401. Afghanistan: Exit vs Engagement

Abstract:: U.S. military operations in Afghanistan are now entering their tenth year and policymakers in Washington are looking for a way out. A policy review is due in December but the outline is already clear: U.S. forces will try to pummel the Taliban to bring them to the table, responsibility for security will increasingly be transferred to Afghan forces and more money will be provided for economic development. NATO partners agreed at the Lisbon summit to a gradual withdrawal of combat troops with the goal of transitioning to full Afghan control of security by the end of 2014. The aim will be a dignified drawdown of troops as public support wanes while at the same time ensuring that a post-withdrawal Afghanistan, at the very least, does not become the epicentre of transnational terrorism. While success is being measured in numbers of insurgents killed or captured, there is little proof that the operations have disrupted the insurgency's momentum or increased stability. The storyline does not match facts on the ground.

Abstract:: A la veille du second tour de l'élection présidentielle, la tension ne cesse de monter entre les partisans de Laurent Gbagbo et ceux d'Alassane Ouattara. Le 19 et le 22 novembre des échauffourées ont opposé des partisans des deux candidats, faisant, plusieurs blessés. Ces incidents sont symptomatiques de la détérioration du climat en Côte d'Ivoire depuis l'annonce des résultats du premier tour. Ils s'ajoutent à la brutalité de certains discours de campagne et font planer le spectre d'un scrutin calamiteux. L'heure n'est plus à l'autosatisfaction et aux exhortations courtoises. Le message unique de la communauté internationale et des Nations unies doit être clair : les acteurs politiques et militaires ivoiriens doivent accepter les résultats du vote du 28 novembre. Ceux qui opteraient pour le sabotage du dernier acte de cette présidentielle par des fraudes, des intimidations d'électeurs ou des violences s'exposeront à de nouvelles sanctions individuelles de l'ONU.

403. Negotiating Sudan's North-South Future

Abstract:: Sudan's fragile Comprehensive Peace Agreement (CPA) is entering its final phase, and a critical vote on Southern self-determination looms, but foundations for a constructive post-referendum relationship are yet to be laid. In addition to a handful of outstanding CPA items, future arrangements on citizenship and nationality, natural resource management (oil and water), currency, assets and liabilities, security and international treaties must be negotiated, regardless of the referendum's outcome. Many in Sudan and abroad are focused on ensuring the referendum exercise takes place on 9 January as planned. But simultaneously pursuing agreement on the broader postreferendum agenda is not only critical for a peaceful transition and long-term regional stability, but may also serve the more immediate objective of clearing the path for a mutually accepted referendum.

404. Dangerous Little Stones: Diamonds in the Central African Republic

Abstract:: In the diamond mines of the Central African Republic (CAR), extreme poverty and armed conflict put thousands of lives in danger. President François Bozizé keeps tight control of the diamond sector to enrich and empower his own ethnic group but does little to alleviate the poverty that drives informal miners to dig in perilous conditions. Stringent export taxes incentivise smuggling that the mining authorities are too few and too corrupt to stop. These factors combined – a parasitic state, poverty and largely unchecked crime – move jealous factions to launch rebellions and enable armed groups to collect new recruits and profit from mining and selling diamonds illegally. To ensure diamonds fuel developmen t not bloodshed, root and branch reform of the sector must become a core priority of the country's peacebuilding strategy.

405. Northern Nigeria: Background to Conflict

Abstract:: Violence in northern Nigeria has flared up periodically over the last 30 years. Mainly in the form of urban riots, it has pitted Muslims against Christians and has seen confrontations between different Islamic sects. Although there have been some successes in conflict management in the last decade, the 2009 and 2010 troubles in Bauchi, Borno and Yobe states involving the radical Boko Haram sect show that violence still may flare up at any moment. If the situation were to deteriorate significantly, especially on Christian-Muslim lines, it could have serious repercussions for national cohesion in the build up to national elections in April 2011. To deal with the risks, community-level initiatives need to be reinforced, a more subtle security response should be formulated and the management of public resources must be improved. While some in the West panic at what they see as growing Islamic radicalism in the region, the roots of the problem are more complex and lie in Nigeria's history and contemporary politics.

406. Georgia: Securing a Stable Future

Abstract:: Two and a half years after the war with Russia, Georgia's political life is increasingly turning towards preparations for the 2012-2013 elections and debates around divisions of power after a recent overhaul of the constitution. The substantial amendments, which come into force in 2013 at the same time as President Mikheil Saakashvili steps down due to a term limit, will give much greater power to the prime minister. The next two years will go a long way in determining whether the country progresses toward a truly stable, modern democracy, or deteriorates into a fragile, pseudo-pluralistic and stagnating system. The government and political opposition movement need to use that crucial period to create public trust in democratic institutions. The best way to achieve this is by engaging in meaningful dialogue to ensure a fair election cycle, strengthened rule of law, economic stability and the legitimacy of the future government.

407. Cyprus: Bridging the Property Divide

Abstract:: The property issue is one of the most intractable knots in the settlement of the Cyprus dispute, without which stability in the Eastern Mediterranean remains fragile. Greek and Turkish Cypriots own tens of thousands of buildings and parcels of land on both sides of the divided island. A convincing plan to resolve conflicting claims would give great support to reunification efforts and persuade external partners of Cypriots' will to find a compromise, even as the 2011 electoral calendar sets what is in effect a deadline for the present negotiations. But as Cypriot politicians and Turkey fail to come to terms, the property question is increasingly being atomised by individual actions and the courts – a process that will be more expensive, slow and inefficient for all than a comprehensive property settlement. With a comprehensive deal proving elusive, heavy court and administrative penalties and the actions of Cypriot individuals mean that the property issue can no longer be ignored or avoided. New ideas are urgently needed.

408. Indonesia: Preventing Violence in Local Elections

Abstract:: Indonesia needs to learn promptly the lessons from the sporadic violence witnessed in its local elections during 2010 as there is some evidence these easily preventable incidents could be increasing in frequency since the last cycle. While most district polls pass peacefully, the small number that do not reveals nationwide institutional weaknesses that should be fixed. These contests are often intense personal rivalries for community power that can be highly emotive and, if not closely watched, can quickly turn violent. While religious and ethnic ties are accentuated by these tense races, to date they have not triggered any sectarian schisms. Many confrontations could be avoided in future polls by relatively simple changes in practices, policies and laws. Rather than being too small for national attention, these political battles matter to this large country because, since decentralisation, it is this level of public administration that has the greatest impact on the lives of citizens. How these elections take place can determine the judgments that voters make on the success or failure of democracy throughout the archipelago.

409. North Korea: The Risks of War in the Yellow Sea

Abstract:: The Yellow Sea off the Korean peninsula has become a potential flashpoint for a wider conflict. An escalating series of confrontations by the Democratic People's Republic of Korea (DPRK) has seen the sinking of a Republic of Korea (ROK) naval vessel and the shelling of civilian settlements on an island near the boundary. The disputed nature of this maritime boundary, known as the Northern Limit Line (NLL), as well as the volatility of DPRK politics has created a serious risk that any further provocation might turn into a wider conflict. While international attention is once again focused on the North's nuclear program, there is an urgent need to implement measures that could reduce the possibility of a clash in the Yellow Sea becoming something worse.

410. The Sri Lankan Tamil Diaspora after the LTTE

Abstract:: For the past quarter-century the Tamil diaspora has shaped the Sri Lankan political landscape through its financial and ideological support to the military struggle for an independent Tamil state. Although the May 2009 defeat of the Liberation Tigers of Tamil Eelam (LTTE) has dramatically reduced the diaspora\'s influence, the majority of Tamils outside Sri Lanka continue to support a separate state, and the diaspora\'s money can ensure it plays a role in the country\'s future. The nature of that role, however, depends largely on how Colombo deals with its Tamil citizens in the coming months and on how strongly the international community presses the government to enact constitutional reforms to share power with and protect the rights of Tamils and other minorities. While the million-strong diaspora cannot regenerate an insurgency in Sri Lanka on its own, its money and organisation could turn up the volume on any violence that might eventually re-emerge.

411. The Iran Nuclear Issue: The View from Beijing

Abstract:: The revelation in 2009 of nuclear facilities near Qom intensified international criticism of Iran's opaque nuclear development. As Western countries prepare to pursue tougher sanctions at the UN, China's acquiescence as a permanent Security Council member is vital but will be difficult to obtain. Beijing is reluctant to pursue further sanctions, insisting that a solution to the nuclear impasse must be sought first and foremost through diplomacy. It emphasises that as long as Iran honours its Nuclear Non-proliferation Treaty (NPT) commitments not to use nuclear technology for military purposes, it should not be obliged to forgo its rights, including enrichment, under that accord.

412. Reforming Pakistan's Civil Service

Abstract:: Decades of mismanagement, political manipulation and corruption have rendered Pakistan's civil service incapable of providing effective governance and basic public services. In public perceptions, the country's 2.4 million civil servants are widely seen as unresponsive and corrupt, and bureaucratic procedures cumbersome and exploitative. Bureaucratic dysfunction and low capacity undermine governance, providing opportunities to the military to subvert the democratic transition and to extremists to destabilise the state. The civilian government should prioritise reforms that transform this key institution into a leaner, more effective and accountable body.

