1. Why a British referendum on EU membership will not solve the Europe question

Abstract:: This article scrutinizes the merits of holding a referendum over UK membership of the EU. It queries the assumption that direct democracy can somehow resolve the longstanding Europe question in British politics. To do this, the analysis traces the existence of an exceptionalist approach to the EU within Britain, now associated with re-negotiating UK membership in the shadow of a referendum. The article argues that the prospects for a radical reconfiguration of the UK's treaty obligations are slim, thereby increasing the risk of a vote to withdraw. Yet withdrawal would be the opposite of a simple solution to the Europe question. Political and economic interests dictate lengthy politicking over a highly complex post-Brexit settlement revisiting free movement of goods, services, capital and people. Such negotiations undermine any mooted cathartic benefits of a popular vote, while Eurosceptics will remain dissatisfied in the event of a yes, a result likely to further destabilize the Conservative Party. Consequently, the simplicity and decisiveness that a referendum—particularly one that spurns the EU—promises is merely a mirage as relations with the EU necessarily form part of an enduring British political conversation.

Abstract:: The international system is returning to multipolarity—a situation of multiple Great Powers—drawing the post-Cold War 'unipolar moment' of comprehensive US political, economic and military dominance to an end. The rise of new Great Powers, namely the 'BRICs'—Brazil, Russia, India, and most importantly, China—and the return of multipolarity at the global level in turn carries security implications for western Europe. While peaceful political relations within the European Union have attained a remarkable level of strategic, institutional and normative embeddedness, there are five factors associated with a return of Great Power competition in the wider world that may negatively impact on the western European strategic environment: the resurgence of an increasingly belligerent Russia; the erosion of the US military commitment to Europe; the risk of international military crises with the potential to embroil European states; the elevated incentive for states to acquire nuclear weapons; and the vulnerability of economically vital European sea lines and supply chains. These five factors must, in turn, be reflected in European states' strategic behaviour. In particular, for the United Kingdom—one of western Europe's two principal military powers, and its only insular (offshore) power—the return of Great Power competition at the global level suggests that a return to offshore balancing would be a more appropriate choice than an ongoing commitment to direct military interventions of the kind that have characterized post-2001 British strategy.

Abstract:: When NATO heads of state and government convene in Newport, Wales, in September 2014, it will be their first meeting in the UK since the London summit of July 1990. A quarter of a century ago, NATO was reborn. The London Declaration on a Transformed Alliance was NATO's keynote statement of renewed purpose, issued in 1990 as the Cold War was drawing to a close. In it we find the beginnings of the tasks which would come to define the alliance in the post- Cold War period, along with an appreciation of a fundamentally altered strategic landscape. Europe had 'entered a new, promising era', one in which it was thought the continent's tragic cycle of war and peace might well be over. The 2014 summit communiqué is unlikely to reflect such optimism, but what it surely needs to do is to recapture the spirit of enterprise that NATO has on occasion been able to articulate in demanding times.

Abstract:: This article was commissioned as a contribution to the 90th anniversary issue of International Affairs , and it seems appropriate to note at the outset the prominent place that Africa has occupied in the pages of the journal since the 1920s. Indeed, a list of authors who have written for it reads as a roll-call of modern African history, in terms of both protagonists and analysts, and I doubt whether any specialist Africanist journal can boast a comparable line-up. A handful of examples may suffice. From the era of European colonial rule, Frederick, Lord Lugard, wrote in 1927 on the putative challenges confronting colonial administrators of 'equatorial' Africa, and Lord Hailey, in 1947, on the issues involved in 'native administration' more broadly; notably, the African perspective on these questions was provided in a piece in 1951 by the eminent Tswana political figure of the early and middle twentieth century, Tshekedi Khama. Former colonial governor Sir Andrew Cohen assessed the place of the new African nations within the UN in a 1960 article. A later generation of African nationalist leaders, the founders and shapers of the continent in its first flush of independence, is also represented: of particular note are pieces on the prospects for the continent by the Tunisian leader Habib Bourguiba and by the Senegalese poet and politician Leopold Senghor, in 1961 and 1962 respectively. And then there are the analysts and commentators, some of whom have become the stuff of legend for the author's own generation: Lucy Mair, Ali Mazrui and Colin Legum, to name but three.

Abstract:: In what follows I will begin in Houghton Street and from there will broaden outwards in successive circles, from London in the 1920s to Europe in 1914, to the Caribbean Sea in 1962, and to where we find ourselves today. The reasons for so doing will, I trust, become clear. But my focus will be on the origin and applications of the discipline of international history, through an investigation of the Stevenson Chair around which the LSE International History Department grew up; the LSE becoming in turn one of the nuclei from which the subject would spread further, both elsewhere in Britain and overseas. I will underline the practical purposes of the discipline's creators, while highlighting a tension between two intellectual traditions that were present from the outset. I will emphasize the need to synthesize those traditions if the study of international history is to yield the maximum insight and value.

