81. The Exaggerated Threat of American Muslim "Homegrown" Terrorism

Abstract:
In recent years, public officials in the United States and terrorism analysts here and abroad have warned of an increasing threat of Muslim homegrown terrorist attacks. The terrorist attacks in Madrid in 2004 and in London in 2005 perpetrated by European homegrown terrorists have contributed to these concerns, as has the surge in terrorist-related arrests in the United States in 2009 and 2010. Among these are the high-profile arrests of Maj. Nidal Hasan, who engaged Securityin a deadly shooting spree at Fort Hood, Texas, in November 2009, and Faisal Shahzad, who attempted to bomb Times Square in May 2010. A closer look at the evidence, however, reveals that the threat of American Muslims engaging in lethal attacks in the United States has been frequently overstated.

The United States needs a revolution in energy technology innovation to meet the profound economic, environmental, and national security challenges that energy poses in the 21st century. If the U.S. government does not act now to improve the conditions for innovation in energy, even in times of budget stringency, it risks losing leadership in one of the key global industries of the future, and the world risks being unable to safely mitigate climate change and to reduce vulnerability to disruptions and conflicts—both domestic and international. Waiting is not an option.

Abstract:
Despite heightened expectations for significant change in U.S. nuclear policy—especially declaratory policy— the Obama administration's Nuclear Posture Review changes little from the past. The NPR's declaratory policy retains the option for the United States to use nuclear weapons first in a variety of circumstances, including in a first strike against Chinese, North Korean, Russian, and (perhaps) future Iranian nuclear forces. Equally important, the United States can threaten the first use of nuclear weapons to deter and, if necessary, respond, to a variety of nonnuclear contingencies, including large-scale conventional aggression by another nuclear power such as China or Russia and chemical or biological weapons (CBW) attacks from states such as Iran and North Korea.

Abstract:
Why should anyone be interested in the national context of a state policy? In the case of California's Global Warming Solutions Act (AB 32), the answer flows directly from the very nature of the problem— global climate change, the ultimate global commons problem. Greenhouse gases (GHGs) uniformly mix in the atmosphere. Therefore, any jurisdiction taking action—whether a nation, a state, or a city—will incur the costs of its actions, but the benefits of its actions (reduced risk of climate-change damages) will be distributed globally. Hence, for virtually any jurisdiction, the benefits it reaps from its climate-policy actions will be less than the cost it incurs. This is despite the fact that the global benefits of action may well be greater—possibly much greater—than global costs.

Abstract:
Many scholars and practitioners share the view that nuclear proliferation and its effect on U.S. national security interests constitutes the gravest threat facing the United States, that it is worse than ever before, and that new, more effective policies are needed to confront the problem. At the same time, the history of nuclear proliferation—in particular, the history of the Cold War—reveals little about contemporary nuclear dangers and possible policy solutions. According to this view, the so-called Long Peace offers few meaningful lessons that can be applied to the complex and dangerous world we face today.

Abstract:
On November 26, 2008, terrorists from Lashkar-e-Taiba—a group historically supported by the Pakistani state—launched a daring sea assault from Karachi, Pakistan, and laid siege to India's economic hub, Mumbai, crippling the city for three days and taking at least 163 lives. The world sat on edge as yet another crisis between South Asia's two nuclear-armed states erupted with the looming risk of armed conºict. But India's response was restrained; it did not mobilize its military forces to retaliate against either Pakistan or Lashkar camps operating there. A former Indian chief of Army Staff, Gen. Shankar Roychowdhury, bluntly stated that Pakistan's threat of nuclear use deterred India from seriously considering conventional military strikes. 1 Yet, India's nuclear weapons capability failed to deter subconventional attacks in Mumbai and Delhi, as well as Pakistan's conventional aggression in the 1999 Kargil War. Why are these two neighbors able to achieve such different levels of deterrence with their nuclear weapons capabilities? Do differences in how these states operationalize their nuclear capabilities—their nuclear postures—have differential effects on dispute dynamics?

Abstract:
Since the end of the Cold War, scholars and foreign policy analysts have debated the type of world order that the United States should strive to create—a hegemonic system, a multilateral institutional system, or a great power concert. Initially, a major issue was whether attempts to maintain U.S. primacy would stimulate counter - balancing from other states. But since the 2003 Iraq War, a new consideration has emerged—how to persuade other states to cooperate with U.S. global governance. States that do not oppose efforts by the United States to maintain stability may nonetheless decline to follow its leadership. This is a matter for concern because although the United States can act alone, it cannot succeed on such issues as controlling terrorism, curbing proliferation of weapons of mass destruction (WMD), rebuilding failed states, or maintaining economic stability without help from other states.

