601. Consumer Detriment: Counting the Cost if Consumer Problems

Abstract:: Every year, millions of UK consumers suffer from some form of consumer detriment, be it a delayed delivery, substandard service or the purchase of a faulty item. Such experiences are a familiar feature of everyday lives, but quantifying the scale and impact of these experiences for UK consumers in a systematic way is a complex task. This research project takes account of the monetary and time costs of consumer detriment, as well as compensation, to arrive at a considered estimate of total net cost for the UK population. This valuation incorporates three core elements. Firstly, it calculates the direct monetary costs borne by consumers who experience problems. These might be cash outlays caused by the problem itself (for example, when a broken toy is simply written off or when a poorly fitted boiler causes knock-on problems that have further costs) as well as any resulting loss of earnings. Secondly, it calculates the value of any leisure time given up by the consumer in experiencing or attempting to resolve the issue, so-called ‘time costs’, which might include things like time wasted on a delayed train, or time spent in a phone queue to get through to customer services. Thirdly, it calculates any compensation payments awarded in light of any claims made by the consumer, and subtracts these from the monetary and time costs described above. This approach seeks to present a comprehensive picture of UK consumer detriment, both larger and smaller problems.

Abstract:: The G-20—a forum of 20 of the world’s largest economies—has a record of ambivalence on the topic of climate change. One case in point is the disconnect between the group’s efforts to address climate risks and its efforts to reduce the shortfall in global infrastructure investment. On one hand, the G-20 is aware that investing in projects that are high-carbon or vulnerable to the physical effects of rising temperatures carries risks that could have a destabilizing influence on the global economy. On the other hand, the G-20 is seeking to narrow the infrastructure gap in the absence of a guiding principle that infrastructure investments must be climate-compatible. 603. Global Safe Haven Bonding Foreign and Domestic Owners of the U.S. Public Debt

Abstract:: This paper offers new theoretical and empirical insights to explain the resilience of the U.S. Treasuries market as a safe haven for global investment. Going beyond the standard systemic explanation, the paper highlights the importance of domestic politics in reinforcing the safe haven status of U.S. Treasury securities. In particular, the research shows how a formidable “bond” of interests unites domestic and foreign owners of the public debt and works to sustain U.S. power in global finance. Foreigners who now own roughly half of the U.S. public debt have something to gain from their domestic counterparts. The top one percent of U.S. households that dominate domestic ownership of the U.S. public debt have considerable political clout, thus alleviating foreign concerns about the creditworthiness of the U.S. federal government. Domestic owners of the U.S. public debt, in turn, have something to gain from the seemingly insatiable foreign appetite for U.S. Treasury securities. In supplying the U.S. federal government and U.S. households with cheap credit, foreign investors in U.S. Treasuries help to deflect challenges to the top one percent within the wealth and income hierarchy.

Abstract:: France’s policy at the Paris Peace Conference has long been characterised as a bid to destroy German power and to secure a dominant position in the post-1918 European political order. The strategy and tactics of French premier Georges Clemenceau are nearly always contrasted with those of American president Woodrow Wilson. Clemenceau is represented as an arch cynic and committed practitioner of Realpolitik while Wilson is depicted as an idealist proponent of a new approach to international politics. The earliest, and one of the most extreme, articulation of this view was advanced by John Maynard Keynes in his Economic Consequences of the Peace. In what remains the most influential book ever written about the peace conference, Keynes characterised Clemenceau as a French Bismarck and the chief advocate of a ‘Carthaginian peace’.1 This judgement has reverberated through the historiography of the European international politics ever since.2 This general picture misses important dimensions to French planning and thus to the possibilities for peace in 1919. The evidence reveals that the peace programme of the Clemenceau government was much more open-ended and innovative than is generally recognised. French negotiators did propose a highly traditional project to overthrow the European balance of power by detaching the Left Bank of the Rhine from Germany and placing this region under permanent occupation. But there were other currents in French planning and policy that have been neglected. The French peace programme, as it emerged in February-March 1919, was a complex combination of power political calculation and an ideological commitment to a democratic peace based on new principles of international politics. Alongside the aim of territorial adjustment and a weakening of German power was a thoroughly trans-Atlantic conception of a democratic post-war order that allowed for the possibility of political and economic co- operation with a reformed and democratic Germany. The flexible and fundamentally multilateral character of this ‘larger strategic design’ overlapped with prevailing internationalist visions of peace and security in ways that have been missed by most scholars. French policy was much more ambiguous than Clemenceau was later willing to admit. Along with his chief lieutenant André Tardieu, he would spend much of the 1920s denouncing the failure of successive governments to impose the letter of the Versailles Treaty.4 But this post-war posturing has done much to obscure the complex character of his government’s peace programme.

606. Antimicrobial Resistance as an Emerging Threat to National Security

Abstract:: Growing rates of antimicrobial resistance (AMR) pose a threat to public health that could undo many of the medical advances made over the last seventy years, eroding the global medical safety net and posing a significant threat to national security. Diseases once eliminated by a single course of antibiotics show drug resistance, often to several different classes of drugs. Some of the implications of increasing rates of AMR are intuitive, such as longer duration of illness, extended hospital stays, and higher rates of mortality. But other effects of a postantibiotics world are less obvious, such as the inability to perform life-saving operations or the ability for a simple scratch on the arm to kill. Humanity could soon find itself living in a reality in which communicable diseases such as tuberculosis, cholera, pneumonia, and other common infections cannot be controlled. This potentially catastrophic problem still can be abated, and the global health community, including the World Health Organization (WHO), has highlighted AMR as a priority in global health. But all sectors of the international community, not simply those in public health, need to take immediate steps to reverse the current trends and eliminate the systematic misuse of antimicrobial drugs, especially in livestock, and restore the pipeline of new antimicrobial drugs. The significant health and economic costs of AMR are difficult to quantify due to incomplete data that often underreports the extent of the problem, since there are no standard metrics or consensus on methodology to measure rates of AMR. But even the piecemeal statistics that exist paint a bleak picture. In a 2013 report, the US Centers for Disease Control and Prevention (CDC) reports at least two million Americans acquire serious infections to one or more strains of AMR bacteria annually, and at least 23,000 people die of these infections.1 A 2008 study estimated the excess direct costs to the US medical system attributable to AMR infections at $20 billion, with additional estimated productivity losses to be as high as $35 billion.2 With the increase in resistant infections and continuing rise in medical costs, the cost to the American medical system no doubt also has increased. This trend is not a uniquely American problem; it is truly global in scope. The European Union (EU) reports about 25,000 deaths annually due to drug-resistant bacteria, at an overall, combined cost of $2 billion in healthcare costs and productivity losses.3 There were over 14.7 million incidents of moderate-to-severe adverse reactions to antibiotics each year between 2001 and 2005 in China. Of these, 150,000 patients died annually.4 The most recent available data on China estimates that treatment of AMR infections during that same time period cost at least $477 million, with productivity losses of more than $55 million each year.5 A 2005 study of the United Kingdom (UK) found that the real annual gross domestic losses due to AMR were between 0.4 and 1.6 percent.6 Although slightly outdated, this estimate may be a useful guide in assessing the global impact of AMR, and given the trend of increasing resistance, it is likely that the impact will also increase accordingly. That said, it is prudent to repeat that the disparities in the quality of data reporting standards across China, the United States, the United Kingdom, and the European Union make it difficult to directly compare the severity of the impacts AMR has on each entity. The primary cause of AMR globally is antibiotic overuse and misuse, be it from doctors inappropriately prescribing antibiotics to treat viral infections or individuals seeking over-the-counter antibiotics for self-treatment. But another driver, less obvious than overuse in humans, is the use of antimicrobials in livestock, and the ratio of use in animals as compared to humans is astounding. In the United States, about 80 percent of all antibiotics are consumed in either agriculture or aquaculture. Generally, these drugs are administered to livestock as growth promoters and are medically unnecessary. Resistance in livestock quickly spreads to humans, and many community-acquired infections are the result of a contaminated food supply. Although most infections are acquired in the community, most deaths attributed to resistant infections occur in healthcare settings, and healthcare-acquired (or nosocomial) infections are another driver of AMR. At this point, AMR does not pose an immediate and direct threat to national security. Rather, this is a creeping global security crisis. If current trends continue, these drugs upon which the world relies will lose effectiveness. The gains made in fighting infectious diseases will be reversed, and a wide range of routine surgeries and easily treatable infections will become much more dangerous and deadly. This will cause the health of the world's working population to deteriorate, and the economic productivity and social cohesion of the globe to decline. At any time, a “black swan” event—triggered by an outbreak of drug-resistant tuberculosis, cholera, or pneumonia, for example—could prove catastrophic, endangering the fabric of societies and our globalized economy, forcing a stop to international trade and travel to prevent further spread. The issue of AMR is a tragedy of the commons in which individual incentives lead to the overuse and eventual destruction of a shared resource. International cooperation is required to walk back from this ledge and avoid a postantibiotics world, even though it is impossible to completely reverse the damage already done.