Abstract:: A spectre is haunting the world: 1914. The approaching centenary of the outbreak of the First World War is a reminder of how the instability produced by changes in the relative balance of power in an integrated or globalized world may produce cataclysmic events. Jean-Claude Juncker, the veteran Prime Minister of Luxem-bourg and chair of the Eurogroup of finance ministers, started 2013 by warning journalists that they should take note of the parallels with 1913, the last year of European peace. He was referring explicitly to new national animosities fanned by the European economic crisis, with a growing polarization between North and South. Historically, the aftermath and the consequences of such cataclysms have been extreme. George Kennan strikingly termed the 1914–18 conflict 'the great seminal catastrophe of this century'. Without it, fascism, communism, the Great Depression and the Second World War are all almost impossible to imagine.

In that one battle alone the French lost 80,000 dead and the Germans approximately the same. Abstract:: Some months ago while clearing my late mother 's house I came across a stamp album from my school days in the 1960s. There were stamps from 'Croatia ', in reality produced by extremist groups in Argentina, but testifying to the existence of the Nazi puppet state of Croatia (NDH) in the 1940s. But to my surprise, I also found stamps from the 'Alawite State of Syria '. An independent Croatia is now a reality and soon to become a member of the European Union. For that matter we also have states of Bosnia-Herzegovina, Montenegro and Kosovo. And the former Soviet Union has broken up into its constituent republics. Who would have imagined this as late as 1990? But maybe the break up of states, whether Yugoslavia or Czechoslovakia, and possibly the United Kingdom if Scotland opts for independence in 2014, is a purely European phenomenon?

Abstract:: Forty years after Britain joined Europe both have changed, mostly for the better. This story does not, however, begin in 1972 when the negotiations finished and were ratified by parliament, nor in 1973 when the UK took its place at the Council table as a full member, but ten years before with the first British application and the veto by General de Gaulle. Sometimes, going further back still, it is suggested that if Ernest Bevin's ideas for West European cooperation had been pursued, or if Britain had decided to join talks on the Schuman Plan, or to take the Spaak Committee seriously, things might have been different. But the truth is there was no Robert Schuman or Jean Monnet in Britain, and no readiness to think in radically new terms. Had the UK been present at the negotiations that led to the European Coal and Steel Community, the outcome for Britain would probably still have been the same, precisely because the vision was lacking. The decision on the Schuman Plan was a close-run thing—the idea of planning for heavy industry being in accordance with the ideas of the Labour government. But British ideas were very different from those of the French or the Americans, who were thinking in terms of supranational bodies—indeed, for Monnet this was a cardinal point. His approach was supported by the Benelux countries, which were already setting up their own customs union. Bevin had an ambition to lead Europe, but it is not clear where he wanted to take it. British policy was sensible and pragmatic but it offered no vision and few resources, and still gave as much priority to the empire as to Europe. Most probably, participation in those early talks would only have postponed a decision not to join the new enterprise. It was only when that enterprise looked successful and likely to last that Britain began to take it seriously and to think of membership.

Abstract:: This may be the most important proposition revealed by history: 'At the time, no one knew what was coming.' With Britain's main parties of government deeply divided on the question of European integration, the country's politicians have been reticent to the point of paranoia about opening up national debates about the European Economic Community/European Union. The national media, by contrast, have had no such qualms about professing their opinions on the merits and downsides of the European project and Britain's contribution to it. This article argues that on the issue of 'Europe' most organs of the British media have, in a variety of ways and for various reasons, been on a journey between 1973 and the present from permissive consensus to destructive dissent. In putting forward this interpretation the article adapts Liesbet Hooghe and Gary Marks's judgement that, since the signing of the Treaty of Maastricht in 1991, European policy-making elites have increasingly had to 'look over their shoulders when negotiating European issues'. This is because public interest in notionally European-level affairs has risen in proportion to the number and contentiousness of landmark decisions being taken at the supranational level. Crucially, there has been a marked rise in Euroscepticism across the Continent, with national politicians having to 'make room for a more Eurosceptical public' when coming to decisions on European integration, especially on sensitive topics such as fiscal union and constitution-building.2The title of this article reflects the specificity of the British case, where a seismic shift took place during the 1980s. Widespread (but by no means total) media support, sometimes manifest as quiet or just plain uninterested acquiescence in the European project in its 'common market' guise, has given way to a vigorously partisan hostility bordering on a nationalist and in some arenas xenophobic approach to the coverage of European affairs.

