Abstract:: At the opening of the COP27 summit in Sharm el-Sheikh, Egypt, on November 7, 2022, United Nations Secretary General Antonio Guterres told the representatives of the countries attending that they faced a choice: work together to cut greenhouse gas emissions or condemn the planet to climate catastrophe. “Humanity has a choice,” Guterres said. “Cooperate or perish. We are on a highway to climate hell with our foot on the accelerator.” Guterres called for the world’s richest and poorest countries to work together to speed up the transition from fossil fuels, and for the wealthy to help with funding to enable poor countries reduce emissions and deal with the negative impacts that they have already suffered due to climate change. “The two largest economies—the United States and China—have a particular responsibility to join efforts to make this pact a reality,” he went on to say. Left unsaid, but understood by most, is that China and the U.S. are also the world’s two largest emitters of greenhouse gases. While the U.S. and much of the rest of the world are still preoccupied with Russia’s invasion of Ukraine, rampant inflation, energy shortages, and the fallout from the Covid pandemic, the existential problem of climate change cannot be ignored.

Abstract:: People around the world are experiencing first-hand the growing impacts of climate change – more frequent and destructive hurricanes in Florida and the U.S. Gulf coast; devastating floods in Pakistan; accelerated melting of glaciers in the poles and mountain ranges around the world, to name just a few. The science confirms these trends, but the world is still not doing enough to combat climate change. In this article, I will describe where we are in global efforts to limit global warming; the important role of the private sector in those efforts; the vital role U.S. and other diplomats are playing to catalyze action; and how we might better institutionalize climate diplomacy at the State Department.

Abstract:: In the 1933 movie Dinner at Eight, Jean Harlow’s character notes to her society grande dame hostess that she had read an author who asserted technology would soon take the place of every profession. The hostess eyes her platinum blonde guest and responds with the classic line “My dear, that’s something you need never worry about.” And neither do we in our line of work. There is an enduring critical role for diplomacy—personal and institutional—in a world that is always changing. Today’s diplomacy is facilitated by technology in terms of access to information and communication within Washington, from Washington agencies, between DC and overseas posts, and among our missions to an extent unimaginable when I entered the Foreign Service in 1980. The days of the airgram are long past, of waiting for encrypted teletype messages to be deciphered and printed, of mastering Wang computers and the art of producing documents on daisy wheel printers—and good riddance to all!

Abstract:: Cyber deterrence needs to rely on a combination of deterrence by punishment of select attacks and deterrence by denial. By definition, punishment means that deterrence has failed, but given that it’s impossible to deter all cyber attacks and intrusions, Western governments with offensive cyber capabilities could retaliate against specific cyber attackers. The harm done to targets of such retaliation and the arbitrary nature of how they’re selected for punishment would increase the cost in most cyber attackers’ cost-benefit analysis. The public also expects the government to avenge, particularly egregious cyber attacks.

Abstract:: Despite the distance, outer space and Earth are linked. However, our increasing dependence on space-based assets makes parsing the multitude of challenges and tradeoffs more difficult. Amidst talks of great power competition, space weapons, and commercialization there are equally pressing issues concerning production of knowledge, truth, and accountability. Though these topics sometimes overlap with national security (as with arms treaties or interstate war), they also affect the broad concept of human security—the wellbeing and safety of individuals and communities. As states and international organizations consider what to do to ensure the sustainable development and use of outer space, concerns should go well beyond simply reducing the level of debris, whether asteroids should be mined, or what qualifies as a space weapon.

Abstract:: If the first rule of export control regulation is to define clearly the problem to be solved, the second, with some exceptions, is to ensure that the rule is both effective and not counterproductive. By “effective,” I mean that the rule actually stops or hinders the end users of concern from getting the items at issue from any source. My reference to “not counterproductive” means ensuring that foreign competitors of U.S. companies do not gain outsized advantages in markets to which U.S. firms no longer have access thanks to export controls. The income gained in these instances could allow the foreign competitors to out-innovate, out-compete, or even displace entirely the U.S. company. The exceptions pertain to situations where the U.S. should impose a unilateral control to express objection to and not otherwise support human rights violations or move quickly when the issue to be addressed is urgent, particularly if there is a threat to the warfighter. In both cases, the point remains that the eventual adoption of multilateral or plurilateral controls will make them more effective.

