de violences localisées témoigne d'une stabilisation encore précaire du Nord, alors que les forces françaises et onusiennes peinent à consolider leurs progrès en matière de sécurité. Les attentes à l'égard du président Ibrahim Boubacar Keïta sont immenses. Il doit à la fois élaborer un compromis sur le devenir du Nord et engager la réforme d'un Etat affaibli par la crise. Son gouvernement doit aller au-delà des déclarations d'intention et passer à l'action. Pour consolider la situation à court terme, il est tenté de renouer avec un système clientéliste qui a conduit les précédents régimes dans l'impasse. Le président ne peut certes pas tout réformer brusquement mais l'urgence de la stabilisation ne doit ni faire manquer l'occasion d'entamer une réforme profonde de la gouvernance ni occulter la nécessité d'un dialogue véritablement inclusif sur l'avenir du pays.

3. Sudan's Spreading Conf lict (III): The Limits of Darfur's Peace Process

Abstract:: The violence in Darfur's decade-old war spiked in 2013, as the mostly Arab militias initially armed by the government to contain the rebellion increasingly escaped Khartoum's control and fought each other. Recent fighting has displaced nearly half a million additional civilians – in all 3.2 million Darfurians need humanitarian help. The Doha Document for Peace in Darfur (DDPD) signed in Qatar in 2011 is largely unimplemented, notably because it was endorsed by factions with limited political and military influence, blocked by the government and suffered fading international support. The main insurgent groups remain active, have formed an alliance that goes beyond the region and increasingly assert a national agenda. If Darfur is to have durable peace, all parties to the country's multiple conflicts, supported by the international community, need to develop a more coherent means of addressing, in parallel, both local conflicts and nationwide stresses, the latter through a comprehensive national dialogue; eschew piecemeal approaches; embrace inclusive talks; and recommit to Sudan's unity.

4. Too Far, Too Fast: Sochi, Tourism and Conflict in the Caucasus

Abstract:: Russia has invested extensive resources and prestige in the Winter Olympics to be held in the Black Sea resort of Sochi, 7-23 February 2014. The tab, an estimated $51 billion, does not include a nationwide security operation to protect the venue against attack by a resilient and ruthless armed jihadi movement. A spate of bombings, including two in December in the southern city of Volgograd, show that North Caucasus Islamist terrorists are determined to strike opportunistically across the country to mar the games and challenge President Vladimir Putin, who has promised a "safe, enjoyable and memorable" Olympic experience. If ripple effects of security for Sochi and the ambitious regional tourism project the games are meant to inaugurate are not to worsen the situation in the war-to rn North Caucasus, local communities must be assured they will benefit from the development plans, not fall victims to rapacious local elites or the abuses allegedly accompanying the Games. Equally important, they will need guaranteed long-term security, not simply oppressive security regimes.

5. Curbing Violence in Nigeria (II): The Boko Haram Insurgency

Abstract:: Boko Haram's four-year-old insurgency has pitted neighbour against neighbour, cost more than 4,000 lives, displaced close to half a million, destroyed hundreds of schools and government buildings and devastated an already ravaged economy in the North East, one of Nigeria's poorest regions. It overstretches federal security services, with no end in sight, spills over to other parts of the north and risks reaching Niger and Cameroon, weak countries poorly equipped to combat a radical Islamist armed group tapping into real governance, corruption, impunity and underdevelopment grievances shared by most people in the region. Boko Haram is both a serious challenge and manifestation of more profound threats to Nigeria's security. Unless the federal and state governments, and the region, develop and implement comprehensive plans to tackle not only insecurity but also the injustices that drive much of the troubles, Boko Haram, or groups like it, will continue to destabilise large parts of the country. Yet, the government's response is largely military, and political will to do more than that appears entirely lacking.

6. Afghanistan's Political Transition

Abstract:: Ashraf Ghani was inaugurated as president of Afghanistan on 29 September, under difficult circumstances. He inherited a government that is running out of money and losing ground to a rising insurgency. His ability to confront those problems and other challenges as foreign troops withdraw will be shaped by the aftermath of the political contest that brought him to power. Forming a national unity government with his election rival Abdullah Abdullah presents opportunities to stabilise the transition, preventing further erosion of state cohesiveness. Yet, it also poses risks, particularly of factionalism within Kabul, which could undermine urgently needed reforms. Given the international role in developing the agreements that have created this new partnership, and the absence of mechanisms to resolve internal differences, the international community should serve as a guarantor of Kabul's new political order and, if necessary, mediate any serious disputes that arise.

7. Resetting Pakistan's Relations with Afghanistan

Abstract:: Pakistan's relations with Afghanistan have been largely characterised by mutual mistrust and devised through a narrow security prism. While it will require considerable effort to end deep-seated animosity, both countries share close ethnic, linguistic, religious and economic ties. Longstanding Afghan migration to the territories that now compose Pakistan makes them an integral part of Pakistani society. Yet, military-devised interventionist policies, based on perceived national security interests, including support for Afghan, mainly Pashtun, proxies, have marred the relationship. The incoming Afghan President Ashraf Ghani Ahmadzai has offered to expand bilateral ties, providing Islamabad fresh opportunities to improve the relationship. Prime Minister Nawaz Sharif has responded positively, but the Pakistani military and civilian leadership's preferences toward Kabul are diverging further as Afghanistan's transition draws closer. By recalibrating relations toward economic ties and seeking solutions to the presence of millions of Afghan refugees on its soil, Pakistan could engage more constructively with its neighbour.

Abstract:: Depuis le soulèvement populaire de décembre-janvier 2010-2011, la Tunisie surmonte avec succès ses crises politiques, mais le pays semble moins disposé à absorber le choc d'attaques jihadistes plus importantes. Malgré le dialogue national qui a fortement réduit les tensions et a fait débuter l'année 2014 sur une touche optimiste, l'inquiétude grandit de nouveau. Cette appréhension peut s'expliquer par la montée des violences à la frontière algérienne, le chaos libyen et l'avancée de l'islamisme radical au Moyen-Orient, mais également par le discours antiterroriste ambiant. Caisse de résonnance des conflits qui agitent la région, le pays a besoin d'aborder la question terroriste de manière sereine et dépolitisée, malgré les enjeuxinternationaux. La lutte contre le terrorisme et la lutte contre le crime organisé sont indissociables. Le gouvernement gagnerait ainsi à accompagner ses mesures sécuritaires par des mesures économiques et sociales destinées à ramener les populations frontalières dans le giron de l'Etat.

