Abstract:: A new era in foreign policy is starting for the five Central Asian states—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—in which the role of former colonial master Russia is significantly diminished as Moscow concentrates its attention and resources on the debacle it created when it started a war on Ukraine. China also has considerable influence in Central Asia, but China has not indicated it is willing to fill the vacuums Russia is leaving in Central Asia’s security, finances, or trade. The Central Asian states of necessity are seeking new partners, but it is possible that as the Central Asian states develop new foreign partnerships, they will create new divisions regionally, and the case of Kyrgyzstan and Tajikistan is possibly an example of what is come for Central Asia.

402. Treading Lightly: China’s Footprint in a Taliban-led Afghanistan

Abstract:: This SIPRI Insights Paper provides a preliminary assessment of China’s attitudes to and policies on Afghanistan since the August 2021 Taliban takeover. It examines the scope of China’s security, economic and humanitarian interests, and the depth of its engagement so far. It finds that China’s footprint has been minimal due not only to China’s non-interference policy but also to a range of broader challenges: the militant extremist groups that continue to operate on Afghan soil, the risks of investing in a country where the government remains unrecognized by any member of the international community and a fragile stability that is far from conducive to long-term planning. While there may be prospects and opportunities for China to contribute to Afghan peace and development, particularly from a broader regional perspective, current realities mean that China’s overall approach to Afghanistan will remain cautious, pragmatic and limited.

403. Considering the Future of Gender and Peace Operations: Strategic Debates and Operational Challenges

Abstract:: The women, peace and security (WPS) agenda in peace operations has had myriad successes as well as setbacks in implementation. The rise of ‘gender-sensitive’ or ‘gender-responsive’ approaches to peacekeeping signals progress in policy language, but in practice peacekeepers can struggle to comprehensively implement gender analyses or deliver on WPS tasks. Based on a review of existing academic and policy literature, this paper identifies five strategic debates central to WPS agenda implementation: participation beyond numbers, men’s roles, defining ‘gender’, balancing gender ‘inside and outside the fence’, and non-traditional security challenges. It then identifies six key operational challenges to implementation: resourcing, accountability, recruitment barriers, scale, siloing versus mainstreaming, and securitization. With the approach of the 25th anniversary of the WPS agenda in 2025—possibly the most significant yet for the integration of gender and peace operations—stakeholders should step up efforts to ensure the sustainability of the agenda’s implementation in line with its most progressive reading.

Abstract:: Despite growing interest among development actors to integrate links between the environment, climate, peace and security into their policies and activities, practical approaches to addressing environment-related security risks are lagging behind awareness at policy level. This policy brief provides insights into how donors can incentivize implementing organizations to further develop and apply these practical approaches. It recommends support that: (a) facilitates engagement between implementing organizations and local communities, and prioritizes local knowledge and solutions; (b) builds new partnerships between implementing organizations from both the environment or climate side and the security or peacebuilding side; (c) enables the sharing of good practices and lessons learned on how to address environment-related security risks at various levels; (d) promotes the inclusion and prioritization of environment–security links in country-level policies; and (e) is more flexible in implementation, as well as engages in long-term commitments and funding.

Abstract:: Armed forces in the Indo-Pacific region remain dependent on weapon systems imported from foreign suppliers. This is despite the efforts of many governments in the Indo-Pacific to implement policies that support the development of local arms industrial capabilities with the aim of increasing self-reliance. This report develops three indicators to give a score and regional ranking of self-reliance in arms production to 12 jurisdictions in the Indo-Pacific region: Australia, China, India, Indonesia, Japan, South Korea, Malaysia, Pakistan, Singapore, Taiwan, Thailand and Viet Nam. Overall, this report contributes to knowledge and debates on armament trends and military modernization in the Indo-Pacific. In a region where tensions among neighbours are rising, it further contributes to transparency with regard to levels of self-reliance in domestic arms production, allowing for an independent assessment of the region’s respective arms industries.

406. Showdown in Shabwa Shakes Government – The Yemen Review, August 2022

Abstract:: Long-running tensions between the Islamist Islah party and UAE-backed groups in Shabwa erupted into open conflict in August, with the Giants Brigades and STC-aligned Shabwa Defense forces driving Islah-aligned military and security forces from the governorate. The expulsion of Islah from Shabwa and the STC’s subsequent takeover of much of neighboring Abyan governorate raised questions about the ability of the Presidential Leadership Council (PLC) to resolve tensions between anti-Houthi parties and the nature of any future peace deal. Despite being extended on August 2, the UN-brokered truce between the government and the Houthi movement saw its first major violation later in the month when Houthi forces attempted to take control of the last major government-controlled road out of Taiz city, prompting widespread international condemnation and the government’s withdrawal from UN-facilitated talks in Amman. Although the pledged Saudi-Emirati financial aid to the government remains stalled, the exchange rate in government-held territory has remained relatively stable, with the rial even appreciating somewhat following PLC head Rashad al-Alimi’s visits to Abu Dhabi and Riyadh in the middle of the month. Despite this, and news of the resumption of grain shipments from Ukraine under a UN-backed deal, issues remain around food price affordability and fuel availability.

407. The old is dying and the new cannot be born: A power audit of EU-Russia relations

Abstract:: Policymakers across the EU agree Russia poses a multifaceted threat to their security. Europeans have responded quickly to the challenges posed by the war in Ukraine, but they lack a ‘theory of victory’. They have no shared view about how the conflict is likely to end. No single EU member state is guiding Russia policy; a ‘leaderless unity’ has emerged. This could provide the bloc with a form of dispersed strength – but a change in US leadership could expose the weakness of this situation. EU policymakers do not believe that Europeans have the means to bring about regime change in Russia; at the same time, they are unable to foresee a stable future relationship with a Putin-led Russia. Policymakers are uncertain how Russia’s war on Ukraine will affect their interaction with other parts of the world, including China and the global south. This could prevent Europeans from mounting a more effective global response. Europeans should re-examine the support they give to Russians fleeing the regime – emigrés represent an important connection to Russian society, which will be valuable whoever occupies the Kremlin.

408. Don’t Fear Vacuums: It’s Safe To Go Home

Abstract:: “We will not walk away and leave a vacuum to be filled by China, Russia, or Iran,” President Biden said this July in defense of his administration’s continued commitment to the Middle East.1 His comments reflect a widely held misconception: that a U.S. military exit from the Middle East would empower U.S. adversaries, and thus somehow make Americans less secure.2 U.S. leaders and pundits have expressed similar fears about the danger of creating vacuums by leaving Syria, Afghanistan (before U.S. exit of course), and even Africa, where only smatterings of U.S. troops are stationed.3 Vacuum fears also fuel more general warnings against surrendering influence in the developing world. Chinese investments via its Belt and Road Initiative—a massive set of infrastructure-development loans—for example, are said to exploit a vacuum the United States should compete to fill. Chinese trade in South America, or Russian port calls there, are said to reflect a failure to exert U.S. influence.4 The burgeoning idea behind these claims is that “great power competition,” which once seemed a useful rationale for exiting conflicts and lingering endeavors of the global war on terror, demands winning an open-ended, ill-defined contest for influence with Russia and China in the greater Middle East and developing world, or what is now sometimes called the global south.5 Vacuums that could be said to follow a U.S. exit—not the terrorists or insurgents U.S. forces were deployed to fight—are the new justification for staying.

Abstract:: Mine action has the potential to incentivise confidence- and security-building measures (CSBMs), because it could contribute to development and reconciliation through the creation of communities of practice among individuals from civil society and at the grassroots level as part of post-conflict reconstruction. Although many Organization for Security and Cooperation in Europe (OSCE) participating States are contaminated by mines, mine action as a CSBM has scarcely been included in peace negotiations, because it is thought that it might hinder the peace process. Yet mine action, if “depoliticised”, could be implemented independently of peace negotiations through the creation of spaces for cooperation in demining projects of common interest to rival communities. The OSCE is well placed to propose these strategies, especially in Eastern Ukraine, Georgia, and Nagorno-Karabakh, which are not only affected by protracted conflicts with limited engagement of the population in the peace process but are also highly contaminated by mines.

411. Blockchain Technology: An Innovative Policy Tool for Enhancing Conventional Arms Control and Verification

Abstract:: Blockchain represents an unprecedented opportunity for enhancing conventional arms control (CAC) and verification. Based on the principles of transparency, verifiability, and predictability, this state-of-the-art technology could build confidence and facilitate the implementation of arms control mechanisms. Blockchain-based so-called “smart contracts” have advantageous practical implications for CAC. They could improve the verification of countries’ compliance with their CAC obligations by enhancing monitoring procedures and could strengthen arms export controls by improving treaty signatories’ ability to monitor weapons and ammunition supply chains. Reinforcing the Organization for Security and Cooperation in Europe (OSCE) framework for conventional ammunition control with a permissioned blockchain would provide greater confidentiality and improve monitoring and data verifiability, thus strengthening the OSCE’s CAC regimes.

Abstract:: The global debate on weaponised artificial intelligence (AI) often focuses on futuristic “killer robots”, which risks overlooking the fact that these technologies are already part of the security landscape. Diminishing human control over the use of force and the differences in states’ discourse pose a considerable risk for European security and stability. The impact of AI is not inevitable, and states should address this issue through political means, such as a political declaration with a commitment to ensuring human control over the use of force. With its inclusive membership, the Organization for Security and Cooperation in Europe (OSCE) can and should become the platform through which its participating States can take a step forward in the global debate on weaponised AI.

413. Securing AI-based Security Systems

Abstract:: Fundamental weaknesses of AI include brittleness, embedded bias, catastrophic forgetting and lack of explainability. Although research is under way to address some of these issues, the adoption of AI techniques and models in security systems exposes potentially critical security systems to weaknesses/vulnerabilities such as these. Adversarial training is one strongly recommended approach to increase the robustness (i.e. reduce the brittleness) of the AI model. In this approach, the training dataset is extended to include adversarial examples representative of potential attacks on the system. However, the implementation of adversarial training is currently ad hoc. Given the evidence of AI weaknesses, the omission of adversarial training and similar hardening techniques for AI-based security systems is unacceptable. Standardised testing and evaluation of AI-based security systems is recommended. From a governance perspective, evidence of adversarial robustness evaluation should be a minimum requirement for the acceptance of an AI-based security system. The production of strong adversarial samples does not account for “black swan” events, i.e. random and unexpected events that have an extreme impact. Given that security systems tend to be designed to detect “old” or “known” types of attack, ways need to be found to manage the occurrence of “new” attacks.

Abstract:: The exact nature of the peace and security environment of 2025 is, of course, unknown, but we have information available to us today and yesterday’s experience to guide us in our attempts to imagine what the key features of that environment might be. This teaches us that surprises will continue to happen. Our attempt to identify what 2025 will look like could simply stop here, and we could approach the next few years day by day and month by month, establish our strategic plans, and constantly adjust them in response to new circumstances as they arise. However, we can go a step further and use strategic foresight to help us creatively and systematically explore how that future may unfold and consider collectively the alternatives available to us for dealing with what happens and its implications. This publication takes the latter approach by asking the authors to determine a vision for particular global regions and realistically and concretely assess how we can achieve this vision (Part I), and present suggestions for how we as professionals in the peace and security domain can collaborate to respond as effectively as possible to the challenges of the next few years (Part II). In that sense, the analysis and suggestions presented here balance realism about the challenges ahead with a proactive and constructive perspective on how best to confront them. It is with this in mind that the subheading of this publication is “disrupted visions and resilient approaches”.