Abstract:: Heidegger's philosophical project is generally seen as atheoretical and anti-logical because he remarked on the subjective conditions of knowledge and the everydayness of human behaviors. To him, Dasein's everyday reasoning is coercively and inevitably framed by the present-at-hand modes of understanding. Heidegger alerts us about the possible origins of present-at-hand modes of everyday experience. One of them is Das Man that, is associated with a categorical otherness for Heidegger. It can be regarded as an origin of the primordial scheme of experiences for Dasein that takes those experiences for granted as an axiological ground for their lives in the World. Heidegger sees that process as an inauthentic condition for Dasein's fundamental character. Everyday reasoning generates a variety of present-at-hand instruments to understand and interpret the World and Dasein itself; thus, Dasein moves between Das Man and authentic modes. With a Heideggerian approach, this article observes how the characters in the film Druk take themselves out of Das Man and go into the authentic mode and how they do this through alcohol. The primary data source is Druk and the four teacher characters in the film. In the movie, alcohol is not a ready-to-hand object but a tool motivating its users and pushing them to perform. It is an example equivalent to the Heideggerian analogy of the hammer. The movie is a well-fitting example of the Heideggerian position with the story of four teachers who experiment with having a certain amount of alcohol in their blood to achieve a better version of themselves.

Abstract:: Since the beginning of the late modern era, modern constitutions have been trying to keep both group rights as minority rights and individual rights. But, in some cases, it is still ambiguous if an action or a phenomenon must refer to individual rights or group rights. Abortion discussions, with regard to political rights, are one example of these ambiguous cases. In this context, whereas Liberal view tends to regard abortion as individual rights of a woman, Communitarian view can be against it by pointing out the right to life and this case may lead to a kind of liberal constitutional crises. This article gains importance as such constitutional crises still emerge even nowadays. John Rawls’s theory of overlapping consensus in Political Liberalism tries to solve these political conflicts that emerged in liberal constitutions by prioritizing public reason. This article conceptionally aims to examine Rawls’s theory in terms of prioritization and value relativity in abortion discussions. The method of article is hermeneutics. In order to extend the universe of the discussion, some important thinkers such as Immanuel Kant, Isaiah Berlin and John Gray, who have related studies on the topic, were included. In conclusion, it is asserted that Rawl’s theory is weak both practically and theoretically as to the principle of utilitarianism violates the rights of communitarians.

Mali suçlarla mücadelede mali istihbaratın doğruluğu ve ortaya çıkacak olan finansal zekâ, suçun önlenmesi ve işlenmesi durumunda çözüme kavuşturulması için gereken en önemli olgu olarak kabul edilmektedir. Mali suçlarla mücadele eden pek çok uluslararası kurum bulunmaktadır. Başta FATF ve EGMONT Grup genel çerçevede mali suç faaliyetlerine ve mali istihbarat birimlerine yönelik çalışmalar sürdürmektedir. Bunun yanı sıra yerel olarak faaliyet gösteren ülke mali istihbarat birimleri tarafından da mali suçlarla mücadele edilmektedir. Abstract:: The popular trends of information technologies have created a virtual world around the globe with the domain of cyberspace, which offers plenty of opportunities and challenges. In the last few years, several events have been described in terms of cyber warfare or the use of cyber weapons, leading to critical international security concerns. At the same time, there is little research on the definitions and power of what constitutes a cyber weapon and how it can be profiled. In the age of globalization and with the dynamic digital environment a new way of strategy and thinking is developing to introduce the new weapons, which has challenged the strategic environment around the globe and changing the concept of warfare in 21st century. The present article is to develop a preliminary hypothesis for to identifying the power of cyber weapon and how it relates with the nuclear weapon to examining the changing landscape of modern warfare. The comparative analysis of cyber weapons and nuclear weapons will help to understand the exact nature of cyber weapons with comparison of nuclear weapons to conclude which one is more preferable and dangerous in modern warfare techniques. The paper is divided into three sections. First part is brief introduction of genesis of cyber weapons, nature, evolution and its different types. The second part is comparison of cyber weapons to the nuclear weapons based on diverse characteristics (developing of weapons, security, arsenal, uses, target etc.). The third part is an analysis cyber weapon vis-a-vis nuclear weapon on the impact level. The paper conclude that the development of cyber-nuclear weapons has significantly altered the nature of contemporary warfare techniques. As technology continues to advance, the use of a cyber weapons has becomes increasingly likely, which could result in devastating consequences. It is important for nations to develop effective cybersecurity measures and maintain a strong nuclear deterrence strategy to prevent such scenarios from occurring.