413. Abkhazia: Deepening Dependence

Abstract:: The historically coveted region of Abkhazia has become even more dependent on Moscow since Russia's controversial recognition a year and a half ago. Russia is financing half the region's budget, and against vigorous Georgian protests, it is spending $465 million to refurbish existing and build new military installations in the picturesque Black Sea coastal area. Virtually the entire population holds Russian citizenship, and almost all trade is with the northern neighbour. It will take constructive, creative thinking on the part of Georgian, Russian, Abkhazian and international actors alike to restore even a modicum of confidence between the parties to the conflict. Given Abkhazia's unrealistic insistence that Georgia recognise it as independent and the equally unrealistic prospect that Sukhumi will acknowledge Georgia's sovereignty, the two parties should focus on creating economic and humanitarian links without status preconditions in order to benefit both, build stability and give momentum to a long reconciliation process.

414. The Threat from Jammat-ul Mujahideen Bangladesh

Abstract:: Jamaat-ul Mujahideen Bangladesh (JMB), a terrorist organisation, remains active and dangerous despite the decimation of its ranks over the last five years. Its links to the Pakistan group Lashkar-e-Tayyaba (LeT) remain a particularly serious concern. Since its coordinated bombing attack across the country on 17 August 2005, police have arrested hundreds of JMB members; they have also executed every member of its original leadership, including its founder, Shaikh Abdur Rahman. Its last successful attack was in January 2006. The state has succeeded in tackling the Islamist extremist threat to the extent that organisations such as JMB are struggling to survive. But the arrest of 95 JMB operatives since October 2008 and discoveries of huge caches of explosives demonstrate that JMB was able to regroup, recruit and raise funds. No one should take its demise for granted: the possibility of another attack remains, and the government should move quickly to create a planned policeled counter-terrorism force. It should also step up counterterrorism cooperation, particularly with neighbouring India.

415. Iraq's Uncertain Future: Elections and Beyond

Abstract:: As a rule, Iraq's post-Saddam elections have tended to magnify pre-existing negative trends. The parliamentary polls to be held on 7 March are no exception. The focus on electoral politics is good, no doubt, but the run-up has highlighted deep-seated problems that threaten the fragile recovery: recurring election-related violence; ethnic tensions over Kirkuk; the re-emergence of sectarianism; and blatant political manipulation of state institutions. The most egregious development was the decision to disqualify over 500 candidates, a dangerous, arbitrary step lacking due process, yet endorsed by the Shiite ruling parties. Under normal circumstances, that alone might have sufficed to discredit the elections. But these are not normal circumstances, and for the sake of Iraq's stability, the elections must go on. At a minimum, however, the international community should ramp up its electoral monitoring and define clear red lines that need to be respected if the results are to be considered legitimate. And it should press the next government to seriously tackle the issue – long-neglected yet never more critical – of national reconciliation.

416. Zimbabwe: Political and Security Challenges to the Transition

Abstract:: As Zimbabwe enters its second year under a unity government, the challenges to democratic transformation have come into sharp focus. Despite reasonable progress in restoring political and social stability, ending widespread repression and stabilising the economy since February 2009, major threats could still derail the reform process. In particular, resistance of intransigent and still powerful security sector leaders and fractious in-fighting between and within the Zimbabwe African National Union (ZANU-PF) and the Movement for Democratic Change (MDC) must be addressed now. South Africa and other countries in southern Africa – who monitor the accord that guides the transition – must press the parties, and particularly President Robert Mugabe, to see the transition through to a successful conclusion. Donors should back their efforts.

417. Radicalisation and Dialogue in Papua

Abstract:: Indonesia's easternmost province of Papua saw an up- surge in political violence in 2009, continuing into 2010. One factor was the increased activity of militant activists from the central highlands, many of them members of the West Papua National Committee (Komite Nasional Papua Barat, KNPB). They decided there was no longer any hope of achieving their main objective – a referendum on independence – through peaceful means, and led some to advocate violence and in some cases directly participate in violent acts. Their tactics are decried by many Papuans, but their message resonates widely, and the frustrations they articulate are real. A dialogue between Papuan leaders and central government officials, if carefully prepared, offers the possibility of addressing some longstanding grievances, without calling Indonesian sovereignty into question.

418. North Korea under Tightening Sanctions

Abstract:: Outwardly, the Democratic People's Republic of Korea (DPRK, North Korea) appears stable. However, the country has been shaken by constricting international sanctions, extremely poor policy choices, and several internal challenges that have the potential to trigger instability. International sanctions have reduced foreign exchange earnings, while humanitarian assistance, which feeds millions of North Koreans, has declined due to political factors and donor fatigue. In addition to sanctions, Pyongyang has been dealing with the internal pressures of a disastrous currency reform as well as a chronic and deteriorating food security problem. The aggregate pressure is already taking a toll on North Korea's human security and could have a number of unanticipated consequences for regional and international security.

Abstract:: Madagascar est en crise depuis les troubles sanglants qui l'ont secoué début 2009. Plusieurs mois de médiation sous l'égide de l'Union africaine (UA), entre autres, n'ont pas permis de débloquer la situation. Malgré la signature de plusieurs documents, et l'annonce de l'Union africaine de sanctions individuelles contre les membres du regime le 17 mars, les négociations n'ont pas abouti, principalement à cause du refus du gouvernement Rajoelina de mettre en oeuvre le partage du pouvoir accepté à Maputo en août. Bien que la violence ait été contenue depuis qu'il a pris le pouvoir en mars 2009, la légitimité du régime est remise en question tant à l'intérieur du pays qu'à l'extérieur, alors qu'une situation économique difficile pèse lourdement sur une population déjà appauvrie. Pour éviter toute escalade, la médiation devrait cesser d'essayer de mettre en place une transition fondée sur un partage du pouvoir, et tenter plutôt d'obtenir un accord sur la rédaction consensuelle d'une nouvelle constitution et l'organisation rapide d'élections sous supervision internationale

Abstract:: Depuis l'arrivée au pouvoir de Mouammar Kadhafi en 1969, la Libye est devenue le voisin le plus important du Tchad. Pendant la présidence d'Hissène Habré, la relation devint hostile et fut marquée par différentes interventions militaires. Depuis l'entrée en fonction d'Idriss Déby, la Libye a abandonné toute revendication territoriale sur le pays et s'est transformée en parrain régional, jouant un rôle actif dans les négociations de paix entre le régime et ses rebellions. Elle a en effet les moyens financiers et l'autorité pour amener les protagonistes à négocier, mais son suivi de la mise en oeuvre des accords passés laisse souvent à désirer. Sa diplomatie a connu de brefs succès en facilitant la cooptation des rebelles par N'Djamena mais a suscité peu de progrès à long-terme pour une stabilisation du Tchad. Le contraste entre les pressions exercées pour obtenir des signatures sur les accords de paix qu'elle chaperonne et son manque d'intérêt pour leur application suggère que les médiations de Kadhafi sont moins fondées sur un désir de stabiliser le Tchad, que sur une volonté de préserver son influence régionale.

421. Rigged Elections in Darfur and the Consequences of a Probable NCP Victory in Sudan

Abstract:: The principal preoccupation of the ruling National Congress Party (NCP) is to win the elections now scheduled for 11-13 April 2010. It has manipulated the census results and voter registration, drafted the election laws in its favour, gerrymandered electoral districts, co-opted traditional leaders and bought tribal loyalties. It has done this all over Sudan, but especially in Darfur, where it has had freedom and means to carry out its strategy, since that is the only region still under emergency rule. Because of the fundamentally flawed process, the international community, working closely with the African Union High Level Implementation Panel for Sudan (AUHIP), should acknowledge that whoever wins will likely lack legitimacy; press for Darfur peace talks to resume immediately after the elections; insist that any Darfur peace deal provides for a new census, voter registration and national elections; and lay the groundwork for a peaceful referendum on southern self-determination and post referendum North-South relations.

422. Haiti: Stabilisation and Reconstruction after the Quake

Abstract:: Haiti's earthquake produced enormous devastation that threatens political and socio-economic stability and poses huge recovery and reconstruction challenges. Historical institutional and governance weaknesses and deep poverty compound a major humanitarian crisis that could become very difficult to control if the security environment deteriorates further with the approaching rainy and hurricane seasons. The disaster prompted postponement of legislative elections and casts uncertainty over whether presidential elections can be held at year's end as planned. After mid-May, the legislature will have left office, and the country will be missing critical parts of its institutional anatomy. The government must thus reach out now to civil, political and economic society to forge a robust consensus on how democracy can be upheld until elections without sacrificing the incumbent's ability to take tough and urgent decisions on reconstruction. These need to be based on a Haitian-led long-term strategy supported by all sectors of society and the international community and pay due attention to restoring security and rule of law.