607. European Defense Trends: Briefing Update

Abstract:: The European defense market, though impacted by lethargic economic growth and painful fiscal austerity measures, continues to be a driver in global defense. Five of the fifteen biggest military spenders worldwide in 2013 were European countries, and Europe remains a major market for international arms production and sales. Surges in military spending by Russia, China, and various Middle Eastern countries in recent years has augmented the defense landscape, especially as European countries in aggregate continue to spend less on defense and the United States embarks on a series of deep-striking budget cuts. This report analyzes overall trends in defense spending, troop numbers, collaboration, and the European defense and security industrial base across 37 countries. To remain consistent with previous reports, this briefing utilizes functional NATO categories (Equipment, Personnel, Operations and Maintenance, Infrastructure, and Research and Development) and reports figures in constant 2013 euros unless otherwise noted. Many of the trends identified within the 2012 CSIS European Defense Trends report continued into 2013, namely reductions in topline defense spending, further cuts to R spending, and steadily declining troop numbers. Though total European defense spending decreased from 2001-2013, with an accelerated decline between 2008 and 2010, select countries increased spending2 between 2011 and 2013. Collaboration among European countries has decreased in the R category; however, it has increased in the equipment category – indicating increased investment in collaborative procurement. Defense expenditure as a percentage of total government expenditure has decreased across Europe from 2001-2013 with the exceptions of Albania and Estonia. An updated CSIS European Security, Defense, and Space (ESDS) Index is included within this report and exhibits a shift in geographic revenue origin for leading European defense firms away from North America and Europe and towards other major markets between 2008 and 2013. Finally, a brief analysis of Russian defense spending is included in the final section of this report in order to comprehend more fully the size and scope of the European defense market within the global framework. In 2013, Russia replaced the United Kingdom as the third largest global defense spender, devoting 11.2 percent of total government expenditures to defense. This briefing report concludes with summarized observations concerning trends in European defense from 2001 to 2013. CSIS will continue to follow and evaluate themes in European defense, which will appear in subsequent briefings.

Abstract:: Thomas Piketty's Capital in the Twenty-First Century is a tour de force—a compelling and accessible read that presents an eloquent and convincing warning about the future of capitalism.* Capitalism, Piketty argues, suffers from an inherent tendency to generate an explosive spiral of increasing inequality of wealth and income. This inegalitarian dynamic of capitalism is not due to textbook failures of capitalist markets (for example, natural monopolies) or failures of economic institutions (such as the failure to regulate these monopolies), but to the way capitalism fundamentally works. Unless the spiral is controlled by far more progressive taxation than is now the norm, the political fallout could undermine the viability of the successful “social state” (p. 471) in the advanced economies, putting the democratic state itself at risk.

Abstract:: Whichever party or parties form the next UK government, a Strategic Defence and Security Review (SDSR) is expected to begin soon after the general election in May. The review might be a 'light touch' exercise—little more than a reaffirmation of the SDSR produced by the coalition government in 2010. It seems more likely, however, that the review will be a lengthier, more deliberate exercise and one which might even last into 2016. For those most closely engaged in the process the challenge is more complex than that confronted by their predecessors in 2010. The international security context is more confused and contradictory; the UK's financial predicament is still grave; security threats and challenges will emerge that cannot be ignored; the population's appetite for foreign military engagement appears nevertheless to be restricted; and prevailing conditions suggest that the risk-based approach to national strategy might be proving difficult to sustain. Two key questions should be asked of the review. First, in the light of recent military experiences, what is the purpose of the United Kingdom's armed forces? Second, will SDSR 2015–16 sustain the risk-based approach to national strategy set out in 2010, and if so how convincingly? Beginning with a review of the background against which SDSR 2015–16 will be prepared, this article examines both enduring and immediate challenges to the national strategic process in the United Kingdom and concludes by arguing for strategic latency as a conceptual device which can complement, if not reinvigorate, the risk-based approach to national strategy and defence.

Abstract:: This article argues that there has been an increasing convergence of the discourses of terrorism, radicalization and, more lately, extremism in the UK and that this has caused counterterrorism to lose its focus. This is particularly evident in the counterterrorism emphasis on non-violent but extremist ideology that is said to be 'conducive' to terrorism. Yet, terrorism is ineluctably about violence or the threat of violence; hence, if a non-violent ideology is in and of itself culpable for terrorism in some way then it ceases to be non-violent. The article argues that there should be a clearer distinction made between (non-violent) extremism of thought and extremism of method because it is surely violence and the threat of violence (integral to terrorism) that should be the focus of counterterrorism. The concern is that counterterrorism has gone beyond its remit of countering terrorism and has ventured into the broader realm of tackling ideological threats to the state.

Abstract:: The 'Five Eyes' alliance, led by the United States, spends close to 100 billion dollars a year on intelligence. This review article argues that western countries are distinguished by their sophisticated approach to the making of intelligence-led national security policy. Political leaders and policy-makers who access this sensitive material are often involved in elaborate systems that constitute part of the core executive and which seek to task and improve the intelligence leviathan. Western intelligence therefore has a 'central brain' that devotes considerable energy to both analysis and management. By contrast, in the majority of other states around the world, the orientation of intelligence has often been inward facing, with a high priority given to regime security. Some would suggest that intelligence has been an important component of western power projection, while others would argue that this process has been over-expensive and has under-delivered, not least in the last decade. Either way, the debates about development of the central intelligence machinery that supports western security policies are of the first importance and fortunately this discussion has been advanced by the appearance of several valuable new studies: these are discussed in this review article.