9. Education Reform in Pakistan

Abstract:: In April 2010, the eighteenth constitutional amendment committed Pakistan to free and compulsory education for all children between the ages of five and sixteen. Yet, millions are still out of school, and the education system remains alarmingly impoverished. The madrasa (religious school) sector flourishes, with no meaningful efforts made to regulate the seminaries, many of which propagate religious and sectarian hatred. Militant violence and natural disasters have exacerbated the dismal state of education. Earthquakes and floods have destroyed school buildings in Balochistan, Sindh, Khyber Pakhtunkhwa (KPK) and Punjab, disrupting the education of hundreds of thousands of children. Militant jihadi groups have destroyed buildings, closed girls' schools and terrorised parents into keeping daughters at home; their attacks made global headlines with the shooting of schoolgirl and education activist Malala Yousafzai in October 2012. The public education system needs to foster a tolerant citizenry, capable of competing in the labour market and supportive of democratic norms within the country and peace with the outside world.

10. Somalia: Al-Shabaab - It Will Be a Long War

Abstract:: Despite the recent military surge against Somalia's armed Islamist extremist and self-declared al-Qaeda affiliate, Al-Shabaab, its conclusive "defeat" remains elusive. The most likely scenario – already in evidence – is that its armed units will retreat to smaller, remote and rural enclaves, exploiting entrenched and ever-changing clan-based competition; at the same time, other groups of radicalised and well-trained individuals will continue to carry out assassinations and terrorist attacks in urban areas, including increasingly in neighbouring countries, especially Kenya. The long connection between Al-Shabaab's current leadership and al-Qaeda is likely to strengthen. A critical breakthrough in the fight against the group cannot, therefore, be achieved by force of arms, even less so when it is foreign militaries, not the Somalia National Army (SNA), that are in the lead. A more politically-focused approach is required.

11. Gaza and Israel: New Obstacles, New Solutions

Abstract:: Israel and Hamas are locked again in combat likely to yield – beyond tragic life and property loss – a return to a destructive status quo. The immediate triggers were the kidnapping and murder of three Israeli yeshiva students, for which Israel holds Hamas responsible, and the revenge torture and murder of a Palestinian teen by vigilante Israeli Jews. The nature and extent of Hamas's involvement in the initial obscenity remains unclear, but the attack's consequences are anything but. Since Israel launched Operation Protective Edge on 8 July, 168 Palestinians have been killed (80 per cent civilians, a fifth of whom were children) and about 1,150 wounded. Some 1,000 rockets have been launched toward Israel, of which about 200 were intercepted by the Iron Dome defence system. Previous rounds ended with each side claiming at best a Pyrrhic victory, because Israel can achieve lasting stability only when Gaza does, and vice versa. Breaking this pattern is even more urgent today, because the stakes of this escalation could be higher.

12. Rigged Cars and Barrel Bombs: Aleppo and the State of the Syrian War

Abstract:: As Aleppo goes, so goes Syria's rebellion. The city is crucial to the mainstream opposition's military viability as well as its morale, thus to halting the advance of the Islamic State (IS). After an alliance of armed rebel factions seized its eastern half in July 2012, Aleppo for a time symbolised the opposition's optimism and momentum; in the following months, it exposed the rebels' limits, as their progress slowed, and they struggled to win over the local population. Today, locked in a two-front war against the regime and IS, their position is more precarious than at any time since the fighting began. Urgent action is required to prevent the mainstream opposition's defeat: either for Iran and Russia to press the regime for de-escalation, to showcase their willingness to confront IS instead of exploiting its presence to further strengthen Damascus; or, more realistically, for the U.S., Europe and regional allies to qualitatively and quantitatively improve support to local, non-jihadi rebel factions in Aleppo. Any eventual possibility of a negotiated resolution of the war depends on one course or the other being followed.

Abstract:: Le double attentat du 23 mai 2013 qui a visé la caserne d'Agadez et une usine du groupe Areva à Arlit, suivi le 1er juin d'une évasion violente à la prison de Niamey, posent avec une acuité nouvelle la question de la stabilité du Niger. Face à un envi- ronnement régional dégradé, le président Mahamadou Issoufou et ses alliés occiden- taux ont jusqu'ici privilégié une réponse sécu ritaire. Comme ailleurs au Sahel, cette stratégie présente d'importantes limites. La focalisation excessive sur les menaces externes risque d'éclipser des dynamiques internes importantes comme les tensions communautaires, le déficit démocratique ou la marginalisation croissante de socié- tés rurales appauvries. Les arbitrages financ iers en faveur des dépenses sécuritaires risquent de se faire au détriment d'investissements sociaux pourtant indispensables dans un pays confronté à d'importants défis démographiques et économiques. 14. Kazakhstan: Waiting for Change

Abstract:: Kazakhstan has long been viewed from the outside as the most prosperous and stable country in a region widely regarded as fragile and dysfunctional. The appearance of wealth, based largely on the conspicuous consumption of Almaty and Astana, its main cities, and multi-billion-dollar energy contracts – increasingly with China – hides, however, a multitude of challenges. An ageing authoritarian leader with no designated successor, labour unrest, growing Islamism, corruption, and a state apparatus that, when confronted even with limited security challenges, seems hard-pressed to respond, all indicate that the Kazakh state is not as robust as it first appears. Without a significant effort to push forward with repeatedly promised political, social and economic reforms, Kazakhstan risks becoming just another Central Asian authoritarian regime that squandered the advantages bestowed on it by abundant natural resources.