Building on the successes of its normalisation with Syria and Iraq, it is facilitating efforts to reduce conflicts, expanding visafree travel, ramping up trade, integrating infrastructure, forging strategic relationships and engaging in multilateral regional platforms. For some, this new activism is evidence that Turkey is turning from its traditional allies in Europe and the United States. In fact, its increased role in the Middle East is a complement to and even dependent on its ties to the West.

425. Indonesia: Jihadi Surprise in Aceh

Abstract:: The discovery in late February 2010 of a jihadi training camp in Aceh came as a surprise in three ways. It revealed a major mutation in Indonesian jihadi ranks: a new coalition had emerged that rejected both Jemaah Islamiyah (JI), the best-known such organisation in the region, and the more violent splinter group led until his death in September 2009 by Noordin Top. It had chosen Aceh as a base, despite the antipathy of Acehnese to radical Islam. And it was led by Dulmatin, one of South East Asia's most wanted terrorists, whom officials in both Indonesia and the Philippines believed was in Mindanao.

426. LRA: A Regional Strategy beyond Killing Kony

Abstract:: The Lord's Resistance Army (LRA) has become a regional problem that requires a regional solution. Operation Lightning Thunder, launched in December 2008, is the Ugandan army's latest attempt to crush militarily the one- time northern Ugandan rebel group. It has been a failure. After the initial attack, small groups of LRA fighters dispersed in the Democratic Republic of Congo (Congo), South Sudan and the Central African Republic (CAR), where they survive by preying on civilians. National security forces are too weak to protect their own people, while the Ugandan army, with U.S. support, is focused on hunting Joseph Kony, the group's leader. The Ugandans have eroded the LRA's numbers and made its communications more difficult. But LRA fighters, though disorganised, remain a terrible danger to civilians in this mostly ungoverned frontier zone. National armies, the UN and civilians themselves need to pool intelligence and coordinate their efforts in new ways if they are to end the LRA once and for all.

427. Kyrgyzstan: A Hollow Regime Collapses

Abstract:: A swift, violent rebellion swept into the Kyrgyz capital Bishkek in early April 2010, sparked by anger at painful utility price increases and the corruption that was the defining characteristic of President Kurmanbek Bakiyev's rule. In less than two days the president had fled. Some 85 people were killed and the centre of the capital was looted. The thirteen-member provisional government now faces a daunting series of challenges. Bakiyev leaves be- hind a bankrupt state hollowed out by corruption and crime. Economic failure and collapsing infrastructure have generated deep public resentment. If the provisional government moves fast to assert its power, the risks of major long-term violence are containable: there are no signs of extensive support for Bakiyev or of a North-South split. The speed with which the Bakiyev administration collapsed is a salutary reminder of the risks of over emphasising Western security concerns in framing policy towards the region.

428. Tipping Point? Palestinians and the Search for a New Strategy

Abstract:: To those familiar with the rhythms of Israeli-Palestinian negotiation, this has been a year of surprises. Palestinians, suffering most from the status quo, so most in need of a resolution, balk at resuming talks even as Israel expresses eagerness. In Obama, they have a president more willing to engage and to confront Israel, yet they have denied him the chance to advance talks. Seventeen years after Oslo, the best he can do is get the parties to talk indirectly – and even then, not without overcoming huge Palestinian reluctance. What is going on? The Palestinian approach may seem tactically suspect or politically self-defeating but is not without logic. It is rooted in almost two decades of unsuccessful U.S.-sponsored bilateral negotiations and manifested in embryonic effort s to change the balance of power with Israel. It is premature to speak of a new Palestinian strategy but not to respond and rectify past flaws. After an often perplexing, ineffective start, the U.S. seems poised for a more fundamental policy review involving the presentation of American ideas to resolve the conflict. Done right and at the right time, it would be welcome.

Abstract:: Already delayed six times, Côte d'Ivoire's presidential election is still some way off. Over two months after President Gbagbo dissolved the Independent Electoral Commission (Commission Électorale Indépendante, CEI) and the government, preparations are at a virtual standstill. The process of electoral identification already carries serious risks of violence. Armed groups and militias, the resurgence of xenophobic language and a challenging socio-economic situation make for an explosive environment, threatening the stability of this key West African country. Unless its politicians urgently meet the challenge of escalating tensions, accelerate electoral preparations and desist from hate speech, and unless regional, UN and other international partners establish the operational, political and security mechanisms necessary to prevent violence, the peace process could very well collapse, with dramatic consequences for the country and its neighbours. Côte d'Ivoire's civil war erupted in September 2002, when a section of the army attempted a coup d'Etat. The coup failed, but the insurgent soldiers took control of the northern part of the country. With the arrival of young intellectuals and under the leadership of former student leader Guillaume Soro, they articulated grievances that northerners were treated as second class citizens. An on-and-off war continued until the signing of the Ouagadougou Political Agreement in March 2007, which considerably calmed the situation. Since the middle of 2009, however, tensions have risen again over the electoral process and the question of Ivorian identity and nationality.

Abstract:: The June 2009 swearing in as prime minister of Saad Hariri, leader of the Sunni Future Current movement, marks a turning point, the end of a period of exceptional domestic political turbulence and regional tensions that began with the 2005 murder of his father, Rafic; led to institutional paralysis; and culminated with the violent May 2008 showdown between government and opposition. It also presents the new leader with a host of novel challenges. The man who took the helm of a once deeply divided Sunni community must discard much of what enabled his rise, if he is to succeed now that he is in power. With Hizbollah, the principal Shiite movement, he must move away from the sectarianism that has become Lebanon's political stock-and-trade. The Future Current should initiate the process of becoming a more genuine, institutionalised party, breaking from the clientelism that will otherwise inhibit the prime minister's transition from community leader to statesman. And Hariri must continue to navigate the difficult normalisation with Syria, over coming deep mistrust among his constituency toward Damascus.

432. A Force in Fragments: Reconstituting the Afghan National Army

Abstract:: For nearly a decade, the Afghan military has been promoted as the cornerstone of counterinsurgency in the country. Billed as a rare success story in a conflict with few bright spots, the Afghan armed forces will undoubtedly prove pivotal to stabilising Afghanistan. Yet nine years after the fall of the Taliban, there appears to be little agreement between the government of President Hamid Karzai and its international backers on what kind of army the country needs, how to build it or which elements of the insurgency the Afghan army should be fighting. Persistent structural flaws meanwhile have undermined the military's ability to operate independently. Ethnic frictions and political factionalism among high-level players in the Ministry of Defence (MOD) and the general staff have also stunted the army's growth. As a result, the army is a fragmented force, serving disparate interests, and far from attaining the unified national character needed to confront numerous security threats. There is a strong need to strengthen civilian input into military development, confront corruption and factionalism within the MOD and general staff and to place sustainability of the armed forces at the forefront of Afghanistan's national security strategy.

433. The Myanmar Elections

Abstract:: Myanmar will shortly hold its first elections in twenty years. Given the restrictive provisions of the 2010 Political Parties Registration Law that bar anyone serving a prison term from membership in a political party, many imprisoned dissidents will be excluded from the process, unless they are released in the near future. Aung San Suu Kyi – whose suspended sentence and house arrest possibly exclude her also – has condemned the legislation, and her National League for Democracy (NLD) has decided not to participate and has, therefore, lost its status as a legally-registered party. There has rightly been much international criticism of the new constitution and of the fact that the elections will not be inclusive, but the political and generational shift that they will bring about may represent the best opportunity in a generation to influence the future direction of the country.

The police, public prosecutors and courts are erratic performers, prone to political interference and abuse of office. Organised crime and corruption are widespread and growing. Realising that prosperity, relations with the European Union (EU) and affirmation as an independent state depend on the rule of law, the government has taken important steps, replacing key officials and passing long-delayed reforms. But critical weaknesses remain, notably in the courts, and the government, supported by the international community, must act swiftly to curtail them.

437. Sudan: Regional Perspectives on the Prospect of Southern Independence

Abstract:: South Sudan is just eight months away from a self-determination referendum that will likely result in its secession from the North. Much remains to be done to implement the outstanding elements of Sudan's Comprehensive Peace Agreement (CPA), and time is running out. The agreement's underlying aim of “making unity attractive” has failed, and most Southerners thus appear determined to choose independence. Neighbouring states are increasingly focused on the fragile circumstances in Sudan and the likelihood of a newly independent state in the region. Support from Sudan's neighbours for the referendum process and respect for its result will be crucial to ensuring peace and stability in the country and the region.

438. Timor-Leste: Oecusse and the Indonesian Border

Abstract:: Indonesia and Timor-Leste have done much to normalise relations ten years after the end to Indonesian rule in the former province, but the goodwill between capitals is not yet matched by full cooperation on the border. The costs are greatest in Oecusse, Timor-Leste's isolated enclave inside Indonesian West Timor. Negotiators have so far failed to agree on two segments of Oecusse's border, leaving open the risk that minor local disputes could be politicised and escalate into larger conflicts. Without a final demarcation, steps to improve management of the porous border have stalled. Initiatives that would promote exchanges and lessen the enclave's isolation remain unimplemented. As the bonds between the two nations grow, they should prioritise this unfinished business. Leaving it unresolved can only promote crime, corruption and the possibility of conflict.