Safeguarding civilisation from the catastrophic misuse of biotechnology requires delaying the development and misuse of pandemic-class agents while building systems capable of reliably detecting threats and preventing nearly all infections.

417. The Impact of the Russia-Ukraine War on the Global Sanctions Landscape

Abstract:: The Russia-Ukraine conflict will accelerate the global trend towards increasing great power competition that pits the existing West-anchored world order against others, especially Russia and China. This new era will have significant implications for the global sanctions landscape as sanctions that have been effective in harming countries with smaller economies are increasingly focused on larger economic powers that are integrated into the global economy. This will carry a far greater risk of diminishing the effectiveness of the sanctions weapon, because larger economies like that of China have a greater capacity to overcome technology export restrictions and the US dollar’s centrality in global finance. While sanctions campaigns often seek to coerce the target state into policy modification, sanctions may be increasingly used for the purpose of economic containment by attempting to retard the long-term economic development of states. This may result in open-ended sanctions campaigns that will generate a new era of geoeconomics where sanctions risk factors become key to the design of business relationships and supply chains. The use of financial sanctions against larger economies will exacerbate already existing trends of de-banking and a decline in corresponding banking relationships. Technology sanctions and export controls will be increasingly central as sanction-imposing countries in the West seek to leverage their superiority in key emerging technologies against those they perceive to be their adversaries.

Abstract:: This report assesses the risk of mass atrocities (large-scale, systematic violence against civilian populations) in Papua, Indonesia, over the next 12–18 months. Since its integration into Indonesia in 1969, Papua has seen ongoing political resistance and armed rebellion in favor of independence, and government repression in response. The region is home to Indigenous Papuans and a growing population of migrants from other parts of Indonesia, layering intercommunal tensions on top of the conflict over the region’s governance. An upward trend in the frequency of violent incidents prompted this analysis of the potential for mass atrocities. This report is based on field research in Indonesia, including in Papua, from March to August 2021, as well as on expert consultations and a literature review. The report’s conceptual framework and research questions draw from the atrocity assessment framework developed by the US government.

Abstract:: As in other Asia-Pacific countries, boosting trade with China has provided a growth engine for Australia's economy. Australia shared concerns over security threats posed by China’s military expansion, but up until the mid-2010s hard balancing against China did not seem to be an option for Australia. Australia’s recent moves against China, however, signal that Canberra has reset its China policy, with an overhaul of its national security and defense strategy. The shift of Australia’s China policy is an interesting case to explore how the regional order is likely to evolve in the growing US-China competition. Assessing Australia’s recent foreign policy is also relevant to Korea, both in terms of navigating Korea’s relations with the US and China and enhancing strategic ties between Australia and Korea. Against this backdrop, this study unravels Australia’s strategic responses to the changing regional order and draw implications for Korea's foreign policy.

Abstract:: Russia’s invasion of Ukraine in 2022 forced the United States and its NATO partners to be confronted with the impact of hybrid warfare far beyond the battlefield. Targeting Europe’s energy security, Russia’s malign influence campaigns and malicious cyber intrusions are affecting global gas prices, driving up food costs, disrupting supply chains and grids, and testing US and Allied military mobility. This study examines how hybrid warfare is being used by NATO’s adversaries, what vulnerabilities in energy security exist across the Alliance, and what mitigation strategies are available to the member states. Cyberattacks targeting the renewable energy landscape during Europe’s green transition are increasing, making it urgent that new tools are developed to protect these emerging technologies. No less significant are the cyber and information operations targeting energy security in Eastern Europe as it seeks to become independent from Russia. Economic coercion is being used against Western and Central Europe to stop gas from flowing. China’s malign investments in Southern and Mediterranean Europe are enabling Beijing to control several NATO member states’ critical energy infrastructure at a critical moment in the global balance of power. What Ukraine Taught NATO about Hybrid Warfare will be an important reference for NATO officials and US installations operating in the European theater.

425. Enabling NATO’s Collective Defense: Critical Infrastructure Security and Resiliency (NATO COE-DAT Handbook 1)

Abstract:: In 2014 NATO’s Centre of Excellence-Defence Against Terrorism (COE-DAT) launched the inaugural course on “Critical Infrastructure Protection Against Terrorist Attacks.” As this course garnered increased attendance and interest, the core lecturer team felt the need to update the course in critical infrastructure (CI) taking into account the shift from an emphasis on “protection” of CI assets to “security and resiliency.” What was lacking in the fields of academe, emergency management, and the industry practitioner community was a handbook that leveraged the collective subject matter expertise of the core lecturer team, a handbook that could serve to educate government leaders, state and private-sector owners and operators of critical infrastructure, academicians, and policymakers in NATO and partner countries. Enabling NATO’s Collective Defense: Critical Infrastructure Security and Resiliency is the culmination of such an effort, the first major collaborative research project under a Memorandum of Understanding between the US Army War College Strategic Studies Institute (SSI), and NATO COE-DAT. The research project began in October 2020 with a series of four workshops hosted by SSI. The draft chapters for the book were completed in late January 2022. Little did the research team envision the Russian invasion of Ukraine in February this year. The Russian occupation of the Zaporizhzhya nuclear power plant, successive missile attacks against Ukraine’s electric generation and distribution facilities, rail transport, and cyberattacks against almost every sector of the country’s critical infrastructure have been on world display. Russian use of its gas supplies as a means of economic warfare against Europe—designed to undermine NATO unity and support for Ukraine—is another timely example of why adversaries, nation-states, and terrorists alike target critical infrastructure. Hence, the need for public-private sector partnerships to secure that infrastructure and build the resiliency to sustain it when attacked. Ukraine also highlights the need for NATO allies to understand where vulnerabilities exist in host nation infrastructure that will undermine collective defense and give more urgency to redressing and mitigating those fissures.

426. The Coming Storm: Insights from Ukraine about Escalation in Modern War

Abstract:: Based on three crisis simulations held in late March 2022 with think tank fellows, military planners, and congressional staffers, The North Atlantic Treaty Organization (NATO) will likely struggle to address escalation vectors almost certain to push the current war in Ukraine beyond the country’s borders. This paper captures key insights from across these simulations based on two triggering events: (1) a Russian surgical strike on a NATO logistics hub used to provide weapons to Ukraine in southeast Poland, and (2) Russian use of chemical weapons along the Polish border while simultaneously mobilizing to threaten the Baltics. As the conflict crossed a key threshold and risked becoming a regional war, most participants found a natural pull to escalate in each scenario despite limited expectations of achieving a position of competitive advantage. Analyzing how individuals and teams approached decision making provides insights on rethinking escalation models in the twenty-first century and taking advantage of new concepts and capabilities to better support signaling during a crisis.

427. Localizing Humanitarian Action in Africa

Abstract:: The international humanitarian community is increasingly focusing on the need for local and national actors to lead humanitarian response and recovery efforts in conflict-affected or disaster-prone regions, especially in the Global South. Local and national actors responding to crises remain severely underfunded, particularly in Africa, where civil society organizations (CSOs) receive insufficient funding from African and international actors alike. African funders reportedly directed 9 percent of large gifts to African CSOs between 2010 and 2019, while non-African philanthropists provided 14 percent of their funding to these groups. The United States is the world’s largest foreign assistance donor, having contributed $35.5 billion in overseas development assistance (ODA) in 2020. Much of this aid goes to sub-Saharan Africa, including $8.5 billion to 47 countries and 8 regional programs in 2020. Yet national and local organizations receive little of this funding directly. At the same time, Washington has repeatedly signaled a commitment to the “localization” of humanitarian aid, or the shift of decisionmaking power, program implementation, and resources to local and national actors. Yet localized humanitarian assistance in Africa has failed to materialize. Bureaucratic and regulatory hurdles, as well as geostrategic calculations, pose a challenge to localization efforts. African voices are excluded from the decisionmaking landscape—in donor discussions and localization efforts themselves—resulting in a gap in cultural competency. The conversation on localization in Africa cannot be limited to the African continent; it must occur in donor capitals, with African voices leading the dialogue. To achieve sustainable localization, the U.S. and African policy landscapes should resolve bureaucratic obstacles and shift an exclusionary aid paradigm to one that is inclusive and builds on existing successes.

Abstract:: Russia has failed to achieve most of its objectives in Ukraine because of poor military planning, significant logistical problems, low combat readiness, and other deficiencies, which undermined Russian military effectiveness. These and other challenges—including Ukrainian military efforts and Western aid—severely impacted Russian air, ground, cyber, and maritime operations. Russia’s failures will force the Russian military to fundamentally rethink its training practices, organizational structure, culture, logistics, recruitment and retention policies, and planning efforts. Nevertheless, Russia is still attempting a de facto annexation of parts of eastern and southern Ukraine that it controls.

429. The Lessons of the Afghan War That No One Will Want to Learn

Abstract:: At the best of times, the U.S. tends to rush out heavily politicized studies of the lessons of war that are more political ammunition than serious analyses, and while these are followed by long formal studies that are often quite good, they then are often ignored as the flow of events moves on. These are scarcely the best of times. The collapse of the Afghan government and forces has occurred during one of the most partisan periods in American politics, followed by a totally different kind of conflict in Ukraine, all while the U.S. focus on terrorism and regional conflicts that began with 9/11 has been replaced by a focus on competition with nuclear superpowers like Russia and China. The very fact that the war stretched out over two decades has meant that much of the focus on lessons has ignored the first half or more of the war, and the almost inevitable chaos following the U.S. decision to withdraw has led to the focus on the collapse of the Afghan forces and the central government rather than on the actual conduct of the war – and few within the U.S. government now want to rake over the list of past mistakes that turned an initial tactical victory into a massive grand strategic defeat.

430. Cyber War and Ukraine

Abstract:: This is a preliminary review of cyber operations in the Ukraine conflict based on publicly available information. Ukraine was not the first “cyber war”—the term itself makes little sense—but it was the first major conflict involving large-scale cyber operations. The so-far inept Russian invasion, where cyber operations have provided little benefit, raises questions about the balance between defense and offense in cyberspace, the utility of offensive cyber operations, and the requirements for planning and coordination. Better-than-expected Ukrainian defenses seem to be one hallmark of this invasion and the primary reason why Russian cyber efforts have had limited effect. It is likely that Ukraine, forewarned by Russian cyber actions that began as early as 2014, was better prepared as a result. It was also assisted in its cyber defense by friendly countries and private actors with whom it had developed cooperative relationships before the conflict. This preparation allowed it to deflect many Russian offensive cyber operations, suggesting that a well-prepared and energetic defense can have the advantage over offense in cyberspace. Russia had previously used cyberattacks against Ukraine to destroy or damage infrastructure and data. It attempted to do so again in 2022. Based on publicly available information, Russia launched a broad cyber campaign shortly before the invasion (see the appendix for a list of known events). Some reporting showed a huge increase in exploits on the first day. The intent appears to have been to create disorder and overwhelm Ukrainian defenses. Russia sought to disrupt services and install destructive malware on Ukrainian networks included phishing, denial of service, and taking advantage of software vulnerabilities. One company identified eight different families of destructive software used by Russia in these attacks. The primary targets were Ukrainian government websites, energy and telecom service providers, financial institutions, and media outlets, but the cyberattacks encompassed most critical sectors. This was a wide-ranging attack using the full suite of Russian cyber capabilities to disrupt Ukraine, but it was not a success. Russia’s most significant cyber success so far was the disruption of the Viasat Inc’s KA-SAT satellite. This created significant damage that spread beyond Ukraine but ultimately did not provide military advantage to Russia. The attack may have been intended to be part of a larger, coordinated cyberattack that proved unsuccessful, or the Russians may not have expected the rapid restoration of service that was provided with outside assistance. The metric for Viasat and for other actions is not whether a cyberattack is effective in terms of network penetration or the disruption of services or data, but whether its effect helps achieve in this case, the occupation of Ukraine and the elimination of its elected government. By this metric, the Viasat attack was not a success.