15. Crying "Wolf": Why Turkish Fears Need Not Block Kurdish Reform

Abstract:: Negotiations underway since late 2012 between Turkey's government and the Kurdistan Workers' Party (PKK) are stalling. A ceasefire announced on 23 March 2013 remains precarious, as maximalist rhetoric gains renewed traction on both sides. While the PKK should be doing more to persuade Ankara that it wants a compromise peace, the government has a critical responsibility to fully address the longstanding democratic grievances of Turkey's Kurds. One reason it frequently gives for its hesitation is fear of a nationalist backlash. In fact, the peace process has already demonstrated how willing mainstream Turks would be to accept steps towards democratisation. A much bigger risk for the ruling Justice and Development Party (AKP), as it heads into a two-year cycle of local, presidential and parliamentary elections, would be if the three-decade-old conflict plunges into a new cycle of violence.

16. Great Expectations: Iran's New President and the Nuclear Talks

Abstract:: In a region that recently has produced virtually nothing but bad news, Hassan Rouhani's 4 August swearing in as Iran's president offers a rare and welcome glimmer of hope. There are still far more questions than answers: about the extent of his authority; his views on his country's nuclear program, with which he long has been associated; and the West's ability to display requisite flexibility and patience. But, although both sides can be expected to show caution, now is the time to put more ambitious proposals on the table, complement the multilateral talks with a bilateral U.S.-Iranian channel and expand the dialogue to encompass regional security issues.

17. Kenyan Somali Islamist Radicalisation

Abstract:: Somalia's growing Islamist radicalism is spilling over into Kenya. The militant Al-Shabaab movement has built a cross-border presence and a clandestine support network among Muslim populations in the north east and Nairobi and on the coast, and is trying to radicalise and recruit youth from these communities, often capitalising on long-standing grievances against the central state. This problem could grow more severe with the October 2011 decision by the Kenyan government to intervene directly in Somalia. Radicalisation is a grave threat to Kenya's security and stability. Formulating and executing sound counter-radicalisation and de-radicalisation policies before it is too late must be a priority. It would be a profound mistake, however, to view the challenge solely through a counter-terrorism lens.

18. Somalia: An Opportunity that Should Not Be Missed

Abstract:: The next six months will be crucial for Somalia. The international community is taking a renewed interest in the country; the mandate of the feeble and dysfunctional Transitional Federal Government (TFG) expires in a half-year; and emboldened troops from the African Union Mission in Somalia (AMISOM), Kenya and Ethiopia are keen to deal the weakened (though still potent) extremist Islamist movement Al-Shabaab further defeats. This confluence of factors presents the best chance in years for peace and stability in the south and centre of the country. To achieve that, however, requires regional and wider international unity of purpose and an agreement on basic principles; otherwise spoilers could undermine all peacebuilding efforts.

19. Toward a Political Settlement in Afghanistan

Abstract:: A negotiated political settlement is a desirable outcome to the conflict in Afghanistan, but current talks with the Taliban are unlikely to result in a sustainable peace. There is a risk that negotiations under present conditions could further destabilise the country and region. Debilitated by internal political divisions and external pressures, the Karzai government is poorly positioned to cut a deal with leaders of the insurgency. Afghanistan's security forces are ill-prepared to handle the power vacuum that will occur following the exit of international troops. As political competition heats up within the country in the run-up to NATO's withdrawal of combat forces at the end of 2014, the differing priorities and preferences of the parties to the conflict – from the Afghan government to the Taliban leadership to key regional and wider international actors – will further undermine the prospects of peace. To avoid another civil war, a major course correction is needed that results in the appointment of a UN-mandated mediation team and the adoption of a more realistic approach to resolution of the conflict.

20. Lost in Transition: The World according to Egypt's SCAF

Abstract:: Since it assumed power after Hosni Mubarak's ouster, the performance of the Supreme Council of the Armed Forces (SCAF) has been, at times, head-scratching. Extolled in the wake of the uprising as the revolution's protector, many have come to view it as an agent of the counter-revolution. It often has been obstinate, before abruptly yielding to pressure. It values its long ties with Washington, from which it receives much assistance, but seemed willing to jeopardise them by targeting U.S.-funded NGOs. Suspected by Islamists of seeking to deprive them of opportunity to govern and by non-Islamists of entering a secret pact with the Muslim Brotherhood, it finds itself in the worst of both worlds: an angry tug-of-war with liberal protesters and a high-wire contest with Islamists. It displays little interest in governing, wishing instead to protect privileges, but erratic behaviour threatens even that. On the eve of presidential elections that have become a high-stakes free-for-all, the SCAF should take a step back and, with the full range of political actors, agree on principles for a genuine and safe political transition.

21. The Philippines: Local Politics in the Sulu Archipelago and the Peace Process

Abstract:: Politics in the Sulu archipelago could be an unforeseen stumbling block for a negotiated peace with the Moro Islamic Liberation Front (MILF) in the southern Philippines. So far the presumed spoilers have been Christian settlers, conservative nationalists, and recalcitrant members of the other insurgency in the Muslim south, the Moro National Liberation Front (MNLF). The islands off the coast of Mindanao have been all but forgotten. But the provincial governors of Basilan, Sulu and Tawi-Tawi, although Muslim, are wary of any agreement that would allow the MILF, dominated by ethnically distinct groups from Central Mindanao, to extend its sway and jeopardise the patronage system they enjoy with Manila. The challenge for the government of President Benigno Aquino III is to find a way to offer more meaningful autonomy to the MILF and overcome differences between the MILF and MNLF without alienating powerful clan leaders from the Sulu archipelago with a capacity to make trouble.

22. Assessing Turkey's Role in Somalia

Abstract:: Turkey is the newest country to intervene in Somalia and its involvement has produced some positive results. Prime Minister Recep Tayyip Erdoğan's courageous visit to Mogadishu in August 2011 at the height of the famine and his decision to open an embassy gave fresh impetus to efforts to establish lasting peace. Widespread Somali gratitude for Turkish humanitarian endeavours and the country's status as a Muslim and democratic state established Turkey as a welcome partner. Ankara has signalled it is in for the long haul. However, it must tread prudently, eschew unilateralism and learn lessons to avoid another failed international intervention. Over twenty years, many states and entities have tried to bring relief and secure peace in Somalia, often leaving behind a situation messier than that which they found. Ankara must appreciate it alone cannot solve the country's many challenges, but must secure the support and cooperation of both the Somali people and international community. Trying to go solo could backfire, hamper ongoing efforts and lose the immense good-will it has accumulated.