439. War Crimes in Sri Lanka

Abstract:: The Sri Lankan security forces and the Liberation Tigers of Tamil Eelam (LTTE) repeatedly violated international humanitarian law during the last five months of their 30-year civil war. Although both sides committed atrocities throughout the many years of conflict, the scale and nature of violations particularly worsened from January 2009 to the government's declaration of victory in May. Evidence gathered by the International Crisis Group suggests that these months saw tens of thousands of Tamil civilian men, women, children and the elderly killed, countless more wounded, and hundreds of thousands deprived of adequate food and medical care, resulting in more deaths.

440. Indonesia: The Dark Side of Jama'ah Ansharut Tauhid (JAT)

Abstract:: Jama'ah Ansharut Tauhid (JAT), led by Indonesia's bestknown radical cleric Abu Bakar Ba'asyir, has been an enigma since its founding in 2008. An ostensibly aboveground organisation, it has embraced individuals with known ties to fugitive extremists. It has welcomed many members of the militant Jema'ah Islamiyah (JI) but clashed with the JI leadership over strategy and tactics. It preaches jihad against Islam's enemies but insists it stays within the law – though it rejects man-made laws as illegitimate. It is a mass membership organisation but wholly dependent on Ba'asyir, without whom it would quickly disintegrate. It has become an important element in the network of Indonesian jihadi groups but has been the target of harsh criticism from some erstwhile allies. Understanding JAT's nature, its many faces and the ideological rifts it has generated helps illuminate the weakness and divisions within the Indonesian jihadi movement today. It also highlights the ongoing but probably diminishing influence of Ba'asyir.

441. Bridging Thailand's Deep Divide

Abstract:: The protracted struggle between the royalist establishment and those allied with ousted Prime Minister Thaksin Shinawatra has left Thailand deeply polarised. It sparked the most violent political confrontations in recent times, killing people, injuring nearly 2,000 and inflicting deep wounds on the national psyche. The government of Abhisit Vejjajiva's unilateral offer of a “road map” to national reconciliation will lead nowhere without the participation of its opposition, including his deposed predecessor. A credible investigation of the violence, enduring legal reforms, and properly addressing societal inequities cannot succeed without the Thaksin-aligned Red Shirt movement. This cannot happen if its leaders are detained, marginalised, or on the run. Fresh elections that are peaceful, fair and accepted by all sides will be the first test to see if the country is back on track or has lost its way. Thailand should lift the emergency decree imposed over large swathes of the country or risk further damaging its democracy, hindering much needed reconciliation, and sowing the seeds of future deadly conflict.

442. Improving Security Policy in Colombia

Abstract:: President Álvaro Uribe's eight-year military campaign against the Revolutionary Armed Forces of Colombia (FARC) has taken a heavy toll on Colombia's largest insurgent organisation. The government is now working to consolidate security gains by expanding state presence in several of the formerly most conflict-ridden regions. This strategy faces numerous challenges, not least because FARC's command and control structure has not collapsed. The insurgents are adapting to military pressure through guerrilla warfare tactics, aggressive recruitment among rural populations, broadened involvement in drug trafficking and alliances with other armed groups and drug trafficking organisations. Colombia's next president, Juan Manuel Santos, will take office on 7 August. As part of an integrated conflict resolution strategy, his government must increase the country's law enforcement and military capability against all illegal armed groups, including FARC. It also has to strengthen institutions, expand the rule of law, rigorously protect human rights, reduce poverty and design the political/negotiations component of a successful conflict resolution strategy. Security consolidation can only take root if Colombia tackles its pervasive problems of organised violence, criminality and illegality in an integrated manner.

443. Cameroun : les dangers d'un regime en pleine fracture

Abstract:: After 28 years of the Biya presidency, Cameroon faces potential instability in the run up to the presidential elections scheduled for late 2011. Constitutional and legal uncertainty; rivalries between the regime's leading figures; the government's attempts to control the electoral process; the rupture of the political contract between leaders and the population; widespread poverty and frustration; extensive corruption; and the frustration of a large part of the army all point to the possibility of a major crisis. To escape this Biya and his government must restore the independence of the body responsible for elections; institutionalise an impartial fight against corruption and ensure the military's political neutrality. They must also urgently establish the institutions envisaged by the 1996 constitution, so that a power vacuum and the potential for violence can be avoided in the event of a transition, including an unexpected one such as the death of the 77-year-old president in office. Cameroon's most influential partners, particularly France and the U.S., should actively support such measures to avoid unrest.

444. Guatemala: Squeezed between Crime and Impunity

Abstract:: The 1996 peace accords formally ended Guatemala's civil war but failure to address the conflict's root causes and dismantle clandestine security apparatuses has weakened its institutions and opened the door to skyrocketing violent crime. Guatemala is one of the world's most dangerous countries, with some 6,500 murders in 2009, more than the average yearly killings during the civil war and roughly twice Mexico's homicide rate. Under heavy pressure at home, Mexican drug traffickers have moved into Guatemala to compete for control of Andean cocaine transiting to the U.S. The UN-sanctioned International Commission against Impunity in Guatemala (CICIG) has brought hope by making some progress at getting a handle on high-level corruption. However, in June 2010 its Spanish director, Carlos Castresana, resigned saying the government had not kept its promise to support CICIG's work and reform the justice system. President Álvaro Colom needs to consolidate recent gains with institutional reform, anti-corruption measures, vetting mechanisms and a more inclusive political approach, including to indigenous peoples.

445. South Ossetia: The Burden of Recognition

Abstract:: South Ossetia is no closer to genuine independence now than in August 2008, when Russia went to war with Georgia and extended recognition. The small, rural territory lacks even true political, economic or military autonomy. Moscow staffs over half the government, donates 99 per cent of the budget and provides security. South Ossetians themselves often urge integration into the Russian Federation, and their entity's situation closely mirrors that of Russia's North Caucasus republics. Regardless of the slow pace of post-conflict reconstruction, extensive high-level corruption and dire socio-economic indicators, there is little interest in closer ties with Georgia. Moscow has not kept important ceasefire commitments, and some 20,000 ethnic Georgians from the region remain forcibly displaced. At a minimum, Russians, Ossetians and Georgians need to begin addressing the local population's basic needs by focusing on creating freedom of movement and economic and humanitarian links without status preconditions.

446. Steps Towards Peace: Putting Kashmiris First

Abstract:: India and Pakistan have consistently subjected Kashmiri interests to their own national security agendas and silenced calls for greater autonomy. With the start of their composite dialogue – comprehensive negotiations to resolve all contentious bilateral issues, including Kashmir, launched in February 2004 – both appeared willing to allow more interaction across the Line of Control (LOC) but failed to engage Kashmiris in the process. As a result, they did not take full advantage of opportunities to enhance cross-LOC cooperation by identifying the most appropriate Kashmir-specific confidence-building measures (CBMs), and bureaucratic resistance in both capitals resulted in uneven implementation of even those that had been agreed. India has suspended the composite dialogue since the November 2008 Mumbai attacks by Pakistan based militants, but neither New Delhi nor Islamabad has backtracked on these CBMs. Nevertheless, the CBM process will only achieve major results if the two sides devolve authority to Kashmir's elected representatives and take other vital steps to win over its alienated public.

447. Central Asia: Migrants and the Economic Crisis

Abstract:: The economic crisis has caused millions of migrant labourers from Tajikistan, Kyrgyzstan and Uzbekistan to lose their jobs in the boom economies of Russia and Kazakhstan. Remittances that kept their relatives afloat have plummeted and many migrants have returned home to certain destitution, putting weak Central Asian governments under severe strain. In Tajikistan half the labour force is without work, while Kyrgyzstan suffers from massive rural unemployment. Before the crisis hit, up to five million people from these countries left home for Russia and Kazakhstan to take on poorly paid and unskilled jobs, often the unpleasant tasks that local people no longer wished to do. Yet at home they were viewed with respect: the most daring members of their society, who were willing to take a jump into the unknown to pull themselves and their families out of poverty. Remittances also boosted their home countries' economic data, allowing governments with little ability or interest in creating jobs to claim a modest degree of success. By 2008 remittances were providing the equivalent of half Tajikistan's gross domestic product (GDP), a quarter of Kyrgyzstan's GDP, and an eighth of Uzbekistan's.

Abstract:: Failure to address the systematic crimes committed during Nepal's ten-year civil war is threatening the peace process. There has been not a single prosecution in civilian courts for any abuses. The cultures of impunity that enabled the crimes in the first place have remained intact, further increasing public distrust and incentives to resort to violence. The immediate priorities should be prosecutions of the most serious crimes, investigation of disappearances and action to vet state and Maoist security force members.

