  • Abstract: The use of unmanned aerial systems—commonly referred to as drones—over the past decade has revolutionized how the United States uses military force. As the technology has evolved from surveillance aircraft to an armed platform, drones have been used for a wide range of military missions: the United States has successfully and legitimately used armed drones to conduct hundreds of counterterrorism operations in battlefield zones, including Afghanistan, Iraq, and Libya. It has also used armed drones in non-battlefield settings, specifically in Pakistan, Yemen, Somalia, and the Philippines. Collectively, these strikes have eliminated a number of suspected terrorists and militants from Asia to Africa at no cost in terms of U.S. casualties, an advantage of drones over manned platforms that has made them attractive to many other states. However, non-battlefield strikes have drawn criticism, particularly those conducted under the assertion that they are acts of self-defense.

  • Abstract: An estimated one-third of girls around the globe become brides before the age of eighteen and one in nine do so before the age of fifteen. In recent decades, the issue of child marriage has grown in profile and priority for many policymakers. The Elders, a group of global leaders including former United Nations (UN) secretary-general Kofi Anna n and former U.S. president Jimmy Carter, have taken on the issue and opted to use their platform to speak out against the practice, as have other prominent international organizations. The UN estimated that in 2011, nearly seventy million women ages twenty to twenty-four had married before they turned eighteen. If current trends continue without pause, in the next ten years, more than 140 million girls will be married before their eighteenth birthdays. In order to design interventions that can scale to match the level of the challenge, it is critical to understand the drivers of child marriage and the factors that can curb it.

  • Abstract: The significant gains that Afghan women and girls have made since the 2001 U.S.-led military invasion and overthrow of the Taliban are endangered. Presidential elections and possible peace efforts with the Taliban raise uncertainties about whether the future leadership in Afghanistan will protect gender equality. Further, President Barack Obama's plan to completely draw down U.S. troops in the country by the end of 2016 risks withdrawing critical security protection, which has provided Afghan women and girls with increased safety and opportunities to participate in education, employment, the health system, politics, and civil society. With these political and security transitions underway, the United States should act now, in coordination with Afghanistan and its partners, to cement and extend the gains and prevent reversal.

  • Abstract: Electoral reform in the early 1990s ended single-party dominance in Japan and promised an era of new politics in which political parties would alternate control of the government. In the two decades that followed, Japan's foreign and domestic policy priorities were subjected to greater scrutiny and debate as Japan, like so many other nations around the globe, sought to reorient itself in a new post-Cold War world. The U.S.-Japan alliance that anchored Japan's postwar foreign policy was not immune to these domestic political reforms. For half a century, the conservative Liberal Democratic Party (LDP) prided itself on managing the relationship with Washington. But its ouster in 2009 by the reformist Democratic Party of Japan (DPJ) led many to expect that even Japan's alliance with the United States would be subject to serious review.

  • Abstract: As space systems increasingly perform and support critical operations, a variety of plausible nearterm incidents in outer space could precipitate or exacerbate an international crisis. The most grave space contingencies—viewed from the perspective of U.S. interests and international stability—are likely to result from either intentional interference with space systems or the inadvertent effects of irresponsible state behavior in outer space. The threats to U.S. space assets are significant and growing, as potential adversaries continue to pursue and could soon acquire counterspace capabilities. The United States has strategic interests in preventing and mitigating dangerous space incidents, given its high reliance on satellites for a variety of national security missions and unparalleled global security commitments and responsibilities. Like other technology-driven global governance challenges, the longer the United States delays preventive and mitigating efforts, the less dominant its position will be in shaping rules of the road for space.

  • Abstract: Each year, U.S. state and local governments spend tens of billions of dollars to lure or retain business investment. The subsidies waste scarce taxpayer dollars that could better be used to strengthen public services such as education and infrastructure, or to lower overall tax burdens to create a more favorable investment climate. No state wants to dole out such subsidies, but most fear losing jobs to competing states if they refuse. States should take steps to curb subsidies, beginning with greater disclosure and cost-benefit analyses, and building up to a multistate agreement that creates strong disincentives for continuing subsidies. Existing international arrangements provide models and tools for achieving this.

  • Abstract: Fossil fuel subsidies are a global scourge. They distort markets, strain government budgets, encourage overconsumption, foster corruption, and harm the environment while doing little to remedy inequality or stimulate development. Yet despite compelling arguments for reform, fossil fuel subsidies remain deeply entrenched. Citizens have yet to be convinced that fuel subsidies can and should be replaced with more efficient poverty alleviation programs. As a result, governments refrain from phasing out fuel subsidies for fear of triggering a public backlash, and even civil unrest. To bolster the prospects for subsidy reform, the United States should support the creation of a new public-private partnership within the World Bank, the Global Subsidy Elimination Campaign (GSEC), to work with governments to execute country-specific communication programs that would build the case for fossil fuel subsidy reform among citizens. The GSEC would start with pilot programs in select countries, and on the basis of these efforts, expand its work to other countries interested in fuel subsidy reform. If the GSEC help s generate just a 5 percent reduction in the more than half a trillion dollars that governments now spend on fossil fuel subsidies, it would free up billions of dollars for more effective anti-poverty initiatives.

Every day, girls around the world are forced to leave their families, marry against their will, endure sexual and physical abuse, and bear children while still in childhood themselves. This practice is driven by poverty, deeply embedded cultural traditions, and pervasive discrimination against girls.   • Abstract: Much of the debate about China's rise in recent years has focused on the potential dangers China could pose as an eventual peer competitor to the United States bent on challenging the existing international order. But another issue is far more pressing. For at least the next decade, while China remains relatively weak compared to the United States, there is a real danger that Beijing and Washington will find themselves in a crisis that could quickly escalate to military conflict.   • Abstract: On March 1, 2013, the U.S. Department of Defense lost $37 billion overnight to sequestration. The cut marked the first wave of a series of planned cutbacks that will shrink future budgets across the federal government by about $1 trillion over nine years. The reductions had been set in motion back in 2011, when a special “super committee” established by the Budget Control Act (BCA) failed to reach a deficit-reduction agreement, triggering automatic cuts designed to punish both parties. Unlike other budget cuts, sequestration is implemented across the board, taking the same percentage bite out of every account. Except for the decision to spare the military personnel account that provides the pay for the United States' men and women in uniform, defense leaders had no choice about where to take the 2013 cuts. And so, with just seven months left in the fiscal year, sequestration abruptly erased about eight percent of the the Pentagon's budget for the year.