Human activities through urbanization, industrialization, and mining are major factors of worldwide Pollution. Both advanced and developing states share this impulse, even though cognizance and flexibility in advanced states primarily affect the security of their current situation. Although worldwide attention regarding Pollution, the effect is as yet felt because of its drawn-out adverse consequences. All kinds of pollution are discussed in this study. The majority of researchers emphasize the study of water pollution. The fundamental changes it makes to humans, animals, plants, soil, and the environment as a whole are what give it significance. The study discusses water pollution caused by dumping solid, carbon-based, and liquid materials into lakes and waterways that comprise toxic chemicals like lead, mercury, and metals. One of the most significant kinds of pollution from nuclear activity is harmful pollution, which occurs when materials flow into the water and become toxic and polluting substances. The majority of factories do not use pesticides and fertilizers to industrial drainage regulations, so the waste reaches the water. Additionally, home waste outflows contribute to water pollution. In addition, it focuses on the most significant causes of groundwater pollution and the stages of its usage and distillation, highlighting hygiene sources as the most significant sources of water pollution.

Abstract:: In this age of social media and technological advancement, people are more connected than ever. People are connected to each other, to their physician, grocery and clothing store. They are shopping online and sending personal and intimate messages. People are being tracked wherever they go simply from their phones. These are the foot prints which they are leaving. The foot prints through CCTV cameras, their social media and their internet searches. Spy agencies use these foot prints for profiling and to keep citizens safe from antisocial elements. There is a draw back of these measures as they cost citizens of their fundamental right of privacy and most importantly, the breach of trust. Analytical approach has been employed to identify the risks involved into mass surveillance and data breach of the citizens. Right activists believe that this data is at risk and it might go into the hands of terrorists, populist far-right or authoritarian governments who in turn might use this data to target political opponents. In this fast-changing environment, national security paradigm is shifting in these recent times.

Abstract:: The Responsibility to Protect populations from genocide, war crimes, crimes against humanity and ethnic cleansing has emerged as an important global principle since the adoption of the UN World Summit Outcome Document in 2005. Since the conception of R2P, individual states and regional organizations, the UN, civil society, and experts around the world have worked to establish what implementation of R2P and the prevention of mass atrocity crimes means in practice. The Global Centre for the Responsibility to Protect and the Asia-Pacific Centre for the Responsibility to Protect have developed a guide for states on steps to take to protect populations from atrocity crimes, at home and abroad. “A Framework for Action for the Responsibility to Protect: A Resource for States” consolidates and builds upon existing expertise from published works and best practice from states, regional organizations and the UN on how to prevent and respond to atrocity crimes. We encourage all states to utilize this framework to assess gaps and identify opportunities to address atrocity risks in their own countries, as well as to understand options available for responding to risks in their region and around the world.

Abstract:: A close examination of John R. Boyd’s concept of disruption as recorded in his 1987 presentation, “An Organic Design for Command and Control.” This article draws attention to a series of disruptive actions Boyd lists, including uncertainty, doubt, mistrust, confusion, disorder, fear, panic, and chaos, noting that the list begins with the mildest effect but that it progresses regularly toward collapse and chaos. The author argues that Boyd was specific in listing these effects in order and notes that this cycle could be developed into a useful effects spiral, which, once understood, can be catalyzed to enhance enemy disruption in a Joint all-domain operations (JADO) environment. In the postscript, this article argues that officers seeking to operate in a multi- or all-domain environment can benefit from a broad educational base to unlock creativity in approaching wicked problem sets. This creativity, when coupled with concepts like the effects spiral, can enhance traditional maneuver and combat, triggering an opponent’s collapse without the need for annihilation.