449. Central African Republic: Keeping the Dialogue Alive

Abstract:: The failure of President François Bozizé and his close circle to follow through with many of the concessions agreed on during the Inclusive Political Dialogue risks exacerbating the many conflicts in the Central African Republic (CAR) and stalling national reconciliation. Those December 2008 talks made a valuable contribution to both reducing levels of violence and shaping the long-term reform agenda. The promised integration of rebel leaders into civilian political life, the precedent of decision-making by consensus and a concrete set of agreements that included rebel disarmament and security sector reform were welcome steps towards greater stability. To ensure these gains are not undone by another political crisis, however, the president must abandon the uncompromising attitude he displayed through much of 2009 and the government must quickly resolve new conflicts in the north east and prepare credible elections. Otherwise, donors should suspend financial support to a regime that is largely dependent on foreign aid.

450. Sri Lanka: A Bitter Peace

Abstract:: Since the decisive military victory over the Liberation Tigers of Tamil Eelam (LTTE), Sri Lanka has made little progress in reconstructing its battered democratic institutions or establishing conditions for a stable peace. Eight months later, the post-war policies of President Mahinda Rajapaksa have deepened rather than resolved the grievances that generated and sustained LTTE militancy. While the LTTE's defeat and the end of its control over Tamil political life are historic and welcome changes, the victory over Tamil militancy will remain fragile unless Sinhalese-dominated political parties make strong moves towards a more inclusive and democratic state. The emergence of retired General Sarath Fonseka to challenge Rajapaksa in the 26 January presidential election has opened new space to challenge repressive government policies. But neither has offered credible proposals for political reforms that would address the marginalisation of Tamils and other minorities. Whoever wins, donor governments and international institutions should use their development assistance to support reforms designed to protect the democratic rights of all of Sri Lanka's citizens and ethnic communities.

Abstract:: Prematurely and exaggeratedly highlighted by the regime, belatedly and reluctantly acknowledged by the opposition, the presence of a powerful Salafi strand among Syria's rebels has become irrefutable. That is worrisome, but forms only part of a complex picture. To begin, not all Salafis are alike; the concept covers a gamut ranging from mainstream to extreme. Secondly, present-day Syria offers Salafis hospitable terrain – violence and sectarianism; disenchantment with the West, secular leaders and pragmatic Islamic figures; as well as access to Gulf Arab funding and jihadi military knowhow – but also adverse conditions, including a moderate Islamic tradition, pluralistic confessional make-up, and widespread fear of the kind of sectarian civil war that engulfed two neighbours. Thirdly, failure of the armed push this past summer caused a backlash against Salafi groups that grabbed headlines during the fighting.

452. Pakistan: The Militant Jihadi Challenge

Abstract:: The recent upsurge of jihadi violence in Punjab, the Northwest Frontier Province (NWFP), the Federally Administered Tribal Areas (FATA) and Balochistan's provincial capital, Quetta, demonstrates the threat extremist Sunni-Deobandi groups pose to the Pakistani citizen and state. These radical Sunni groups are simultaneously fighting internal sectarian jihads, regional jihads in Afghanistan and India and a global jihad against the West. While significant domestic and international attention and resources are understandably devoted to containing Islamist militancy in the tribal belt, that the Pakistani Taliban is an outgrowth of radical Sunni networks in the country's political heartland is too often neglected. A far more concerted effort against Punjab-based Sunni extremist groups is essential to curb the spread of extremism that threatens regional peace and stability. As the international community works with Pakistan to rein in extremist groups, it should also support the democratic transition, in particular by reallocating aid to strengthening civilian law enforcement.

Abstract:: Tensions in Aceh are high as elections approach, although they have receded somewhat from a peak in mid-February. The murders of three former combatants of the Free Aceh Movement (Gerakan Aceh Merdeka, GAM), other shootings and numerous grenade attacks over the last two months – all with unidentified perpetrators – have set the province on edge, and there remains a risk of sporadic, low-level violence before and after general elections on 9 April. Disputes over the results, with 44 parties competing for seats in district, provincial and national legislatures using a new and complicated system of voting, are also likely. There is little danger in the short term of violence escalating out of control, let alone a return to armed conflict, but the underlying causes of the tensions are not just election-related and need to be addressed if peace is to be preserved in the long term.

456. Ending Colombia's FARC Conflict: Dealing the Right Card

Abstract:: Latin America's oldest guerrilla organisation, the Revolutionary Armed Forces of Colombia (FARC), is under severe stress. Close to seven years of the Uribe presidency have hurt the FARC's capability and morale. Several top commanders have been captured, killed in combat, murdered by their own men, or died of natural causes, as in the case of Manuel Marulanda, the FARC's historic leader. Thousands of foot soldiers have deserted, bringing the guerrillas' troop strength down by almost half, to perhaps 10,000 today. Still, under its new leader, Alfonso Cano, the FARC has shown renewed internal cohesion and continued capacity to adapt to changes in the security environment. The Uribe government remains wedded to its hardline military approach until the FARC has no option but to negotiate surrender, but this strategy is problematic. President Uribe should keep military pressure up but emphasise devising a political strategy capable of drawing a weakened but still largely intact FARC into peace talks. Priority should also be on strengthening rule of law, protecting human rights and increasing citizen security.

457. North Korea's Missile Launch: The Risks of Overreaction

Abstract:: North Korea says it is preparing to launch an experimental communications satellite using a rocket that is part of its ballistic missile program. This would be in the face of an international outcry, and of what is a strong though not definitive argument that it violates two UN Security Council resolutions. Japan has been most vocally opposed, saying it will shoot down the rocket if it threatens to fall on its territory. But even if the test is successful, it would only slightly increase security risks, while an overblown response would likely jeopardise the Six-Party Talks to end North Korea's nuclear program. What is needed is a calm, coordinated response from the key actors to raise pressure on Pyongyang to return to the talks rather than a divided reaction that only fulfils the North's desire to widen splits among its neighbours.

Abstract:: Turkey and Armenia are close to settling a dispute that has long roiled Caucasus politics, isolated Armenia and cast a shadow over Turkey's European Union (EU) ambition. For a decade and a half, relations have been poisoned by disagreement about issues including how to address a common past and compensate for crimes, territorial disputes, distrust bred in Soviet times and Armenian occupation of Azerbaijani land. But recently, progressively intense official engagement, civil society interaction and public opinion change have transformed the relationship, bringing both sides to the brink of an historic agreement to open borders, establish diplomatic ties and begin joint work on reconciliation. They should seize this opportunity to normalise. The politicised debate whether to recognise as genocide the destruction of much of the Ottoman Armenian population and the stalemated Armenia-Azerbaijan conflict over Nagorno-Karabakh should not halt momentum. The U.S., EU, Russia and others should maintain support for reconciliation and avoid harming it with statements about history at a critical and promising time.

Abstract:: Over the past twenty years China has become an active participant in UN peacekeeping, a development that will benefit the international community. Beijing has the capacity to expand its contributions further and should be encouraged to do so. China's approach to peacekeeping has evolved considerably since it assumed its UN Security Council (UNSC) seat in 1971, when it rejected the entire concept of peacekeeping. Now, with over 2,000 peacekeepers serving in ten UN peacekeeping operations worldwide, China's motivations for supporting and participating in peacekeeping have led it to adopt a case-by-case approach that balances those motivations against its traditional adherence to nonintervention. This pragmatic policy shift paves the way for China to provide much-needed personnel as well as political support and momentum for peacekeeping at a time when both conflicts and peacekeeping operations are becoming more complex. China's involvement also further binds it to the international system.

462. Zimbabwe: Engaging the Inclusive Government

Abstract:: After nearly a year of seemingly endless talks brokered by the Southern African Development Community (SADC), Zimbabwe's long-ruling ZANU-PF party and the two factions of the opposition Movement for Democratic Change (MDC) formed a coalition government in February. Opposition entry into government is a landmark development, and broad segments of the population are optimistic for the first time in years that a decade of repression and decline can be reversed. There is considerable international scepticism whether the flawed arrangement can succeed; many are tempted, with some reason, to second-guess the decision of mainstream MDC leader Morgan Tsvangirai to accept the deal under SADC and ZANU-PF pressure. But he had no good alternative, given a collapsed economy and humanitarian catastrophe from which his constituency was suffering. Donors should re-engage and apply a “humanitarian plus” aid strategy. South Africa, in collaboration with SADC, should negotiate retirement of hardline senior security leaders in the lifespan of the inclusive government.

463. Gaza's Unfinished Business

Abstract:: The Israel-Hamas war has ended but none of the factors that triggered it have been addressed. Three months after unilateral ceasefires, Gaza's crossings are largely shut; reconstruction and rehabilitation have yet to begin; rockets periodically are fired into Israel; weapons smuggling persists; Corporal Shalit remains captive; and Palestinians are deeply divided. It is not as if the war changed nothing. Many hundreds lost their lives, tens of thousands their livelihood and a new political landscape has emerged. But the war changed nothing for the better. The status quo is unsustainable, and Gaza once again is an explosion waiting to happen. Genuine Palestinian reconciliation and a fully satisfactory arrangement in Gaza may not be on the cards, but lesser steps may be feasible to lessen the risk of escalation, address Gaza's most pressing needs and achieve some inter-Palestinian understanding. That would take far greater flexibility from local actors – and far greater political courage from outside ones.