The war between Israel and Hamas had all the hallmarks of a tragic movie watched several times too many: airstrikes pounding Gaza, leaving death and destruction in their wake; rockets launched aimlessly from the Strip, spreading terror on their path; Arab states expressing outrage at Israel's brute force; Western governments voicing understanding for its exercise of self-defence. The actors were faithful to the script: Egypt negotiated a ceasefire, the two protagonists claimed victory, civilians bore the losses.

Abstract:: Europe's deadliest conflicts are in Russia's North Caucasus region, and the killing is unlikely to end soon. The state has fought back against attacks, first claimed by Chechen separatists, now the work of jihad-inspired insurgents, that have hit Moscow, other major cities and many Caucasus communities. But its security-focused counter-insurgency strategy is insufficient to address the multiple causes of a conflict fed by ethnic, religious, political and economic grievances that need comprehensive, flexible policy responses. Moscow is increasingly aware of the challenge and is testing new approaches to better integrate a region finally brought into the Russian Empire only in the nineteenth century and that has historically been a problem for the Russian state. Diversity in religion, ethnicity, historical experience and political allegiances and aspirations complicate efforts to alleviate local tensions and integrate it more with the rest of the country. Understanding this pluralism is essential for designing and implementing policies and laws that advance conflict re solution rather than make differences more irreconcilable.

Abstract:: As Turkey's biggest Kurdish- majority city and province, Diyarbakır is critical to any examination of the country's Kurdish problem and of the insurgent PKK (Kurdistan Workers' Party). The armed conflict has deteriorated in the past year and a half to its worst level in over a decade, with increased political friction and violence leading to the deaths of at least 870 people since June 2011. While as many Kurds live in western Turkey, particularly in Istanbul, as in the south east, grievances that underlie support within Kurdish communities for the PKK's armed struggle are more clearly on display in predominantly Kurdish areas like Diyarbakır: perceived and real discrimination in the local government and economy, alienation from central authorities, anger at mass arrests of political rep- resentatives and frustration at the bans on the use of Kurdish in education and public life. Yet Diyarbakır still offers hope for those who want to live together, if Ankara acts firmly to address these grievances and ensure equality and justice for all.

26. The Philippines: Breakthrough in Mindanao

Abstract:: The pact signed on 15 October 2012 between the Moro Islamic Liberation Front (MILF) and the Philippine government is a breakthrough in many ways but is far from a final peace. As with earlier texts signed over years of negotiations, this one – the “framework agreement” – defers several tough questions and it is unclear how, if ever, they will be resolved. At stake is the creation of a genuinely autonomous region in Muslim-majority Mindanao for the various ethnic groups collectively known as the Bangsamoro, with more powers, more territory and more control over resources. The framework agreement envisions a new government for the troubled Muslim south that would raise its own revenues and have its own police and judiciary. It maps out a multi-step process to create this new entity by the time President Benigno Aquino III's term ends in 2016. The obstacles ahead are huge. Politics in Mindanao or Manila could get in the way, and it may be impossible to devolve sufficient power to the Bangsamoro government without running afoul of the constitution. The MILF is unlikely to surrender its arms until the process is complete.

Abstract:: Almost ten years after the Bali bombing that brought terrorism in Indonesia to international attention, the country's violent extremists are weak and divided but still active. In the face of strong police pressure, they are finding ways to regroup on the run, in prison and through internet forums, military training camps and arranged marriages. In many cases, the same individuals keep reappearing, using old networks to build new alliances. The fact that they have been singularly inept in their operations in recent years does not mean that the danger of attacks is over. There are signs that at least some are learning lessons from past failures and becoming more sophisticated in recruitment and fundrais-ing. Better understanding of how extremists regroup could lead to more effective counter-radicalisation programs.

Abstract:: Malaysia's thirteenth general election, which Prime Minister Najib Razak will have to call by April 2013, could be a watershed in communal relations. More than ever before, there is a chance, albeit a very small one, that opposition parties running on issues of transparency, economic equity and social justice could defeat the world's longest continually-elected political coalition, the National Front (Barisan Nasional), that has based its support on a social compact among the country's Malay, Chinese and Indian communities. That compact, granting Malays preferential status in exchange for security and economic growth, has grown increasingly stale as the growing middle class demands more of its leaders. Both ruling party and opposition are using images of the Arab Spring – the former to warn of chaos if it is not returned to power, the latter to warn of popular unrest unless political change comes faster.

Abstract:: The recent Israel-Hamas escalation returns a spotlight to Gaza and the Islamist movement's relationship with more militant organisations. Gaza arouses multiple concerns: does Hamas seeks to impose religious law; has its purported Islamisation stimulated growth of Salafi-Jihadi groups; and will al-Qaeda offshoots find a foothold there? Hamas faces competition from more radical Islamist groups, though their numbers are few, organisation poor, achievements against Israel so far minor and chances of threatening Gaza's government slight. The significance of Gaza's Salafi-Jihadis is less military capability than constraints they impose on Hamas: they are an ideological challenge; they appeal to members of its military wing, a powerful constituency; through attacks within and from Gaza, they threaten security; by criticising Hamas for not fighting Israel or implementing Sharia, they exert pressure for more militancy and Islamisation. The policy of isolating Gaza and ignoring Hamas exacerbates this problem. As the international community seeks new ways to address political Islam in the Arab upheaval's wake, Gaza is not the worst place to start.

32. Indonesian Jihadism: Small Groups, Big Plans

Abstract:: Violent extremism in Indonesia increasingly is taking the form of small groups acting independently of large jihadi organisations. This is in part a response to effective law enforcement that has resulted in widespread arrests and structural weakening of Jemaah Islamiyah (JI), Jama'ah Ansharut Tauhid (JAT) and other organisations accused of links to terrorism. But it is also the result of ideological shifts that favour “individual” over “organisational” jihad and low-cost, small-scale targeted killings over mass casualty attacks that inadvertently kill Muslims. The suicide bombing inside a police station mosque on 15 April 2011 and a spate of letter bombs delivered in Jakarta in mid-March are emblematic of the shift. The government needs urgently to develop prevention strategies to reduce the likelihood that more such groups will emerge.