Abstract:: The shadow banking system was defined in 2007 by Paul McCulley, the managing director of Pacific Investment Management Company, but it began to receive significant attention in the immediate aftermath of the GFC. Since the beginning of the financial crisis in 2008, the regulatory agencies of different countries, international organizations and think tanks have all carried out in-depth research into shadow banking and have released a series of results. Regulatory reforms have also addressed shadow banking, the most important of which is the US Dodd-Frank Act of 2010, which aims to restrain the expansion and risk taking of shadow banking in the United States. The United Kingdom and the European Union have also adopted reforms and built up a supervisory system to track the risks of the shadow banking system.

Abstract:: During his first visit to Warsaw after re-election as prime minister of the UK, David Cameron found an ally in support of one of his ideas to reform the EU. Rafał Trzaskowski, the Polish minister for Europe, speaking on behalf of the Polish government, officially endorsed the British position to strengthen national parliaments in EU policymaking. Yet, the proposals to date either require treaty changes or are merely technical adjustments. In fact, much more could be achieved by enhancing the mechanisms of inter-parliamentary cooperation within the existing scope of the treaties. Although this would play very well with the current institutional climate of better regulation and more transparency, it also requires a genuine political will on the side of EU institutions and Member States, which seem to be the missing link.

Abstract:: Over the last 14 years of war, our military developed incredible relationships both within and outside the Department of Defense. The concept of the Joint Force reached its full potential as we relied on one another in places such as Iraq and Afghanistan. We learned how to effectively integrate the talents of our Special Operations Forces and conventional forces on the battlefield. We integrated with other government agencies on the battlefield, ranging from the CIA to USAID, moving the concept of “one team, one fight” forward. We even worked closely with non-governmental organizations (NGOs) and humanitarian organizations, often finding ourselves in similar areas with similar goals. As we continue to downsize in Afghanistan and our efforts in Iraq remain at the advisory level, my biggest fear is that we forget the lessons we have paid for with the blood and sweat of our brothers and sisters. It is absolutely critical that the military retain the myriad lessons learned from these 14 years for future conflicts. Toward the goal of capturing important lessons learned, Transparency International UK’s Defence and Security Programme has published the valuable handbook, “Corruption Threats and International Missions: Practical Guidance for Leaders.” This well-written and easy-to-use document will be invaluable to leaders of any organization conducting operations in areas where corruption exists, but especially for our military leaders of today and tomorrow.

Abstract:: Corruption, instability, and conflict tend to go hand in hand. Twelve of the fifteen lowest-ranking countries on Transparency International’s Corruption Perceptions Index are currently experiencing violent insurgencies, extremist activity, or other signs of deep-seated instability. [1] Systemic, embedded corruption is a thread that runs through such seemingly disparate events as the outbreak of the Arab Spring, the conflict in Ukraine, the failure of the Malian army in 2012, the growth of Boko Haram in Nigeria, and the retreat of the Iraqi security forces in the face of ISIS. However, the effects of corruption are not limited to exacerbating the risk of conflict; corruption also makes it more difficult for states to respond to threats and for international institutions and other actors to offer effective assistance.[2] Assistance to fragile and failing states tends to include two types of engagement: international peacekeeping and/or stabilization operations and defense capacity building (i.e. assistance to the recipient states’ security forces). But without anticipating and mitigating the risks that corruption poses, the international community risks the intent of security assistance being subverted, the assistance wasted, and the success rate of stabilization operations being severely impaired. In particular, misappropriation of funds, vanishing resources, and a reliance on malign power-brokers can irreparably damage the operational success of a mission. This article is based on the research investigating the international community’s approach (or lack thereof) to tackling corruption in Afghanistan carried out by Transparency International UK’s global Defence and Security Programme (TI-DSP) and based on over 75 interviews with civilian and military officials. This work is supported by insights from TI-DSP’s long-term engagement in the Building Integrity training for the Afghan National Army and Afghan National Police.[3] In the resulting report, we argue that corruption has had a significant impact on ISAF mission success and that the international community’s reaction to corrupt practices was too little, too late. We point to three main ways in which corruption and uncontrolled money flows can diminish the effectiveness of the mission and offer a planning and risk assessment framework as the first step toward addressing corruption risks on operations...

Abstract:: The new European Parliament (EP) elected in May 2014 is facing a state of emergency in Europe. As 2014 draws to a close, austerity policies and the threat of populism are jeopardizing the present and the future of the European project. Unemployment rates in Europe are double the unemployment rate in the US and growth in the Eurozone is expected to fall below 1% in 2015. Although “the worst of the crisis” would appear to be behind us, Europe continues to be vulnerable to further economic shocks going forward. In fact, the EU could well be teetering on the brink of a third recession, the immediate threats on the horizon being current deflationary trends and a growing periphery crisis that is already manifest in Greece and could well spread to France and Italy. There is much uncertainty about the short- and medium-term future. It is not clear whether institutions such as the EP or the European Central Bank (ECB) will exercise their powers to the limit in order to counterbalance those of the governments of Member States and the Council, whether and when Germany will step up and assume a more active role in Eurozone stimulus, whether some kind of reform of the Lisbon treaty is in the cards or what kind of solutions will be provided to countries like Greece whose economies remain on the verge of collapse. ECB Governor Mario Draghi’s July 2014 speech in Jackson Hole, during which he strongly emphasized job creation rather dwelling on inflation and alluded to the possibility of implementing demand-side policies, structural reforms linked to a rise in 5 productivity, and enhancing competitiveness on a basis other than lower labour costs, was a very good sign. More recently, ECB authorities announced a new round of quantitative easing (QE) to take place in early 2015, and EC President Jean Claude Juncker made a commitment to devote €315 billion to infrastructure as part of his investment plan. Although we cannot expect a radical shift in economic policy any time soon, at least a minimal “Brussels consensus” if the EU is ever to put itself on the sure track towards a sustained recovery, structural reforms will need to be accompanied by fiscal stimulus. The time looks ripe for revising the economic policies that failed to achieve the objectives for which they were devised: pulling Europe out of the crisis and accelerating growth and employment. The time also looks ripe for a deep political and institutional shift: restoring the role of EU institutions – mainly the EP and the Commission – in forging the destinies of European citizens. If we accept the viewpoint that the EP is the institution that best embodies the concept of a European democracy built on the will of average citizens, the question we must subsequently ask ourselves whether the incoming EP elected in May 2014 will be able to bring about the change of tack that Europe needs. If viewed from a strictly quantitative perspective, the final outcome of the May elections was less damaging than originally feared. The European People’s Party once again won a majority (with 221 seats compared to 265 in 2009), and the breakdown for the rest of the parties and groups, in order of representation, was: the Progressive Alliance of Socialists and Democrats (191/184); the Conservatives and Reformists (70/51); the Alliance of Liberals and Democrats (67/84); the Greens (50/55); the European United Left (52/35), the Non-attached Members group (52/27) and the anti-Union Europe of Freedom and Democracy (48/32). Voter turnout across the EU fell very slightly from the 43% registered in 2009 to 42.5% in May, but did not break the crucial “psychological barrier” of 40%. 6 Table 1. Current distribution of seats and Parliamentary Groups in the EP (2014- 19 legislature) Source: Europarl http://www.europarl.europa.eu/elections2014-results/en/electionresults-2014.html If one takes a tally of only the seats now held by the traditional “big three” (the European People’s Party, the Socialists and the Liberal-Democrats), it is obvious that the pro-European forces still enjoy a solid majority in the EP – a very welcome majority in the sense that it signals that a majority of European voters continue to believe in a more united Europe, even in the context of the current economic, social and institutional crisis. The good news, therefore, is that there may be a sufficient “critical mass” in favour of going forward with the integration process rather than reversing it. Moreover, if the big three are successful in building ad hoc alliances with other parties such as the European Left and the Greens regarding a social and economic platform for a better Europe, it might even be possible to muster a majority willing to go even further in a federalist direction. However, these new distribution figures reveal only a small part of the entire story. Firstly, they should not keep us from recognizing the qualitative significance of the rise of a heterogeneous group of anti-integration and anti-European forces in the EP that represent a growing number of Europeans willing to cast their votes for Eurosceptic, nationalistic, populist, or xenophobic parties. The rising tide of Eurosceptics and Europhobia within the EP could well be perceived as a potential Trojan horse that could eventually undermine the stability of the EU and its very existence. Even if divided by 7 country, ideology, opportunity and other criteria and unable (or unwilling) to forge strong, sustained parliamentary coalitions, taken together, these forces hold 170 out of 751 seats in the current EP – an impressive 22%. The number of MEPs of the French National Front increased from 3 in 2009 to 24 in 2014, the new German right-wing antiEuro party Alternative for Germany (AFD) won 7 seats, and UKIP - which won the popular vote in Britain - moved up to 24 (from 13 in 2009). The situation is more worrying if we take into consideration that an overwhelming number of European citizens (almost 58%) did not go to the polls to vote. Had they chosen to make their voices heard, their vote would have supposed a turning point for Europe in one direction or another. Secondly, Euroscepticism and Europhobia are also having a considerable impact on the national politics of Member States (MS), and the most alarming examples of this phenomenon have surfaced in the major, “hard core” countries upon which European construction heavily depends such as France, Italy, Germany, or even for that matter, the UK. What these diverse parties ultimately have in common is their fierce defence of national sovereignty. They have reached the point of setting national policy agendas throughout the EU. As of the end of November 2014, the National Front was still ahead in voter intention polls in France, the AFD was gaining support according to polls conducted in Germany, and similar surveys in the UK showed that support for the anti-immigration UKIP was holding strong. The rise of UKIP is putting David Cameron’s government under intense pressure to hold a referendum on Britain’s exit from the EU. The victory of Matteo Renzi’s centre-left Democratic Party in the May EP elections does not obscure the fact that the fiercely populist and Eurosceptic Five-Star movement remains the largest party in the Italian Chamber of Deputies since February 2013. Sweden’s xenophobic Democratic Party could hold the key to governance in that country after the March 2015 elections. For the first time, a majority of citizens in both France and Germany regard the EU as a problem. Parallel to these developments, the anti-Muslim street demonstrations are becoming more and more frequent in Germany and the Netherlands. Should the economic situation in Europe worsen, the diverse range of tensions originating in northern and southern MSs, not to mention the tensions between them, could ratchet support for populist movements to dangerously high levels.

