Since the early days of the Syrian uprising in 2011, President Bashar al-Assad’s regime has made it a priority to keep state agencies running, allowing Assad to claim that the regime is the irreplaceable provider of essential services. Breaking the regime’s monopoly on these public services and enabling the moderate opposition to become an alternative source of them would weaken the regime and prevent the radical jihadist Islamic State from emerging to fill power vacuums across the country.

The Bharatiya Janata Party’s (BJP’s) historic victory in India’s 2014 general election prompted declarations of a watershed in the behavior of the Indian voter. Upon closer inspection, the reality is more nuanced. On some parameters, such as voting based on economic and ethnic considerations, there were indeed discernible changes. However, the empirical evidence suggests these shifts were well under way before 2014. In other areas—namely, support for regional parties, dynastic politicians, and candidates associated with criminal activity—contemporary voters demonstrated much greater continuity with the past.

Three years after the uprising that ousted Hosni Mubarak from power, Egypt continues to grapple with an authoritarian state. Throughout the rise and fall of the Muslim Brotherhood, authoritarian forces remained the key political players. Democratic alternatives have not capitalized on cracks in the system. Prospects for the Brotherhood's political reintegration and a democratization of political Islam are bleak. As long as credible alternatives fail to gain traction, the old state will persist and Egypt's central challenges will remain unresolved.

More than three years after the January 25 revolution toppled then Egyptian president Hosni Mubarak, Egypt continues to struggle with an authoritarian media sector and constraints on freedom of expression. Postrevolution regimes have not capitalized on opportunities to reform state and private media, and critical voices have been harassed and marginalized by state and nonstate actors. As long as Egypt continues to be governed by rulers who believe controlling the media is in their best interest, reform will only come about through the few dissident voices in the media backed up by support from civil society and the masses.

Turkey's ruling Justice and Development Party (AKP) has witnessed economic success and launched major reforms, in particular writing a new constitution, negotiating with the Kurdistan Workers' Party, passing four judicial reform packages, and installing an ombudsman. In sharp contrast, the AKP's exclusive reliance on its election victories for legitimacy and increasingly authoritarian practices in the fields of freedom of cultural expression and coexistence of different lifestyles are at odds with its stated objective of establishing an advanced democracy. Popular discontent with these practices and unending restrictions on media freedom resulted in major protests in May and June 2013.

Islamists have become an important political force in Mauritania since formal Islamist associations first emerged in the 1970s. Islamist activism has contributed to the ongoing Islamization of Mauritanian society, as is evident from the proliferation of mosques and Islamic associations in the capital, Nouakchott, and elsewhere. In the 1990s, political liberalization allowed Islamists to participate in elections as independents, and since its legalization in 2007, Tewassoul, the strongest Islamist party in Mauritania today, has become a significant minority voice in the country's politics and has built ties with Islamists elsewhere in the Arab world. These moderate Islamists who participate in elections hold different beliefs and goals from Mauritania's jihadist fringe. Overall, Mauritanian Islamism does not currently pose a threat to the United States. The mainstream of the movement appears committed to democracy and, even so, is unlikely to take power. Islamist parties like Tewassoul have never captured a large share of the vote in elections, and moderate Islamist leaders have explicitly rejected using violence to take over the state. Indeed, the United States may even find an upside to the Islamists' rise: Mainstream Islamist leaders publicly condemn the Muslim terrorist group Al-Qaeda in the Islamic Maghreb (AQIM), which the Mauritanian government has been combating since 2005.

Egypt's tumultuous uprising of 2011 was about many things, but among the most central was a demand by legions of political activists and large crowds of mobilized citizens that public authority in the country be reconstructed to operate in a clearly accountable manner, fully governed by the rule of law. Egyptian judges might therefore be expected to look upon the post-uprising environment as a time when they can finally realize a vision that they have been articulating for a generation in the face of an imperious and impervious presidency: A state ruled by law in which they will be insulated from political pressures and private interests, providing full autonomy to individual judges and to the judiciary as a body to issue decisions that will be respected and implemented by all the agencies of the Egyptian state.

Large-scale violence immediately flared up again, with a series of terrorist attacks against mostly Shi'i targets reminiscent of the worst days of 2006.

Workers have long sought to bring change to the Egyptian system, yet the independent labor movement has only recently begun to find a nationwide voice. As Egypt's sole legal trade union organization and an arm of the state for nearly sixty years, the Egyptian Trade Union Federation (ETUF) has had a monopoly on representing workers. Though its mission is to control workers as much as it is to represent them, ETUF has been unable to prevent the militant labor dissidence that has escalated since the late 1990s. Workers were by far the largest component of the burgeoning culture of protest in the 2000s that undermined the legitimacy of the Mubarak regime.