Abstract:: There is a saying: “If you want a new idea, read an old book.” For the authors of the North Atlantic Treaty Organization’s (NATO) new strategic concept looking for a new approach to its core task of defense and deterrence, the best “old books” to consult might be the seven strategic concepts NATO has published since 1949. The first four of these were classified and made public in 1997.1 Since 1991, three concepts have been published openly, the latest in 2010. This paper examines NATO’s first seven strategic concepts to chart the progress of the alliance’s approach to defense and deterrence. The main purpose of doing so is to give today’s leaders and planners a better understanding of their forebearers’ efforts, to learn their lessons, and avoid their mistakes. The analysis also reveals three broad insights that can be applied today: plan against Russia’s maximum intentions; revitalize the sword and the shield; and modernize the sword and the shield.

436. Genomes: The Era of Purposeful Manipulation Begins

Abstract:: The purposeful manipulation of genomes is now possible. Such manipulation has great promise and broad strategic implications; it is creating useful molecules of various sorts and, over time, it could eliminate genetic disease. Like many emerging technologies, genome manipulation could grow into an important economic sector, contributing to a replicating cycle of innovation and enabling the United States to favorably shape its strategic future at home and abroad. Advances in these technologies are fueled by a global commercial and academic community. The United States should ensure that it fully remains a member of that community, but also that key capabilities—such as large, well-curated databases and biofoundries—are created and sustained domestically. The United States needs to rationalize its policy on heritable human genome editing, allowing legitimate types of edits but contributing to international norms against illegitimate ones. A robust biotechnology sector at home would yield many benefits—economic, technological, medical—and provide the critical reservoir of expertise within which national security interests could be secured. The Department of Defense needs to make structural reforms in its approach to emerging technologies, particularly by creating career paths for uniformed practitioners. Otherwise, it will continue failing in its effort to incorporate emerging technologies into its operational concepts, budgets, and programs—leading to diminished capabilities in the United States, particularly as compared to China. In time, falling behind on these key areas of science could lead to many problems, including failures in deterrence and, ultimately, in war.

437. The Need for a New NATO Force Planning Exercise

Abstract:: NATO countries have already provided massive amounts of military aid to Ukraine, deployed additional forces to support the NATO countries that share a border with Russia, improved the Alliance’s ability to rapidly deploy forces forward in a crisis, and worked with key powers like Poland to strengthen its capabilities. NATO has accepted Finland and Sweden as future members of the Alliance, and it has made numerous other short-term adjustments to its force posture that enhance its deterrence and defense capabilities. NATO faces a future, however, where it cannot predict how much territory Ukraine will lose and where it must now view Russia as an ongoing major threat at virtually every level from the limited conventional threats Russia poses to the NATO countries on its border to the major increases in its threat of strategic nuclear forces. NATO cannot continue to treat Russia as a potential partner, and that seems to be an unlikely path forward so long as Putin or anyone like him is in power. NATO also cannot ignore the rise in China’s military and economic power or the prospects of closer Russian and Chinese strategic cooperation. The challenge NATO faces goes far beyond Ukraine. The days in which NATO countries could keep taking peace dividends by cutting their forces, failing to modernize, and failing to adopt new forces of tactics and interoperability are over. NATO cannot deal with the Russian threat in terms of half-measures or by continuing to focus on empty and virtually meaningless force goals like spending 2% of national GDP on defense and 20% of defense expenditure on equipment. NATO needs to act now to look far beyond the short-term priorities of the Ukraine conflict. It needs to revitalize its entire force planning progress. It needs to create effective levels of deterrence and defense capability, while it modernizes its forces to deal with radically new requirements like joint all-domain operations (JADO), emerging and disruptive technologies (EDTs), new precision-strike capabilities, changes in air and missile warfare and defense, and the revival of Russian naval power and the growth of a Chinese blue-water navy. The Emeritus Chair in Strategy has prepared a report, entitled, The Need for a New NATO Force Planning Exercise, that examines how NATO must approach an effective force planning exercise that can give its new strategy real meaning. This report documents the pointless character of NATO’s present emphasis on burdensharing, and it examines the real-world shifts in spending and forces in NATO since 2014, as well as how these changes have affected the national forces in given sectors of Europe.

Defenses for the homeland have largely focused on long-range ballistic threats, while cruise missile defense and other air defense efforts have focused on regional and force protection applications to the exclusion of the homeland. This compartmentalization assumes that battles in one place will only consist of certain parts of the threat spectrum, and battles elsewhere will consist only of others. That lingering dichotomy creates a vulnerability that near-peer adversaries now seek to exploit. In a sense, the homeland-regional dichotomy ignores the fact that North America is a region, too. As with any other region, attacks on assets in North America could be designed to shape the political and military calculus of U.S. policymakers. This report explores the strategic significance of air and missile defense for the homeland, considers principles informing defense design, and develops and costs an architecture based on those principles.

Abstract:: The U.S. Department of Defense's (DOD) massive bureaucracy struggles with the kind of periodic “tech refresh” that has been instrumental to commercial industry success. While it is insulated from market competition within the U.S. economy, the DOD is not immune from the kind of revolutionary, secular, and wide-ranging technological changes happening outside the government. Nor is it immune from the threat of competition with other militaries around the world. In the future, warfighting will only become more complex, even more chaotic, and even faster. The only way for the DOD to stay competitive in a new warfighting environment is to ensure that it uses the most potent weapon available: technology, and more specifically, software. For the United States to retain its dominant position in the future— which is not a guaranteed outcome—the DOD needs a new design and architecture that will allow it to be far more flexible, scale on demand, and adapt dynamically to changing conditions. And it must do so at a dramatically lower cost as it delivers its critical services. This paper provides a blueprint for the way forward.

443. The CNO’s Navigation Plan for 2022: A Critique

Abstract:: There should be a clear difference between efforts to provide unclassified documents that explain and justify U.S. military forces and issuing official reports that are little more than public relations exercises. The U.S. faces major security challenges and the annual cost of U.S. defense is over $760 billion, even if one ignores the cost of nuclear weapons, the Veterans Administration, related activities of the State Department and other agencies, and substantial additional intelligence activity. The effort to shape U.S. forces and strategy must deal with very real threats. They include a Russia that has invaded the Ukraine, a China that is actively seeking to challenge the U.S. in military and economic power, and regional threats like Iran and North Korea. The U.S. must cope with emerging and disruptive technologies that constantly alter the nature of military forces in unexpected ways, support America’s strategic partners on a global level, and deal with near collapse of many arms control efforts and major increases in Russian and Chinese nuclear and long-range strike programs. Far too often, however, the Department of Defense issues documents that are little more than sales pitches – filled with slogans, and that are an awkward cross between a shipping list that borders on being a child’s letter to Santa Claus and a used car commercial. The CNO’s Navigation Plan for 2022 is a case in point. In fairness, does highlight a long list of important points about the threat, and the need to reshape U.S. naval forces, but it comes far too close to burying them in overall and hype. It fails to meaningfully address and justify the cost of the U.S. Navy, to provide any clear picture of the threat, to address the need to cooperate with key U.S. allies, and to provide a clear program for shaping the Navy’s future. It is scarcely unique in failing to provide a clear and meaningful plan. The defense budget requests talk about being strategic documents, but almost all of their contents are shopping lists for individual military services. U.S. strategy documents have become little more than long lists of broad goals and wish lists with no actual plan, program, or budget.

444. Renew SBIR, Just Defend the Recipients against China

Abstract:: An April 2021 internal report by the Department of Defense (DOD) found that companies funded by the DOD’s Small Business Innovation Research (SBIR) program are being targeted by state-sponsored Chinese firms. Based on an examination of a sampling of SBIR award recipients, the Pentagon study concluded that “nearly all cases show that China, not the U.S., is the ultimate beneficiary of DoD and other U.S. government research investments, some of which are significant in size.” The study’s authors cautioned that the study sample was small and that their methodologies warrant review, but their findings are clearly a matter of concern for U.S. policymakers. This justified concern, however, seems to have morphed into quite a different approach. Citing the Pentagon study’s findings, Senator Rand Paul (R-KY), the senior Republican on the Senate Small Business and Entrepreneurship Committee, said in June 2022 that he would not support reauthorizing the SBIR program “without reforms to strengthen research security and stop abusive behavior by bad actors lining their pockets with taxpayer dollars.” In a move unrelated to national security, Senator Paul and several other lawmakers are also seeking limits on the number of awards that can be made to individual SBIR companies. (There is no empirical basis for such a restriction, nor could it be effectively implemented, but the proposed measure emerges anew as SBIR comes up for reauthorization.) The risks, however, are real. The Wall Street Journal reported in July that SBIR and the related Small Business Technology Transfer (STTR) program face “an overhaul or outright extinction” if Congress does not renew their budgets and funding runs out at the end of September. The DOD has already canceled a round of SBIR award solicitations “because of uncertainty over the program’s future.”

445. The Importance of Democracy Promotion to Great Power Competition in Latin America and the Caribbean

Abstract:: There are many reasons to believe democracy and democracy promotion are imperative in the great power competition with China, which is occurring with ever-greater intensity in Latin America and the Caribbean (LAC). LAC has played host to great power competition in previous eras, but in grand strategic terms, competition with China in the twenty-first century is fundamentally different than the rivalry of the Cold War against Soviet Russia. Whereas during the Cold War the United States supported friendly, anti-communist military regimes in LAC, success against China in the twenty-first century will necessitate robust support for democracy, liberal institutions, and democracy promotion. The Kirkpatrick Doctrine—which advocated for supporting “friendly authoritarian” regimes that went along with Washington’s aims—applied so deliberately to LAC during the Cold War, is outmoded and likely to be highly counterproductive today. On the contrary, there are many reasons to believe that successfully countering China in great power competition will be intimately linked to the democratic health of LAC as a region. This is the democracy imperative. This paper begins with background on U.S. policy toward LAC during the Cold War. Then, it places the question of a Kirkpatrick Doctrine for the twenty-first century within the context of great power competition with China and Russia’s invasion of Ukraine, which has prompted the Biden administration to consider re-engaging pariah regimes such as the Maduro dictatorship in Venezuela. The paper will then adumbrate reasons why great power competition with China is fundamentally different than previous iterations of competition against Soviet Russia, which saw U.S. support for anti-communist military regimes.