Abstract:: In the years since the 2000 Nuclear Non-Proliferation Treaty (NPT) Review Conference, NPT nuclear weapons states have engaged in consequential transparency measures about their stockpiles of nuclear weapons and materials. The level of transparency thus far achieved, however, has proven uneven in terms of the types and amounts of information released and in terms of the frequency of those releases—and most importantly, has not contributed significantly to fulfillment of these states NPT commitments. Nuclear weapons states should reassess the scope of their transparency efforts to date and consider expanding the types of information that they reveal to provide international assurances and achieve gains in support of the nuclear nonproliferation regime. This paper identifies particular steps that these states could take to fulfill the desire for greater transparency that move beyond declarations of the number and status of nuclear weapons and nuclear materials. In particular, it focuses on how transparency can be expanded about the operational practices and protocols that govern the day-to-day management of their military nuclear materials—their warheads, weapons components, and material stockpiles—and how transparency in this area would contribute to fulfilling their disarmament and nonproliferation commitments.

Abstract:: In May 2013 Barclays Bank in the UK announced it was shutting down the accounts of four Somali Money Service Businesses (MSBs) includ- ing Dahabshiil, the largest remittance company operating in the Somali regions. Following international uproar, and a Somali diaspora-led grassroots campaign, the UK government took on the task of setting up an Action Group on Cross Border Remittances and a Somali-UK Safer Corridor Pilot Project with the aim of finding a durable solution to the problem. Two years later, however, the Safer Corridor Project has collapsed. Legal remittance flows persist, albeit in a fragile and precarious environment. This paper provides a brief update on the Safer Corridor Initiative, its challenges, and how the money transfer sector has been adapting to the process.

630. Ensuring Deterrence against Russia: The View from NATO States

Abstract:: Russia’s military actions in 2014 and 2015, particularly in Crimea, Ukraine, and Syria, have upended expectations among NATO members about their security and the future course of NATO-Russian relations. In response, many of the NATO states bordering Russia have argued for reinvigorating NATO’s deterrent capabilities after two decades of drawing down conventional and nuclear forces in the immediate post-Cold War era. At its 2014 summit in Wales, NATO agreed to a number of short-term measures to bolster the alliance’s conventional deterrent, dubbed the Readiness Action Plan. But as the standoff with Russia has continued, some analysts—particularly in the United States—have argued for additional deterrence measures, including in the nuclear realm. In response, researchers from the James Martin Center for Nonproliferation Studies of the Middlebury Institute for International Studies at Monterey travelled to the NATO front-line states of the Czech Republic, Estonia, Lithuania, Poland, Romania, and Turkey to assess the perceptions of governmental and nongovernmental experts regarding how NATO should respond to Russian actions, with an emphasis on how nuclear issues should be addressed. Our research also included meetings with experts in Germany, the United Kingdom, and the United States, as well as a thorough review of existing literature in the field on issues such as Russia’s new military approach and US nuclear weapon policies—past, present, and future. It was conducted with the aim of providing analysis and recommendations to NATO states in advance of the July 2016 NATO summit in Warsaw. The following report highlights the key findings of this research, provides analysis on a country-by-country basis, and concludes with recommendations for consideration in Warsaw.

Abstract:: The increasing feminization of Zimbabwean migration is part of an overall increase in migration from Zimbabwe since 1990 – primarily to destinations in South Africa and the UK, though Zimbabweans now live in countries throughout the world. There are currently three to four million Zimbabwean cross-border migrants, or about 25 percent of Zimbabwe’s total population of twelve million. Most Zimbabweans leaving the country in the last two decades have been forced to do so because of economic and political instability, and it is women who have experienced the most dramatic changes in patterns of migration. Based on interviews with twenty-three Zimbabwean women migrants, this study seeks to explain the dramatic increase in the number of women who have migrated to work outside of Zimbabwe, and the impact of women’s migration on family structures and gender roles.

Abstract:: Legal transplants scholarship has thoroughly examined the transnational diffusion of legal institutions. Although Article 38 of the Statute of the International Court of Justice acknowledges that international law draws upon domestic legal systems, the exchange of legal institutions between states and international law has yet to receive similar treatment. This article highlights the process of vertical diffusion – that is, the borrowing of legal institutions between the nation-state and international law. Vertical diffusion takes place in two forms: downward and upward diffusion. Scholarship on the internalization and vernacularization of international law has highlighted the process of downward diffusion. This article offers a theory of internationalization of law and the emergence of internationalized legal transplants. It draws on a study of the internationalization of the amicus curiae participation procedure from the United Kingdom to the European Court of Human Rights. Three main conditions must be present for internationalization: the institution’s structural transformation that results in a law-making opportunity, norm entrepreneurs, and access to the decision-making body. The study of internationalized legal transplants is important to have a more fine-grained perspective on the making of international law. The evidence of the diffusion of legal institutions between domestic law and international law also creates a bridge between international law and comparative law scholarship.

