1. Iran May be the Threat but Iraq is the Prize

Abstract:
It is all too tempting to focus narrowly on the maritime crisis in the Gulf, and the potential threat to the flow of petroleum and the world’s economy. This is where the daily headlines focus, and some form of threat is all too real. In practice, however, the U.S. already faces other threats in the region and from Iran, and at least one is potentially far more serious in grand strategic terms. These “other threats” include Yemen, Syria, and the failures of the Arab Gulf states to unite in creating an effective defense against Iran. Most importantly, they include the U.S. and Arab struggle with Iran for influence in the Gulf.

Abstract:
In fairness, peace almost always consists of a pause in the fighting that becomes a prelude to war. Taking modern Europe as an example, the Napoleonic wars were punctuated by failed peace attempts, and then led to the rise of Germany and a whole new series of wars with Austria, Denmark, and France. The repressive peace settlements following Europe’s upheavals in 1848 set the stage for decades of new rounds of conflict and revolution. World War I led to World War II, and then led to the Cold War and now to the Ukraine. Nevertheless, the current U.S. efforts to support peace negotiations in Afghanistan and the Middle East seem remarkably weak even by historical standards. In the case of Afghanistan, “peace” is being negotiated without even the same cosmetic level of local government participation that occurred in Vietnam. It is being negotiated when there is no political stability to build upon, and no apparent prospect that the coming election can bring real unity or effective leadership.

Abstract:
The U.S., its European allies, and its Strategic Partners in the Middle East achieved a significant victory in breaking up the ISIS protostate – or “caliphate” – in Syria and Iraq. This break up has sharply reduced the fighting against ISIS in Iraq, and in Eastern Syria. The U.S.-led Coalition did not, however, fully defeat ISIS in either Iraq or Syria or eliminate ISIS and other forms of extremism as serious threats. It did not bring lasting stability to Iraq or end the Syrian civil war, and it did not eliminate the threat from ISIS and other extremist groups in the rest of the MENA area. This analysis covers two important aspects of the crisis in Iraq and Syria since the break of the “caliphate.” First, it summarizes key official reporting on the resurgence of ISIS as a serious threat in both Syria and Iraq. Second, it puts ISIS in perspective – showing that it did not dominate the violence and levels of terrorism in Syria even at its peak, and noting that ISIS is only one of the major threats to stability in Iraq.

4. Iraq After ISIS: The Other Half of Victory Dealing with the Civil Dimension

Abstract:
The United States, its allies, and international organizations are just beginning to come to grips with the civil dimensions of "failed state" wars in Afghanistan, Iraq, Libya, Somalia, the Sudans, Syria, and Yemen. In each case, it is clear that the civil dimension of the war will ultimately be as important as the military one. Any meaningful form of "victory" requires far more than defeating the current extremist threat in military terms, and reaching some temporary compromise between the major factions that divide the country. The current insurgent and other security threats exist largely because of the deep divisions within the state, the past and current failures of the government to deal with such internal divisions, and the chronic failure to meet the economic, security, and social needs of much of the nation's population. In practical terms, these failures make a given host government, other contending factions, and competing outside powers as much of a threat to each nation’s stability and future as Islamic extremists and other hostile forces. Regardless of the scale of any defeat of extremists, the other internal tensions and divisions with each country also threaten to make any such “victory” a prelude to new forms of civil war, and/or an enduring failure to cope with security, stability, recovery, and development. Any real form of victory requires a different approach to stability operations and civil-military affairs. In each case, the country the U.S. is seeking to aid failed to make the necessary economic progress and reforms to meet the needs of its people – and sharply growing population – long before the fighting began. The growth of these problems over a period of decades helped trigger the sectarian, ethnic, and other divisions that made such states vulnerable to extremism and civil conflict, and made it impossible for the government to respond effectively to crises and wars.