33. The Philippines: A New Strategy for Peace in Mindanao?

Abstract:: The Philippine government is experimenting with a creative but risky strategy to bring peace to Mindanao. It has three goals: demonstrate that good governance in the Autonomous Region of Muslim Mindanao (ARMM) is possible through a two-year reform program; bring separate discussions with two insurgencies, the Moro National Liberation Front (MNLF) and the much larger, better-armed Moro Islamic Liberation Front (MILF) together; and hammer out the territory and powers of a future Moro “sub-state” in peace talks with the MILF. Until now, the government has not made clear how the three components fit together, but it may reveal its hand – at least in part – in mid-August 2011, when it is widely expected to present a new proposal to the MILF. After President Benigno S. “Noynoy” Aquino III took office in June 2010, he said that resolving the conflict in Mindanao was a priority, and the current occupants of the Office of the Presidential Adviser on the Peace Process (OPAPP) are determined to find the formula for peace that eluded their predecessors. The idea of “convergence” is the result.

Abstract:: The indigenous peoples of the southern Philippines known as the Lumad are in a precarious position as the peace process between Muslim rebels and the government moves forward. If and when a settlement is reached, thorny questions about protecting their distinct identity and land will have to be addressed. Many of the tribes fear that because they lack titles for their traditional territory, they will be unable to claim the resources and exercise their right to self-governance after a deal is signed. The question is what can be done now to reassure them that they will retain control of their land. While the peace process with the Moro Islamic Liberation Front (MILF) may be ill-suited to advancing indigenous rights because its structure and content do not prioritise these issues, the government and the MILF should take steps both within and outside the parameters of formal negotiations to respond more concretely to the concerns of the Lumad.

Abstract:: The ability of Pakistan's radical Islamic parties to mount limited but potentially violent opposition to the government has made democratic reform, and by extension the reduction of religious extremism and development of a more peaceful and stable society, more challenging. This is a reflection of those parties' well-organised activist base, which is committed to a narrow partisan agenda and willing to defend it through violence. While their electoral support remains limited, earlier Islamisation programs have given them a strong legal and political apparatus that enables them to influence policy far beyond their numerical strength. An analysis of party agendas and organisation, as well as other sources of influence in judicial, political and civil society institutions, is therefore vital to assessing how Pakistan's main religious parties apply pressure on government, as well as the ability and willingness of the mainstream parties that are moderate on religious issues to resist that pressure.

It also presents the new leader with a host of novel challenges. The man who took the helm of a once deeply divided Sunni community must discard much of what enabled his rise, if he is to succeed now that he is in power. With Hizbollah, the principal Shiite movement, he must move away from the sectarianism that has become Lebanon's political stock-and-trade. The Future Current should initiate the process of becoming a more genuine, institutionalised party, breaking from the clientelism that will otherwise inhibit the prime minister's transition from community leader to statesman. And Hariri must continue to navigate the difficult normalisation with Syria, over coming deep mistrust among his constituency toward Damascus.

Abstract:: Jama'ah Ansharut Tauhid (JAT), led by Indonesia's bestknown radical cleric Abu Bakar Ba'asyir, has been an enigma since its founding in 2008. An ostensibly aboveground organisation, it has embraced individuals with known ties to fugitive extremists. It has welcomed many members of the militant Jema'ah Islamiyah (JI) but clashed with the JI leadership over strategy and tactics. It preaches jihad against Islam's enemies but insists it stays within the law – though it rejects man-made laws as illegitimate. It is a mass membership organisation but wholly dependent on Ba'asyir, without whom it would quickly disintegrate. It has become an important element in the network of Indonesian jihadi groups but has been the target of harsh criticism from some erstwhile allies. Understanding JAT's nature, its many faces and the ideological rifts it has generated helps illuminate the weakness and divisions within the Indonesian jihadi movement today. It also highlights the ongoing but probably diminishing influence of Ba'asyir.

41. Steps Towards Peace: Putting Kashmiris First

Abstract:: India and Pakistan have consistently subjected Kashmiri interests to their own national security agendas and silenced calls for greater autonomy. With the start of their composite dialogue – comprehensive negotiations to resolve all contentious bilateral issues, including Kashmir, launched in February 2004 – both appeared willing to allow more interaction across the Line of Control (LOC) but failed to engage Kashmiris in the process. As a result, they did not take full advantage of opportunities to enhance cross-LOC cooperation by identifying the most appropriate Kashmir-specific confidence-building measures (CBMs), and bureaucratic resistance in both capitals resulted in uneven implementation of even those that had been agreed. India has suspended the composite dialogue since the November 2008 Mumbai attacks by Pakistan based militants, but neither New Delhi nor Islamabad has backtracked on these CBMs. Nevertheless, the CBM process will only achieve major results if the two sides devolve authority to Kashmir's elected representatives and take other vital steps to win over its alienated public.

42. Drums of War: Israel and the "Axis of Resistance"

Abstract:: Of all the explanations why calm has prevailed in the Israeli-Lebanese arena since the end of the 2006 war, the principal one also should be cause for greatest concern: fear among the parties that the next confrontation would be far more devastating and broader in scope. None of the most directly relevant actors – Israel, Hizbollah, Syria and Iran – relishes this prospect, so all, for now, are intent on keeping their powder dry. But the political roots of the crisis remain unaddressed, the underlying dynamics are still explosive, and miscalculations cannot be ruled out. The only truly effective approach is one that would seek to resume – and conclude – meaningful Israeli-Syrian and Israeli-Lebanese peace talks. There is no other answer to the Hizbollah dilemma and, for now, few better ways to affect Tehran's calculations. Short of such an initiative, deeper political involvement by the international community is needed to enhance communications between the parties, defuse tensions and avoid costly missteps.