Even those supporting the cuts stress the need to avoid the supposedly awful consequences of past retrenchments. “We have to remember the lessons of history,” President Barack Obama said in January 2012. “We can't afford to repeat the mistakes that have been made in the past -- after World War II, after Vietnam -- when our military policy was left ill prepared for the future.   • Abstract: Cyberwar Is Coming!” declared the title of a seminal 1993 article by the RAND Corporation analysts John Arquilla and David Ronfeldt, who argued that the nascent Internet would fundamentally transform warfare. The idea seemed fanciful at the time, and it took more than a decade for members of the U.S. national security establishment to catch on. But once they did, a chorus of voices resounded in the mass media, proclaiming the dawn of the era of cyberwar and warning of its terrifying potential. In February 2011, then CIA Director Leon Panetta warned Congress that “the next Pearl Harbor could very well be a cyberattack.” And in late 2012, Mike McConnell, who had served as director of national intelligence under President George W. Bush, warned darkly that the United States could not “wait for the cyber equivalent of the collapse of the World Trade Centers.”

A senior official of the U.S. Federal Reserve Board of Governors was on the phone to discuss the board's recent invocation, for the first time in decades, of the obscure but explosive Section 13(3) of the Federal Reserve Act. Broadly interpreted, that section empowered the Federal Reserve to lend nearly unlimited cash to virtually anybody: in this case, the Fed planned to loan nearly $29 billion to J.P. Morgan to facilitate the bank's acquisition of the investment firm Bear Stearns, which was on the edge of bankruptcy, having run through nearly $20 billion of cash in the previous week.

Every country sooner or later confronts the sins of its past, though rarely all at once. In recent decades, historians of the United States have revealed and explored the sins of American imperialism, recounting in detail Washington's interventions in Latin America, Southeast Asia, and the Middle East. Yet they have largely overlooked American meddling in Mexico. Consequently, few in the United States recognize that the Mexican-American War (1846–48) was Washington's first major imperialist venture. Fewer still would understand why future U.S. President Ulysses S. Grant, who fought in Mexico as a lieutenant in the U.S. Army, would come to see it as the country's most “wicked war.”

  • Abstract: In “The War of Law” (July/August 2013), Jon Kyl, Douglas Feith, and John Fonte purport to explain the state of international law and how it “undermines democratic sovereignty.” Their portrayal, however, hardly rises above caricature. Their legal prescriptions ignore constitutional history and, if followed, would drastically weaken U.S. foreign policy. The authors may not like the contemporary practice of international law, but their own ideas are painfully antiquated, better suited to an insular nineteenth-century nation than the great power the United States has become.

  • Abstract: In their essay “Fake It Till You Make It” (July/August 2013), Kal Raustiala and Christopher Sprigman urged the United States to “relax” when it comes to the flagrant disregard for intellectual property laws in China. The authors make two essential arguments: first, that the United States in its early days, like China today, was a “pirate nation,” and second, that copying drove the United States' economic growth. As China's economy develops, they say, so, too, will its “balance of interests.” Like the United States before it, China will rely less on copying and “adopt a less permissive approach” to copyright infringement -- not in response to U.S. prodding but on its own initiative.

Their arguments could reinforce the current American malaise about the ongoing effort and thereby reduce the odds that the United States will continue to play a role in Afghanistan after the current NATO-led security mission there ends in December 2014. That would be regrettable; the United States should lock in and solidify its gains in Afghanistan, not cut its losses.

  • Abstract: In their respective articles “Why Drones Work” and “Why Drones Fail” (July/August 2013), Daniel Byman and Audrey Kurth Cronin make arguments that are not mutually exclusive. Byman emphasizes that U.S. drone strikes have decimated al Qaeda's senior leadership; Cronin, that they have galvanized extremist recruiting and soured foreign public opinion of the United States. Both points are undoubtedly true, and to argue otherwise in either case would be to deny the basic realities of U.S. drone warfare. Both authors neglect to mention, however, that the use of drone strikes needs to be tempered by the domestic political realities in the countries where they are carried out. Only then can drone warfare achieve the benefits outlined by Byman while minimizing the drawbacks explained by Cronin.

  • Abstract: The United States has made economic development a central tenet of its national security policy, alongside defense and diplomacy. One of the best and most cost-effective avenues for furthering economic development is investing in locally owned businesses, and yet the United States currently has no means for effectively and efficiently doing so. Small and medium enterprises (SMEs) have shown great potential in spurring economies, but their owners—especially women—are often unable to acquire the skills, resources, and support necessary to grow and sustain their businesses. Promoting local programs and global initiatives that encourage investments in SMEs and women entrepreneurs in lower-income countries will strengthen growth engines, diversify economies, improve communal well-being, stabilize societies, and accelerate progress toward international development goals. All of these results are in the interest of the United States, and could be achieved more quickly with the creation of an American development bank that aims to invest in and direct technical assistance to entrepreneurs in lower-income nations—the next-generation emerging markets. This can be done by expanding on the work already under way at the Overseas Private Investment Corporation (OPIC). Though several multilateral organizations have tackled pieces of this work, the United States has a unique role to play: investing in entrepreneurialism that creates jobs, bolsters the middle class, and spurs economic growth.