Abstract:: Shadows of 'bougets', in the old sense of moneybags, loom over Britain's stance on the EU budget today, as they did over EC budgets 40 years ago. Three of the make-or-break issues for the UK in the negotiations over the multiannual financial framework (MFF) for the period from 2014 to 2020 concern the direct cost of UK membership. The first is maintaining the British correction or 'rebate', while also maintaining member state sovereignty over budget revenue decisions. (The current rebate, some claim, was finally gained by another 'bouget', Mrs Thatcher's fabled handbag, in 1984.) Cutting finance to the Common Agricultural Policy (CAP) is the second, and closely linked to the first. At the time Britain was negotiating its terms for accession, its less Eurocentric agricultural trade patterns, and its higher dependence on cheap food imports from outside the Communities, marked it off from the six founding EC member states for which food security was a high priority. UK food prices were relatively low compared to Continental prices. Agriculture was a smaller economic and employment sector in the UK than it was in Continental Europe, and land ownership patterns also differed markedly. The third, and again related, issue is reducing the overall size of the MFF: that is, limiting the amounts available for the EU's annual budgets over several years, and therefore reducing the UK's contributions.

Abstract:: European integration is a cross-cutting political issue that has divided British political parties for over half a century. When Conservative Prime Minister Edward Heath sought to take Britain into the then Common Market, he relied on the votes of 69 pro-European rebel Labour MPs to get the European Communities Bill through the House of Commons in 1971—an early sign of the divisive impact membership of the European Union would have on British party politics. Barely a decade after accession, the Labour Party had sought to renegotiate the UK's terms of membership, held a referendum on whether the UK should remain in the Common Market, split in part over the issue and finally fought an election in which it called for withdrawal. Fast forward another three decades and the Labour position was broadly pro-European, while Tory rebels, alongside a party established to oppose membership, the United Kingdom Independence Party (UKIP), were advocating withdrawal from the Union. And if withdrawal was not the official Conservative position, Euroscepticism has certainly become prevalent in that party, leading one Conservative parliamentarian to claim: 'The dividing line in the Conservative Party is now in/out.'

Abstract:: The problem of European defence is that it does not work with the United Kingdom, but would not work without it either. Unlike in other policy areas, in defence the issue is not British resistance to Brussels directives. Populist outcries against a mythical 'Euro-Army' notwith-standing, British sovereignty is not under threat. The real issue is that other European countries are not doing enough in spite of being urged from both sides of Brussels—by the European Union and the North Atlantic Treaty Organization (NATO). 'Too many countries are failing to meet their financial responsibilities to NATO, and so failing to maintain appropriate and proportionate capabilities. Too many are opting out of operations or contributing but a fraction of what they should be capable of ', in the words of Defence Secretary Philip Hammond. Britain, on the contrary, is the leading European military power, accounting for 22.4 per cent of defence expenditure and 11.8 per cent of armed forces, and it is more willing than most to deploy those forces (providing 20.8 per cent of the average number of troops deployed), including for combat operations. Its military clout enables the UK to lead the others—any scheme for European defence without it would indeed be severely handicapped. But does Britain want to lead? The paradox is that while the EU's Common Security and Defence Policy (CSDP) would not have come into being without British leadership, it would be much more effective without British reluctance to make full use of it. In contrast to most European countries, the UK has never stopped seeing European defence and the continued assurance of transatlantic partnership (in the shape of its special relationship with the United States and the NATO alliance) as a zero-sum game.

Abstract:: Recent trends in both Britain and Continental Europe have made the question of the United Kingdom's position as a fully fledged member of the European Union more contentious than it has been for decades. The almost unchecked rise of Euroscepticism among both the British political elite—especially within the governing Conservative Party—and the media means that the possibility of British withdrawal from the Union, or at very least the renegotiation of its position within it, is discussed more openly and in more mainstream political circles than at any time since the 1970s. On the other side of the Channel, meanwhile, the perceived need to address the weaknesses of the single currency by increasing integration, whether across the EU as a whole or simply among those countries that share the euro, has helped create a situation in which many of the key decisions are taken in forums within which the British are either not represented at all or are marginal players at best. Few European governments openly aspire to a situation in which the United Kingdom moves away from the core European decision-making system, and several have publicly deplored the possibility. But faced with the need to press ahead, and the ever decreasing likelihood of the British being able to follow any such advance, European governments are being forced to contemplate the prospect of a core Europe without Britain.

Abstract:: On 31 October 2011 NATO successfully ended its seven-month military mission in Libya (Operation Unified Protector). Coalition air strikes were instrumental in protecting civilians and ousting the Qadhafi regime. In terms of alliance politics, the operation also seemed to reflect a new transatlantic burden-sharing model. The United States, the most powerful military actor within NATO, decided to play only a supporting role, forcing some European allies, predominantly France and Britain, to take the lead. Consequently, some commentators saw the Libya campaign as a 'historical milestone' for the Atlantic alliance and a potential model for future NATO burden-sharing. The US government seemed to share this view. In a speech in Brussels in October 2011, acting Secretary of Defense Leon Panetta described the Libya operation as an example of a more equal transatlantic burden-sharing arrangement. He also emphasized that the current level of US commitment to the alliance was unsustainable owing to the significant pressure on the US defence budget. In June that year his predecessor as Defense Secretary, Robert Gates, had also called for better burden-sharing across the Atlantic. Specifically, he criticized the lack of defence spending on the part of most European allies and predicted a 'dim, if not dismal, future' for the alliance if this trend is not reversed. NATO's Secretary General, Anders Fogh Rasmussen, has also called for members of the alliance to make renewed efforts to come to a better burden- sharing arrangement whereby European allies invest more in 'smart defense', with its emphasis on the pooling and sharing of military resources.