43. Eritrea: The Siege State

Abstract:: Eritrea has been deeply troubled since independence in 1991. Following the devastating war with Ethiopia (1998-2000), an authoritarian, militarised regime has further tightened political space, tolerating neither opposition nor dissent. Relations are difficult with the region and the wider international community. At African Union (AU) behest, the UN Security Council imposed sanctions in 2009 for its support of the Somali Islamic insurgency. It has become, in effect, a siege state, whose government is suspicious of its own population, neighbours and the wider world. Economically crippled at birth, it is a poor country from which tens of thousands of youths are fleeing, forming large asylum-seeking communities in Europe and North America. But Eritrea is an extreme reflection of its region's rough political environment, not its sole spoiler. More effort to understand the roots of its suspicions and greater engagement rather than further isolation would be a more promising international prescription for dealing with the genuine risks it represents.

45. Tentative Jihad: Syria's Fundamentalist Opposition

Abstract:: Prematurely and exaggeratedly highlighted by the regime, belatedly and reluctantly acknowledged by the opposition, the presence of a powerful Salafi strand among Syria's rebels has become irrefutable. That is worrisome, but forms only part of a complex picture. To begin, not all Salafis are alike; the concept covers a gamut ranging from mainstream to extreme. Secondly, present-day Syria offers Salafis hospitable terrain – violence and sectarianism; disenchantment with the West, secular leaders and pragmatic Islamic figures; as well as access to Gulf Arab funding and jihadi military knowhow – but also adverse conditions, including a moderate Islamic tradition, pluralistic confessional make-up, and widespread fear of the kind of sectarian civil war that engulfed two neighbours. Thirdly, failure of the armed push this past summer caused a backlash against Salafi groups that grabbed headlines during the fighting.

46. Pakistan: The Militant Jihadi Challenge

Abstract:: The recent upsurge of jihadi violence in Punjab, the Northwest Frontier Province (NWFP), the Federally Administered Tribal Areas (FATA) and Balochistan's provincial capital, Quetta, demonstrates the threat extremist Sunni-Deobandi groups pose to the Pakistani citizen and state. These radical Sunni groups are simultaneously fighting internal sectarian jihads, regional jihads in Afghanistan and India and a global jihad against the West. While significant domestic and international attention and resources are understandably devoted to containing Islamist militancy in the tribal belt, that the Pakistani Taliban is an outgrowth of radical Sunni networks in the country's political heartland is too often neglected. A far more concerted effort against Punjab-based Sunni extremist groups is essential to curb the spread of extremism that threatens regional peace and stability. As the international community works with Pakistan to rein in extremist groups, it should also support the democratic transition, in particular by reallocating aid to strengthening civilian law enforcement.

Abstract:: Seven years after the U.S.-led intervention in Afghanistan the country is still at war against extremists and has developed few resilient institutions. A policy review by the Obama administration has reopened debate about how to defeat the forces of violent global jihadism – al-Qaeda and its Taliban protectors – in Afghanistan and in neighbouring Pakistan. In most cases, the ideas on offer – from declaring victory and pulling out, to negotiating with the insurgents, to organising regional conferences, to prioritising relationships with favoured individuals and allies over the development of strong democratic institutions – have been tried at least once in the past two decades, with no success: we know now what not to do.

Abstract:: Indonesia has earned well-deserved praise for its handling of home-grown extremism, but the problem has not gone away. In April 2009, ten men involved in a jihadi group in Palembang, South Sumatra, were sent to prison on terrorism charges for killing a Christian teacher and planning more ambitious attacks. Their history provides an unusually detailed case study of radicalisation - the process by which law-abiding individuals become willing to use violence to achieve their goals. The sobering revelation from Palembang is how easy that transformation can be if the right ingredients are present: a core group of individuals, a charismatic leader, motivation and opportunity. Another ingredient, access to weapons, is important but not essential: the Palembang group carried out its first attack with a hammer and only later moved to making bombs.

49. Yemen: Defusing the Saada Time Bomb

Abstract:: Away from media headlines, a war has been raging on and off in Yemen's northern governorate of Saada since 2004, flaring up in adjacent regions and, in 2008, reaching the outskirts of the capital, Sanaa. The conflict, which has brought about extensive destruction, pits a rebel group, known generically as the Huthis, against government forces. Today's truce is fragile and risks being short-lived. A breakdown would threaten Yemen's stability, already under severe duress due to the global economic meltdown, depleting national resources, renewed tensions between the country's northern elites and populations in the south and the threat from violent groups with varied links to al-Qaeda. Nor would the impact necessarily be contained within national borders. The country should use its traditional instruments-social and religious tolerance, cooptation of adversaries-to forge a more inclusive compact that reduces sectarian stigmatisation and absorbs the Huthis. International actors-principally Gulf States and the West-should use their leverage and the promise of reconstruction assistance to press both government and rebels to compromise.

50. Indonesia: The Hotel Bombings

Abstract:: On 17 July 2009, suicide bombers attacked two hotels in the heart of a Jakarta business district, killing nine and injuring more than 50, the first successful terrorist attack in Indonesia in almost four years. While no one has claimed responsibility, police are virtually certain it was the work of Noordin Mohammed Top, who leads a breakaway group from Jemaah Islamiyah (JI), the regional jihadi organisation responsible for the first Bali bombing in 2002. One of the hotels, the Marriott, was bombed by Noordin's group in 2003; this time, a meeting of mostly foreign businessmen appears to have been the target. The restaurant of the nearby Ritz-Carlton was also bombed.

51. Indonesia: Noordin Top's Support Base

Abstract:: More than a month after the 17 July 2009 hotel bombings in Jakarta, Noordin Mohammed Top remains at large, but his network is proving to be larger and more sophisticated than previously thought. Not only was it responsible for coordinated bombings at two luxury hotels in the heart of Jakarta's business district, but it also was apparently contemplating a car bomb attack on President Yudhoyono's residence. As more information comes to light, it looks increasingly likely that Noordin sought and received Middle Eastern funding. While the extent of foreign involvement this time around remains unclear, recruitment in Indonesia has proved disturbingly easy. The salafi jihadi ideology that legitimises attacks on the U.S. and its allies, and Muslims who associate with them, remains confined to a tiny fringe, but that fringe includes disaffected factions of many different radical groups and impressionable youths with no history of violence.