5. The Revolution in Civil-Military Affairs

Abstract:
The U.S. has learned many lessons in its wars in Afghanistan, Iraq, and Syria—most of them the hard way. It has had to adapt the strategies, tactics, and force structures designed to fight regular wars to conflicts dominated by non-state actors. It has had to deal with threats shaped by ideological extremism far more radical than the communist movements it struggled against in countries like Vietnam. It has found that the kind of “Revolution in Military Affairs,” or RMA, that helped the U.S. deter and encourage the collapses of the former Soviet Union does not win such conflicts against non-state actors, and that it faces a different mix of threats in each such war—such as in cases like Libya, Yemen, Somalia and a number of states in West Africa. The U.S. does have other strategic priorities: competition with China and Russia, and direct military threats from states like Iran and North Korea. At the same time, the U.S. is still seeking to find some form of stable civil solution to the conflicts in Afghanistan, Iraq, and Syria—as well as the conflicts Libya, Yemen, Somalia, Sudan and West Africa. Reporting by the UN, IMF, and World Bank also shows that the mix of demographic, political governance, and economic forces that created the extremist threats the U.S. and its strategic partners are now fighting have increased in much of the entire developing world since the attack on the World Trade Center and Pentagon in 2001, and the political upheavals in the Middle East and North Africa in 2011. The Burke Chair at CSIS has prepared a working paper that suggests the U.S. needs to build on the military lessons it has learned from its "long wars" in Afghanistan, Iraq, and other countries in order to carry out a new and different kind of “Revolution in Civil-Military Affairs,” or RCMA. This revolution involves very different kinds of warfighting and military efforts from the RMA. The U.S. must take full advantage of what it is learning about the need for different kinds of train and assist missions, the use of airpower, strategic communications, and ideological warfare. At the same time, the U.S. must integrate these military efforts with new civilian efforts that address the rise of extremist ideologies and internal civil conflicts. It must accept the reality that it is fighting "failed state" wars, where population pressures and unemployment, ethnic and sectarian differences, critical problems in politics and governance, and failures to meet basic economic needs are a key element of the conflict. In these elements of conflict, progress must be made in wartime to achieve any kind of victory, and that progress must continue if any stable form of resolution is to be successful.

6. The Uncertain Iraqi Election: The Need for a New U.S. Strategy

Abstract:
The Iraqi election in May 2018 has both highlighted Iraq's political uncertainties and the security challenges the United States now faces in Iraq and the Middle East. What initially appeared to be a relative honest election gradually emerged to have involved massive potential fraud, and forced a manual recount of the results of a failed electronic voting system. Its results have cast Iraq's ability to form an effective post-ISIS government into serious doubt, along with its ability to carry our follow-up provincial and local elections in October. At the same time, even the initial results of the election raised serious concerns over the level of future U.S. confrontation with Iran. The United States faced grave uncertainties regarding Iran's influence in Iraq even when it seemed that Iraq's existing Prime Minister, Haider al-Abadi, was likely to win the election. The election's uncertain results, and U.S. withdrawal from the JCPOA nuclear agreement, now virtually ensure that a far more intense struggle for influence will take place in Iraq and the rest of the region.