Abstract:: The application of artificial intelligence (AI) technology for military use is growing fast. As a result, autonomous weapon systems have been able to erode humans’ decision-making power. Once such weapons have been deployed, humans will not be able to change or abort their targets. Although autonomous weapons have a significant decision-making power, currently they are not able to make ethical choices. This article focuses on the ethical implications of AI integration in the military decision-making process and how the characteristics of AI systems with machine learning (ML) capabilities might interact with human decision-making protocols. The authors suggest that in the future, such machines might be able to make ethical decisions that resemble those made by humans. A detailed and precise classification of AI systems, based on strict technical, ethical, and cultural parameters would be critical to identify which weapon is suitable and the most ethical for a given mission.

Abstract:: Current human-machine dynamics in security affairs positions the human operator in the loop with artificial intelligence to conduct decisions and actions. As technological advancements in AI cognition, speed, and weapon sophistication increase, human operators are increasingly being shifted to an on the loop where AI takes more responsibility in warfare and defense decisions, whether tactical or even strategic. Human operators are also falling off the loop, trailing enhanced AI systems as the biological and physical limits because humans are not the same for artificial intelligence in narrow applications. Those likely will expand toward general AI in the coming decades, presenting significant strategic, organizational, and even existential concerns. Abstract:: Technological innovation has historically been applied in war and security affairs as a new tool or means to accomplish clear political or societal goals. The rise of artificial intelligence posits a new, uncharted way forward that may be entirely unlike previous arms races and advancements in warfare, including nuclear weapons and quantum technology. This article introduces the concept of a singleton as a future artificial intelligent entity that could assume central decision making for entire organizations and even societies. In turn, this presents what is termed a “singleton paradox” for security affairs, foreign policy, and military organizations. An AI singleton could usher in a revolutionary new world free of war and conflict for all of human civilization or trigger a catastrophic new war between those with a functioning singleton entity against those attempting to develop one, along with myriad other risks, opportunities, and emergent consequences.

Abstract:: This paper looks at changes in macrosociological paradigms for social development that traditionally stretch from the primitive society through the stratified medieval society to the image of a functionally differentiated modern society. Changing the perspective from a systems theoretical view of societies to an actor perspective, I focus on populations of individual actors and organizations as collective actors. Over recent decades, important structural changes in the nature of populations and of organizations have taken place in the Western world. The most important relate to economic globalization and financial internationalization. An increasingly flexible population and narrowly goal-specific organizations produce a situation of societal instability that appears to characterize the present, though its causes reach back half a century.

222. Top Wealth and Its Historical Origins: An Analysis of Germany’s Largest Privately Held Fortunes in 2019

Abstract:: Rising wealth inequality is both a topic in recent policy discussion and in the social sciences. Despite the general interest in wealth concentration, we know only little about the largest privately held fortunes. To help fill this gap we analyze the historical origins of Germany’s 1,032 largest fortunes in 2019. In particular, we identify the share of entrenched fortunes – fortunes which date back to the beginning of the twentieth century – and ask to what extent they differ from more recently established ones. Furthermore, we examine in an exploratory way if entrenched fortunes are connected to fortunes with more recent origins through family lines. We use a journalistic rich list published by the manager magazin in 2019, which we link with both rich lists from 1912/1914 and Wikidata. We find that about eight percent of today’s fortunes can be traced back to fortunes held by the same families in 1913. Regression analyses show that entrenched fortunes rank on average higher on the rich list than the remaining ones. Descriptive network analyses indicate that some of today’s largest fortunes are intertwined through marital lines, hinting at social closure at the top. Our findings indicate that the accumulation and perpetuation of fortunes over many generations is an important feature of top wealth in Germany.