446. Of Ships and Cyber: Transposing the Incidents at Sea Agreement

Abstract:: Amid the geopolitical crises caused by Russia’s February 2022 invasion of Ukraine, it may seem wildly optimistic—or even bad diplomacy—to consider future arms-control scenarios for cyber operations. However, good policy needs to prepare for the day after tomorrow, and smart policy will look at what has gone wrong today and what can be learned from yesterday. Arguably, one element that may have contributed to rising geopolitical tensions over the past decade has been a lack of clear cyber signals among the main adversaries. This makes it even more urgent to consider what can be learned from past arms-control exercises such as the vaunted Incidents at Sea (INCSEA) Agreement—especially as this accord was conceived in the wake of several of its own perilous crises. In 1962, a lack of agreed signaling protocols nearly led to World War III. According to a riveting account in the 2020 book Nuclear Folly, 1 on October 27, 1962—at the height of the Cuban Missile Crisis—the U.S. Navy cornered one of the few Soviet submarines unaccounted for off Cuba. In an effort to convince the Foxtrot-class B-59 submarine to surface, the destroyer USS Cony employed practice depth charges—which were not accurately identified as such by B-59’s beleaguered crew. When, in the middle of the night, the submarine did indeed surface, a low-flying anti-submarine aircraft dropped flares and pyrotechnics so it could take better photographs. This seemed like an attack to the submarine, and the exhausted captain of B-59 ordered a crash dive and speculated that perhaps the war had already broken out. He gave orders to prepare to launch a 10-kiloton nuclear torpedo at the U.S. Navy task force. It took a near-mutiny by senior officers to stop him. This close call remained unknown until fairly recently. But several more prominent naval incidents throughout 1960s convinced the Soviet Union and the United States that a basic common agreement was necessary, and the Cold War “thaw” of the early 1970s made this possible.

447. Hard Choices in a Ransomware Attack

Abstract:: Ransomware attacks started as a novelty but have now become a clear and present danger to entities of every size and function. The number of ransomware attacks and the price of demanded ransoms have escalated steeply since 2018. Legislation and policy have not kept up. Policymakers have sought to shape the incentive structure for victims to incentivize defense and disincentivize ransom payments. While they are sympathetic to businesses who fall victim to these attacks, which can sometimes be existentially threatening, few policymakers (or their staff) have ever experienced the shock of an attack firsthand and, as a result, are searching with incomplete information for the right combination of carrots and sticks that will help victims and hurt attackers. This report aims to put the reader in the shoes of the victim—the shocking, powerless moment of realization of a ransomware attack. It walks through a set of decisions that victim must make on their worst day and in the weeks to follow. How well an entity succeeds in navigating that peril depends on decisions made well before an attack, so the report also makes recommendations for both government and industry on how to encourage preparation and simple defensive steps.

448. It's Moving Time: Taiwanese Business Responds to Growing U.S.-China Tensions

Abstract:: A new report by the CSIS Trustee Chair in Chinese Business and Economics interprets a formal survey of over 500 Taiwanese business executives, documenting their views about the evolving environment on the island and beyond. The Washington policy community is quite familiar with the views that U.S. and European companies hold toward China, but less clear are the views of Taiwanese companies that are central to the story of the world’s interaction with China. Their opinions have implications for Taiwan’s economic trajectory, cross-strait relations, global supply chains, and the effectiveness of U.S. policy in the region. The report documents that Taiwanese companies are highly concerned about their potential overdependence on the Chinese economy and the possibility of a military conflict. As a result, there is significant support for expanding trade and investment ties via regional arrangements and bilaterally with the United States, as well as for maintaining Taiwan’s technological edge through more spending on research and development and broadening restrictions for technology transfer to China. But perhaps the most noteworthy finding is that Taiwanese companies appear to be moving their businesses at record levels from Mainland China, but also from Taiwan. This report, by Trustee Chair Scott Kennedy, explains how the survey was carried out, then analyzes the sources of Taiwanese companies’ anxieties and the ways they are responding, and concludes by considering the policy implications for all parties involved. The report’s appendix provides a full summary of the original survey results.

History provides a range of historical cases that suggest alternatives to a full-scale invasion. As part of its On Future War series, the CSIS International Security Program adapted six historical cases of coercion China could use to target Taiwan short of a costly amphibious invasion. The report looks back to look ahead, using the logic of historical cases ranging from the 1948 Berlin Airlift to the 1980s Tanker War in the Arabian Gulf to identify ways and means Beijing could use to compel Taiwan. Montenegro’s outgoing Prime Minister, Dritan Abazovic, initially hedged about potential responsibility for the attack, stating on August 26: “We do not have clear information about the organizers… Security sector authorities couldn’t confirm that there is an individual, a group, a state behind [the attack].” Nevertheless, later that same day officials from Montenegro’s national intelligence agency attributed the attack to Russia. They also implied that the attack was related to Montenegro’s support for Ukraine and push for membership in the European Union. Abstract:: Military aircraft engine technology is a qualitative edge for the United States, one enabled by a world-leading industrial base. However, the U.S. Department of Defense (DOD) faces critical decisions regarding the future of engine investments and the industrial base of the F-35. This platform dominates present U.S. tactical aircraft purchases and faces a growing engine modernization imperative. The following questions help inform key debates: How does the DOD prioritize investments in engines compared to other systems? Where is investment targeted? And how can competition best be fostered? Recent years have shown a spike in the purchase of products for military engines amid a decline in research and development (R&D) spending relative to the early 2000s. Military engine R&D is now largely dependent on the Air Force, as the Navy has taken a step back to focus funding on other service priorities. Finally, competition for military engine contract spending has been on the decline as the F-35, with its single-engine option, dominates the procurement landscape. The future of the military engine industrial base will be shaped by the DOD’s choice between spending more up front to introduce competition into the fifth-generation fighter fleet or waiting until the end of this decade as the first sixth-generation fighter is expected to enter production.

454. A World in Crisis: The “Winter Wars” of 2022–2023

Abstract:: t is obvious that the world now faces a wide range of potential wars and crises. What is far less obvious is the level of confrontation between the U.S. and its strategic partners with both Russia and China, the rising levels of other types of violence that are emerging on a global level, how serious these wars and crises can become, and what kind of future could eventually emerge out of so many different crises, confrontations and conflicts, and trends. These issues are addressed in depth in a new analysis by the Emeritus Chair in Strategy at the CSIS entitled A World in Crisis: The “Winter Wars” of 2022–2023. This analysis explores the risk on the basis that war does not have to mean actual military conflict. Here, it is important to note that avoiding or minimizing combat is scarcely peace. As Sun Tzu pointed out in the Art of War well over 2,000 years ago, “war” does not have to involve the use of military force or any form of actual combat. His statement that “the supreme art of war is to subdue the enemy without fighting” applies to every form of major military confrontation and gray area warfare between opposing powers. It recognizes that it is all too easy to predict dire outcomes from the War in Ukraine, the current arms races with Russia and China, and growing levels of violence and confrontation between other states. There is still a case, however, for examining the broader impact of the war, the growing intensity of the arms races with Russia and China, and the current overall patterns of global conflict as the world enters the winter of 2022-2023. It is already clear that this will be a deeply troubled winter in many areas of the globe, that the level of confrontation between major powers has risen sharply, that they do seek to subdue the enemy without fighting, and their rivalry has become the equivalent of political and economic warfare. It is equally clear that the wide range of lower-level conflicts between other powers, their civil wars, and the abuses many governments commit against their own citizens are also intensifying, although many of these conflicts have been going on in some form for years or even decades. In far too many cases, the world is not moving toward peace. It is moving towards repression and war. Accordingly, this analysis argues that the world already faces a series of possible and ongoing “Winter Wars” in 2022-2023 that may not escalate to open military conflict but that are wars at the political and economic level and in competition to build-up more lethal military forces both for deterrence and to exert political leverage. It also shows that these “Wars” already pose serious risks and could escalate sharply and in unpredictable ways for at least the next five to ten years.

Abstract:: Many commentators and officials speculate about Beijing’s plans to compel “reunification” with Taiwan. Much of the existing commentary focuses on how or when a Chinese attack on Taiwan could occur, but there is little discussion of the nonmilitary consequences of such a scenario for China and the world. This brief explores the implications of a Chinese attack on Taiwan based on reasonable, albeit speculative, assumptions. When considered more holistically, the implications of an attack on Taiwan would be grim for Beijing, even if Chinese forces “successfully” capture the island. China would probably be diplomatically and economically isolated from key advanced economies, and Chinese leader Xi Jinping would have to tread a narrow path to avoid dire consequences for China and the Chinese Communist Party (CCP) as a whole. This analysis helps clarify what could be at stake for the world and reaffirms the importance of deterring Beijing from contemplating such an attack on Taiwan.

Abstract:: Many dubbed the Gulf War of 1991 the “first space war” due to the US Armed Forces’ extensive use of satellites. The cyberwar in Ukraine, although it is mostly playing out in the shadows, may be remembered as the first space-cyber war. This policy brief makes the case that states should adopt national policies to defend against threats to space-based assets and applications, such as communications satellites, that are both vital to national security and economic security and increasingly vulnerable to cyberattacks. It is time to explore and identify principles for responsible space-cyber behaviour that would represent a broad multilateral consensus. Identifying these principles may not prevent space-cyber hostilities but could provide “rules of the game.” States would also benefit from encouraging a space-cyber security industry that, beyond protecting against space-cyber threats, has the potential to be a significant growth engine.

Abstract:: France has a historical presence in the Middle East, where it has many interests to defend: the fight against terrorism, the promotion of the arms industry, the dissemination of humanitarian values, etc. To this end, it has a number of resources at its disposal, notably military: French forces are deployed in Iraq, Syria and Jordan as part of Operation Chammal, in Lebanon for the United Nations Interim Force in Lebanon (UNIFIL), and in the United Arab Emirates. This strategic posture, inherited from the history and "Arab policy" of the 20th century, is now being called into question by the geopolitical upheavals in the region. The resizing of the American presence in the Middle East, initiated by the withdrawal from Afghanistan, is accompanied by a growing assumption of responsibility for their own security by local actors. This evolution is embodied, for example, in the signing of the Abraham Accords, which redefine the place of Israel. The American pulling out also allows extra-regional powers such as China and Russia to become progressively involved in the area. These transformations require an adaptation of the French posture in order to position itself as a credible actor in the strategic competition. It is therefore necessary to move away from the sole focus on counterterrorism, which no longer gathers partners, and more broadly to redefine the partnership strategy and the mechanism deployed on the ground. A strengthened interministerial, or even European, dynamic also seems essential in order to mobilize all the levers available to France.