Abstract:: During its first three years, the Obama administration compiled an impressive record on the politically fraught issue of European ballistic missile defence (MD) cooperation on three different levels: domestically, vis-à-vis Europe and NATO, and in relations with Russia. The administration's MD design, known as the European Phased Adaptive Approach (EPAA), will rely on land- and sea-based interceptors to shoot down missiles launched towards Europe by Iran or other Middle Eastern states. It has strong bipartisan support at home and is being implemented in close collaboration with NATO, which agreed in 2010 to make the protection of allies' territory from ballistic missiles a priority. Meanwhile, the Obama administration has ardently pursued MD cooperation with Russia, which has long regarded US missile defence as a threat to its own strategic deterrence capabilities. Given political realities in the US, the administration has little choice but to proceed with plans to deploy a European MD system. Nevertheless, its focus on MD cooperation as a kind of magic bullet in relations with both its European allies and Russia appears too ambitious, and risks doing more harm than good—unless the administration can do a better job of managing expectations, while embedding its ideas for MD cooperation into a broader security dialogue with both the Europeans and Russia.

Abstract:: There is a widespread perception that power is shifting in global politics and that emerging powers are assuming a more prominent, active and important role. On this account the global system is increasingly characterized by a diffusion of power, to countries including emerging and regional powers; by a diffusion of preferences, with many more voices demanding to be heard both globally and within states as a result of globalization and democratization; and by a diffusion of ideas and values, with a reopening of the big questions of social, economic and political organization that were supposedly resolved with the end of the Cold War and the liberal ascendancy. There is a strong argument that we are witnessing the most powerful set of challenges yet to the global order that the United States sought to construct within its own camp during the Cold War and to globalize in the post-Cold War period. Many of these challenges also raise questions about the longer-term position of the Anglo-American and European global order that rose to dominance in the middle of the nineteenth century and around which so many conceptions and practices of power-political order, of the international legal system and of global economic governance have since been constructed.

Abstract:: The effort to tie together environment and security is not a new endeavour. The Epic of Gilgamesh spoke of floods, possibly referring to actual changes in the Euphrates and Tigris rivers, resulting in clashes over water access and land use. Stories from the Third Punic War (albeit of disputed veracity) spoke of the Romans sowing the fields of Carthaginians with salt in order to prevent the communities from rebuilding. Environmental factors have been crucial in warfare throughout history, from storms warding off the Spanish Armada in Elizabethan times to the decimation of European troops by disease during the Crusades. Later colonial powers, recognizing that the conquest of land overseas required also the conquest of nature, established schools of tropical hygiene and medicine to provide adaptation strategies for new environmental conditions.

Central to this goal will be the West's ability to 'rebalance' between its institutions and democracy; its power and commitments; and its political and moral authority. Europe must 'rebalance' on issues related to ethnicity and identity, governance and authority, and civilization and territory. EU enlargement and its institutional reform processes have exacerbated this imbalance. American foreign policy objectives currently exceed its resources and are hampered by lack of strategic clarity and intellectual vision which keeps the United States from achieving an adaptive leadership model more capable of successfully operating in an increasingly complex and multipolar world. For Europe to become internally healthy and externally productive—both politically and economically—it needs to regain balance between its utopian, institutional objectives and democratic support for its future ambitions and policy course. Strong leadership and a powerful vision of prosperity from the West will be vital to return the transatlantic partnership to global economic and political advantage.

41. Between Kant and Machiavelli: EU foreign policy priorities in the 2010s

Abstract:: The entry into force of the Lisbon Treaty invites and enables Europe to develop elements of a common foreign policy. Europe should resist the tendency of listing all issues calling for attention, and be aware that it will have to address three agendas, not just one. The first agenda is the Kantian one of universal causes. While it remains essential to European identity, it presents Europe with limited opportunities for success in the 2010s as could be seen at the 2009 Climate Summit in Copenhagen. The 'Alliance' agenda remains essential on the security front and would benefit from a transatlantic effort at rejuvenation on the economic one. Last but not least, the 'Machiavellian' agenda reflects what most countries would define as their 'normal' foreign policy. It calls for Europe to influence key aspects of the world order in the absence of universal causes or common values. While Europe's 'Machiavellian' experience is limited to trade policy, developing a capacity to address this third agenda in a manner that places its common interests first and reinforces its identity will be Europe's central foreign policy challenge in the 2010s. A key part of the Machiavellian agenda presently revolves around relations with Ukraine, Turkey and the Russian Federation, three countries essential to Europe's energy security that are unlikely to change their foreign policy stance faced with EU soft power. Stressing that foreign policy is about 'us' and 'them', the article looks at what could be a genuine European foreign policy vis-à-vis each of these interdependent countries, beginning with energy and a more self-interested approach to enlargement. The European public space is political in nature, as majority voting and mutual recognition imply that citizens accept 'foreigners' as legitimate legislators. At a time when the European integration process has become more hesitant and the political dimension of European integration tends to be derided or assumed away, admitting Turkey or Ukraine as members would change Europe more than it would change these countries. Foreign policy cannot be reduced to making Europe itself the prize of the relationship. What objectives Europe sets for itself in its dealing with Ukraine, Turkey and Russia will test whether it is ready for a fully-fledged foreign policy or whether the invocation of 'Europe' is merely a convenient instrument for entities other than 'Europe'.