7. Don’t Give Up Yet: There’s Still a Chance to Salvage Eastern Syria

As Secretary of State Mike Pompeo and National Security Adviser John Bolton assemble their own senior Middle East teams, a number of U.S. interests hang in the balance in Syria: the enduring defeat of ISIS and al-Qaeda in the Levant; the vulnerability of neighboring Iraq to extremist disruption; the return of Syrian refugees; the mitigation of Iranian influence; the need to both compete and cooperate with Russia to end the civil war; and the security of regional partners and allies. U.S. values are also at stake: the conflict has precipitated a humanitarian catastrophe of epic proportions, with over 500,000 civilians dead and 12 million displaced. The U.S. ability to shape high-level outcomes in Syria is limited. Russia and Iran have outmaneuvered the United States there. With their backing, Syrian President Bashar al-Assad is extending his control throughout Syrian territory—most recently via an offensive on southwestern Syria, previously the site of a “de-escalation zone” agreed between the United States, Russia, and Jordan, precipitating immense civilian displacement. Assad’s consolidation of extremists in Idlib amongst civilians raises the specter of another slaughter like Aleppo in 2016. The UN-backed Geneva process is moribund, though still worth supporting, while the United States has limited influence in the Astana and Sochi processes, which are also demonstrating limited returns. More broadly, Assad is already also brutally shaping the facts on the ground regarding “reconstruction” through forcible movement of populations, demographic engineering, constricting property rights, and predatory governance that favors loyalists. In his meeting with President Putin, President Trump reportedly discussed Syria, although there was no official joint summary of the summit. The discussion may have included options for drawing down U.S. forces in Syria in exchange for Russia convincing Iran to minimize its presence in Syria. However, Russia lacks the will and leverage over Iran to fulfill such a bargain. The national picture is bleak. Zooming into the Syrian map more closely, one subnational enclave currently outside of Assad’s control has taken some steps towards stability. Eastern Syria still offers leverage to salvage a marginally but meaningfully better outcome for U.S. interests and the Syrian population. In the weeks ahead, the United States should: take stock of the sources of leverage in eastern Syria; articulate its goal for translating these sources of leverage into a defined political endstate; develop this stated goal into a broader stabilization operational framework; and then execute “the art of deal” in developing a burden-sharing plan to support these objectives.

9. The Misunderstood Lessons of Bosnia for Syria

In developing U.S. intervention policy in Kosovo, Iraq, Libya, and most recently Syria, the 1992 to 1995 war in Bosnia and Herzegovina has repeatedly been used as an analogy. For example, John Shattuck, a member of the negotiating team at the Dayton peace talks that ended the war, wrote in September 2013 that for Syria “the best analogy is Bosnia…Dayton was a major achievement of diplomacy backed by force…A negotiated solution to the Syria crisis is possible, but only if diplomacy is backed by force.” Many other analysts and policymakers with experience in the Bosnian conflict—such as Nicholas Burns, the State Department spokesman at the time; Christopher Hill, a member of Richard Holbrooke's negotiating team; and Samantha Power, who began her career as a journalist in Bosnia—also invoked the Bosnian war to urge greater U.S. involvement in Syria. Although the rise of ISIS has significantly altered the conflict over the last year, echoes of the Bosnian conflict remain in Syria: the conflict is a multiparty ethnic civil war, fueled by outside powers, in a region of critical interest to the United States.

Abstract:
The events in Iraq over the last month have shown that any success in Iraq requires both the Iraqi government and the United States to go far beyond the war against ISIS, and makes any partisan debate over who lost Iraq as damaging to U.S. national interests as any other aspect of America’s drift toward partisan extremism. The war against ISIS is a critical U.S. national security interest. It not only threatens to create a major center of terrorism and extremism in a critical part of the Middle East, and one that could spread to threaten the flow of energy exports and the global economy, but could become a major center of international terrorism. It is important to understand, however, that ISIS is only one cause of instability in the region, and only one of the threats caused by spreading sectarian and ethnic violence.

Images and videos emerging out of Syria since 2012, becoming increasingly violent and sectarian along the way, showcased extremist groups and even children chanting things like, "Assad we will bring you down, and then we will come next for the [Alawites]!" Since 1971, the Alawite community (roughly 12 percent of Syria's 22 million people) has sheltered Hafez al-Assad, and subsequently his son, Bashar al-Assad, by providing the family with both loyal foot soldiers who have aided the Assad regime throughout the many domestic, political uprisings it has faced (in 1964, 1980, 1982, and now 2011) and with a bureaucracy that has legitimized their theft of public funds. The number of Alawite casualties increased over the course of the crisis, either fighting to protect Assad or because they are accused of aiding his regime, while a growing number have faced the grim realization that the Assad family is motivated by self-interest alone. While researchers cannot pinpoint exactly how many Alewites have died, many have documented the number of Syrian soldiers instead to obtain an approximation, and have indicated that between 11,000 Alawites and 41,000 Syrian soldiers have been killed.