  • Abstract: Economic development is a critical component of promoting stability and U.S. security interests, particularly in conflict and postconflict zones. Reviving institutions and rebuilding an economic base are among the first priorities after fighting ends and reconstruction begins. According to the U.S. Agency for International Development (USAID), negative economic shocks of just 5 percent can increase the risk of a civil war by as much as 50 percent in fragile environments. Additionally, donor assistance, which can account for 20 percent to as much as 97 percent of a country's GDP, is unsustainable in the long term. Building local business capacity and supporting homegrown entrepreneurs can help curb this risk. Research from Iraq has found that labor-generating reconstruction programs can reduce violence during insurgencies, with a 10 percent increase in labor-related spending associated with a 10 percent decrease in violence. And as Shari Berenbach, director of the Office of Microenterprise Development at USAID, argues, the development of “private enterprise is an important stabilizing force,” particularly for countries suffering from the political uncertainty and civil unrest that often characterizes the postconflict period.

  • Abstract: Over the past half-century—what is often called the “American century”—the United States enjoyed extraordinary success, growth, and influence.   • Abstract: Running down the list of the U.S. State Department's Latin America policy objectives in El País in September 2010, the economist Moisés Naím noted that they focused almost exclusively on domestic concerns: building democratic institutions, promoting local social and economic opportunity, and so forth. These issues were not only given a higher priority in policy toward Latin America than they were for other regions, but they were also issues largely beyond Washington's ability to control. Naím was correct, but the point can be taken further. The focus on politics within Latin American states rather than on relations between them is characteristic not simply of the State Department but also of the Latin American regional studies community in the United States more generally, from where the U.S. policy and advocacy community absorbs much of its personnel and intellectual orientation. Such attitudes have harmed U.S. policy by focusing excessive attention on small countries with little geostrategic influence and fostering the facile notion that political and economic liberalization are the necessary and sufficient criteria for the advancement of all major U.S. interests. This approach has distorted Washington's calculations of regional politics and hampered its ability to counter outside influences and deal sensibly with rising regional powers. U.S. scholars and policymakers need a reminder that development does not mean the end of politics and that twenty-first-century Latin America has its own, autonomous power dynamics. A little realism would go a long way. THAT '80S SHOW When it comes to Latin America, for decades U.S. universities and regional studies centers have focused almost exclusively on matters of comparative politics and political and economic development. In the 1970s and 1980s, the last time scholars paid much attention to the region's international relations, their chief concern was the workings and implications of U.S. hegemony. The issue facing both scholars and policymakers today, however, is what happens as U.S. power declines and new forces in the region emerge, and unfortunately, when it comes to these questions, there is little intellectual capital on which to draw.

  • Abstract: In March 2011, the U.S. computer security company RSA announced that hackers had gained access to security tokens it produces that let millions of government and private-sector employees, including those of defense contractors such as Lockheed Martin, connect remotely to their office computers. Just five months later, the antivirus software company McAfee issued a report claiming that a group of hackers had broken into the networks of 71 governments, companies, and international organizations. These attacks and the many others like them have robbed companies and governments of priceless intellectual property and crucial military secrets. And although officials have until recently been reluctant to name the culprit, most experts agree that the majority of the attacks originated in China. In response, analysts and policymakers have suggested that Washington and Beijing work toward some form of détente, a broad-based agreement about how countries should behave in cyberspace that might eventually turn into a more formal code of conduct. Proponents argue that the two sides' long-term interests are aligned, that one day China will be as dependent on digital infrastructure for economic and military power as the United States is today. As Major General Jonathan Shaw, the head of the British military's Defence Cyber Operations Group, has said, China's “dependence on cyber is increasing, the amount of cybercrime taking place inside that society is huge, and the impact on their economic growth and their internal stability is also going to be huge. . . . There's more common ground than people might suggest.”

  • Abstract: On January 19, 2011, U.S. President Barack Obama and Chinese President Hu Jintao issued a joint statement at the end of Hu's visit to Washington. It proclaimed their shared commitment to a “positive, cooperative, and comprehensive U.S.-China relationship.” Each party reassured the other regarding his principal concern, announcing, “The United States reiterated that it welcomes a strong, prosperous, and successful China that plays a greater role in world affairs. China welcomes the United States as an Asia-Pacific nation that contributes to peace, stability and prosperity in the region.” Since then, the two governments have set about implementing the stated objectives. Top American and Chinese officials have exchanged visits and institutionalized their exchanges on major strategic and economic issues. Military-to-military contacts have been restarted, opening an important channel of communication. And at the unofficial level, so-called track-two groups have explored possible evolutions of the U.S.-Chinese relationship. Yet as cooperation has increased, so has controversy. Significant groups in both countries claim that a contest for supremacy between China and the United States is inevitable and perhaps already under way. In this perspective, appeals for U.S.-Chinese cooperation appear outmoded and even naive.

  • Abstract: Last August, the Republican presidential contender Mitt Romney performed what has become a quadrennial rite of passage in American presidential politics: he delivered a speech to the annual convention of the Veterans of Foreign Wars. His message was rooted in another grand American tradition: hyping foreign threats to the United States. It is “wishful thinking,” Romney declared, “that the world is becoming a safer place. The opposite is true. Consider simply the jihadists, a near-nuclear Iran, a turbulent Middle East, an unstable Pakistan, a delusional North Korea, an assertive Russia, and an emerging global power called China. No, the world is not becoming safer.” Not long after, U.S. Secretary of Defense Leon Panetta echoed Romney's statement. In a lecture last October, Panetta warned of threats arising “from terrorism to nuclear proliferation; from rogue states to cyber attacks; from revolutions in the Middle East, to economic crisis in Europe, to the rise of new powers such as China and India. All of these changes represent security, geopolitical, economic, and demographic shifts in the international order that make the world more unpredictable, more volatile and, yes, more dangerous.” General Martin Dempsey, chairman of the Joint Chiefs of Staff, concurred in a recent speech, arguing that “the number and kinds of threats we face have increased significantly.” And U.S. Secretary of State Hillary Clinton reinforced the point by claiming that America resides today in a “very complex, dangerous world.”