Abstract:: The Cambridge history of the Cold War is a three-volume work by 75 contributors, mostly from the United States and the United Kingdom, and is intended as 'a substantial work of reference' on the subject. The bulk of the text deals, in frequently overlapping chapters, with the main protagonists of the conflict—viz. the United States, the Soviet Union and the People's Republic of China—and the areas in which they clashed. At the same time, it aims to go 'far beyond the narrow boundaries of diplomatic affairs', although it is not always successful in doing so. In analysing the origins of the Cold War, the contributors pay perhaps too much attention to ideology as opposed to geopolitics, a flaw which is made easier by the absence of sufficient historical background. On the other hand, the duration of the conflict and the failure of various attempts at détente is more successfully explained in terms of the zero-sum game nature of the conflict and its progressive extension from Europe across the rest of the world. When it comes to the end of the Cold War, the overall conclusion is that this came about through both a shift in the international balance of power following the Sino-Soviet split and the political and economic problems of the Soviet bloc. It is generally agreed that Mikhail Gorbachev's willingness to abandon old shibboleths both at home and abroad was a major factor in bringing about the end of the conflict. The three volumes, while not always an easy read, are the outcome of considerable research and expertise in both primary and secondary sources and will repay careful study.

43. Britain's coalition government and EU defence cooperation: undermining British interests

Abstract:: The formation of a coalition government by the Conservatives and Liberal Democrats, combined with the need for important cuts to Britain's armed forces has raised significant uncertainties about Britain's attitude to defence cooperation within the European Union. Since taking office the coalition, while grappling with the implications of Britain's fiscal challenges, has shown an unprecedented interest in strengthening bilateral defence collaborations with certain European partners, not least France. However, budgetary constraints have not induced stronger support for defence cooperation at the EU level. On the contrary, under the new government, Britain has accelerated its withdrawal from the EU's Common Security and Defence Policy (CSDP). This article assesses the approach of the coalition to the CSDP. It argues that, from the perspective of British interests, the need for EU defence cooperation has increased over the last decade and that the UK's further withdrawal from EU efforts is having a negative impact. The coalition is undermining a framework which has demonstrated the ability to improve, albeit modestly, the military capabilities of other European countries. In addition, by sidelining the EU at a time when the UK is forced to resort more extensively to cost-saving synergies in developing and maintaining its own armed forces, David Cameron's government is depriving itself of the use of potentially helpful EU agencies and initiatives—which the UK itself helped set up. Against the background of deteriorating European military capabilities and shifts in US priorities, the article considers what drove Britain to support EU defence cooperation over a decade ago and how those pressures have since strengthened. It traces Britain's increasing neglect of the CSDP across the same period, the underlying reasons for this, and how the coalition's current stance of disengagement is damaging Britain's interests.

Abstract:: NATO's nuclear deterrence posture has since the late 1950s involved risk- and responsibility-sharing arrangements based on the presence of US nuclear weapons in Europe. Since 1991 gravity bombs, deliverable by US and allied dualcapable aircraft, have been the only type of US nuclear weapons left in Europe. Although many other factors are involved in the alliance's deterrence posture and in US extended deterrence-including intercontinental forces, missile defences, non-nuclear capabilities and declaratory policy-recent discussions in the United States about NATO nuclear deterrence have focused on the future of the remaining Abstracts US nuclear weapons in Europe. The traditional view has supported long-standing US and NATO policy in holding that the risk- and responsibility-sharing arrangements based on US nuclear weapons in Europe contribute to deterrence and war prevention; provide assurance to the allies of the genuineness of US commitments; and make the extended deterrence responsibility more acceptable to the United States. From this perspective, no further cuts in the US nuclear weapons presence in Europe should be made without an agreement with Russia providing for reductions that address the US-Russian numerical disparity in non-strategic nuclear forces, with reciprocal transparency and verification measures. In contrast, four schools of thought call for withdrawing the remaining US nuclear weapons in Europe without any negotiated Russian reciprocity: some military officers who consider the weapons and associated arrangements unnecessary for deterrence; proponents of ambitious arms control measures who accept extended deterrence policies but view the US weapons in Europe as an obstacle to progress in disarmament; nuclear disarmament champions who reject extended nuclear deterrence policies and who wish to eliminate all nuclear arms promptly; and selective engagement campaigners who want the United States to abandon extended nuclear deterrence commitments to allies on the grounds that they could lead to US involvement in a nuclear war.