462. Building Bridges over the Blue Pacific: Beyond Marine Protected Areas – A Europe-Oceania Cooperation

Abstract:: The “new scramble for the Pacific” is characterized by a race for the control of maritime space and resources, oscillating between ocean grabbing and ocean commoning. Beyond Marine Protected Areas – A Europe-Oceania Cooperation Download 0.96 Mo This tendency can be seen in the endemic nature of Illegal Unreported and Unregulated (IUU) fishing (estimated in 2016 as 10% of the overall catch in the Pacific Islands Countries – PICs), but also in the multiplication of large Marine Protected Areas (MPAs): delimited areas in which certain human activities such as fishing are restricted to conserve resources (the Pacific hosts the majority of the world’s MPAs). The European Union (EU), as the biggest importer of fish (which imports half of its tuna from the Pacific) and a leader in biodiversity protection, has a key stake in ensuring a sustainable management of these resources. Moreover, Europe has territories in the Pacific (French New Caledonia, French Polynesia and Wallis & Futuna) with large Exclusive Economic Zones (EEZ) that are difficult to monitor and protect in the face of diverse challenges: foreign intrusions, IUU fishing, narcotrafficking and interstate tensions. Hence, ocean governance is one of the seven priority areas of the EU’s Indo-Pacific Strategy. MPAs have been the favorite scheme to manage the maritime space and protect biodiversity & marine resources. Large or small, they can offer minimal or total protection by limiting certain human practices. A loosely defined framework, MPAs allow for a greater control over a designated territory. As such, it is a truly geopolitical object, and is not immune to controversy. This said, MPAs are a key tool for biodiversity conservation, and a vital scheme to achieve the United Nations Convention on Biological Diversity’s call to protect at least 30% of the planet – land and sea – by 2030 (the 30x30 initiative). To be useful and successful, MPAs or other protection schemes need to be considered efficient and fair – hence legitimate. This requires adequate access to scientific data to ensure the process is knowledge-driven and to gauge the effectiveness of the protection measures. Local communities, their economic needs and their traditional knowledge of the ocean, should be taken into account at each stage. Moreover, surveillance should be ensured to deter illegal activities and enforce protection measures. This briefing argues that building two-way bridges between experts, decision-makers and populations in Europe and the Pacific Islands will be extremely beneficial to ensure the effectiveness and fairness of ocean governance schemes. The Pacific needs scientific data that Europe can offer. Europe can greatly benefit from understanding the Pacific Islanders’ needs and learn from local customary practices to protect resources in a more relevant and democratic manner. This participatory, multi-scaled approach would provide new paths towards more efficient resource protection schemes in Europe, too, taking into consideration tools that may not have conservation as an objective, but are effectively sustaining biodiversity. This briefing is based on discussions that took place during the webinar “Are Marine Protected Areas a relevant tool for the Pacific?” organized by Ifri’s Pacific Islands Program on June 21, 2022. Contributions from panelists will therefore be highlighted.

463. France and AUKUS: Bouncing Back to Live Up to Pacific Challenges

Abstract:: Back in September 2021, the announcement of AUKUS – the defense partnership between Australia, the United Kingdom (UK) and the United States (US) was a shock to Paris. Not only it meant the brutal conclusion of a submarine deal signed in 2016, but it also provoked a major breach of confidence in France’s relations with its three key partners – shedding crude light on the divergences of approaches regarding the best way to salvage the rules-based order and address the China challenge. This initiative, intended to be a coordinated response to the Chinese expansion in the Indo-Pacific, called into question France’s strategic positioning in the region. One year after, however, AUKUS does not seem to have marked a major turning point regarding the French strategy in the Indo-Pacific, especially in the Pacific. After an immediate aftershock, France's bilateral relations with Washington, Canberra and to an extent London gradually recovered. Political and strategic discussions at the Shangri-La Dialogue in June 2022, the recent visits of the Australian Prime minister and minister of Defense in France and numerous bilateral calls at the end of Summer between French and Australian political and military leaders have pointed to a positive dynamic for an improved strategic cooperation in the region. Rather than prompting a radical change in the France's Indo-Pacific strategy, AUKUS highlighted a fault line between the strategic/political rhetoric level and the operational level of defense cooperation regarding the French engagement in this region. The multiple maritime security and climate change challenges in the Pacific Islands region require France to cooperate closely with its regional partners, starting with Australia, and continue to promote effective multilateralism. In addition, the growing risks of high-intensity conflicts in the vicinity of the Pacific Islands region, particularly in the Taiwan Strait and/or in the South China Sea, require for France to speed up the strengthening of its interoperability with its regional allies in the coming years and probably to decide on the role it would like to - and be able to - concretely support its own interest and allies.

Abstract:: Since the turn of the century, we have seen conflicts emerge, stabilize, and deteriorate as the world has shifted towards a period of post-colonization and globalization. In the past two decades, we have seen the rise, fall, and resurgence of the Taliban in Afghanistan. We have seen the near-century-old conflict in Palestine-Israel and Jammu-Kashmir heighten with civilian lives at stake. Myanmar marched forward with a democratically elected leader yet fell victim to a military coup d’état. The COVID-19 pandemic brought a multitude of conflicts, impacting individual countries and the global world on three levels: political, economic, and social. This global health crisis brought to the forefront a new type of diplomacy: health diplomacy. The current status of these conflicts, amongst others, pushes us to question the traditional nature of diplomacy and understand what must be done to reconfigure diplomacy for the next era. This year’s issue seeks to serve as a discourse on the failures and the future of diplomacy processes. The twenty-third volume of the Journal contains seven articles on a variety of different conflicts and current diplomacy processes, serving either as case studies or recommendations. The first four articles focus on traditional diplomacy processes and the last four focus on health diplomacy. Richard M. O’Meara analyzes the cases of wars in Afghanistan and Ukraine, arguing that not only is it crucial for practitioners and scholars to understand the beginning and end of war, but that we they must also understand as well as the conduct of battle. Examining the historical and legal definition of preventative diplomacy, Sylvia Paola evaluates the contemporary approaches and non-traditional security threats to preventative diplomacy, focusing on Mexico’s strategy for preventive diplomacy during its time as a United Nations Security Council member. Alluding to the possibility of peace in the South Asian subcontinent, Claude Rakisits outlines a three-step grand plan to carve the path to a free and demilitarized Jammu and Kashmir. Utilizing a 1½ track dialogue, focusing on the rights of self-determination, Rakisits posits that the resolution of the issue of Jammu and Kashmir, as a result, lead to peace between Pakistan and India. William Maley explores why “regional solutions” to refugee crises, especially in the case of Australia, may not be the answer to solving the refugee problem because of the influence of a state’s domestic politics favoring itself over the good of the people. When these traditional modes of diplomacy fail, what comes next? As Stephen F. Sener and Matthew J. Martin explore this same question, their answer is: health diplomacy. Focusing on past efforts of health diplomacy, Sener and Martin offer solutions to contribute to global health diplomacy and expand on how this will become a lifeline for state relations. As vaccination continues to be a key driver in the discourse of health diplomacy, Ivelaw Lloyd Griffith studies the gap in vaccine diplomacy dynamics in relation to the power players and the nature of their investment in a combination of humanitarianism and geopolitics. With the diplomatic arena expanding beyond nation-states, it is key to take into consideration the influence of non-state actors such as pharmaceutical companies and multi-lateral organizations. Ilan Kelman examines the potential for health diplomacy during the COVID-19 pandemic from a disaster diplomacy perspective, analyzing its impact on peace, cooperation, and diplomacy between countries. His analysis suggests that while pandemic-related actions may complement existing peace and cooperation efforts, COVID-19 alone is unlikely to lead to new and sustainable diplomatic initiatives for a more peaceful future. As the world continues to grapple with conflicts, traditional modes of diplomacy are being challenged, and health diplomacy is emerging as a critical element in state relations. The articles presented in this volume provide insights into the complexities of various conflicts and offer recommendations for practitioners and scholars alike. It is clear that diplomacy in the next era must be reconfigured to adapt to the changing global landscape, and health diplomacy must be embraced as a vital component of state relations.

Abstract:: Saudi Arabia’s security-oriented approach to Yemen has foundered. The Saudi-led coalition has failed to defeat the Houthis militarily or to restore the government the group toppled. Moreover, Saudi militarization of the border with Yemen has damaged the Yemeni economy—with negative consequences for Saudi Arabia. Crucially, Saudi Arabia’s security is contingent on Yemen’s stability and economic prosperity. As such, Riyadh should contribute to reviving Yemen’s moribund economy, both in the borderlands and in the inland agricultural sector.

Abstract:: Terrorism has been used as a form of combat for centuries. Over the years, the tools used by terrorists have evolved. While attacks with cold weapons still take place, nowadays terrorists also use explosives, machine guns, guided missiles and increasingly often drones. The present growth of the arms market has led to terrorist groups being heavily militarized, as they can successfully acquire modern weapons and subsequently use them in their attacks. This state of affairs has directly affected the security of states and societies, and subsequently became a principal subject of discussion on international security forums. Contemporary global terrorist threats also harness artificial intelligence that supports weaponized robots, missiles, as well as clusters of killer drones. This narrative arose a few years ago, indicating that terrorists may have a vastly greater array of options at their disposal because they may cooperate with some states that would back them up. The chance for terrorist organisations to gain access to artificial intelligence technologies only increased due to the global competition surrounding it. Due to this potential spreading, terrorists will have a chance to operate weapons supported by AI. These events then merge into a deeply concerning scenario which conceivably may have to be confronted. The threat of terrorist organisations possessing and using swarms of drones does not seem to be very distant.

Abstract:: In the third brief in our Germany and Baltic Security series, Margarita Šešelgytė and Emilė Indrašiūtė examine Germany’s approach to the EU’s Common Security and Defence Policy and the broader question of Europe’s strategic autonomy and consider whether Germany’s policies align with Baltic views. Following Russia’s 2014 illegal annexation of Crimea and intervention in eastern Ukraine, Germany not only strengthened its contribution to NATO’s collective defence and deterrence, but also took a greater role in shaping EU security and defence policies, a field it had previously shied away from. Germany’s involvement was instrumental in ensuring that the EU’s Permanent Structured Cooperation was implemented in a form that is more palatable to Estonia, Latvia, and Lithuania, and that the debate on European strategic autonomy was broadened and blunted to be more in tune with Baltic positions. Germany’s policy positions on European defence are unlikely to shift dramatically under Chancellor Scholz. Estonia, Latvia, and Lithuania will continue to look to Germany to balance France’s ambitions during its Presidency of the European Council and beyond.

Abstract:: In the fourth brief in our Germany and Baltic Security series, we turn our attention to the meaning of Germany’s bilateral relationships. Here, Marko Mihkelson examines the German-US relationship. The health of this relationship is vital for Baltic security, but it has sometimes been turbulent. Berlin’s refusal to support Washington’s invasion of Iraq caused a deep and long-lasting fracture. More recently, their relations have been troubled by Donald Trump’s attacks on Germany, especially over defence spending and the trade imbalance, and by energy politics. To the surprise and disappointment of the Baltic states, President Biden, looking to restore US-German relations, cancelled the Trump administration sanctions that had prevented the completion of the Nord Stream 2 pipeline. With Russia again threatening Ukraine, what to do with Nord Stream 2 is now a question for Germany’s new chancellor. Meanwhile, there is little to suggest that Berlin will meet Washington’s expectations for improving defence spending any time soon and diverging US and German policies towards China present fresh challenges to their relationship. It Is vital that Germany recognises, when it deals bilaterally with the US, that it is unavoidably acting as a representative of its European allies too.

472. The Contours of a New Western Russia Strategy

Abstract:: In this Brief, Kristi Raik explores the profound changes in the EU’s and NATO’s Russia strategy following the invasion of Ukraine. Russia is now approached as an adversary and existential threat not just to Ukraine, but to European and international rules-based security order. She highlights two major factors – enhancing Ukraine’s and NATO’s defence vis à vis Russia and isolating the Russian economy from the West – as key elements of an emerging new Western strategy. First, military force is now seen as an essential element in containing and pushing back Russian aggression. A considerable increase of NATO’s presence on its eastern front and extensive military aid to Ukraine both indicate a new approach. The previously widely held view that European security was improved by constraining Western military presence and involvement in Russia’s neighbourhood has proved untenable. Second, the EU and more broadly the West is reassessing its economic ties with Russia. The post-Cold War Western belief in positive economic interdependence as a tool to promote not just economic development and liberalisation, but also the spread of democracy and peace, is broken. The EU’s dependence on Russian fossil fuels has turned into a geopolitical vulnerability that the Union is gradually trying to diminish through sanctions.