  • Abstract: The United States, facing deepening economic and fiscal woes at home, is preparing to withdraw from Afghanistan. More and more policymakers, congressional representatives, and members of the public are calling for the majority of U.S. forces to pull out as quickly as possible and for Washington to shift from an expensive counterinsurgency strategy, in which tens of thousands of U.S. and NATO troops protect the Afghan population, to a cheaper counterterrorism strategy, in which special operations forces strike at terrorist leaders in Afghanistan and Pakistan and the Afghans are left largely on their own. The counterinsurgency strategy began in earnest in 2009, when the United States raised its total number of troops in Afghanistan to nearly 100,000. This Afghan surge led to tactical success: Kandahar and Helmand were largely secured, and the number of Afghan police and army soldiers nearly doubled. But it was expensive. In 2011, the U.S. Congress authorized nearly $114 billion for the effort, roughly a fourth of the entire cost of the Afghan war since 2001. Given the current economic climate, such high annual outlays are no longer sustainable. Last June, U.S. President Barack Obama announced that 33,000 American troops will leave Afghanistan by the end of 2012 and that Afghan forces will take the lead in the country's security by the end of 2014. Although it remains undecided exactly how fast the withdrawal will proceed after 2012 and what sort of U.S. presence will remain after 2014, Washington is facing strong domestic pressure to bring its troops home and to focus on rebuilding the economy. At first glance, shifting to counterterrorism would seem the best way to meet this goal. A counterterrorism approach would cut costs by pulling out most U.S. ground troops. Special operations forces would remain in the larger bases, with responsibility for launching missions to kill or capture al Qaeda members, high-level Taliban figures, and leaders of the Haqqani network. What is more, the U.S. Navy SEAL raid that killed Osama bin Laden last May seemed to give this approach credibility by suggesting that knocking out al Qaeda -- the primary reason why the United States entered Afghanistan in the first place -- does not require tens of thousands of U.S. troops.

  • Abstract: Nearly 90 percent of the world's economy is fueled every year by digging up and burning about four cubic miles of the rotted remains of primeval swamp goo. With extraordinary skill, the world's most powerful industries have turned that oil, gas, and coal into affordable and convenient fuels and electricity that have created wealth, helped build modern civilization, and enriched the lives of billions. Yet today, the rising costs and risks of these fossil fuels are undercutting the security and prosperity they have enabled. Each day, the United States spends about $2 billion buying oil and loses another $4 billion indirectly to the macroeconomic costs of oil dependence, the microeconomic costs of oil price volatility, and the cost of keeping military forces ready for intervention in the Persian Gulf. In all, the United States spends one-sixth of its GDP on oil, not counting any damage to foreign policy, global stability, public health, and the environment. The hidden costs are also massive for coal and are significant for natural gas, too. Even if oil and coal prices were not high, volatile, and rising, risks such as fuel insecurity and dependence, pollution-caused illnesses, energy-driven conflicts over water and food, climate change, and geopolitical tensions would make oil and coal unattractive. Weaning the United States from those fossil fuels would require two big shifts: in oil and electricity. These are distinct -- nearly half of electricity is made from coal, and almost none is made from oil -- but power plants and oil burning each account for over two-fifths of the carbon that is emitted by fossil-fuel use. In the United States, three-fourths of electricity powers buildings, three-fourths of oil fuels transportation, and the remaining oil and electricity run factories. So saving oil and electricity is chiefly about making buildings, vehicles, and factories far more efficient -- no small task.

  • Abstract: After Lyndon Johnson's victory over Barry Goldwater in the 1964 U.S. presidential election, the once-mighty Republican Party was reduced to a regional rump. The Democrats won overwhelming majorities in the House and the Senate, which they used to pass Johnson's Great Society legislation. Republicans, meanwhile, were at one another's throats, having endured the most divisive campaign in modern political history. Goldwater had managed to win the Republican presidential nomination over the impassioned opposition of moderate and progressive Republicans, who at the time may well have constituted a majority of the party's members. He portrays the threat of a nuclear-armed Iran as both grave and imminent, arguing that the United States has little choice but to attack Iran now before it is too late. Then, after offering the caveat that "attacking Iran is hardly an attractive prospect," he goes on to portray military action as preferable to other available alternatives and concludes that the United States can manage all the associated risks. Preventive war, according to Kroenig, is "the least bad option."

  • Abstract: After reading the compelling case made by Yosef Kuperwasser and Shalom Lipner in “The Problem Is Palestinian Rejectionism” (November/December 2011), it was quite jarring to read the companion piece, “Israel's Bunker Mentality,” by Ronald Krebs. Krebs' argument boils down to this: Israel was doing quite nicely as a liberal, secular state until 1967, when a war mysteriously descended on it, and since then an illiberal, ethnocentric nationalism has taken over and redefined the country. In the process, Krebs contends, Israel became enamored with the occupation of territories acquired during the Six-Day War, helped along by a growing ultra-Orthodox community and large-scale Russian immigration.

  • Abstract: ENVIRONMENTALISTS DO NOT OPPOSE GROWTH Frances Beinecke In 1970, U.S. President Richard Nixon signed the Clean Air Act into law, launching one of the most successful public health and environmental programs in history. In the first decade that followed, in Los Angeles, the amount of pollution from ozone -- the main component of smog -- exceeded government health standards on 200 days each year. By 2004, that number had dropped to 28 days. In the 1970s, also as a result of polluted air, nearly 90 percent of American children had lead in their blood at levels higher than what the Centers for Disease Control and Prevention deemed safe, and parents were alarmed by studies showing that lead interfered with cognitive development. Today, only two percent of children have such high levels of lead in their bodies. By controlling hazardous emissions, the Clean Air Act delivered these and many other health benefits. And it did so without curbing economic growth. The United States' GDP has risen by 207 percent since the law was passed over four decades ago. And because the law sparked innovation -- from catalytic converters, which convert toxic exhaust fumes from automobiles into less dangerous substances, to smokestack scrubbers -- pollution reductions have proved relatively inexpensive. According to the U.S. Environmental Protection Agency, for every dollar the United States has spent on cutting pollution through the Clean Air Act, it has gained more than $40 in benefits.