Abstract:: The French government recently announced a plan to “combat radicalization” and a series of measures to prevent recourse to violence. Although the term is not entirely new in the French political parlance, it marks a departure from a counterterrorism policy justified mainly by a judicial approach and enforced in great part through administrative measures. France is thus moving closer to the Netherlands and the United Kingdom, which both began to develop such policies in the mid-2000s. Yet what exactly does it mean to “combat radicalization”? What explains the French government’s change of approach? And what can be learned from a decade of experience in these two European countries? This study shows that the concept of radicalization serves as an effective discourse to legitimize the extension of police action beyond its usual purview, by becoming involved in areas of diversity management such as education, religion, and social policy. The study traces the dissemination of the discourse through European institutions and, using the notion of “policed multiculturalism,” analyzes the effects of its legal, administrative and preventive forms.

Abstract:: A bank is considered insolvent when its liabilities (deposits) exceed the value of its assets (reserves, loans, and securities). If assets exceed liabilities, any losses experienced on the asset side of the bank balance sheet result in a corresponding loss in the bank's capital. Insolvency occurs only in the event of losses exceeding the value of capital. All else equal, a bank with more capital is at lower risk of insolvency because the value of the bank's capital fluctuates with the value of assets.

Abstract:: The UK needs a safe world in which to trade and invest, and to be free from the security threats caused by conflicts or fragile states. Yet spiralling inequality and climate change, among many other factors, threaten to create a more dangerous, unequal world. As the continuing tragedy in Syria shows, the world's old and new powers have not yet found a way to unite to end conflicts. The age of interventions, such as those in Iraq and Afghanistan, is over. But a new rule-based world in which China, India, and others unite with Western powers to protect civilians and end conflicts has not yet come into being. Whoever wins the 2015 UK general election, the greatest test for UK foreign policy will be how much it can do to help build that world.

The number of Latin Americans accessing the Internet jumped 12 percent last year, and mobile traffic is on the rise too. From July 2011 to July 2012, Flurry Analytics reports that four of the 10 fastest growing iOS and Android markets, as measured by the number of active devices, were in the Americas: Chile (279 percent); Brazil (220 percent); Argentina (217 percent); and Mexico (193 percent). Federico Torres, CEO of Traetelo, a cross-border marketplace solely focused on Latin America, explained why the region's future is digital at the June 2013 Chicago Internet Retailer Conference and Exhibition, the world's largest e-commerce conference. According to Traetelo, Chile (27 percent growth), Mexico (19 percent) and Brazil (19 percent) were among the five fastest-growing e-commerce markets in the world last year. “Three-quarters of Latin America shoppers find the products they search for on U.S. e-commerce sites,” said Torres.

Abstract:: The Southern Gas Corridor (SGC) is a European Commission initiative aimed at facilitating the diversification of the routes and sources of gas imported into Europe. This paper is devoted to the analysis of Turkey's role in this initiative. Following a summary of the current economic and energy situation in Turkey, the paper presents recent developments in the SGC and an analysis of Turkey's role in the EU's SGC vision. It concludes that although the newly-built infrastructure within the SGC framework will probably serve Azerbaijani and Turkish interests first in their future relations with the EU, rather than the other way round, as had been initially hoped by the EU, it still addresses the EU's basic strategic interests, namely, the diversification of gas supply routes and suppliers.

Abstract:: The number of foreign fighters is high, 12,000 and counting, and the spread of countries they come from covers much of the globe. Two recent events involving foreign fighters show the radicalizing influence of the war. With the support to bolster Syria's more secular rebel forces at times inconsistent and tepid, the lack of an alternative has accelerated a natural gravitation towards extremist elements. It will be hard to know which returnees pose a threat, and harder still to deal with them. Given that the number of foreign fighters already exceeds those that went to Afghanistan, government resources will be severely strained to monitor all returnees and will have to rely on the help of local communities.

However, a narrowing of the polls in the weeks leading up to the vote resulted in promises of significantly more powers for Scotland if it decided to stay part of the Union. With one You Gov poll suggesting a narrow win for the Yes movement–51 per cent to 49 per cent–Britain's three Unionist party leaders promised more powers with a timetable for action to be implemented the day after a No vote. These promises may be hard to keep. Only a few days on, it would appear that agreement on the timetable for change is lacking.

Abstract:: Since its widespread settlement by Europeans in the 1840s, New Zealand (NZ) has been an agricultural economy. As has been pointed out “there [has been] no serious challenge to the fundamental precept that the country's economy rested on an agricultural foundation” (Macdonald and Thomson 1987, 231), and dairy has been a significant focus of that base. Dairy production was introduced to New Zealand with the clear intent to establish New Zealand as an adjunct to the economic needs of Britain (Hawke 1985). Indeed, the closeness of the relationship between “the Britain of the south” and the metropolitan centre is one of the fundamental characteristics of any environmental history of NZ agriculture (Pawson 2008). This would persist in a material sense for more than a century, until the United Kingdom joined the European Community (EC) in 1973.

The rapid exit of so many U.S. fighting men and women has caused many observers to fear for the future of the Gulf. As one analyst put it, the regional forecast is bleak with "violence, followed by intermittent violence, and renewed violence." Abstract:: The US-UK special relation has always been an attractive and important issue in international relations. The pro-American tendencies of the British and their partnership with American policies as opposed to being willing to more clearly align with the EU and other European countries, have raised various questions in the minds of scholars. Now, considering that David Cameron's Premiership is coming to an end and the next year's election in the UK and also the different challenges which Barack Obama faced in foreign affairs during his presidency along with his declining popularity in the US, this paper is going to find out whether the Anglo-American special relations have already came to an end or not. At the end, the Anglo-American dispute over Iran would be also examined. Abstract:: Cyber has become the new conflict arena. It ranks as one of the greatest national security challenges facing the United States for three reasons. First, as the revelations about the National Security Agency's (NSA's) activities suggest, cyber offense has far outpaced cyber defense. Second, cyber capabilities are prevalent worldwide and increasingly are being used to achieve the strategic goals of nations and actors adverse to the United States. Third, it is highly unlikely that cyber espionage and other cyber intrusions will soon cease. While the NSA disclosures focus on the United States and the United Kingdom, there is little doubt that China, Russia, Iran, North Korea and others are engaged in significant cyber activities. Abstract:: The Quality of Official Development Assistance (QuODA) measures donors' performance on 31 indicators of aid quality to which donors have made commitments. The indicators are grouped into four dimensions associated with effective aid: maximizing efficiency, fostering institutions, reducing the burden on partner countries, and transparency and learning. The 2014 edition finds that donors are overall becoming more transparent and better at fostering partner country institutions but that there has been little progress at maximizing efficiency or reducing the burden on partner countries. The World Bank's concessional lending arm, the International Development Association (IDA), performs very well in QuODA, ranking in the top 10 of 31 donors on all four dimensions. The United States ranks in the bottom half of all donors on three of the four dimensions of aid quality and last on reducing the burden on partner countries. The United Kingdom ranks in the top third on three of four dimensions of aid quality and scores particularly well on transparency and learning. The Global Fund ranks in the bottom third on fostering institutions but ranks in the top third on the other three dimensions of aid quality, including the top spot in maximizing efficiency.