Instability and violent conflict are not attributable solely to environmental degradation. But they are made more likely by the latter's interaction with such factors as weak institutions and governance, political fragility, pervasive and extreme poverty, vulnerability to natural disasters, rapid population growth, urban overcrowding and social and economic inequality. Concerted national effort and international support is required to stop deforestation and land erosion; reduce energy shortages and charcoal dependence; address rural and urban pollution, including the absence of a solid waste collection and recycling system; and strengthen an inadequate capacity to cope with natural disasters.

466. Serb Integration in Kosovo: Taking the Plunge

Abstract:: In the ten years since Belgrade ceded Kosovo to UN and NATO control, integration of the Serbs into Kosovo's political life has been one of the greatest challenges. Since the former Serbian province's declaration of independence in February 2008, this challenge has become still more complicated. The rejection of Kosovo's independence by the vast majority of its Serb inhabitants has been encouraged by Belgrade, which has developed and, since February 2008, extended a framework of parallel structures that provide Serbs with tangible evidence of the continued presence of the Serbian state and hope that one day Kosovo's independence may be overturned. This hope is also kept alive by Belgrade's diplomatic activities, above all through the case it brought at the International Court of Justice in October 2008 seeking to have the independence declaration ruled illegal. It is encouraged by the support of Russia and by five EU member states that have not recognised Kosovo.

467. Congo: Five Priorities for a Peacebuilding Strategy

Abstract:: The deal struck by the Democratic Republic of Congo (DRC) and Rwanda for renewed military and political cooperation is an important step forward, but is not sufficient to bring peace to the Kivus. Their five-week joint military operation did not produce significant results against the Rwandan Hutu rebels. Integration of the former insurgency that came over to the government's side after Laurent Nkunda was dropped as its leader is precarious, despite the 23 March 2009 agreement it signed with Kinshasa. An international monitoring group chaired by UN Special Envoy Olusegun Obasanjo and Great Lakes Envoy Benjamin Mkapa should work with the Congolese and Rwandan governments to support and implement a genuine and comprehensive peacebuilding strategy, while donors should condition their support on adoption and implementation by Kinshasa of a comprehensive package of judicial measures to fight impunity.

Abstract:: Indonesia has earned well-deserved praise for its handling of home-grown extremism, but the problem has not gone away. In April 2009, ten men involved in a jihadi group in Palembang, South Sumatra, were sent to prison on terrorism charges for killing a Christian teacher and planning more ambitious attacks. Their history provides an unusually detailed case study of radicalisation - the process by which law-abiding individuals become willing to use violence to achieve their goals. The sobering revelation from Palembang is how easy that transformation can be if the right ingredients are present: a core group of individuals, a charismatic leader, motivation and opportunity. Another ingredient, access to weapons, is important but not essential: the Palembang group carried out its first attack with a hammer and only later moved to making bombs.

469. The Virtuous Twins: Protecting Human Rights and Improving Security in Colombia

Abstract:: Over seven years, the government of President Álvaro Uribe has produced important security gains, but these have been accompanied by serious human rights violations and breaches of international humanitarian law (IHL). Colombia is still not close to the end of its armed conflict. The Revolutionary Armed Forces of Colombia (FARC), the National Liberation Army (ELN), paramilitary successors and new illegal armed groups (NIAGs) – all responsible for multiple atrocities against civilians – can survive with drug financing and, to a degree, due to the state's inability to extend its legitimate presence into many rural areas. To move toward lasting peace, the Uribe administration must not only maintain its security achievements but also urgently improve its security policy by addressing serious human rights issues and expanding the rule of law and national reach of the state's civilian institutions. Holding to account senior military involved in extrajudicial killings is a first step but insufficient to curb abuses. International cooperation should focus on supporting the fight to end impunity and protect basic rights.

470. Yemen: Defusing the Saada Time Bomb

Abstract:: Away from media headlines, a war has been raging on and off in Yemen's northern governorate of Saada since 2004, flaring up in adjacent regions and, in 2008, reaching the outskirts of the capital, Sanaa. The conflict, which has brought about extensive destruction, pits a rebel group, known generically as the Huthis, against government forces. Today's truce is fragile and risks being short-lived. A breakdown would threaten Yemen's stability, already under severe duress due to the global economic meltdown, depleting national resources, renewed tensions between the country's northern elites and populations in the south and the threat from violent groups with varied links to al-Qaeda. Nor would the impact necessarily be contained within national borders. The country should use its traditional instruments-social and religious tolerance, cooptation of adversaries-to forge a more inclusive compact that reduces sectarian stigmatisation and absorbs the Huthis. International actors-principally Gulf States and the West-should use their leverage and the promise of reconstruction assistance to press both government and rebels to compromise.

471. North Korea: Getting Back to Talks

Abstract:: The motivations for North Korea's second nuclear test are, as with many of its actions, mostly impenetrable. It may be the latest step in an unrelenting drive to become a permanent nuclear state or it could be advertising nuclear wares to potential buyers. It may be driving up the price others will pay for the North to give up its weapons or it might be about ensuring that the military will accept whatever decision Kim Jong-il has made on his successor. Most likely, North Korea's nuclear weapons program serves multiple purposes for the leadership. Whatever the rationale, there are no good options in response. Finding a way to resume talks on ending the nuclear program may appear to reward Pyongyang's bad behaviour, but diplomacy is still the least bad option. At the same time, the UN Security Council's strong and united condemnation of the test in Resolution 1874 must be enforced, while containment of proliferation and deterrence of North Korean provocations need to be boosted.

473. Recruiting Militants in Southern Thailand

Abstract:: While Thai leaders are preoccupied with turmoil in Bangkok, the insurgency in the South continues to recruit young Malay Muslims, especially from private Islamic schools. These institutions are central to maintenance of Malay Muslim identity, and many students are receptive to the call to take up arms against the state. This is not a struggle in solidarity with global jihad, rather an ethno-nationalist insurgency with its own version of history aimed at reclaiming what was once the independent sultanate of Patani. Human rights abuses by the Thai government and security forces have only fuelled this secessionist fervour, and policies that centralise power in the capital have undermined a regional political solution. Changing these policies and practices is essential as the government tries to respond to the insurgents' grievances in order to bring long-lasting peace to the region.

474. Georgia-Russia: Still Insecure and Dangerous

Abstract:: Ten months after the “August war” between Georgia and Russia, violent incidents and the lack of an effective security regime in and around the conflict zones of South Ossetia and Abkhazia create a dangerous atmosphere in which extensive fighting could again erupt. Russia has not complied with key aspects of the cease-fire agreements that President Medvedev reached in August/September 2008 with French President Sarkozy in his then EU presidency role. Its 15 June Security Council veto of an extension of the sixteen-year-old UN observer mission mandate in Georgia and Abkhazia and its apparent intention to require the removal of the mission of the Organisation for Security and Co-operation in Europe (OSCE) by the end of the month are blows to regional security that will further fuel tensions. Most of the on-the-ground conflict resolution machinery is thus being dismantled. Moscow should review its counterproductive position and work for a reasonable compromise allowing the UN and OSCE monitors to continue their important work.

Abstract:: The assassinations of the chief of defence staff, General Batista Tagme Na Wai, on 1 March 2009 and Presi- dent Joao Bernardo Nino Vieira early the next day have plunged Guinea-Bissau into deep uncertainty. National Assembly Speaker Raimundo Pereira was quickly sworn in as interim president pending the election the constitution requires. That the killings occurred only months after the acclaimed November parliamentary elections, however, indicates that, in current circumstances, the democratic process cannot cope with the rule of the gun, as well as the extent to which the military's use of force has overwhelmed state institutions. Without outside help to end military involvement in politics and impunity, it may be impossible to halt a slide into further violence. Elites need to stand up to the military, but they require support. The international community should work for an international or hybrid commission of inquiry into the killings. Security system reform needs to be improve d by better international coordination and creation of a national commission with enhanced autonomy.

476. Afghanistan's Election Challenges

Abstract:: Afghanistan's forthcoming elections, with presidential and provincial council polls on 20 August 2009, and National Assembly and district elections scheduled for 2010, present a formidable challenge if they are to produce widely accepted and credible results. The weakness of state institutions, the deteriorating security situation and the fractured political scene are all highlighted by – and will likely have a dramatic effect on – the electoral process. The years since the last poll saw the Afghan government and international community fail to embed a robust electoral framework and drive democratisation at all levels. This has made holding truly meaningful elections much more difficult. Rather than once again running the polls merely as distinct events, the enormous resources and attention focused on the elections should be channelled into strengthening political and electoral institutions, as a key part of the state-building efforts required to produce a stable country.