U.S. politicians often work the topic of oil import independence into their campaign rhetoric as an ideal that would help separate U.S. economic prosperity and military responsibility from the volatility of Middle Eastern politics. In theory, oil independence would mean that events such as the Iranian revolution or internal political unrest in key Arab oil producers would have much less direct impact on the flow of oil to the United States, and thus U.S. prosperity (even if, in a global market for oil, the price impact of any supply disruption is shared by all consuming countries). More importantly, intra-state conflicts such as the Iraq-Iran war or the Iraqi invasion of Kuwait would not necessarily require large-scale U.S. military involvement to ensure oil production and exports to the United States and its allies. This linkage between U.S. oil import dependence and military commitment to the Gulf region has given rise to a myth favored by policymakers, markets, and the public that if the United States could attain oil independence, we could also reduce our military responsibilities around the world. Recent and ongoing changes in both the oil sector and in political-military strategy are for the first time in forty years combining in a manner that is leading some to believe this story could come true.

Abstract:
In the last nine years, U.S. shale gas and tight oil production has skyrocketed. Between 2005 and 2014, U.S. production of crude oil and natural gas has risen by nearly 65 and 34 percent, respectively, due to tight oil and shale gas development. The shale gas supplies from Pennsylvania alone equal the entire natural gas export capacity of Qatar, the world's second largest natural gas exporter in 2012. And the increase from light tight oil production in places like North Dakota and Texas over the last five years is equivalent to Iraq's current production levels. These increased energy supplies have fed not only national but global markets, helping to offset other market disruptions and stabilize prices, to the benefit of many.

Abstract:
The recent NATO Summit in Wales has been viewed as a watershed event not just because of the particular moment at which it took place, but because of the pledges taken by heads of states and governments. For sure, the still ongoing Ukraine crisis and the rising insurgency in Syria-Iraq might have acted as true “wake-up calls”, calling the Alliance to step up its posture and show its determination, especially in terms of commitments towards bolstering the main pillars of the Alliance. The initiatives announced in terms of readiness and defence posture, the Readiness Action Plan in particular, belong to a series of reassurance measures towards Eastern allies, but also revitalize the NATO Response Force through an expeditionary spearhead, the Very High Readiness Joint Task Force. Although some might consider these measures as “too little too late”, they prove the Alliance's cohesion and the commitment to the transatlantic link.

The last active US combat forces left Iraq in August 2010, marking the end of Operation Iraqi Freedom and the beginning of Operation New Dawn. Some 49,000 advisory troops, four advisor assistance brigades, and a limited number of special operations forces (SOF) remained to train, advise, and assist Iraq's security forces after that date, including the military, intelligence, and police. Until the end, these US troops continued to serve a number of other important security functions: carrying out kinetic operations against Iranian-backed and other militant groups; providing training to the ISF; taking part in joint patrols along the borders of the Kurdish provinces and helping integrate ISF and Kurdish forces; and acting as a deterrent to Iraq's neighbors–in particular Iran.

''Three Whom God Should Not Have Created: Persians, Jews, and Flies,'' was the provocative title of a pamphlet published in 1940 by Saddam Hussein's uncle, Khairallah Talfah. The US still dominates world military spending, but it must recognize that maintaining the US economy is a vital national security interest in a world where the growth and development of other nations and regions means that the relative share the US has in the global economy will decline steadily over time, even under the best circumstances. At the same time, US dependence on the security and stability of the global economy will continue to grow indefinitely in the future. Talk of any form of "independence," including freedom from energy imports, is a dangerous myth. The US cannot maintain and grow its economy without strong military forces and effective diplomatic and aid efforts. US military and national security spending already places a far lower burden on the US economy than during the peaceful periods of the Cold War, and existing spending plans will lower that burden in the future. National security spending is now averaging between 4% and 5% of the GDP -- in spite of the fact the US has been fighting two wars in Iraq and Afghanistan -- versus 6-7% during the Cold War.