473. Geopolitics of Europe’s Hydrogen Aspirations: Creating Sustainable Equilibrium or a Combustible Mix?

Abstract:: Discussions about hydrogen’s role in the transition to carbon-neutral economies and the EU’s Green Deal seldom include consideration of geopolitical aspects and/or national security imperatives. However, given the importance of energy as a factor in global and regional geopolitical trends and national security, hydrogen development will reshape not only energy relations between countries but will also alter the broader geopolitical picture. While elevating new aspects of geopolitical interplays, such as the importance of technology and regional clusters, hydrogen development might also unwittingly transplant present-day challenges—such as excessive dependence on the energy supply from hostile powers—into the carbon-neutral future. Since Europe’s energy sovereignty and geopolitical role in its neighbourhood could be at stake, the nexus of geopolitics, energy security and hydrogen development should be given serious attention. At the same time, the transformative socioeconomic impact of energy transition will create winners and losers within and between nations, which in some cases will have national security implications; hydrogen development could offer ways to mitigate this. This report focuses on exploring the impact that the European Union’s ambitions and plans for hydrogen development—including an expansion of its infrastructure in the form of the European Hydrogen Backbone—on its geopolitical position up to 2040. It first looks into the greater detail of the EU Hydrogen Strategy and how it links with the Energy Union, as well as with European strategic autonomy and energy sovereignty issues. It finds that hydrogen development—alongside the growth of the renewable energy sector—offers a great opportunity to reduce the current exposure to hostile actors through the energy sector that often hampers Europe’s ability to act as a geopolitical force in its neighbourhood. However, it also warns that the lack of unity and coherence currently afflicting the Energy Union, and manifest in such recent controversies as the Nord Stream 2 undersea gas pipeline from Russia to Germany before Russia’s invasion of Ukraine in 2022, could potentially weaken such a positive geopolitical impact of hydrogen. Although hydrogen development requires Europe to draw upon external suppliers, the fact that this supply can come from many countries provides a significant opportunity for diversification and reducing the potency of energy supply as a geopolitical weapon. In this regard, two directions stand out in the EU’s neighbourhood—Ukraine in the east, and the Mediterranean along with the Middle East and North Africa (MENA) to the south. Both have huge potential for playing major roles in the European hydrogen supply chains, and their cultivation by the EU would provide many opportunities both to strengthen the EU’s influence in its neighbourhood and to build new partnerships. Certainly, neither of those directions comes without risks and downsides: political instability and armed conflicts, poor governance, unstable investment environment, water scarcity, and in some cases dependence on the hydrocarbons industry for income will be significant factors hampering the efforts to unlock their potential. Ukraine in particular will require sustained reconstruction efforts to tackle the massive devastation caused by Russia’s war. This will divert resources and attention, but transforming its energy sector and developing its hydrogen production base could still be important strands of these efforts. Europe’s own potential for domestic hydrogen production is another direction that this report looks into as a way to disentangle from the present-day geopolitically toxic dependencies and enhance its energy sovereignty. The Baltic states and Finland represent an interesting case study on how hydrogen could underpin a regional cooperation cluster with a high degree of integration—one of the new characteristics of the hydrogen era that will have geopolitical implications. The report, however, finds that different national perspectives on hydrogen, lack of coordination, and certain issues of trust arising from recent failures of solidarity and unity when tackling the regional nexus of energy security and geopolitics might hamper future regional cooperation in hydrogen. The hydrogen economy also offers some important benefits in managing national security challenges at the national level. In Estonia, the loss of the fossil fuel-based industry in the highly sensitive north-eastern region of Ida-Virumaa will be a socioeconomic blow to the local population. This report highlights how the vulnerability of the region, dominated by the Russian-speaking ethnic minorities who are already highly exposed to Russia’s malignant influence activities, could imperil Estonia’s energy transition and its national security. Creating a national hydrogen cluster in this region, drawing upon its industrial infrastructure and human capital, could mitigate the consequences of decarbonisation and energy transition. However, these considerations do not seem to receive sufficient attention from the government and energy businesses when drawing Estonia’s hydrogen map of the future. The report recommends that various stakeholders in the EU—including those behind the European Hydrogen Backbone—continuously monitor and assess the geopolitical risks, especially in terms of their impact on European energy sovereignty, when creating and managing new hydrogen-related interdependencies with the regions and countries outside the EU. The report urges the EU to support energy transition and necessary market and governance reforms in post-war Ukraine and the MENA countries to facilitate their emergence as crucial and reliable partners in hydrogen value chains. The report also recommends closer coordination and common planning between hydrogen stakeholders of the Baltic states and Finland when forming a regional cluster of hydrogen supply that would contribute to European energy sovereignty. Last but not least, it suggests that, for national security and resilience reasons, Estonia should focus more attention on the Ida-Virumaa region when developing its national hydrogen roadmap.

He concludes that Russia has so far failed—at least in part due to Ukraine’s progress in cyber security and defence—to deliver the effects it desired in its cyber attacks against Ukraine.

He assesses that the loss of the air defence and command functions associate with the flagship Moskva and the damage to other ships that carry land-attack missiles has eroded Russia’s ability to maintain sea control and reduced its naval-based strike capabilities. He concludes that what Ukraine really needs is direct naval assistance.

Abstract:: ICDS is introducing a series of policy briefs “Germany and the Security of the Baltic States”. In the first brief, introducing the series, Toms Rostoks sets out in broad terms what Estonia, Latvia and Lithuania would like Germany to contribute to Baltic security and assesses the prospects for achieving this. Germany plays a major role in the security of the Baltic region and, especially, of the Baltic states. Although the Baltic states would favour Germany taking an even more prominent role, there are obstacles to this due to its very different views on issues such as military power, Russia and European defence integration. Germany’s military power is, by policy choice, limited. Its willingness to use that power, even for the purposes of deterring Russia, is still more limited. More broadly, Germany seems to assume that the worst excesses of Russia’s behaviour can be tamed through dialogue and interdependence. European defence cooperation, however, offers an opportunity for Germany to build a stronger military without raising concerns about its actions. In the long term, the Baltic states expect Germany to play a robust role in the region and to more efficiently counter Russia’s policy, but in the short-term their objective would be to ensure that Germany’s commitments to their security do not decrease.

Abstract:: In the second brief in our “Germany and the Security of the Baltic States” series, Justinas Juozaitis considers Germany’s contribution to NATO from a Baltic perspective and looks at what might change under Chancellor Olaf Scholz. Germany’s contribution to NATO’s collective defence and deterrence, including in the Baltic region, is substantial, but does not match what might be expected given its economic strength. The Bundeswehr already struggles to meet its commitments to the Alliance and recent increases in the defence budget have not translated into major improvements in capability. Germany will most likely not meet in full the promises it has made to enhancing collective defence. Even then, the new government will have to face decisions that will be unpopular with the public, and within their own coalition. Germany’s continued political support for deterrence in the Baltic region will likely continue, but its own military contribution will probably be smaller than promised.

478. Turkey's Response to the Russia-Ukraine Crisis

Abstract:: On October 26, 2021, Ukraine’s Ministry of Defense released video of a TB2 unmanned combat aerial vehicle (UCAV) striking a separatist D-30 howitzer in Russian-occupied Donbas. The strike was Ukraine’s first confirmed use of the now ubiquitous TB2, the Bayraktar-manufactured drone that the Turkish military has used to great tactical effect in Syria, Libya, and Nagorno-Karabakh. The Turkish-Ukrainian defense relationship is understudied, but it could become an important factor in how Russian elites view North Atlantic Treaty Organization (NATO) support for non-member Ukraine, and be used to justify an invasion to assuage Moscow’s concerns about a US-allied military presence along its borders. The Turkish support for Ukraine is not the main driver of Russian discomfort about the future of Ukraine. The TB2 is also not a decisive game changer, and the use of UCAVs is almost certain to have little impact on how Russian leadership weighs risk during debates about the efficacy of armed conflict in a neighboring state. Nevertheless, Turkish-Ukrainian defense ties are worthy of deeper study, precisely because Ankara’s relationships with Kyiv and Moscow have a secondary impact on American interests in Eastern Europe. The Turkish-Russian relationship is marred by bureaucratic distrust, which is papered over by a very functional leader-to-leader dynamic that enables the two Black Sea neighbors to cooperate and manage numerous regional conflicts. The Turkish-Ukrainian dynamic, in turn, is part of a broader Turkish effort to establish itself as an independent actor, committed to pursuing a foreign policy that often clashes with much of the NATO alliance. This paper will explore Turkish-Russian and Turkish-Ukrainian relations; the reasons for Turkey’s efforts to “fence sit” and establish itself as a neutral political actor in the Black Sea; and what these efforts portend for US interests in the region.

479. How the Intervention in Kazakhstan Revitalized the Russian-led CSTO

Abstract:: The Russian Federation-led Collective Security Treaty Organization (CSTO) has existed for nearly 30 years, and, during all that time, it had never sent troops into a conflict zone in one of its members states. CSTO members Armenia and Kyrgyzstan had requested assistance in the past, but the organization did not send help as those situations were not part of the CSTO mandate. Faced with unrest that broke out in early January 2022, Kazakhstan’s government requested CSTO assistance to fend off what Kazakhstan’s president said was a threat to the country’s sovereignty from tens of thousands of terrorists. For the first time, the CSTO answered a call for aid and deployed some 2,500 troops to guard key facilities in Kazakhstan—but only in a few cities, and for less than two weeks. It looks now like there were no terrorists, and Kazakh President Kassym-Zhomart Tokayev’s call for help was not to save his country, but to save himself from elements in the government that were trying to oust him. That makes the CSTO decision to deploy forces more intriguing, as it appears the organization did not send the force to Kazakhstan to defend that country’s sovereignty, but to defend Tokayev and preserve a government that was friendly towards Russia.