The implementation of economic reform amid this uncertainty is particularly challenging as political demands take precedence. The state attempted several times to revive the Egyptian economy since the Infitah, or “open door,” policy initiated by President Anwar Sadat in the mid-1970s. Successive, though unsuccessful, reform programs during the 1990s contributed to the pervasive poverty that served as a central driver of the 2011 Egyptian revolution and persists today. Past experiences can provide useful lessons for what to avoid in the future, even if they are unable to impart what exactly should be done.

As expected, Egypt's first parliamentary election after the overthrow of longtime leader Hosni Mubarak confirmed the popularity and organizational strength of the Muslim Brotherhood and Freedom and Justice Party, which won 77 of the 156 parliamentary seats contested in the first electoral round. Surprisingly, it also revealed the unexpected strength of the Salafi alliance, dominated by the al-Nour party, which secured 33 seats. Much to the discomfort of secular Egyptians and Western governments, Islamist parties now dominate the Egyptian political scene.

Despite his commitment to develop a democratic, modern state, President Hamid Karzai placed many former warlords in positions of power, particularly in the provinces. Many observers, Afghan and foreign alike, have decried the inclusion of warlords in the new governmental structures as the chief corrosive agent undermining efforts to reconstruct the state. Indeed, warlord governors have not been ideal government officials. They have employed informal power and rules, as well as their personal networks, to preserve control over their respective provinces. Informalized politics of this kind is the antithesis of a technocratic, rule-based approach to governance and entails considerable costs, from inefficiency to corruption and human rights abuses.

War, terror- ism, a deepening secessionist movement, and interconnected economic and demographic trends have the potential to overwhelm the Yemeni government, jeopardizing domestic stability and security across the region. Yemen's oil—the source of over 75 percent of its income—is quickly running out, and the country has no apparent way to transition to a post-oil economy. Pessimism about the progress of democracy in the developing and postcommunist worlds has risen sharply in recent years. Negative developments in a variety of countries, such as military coups, failed elections, and the emergence of antidemocratic populist leaders, have caused some observers to argue that democracy is in retreat and authoritarianism on the march. A broad look at the state of democracy around the world reveals however that although the condition of democracy is certainly troubled in many places, when viewed relative to where it was at the start of this decade, democracy has not lost ground in the world overall. The former Soviet Union is the one region where democracy has clearly slipped backward in this decade, primarily as a result of Russia's authoritarian slide. The Middle East has also been a source of significant disappointment on democracy but mostly in comparison with unrealistic expectations that were raised by the Bush administration. In most of the rest of the world good news with respect to democratization is found in roughly equal proportion to bad news and considerable continuity has prevailed as well.

The Bush's administration's highly problematic legacy on democracy promotion and general pessimism about the global state of democracy create pressure on the Obama administration to pull the United States substantially back from supporting democracy abroad. Although dissociating U.S. democracy support from the errors of the Bush approach is crucial, a broad realist corrective of U.S. policy is not necessary. The way forward for Obama will be more about changing how the United States goes about supporting democracy abroad than about what emphasis to place on democracy relative to other interests. Cardinal values of Obama's political philosophy and style—non-confrontational, measured, persistent, bipartisan, cooperative, effective, and empowering—provide a natural basis for a new framework to help the United States regain its place as a respected, trusted, and influential ally of democracy around the world.

Algerians no longer live in fear of being killed by radical Islamists at faux barrages (makeshift roadblocks) or of being “disappeared” by “ninjas” — hooded police - men who break down front doors and take occupants away, never to return. This is a remarkable achievement in a country that during the 1990s was synonymous with horrendous violence perpetrated both by Islamist radicals and by security forces. Algeria has regained stability, with radical Islamism no longer a fundamental threat to security across the country. The virtual quarantine in which the country was confined during the mid-1990s has been lifted. It is also increasingly opening up to foreign investment. Algerians have enjoyed a period of peace and relative prosperity, despite occasional flare-ups of violence. During the presidency of Abdelaziz Bouteflika, who took office in 1999, Algeria has transitioned from civil war, state failure, and moral decay to stability.

The Bush administration's democratization rhetoric was never buttressed by an unambiguous, sustained policy to promote political reform. Concerns about security and stability have now virtually halted U.S. democracy promotion efforts. This is a short-sighted policy because political reform is imperative in countries where political systems remain stagnant in the face of rapid societal change. The United States needs to renew its efforts, taking into account that past policies have undermined its credibility in the region. It thus must abandon the empty rhetoric of the last few years in favor of modest goals developed and pursued in cooperation with regional and local actors, rather than imposed from Washington.

In the late summer 2007, amid great anticipation from Egypt's ruling elite and opposition movements, the Muslim Brotherhood distributed the first draft of a party platform to a group of intellectuals and analysts. The platform was not to serve as a document for an existing political party or even one about to be founded: the Brotherhood remains without legal recognition in Egypt and Egypt's rulers and the laws they have enacted make the prospect of legal recognition for a Brotherhood-founded party seem distant. But the Brotherhood's leadership clearly wished to signal what sort of party they would found if allowed to do so.