Iraq is changing rapidly, although the outcomes of many of these changes remain unclear. The country faces major challenges in many areas—ranging from quelling the ongoing violence to achieving political accommodation and economic stability. Each of these challenges is critical to the future security and stability of Iraq: Defeat the threat posed by the remnants of the Sunni insurgency, neo-Ba'athists, and Shi'ite militias. Deal with the risk of new forms of ethnic and sectarian violence——especially ethnic conflict between Arab, Kurd, and other minorities in the North. Create effective Iraqi security forces that can fully replace U.S. forces, defeat or reduce the various insurgent and terrorist groups to acceptable levels of activity, enforce the rule of law, and grow strong enough to ensure Iraq's security from threats or pressure from neighboring states. Restructure the Iraqi government to both reflect the results of the 2010 Parliamentary elections and create a level of effective governance that can bring together all of the nation's major factions. Accelerate the slow pace of political accommodation and meet the need for stable political compromises between each major faction so as to rebuild full national unity over time. Find a new balance between central, provincial, and local governance that effectively serves the needs of the Iraqi people, aids political accommodation, builds capacity, reduces corruption, and shifts the climate from one dominated by counterinsurgency to one focused on the rule of law. Cope with the challenges of poverty, unemployment, and underemployment; poor distribution of income; and key problems in the agricultural, industrial, and service sectors than affect large portions of the population. Move Iraq toward economic development in ways that deal with the complex heritage of nearly 30 years of war and internal conflict; massive population growth; and the need to create a competitive economy. Put Iraq's budget on a stable path toward developing effective Iraqi security forces and government services; helping fund economic reconstruction and development; dealing with the near phaseout of international aid and continuing foreign debt and reparations issues; and reducing the dependence of the government on uncertain levels of oil export earnings for the majority of its revenues.

Talking with insurgents is often a necessary first step toward defeating them or reaching an acceptable compromise. These talks must often be done even as insurgents shoot at U.S. soldiers, and they in turn, shoot at them. Iraq represents perhaps the most recent and notable case where diplomacy triumphed: U.S. efforts to reach out to Iraqi Sunni tribal groups, many of which were linked to various insurgent organizations, eventually paid vast dividends as these tribes ''flipped'' and began to work with the coalition against al Qaeda in Iraq. In Shi'a areas, both direct and indirect talks helped facilitate a ceasefire that has done much to keep Iraq's fragile peace intact.

How can we make sense of where the United States is in Afghanistan today? A poor country, wracked by 30 years of civil war, finds itself at the mercy of insurgents, terrorists, and narco-traffickers. NATO's economy-of-force operation there has attempted to help build a nation with very few resources. Yet, overall levels of violence remain relatively modest by comparison with other violent lands such as the Congo, Iraq, and even Mexico. Economic growth is significant and certain quality of life indicators are improving, though from a very low base. The United States is committed to Afghanistan and over the course of 2009 will roughly double its troop strength there. One of the major contributions of Barack Obama's presidential campaign during 2007—08 was his political success in shifting the focus of the U.S. foreign policy debate away from Iraq and toward Afghanistan. The reversal of fortunes in the two major wars that President George W. Bush had embarked upon during his tenure (a steady improvement in the military situation in Iraq during the last two years of the Bush administration and the rapidly deteriorating one in Afghanistan) helped Obama to effectively navigate the foreign policy doldrums that normally sink the campaigns of Democratic candidates in U.S. presidential elections. One of the most significant effects of the Iraq war is Iran's seemingly unprecedented influence and freedom of action in regional affairs, presenting new strategic challenges for the United States and its regional allies. Although Middle Eastern governments and the United States are in general agreement about diagnosing Tehran's activism as the war's most alarming consequence, they disagree on how to respond. The conventional U.S. view suggests that a new Arab consensus has been prompted to neutralize and counter Tehran's rising influence across the region in Gaza, the Gulf, Iraq, and Lebanon. Parallels to Cold War containment are clear. Indeed, whether consciously or unwittingly, U.S. policy has been replicating features of the Cold War model by trying to build a ''moderate'' Sunni Arab front to bolster U.S. efforts to counter Iranian influence. Despite signals that the Obama administration intends to expand U.S. engagement with Iran, the foundations of containment are deeply rooted and engender bipartisan backing from Congress. Even if the Obama administration desires to shift U.S. policy toward Iran, containment policies will be difficult to overturn quickly; if engagement with Iran fails, reliance on containment will only increase.