Abstract:: How should we understand the cultural politics that has surrounded the development of international human rights? Two perspectives frame contemporary debate. For 'cultural particularists', human rights are western artefacts; alien to other societies, and an inappropriate basis for international institutional development. For 'negotiated universalists', a widespread global consensus undergirds international human rights norms, with few states openly contesting their status as Abstracts fundamental standards of political legitimacy. This article advances an alternative understanding, pursuing John Vincent's provocative, yet undeveloped, suggestion that while the notion of human rights has its origins in European culture, its spread internationally is best understood as the product of a 'universal social process'. The international politics of individual/human rights is located within an evolving global ecumene, a field of dynamic cultural engagement, characterized over time by the development of multiple modernities. Within this field, individual/human rights have been at the heart of diverse forms of historically transformative contentious politics, not the least being the struggles for imperial reform and change waged by subject peoples of diverse cultural backgrounds; struggles that not only played a key role in the construction of the contemporary global system of sovereign states, but also transformed the idea of 'human' rights itself. In developing this alternative understanding, the article advances a different understanding of the relation between power and human rights, one in which rights are seen as neither simple expressions of, or vehicles for, western domination, nor robbed of all power-political content by simple notions of negotiation or consensus. The article concludes by considering, in a very preliminary fashion, the implications of this new account for normative theorizing about human rights. If a prima facie case exists for the normative justifiability of such rights, it lies first in their radical nature—in their role in historically transformative contentious politics—and second in their universalizability, in the fact that one cannot plausibly claim them for oneself while denying them to others.

Abstract:: When Europe's Economic and Monetary Union (EMU) became effective nearly a decade ago, the euro was seen as having the potential to be the second pillar of the international monetary system. It was expected to share leadership in monetary affairs with the United States. Ten years later, however, the story looks quite different. Although the euro has firmly established itself as an international currency, the degree of change has been considerably less than expected. Europe's joint money remains at a distinct disadvantage in relation to America's greenback, limiting the role it can play in global monetary governance. The euro is not yet ready for 'prime time' and can at best play only a subordinate role to the dollar in the global system. This can be described as a one-and-a-half currency system – certainly not a two-pillar world. The problem lies in the governance structure of EMU. Because the euro is a currency without a country, based on an inter-state agreement, participating members find it difficult to speak with a single voice. The solution lies in a reform of EMU's governing rules and institutions that would put greater emphasis on the euro's external dimension. On the one hand this calls for more proactive management of the currency's exchange rate by the European Central Bank (ECB), together with an explicit commitment by the Eurogroup –the euro zone's informal committee of finance ministers – to undertake effective coordination of national fiscal policies. On the other hand it means designating a single representative of EMU with real authority to speak on behalf of members in international councils. Unless the euro zone can learn how to project power more successfully than it has until now, dual leadership of monetary affairs at the global level will remain out of reach.

52. EU Trade Policy: Approaching a Crossroads

Abstract:: In an important shift, inspired partly by drift in the Doha Round negotiations, the EU announced in 2006 that it would seek new free trade area arrangements with fast-growing economies, particularly in Asia. The plan, which ended a moratorium on the launch of bilateral trade talks, in place since 1996, was billed explicitly as a contribution to the EU's own growth and jobs strategy as well as a market-opening exercise. However, the policy has so far been no more effective than multilateral negotiations in producing concrete results. Negotiations with South Korea and ASEAN have made only slow progress, while the state of talks with India remains unclear. The EU spent most of 2007 renegotiating long-standing agreements with African, Caribbean and Pacific (ACP) countries in an effort to satisfy WTO rules. Meanwhile, the EU's partnership agreements with China and Russia have expired, and appropriate successor arrangements are still being sought. In both cases, a number of important bilateral problems and strains will need to be dealt with. With its various trade negotiations treading water, the EU may need to review its options. One could be a more aggressive pursuit of market access, modelled on the US approach. Alternatively, the EU's traditional preference for multilateral engagement may reassert itself.

There are strong incentives on both sides to conclude an agreement. However, specific issues and EU's desire to do at least as well as, and preferably better than, the Korea–US FTA may delay or even preclude success. Korea and the EU are not principal suppliers to each other, so while an agreement is predicted to be economically favourable to both sides, the effects are not expected to be very large. Korea has the higher barriers and is expected to make the bigger economic gains. There are sensitive sectors on both sides, notably automobiles for the EU and services and processed foods for Korea. Both sides have important agricultural constituencies to protect. Korea's key role in the East Asian production system suggests that rules of origin could be an area of particular difficulty in the negotiation.