480. Serbia on Edge

Abstract:: The time has come to openly regard the Republic of Serbia for what it is: A stalwart Russian and Chinese ally run by a semi-authoritarian government that proactively pursues ideologically irredentist territorial expansion in the Western Balkans. Today’s Serbia poses a threat to regional and transatlantic security. Under President Aleksandar Vučić’s Serbian Progressive Party (SNS), the Serbian government is rapidly building its military, overtly backing ultranationalist provocateurs in neighboring states, cementing Belgrade’s ties to Moscow, and consolidating partnerships with the People’s Republic of China (PRC). Integral to its efforts to actualize the “Greater Serbia” ideology, Serbia’s and Russia’s Orthodox Church leadership cooperate closely and in concert with their political counterparts. Without a significant Westward shift in its orientation, Serbia will continue on an authoritarian trajectory aligned with U.S. adversaries. Contemporary Serbia presents a quandary for U.S. and European strategists and policymakers. A genuinely democratic and Euro-Atlantic-oriented Serbia has been sought by Brussels and Washington alike. Yet, decades after Yugoslavia’s violent dissolution and related North Atlantic Treaty Organization (NATO) interventions in the 1990s, most Serbians reject NATO cooperation and are lukewarm towards the European Union (EU). Consequently, the U.S. and its democratic allies in Europe are less able to leverage prospective memberships as a means of transatlantic integration. Further complicating relations with Serbia is Aleksandar Vučić’s overt embrace of Beijing and Moscow. The depth of Serbia’s growing dependence on those powers jeopardizes U.S and European security on multiple fronts. The Vučić government’s enduring endorsement of ultranationalist narratives and their subversive purveyors continues to intensify discord in Bosnia and Herzegovina, Montenegro, and North Macedonia. Its military build-up is gravely disconcerting; Belgrade responds only with specious explanations. The country’s ever-greater reliance on Russian oil and gas as a client and transit state for Gazprom, Russia’s state-owned energy giant, puts it at odds with Brussels, Washington, and several Central-Eastern European capitals. Belgrade and Beijing’s economic, technological, and increasingly military cooperation accelerates as the Chinese Communist Party (CCP) further entrenches itself in southeast Europe. In sum: Serbia’s expanding alignment with authoritarian powers and regional anti-democratic forces reflects its illiberal worldview and disabling narrative of national victimhood. Western policymakers persistently view Belgrade’s government with the misunderstanding that, given the right incentives, Serbia will moderate, democratize, and gradually integrate into transatlantic institutions. This assumption is misguided. It diminishes, if not excludes, the need for a national reckoning among the Serbian people. As with post-war Germany’s Willy Brandt, Serbia needs courageous and sincere leadership to acknowledge past sins and move the nation forward. For example: A genuine Kniefall von Warschau event could spur an honest discussion among Serbian peoples about the atrocities committed during Yugoslavia’s dissolution. Whatever the catalyst, a broad acknowledgment of past crimes against humanity is categorical if Serbia is ever to become a democratic and open society. Without it, Serbs will remain disproportionately susceptible to domestic irredentist forces fed by malign foreign powers set on keeping the Western Balkans removed from the transatlantic community. Until such a national reckoning, Western decision-makers should adopt a more pragmatic approach to relations with a Belgrade government dismissive of genuine transatlantic partnerships. For as long as Pan-Serb ultranationalism is considered by Serbia’s leaders to be acceptable in political discourse, the kind of genuine democratic values and institutions shared within the transatlantic community will remain unrealized. Accordingly, the U.S. and its European allies should encourage Serbia to focus on itself, not its neighbors. In that vein, Western policymakers would be wise to stop expecting a breakthrough in Kosovo-Serbia status negotiations. It has become an empty dialogue that only keeps Kosovo locked outside of international institutions and other benefits of recognized statehood. A revised approach should also discontinue pushing an ineffective EU integration process as the primary means of democratically transforming Serbia.

481. China's Security Management Towards Central Asia

Abstract:: In the early years of diplomatic relations between the People’s Republic of China and Central Asian countries (roughly 1992-1999), bilateral security discussions strictly focused on the then-looming influence of a Uyghur-led independence movement in Xinjiang. Chinese officials directly asked Central Asian states to not support the East Turkestan Movement, orienting the issue as a regional mutual security interest. While concerns for stability in Xinjiang continue as the foundational drive towards deepening security relations with Central Asian states, new security interests have entered discussions since the late 2010s as expanded bilateral trade brought new issues, such as investment security and corruption-fuelled anti-China sentiment. Also, domestic issues in Central Asia, concerning leadership transition, economic decline, and nationalism, expanded the Chinese discussion of the role of Islam in politics and implications on Xinjiang’s stability. To address these interests, Chinese security engagement in Central Asia has steadily expanded. Within and beyond the Shanghai Cooperation Organization (SCO), multilateral dialogue on security issues have been regularized among all ranks of Central Asian security officers. The SCO has conducted annual security exercises since 2010, though the size of deployment, focus, and scope have changed. Between 2010 and 2019, the SCO created five expert groups to coordinate regional law enforcement agencies in order to address specific security issues. However, in comparison, bilateral security engagement remains more diverse. The number of meetings is increasing, and their formats are becoming more efficient. There are joint patrols and operation, regular military exercises pre-pandemic, short-term training and long-term military degree programs in China, transfer of security equipment, construction of security infrastructure, and the presence of Chinese private security companies. Kyrgyzstan and Tajikistan are the two most responsive countries towards welcoming these initiatives. In addition to multilateral and bilateral security engagement, the PRC has increased its military capacity in its western region. More emphasis has been placed on increased combat readiness, as well on the condition and human capacity on the border. While some areas of existing security cooperation are productive in meeting security goals, such as consensus over non-tolerance of Uyghur independence supporters and tightening illegal cross-border activities, two problems persist. First, while the PRC to an extend desires a regional approach to security, deliverables are more visible as the outcome of bilateral cooperation in Central Asia. These regional efforts are meant to deter any Central Asian governments from making independent assessments and forming their own foreign policy on Xinjiang without PRC participation. Second, language remains the most difficult operational obstacle to overcome. The dominance of the Russian language cements a substantial cultural and operational gap between the armies. So far, Central Asia-PRC cooperation has been a pragmatic, opportunistic choice—a choice that Central Asian leaders made due to the absence of comparable committed engagement from other major powers. Moving forward, in order to balance PRC security engagement, Central Asia’s strategic significance must be independently considered outside of its role in securing Xinjiang for the PRC.

482. Northern Afghanistan and the New Threat to Central Asia

Abstract:: The contest for control of northern Afghanistan between the Taliban, the Islamic State, and other terrorist groups is a major security concern for the states of Central Asia. Since the U.S. withdrawal from Afghanistan in August 2021, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan have relied on the Taliban to prevent non-state actors from operating in northern Afghanistan and launching cross-border attacks. In recent months, however, the Islamic State has bombed mosques near the border with Central Asia, and claimed to have launched a rocket attack into Uzbekistan. The deteriorating situation in the region demonstrates the limits of Central Asian states’ security strategies, and highlights that they have few options in dealing with a new threat on their border.

483. Security Challenges in the Eastern Mediterranean

Abstract:: On May 2–3 2022, the Konrad-Adenauer-Stiftung Syria/Iraq Office and the Foreign Policy Research Institute convened a panel of foreign policy experts for a dialogue on security challenges present in the Eastern Mediterranean. The first day addressed state fragility in the region and how this phenomenon intersects with systemic security issues, including climate change, maritime issues, and migration. The second day of dialogue addressed military issues, including Russian naval modernization, US-Russian regional retrenchment, and how each country views the other’s long-term regional ambitions. Additionally, the conversations in the second day covered European regional security views and how the broader US-Russia rivalry impacts thinking on the continent amidst the current crisis landscape. In each panel, two guest speakers shared their subject matter expertise on the focus topic and a dialogue followed brief presentations. The entirety of the event was conducted under Chatham House Rule, wherein the participants could share views and opinions freely. As a result, findings from these conversations can be more transparent than traditional formal dialogues in traditional diplomatic channels. In this report, we share the consensus highlights and points of contention which came from the discussions. As the nature of Chatham House Rule protects the identity of our participants, below are a few areas of expertise found among those involved in the dialogue.

484. The Art of the Possible: Minimizing Risks as a New European Order Takes Shape

Abstract:: Russia’s war on Ukraine is poised to bring into being a new European security order. Although the last eight months have been full of surprises, that new order may very well be marked by unstable standoffs, buildups, and dangerous activities and incidents between both Ukraine and Russia and Russia and Ukraine’s Western backers. These will risk ever more dangerous crises, all with the threat of nuclear war looming. The last eight years of military deployments, near-simultaneous exercises, and other proximate activities by Russia and NATO offer some hints as to what this future may look like. These, notably, were undertaken not to prevent an escalation in Ukraine but to deter NATO from attacking Russia and vice versa. During this time, discussions about a return to conventional arms control in Europe to mitigate the dangers of military activities gained little traction with policymakers, and the agreements and arrangements that had been in place continued to deteriorate and dwindle. In late 2021, as Russian forces massed on Ukraine’s borders, the West offered Russia a return to conventional arms control solutions. Russia countered with demands that NATO return to its 1990s-era force posture and eschew any further enlargement, and then proceeded to roll its tanks into Ukraine. During the tense months prior to Russia’s invasion, the conventional arms control mechanisms that remained, such as the Vienna Document, made it possible to call out Russia’s buildup, but not reverse it or prevent attack. Although there is little logic and less appetite for new arms control deals now, an end to fighting in Ukraine will create new imperatives to make Europe safer than it is today. While sanctions can limit Russian capacity to some extent, they may well be inadequate to prevent substantial buildups. For this reason, NATO members and their partners should be thinking in advance about how they could limit Russian capabilities via negotiated arrangements with robust verification measures and repercussions for violations. Once the shooting stops in Ukraine, deals such as these could make a more secure Europe, bolstered by more reliable deterrence, attainable.

485. Post-shipment On-site Inspections and Stockpile Management Assistance: Bridging Gaps

Abstract:: Post-shipment on-site inspections and international assistance in physical security and stockpile management (PSSM) have different scopes and objectives. On-site inspections allow exporting states to check exported military materiel to ensure that the importer is complying with its commitments, while PSSM assistance aims to improve states’ weapons and ammunition management systems. However, both instruments allow foreign specialists to visit a state’s weapons and ammunition storage facilities and enable information gathering to assess their integrity and identify possible diversion risks. This SIPRI Policy Brief highlights how building informal linkages between these instruments, especially with regard to states and actors that conduct inspections and are involved in funding or implementing PSSM assistance, could contribute towards establishing more comprehensive forms of post-shipment cooperation. In addition, applying lessons learned from PSSM assistance in terms of gaining access to states’ facilities, cooperating with the beneficiary importing states, and identifying limitations and opportunities associated with the use of tracking technologies could help to address some of the challenges encountered when conducting on-site inspections. PSSM assistance programmes could also include modules to raise awareness about on-site inspections and be a source of expertise that could assist states when implementing these controls.

486. The Challenges of Data Collection in Conflict-affected Areas: A Case Study in the Liptako-Gourma Region

Abstract:: Conducting research in the Sahel has become more challenging over the past 10 years, and the continuing deterioration of the security situation has restricted access to many areas. This SIPRI Insights paper provides an overview of the main challenges for researchers when conducting data collection in conflict-affected areas. The paper employs a case study of a humanitarian protection project that SIPRI has been working on in the Liptako-Gourma region. The project was designed in collaboration with the Danish Refugee Council (DRC) and three local research partners: the Centre for Democratic Governance (CGD) in Burkina Faso, Point Sud in Mali and the Laboratoire d’Études et de Recherche sur les Dynamiques Sociales et le Développement Local (LASDEL) in Niger. Using the case study, the paper identifies and outlines how the project addressed specific challenges. The paper also highlights key considerations for researchers to take into account when carrying out data collection and fieldwork in conflict zones. Evidence-based research can influence humanitarian and development initiatives and support shifts in policy and programming. The bottom-up research approach gives a voice to communities and alternative perspectives and advances evidence-based solutions that are locally driven, meaningful and sustainable for target populations.

487. Gender Dimensions of Climate Insecurity

Abstract:: Gender is a traditionally under researched dimension in scholarship on climate and security. However, as recent research has noted, it is a variable that cannot only shape how different groups of individuals are affected by climate-related security risks. Gendered norms and power structures can also increase or mitigate the likelihood of climate-related security risks. This SIPRI Insights contributes to the growing body of research on gender, climate and security by analysing the gender dimensions of the four pathways of climate insecurity featured in past SIPRI studies: (a) livelihood deterioration, (b) migration and changing mobility, (c) tactical considerations of armed groups and (d) elite exploitation and resource mismanagement. It reviews literature to highlight how gender can influence resilience and risk for different groups of men and women within the pathways. Where relevant, it also discusses how gender may serve as an instigating factor for the respective pathways. The paper stresses the need to critically understand the different and interlinked experiences of diverse groups of men and women in the pathway contexts and to ensure equal leadership and participation of all affected groups in addressing climate-related security risks.