Abstract:
Harder Than it Looks. Reducing oil consumption and carbon emissions from transportation is a much greater challenge than conventional wisdom assumes. It will require substantially higher fuel prices, ideally in combination with more stringent regulation. Higher Gasoline Prices Essential. Reducing carbon dioxide (CO2) emissions from the transportation sector 14% below 2005 levels by 2020 may require gas prices greater than $7/gallon by 2020. Tax Credits Expensive. While relying on subsidies for electric or hybrid vehicles is politically seductive, it is extremely expensive and an ineffective way to significantly reduce greenhouse gas emissions in the near term. Climate and Economy Not a Zero Sum Game. Aggressive climate change policy need not bring the economy to a halt. Even under high-fuels-tax, high-carbon price scenarios, losses in annual GDP, relative to business-as-usual, are less than 1%, and the economy is still projected to grow at 2.1-3.7% per year assuming a portion of the revenues collected are recycled to taxpayers.

89. A Pillar's Progress: How Development's History Shapes U.S. Options in the Present

Development is back. U.S. President Barack Obama has put it high on his strategic agenda. It is at the center of the State Department's much ballyhooed “Quadrennial Diplomacy and Development Review.” These aspirations come with real backing—Obama's fiscal year 2010 budget promises to double foreign aid to nearly $50 billion. Perhaps more importantly for supporters of development, across official Washington accord is growing that development must play a greater role not just in conflict zones but in general U.S. global strategy. It is not only the typical aid constituencies calling for greater attention. Even Secretary of Defense Robert Gates has urged a continuation of the emphasis on development that characterized policies of his last boss, former President George W. Bush. Almost assuredly, a pattern of bigger budgets, needed policy focus, and reform to the disjointed aid mechanisms within the U.S. government will emerge. Complementing (although not always supporting) this U.S. activity internationally is a collection of groups ranging from nongovernmental organizations (NGO)s to the United Nations (UN) and the World Bank. Overall, the place of aid U.S. foreign policy has not been so prominent or secure since the end of the Cold War. Development is once again, as Secretary of State Hillary Clinton characterizes it, “a core pillar of American power.”

The United States needs to transform the way it produces and uses energy. This will require the improvement of current technologies and the development of new ones. To achieve the maximum payoff for public investments in energy technology innovation, the United States will need to improve and better align the management and structure of existing and new energy innovation institutions, and better connect R to demonstration and deployment. In what follows, we highlight three general and important recommendations for thinking about different initiatives, and we discuss the merits and challenges of current and new institutions, and the remaining gaps in the U.S. energy innovation system.

The end of the Cold War and the emergence of the “unipolar moment” have generated considerable debate about how to explain the absence of a great-power balancing coalition against the United States. The proposition that near-hegemonic concentrations of power in the system nearly always trigger a counterbalancing coalition of the other great powers has long been regarded as an “iron law” by balance of power theorists, who often invoke the examples of Spain under Philip II, France under Louis XIV and then under Napoleon, and Germany under Wilhelm II and then under Adolf Hitler. That the United States, which is generally regarded as the “greatest superpower ever,” has not provoked such a balancing coalition is widely regarded as a puzzle for balance of power theory. Fareed Zakaria asks, “Why is no one ganging up against the United States?” G. John Ikenberry asks why, despite the unprecedented concentration of U.S. power, “other great powers have not yet responded in a way anticipated by balance-of-power theory.

92. Pyongyang's Survival Strategy: Tools of Authoritarian Control in North Korea

In the early 1990s, many observers predicted that Kim Il-sung's regime would not survive the cessation of Russian aid and the resulting downward spiral of North Korea's economy. Speculation about regime collapse intensified when the less charismatic Kim Jong-il succeeded his father in 1994, and again after the 1996–97 famine that killed upwards of a million North Koreans. Gen. Gary Luck, commander of U.S. forces in Korea, declared in 1997 that North Korea would “dis - integrate.” That same year, a U.S. government and outside team of experts predicted regime collapse within five years. Another decade brought more prognostications: in 2000 Director of Central Intelligence George Tenet warned that “sudden, radical, and possibly dangerous change remains a real possibility in North Korea, and that change could come at any time.” Three years later, U.S. Deputy Secretary of Defense Paul Wolfowitz said that North Korea was “teetering on the edge of economic collapse.” Contemporary accounts warn that the regime is threatened by the growing flow of information into the country or by popular outcry touched off by the government's 2009 bungling of currency reform.