Abstract:: The Fourth Industrial Revolution is forcing countries to face difficult challenges in responding to their workforce’s new skills requirements. Workers, particularly in developing countries, are lagging in terms of technological diffusion and the adoption of new skills. A key obstacle in addressing the skills mismatch is the lack of updated statistics that incorporate the latest changes in the labour market and the new skills demanded. This Brief recommends that the G20 develop a global framework to reduce information and labour market gaps. The proposed global framework would feature a digital platform with up-to-date data and information, which is disaggregated by the demanded skills. Such a platform would better inform workers, students, and companies about educational trends, employment needs, and training strategies. It would provide guidelines for the generation of a sound information system and encourage the production of easily accessible and customised information.

Abstract:: Climate change is worsening the number, frequency and duration of natural hazards across the globe, making disaster risk reduction and resilience building among the most pressing challenges ahead. According to UN-Habitat, informal settlements are where the impacts of climate change are the most acute in urban areas and strengthening resilience in these neighbourhoods represents a very complex yet urgent challenge.[1] Today, urban areas are home to 56 per cent of the world’s population and this figure is projected to increase to 60 per cent by 2030 and 68 per cent by 2050, with 90 per cent of the growth by 2050 expected to occur in less developed economies.[2] In these countries, population growth and displacement (including climate-driven migrations) will lead to rapid and unplanned urbanisation forcing a growing number of people into informal settlements. Currently, one billion people live in informal settlements, mostly in Asia, Sub-Saharan Africa and Latin America and this figure is expected to grow to 3 billion in 2050.[3]

229. Managing the financial impact of cybersecurity incidents

Abstract:: The complex relationships of economic actors and the high dependency on information and communication technologies make it necessary for all relevant entities to develop protection. This protection should include preventive and reactive controls in a risk-proportionate manner in relation to the business value protected. We aimed to develop a solution to support cybersecurity-related business decisions with financial analytics. The risk-based approach helps management find the optimum solution with minimal costs, where protection prevents some incidents from occurring, while the risks associated with other incidents are accepted in an informed way. The security industry developed a number of apparatuses to find the optimum security controls that enforced the fiscal aspects, which typically contain solutions used in planning. However, the actual expenditure often differs from the planned budget for several reasons, one of which is the occurrence of security incidents. We used the common methodology toolset for financial analysis (NPV, NFV, risk assessment). We developed novel metrics based on these that can be used in cybersecurity management. Within the framework thus defined, the article discusses the economic context of the effects of incidents involving Meta (previously Facebook) services from 2016 to 2020. This paper introduces the ‘Effect of incidents’ metric to measure the impact of unplanned incidents’ on actual expenditure compared to the planned budget and the ‘Incidence of incident recognition’ metric to measure deviations of an incident’s impact as perceived by owners relative to the effect on the value of the assets. The paper also proves the applicability of those metrics using the example of Meta.

230. Trojan spoofing: A threat to critical infrastructure

Abstract:: This article explores the phenomenon of location spoofing—where the spoofer is able to “teleport” systems in and out of defined locations, either for the purpose of infiltration into no-go zones or for the “teleportation” out of real, defined zones in the physical world. The research relied on a qualitative methodology, utilising academic research findings, media reports, hacker demonstrations, and secondary data from these sources, to situate the spoofing threat in the context of international security. This conceptual, argumentative essay finds that signal spoofing, the methods of which can be followed via online scripts, allows users the ability to overcome geographically defined territorial restrictions. This, as this article finds, allows violent actors to weaponise systems, such as unmanned aerial systems, potentially leading to the escalation of political tensions in extreme but unfortunately ever-frequent episodes. The article concludes that, while Trojan spoofing (in particular) poses a real and an existential threat to international security, it is only a sum-of-all parts in considering other threats to critical functions in society. If geofences are used as a single point of security to protect assets against hostile actors, managers need to be aware of the vulnerability of intrusion and the resulting geopolitical consequences.