52. Women and Radicalisation in Kyrgyzstan

Abstract:: Kyrgyzstan's increasingly authoritarian government is adopting a counter-productive approach to the country's growing radicalisation. Instead of tackling the root causes of a phenomenon that has seen increasing numbers, including many women, joining groups such as Hizb ut-Tahrir (HT), it is resorting to heavy-handed police methods that risk pushing yet more Kyrgyz towards radicalism. The authorities view HT, which describes itself as a revolutionary party that aims to restore by peaceful means the caliphate that once ruled the Muslim world, as a major security threat. But for some men and ever more women, it offers a sense of identity and belonging, solutions to the day-to-day failings of the society they live in, and an alternative to what they widely view as the Western-style social model that prevails in Kyrgyzstan. Without a major effort to tackle endemic corruption and economic failure, radical ranks are likely to swell, while repression may push at least some HT members into violence. This report focuses primarily on the increasingly important role that women are playing in the movement.

53. Pakistan: Countering Militancy in FATA

Abstract:: The military operation in South Waziristan is unlikely to succeed in curbing the spread of religious militancy in the Federally Administered Tribal Areas (FATA), unless the Pakistan government implements political reforms in that part of the country. Pakistani Taliban groups have gained significant power in the tribal agencies, seven administrative districts bordering on Afghanistan. While state institutions in FATA are increasingly dysfunctional, the militants have dismantled or assumed control of an already fragile tribal structure. This encroaching Talibanisation is not the product of tribal traditions or resistance. It is the result of short-sighted military policies and a colonial-era body of law that isolates the region from the rest of the country, giving it an ambiguous constitutional status and denying political freedoms and economic opportunity to the population. While the militants' hold over FATA can be broken, the longer the state delays implementing political, administrative, judicial and economic reforms, the more difficult it will be to stabilise the region.

54. Central Asia: Islamists in Prison

Abstract:: The number of Islamists in Kyrgyz and Kazakh prisons is small but growing, in both size and political significance. Well-organised Islamist proselytisers, mostly imprisoned on charges of religious extremism, are consolidating their position within the informal structures of power behind prison walls. Incarcerating determined activists is providing them with the opportunity to extend their influence among convicts, at first inside prison and then on their release. Problems within jails in Central Asia have been known to seep outside the prison walls; the expansion of radical Islamist thought within prisons is likely to have serious consequences. The paradox of the situation is that, in private at least, political leaders in Kazakhstan and Kyrgyzstan are intensely aware that the best way to defeat extremism is to address woeful social and economic conditions, fight the systemic top-to-bottom corruption that besets all the region's regimes, and in the words of one regional leader, “give people a future”.

55. Sudan: Preventing Implosion

Abstract:: Sudan is sliding towards violent breakup. The main mechanisms to end conflicts between the central government and the peripheries – the Comprehensive Peace Agreement (CPA), the Darfur Peace Agreement and the East Sudan Peace Agreement – all suffer from lack of implementation, largely due to the intransigence of the National Congress Party (NCP). Less than thirteen months remain to ensure that national elections and the South Sudan self-determination referendum lead to democratic transformation and resolution of all the country's conflicts. Unless the international community, notably the U.S., the UN, the African Union (AU) Peace and Security Council and the Horn of Africa Inter-Government Authority on Development (IGAD), cooperate to support both CPA implementation and vital additional negotiations, return to North-South war and escalation of conflict in Darfur are likely.

56. Southern Thailand: Moving towards Political Solutions?

Abstract:: On taking office, Thai Prime Minister Abhisit Vejjajiva pledged to reclaim policy on the southern insurgency from the military. But a year of distracting fights between supporters of the establishment and an ousted populist leader has meant little progress in resolving violence in the South. Despite glimpses of new thinking in Bangkok, the weakness of the government and its reliance on the military for political support have meant the top brass still dominates policymaking in the predominantly Malay Muslim South. Harsh and counterproductive laws remain in force and there are no effective checks on abuses by the security forces. Alternative policies have not been seriously explored and, after a temporary reduction in violence in 2008, the attacks are rising again. It is time for the government to follow its words with actions if it wants to move forward with a political solution.

57. Jonglei's Tribal Conflicts: Countering Insecurity in South Sudan

Abstract:: Conflicts among tribes have claimed several thousand lives in South Sudan in 2009, with the worst violence in and around the vast, often impassable state of Jonglei. Violence often afflicts pastoral communities, but in this area it has taken on a new and dangerously politicised character. With the death toll over the past year exceeding that in Darfur and displacement affecting more than 350,000 people, the Government of South Sudan (GoSS) should recognise the primarily local nature of the conflicts, extend state authority and prove itself a credible provider of security lest the problems become major obstacles on the road to self-determination and beyond. International partners must simultaneously step up their support or risk seeing the South become increasing unstable ahead of national elections and the self-determination referendum.

58. Iraq's Provincial Elections: The Stakes

Abstract:: On 31 January, Iraqis will head to the polls in fourteen of eighteen governorates to elect new provincial councils. The stakes are considerable. Whereas the January 2005 elections helped put Iraq on the path to all-out civil war, these polls could represent another, far more peaceful turning point. They will serve several important objectives: refreshing local governance; testing the strength of various parties; and serving as a bellwether for nationwide political trends. In several governorates, new parties or parties that failed to run four years ago may oust, or at least reduce the dominance of, a handful of dominant parties whose rule has been marred by pervasive mismanagement and corruption. This in itself would be a positive change with far-reaching consequences as the nation braces for parliamentary elections later in 2009.

59. Tajikistan: On the Road to Failure

Abstract:: Far from being a bulwark against the spread of extremism and violence from Afghanistan, Tajikistan is looking increasingly like its southern neighbour – a weak state that is suffering from a failure of leadership. Energy infrastructure is near total breakdown for the second winter running, and it is likely migrant labourer remittances, the driver of the country's economy in recent years, will fall dramatically as a result of the world economic crisis. President Emomali Rakhmon may be facing his greatest challenge since the civil war of 1992-97. At the very least the government will be confronted with serious economic problems, and the desperately poor population will be condemned to yet more deprivation. At worst the government runs the risk of social unrest. There are few indications that the Rakhmon administration is up to this challenge. To address the situation, the international community – both at the level of international organisations and governments – should ensure any assistance reaches those who truly need it, place issues of governance and corruption at the centre of all contacts with the Tajik government, and initiate an energetic dialogue with President Rakhmon on democratisation.