  • Abstract: Afghanistan is approaching a major inflection point in its long and turbulent history. In 2014 most of the foreign military forces are due to pull out. With them will go the bulk of foreign financing that has accounted for almost all of the state's budget. Twenty fourteen is also the year that Afghanistan is due to hold presidential elections. Hamid Karzai, the only president the country has known since the fall of the Taliban, has said he will not seek another term in office. Thus Afghanistan is likely to have a new president to lead it into a new era. This era will be shaped by many factors, principally decisions made by Afghans themselves, but the United States has the ability to affect the outcome if it makes a sustained commitment to maintain security, improve the political process, and reduce Pakistani interference so as to build on the tenuous gains achieved by the U.S. troop surge since 2010.

  • Abstract: The risk of conflict in the South China Sea is significant. China, Taiwan, Vietnam, Malaysia, Brunei, and the Philippines have competing territorial and jurisdictional claims, particularly over rights to exploit the region's possibly extensive reserves of oil and gas. Freedom of navigation in the region is also a contentious issue, especially between the United States and China over the right of U.S. military vessels to operate in China's two-hundred-mile exclusive economic zone (EEZ). These tensions are shaping—and being shaped by—rising apprehensions about the growth of China's military power and its regional intentions. China has embarked on a substantial modernization of its maritime paramilitary forces as well as naval capabilities to enforce its sovereignty and jurisdiction claims by force if necessary. At the same time, it is developing capabilities that would put U.S. forces in the region at risk in a conflict, thus potentially denying access to the U.S. Navy in the western Pacific.

  • Abstract: The rule of law is critical for people to have a meaningful opportunity to thrive. Still, for billions of people around the world today, the rule of law exists on paper but not in practice. Even though a theme for the United Nations General Assembly High-Level Panel in fall 2012 is rule of law, various UN programs devoted to rule of law have not had a transformative impact. Traditional intergovernmental institutions will never offer enough to achieve systemic change. To supplement them and achieve what they alone cannot, the United States should take the lead to forge a more nimble partnership with public, private, and nonprofit sectors and establish a Global Trust for Rule of Law (“Global Trust”). Similar to the Global Fund to Fight AIDS, Tuberculosis and Malaria (“Global Fund”), a diverse board of donor states, philanthropists, rule of law experts, and civil society representatives would run this Global Trust. Its purpose would be to build developing nations' capacity to implement rule of law and unleash the potential of marginalized groups worldwide, promoting not only human dignity but, crucially, global economic growth.

  • Abstract: Iraq remains a fragile state deeply traumatized and riven by thirty years of war, sanctions, occupation, and civil strife. Although there are numerous positive signs of progress in Iraq—violence has fallen to its lowest level since 2003, its economy is growing modestly, oil production recently surpassed that of Iran, and foreign investment is beginning to restore infrastructure decayed by years of war and sanctions—the risk of acute instability and renewed conflict remains. Already, in the wake of the U.S. military withdrawal in December 2011, Iraq has seen a fierce political struggle between Prime Minister Nouri al-Maliki and many of his rivals in the Sunni-dominated Iraqiya parliamentary coalition, plus increasing tension with at least some segments of the Kurdish minority. For the positive trends to continue, Iraq will need to contain various threats to internal stability and weather regional turmoil that could worsen significantly in the coming months. The United States has a significant stake in helping Iraq overcome these challenges; Iraq is a critical state within a critical region.

  • Abstract: As Zimbabwe moves closer to elections, the prospect for political violence, even civil war, grows. President Robert Mugabe's Zimbabwe African National Union-Patriotic Front (ZANU-PF) and Prime Minister Morgan Tsvangirai's Movement for Democratic Change (MDC) are wrangling over a new constitution and the timing of upcoming elections. The eighty-eight-year-old Mugabe is suffering from cancer and wants elections soon to ensure his "liberation" legacy. At the same time, Mugabe-allied military factions, flush with off-the-books cash from Marange diamonds mined in the eastern part of the country, are mobilizing to stay in power when Mugabe dies. Political murder is on the upswing and Zimbabwe is as tense and divided now as it was during the run-up to the violent 2008 elections.

  • Abstract: Mexico is in the midst of a worsening security crisis. Explosive clashes and territorial disputes among powerful drug trafficking organizations (DTOs) have killed more than thirty-five thousand people since President Felipe Calderón took office in December 2006. The geography of that violence is limited but continues to spread, and its targets include a growing number of government officials, police officers, journalists, and individuals unrelated to the drug trade. The Mexican government has made the war on drugs its top priority and has even called in the military to support the country's weak police and judicial institutions. Even so, few Mexican citizens feel safer today than they did ten years ago, and most believe that their government is losing the fight.

  • Abstract: This paper examines the evolving structure of the American economy, specifically, the trends in employment, value added, and value added per employee from 1990 to 2008. These trends are closely connected with complementary trends in the size and structure of the global economy, particularly in the major emerging economies. Employing historical time series data from the Bureau of Labor Statistics and the Bureau of Economic Analysis, U.S. industries are separated into internationally tradable and nontradable components, allowing for employment and value-added trends at both the industry and the aggregate level to be examined. Value added grew across the economy, but almost all of the incremental employment increase of 27.3 million jobs was on the nontradable side. On the nontradable side, government and health care are the largest employers and provided the largest increments (an additional 10.4 million jobs) over the past two decades. There are obvious questions about whether those trends can continue; without fast job creation in the nontradable sector, the United States would already have faced a major employment challenge.