231. Leadership in police work applied to critical contexts: An integrative review and scientific mapping using VOSviewer and Google Trends tools

Abstract:: The aim of this study is to identify cutting-edge studies on the phenomenon of leadership applied to police work, especially in critical contexts, based on an integrative literature review. The integrative review made it possible to survey publications on the subject in the Scopus, Web of Science, Ebsco Host, ScienceDirect, Core, and SciELO databases. Scientific mapping is complemented with the use of VOSviewer and Google Trends tools. The integrative review resulted in 15 studies that fit the research strategy, bringing different leadership approaches, such as instrumental, transformational, charismatic, consultative, ethical, authentic, military, destructive, and laissez-faire, through qualitative and/or quantitative studies. For bibliometric analysis using VOSviewer, the research corpus was expanded to 63 articles, admitting documents that studied leadership with firefighters, military personnel, and police officers. The analysis showed almost no co-authorship link between the 129 authors. The co-occurrence analysis of keywords reveals that leadership strongly links with law enforcement, police, management, crisis management, emergency management, and decision-making, establishing a close relationship between these concepts and a semantic map that underlies the field of study. The analysis of trends by Google Trends in the science category indicates the stability of interest in the topic of leadership in the world. However, the theme of police leadership produced results close to zero. The findings reveal that few studies address leadership in police organisations, and even fewer if critical, dangerous contexts are examined. The trends analysed indicate that worldwide scientific interest in the subject remains low and the theme must be further explored.

232. Logistics outsourcing for armed forces: The mobilisation of civilian transportation vehicles

Abstract:: One aspect of the total defence concept involves the temporary requisition of civilian transportation vehicles to meet the increased logistical demands of a wartime army. These vehicles are selected and managed in peacetime, mobilised at the onset of the war, used by military units throughout the war, and returned to their original owners afterwards. This paper presents a model for the reception process of such civilian vehicles during mobilisation. In practice, however, reception processes are not without challenges. Under the time constraints of mobilisation, issues may arise, including inappropriate reception, missed deadlines, and compromised operational readiness. To investigate these issues, the study employs conceptual modelling, supplemented by insights from professional experience. The main contributions of this paper include a conceptual model of the mobilisation process, a framework for maintaining records of mobilised assets, and a focus on previously underexplored mobilisation issues. Proper reception of mobilised vehicles significantly affects the transportation capability and operational readiness of military units as well as the accuracy of the post-conflict return process. Implementation of the proposed solutions requires careful consideration due to interdependencies with other aspects of the mobilisation process, such as doctrinal arrangements, administrative systems, mobilisation procedures as well as the quality and regularity of both professional and reservist military training.

233. Mapping the Cloud: Big Tech Taking the Sky by Storm

Abstract:: Here I map Big Tech clouds focusing on the making of asymmetric relations with the different type of involved organizations. Amazon, Microsoft, Google and Alibaba are cloud hegemons that control every inch of their clouds. The cloud is the main means of adoption of digital technologies. As such, developers and other firms offering their services on Big Tech clouds accept the rules of a game predefined by those few giants. They even need to get enabling credentials offered by another type of subordinate actor: the companies offering trainings to get mandatory certificates for joining the cloud as providers. At the other end, customers transition to the cloud often guided and hiring the services of outsourced sales forces. After presenting all these actors and their interplay, I focus on AI as a service to explain the negative effects of such a migration at the level of organizational learning and innovation. Customers’ technological subordination and reduced learning by doing, using and interacting in the cloud has triggered mitigation strategies but only large players can afford them.

Abstract:: The concepts of rentiership and intellectual monopoly have gained increased prominence in discussions about the transformation of global capitalism in recent years. However, there have been few if any attempts to construct measures for rentiership and intellectual monopoly using firm-level financial data. The absence of such work, we argue, is symptomatic of conceptual challenges in delineating what precisely qualifies as rent, intellectual or otherwise. In place of static conceptions of rent and intellectual monopoly, we develop a dynamic framework for analyzing the processes of rentierization and intellectual monopolization and apply this framework to the analysis of the transformation of non-financial firms in the United States since the 1950s. We find that the timing and intensity of rentierization and intellectual monopolization differs significantly across sector and firm size and is heavily mediated by the uneven ramifications of government policy across companies and industries. Overall, our framework illuminates the variegated landscape of corporate power in the US, and offers a useful guide for critically interrogating rentierization and intellectual monopolization in other contexts.