Abstract:: For perhaps the first time since Iran and the U.S. broke ties in 1980, there are real prospects for fundamental change. The new U.S. president, Barack Obama, stated willingness to talk unconditionally. Iran's Supreme Leader, Ayatollah Khamenei, implicitly blessed dialogue, and presidential candidates are vying to prove they would be the most effective interlocutor. Yet, while U.S. objectives and tactics are relatively familiar, little is known of Iran's thinking, even as much is assumed. Western interaction with its opaque political system and decision-making has both shrivelled and been narrowly focused on the nuclear file. Under-standing Iran's perspective is critical if engagement is to succeed. This briefing, based on meetings with officials and analysts, seeks to shed light on what Tehran thinks about dialogue, its goals and visions of a future relationship. It concludes that while full normalisation might be out of reach for now, there is a chance to achieve a more realistic objective: the start of a long-term dialogue that minimises risks of confrontation and advances areas of mutual interest.

478. Iraq and the Kurds: Trouble Along the Trigger Line

Abstract:: As sectarian violence in Iraq has ebbed over the past year, a new and potentially just as destructive political conflict has arisen between the federal government and the Kurdistan regional government in Erbil. This conflict has manifested itself in oratory, backroom negotiations and military manoeuvres in disputed territories, raising tensions and setting off alarm bells in Washington just as the Obama administration is taking its first steps to pull back U.S. forces. A lasting solution can only be political – involving a grand bargain on how to divide or share power, resources and territory – but in the interim both sides should take urgent steps to improve communications and security cooperation, run joint military checkpoints and patrols in disputed territories and refrain from unilateral steps along the new, de facto dividing line, the so-called trigger line.

Ce compromis a, dans un pre-mier temps, apporté un environnement de paix en Côte d'Ivoire. La ligne de démarcation entre les deux pro-tagonistes a été démantelée. Un nouveau gouvernement a été formé et les bases ont été jetées pour apporter une réponse aux deux questions-clés du conflit : l'identité et la citoyenneté ivoiriennes et la légitimité du pouvoir. Mais, plus de deux ans après son adoption, l'APO va mal. Une sortie de crise sera possible uniquement si les engagements pris dans la capitale burkinabé sont enfin suivis d'effets. Sortir la Côte d'Ivoire de sa décen-nie de crise ne nécessitera pas seulement l'organisation d'élections crédibles mais impliquera également des progrès significatifs dans le processus de désarmement ainsi qu'une véritable réunification de l'administration. Ceci demandera la remobilisation de la facilitation burkinabé et une pression accrue des partenaires inter-nationaux sur les acteurs du conflit.

480. Sri Lanka: Politicised Courts, Compromised Rights

Abstract:: Sri Lanka's judiciary is failing to protect constitutional and human rights. Rather than assuaging conflict, the courts have corroded the rule of law and worsened ethnic tensions. Rather than constraining militarisation and protecting minority rights, a politicised bench under the just-retired chief justice has entrenched favoured allies, punished foes and blocked compromises with the Tamil minority. Its intermittent interventions on important political questions have limited settlement options for the ethnic conflict. Extensive reform of the judicial system – beginning with a change in approach from the newly appointed chief justice – and an overhaul of counterproductive emergency laws are essential if the military defeat of the LTTE is to lead to a lasting peace that has the support of all ethnic communities.

Abstract:: The International Criminal Court (ICC) arrest warrant against President Bashir for atrocity crimes in Darfur has brought Sudan to a new decision point. The longruling National Congress Party (NCP) has defied the court, gained African Union (AU) and Arab League pressure on the Security Council to suspend the case and restricted humanitarian aid in Darfur, putting several million internally displaced persons (IDPs) and others at risk. Darfur rebels have been emboldened, reducing prospects for diplomatic progress. Simultaneously, the Comprehensive Peace Agreement (CPA) that ended the North-South civil war is unravelling. As a new U.S. special representative begins to make his mark, the international community may be ready to sacrifice the justice issue for a quick-fix deal that would ensure elections in 2010. But Sudan will have peace only when its impunity system is dismantled. The right course is to build leverage by strongly backing the ICC so as to persuade the NCP that it will only secure the deferral of Bashir's case by adopting and implementing serious reforms.

483. Indonesia: The Hotel Bombings

Abstract:: On 17 July 2009, suicide bombers attacked two hotels in the heart of a Jakarta business district, killing nine and injuring more than 50, the first successful terrorist attack in Indonesia in almost four years. While no one has claimed responsibility, police are virtually certain it was the work of Noordin Mohammed Top, who leads a breakaway group from Jemaah Islamiyah (JI), the regional jihadi organisation responsible for the first Bali bombing in 2002. One of the hotels, the Marriott, was bombed by Noordin's group in 2003; this time, a meeting of mostly foreign businessmen appears to have been the target. The restaurant of the nearby Ritz-Carlton was also bombed.

485. Bosnia: A Test of Political Maturity in Mostar

Abstract:: The administration of Mostar is collapsing, a warning sign for Bosnia and Herzegovina (BiH). There has been no mayor, budget or functioning city council since an October 2008 election; tension threatens to poison relations between the leading Bosniak and Croat parties, which are coalition partners throughout BiH. The crisis is rooted in ethnic demographics, recent conflict history and a city statute that replicates many of the power-sharing rules that govern the state. Mostar's Croat majority, much like the state's Bosniak majority, chafes against these rules, considering them illegitimate and foreign-imposed, and seeks to force the Office of the High Representative (OHR – the international community's peace implementation body) to impose a solution on its behalf. Yet, a fair solution is within the council's competence and, like the city's chronic grievances, can best be handled without the High Representative using his extraordinary (Bonn) powers. The international community should deliver the message that fourteen years after the end of their war, it is time for the Bosnians to take responsibility for their own futures.

486. Myanmar: Towards the Elections

Abstract:: The bizarre prosecution and conviction of opposition leader and Nobel Peace laureate Aung San Suu Kyi for violating her house arrest has returned attention to repression in Myanmar, as preparations were underway for the first national elections in twenty years, now scheduled for 2010. This further undermined what little credibility the exercise may have had, especially when based on a constitution that institutionalises the military's political role. The UN Secretary-General's July visit, which produced no tangible results, added to the gloom. But while the elections will not be free and fair – a number of prominent regime opponents have been arrested and sentenced to prison terms over the last year – the constitution and elections together will fundamentally change the political landscape in a way the government may not be able to control. Senior Generals Than Shwe and Maung Aye may soon step down or move to ceremonial roles, making way for a younger military generation. All stakeholders should be alert to opportunities that may arise to push the new government toward reform and reconciliation.

487. Nepal's Future: In Whose Hands?

Abstract:: Nepal's peace process is in danger of collapse. The fall of the Maoist-led government, a mess largely of the Maoists' own making, was a symptom of the deeper malaise underlying the political settlement. Consensus has steadily given way to a polarisation which has fed the more militaristic elements on both sides. While all moderate politicians still publicly insist that there is no alternative to pursuing the process, private talk of a return to war – led by generals of the Nepalese Army who have never reconciled themselves to peace – has grown louder. Outright resumption of hostilities remains unlikely in the short term but only concerted efforts to re-establish a minimal working consensus and a national unity government including the Maoists can avert the likelihood of a more dangerous erosion of trust. Strong international backing, with India eschewing short-term interference in favour of longer-term guardianship of the process it itself initiated, will be essential.

488. Somalia: The Trouble with Puntland

Abstract:: The semi-autonomous north-eastern Somali region of Puntland, once touted as a success of the “building blocks” approach to reestablishing national stability and widely viewed as one of the most prosperous parts of Somalia, is experiencing a three-year rise in insecurity and political tension. At its roots are poor governance and a collapse of the intra-clan cohesion and pan-Darood solidarity that led to its creation in 1998. Intra-Darood friction has eroded the consensual style of politics that once underpinned a relative stability. The piracy problem is a dramatic symptom of deeper problems that, left untreated, could lead to Puntland's disintegration or overthrow by an underground militant Islamist movement. A solution to the security threat requires the Puntland government to institute reforms that would make it more transparent and inclusive of all clans living within the region.

Abstract:: Depuis 2003, l'exploitation du pétrole a contribué lourdement à la détérioration de la gouvernance interne au Tchad, menant à une succession de crises politiques et de rébellions. Les retombées financières du pétrole – 53 millions de barils rapportant 1,2 milliards de dollars à l'Etat en 2007 – ont attisé les appétits au sein du régime qui ont, à leur tour, nourri des dissensions et débouché sur des rébellions rapidement soutenues par le voisin soudanais. Les revenus du pétrole ont par ailleurs donné au président Idriss Déby les moyens de rejeter tout dialogue politique véritable, et de répondre aux menaces de renversement venues du Soudan par le surarmement. L'enthousiasme suscité par l'exploitation du pétrole a fait place à un désenchantement généralisé. Pour sortir de ce cercle vicieux et susciter les conditions d'une stabilisation durable du pays, le gouvernement tchadien doit redéfinir un consensus national autour de la gestion des revenus pétroliers, et ses partenaires principaux, la France, les Etats-Unis et la Chine, doivent conditionner leur soutien au régime à cette politique, tout en oeuvrant à la stabilisation complémentaire de ses relations avec le Soudan.