Abstract:: West Africa is widely cited as a hotspot of climate change and insecurity. This SIPRI Insights uses a systematic literature review of academic research to build a better understanding of the relationship between climate change and violent conflict in the region. Its findings are structured around four established ‘pathways’ of climate insecurity: (a) worsening livelihood conditions; (b) increasing migration and changing pastoral mobility patterns; (c) tactical considerations by armed groups; and (d) elite exploitation of local grievances. The literature review highlights a number of important variables in the relationship between climate change and violent conflict in West Africa: maladaptation to livelihood insecurity; migration away from climate-exposed areas; escalating farmer–herder conflicts; and sometimes weak, sometimes divisive, sometimes exploitative governance. Despite these findings, the literature review reveals current research and policy discussions on climate change and violent conflict in West Africa are informed by a very limited amount of academic research.

489. CPLP: the first twenty-five years

Abstract:: The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

490. A New and Better Security Order for Europe

Abstract:: Far-reaching changes in the global balance of power and Europe’s security environment call for a new U.S. strategy toward Europe—for the benefit of Americans and Europeans alike. European states should take deliberate steps toward autonomy in defense, which the U.S. should foster by reducing its military presence in, and security commitments to, Europe, gradually and in coordination with its NATO allies. The eventual goal should be to eliminate permanent U.S. military deployments in Europe. Europe, particularly France and Germany, possesses the material wherewithal to balance Russia’s military power. What Europe lacks is the motivation, something it will not acquire so long as it can count on a blanket, open-ended American commitment. Europe’s stability and security demand a regional order into which Russia—the continent’s strongest single military power—is eventually integrated, rather than one from which it has become progressively alienated. The post-Cold War crises over Ukraine arose from complex circumstances; but one of them has been the absence of a pan-European security order that extends from the Atlantic to the Urals and contains provisions for engagement with Russia, including arms control and crisis management, as well as confidence-building measures designed to reduce the risk of war. Restructuring Europe’s security order to promote European strategic autonomy will improve, not harm, trans-Atlantic relations and cooperation. The U.S. and Canada are bound to Europe by centuries-old ties—historical, cultural, and economic. While the extent and nature of these ties will necessarily change over time, their existence does not depend on an American willingness to serve indefinitely as Europe’s prime defender.

491. NATO Should Defend Europe, Not Pivot to Asia

Abstract:: In 2021, the U.K., France, and Germany deployed 21 naval ships to the Indo-Pacific with a stated aim of helping the U.S. shoulder the burden of collective security and sustaining the “rules-based international order.” Naval deployments by the U.K., France, and Germany are symbolic and unlikely to affect the balance of power in Asia. A European pivot to the Indo-Pacific draws scarce attention and resources away from defense issues in Europe. Instead of encouraging Asian forays, the U.S. should encourage its European allies to assume primary responsibility for European security, freeing the United States to focus on the Pacific, if needed.

492. How Militarily Useful Would Taiwan Be to China?

Abstract:: The military value of Taiwan to China should be viewed in the aggregate. There are detriments that could come with seizing the island in addition to advantages for China’s military position. Taiwan is likely to be of greater utility to China in consolidating its hold over the East and South China Seas, as opposed to projecting power deep into the Pacific Ocean. Basing sensors on Taiwan would enhance the effective range of China’s anti-access and area denial (A2/AD) capabilities against mobile targets, like U.S. aircraft carriers. The technical deficiencies of Chinese nuclear submarines will limit the advantages of occupying Taiwan in terms of undersea warfare, but there could be gains with respect to operation of China’s conventionally powered submarines. Depending on the depth of resistance China encounters, force requirements for permanently garrisoning Taiwan could place major stress on Chinese military and security forces.

493. Hypotheses on the Implications of the Ukraine-Russia War

Abstract:: Structural realism is a useful tool to examine the implications of the war in Ukraine for global politics. Because structural realism emphasizes the anarchic nature of international relations, it suggests the war is unsurprising, a reminder that states still compete for security, sometimes violently, and the prudent will prepare for it with tools for self-preservation. The realist lens also sees lessons for nuclear deterrence: The prospect of mutual nuclear destruction constrains great power war and has limited U.S. and NATO support for Ukraine. Other states may take note and seek their own nuclear deterrents. The war demonstrates some limits of economic interdependence, which not only failed to pacify Russia, but also left Russia exposed to economic coercion, in a way both it and China may look to avoid in the future. Other important lessons for states from a realist perspective include the importance of military power—large, capable armies and the enduring advantages of defensive warfare, especially when infused with nationalism. The war leaves the “liberal international order,” a byproduct of the eroding post-Cold War U.S. power position, looking threadbare, but it is thus far reviving the U.S. Cold War coalition—a less liberal grouping—which could prove useful in dealing with China.

494. Questions Concerning Finnish Membership in NATO

Abstract:: Admitting Finland into NATO constitutes a permanent defense commitment by the alliance. In the case of the United States, it also entails a further extension of its nuclear umbrella. Such moves warrant a fulsome public debate, not a rush to action. Consideration of the defensibility of Finland must take into account a revitalized, long-term Russian threat, not just the force currently mired in a grinding war in Ukraine. More thorough discussion is needed about Finland’s capacity to defend itself and the level of outside support it would require from NATO and, specifically, the U.S. military. Regardless of whether it admits Finland, NATO should support it in any future crises with Russia. But the nature of that support changes depending on whether Finland is an alliance member or not, with attendant implications for the level of risk NATO incurs. U.S. forces cannot be everywhere at once. New, permanent security commitments in northern Europe need to be examined relative to other U.S. global priorities.

495. Implications of a Melting Arctic

Abstract:: Melting ice is making the Arctic more accessible, which in turn may affect three key issues in the region—militarization, maritime trade, and natural resource development. U.S. security interests in the Arctic remain deterring an attack on the United States and NATO allies and ensuring the lawful use of Arctic waters. The United States can secure both at minimum cost and risk. Greater accessibility does not increase threats emanating from the Arctic, so the United States does not need to do more militarily to ensure its security. Militarization absent threats could lead to a destabilizing security dilemma. Trans-Arctic maritime trade routes and natural resource development present potential economic opportunities; however, both still face significant challenges that limit their near-term viability. The United States should be vigilant to Russian and Chinese activity in the Arctic and avoid overreacting or reflexively mirroring their behavior. A U.S. Arctic strategy built on the reality that the United States enjoys a strong conventional and nuclear deterrent, a robust network of Arctic allies, and favorable geography, is the best avenue to protect U.S. interests and keep the Arctic at peace.

496. Liberty’s Doom? Artificial Intelligence in Middle Eastern Security

Abstract:: The surge of artificial intelligence (AI)-enabled technologies has triggered global debates on the potential risks and opportunities of the use of these technologies to enhance societies’ prosperity, security and well-being while ensuring human control and safeguarding fundamental rights. In the area of security, AI has the potential of making key sectors, such as predictive policing, counter-terrorism or border management more efficient, just and humane. At the same time, the risks inherent to AI in the security sector have raised numerous concerns regarding surveillance and data protection, human rights and civil liberties, or the prospect of an arms race in autonomous weapons systems, which have overshadowed debates on opportunities. The Middle East and North Africa (MENA) region presents particular challenges in this equation. On the one hand, the region’s myriad security challenges could greatly benefit from a booster in security-related problem-solving efficiency. On the other, ethical and legal considerations gain particular weight in a region largely governed by authoritarian rulers and with a weak rule of law, as these conditions prevent thorough AI governance and the necessary checks and balances to avoid authoritarian abuse of the ample opportunities presented by AI. This collection attempts to approach the questions and dilemmas raised by AI in Middle Eastern security through a European policy lens. Zooming in on AI in border management, surveillance, defence and regulation, exploring both risks and opportunities of this set of technologies for the fragile security of the MENA region, each chapter draws conclusions for future European Union (EU) policy and cooperation with MENA partners on AI.

497. Al-Shabab in Mozambique: Taking Stock of an Insurgency Under Cover

Abstract:: Since the first attack in October 2017, Mozambique has been confronted with an extremist insurgency called Ansar Al-Sunna Wa Jamma (ASWJ), also known as Al-Shabab (not to be confused with Al-Shabab in Somalia). The alleged Jihadists targeted the Mozambican coastline and have carried out indiscriminate attacks in the Northern province of Cabo Delgado, with the capture of coastal towns Mocimboa Da Praia in 2020 and Palma in 2021 being important markers for the insurgents. The intense five-year conflict has resulted in 4,000 people dead and 800,000 Internally Displaced Persons (IDP), roughly half of the province. The identity of the insurgents has become subject for debate among policy makers and researchers, raising questions about whether the group is primarily a local insurgency or whether there are tangible links to Jihadism in other areas of Africa and the Middle East.

498. Protecting Civilians From Those Who Should Protect Them

Abstract:: As violent attacks targeting civilians in the Sahel region of West Africa are mounting, allegations of abuses perpetrated by Sahelian armed forces share the news with attacks committed by non-state armed groups. This brief analyses the main shortcomings within the governments of Mali, Burkina Faso and Niger with regard to ensuring meaningful Protection of Civilians (PoC) from their own security and defence forces. It finds that formal, structural measures to address state security forces’ abuse of civilians is lacking in all three states, although some promising initiatives to build trust between security forces and civilians have been held on a local level. On a regional level, the OHCHR-mandated Human Rights Compliance Framework, which has partially been adopted by regional force Force Conjointe – G5 Sahel (FC-G5S), represents an example of a mechanism that could ensure better protection of civilians both for the region, and on a national level. However, the advent of Russian paramilitary group Wagner in Mali and the most recent massacre of civilians in Moura is challenging all optimistic forecasting.

499. Who’s Been Making “African Solutions”? Mapping Membership Patterns in the African Union’s Peace and Security Council

Abstract:: This year marks the 20th anniversary since the establishment of the Peace and Security Council (PSC) of the African Union, the AU’s principal decision-making body for promoting peace, security, and stability in Africa. This brief examines the patterns and trends that have emerged during the past two decades of PSC elections and finds that African governments persistently elected autocrats and states experiencing violent conflict to serve on the PSC, thus undermining the AU’s principles. This pattern risks skewing PSC decision-making in unhelpful ways, undermining effective crisis management, and making it difficult to uphold the AU’s stated norms and principles.

500. The EU as a Soft Power Superpower: Why a Green Marshall Plan for the Sahel Is Imperative

Abstract:: This research paper argues that the European Union should roll out a European Green Marshall Plan for ecosystem restoration and local governance in the Sahel region, located between the Sahara to the north and the Sudanian savanna to the south. Ecological degradation and related climate change put mounting pressure on the region. In combination with cyclical resource-related conflicts and the presence of terrorist and insurgent groups, this has created an increasingly volatile situation. European security and stability are indirectly at stake. The EU’s ‘Old War’ footing and support for illegitimate, corrupt, and autocratic governments to ‘mow the lawn’ of terrorists and insurgents fails to address and often undermines fundamental human security needs in the region. The authors propose a remodelling of EU foreign and security policy to shift focus from current securitization efforts towards facilitating a green, bottom-up transition that empowers local communities’ ecological stewardship by using their existing knowledge, skills, and dynamics, and Farmer-Managed Natural Regeneration (FMNR). Failure to make these changes toward a human security-centred approach means the EU’s current security and climate-related policies risk further undermining rather than contributing to regional security.