  • Abstract: For nearly two decades, the United Nations has created international criminal tribunals to punish those responsible for war crimes, crimes against humanity, and genocide. Since the early 1990s the United States has strongly supported the UN tribunals for Rwanda and the former Yugoslavia and hybrid UN/national courts for Sierra Leone and Cambodia. The era of court-building culminated in the 1998 adoption, over U.S. objections, of a treaty to establish a permanent International Criminal Court (ICC) in The Hague. These international courts have brought dozens of perpetrators to justice, and the UN Security Council's requests that the ICC investigate the situations in Sudan (2005) and Libya (2011) show that policymakers across the spectrum, in the United States and abroad, believe that accountability-that is, bringing individuals to justice for committing atrocities-can be an important tool to combat war crimes, crimes against humanity, and genocide. Yet as important as these courts are, atrocities occur in places beyond their reach, and even where international courts investigate and prosecute, they lack the capacity to try all but a handful of the thousands of perpetrators of the worst international crimes.

  • Abstract: Global demographic and health trends affect a wide range of vital U.S. foreign policy interests. These interests include the desire to promote healthy, productive families and communities, more prosperous and stable societies, resource and food security, and environmental sustainability. International family planning is one intervention that can advance all these interests in a cost-effective manner. Investments in international family planning can significantly improve maternal, infant, and child health and avert unintended pregnancies and abortions. Studies have shown that meeting the unmet need for family planning could reduce maternal deaths by approximately 35 percent, reduce abortion in developing countries by 70 percent, and reduce infant mortality by 10 to 20 percent.

  • Abstract: If past experience is any guide, the United States and China will find themselves embroiled in a serious crisis at some point in the future. Such crises have occurred with some regularity in recent years, and often with little or no warning. Relatively recent examples include the Taiwan Strait crisis of 1996, the accidental bombing of the Chinese embassy in Belgrade in 1999, and the EP-3 reconnaissance plane incident in 2001, as well as several minor naval skirmishes since then. The ensuing tension has typically dissipated without major or lasting harm to U.S.-China relations. With China's rise as a global power, however, the next major crisis is likely to be freighted with greater significance for the relationship than in previous instances. Policymakers in both Washington and Beijing, not to mention their respective publics, have become more sensitive to each other's moves and intentions as the balance of power has shifted in recent years. As anxieties and uncertainties have grown, the level of mutual trust has inevitably diminished. How the two countries manage a future crisis or string of crises, therefore, could have profound and prolonged consequences for the U.S.-China relationship. Given the importance of this relationship to not only the future evolution of the Asia-Pacific region but also to the management of a host of international challenges, the stakes could not be higher.

  • Abstract: There is arguably no more unlikely U.S. ally than Saudi Arabia: monarchical, deeply conservative socially, promoter of an austere and intolerant version of Islam, birthplace of Osama bin Laden and fifteen of the nineteen 9/11 hijackers. Consequently, there is no U.S. ally less well understood. Many U.S. policymakers assume that the Saudi regime is fragile, despite its remarkable record of domestic stability in the turbulent Middle East. “It is an unstable country in an unstable region,” one congressional staffer said in July 2011. Yet it is the Arab country least affected in its domestic politics by the Arab upheavals of 2011. Many who think it is unstable domestically also paradoxically attribute enormous power to it, to the extent that they depict it as leading a “counterrevolution” against those upheavals throughout the region. 2 One wonders just how “counterrevolutionary” the Saudis are when they have supported the NATO campaign against Muammar al-Qaddafi, successfully negotiated the transfer of power from Ali Abdullah Saleh in Yemen, and condemned the crackdown on protestors by Syrian president Bashar al-Assad, and how powerful they are when they could do little to help their ally Hosni Mubarak in Egypt.

The inspirational rhetoric of U.S. President Woodrow Wilson's Fourteen Points speech, which helped spark the 1919 upheavals, made its way around the world by telegraph. The uprisings of 1919 also suggest that the calculated spread of popular movements, seen across the Arab world last winter, is not a new phenomenon. The Egyptian Facebook campaigners are the modern incarnation of Arab nationalist networks whose broadsheets disseminated strategies for civil disobedience throughout the region in the years after World War I. The important story about the 2011 Arab revolts in Tunisia, Egypt, and Libya is not how the globalization of the norms of civic engagement shaped the protesters' aspirations. Nor is it about how activists used technology to share ideas and tactics. Instead, the critical issue is how and why these ambitions and techniques resonated in their various local contexts. The patterns and demographics of the protests varied widely. The demonstrations in Tunisia spiraled toward the capital from the neglected rural areas, finding common cause with a once powerful but much repressed labor movement. In Egypt, by contrast, urbane and cosmopolitan young people in the major cities organized the uprisings. Meanwhile, in Libya, ragtag bands of armed rebels in the eastern provinces ignited the protests, revealing the tribal and regional cleavages that have beset the country for decades. Although they shared a common call for personal dignity and responsive government, the revolutions across these three countries reflected divergent economic grievances and social dynamics -- legacies of their diverse encounters with modern Europe and decades under unique regimes.

  • Abstract: For decades, U.S. policy toward the Middle East has been paralyzed by "the Islamist dilemma" -- how can the United States promote democracy in the region without risking bringing Islamists to power? Now, it seems, the United States no longer has a choice. Popular revolutions have swept U.S.-backed authoritarian regimes from power in Tunisia and Egypt and put Libya's on notice. If truly democratic governments form in their wake, they are likely to include significant representation of mainstream Islamist groups. Like it or not, the United States will have to learn to live with political Islam. Washington tends to question whether Islamists' religious commitments can coexist with respect for democracy, pluralism, and women's rights. But what the United States really fears are the kinds of foreign policies such groups might pursue. Unlike the Middle East's pro-Western autocracies, Islamists have a distinctive, albeit vague, conception of an Arab world that is confident, independent, and willing to project influence beyond its borders. There is no question that democracy will make the region more unpredictable and some governments there less amenable to U.S. security interests. At their core, however, mainstream Islamist organizations, such as the Muslim Brotherhood in Egypt and Jordan and al Nahda in Tunisia, have strong pragmatic tendencies. When their survival has required it, they have proved willing to compromise their ideology and make di⁄cult choices. To guide the new, rapidly evolving Middle East in a favorable direction, the United States should play to these instincts by entering into a strategic dialogue with the region's Islamist groups and parties. Through engagement, the United States can encourage these Islamists to respect key Western interests, including advancing the Arab-Israeli peace process, countering Iran, and combating terrorism. It will be better to develop such ties with opposition groups now, while the United States still has leverage, rather than later, after they are already in power.