Abstract:: The EU and the GCC have seemed close to an agreement on a region-to-region Free Trade Agreement (FTA) – possibly the first in the world between customs unions – for the last two years. The EU seems keener on an agreement than the GCC. An FTA is an element in the EU's Global Europe trade policy strategy and is explicitly linked to energy security concerns. The EU is the GCC's main supplier of goods and services, and since the completion of the GCC Customs Union tariffs are low and the economic effects of an FTA are likely to be small, on goods at least. There may be economic barriers to the final signing of an FTA on both sides: resistance by GCC states to services and investment liberalization; and resistance in the EU over access for GCC refinery products and chemicals. Commentary from the Gulf itself suggests that the EU practice of including clauses on human rights and labour market and environmental regulation may be at the heart of the slow progress from the GCC side.

Abstract:: Today's market turbulence and global imbalances prompt the question whether economic and regulatory policies are poorly designed or just badly implemented. The question is urgent for Europe, which has its own asset booms and imbalances to worry about as well as the backwash of US problems. The imbalances in Europe's economies in large part reflect favourable shocks, such as falling interest rates and growing financial integration. But the 'growth crisis' in Portugal underscores the fact that there can be hard landings, even without a financial crisis, if fiscal policy is unwise and if productivity fails to take off. The current global imbalances and turbulence also have a common backdrop in the long period of unusually easy liquidity and low risk premia during which today's problems built up. This suggests that central banks should be prepared more often to 'lean against the wind' in times of asset price exuberance, and that politicians should not cut taxes or boost spending permanently on the back of revenue gains that result from transient financial booms. Banks and supervisors have many lessons to draw. Some involve going 'back to basics' on issues such as liquidity, off-balance-sheet operations, and the ability to close and reopen banks. Others require a careful look at incentives – in executive pay, rating agency roles and loan production systems. Supervisors also need to take better account of boom-bust cycles when they assess risks, and address cross-border issues in EU banking. Moral hazard has been partly addressed by pain inflicted on bank managements and shareholders. But at the macro level it may be building up as policy-makers act to limit losses in a setting where they cannot trace the ultimate fallout from risks. In future, their discretionary interventions need to be truly exceptional and much more symmetrical, or the money supply and the public debt will ratchet up amid serious resource misallocation.

Abstract:: Global competition requires a global response, and European firms are now at the forefront of attempts to become internationally diversified multinational enterprises. European firms have been accused at various times of being too focused on their integrating regional market or too tied by historical links with certain countries or regions to develop a genuinely global strategy. Yet figures for foreign direct investment suggest not only that European firms have invested far more abroad than their American and Japanese rivals, but that they have also done so in far more countries. Of particular relevance for long-term profitability, European enterprises have a much stronger presence in emerging markets than either US or Japanese firms. Europe has in turn received more inward investment from those countries than either the United States or Japan. These growing links between Europe and emerging economies could provide European firms with a competitive edge in what are the most promising markets of the future.

Abstract:: With the euro approaching the tenth anniversary of its establishment, this is a timely as well as critical moment to review policies and performance. Enough experience of the convergence and adjustment processes has been gained to better understand how they work and what problems have been created rather than solved. As the strengths – and the success – of the euro become more visible, so too do its weaknesses and the conflicts it creates. Are the appropriate mechanisms and governance in place to help manage Europe's economy so that it can realize its potential? Governance is critical because of the institutional complexity of the monetary union. Independent policy targets and policy instruments not only have to be consistent with each other, but also need to be integrated in a nonconflicting framework. There are two threads to this debate: convergence and adjustments across the euro area, and how the region as a whole is performing with regard to the rest of the world. Both imply a new approach to governance. When EMU was established, the euro area comprised 11 founding members. Now it comprises 15 and is slowly expanding. Ten years ago the emergence of China was more a possibility than a reality, while the 'Asian Tigers' were coming to terms with a devastating financial crisis. Now the rise of the emerging market economies and the enlargement of the global economy's playing field pose significant challenges to the competitiveness of the euro area. With the euro now becoming the second pillar of the international monetary system, EMU's external dimension has become very relevant. The way forward needs to blend the traditional concerns for macroeconomic stability and competitiveness with the more recent concern about the role of Europe in the global economy. All these dimensions need to be organized into a coherent agenda. The right policy should be implemented at the right time.

Abstract:: Undoubtedly, the Chinese currently think of Europe, and of the European Union, primarily in economic terms. Since 2004, the EU has been China's first trading partner, accounting for 15% of its overall external trade in 2006, with a bilateral increase of 25% from 2005. Overall, bilateral trade between China and the EU has increased more than sixty-fold since 1978 to reach nearly €255 billion in 2006. In return, China is the EU's second largest trading partner, after the United States, and in 2006 became the largest source of EU imports, amounting to approximately €192 billion, or 14.4% of the total, a 21% increase from 2005. Over the same period, EU exports to China increased by 23% to approximately €63 billion.