Abstract:: This paper examines the amount of slack in the UK labor market and finds the downward adjustments made by the Monetary Policy Committee (MPC) to both unemployment and underemployment invalid. Without evidence to support its assessment of the output gap, the MPC reduces the level of unemployment based on its claim that long-term unemployment does not affect wages. The authors produce evidence to the contrary and present arguments on why the MPC's halving of the level of underemployment in the United Kingdom is inappropriate. Bell and Blanchflower set out arguments on why they believe the level of slack is greater than the MPC calibrates. Consistent with that is the fact that real wages in the United Kingdom continue to fall.

Abstract:: The adoption of the Geneva Accord between Iran and the P5+1 (the US, UK, France, Russia, China plus Germany) to resolve issues related to Iran's nuclear program on November 24, 2013, brought about a series of debates in political circles. In many ways, it could be considered a historic event with international and regional implications and also ushered in a new chapter in Iran-U.S. relations. At the international level, it could have a great impact on the ways in which world affairs are managed. In fact, it was a victory for diplomacy, multilateralism and a thrust towards a multi-polar international system after more than a decade of unilateralism and military interventionist policies with all its catastrophic consequences. At the regional level, by fostering new alignments, it may have a positive impact on current problems; be it elimination of weapons of mass destruction or countering terrorism and extremism that is now expanding beyond the region. The Accord in Geneva also fosters hope for solid and productive relations between Iran and the U.S. after more than three decades of estrangement. Considering that a new geostrategic situation is unfolding in the region, this article tries to answer the questions related to its international and regional implications, as well as its impact on the very delicate issue of Iran-U.S. relations. At the end, some of the major challenges that lay ahead in the implementation of the Accord are examined.

Abstract:: Diplomatic relationship between Iran and the United Kingdom is one of the most heated debates in the foreign policy of the Islamic Republic. The pros and cons of these relations have always been subject to argument and controversy among politicians and academics. This article seeks to analyze diplomatic ties between the Islamic Republic of Iran and the United Kingdom, applying the cost-benefit analysis method. In this relationship, the costs and benefits are discussed in three situations including the maintenance, downgrading, and rupture of diplomatic relations. The main question answered by the authors is how diplomatic relations between the Islamic Republic of Iran and the United Kingdom can be analyzed according to the cost-benefit analysis method, and what costs and benefits can be brought about for Iran in case of the rupture, downgrading or maintenance of diplomatic relations with Britain. The final conclusion of this research suggests that under the current circumstances, downgrading diplomatic relations with the United Kingdom can lead to fewer costs and further benefits for the Islamic Republic of Iran in comparison to the other two options.

Abstract:: As Charles Tilly famously argued, 'War made the state, and the state made war'. This symbiosis between the state and its ability to wage war has long been synonymous with statehood itself, and what it means to be independent within the international state system. It is an idea that has underpinned realist accounts of international relations and remains widely accepted, despite changing norms and closer dependencies between states. Indeed, in the context of the Scottish independence debate Malcolm Chalmers has argued that: 'Having independent armed forces is at the heart of what it means to be a sovereign country.' This raises the question whether the Scottish government's favoured cooperative approach to defence would undermine Scotland's new-found sovereignty at the very time that it seeks its own independent voice in international affairs.

Abstract:: When NATO heads of state and government convene in Newport, Wales, in September 2014, it will be their first meeting in the UK since the London summit of July 1990. A quarter of a century ago, NATO was reborn. The London Declaration on a Transformed Alliance was NATO's keynote statement of renewed purpose, issued in 1990 as the Cold War was drawing to a close. In it we find the beginnings of the tasks which would come to define the alliance in the post- Cold War period, along with an appreciation of a fundamentally altered strategic landscape. Europe had 'entered a new, promising era', one in which it was thought the continent's tragic cycle of war and peace might well be over. The 2014 summit communiqué is unlikely to reflect such optimism, but what it surely needs to do is to recapture the spirit of enterprise that NATO has on occasion been able to articulate in demanding times.

Abstract:: This article discusses the 'Big Society' of the U.K. and particularly the Localism Bill, a distinct component of this agenda aimed at decentralizing government, transferring power to local authorities and communities. This research examines the Localism Bill effectiveness and ways in which it is different from other decentralization efforts, while also exploring the possibility of adopting select provisions of the Localism Bill in Yerevan. Our main findings show that the respondents who are well informed about the U.K. government’s domestic policies recognize the freedoms and flexibilities that are transferred to local governments. The level of satisfaction with the Council has increased considerably among the citizens of Sutton. Our analysis also demonstrates that respondents to the second survey were willing to champion and/or support local government reforms in Yerevan. Nonetheless, the majority of them did not believe such reforms were feasible at this time.

Abstract:: Foreign aid donors face a changed development landscape that necessitates a new approach to programming resources. In the last 20 years, countries across the developing world demo cratized, began to improve their governance, and experienced substantial economic growth. Yet, significant challenges remain that must be tackled, many of which fall within the governance and growth nexus. These issues—government effectiveness, rule of law, regulatory policies related to the business and investment climate, and barriers to entry to the formal economy—are the preeminent challenges to expanding broad- based economic growth and continuing to reduce global poverty. The United States needs to shift its focus away from meeting basic human needs toward broader institutional development if it is to increase support for the governance and growth nexus. U.S. foreign aid is overwhelmingly directed toward global health and the delivery of other public goods. This must change.

674. Stabilizing Properties of Flexible Exchange Rates: Evidence from the Global Financial Crisis

Abstract:: There is a long-standing debate among economists and policymakers on the benefits of flexible versus fixed exchange rates (Klein and Shambaugh 2010). In principle, flexible exchange rates allow a country's central bank to focus on stabilizing economic growth and inflation, which are the ultimate goals of monetary policy. However, some argue that in practice central banks often do not use their powers wisely and it may be better to restrict their freedom by requiring them to peg their currency to that of an important trading partner. Others note that flexible exchange rates are far more volatile than fundamental factors can explain (Flood and Rose 1995), raising the possibility that they may introduce wasteful cross-sectoral fluctuations in economic activity. One common viewpoint is that flexible exchange rates may be fine for large countries but that the smallest countries are better off with fixed exchange rates (Åslund 2010).

Abstract:: Some months ago while clearing my late mother 's house I came across a stamp album from my school days in the 1960s. There were stamps from 'Croatia ', in reality produced by extremist groups in Argentina, but testifying to the existence of the Nazi puppet state of Croatia (NDH) in the 1940s. But to my surprise, I also found stamps from the 'Alawite State of Syria '. An independent Croatia is now a reality and soon to become a member of the European Union. For that matter we also have states of Bosnia-Herzegovina, Montenegro and Kosovo. And the former Soviet Union has broken up into its constituent republics. Who would have imagined this as late as 1990? But maybe the break up of states, whether Yugoslavia or Czechoslovakia, and possibly the United Kingdom if Scotland opts for independence in 2014, is a purely European phenomenon?

Abstract:: Since the US Federal Reserve signalled that a turn in the interest rate cycle may be on the horizon, UK and to a lesser extent Eurozone interest rates have tracked US rates higher. But the UK and Eurozone economies are less well placed than the US to cope with higher interest rates. Simulations carried out on our Global Economic Model show that higher rates would be particularly harmful to the UK economy's embryonic recovery. In an attempt to stem the rise in interest rates, the Bank of England and the ECB have introduce forward guidance but with little, if any, success. Markets do not seem convinced by the Bank of England's commitment to forward guidance and are testing its resolve. It seems likely that over time both central banks may have to strengthen their forward guidance, in the case of the Bank of England by augmenting it with further quantitative easing.