  • Abstract: On December 17, Mohamed Bouazizi, a Tunisian street vendor, set himself on fire to protest police harassment. His death incited unrest throughout Tunisia; less than a month later, protests toppled Tunisian President Zine el-Abidine Ben Ali. Egypt, the most populous and influential country in the Arab world, soon followed suit. Al Qaeda met both these dramatic events with near silence. Only in mid-February did Osama bin Laden's Egyptian deputy, Ayman al-Zawahiri, officer comments. But even then, he did not directly address the revolutions or explain how jihadists should respond. Instead, he claimed that the Tunisian revolution occurred "against the agent of America and France," gamely trying to transform Tunisians' fight against corruption and repression into a victory for anti-Western jihadists. On Egypt, Zawahiri offered a rambling history lesson, ranging from Napoleon to the tyranny of the Mubarak government. He released his statement on Egypt on February 18, a week after Hosni Mubarak resigned, and offered little guidance to potential followers on how they should view the revolution or react to it. U.S. politicians are moving quickly to claim the revolutions and al Qaeda's muted response as victories in the struggle against terrorism. "This revolution is a repudiation of al Qaeda," declared Senator John McCain during a visit to Cairo on February 27. And indeed, looking out from bin Laden's cave, the Arab world looks less promising than it did only a few months ago. Although bin Laden and al Qaeda have been attempting to overthrow Arab governments for more than 20 years, the toppling of the seemingly solid dictatorships in Tunisia and Egypt caught them flat-footed and undermined their message of violent jihad. Nevertheless, al Qaeda and its allies could ultimately benefit from the unrest. For now, al Qaeda has greater operational freedom of action, and bin Laden and his allies will seek to exploit any further unrest in the months and years to come.

  • Abstract: There is no longer any question: wealth and power are moving from the North and the West to the East and the South, and the old order dominated by the United States and Europe is giving way to one increasingly shared with non-Western rising states. But if the great wheel of power is turning, what kind of global political order will emerge in the aftermath? Some anxious observers argue that the world will not just look less American -- it will also look less liberal. Not only is the United States' preeminence passing away, they say, but so, too, is the open and rule-based international order that the country has championed since the 1940s. In this view, newly powerful states are beginning to advance their own ideas and agendas for global order, and a weakened United States will find it harder to defend the old system. The hallmarks of liberal internationalism -- openness and rule-based relations enshrined in institutions such as the United Nations and norms such as multilateralism -- could give way to a more contested and fragmented system of blocs, spheres of influence, mercantilist networks, and regional rivalries. The fact that today's rising states are mostly large non-Western developing countries gives force to this narrative. The old liberal international order was designed and built in the West. Brazil, China, India, and other fast-emerging states have a different set of cultural, political, and economic experiences, and they see the world through their anti-imperial and anticolonial pasts. Still grappling with basic problems of development, they do not share the concerns of the advanced capitalist societies. The recent global economic slowdown has also bolstered this narrative of liberal international decline. Beginning in the United States, the crisis has tarnished the American model of liberal capitalism and raised new doubts about the ability of the United States to act as the global economic leader.

  • Abstract: The United States has a major stake in Pakistan's stability, given the country's central role in the U.S.-led effort to, in U.S. President Barack Obama's words, "disrupt, dismantle, and defeat" al Qaeda; its war-prone rivalry with India over Kashmir; and its nuclear arsenal. As a result, U.S. policy toward Pakistan has been dominated by concerns for its stability -- providing the reasoning for Washington's backing of the Pakistani military's frequent interventions in domestic politics -- at the expense of its democratic institutions. But as the recent eruption of protests in the Middle East against U.S.-backed tyrants has shown, authoritarian stability is not always a winning bet. Despite U.S. efforts to promote it, stability is hardly Pakistan's distinguishing feature. Indeed, many observers fear that Pakistan could become the world's first nuclear-armed failed state. Their worry is not without reason. More than 63 years after independence, Pakistan is faced with a crumbling economy and a pernicious Taliban insurgency radiating from its Federally Administered Tribal Areas (FATA), the semiautonomous seven districts and six smaller regions along its border with Afghanistan. It is still struggling to meet its population's basic needs. More than half its population faces severe poverty, which fuels resentment against the government and feeds political instability. According to the World Bank, the Pakistani state's effectiveness has actually been in steady decline for the last two decades. In 2010, Foreign Policy even ranked Pakistan as number ten on its Failed States Index, placing it in the "critical" category with such other failed or failing states as Afghanistan, the Democratic Republic of the Congo, and Somalia. The consequences of its failure would no doubt be catastrophic, if for no other reason than al Qaeda and its affiliates could possibly get control of the country's atomic weapons. The Pakistani Taliban's dramatic incursions into Pakistan's northwestern Buner District (just 65 miles from the capital) in 2009 raised the specter of such a takeover.