60. The Philippines: Running in Place in Mindanao

Abstract:: Six months after the collapse of autonomy negotiations between the Moro Islamic Liberation Front (MILF) and the Philippines government, low-intensity conflict continues but moves are under way to resurrect talks. It is not clear whether negotiations will resume and if they do, with what agenda. Certainly no settlement is likely during the remaining tenure of President Gloria Macapagal Arroyo; the two sides are too far apart, the potential spoilers too numerous, and the political will too weak. The best that can be hoped for is progress around the edges.

61. Azerbaijan: Independent Islam and the State

Abstract:: Claims that major terrorist acts were foiled in Azerbaijan at the end of 2007 have prompted discussion about the extent to which Islamic extremism is a genuine threat in the oil-rich land. Azerbaijan is a secular state with an overwhelmingly moderate (predominantly Shiite) Muslim population. Since the break-up of the Soviet Union and independence in 1991, independent Sunni and Shiite groups have emerged which refuse the spiritual authority of the official clergy. Some are political, but very few, if any, appear intent on employing violence to overthrow the state. The government, however, expresses concern about these “independents”, and tries to control them, including through repression. Its strategy risks radicalising peaceful activists and believers.

62. The Philippines: Counter-insurgency vs. Counter-terrorism in Mindanao

Abstract:: U.S.-backed security operations in the southern Philippines are making progress but are also confusing counter-terrorism and counter-insurgency with dangerous implications for conflict in the region. The “Mindanao Model” – using classic counter-insurgency techniques to achieve counter-terror goals – has been directed against the Abu Sayyaf Group (ASG) and has helped force its fighters out of their traditional stronghold on Basilan. But it runs the risk of pushing them into the arms of the broader insurgencies in Mindanao, the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF). The U.S. and the Philippines need to revive mechanisms to keep these conflicts apart and refocus energies on peace processes with these groups. That imperative has become particularly acute since the Malaysian government announced withdrawal, beginning on 10 May, from the International Monitoring Team (IMT) that has helped keep a lid on conflict since 2004. If renewed attention to a peace agreement is not forthcoming by the time the IMT mandate ends in August, hostilities could quickly resume.

63. Egypt's Muslim Brothers: Confrontation or Integration?

Abstract:: The Society of Muslim Brothers' success in the November-December 2005 elections for the People's Assembly sent shockwaves through Egypt's political system. In response, the regime cracked down on the movement, harassed other potential rivals and reversed its fledging reform process. This is dangerously short-sighted. There is reason to be concerned about the Muslim Brothers' political program, and they owe the people genuine clarifications about several of its aspects. But the ruling National Democratic Party's (NDP) refusal to loosen its grip risks exacerbating tensions at a time of both political uncertainty surrounding the presidential succession and serious socio-economic unrest. Though this likely will be a prolonged, gradual process, the regime should take preliminary steps to normalise the Muslim Brothers' participation in political life.

64. Somalia: To Move Beyond the Failed State

Abstract:: Since 1991 Somalia has been the archetypal failed state. Several attempts to create a transitional set-up have failed, and the current one is on the brink of col-lapse, overtaken yet again by an Islamist insurgency, despite the support of an Ethiopian military intervention since December 2006. Over the last two years the situation has deteriorated into one of the world's worst humanitarian and security crises. The international community is preoccupied with a symptom – the piracy phenomenon – instead of concentrating on the core of the crisis, the need for a political settlement. The announced Ethiopian withdrawal, if it occurs, will open up a new period of uncertainty and risk. It could also provide a window of opportunity to relaunch a credible political process, however, if additional parties can be persuaded to join the Djibouti reconciliation talks, and local and international actors – including the U.S. and Ethiopia – accept that room must be found for much of the Islamist insurgency in that process and ultimately in a new government dispensation.

65. INDONESIA: JEMAAH ISLAMIYAH'S PUBLISHING INDUSTRY

Abstract:: A handful of members and persons close to Jemaah Islamiyah (JI), Indonesia's most prominent extremist organisation, have developed a profitable publishing consortium in and around the pesantren (religious school) founded by Abu Bakar Ba'asyir and Abdullah Sungkar in Solo, Central Java. The consortium has become an important vehicle for the dissemination of jihadi thought, getting cheap and attractively printed books into mosques, bookstores and discussion groups. The publishing venture demonstrates JI's resilience and the extent to which radical ideology has developed roots in Indonesia. The Indonesian government should monitor these enterprises more closely, but they may be playing a useful role by channelling JI energies into waging jihad through the printed page rather than acts of violence.

66. Thailand: Political Turmoil and the Southern Insurgency

Abstract:: The government of Thai Prime Minister Samak Sundaravej is struggling for political survival and has handed the military full responsibility for tackling the violent insurgency in the Muslim-dominated Deep South, which has claimed more than 3,000 lives in the past four years. The military has restructured its operations and has made headway in reducing the number of militant attacks, but temporary military advances, though welcome, do nothing to defuse the underlying grievances of the Malay Muslim minority. For that to happen, the otherwise preoccupied government needs to find the will and energy to undertake a serious policy initiative.

67. "Deradicalisation" and Indonesian Prisons

Abstract:: Indonesia, like many countries where Islamic jihadi cells have been uncovered, has been experimenting over the last three years with “deradicalisation” programs. While the term is poorly defined and means different things to different people, at its most basic it involves the process of persuading extremists to abandon the use of violence. It can also refer to the process of creating an environment that discourages the growth of radical movements by addressing the basic issues fuelling them, but in general, the broader the definition, the less focused the program created around it. Experience suggests that deradicalisation efforts in Indonesia, however creative, cannot be evaluated in isolation and they are likely to founder unless incorporated into a broader program of prison reform.