490. Indonesia: Noordin Top's Support Base

Abstract:: More than a month after the 17 July 2009 hotel bombings in Jakarta, Noordin Mohammed Top remains at large, but his network is proving to be larger and more sophisticated than previously thought. Not only was it responsible for coordinated bombings at two luxury hotels in the heart of Jakarta's business district, but it also was apparently contemplating a car bomb attack on President Yudhoyono's residence. As more information comes to light, it looks increasingly likely that Noordin sought and received Middle Eastern funding. While the extent of foreign involvement this time around remains unclear, recruitment in Indonesia has proved disturbingly easy. The salafi jihadi ideology that legitimises attacks on the U.S. and its allies, and Muslims who associate with them, remains confined to a tiny fringe, but that fringe includes disaffected factions of many different radical groups and impressionable youths with no history of violence.

491. Afghanistan: What Now for Refugees?

Abstract:: As international efforts focus on the worsening insurgency in Afghanistan, the issues of refugee return and the mobility of Afghans in their country and around the region have been overshadowed. Meeting the needs of returnees and addressing population movements remain an essential part of finding a solution to the conflict. These issues must be better integrated into policymaking. They play a role in many of the sources of discontent that undermine the legitimacy of the government in Kabul – from land disputes to rising crime. Migration has a positive side as well since t hose living abroad sustain much of the economy, but a comprehensive approach to displacement and migration is needed, including better coordination among Afghanistan, Pakistan and Iran, if the benefits are to start outweighing the risks.

492. Women and Radicalisation in Kyrgyzstan

Abstract:: Kyrgyzstan's increasingly authoritarian government is adopting a counter-productive approach to the country's growing radicalisation. Instead of tackling the root causes of a phenomenon that has seen increasing numbers, including many women, joining groups such as Hizb ut-Tahrir (HT), it is resorting to heavy-handed police methods that risk pushing yet more Kyrgyz towards radicalism. The authorities view HT, which describes itself as a revolutionary party that aims to restore by peaceful means the caliphate that once ruled the Muslim world, as a major security threat. But for some men and ever more women, it offers a sense of identity and belonging, solutions to the day-to-day failings of the society they live in, and an alternative to what they widely view as the Western-style social model that prevails in Kyrgyzstan. Without a major effort to tackle endemic corruption and economic failure, radical ranks are likely to swell, while repression may push at least some HT members into violence. This report focuses primarily on the increasingly important role that women are playing in the movement.

493. Ethiopia: Ethnic Federalism and Its Discontents

Abstract:: The Ethiopian Peoples' Revolutionary Democratic Front (EPRDF), led by its chairman and prime minister, Meles Zenawi, has radically reformed Ethiopia's political system. The regime transformed the hitherto centralised state into the Federal Democratic Republic and also redefined citizenship, politics and identity on ethnic grounds. The intent was to create a more prosperous, just and representative state for all its people. Yet, despite continued economic growth and promised democratisation, there is growing discontent with the EPRDF's ethnically defined state and rigid grip on power and fears of continued inter- ethnic conflict. The international community should take Ethiopia's governance problems much more seriously and adopt a more principled position towards the government. Without genuine multi-party democracy, the tensions and pressures in Ethiopia's polities will only grow, greatly increasing the possibility of a violent eruption that would destabilise the country and region.

494. China's Myanmar Dilemma

Abstract:: Each time global attention is focused on events in Myanmar, concerned stakeholders turn to China to influence the military government to undertake reforms. Yet simply calling on Beijing to apply more pressure is unlikely to result in change. While China has substantial political, economic and strategic stakes in Myanmar, its influence is overstated. The insular and nationalistic leaders in the military government do not take orders from anyone, including Beijing. China also diverges from the West in the goals for which it is prepared to use its influence. By continuing to simply expect China to take the lead in solving the problem, a workable international approach will remain elusive as Myanmar continues to play China and the West against each other. After two decades of failed international approaches to Myanmar, Western countries and Beijing must find better ways to work together to pursue a wide array of issues that reflect the concerns of both sides.

495. Cyprus: Reunification or Partition?

Abstract:: Three decades of efforts to reunify Cyprus are about to end, leaving a stark choice ahead between a hostile, de facto partition of the island and a collaborative federation between the Greek and Turkish Cypriot communities living in two constituent states. Most actors agree that the window of opportunity for this bicommunal, bizonal settlement will close by April 2010, the date of the next Turkish Cypriot elections, when the pro-settlement leader risks losing his office to a more hardline candidate. If no accord is reached by then, it will be the fourth major set of UN-facilitated peace talks to fail, and there is a widespread feeling that if the current like-minded, pro-solution Greek and Turkish Cypriot leaders cannot compromise on a federal solution, nobody can. To avoid the heavy costs this would entail for all concerned, the two leaders should stand shoulder to shoulder to overcome domestic cynicism and complete the talks, Turkey and Greece must break taboos preventing full communication with both sides on the island, and European Union (EU) states must rapidly engage in support of the process to avoid the potential for future instability if they complacently accept continuation of the dispute. A real chance still exists in 2009-2010 to end.

496. Nagorno-Karabakh: Getting to a Breakthrough

Abstract:: A preliminary breakthrough in the two-decades-old Nagorno-Karabakh conflict – a framework agreement on basic principles – may be within reach. Armenia and Azerbaijan are in substantial accord on principles first outlined by the Organisation for Security and Cooperation in Europe (OSCE) Minsk Group in 2005. A basic principles agreement, while only a foundation to build on, is crucial to maintain momentum for a peace deal. Important differences remain on specifics of a subsequent final deal. Movement toward Armenia-Turkey rapprochement after a century of hostility has brought opportunity also for ending the Nagorno-Karabakh stalemate. Sustainable regional peace requires compromises on all the quarrels, but there is backlash danger, especially in Armenia, where public discontent could derail the Nagorno-Karabakh framework agreement. Presidents Sarkisian (Armenia) and Aliyev (Azerbaijan) need to do more to prepare their publics. The U.S., Russia and France, Minsk Group co-chairs, have stepped up collective efforts, but more is needed to emphasise dangers in clinging to an untenable status quo.

497. Guinea: Military Rule Must End

Abstract:: The killing of at least 160 participants in a peaceful demonstration, the rape of many women protestors, and the arrest of political leaders by security forces in Conakry on 28 September 2009 showed starkly the dangers that continued military rule poses to Guinea's stability and to a region where three fragile countries are only just recovering from civil wars. The military junta, the National Council for Democracy and Development (Conseil national pour la démocratie et le développement, CNDD), is denying its evident responsibility and playing for time by offering what it calls a “national union government” to opposition parties. But with the mood on the streets hardening against the junta, worse trouble is likely unless combined domestic and international pressure is applied to force the soldiers from power.

498. Kosovo: Štrpce, a Model Serb Enclave?

Abstract:: Štrpce, one of Kosovo's largest Serb enclaves and one of the few with good Serb-Albanian relations and economic prospects, risks falling victim to the status dispute between Belgrade and Pristina. But it also has a chance to demonstrate to Serbs that they can protect their interests within Kosovo's constitutional order. Since May 2008, the municipality has been governed by competing authorities, both Serb-led: an official government appointed by the UN in the face of local opposition and a parallel regime elected in defiance of Kosovo law. Neither has the capacity to perform its duties. The impasse has deprived this peaceful enclave of effective government and devastated its economy, notably by preventing regulation of its lucrative property market and blocking privatisation of the Brezovica ski resort. Local elections on 15 November 2009 can end the un- easy status quo, give Štrpce a legitimate government and unlock its economic potential. Belgrade, Pristina and the international community should encourage voting and thereafter equip the municipal government with the expanded powers and resources it needs.

Abstract:: The military operation in South Waziristan is unlikely to succeed in curbing the spread of religious militancy in the Federally Administered Tribal Areas (FATA), unless the Pakistan government implements political reforms in that part of the country. Pakistani Taliban groups have gained significant power in the tribal agencies, seven administrative districts bordering on Afghanistan. While state institutions in FATA are increasingly dysfunctional, the militants have dismantled or assumed control of an already fragile tribal structure. This encroaching Talibanisation is not the product of tribal traditions or resistance. It is the result of short-sighted military policies and a colonial-era body of law that isolates the region from the rest of the country, giving it an ambiguous constitutional status and denying political freedoms and economic opportunity to the population. While the militants' hold over FATA can be broken, the longer the state delays implementing political, administrative, judicial and economic reforms, the more difficult it will be to stabilise the region.

500. Bosnia's Dual Crisis

Abstract:: Bosnia and Herzegovina's (BiH) post-war status quo has ended but the international community risks muddling the transition by delaying decisions on a new kind of engagement. Republika Srpska (RS), one of the state's two entities, has defied the High Representative, Bosnia's international governor, and the international community has not backed him up. Instead, the U.S. and the European Union (EU) launched in October 2009 on the Butmir military base outside Sarajevo a high-level effort to persuade the country's leaders to adopt far-reaching constitutional reforms and allow the mandate of the High Representative and his office (OHR) to end. Disagreements over the scope and content of reform make agreement uncertain. But Bosnia's leaders should adopt as much of the EU-U.S. proposal as possible, and the international community should end its protectorate in favour of a new, EU- and NATO-led approach including strong security guarantees.