Abstract:: The G8 Global Partnership Against the Spread of Weapons and Materials of Mass Destruction was established at the G8 summit meeting in Kananaskis, Canada in June 2002. The Kananaskis summit produced a new prescription for international cooperation in non-proliferation. The 'ten plus ten over ten' formula was intended to provide the means for tighter control over chemical, biological, radiological and nuclear (CBRN) weapons and materials, initially in Russia and then elsewhere, and particularly to prevent terrorist acquisition of such devices and technologies. In the founding document of the Global Partnership, the 'Statement by G8 Leaders', the following were listed as 'among our priority concerns': the destruction of chemical weapons; the dismantlement of decommissioned nuclear submarines; the disposal of fissile materials; and finding alternative employment for former weapons scientists. The UK government had been contributing to work in this field for several years before Kananaskis, and has been a leading participant in the G8 Global Partnership since its inception.

Abstract:: India was one of the first countries to establish a diplomatic relationship with the European Union (EU), with a visit of several European-based Indian diplomats to the then EEC in 1961. However, the first summit between India and the EU – held in Lisbon in June 2000 – marks the true start of serious bilateral relations. Until then, exchanges had been primarily defined by the accord signed in 1994, which barely took matters beyond general trade points. Lisbon saw the issuance of a Joint Declaration and the signature of the EU–India Civil Aviation Cooperation Agreement, extended until the end of 2006. This wider agenda has expanded over the past five years. Particular progress was made on mutual recognition of regulations at the Hague Summit on 8 November 2004, culminating in the approval of a plan mapping out the so-called 'strategic partnership' in the course of the summit under the British presidency, in Delhi, on 7 September 2005. This consisted of a political declaration and a joint action strategy, advocating reinforced collaboration in a number of fields, including a 'dialogue on democracy', a commitment to 'multilateralism', security issues, cultural exchanges, enhanced cooperation in education within the framework of the Erasmus Mundus programme for higher education, an 'economic policy dialogue', and the encouragement of business-to-business relations. The EU further acknowledged India's role since 2004 in addressing crisis situations in its neighbourhood, especially in Pakistan and Sri Lanka.

Abstract:: The traditional view of the relationship between economic growth and health had emphasized the impact of economic growth on improved health. However, from the beginning of the 'human capital' revolution in economics, there was a conceptual base that health is a core contributor to an individual's human capital, while health care is clearly a desired consumption good. Now, there is strong empirical evidence from both developing and developed countries which demonstrates the two-way relationship: that economic growth improves health but improved health also significantly enhances economic productivity and growth. In fact, it is not an exaggeration to say that no society has seen sustained economic progress when it has neglected investment in its people's education and health.

Abstract:: In November 1995, the European Union signed a wide-ranging declaration with the twelve littoral states of the South Mediterranean at the end of a major conference in Barcelona. The declaration outlined an agreed policy for future relations between the EU and its Mediterranean partners which sought to create a zone of shared stability, prosperity and peace. This policy is designed to condition relations throughout the Mediterranean on a new basis of partial economic integration and cooperation over mutual security issues, together with support for regional political, cultural and social development. It has extremely ambitious objectives and represents a new departure for the European Union, although the means proposed to achieve it have been modest. Now, almost five years after its inception, it is appropriate to consider to what degree it has begun to realize the objectives it set for itself, given the fact that they should be achieved by the year 2010.

Abstract:: Public projections by the International Energy Agency, the US Energy Information Administration and the European Commission suggest that, with present policies, world consumption of gas will roughly double by 2020, taking about 5% of the primary energy market from other fuels. About half this gain will be at the expense of more carbon-intensive fossil fuels, mainly coal, but the other half will replace carbon-free nuclear energy. The net effect on the growth of greenhouse gas emissions will therefore be small. For comparison, gas consumption increased in the past 20 years by almost 80%, at the expense of other fossil fuels. Half the increased gas demand is projected for developing countries, compared with 45% of the increase over the past 20 years and their present share of about a quarter of total world gas consumption.

Abstract:: One of the most interesting consequences of the development of the European Union has been the stimulus it has given in recent years to the rediscovery of region within European states. As the supra-state functions of the European institutions in Brussels have burgeoned and the intrinsic sovereignty of the state in Europe has declined, so regions have acquired an ever greater social and political significance. Of course, in some cases, the state was traditionally federal in nature—as with Germany\'s Länder system—and, politically at least, regional aspirations have been satisfied. In the past two decades, however, regional aspirations have expanded into social and cultural spheres that require a new, defined political context. Even in such long-established states as the United Kingdom, such pressures now have to be acknowledged as sub-state factors enter into the complex array of political elements that go to make up the contemporary Union. In this context the Spanish experience is illuminating, both in the way it demonstrates how such tendencies should be accommodated and in the way in which regional populations respond.