Post-crisis price corrections were smaller in the UK than in the US and much of Europe, and demand is now being bolstered by the government's Funding for Lending and Help to Buy schemes. This has given rise to some worries that the UK is in danger of inflating another house price bubble. While housing supply is very tight, we are not convinced that these schemes will have enough impact on demand to cause prices to take off.

Abstract:: How do policymakers infer the long-term political intentions of their states' adversaries? A new approach to answering this question, the “selective attention thesis,” posits that individual perceptual biases and organizational interests and practices influence which types of indicators a state's political leaders and its intelligence community regard as credible signals of an adversary's intentions. Policymakers often base their interpretations on their own theories, expectations, and needs, sometimes ignoring costly signals and paying more attention to information that, though less costly, is more vivid (i.e., personalized and emotionally involving). In contrast, intelligence organizations typically prioritize the collection and analysis of data on the adversary's military inventory. Over time, these organizations develop substantial knowledge on these material indicators that they then use to make predictions about an adversary's intentions. An examination of three cases based on 30,000 archival documents and intelligence reports shows strong support for the selective attention thesis and mixed support for two other approaches in international relations theory aimed at understanding how observers are likely to infer adversaries' political intentions: the behavior thesis and the capabilities thesis. The three cases are assessments by President Jimmy Carter and officials in his administration of Soviet intentions during the collapse of détente; assessments by President Ronald Reagan and administration officials of Soviet intentions during the end of the Cold War; and British assessments of Nazi Germany before World War II.

Abstract:: Policymakers, observers and the media have referred to a vast number of divisions in crisis-torn Europe. The EU is divided between north and south or creditors and debtors. Some have emphasised the emerged division between anti-EU and pro- EU forces. Significantly, these divisions are also manifested within the eurozone, in the form of the current differences between the French and German views, and the increasing role of the populist movements in many euro countries. Yet others have highlighted the boundary between the eurozone and the rest of the EU, and suggested that the euro countries now form the core of the Union. 685. The Arctic Council as Regional Body

Abstract:: The Arctic Council (AC) is an inter-governmental organization that, since its creation in 1996, has been widely recognized as one of the most progressive regional bodies in the world. The membership includes the eight Arctic states (A8), six permanent participants, and observer states such as the UK and Germany. From May 2013 onwards, there are also new permanent observers including China, India, Japan, and South Korea. The European Union's candidature has been delayed and subject to further review and assessment. The Council is chaired by one of the eight Arctic states for a two year period. The current chair is Canada (2013- 2015) and it will be followed by the United States (2015- 2017). The permanent participants, including the Inuit Circumpolar Council, Saami Council, and Aleut International Association, enjoy full consultative status and may address the meetings of the Council. Administrative support is provided by the Indigenous Peoples Secretariat (IPS), which is based in Copenhagen. The AC lies at the heart of debates about Arctic futures. It faces two challenges – institutional evolution and membership. For its supporters, the AC occupies center position in promoting an orderly and cooperative vision for the Arctic, but there is no shortage of commentary and punditry analyzing and predicting a rather different vision for the Arctic. As Paul Berkman asserted in the New York Times, under the heading “Preventing an Arctic Cold War,” there is little room for complacency. Berkman's analysis warned of Arctic and non-Arctic states being increasingly forced to confront difficult issues relating to policing, resource management, accessibility and navigability, alongside environmental protection. His suggestion at the end of the piece appeared, seemed rather odd, “[a]s the head of an Arctic superpower and a Nobel laureate, Mr. Obama should convene an international meeting with President Putin and other leaders of Arctic nations to ensure that economic development at the top of the world is not only sustainable, but peaceful.” Bizarrely, there is little analysis of how, and to what extent, the AC and other bodies, including the United Nations Law of the Sea (UNCLOS), are actively providing “rules of the road” (Berkman's phrase) for the Arctic region and beyond. This piece focuses on some issues that require further attention (such as the protection of the Arctic marine environment) while acknowledging how the AC has changed in the last few years. As a regional body, it operates in a strategic environment where few specialist observers believe that military conflict or destabilizing resource speculation is likely to prevail. Nonetheless, it is a work in progress with pressing demands to address. I will discuss debates about membership status and the institutional evolution to respond to experts' concerns about disasters (which might involve a shipping or drilling accident) and ongoing climate change, including manifestations such as sea ice thinning in the Arctic Ocean

686. Dis-united Kingdoms? What Lies Behind Scotland's Referendum for Independence

Abstract:: On 18 September 2014, the people of Scotland will decide whether to remain within the United Kingdom or to secede from a 400-year-long union with England and form an independent state. It is harder to predict the outcome of the referendum than it is to explain what lies behind it. Before examining its immediate context, therefore, this article surveys the history of Anglo-Scottish relations and reveals some of the historical tensions which have led to the most significant constitutional crisis that the UK has faced since the creation of the Republic of Ireland in 1922. Borrowing from the Canadian Prime Minister Pierre Trudeau's memorable description of his country's relationship with the United States, Scots often describe their country's relations with England as like sleeping with an elephant. For Scotland, as for Canada, occupying the same bed as a much larger partner is a challenging experience. The size of that challenge can be illustrated demographically: England has a population ten times larger than Scotland's. More precisely, of the total population of the United Kingdom, 83.9 percent (53 million) live in England and 8.4 percent (5.3 million) in Scotland, the rest living in Wales 4.8 percent (3 million) and Northern Ireland 2.9 percent (2 million). Abstract:: The article tries to examine Britain's place in EU's policymaking towards Iran. Having in mind the importance of the EU in international stages and also in economic and political matters, the following article has shed light on the ups and downs of Iran's relations with the UK as one of the important EU-nation states and has concluded that an effective but careful and logical relationship with EU member states could expand the space of more collaborations and in this regard Iran can utilize EU's capacities. Britain in contrary to the US has avoided military tools and has chosen a negotiating policy toward Iran and has assured other member states of these negotiations. Iran should choose a definite strategy towards EU based on having a complete knowledge of each member – state and their capabilities and special potentials in cooperation with Iran.

Abstract:: The United Kingdom Peace Index (UKPI), produced by the Institute for Economics and Peace (IEP), provides a comprehensive measure of the levels of peacefulness within the United Kingdom from 2003 to 2012.1 It also provides an analysis of the socio-economic factors which are associated with peace as well as an estimate of the economic cost of violence and the benefits that would flow from increases in peace. This is the inaugural edition of the UK Peace Index. The UKPI is based on the Global Peace Index, the preeminent global measure of peacefulness which has been produced by IEP annually since 2007. The UKPI is the second national peace index in a series of national level studies and follows the United States Peace Index (USPI). 690. How Should Canada's Parliament Decide Military Deployments? Lessons from the United Kingdom

Abstract:: Since 2006, Canada’s House of Commons has been asked to vote on military deployments. These votes have allowed Members of Parliament to express their views on the operations of the Canadian Forces, while serving to democratize the executive ’ s power to send armed forces overseas. However, this practice of consulting the Commons does not impose any binding legal or political constraints on the executive ’ s prerogative to deploy the military. The legal and constitutional authority to send forces abroad still rests with the prime minister and Cabinet. The practice of consulting MPs when deploying the military remains a courtesy, rather than an obligation. In contrast, the British House of Commons has been granted politica l control of the executive ’ s military deployment prerogative through a constitutional convention. The effect of this convention was recently shown in the vote involving British military strikes against Syria. Unlike in Canada, the British government is pol itically bound to consult and adhere to the views of MPs before considering military deployments overseas. This paper examines whether Canada should follow the British example, granting member s of Parliament control over the executive ’ s power to deploy the armed forces by means of a constitutional convention. It concludes that Canada ’ s existing practice has many advantages, and that Canadian parliamentarians should be mindful of the risks and costs involved in adopting a constitutional convention to control the executive ’ s military deployment prerogative.