  • Abstract: On August 18, 2010, a Venezuelan drug trafficker named Walid Makled was arrested in Colombia. U.S. officials accused him of shipping ten tons of cocaine a month to the United States, and they made a formal extradition request to try him in New York. Although the Venezuelan government had also made an extradition request for crimes Makled allegedly committed in Venezuela, senior U.S. diplomats were confident that the Colombian government would add him to the list of hundreds of suspects it had already turned over to U.S. judicial authorities in recent years. So it came as a surprise when Colombian President Juan Manuel Santos announced in November that he had promised Venezuelan President Hugo Chávez that Makled would be extradited to Venezuela, not the United States. Colombia, Washington's closest ally in South America, appeared to be unveiling a new strategic calculus, one that gave less weight to its relationship with Washington. What made the decision all the more unexpected is that the U.S. government still provides Colombia with upward of $500 million annually in development and security assistance, making Colombia one of the world's top recipients of U.S. aid. For the United States in Latin America today, apparently, $500 million just does not buy what it used to. Across the region in recent years, the United States has seen its influence decline. Latin American countries are increasingly looking for solutions among themselves, forming their own regional organizations that exclude the United States and seeking friends and opportunities outside of Washington's orbit. Some U.S. allies are even reconsidering their belief in the primacy of relations with the United States. Much of this has to do with the end of the Cold War, a conflict that turned Latin America into a battleground between U.S. and Soviet proxies. Washington has also made a series of mistakes in the years since then, arrogantly issuing ultimatums that made it even harder to get what it wanted in Latin America.

  • Abstract: The United States has made a mess of homeland security. This is hardly surprising. The policymakers responsible for developing homeland security policy in the wake of September 11, 2001, did so under extraordinary conditions and with few guideposts. The Bush administration's emphasis on combating terrorism overseas meant that it devoted limited strategic attention to the top-down law enforcement and border-focused efforts of the federal departments and agencies assigned new homeland security responsibilities. President Barack Obama has largely continued his predecessor's policies, and congressional oversight has been haphazard. As a result, nearly a decade after al Qaeda struck the World Trade Center and the Pentagon, Washington still lacks a coherent strategy for harnessing the nation's best assets for managing risks to the homeland -- civil society and the private sector. For much of its history, the United States drew on the strength of its citizens in times of crisis, with volunteers joining fire brigades and civilians enlisting or being drafted to fight the nation's wars. But during the Cold War, keeping the threat of a nuclear holocaust at bay required career military and intelligence professionals operating within a large, complex, and highly secretive national security establishment. The sheer size and lethality of U.S. and Soviet nuclear arsenals rendered civil defense measures largely futile. By the time the Berlin Wall came down and the Soviet Union collapsed, two generations of Americans had grown accustomed to sitting on the sidelines and the national security community had become used to operating in a world of its own. To an extraordinary extent, this same self-contained Cold War-era national security apparatus is what Washington is using today to confront the far different challenge presented by terrorism. U.S. federal law enforcement agencies, the border agencies, and the Transportation Security Administration (TSA) are subsumed in a world of security clearances and classified documents. Prohibited from sharing information on threats and vulnerabilities with the general public, these departments' officials have become increasingly isolated from the people that they serve.

But the situation is even more urgent than they suggest. Although Altman and Haass expect markets to remain calm "possibly for two or three years," the rising price of gold suggests otherwise. Gold has risen from $460 per ounce to $1,400 per ounce in the last five years -- representing a 67 percent devaluation of the U.S. dollar per unit of gold. As former U.S. Federal Reserve Chair Alan Greenspan has said, gold is "the ultimate means of payment." Moreover, on top of new government debt over the next several years, maturing existing debt will need to be refinanced. At 4.6 years, the average maturity of the U.S. federal debt held by the public (debt that now totals $9.1 trillion) is tight relative to, for instance, the average maturity of 13.5 years for British government debt. According to the International Monetary Fund, the maturing debt of the U.S. government will equal 18.1 percent of U.S. GDP during 2011 alone. Altman and Haass rightly note that the U.S. government's annual interest expense will rise dramatically as its stock of debt increases and interest rates inevitably rise. Further debt increases would substantially darken the fiscal outlook for the federal government. And even a relatively small rise in interest rates would have a significant impact. TIM W.   • Abstract: To the Editor: Hugh Pope ("Pax Ottomana?" November/December 2010) observes that Turkey succeeded in being elected to a rotating seat of the UN Security Council for 2009-10. It might then be assumed that Turkey's policies have been guided by the principles of the UN Charter. But Turkey continues its 40,000-strong troop occupation of a large part of the Republic of Cyprus -- an EU and UN member state -- despite numerous Security Council resolutions since its initial 1974 invasion calling for its immediate withdrawal. Turkey does not comply with its legal obligations to Cyprus or to the EU and forcibly interferes with Cyprus' rights in its exclusive economic zone of maritime jurisdiction. Pope writes that "in 2003, the [ruling party in Turkey] reversed traditional Turkish policy by agreeing to endorse a UN plan to reunify" Cyprus. What he does not say, however, is that the latest version of the plan wholly incorporated Ankara's demands. In addition, Pope makes an unfounded assertion in stating that "since joining the EU in 2004, Cyprus has pulled all available levers to block Turkey's own accession to the union." If this were the case, Turkey would not have been endorsed as a candidate for EU membership in 2005, since such a decision requires unanimity, and so Cyprus could have exercised its veto. Like Pope, many welcomed Turkish Foreign Minister Ahmet Davutoglu's declared goal of the "settlement of disputes" that "directly or indirectly concern Turkey" and Turkey's "zero problem" policy toward its neighbors. Other than paying lip service to supporting the UN-sponsored intercommunal talks on Cyprus, however, Turkey has not conceded an inch toward achieving a solution within the agreed framework. If the Cyprus problem were solved through a viable compromise settlement with Turkey's help, Turkey will have removed a major obstacle to its EU accession. Moreover, a reunited and peaceful Cyprus, free of foreign troops, would be transformed into a bridge of peace from a bone of contention and would cooperate with Turkey and Greece on an array of issues. This outcome can be achieved through good neighborly relations on the basis of the principles of the UN Charter, not through occupation, domination, and a Pax Ottomana.