The last four months of U.S.-ROK relations under the Bush administration saw the completion of a mission that helped to define the broadening global scope of the alliance as well as the final resolution of the troublesome “beef issue.” Tough negotiations were completed on a new defense cost-sharing agreement and the ruling party in the ROK began the process of passing the implementing legislation for the free trade agreement. All of this amounts to President Obama's inheritance of an alliance relationship that is in fairly strong shape, but a North Korean nuclear negotiation that remains unfinished. Despite the best efforts of the U.S., Pyongyang remained unwilling to accept standard verification procedures as part of the six-party denuclearization agreement. This was despite the fact that on Oct. 11, the U.S. removed the country from the terrorism blacklist. Obama's team will need to adhere to seven key principles as it continues to navigate the labyrinth of these difficult negotiations and bolster the strength of the alliance.

At the conclusion of the final summit meeting between Presidents George Bush and Vladimir Putin at the Russian resort of Sochi in early April, relations between Moscow and Washington appeared to have righted themselves. The cordial meeting between the outgoing presidents left a sense of optimism in both Moscow and in the West that U.S.-Russia relations would improve until at least the fall presidential elections in the United States. Things have quieted down between the two nations over the last quarter, as the leadership of both countries has gone about business at home and has lessened (though not ceased) the often-negative rhetoric. But when the summer concludes, Russia will again loom large in U.S. political debates, and the big questions of U.S. foreign policy – whether they revolve around Iran, Iraq, Afghanistan, Northeast Asia, or even Venezuela – will necessarily include Russia policy. And as President Dmitry Medvedev unveils his own version of “sovereign democracy,” U.S. foreign policymakers will be forced to address the fundamental question of whether U.S. policy toward Moscow is centered on its strategic interests, or on democratic values.

Wartime is scarcely the easiest time for demanding self criticism, but the recent exchanges between the Secretary of State and Secretary of Defense over the mistakes the US did or did not make in Iraq have highlighted the fact that the US must both admit its mistakes and learn from them to win in Iraq and successfully engage in the “long war.” The full chronology of what happened in US planning and operations before, during, and immediately after the fight to drive Saddam Hussein from power is still far from clear. It is now much easier to accuse given US leaders than it is to understand what really happened or assign responsibility with credibility.

The US aid effort in Iraq has not accomplished most of its sectoral goals, and more importantly, has not effectively initiated the reconstruction of the country's economy. After three years of struggle, the expenditure of more than $ 20 billion US aid funds, $ 37 billion Development Fund for Iraq (DFI) - UN accumulated from the oil for food program's revenues and the seizure of bank accounts- and death of thousands of US and other coalition soldiers and tens of thousands of Iraqis, Iraq is producing less oil, has less electricity and less water than it did during the Saddam period. After studying the modern Iraqi economic history as a background, this work analyzes why.

Abstract:
I was originally asked to address the five areas where our country has the most need to invest more for its security. This, however, is not the approach I would currently take to either issues involving national security or federal spending. In fact, my approach is almost the opposite. I am not a “spend without taxing” Republican, and I don't find much to celebrate in a President and Congress that have done the worst job of fiscal management in our nation's post-World War II history, if not our nation's entire history.