694. The UK media and 'Europe': from permissive consensus to destructive dissent

Abstract:: This may be the most important proposition revealed by history: 'At the time, no one knew what was coming.' With Britain's main parties of government deeply divided on the question of European integration, the country's politicians have been reticent to the point of paranoia about opening up national debates about the European Economic Community/European Union. The national media, by contrast, have had no such qualms about professing their opinions on the merits and downsides of the European project and Britain's contribution to it. This article argues that on the issue of 'Europe' most organs of the British media have, in a variety of ways and for various reasons, been on a journey between 1973 and the present from permissive consensus to destructive dissent. In putting forward this interpretation the article adapts Liesbet Hooghe and Gary Marks's judgement that, since the signing of the Treaty of Maastricht in 1991, European policy-making elites have increasingly had to 'look over their shoulders when negotiating European issues'. This is because public interest in notionally European-level affairs has risen in proportion to the number and contentiousness of landmark decisions being taken at the supranational level. Crucially, there has been a marked rise in Euroscepticism across the Continent, with national politicians having to 'make room for a more Eurosceptical public' when coming to decisions on European integration, especially on sensitive topics such as fiscal union and constitution-building.2The title of this article reflects the specificity of the British case, where a seismic shift took place during the 1980s. Widespread (but by no means total) media support, sometimes manifest as quiet or just plain uninterested acquiescence in the European project in its 'common market' guise, has given way to a vigorously partisan hostility bordering on a nationalist and in some arenas xenophobic approach to the coverage of European affairs.

695. A high price to pay? Britain and the European budget

Abstract:: Shadows of 'bougets', in the old sense of moneybags, loom over Britain's stance on the EU budget today, as they did over EC budgets 40 years ago. Three of the make-or-break issues for the UK in the negotiations over the multiannual financial framework (MFF) for the period from 2014 to 2020 concern the direct cost of UK membership. The first is maintaining the British correction or 'rebate', while also maintaining member state sovereignty over budget revenue decisions. (The current rebate, some claim, was finally gained by another 'bouget', Mrs Thatcher's fabled handbag, in 1984.) Cutting finance to the Common Agricultural Policy (CAP) is the second, and closely linked to the first. At the time Britain was negotiating its terms for accession, its less Eurocentric agricultural trade patterns, and its higher dependence on cheap food imports from outside the Communities, marked it off from the six founding EC member states for which food security was a high priority. UK food prices were relatively low compared to Continental prices. Agriculture was a smaller economic and employment sector in the UK than it was in Continental Europe, and land ownership patterns also differed markedly. The third, and again related, issue is reducing the overall size of the MFF: that is, limiting the amounts available for the EU's annual budgets over several years, and therefore reducing the UK's contributions.

Abstract:: European integration is a cross-cutting political issue that has divided British political parties for over half a century. When Conservative Prime Minister Edward Heath sought to take Britain into the then Common Market, he relied on the votes of 69 pro-European rebel Labour MPs to get the European Communities Bill through the House of Commons in 1971—an early sign of the divisive impact membership of the European Union would have on British party politics. Barely a decade after accession, the Labour Party had sought to renegotiate the UK's terms of membership, held a referendum on whether the UK should remain in the Common Market, split in part over the issue and finally fought an election in which it called for withdrawal. Fast forward another three decades and the Labour position was broadly pro-European, while Tory rebels, alongside a party established to oppose membership, the United Kingdom Independence Party (UKIP), were advocating withdrawal from the Union. And if withdrawal was not the official Conservative position, Euroscepticism has certainly become prevalent in that party, leading one Conservative parliamentarian to claim: 'The dividing line in the Conservative Party is now in/out.'

698. The UK and European defence: leading or leaving?

Abstract:: The problem of European defence is that it does not work with the United Kingdom, but would not work without it either. Unlike in other policy areas, in defence the issue is not British resistance to Brussels directives. Populist outcries against a mythical 'Euro-Army' notwith-standing, British sovereignty is not under threat. The real issue is that other European countries are not doing enough in spite of being urged from both sides of Brussels—by the European Union and the North Atlantic Treaty Organization (NATO). 'Too many countries are failing to meet their financial responsibilities to NATO, and so failing to maintain appropriate and proportionate capabilities. Too many are opting out of operations or contributing but a fraction of what they should be capable of ', in the words of Defence Secretary Philip Hammond. Britain, on the contrary, is the leading European military power, accounting for 22.4 per cent of defence expenditure and 11.8 per cent of armed forces, and it is more willing than most to deploy those forces (providing 20.8 per cent of the average number of troops deployed), including for combat operations. Its military clout enables the UK to lead the others—any scheme for European defence without it would indeed be severely handicapped. But does Britain want to lead? The paradox is that while the EU's Common Security and Defence Policy (CSDP) would not have come into being without British leadership, it would be much more effective without British reluctance to make full use of it. In contrast to most European countries, the UK has never stopped seeing European defence and the continued assurance of transatlantic partnership (in the shape of its special relationship with the United States and the NATO alliance) as a zero-sum game.

Abstract:: Recent trends in both Britain and Continental Europe have made the question of the United Kingdom's position as a fully fledged member of the European Union more contentious than it has been for decades. The almost unchecked rise of Euroscepticism among both the British political elite—especially within the governing Conservative Party—and the media means that the possibility of British withdrawal from the Union, or at very least the renegotiation of its position within it, is discussed more openly and in more mainstream political circles than at any time since the 1970s. On the other side of the Channel, meanwhile, the perceived need to address the weaknesses of the single currency by increasing integration, whether across the EU as a whole or simply among those countries that share the euro, has helped create a situation in which many of the key decisions are taken in forums within which the British are either not represented at all or are marginal players at best. Few European governments openly aspire to a situation in which the United Kingdom moves away from the core European decision-making system, and several have publicly deplored the possibility. But faced with the need to press ahead, and the ever decreasing likelihood of the British being able to follow any such advance, European governments are being forced to contemplate the prospect of a core Europe without Britain.

700. 'Our Land, Our Lives': Time out on the global land rush

Abstract:: Today, stories of communities driven from their lands, often at the barrel of a gun, left destitute and unable to feed their families, have become all too familiar . As the scale and pace of large - scale land acquisitions increases globally, evidence is mounting that the land rush is out of control and that the price being paid by affected communities is unacceptably high. A huge amount of land has been sold off or leased out globally in the past decade: an area eight times the size of the UK. In poor countries , foreign investors bought up an area of land the size of London every six days between 2000 and 2010. Commercial interest in land could accelerate once again as recent food price spikes motivate rich countries to secure their own food supplies and make land a more secure and attractive option for investors and speculators. The 2008 boom in food prices is widely recognized as having triggered a surge in investor interest in land : from mid - 2008 – 2009 reported agricultural land deals by foreign investors in developing countries rocketed by around 200 per cent .