A persistent theme in U.S. nuclear weapons policy is that the United States has always retained the option to use nuclear weapons first in conflict. The threat of nuclear first use played a key role in NATO's military strategy throughout the Cold War, and even after the collapse of the Soviet Union, successive U.S. administrations have retained—implicitly or explicitly—the first-use option. Yet, in a speech in Prague on April 5, 2009, President Barack Obama pledged to “put an end to Cold War thinking” and to “reduce the role of nuclear weapons in our national security strategy, and urge others to do the same.” This commitment, coupled with President Obama's embrace of the vision of a nuclear weapons–free world, appeared to foreshadow important changes in U.S. nuclear policy— especially declaratory policy—in the administration's much-anticipated Nuclear Posture Review (NPR).

Abstract:
On October 16, 1964, China exploded its first nuclear weapon at the Lop Nor test facility in Xinjiang. China's subsequent development of its nuclear strategy and force structure presents a puzzle for scholars and policymakers alike. Following its initial development of nuclear weapons and ballistic missile capabilities, China built a small, unsophisticated, and, arguably, highly vulnerable nu - clear force. In addition, for more than three decades, the pace of China's nuclear modernization efforts was slow and gradual despite the continued vulnerability of its force. In relative terms, China's nuclear forces were far smaller and less diverse than those of the United States or the Soviet Union both during and after the Cold War. At the same time, China did not develop detailed operational doctrine for overcoming its relative inferiority, let alone for the effective use of its arsenal. Such a nuclear posture called into question the credibility of China's ability to deter states with much larger arsenals, more refined doctrines, and more powerful conventional military forces. In retrospect, the degree of vulnerability that China was willing to accept after developing nuclear weapons is striking.

The Iraq war has been one of the most significant events in world politics since the end of the Cold War. One of the first preventive wars in history, it cost trillions of dollars, resulted in more than 4,500 U.S. and coalition casualties (to date), caused enormous suffering in Iraq, and may have spurred greater anti-Americanism in the Middle East even while reducing potential threats to the United States and its allies. Yet, despite its profound importance, the causes of the war have received little sustained analysis from scholars of international relations. Al-though there have been many descriptions of the lead-up to the war, the fighting, and the occupation, these largely journalistic accounts explain how but not why the war occurred.

When legendary jihadist Abdullah Azzam was assassinated under mysterious circumstances in November 1989, suspects in his murder included Osama bin Laden and Egyptian Islamic Jihad (EIJ) leader Ayman al-Zawahiri. After the Soviets were expelled from Afghanistan, Azzam sought to shift jihad to his homeland, Palestine. Zawahiri sought to focus the jihad on Egypt and the other secular Muslim states, in hopes of restoring the caliphate, the rule of Islamic clerics, which had ended after the dissolution of the Ottoman Empire in 1924. After Islamic rule had been re-established in the Islamic world, Zawahiri wrote, “then history would make a new turn, God willing, in the opposite direction against the empire of the United States and the world's Jewish government.”

Abstract:
The effect of the international sanctions on Iran is to deepen its current economic recession and make recovery very difficult if not impossible. In doing so, it will inflict pain on the general population. By prolonging the recession, the sanctions will hurt Iran's youth (15-29 year olds) particularly harshly, as they will bear the brunt of the resulting unemployment. They account for 70 percent of unemployment, and any improvement in their condition depends on economic recovery.

Abstract:
A higher Renminbi will have two advantages: for the United States, it will help to equilibrate the past trade imbalance; for China, it will stimulate consumption (and enhance imports). It will therefore help China switch from a purely exporting strategy to one that maintains domestic growth through internal consumption. The goods that were to be sent abroad can now be consumed by an increasingly middle class nation at home. These steps will bring China and the United States closer economically and increase international stability. However, unless the military-security relations of the two countries improve, this will not be a sufficient remedy for the two nations' long term problems.

The current economic crisis is fundamentally different from those we have experienced in recent past. The proximate causes of previous recessions (1980-2 and 1990-91) were increases in interest rates in response to inflation. This time around, however, low interest rates and loose monetary policy during the period 2003-2005 had contributed to a bubble in asset prices, rather than to inflation. This-coupled with an underestimation of risk in our financial system, failures of corporate governance, and excessive debt by both households and government-caused the crisis of 2007-09.

The "Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001," also known as the USA-PATRIOT Act, was passed a month after September 11, 2001 in order to give U.S. officials new legal tools to detect and thwart future terrorist attacks. Although it originally passed with very little opposition, votes to reauthorize the Act prompted significant debate about several provisions. In 2009, Congress will once again examine certain sections of the USA-PATRIOT Act. This memo provides an overview of the USA-PATRIOT Act and its provisions that will expire at the end of 2009.