Abstract:: I combine quantitative methodologies and in-depth interviews to analyse United States Big Tech different strategies to organize and profit from their AI corporate innovation systems (CIS). I propose 1) “frenemies” for Microsoft, because even Chinese organizations and direct competitors integrate its CIS. 2) “University” for Google, whose AI strategy included leaving DeepMind autonomous to explore more fundamental AI but appropriation mechanisms are not translating into a clear business advantage. 3) “Secrecy” for Amazon, given its large concern with secrecty and profiting from AI. 4) And “application-centred” for Facebook; its AI CIS is the narrowest, mostly attached to its platforms.

Abstract:: In 2015, 193 nations committed to UN Sustainable Development Goal 3·2, which aims to reduce child mortality rates by 2030. Despite progress, challenges remain, especially in low- and middle-income countries. International Monetary Fund (IMF) lending programs may influence these outcomes through structural adjustments which prioritise macroeconomic stability over public spending. Abstract:: The paper tries to provide a concise summary of the main debates on exchange rate arrangements. It a simple taxonomy of exchange rate arrangements, fixed, flexible and managed, and a brief analysis of the main debates about their advantages and disadvantages. It emphasizes the different policy objectives of mainstream and heterodox schools of thought, suggesting that they tend to be more relevant than the specific defense of one particular exchange rate arrangement. In that sense, there are divergences on their preferences within schools of thought. The paper also discusses the causes of currency crises and the role of the dollar in the international monetary system.

238. Structural Changes and Dominance of Finance in Contemporary Capitalism

Abstract:: Structural changes in economies as have taken place in in majority of economies in terms of the sector-wise contribution to their aggregate output as well as employment include a rising share of the services sector, often exceeding one-half of the GDP. Services include, in addition to other activities, the high value financial activities, having weights disproportionately large. Thus the rising share of services to the GDP implies simultaneous rise in share of financial activities to the GDP as well. Analyses in literature explain structural changes by relative profitability as prime mover of changes, similar to financialisation of economies. In this a circuitous link between socio- political and economic-forces and the changing weight (power relations) can be observed. With capitalism taking a multi-layered structure, the path of finance to dominance may be along a variety of trajectories including vertical shifts from real to financial activities. The quantitative strength of finance is reinforced by socio political forces as alliances. The path may face a crisis led by fundamental uncertainty where agents are ignorant of the future, and the path keeps changing by actions of agents themselves. With knowledge unattainable, ‘conventions’ help agents, as Keynes held, the calming of nerves, forming collectively a “conventional process of expectation formation”. This forms a major theoretical innovation of Keynes which brings in expectation formation and decision making by agents based on custom, habit, tradition, instinct as relevant in a model of human agency faced with fundamental uncertainty.

239. Optimal Inflation Targeting With Anchoring

Abstract:: This paper presents an alternative foundation to the standard quadratic loss function characterizing central bank inflation policy. The alternative treats high employment as a social benefit. In recognition of the inherent asymmetry of the output gap, two self-imposed constraints provide guardrails that rule out excess unemployment and opportunistic reflation. The loss function includes a novel reverse discounting mechanism that penalizes the bank for more sustained inflation gaps that could undermine confidence in the central bank’s target. In the absence of anchoring, the central bank is obliged to use economic slack to accomplish a disinflation but the presence of anchoring creates greater policy flexibility freeing it from the tyranny of the sacrifice ratio. The central bank’s optimal policy differs dramatically from the standard Taylor Rule recommendation in choosing policy plans with higher employment, in its willingness to overshoot inflation targets, and in avoiding excess unemployment, all while observing the discipline needed for successful inflation targeting.

Abstract:: This paper explores the challenges that feminist theory, stratification economics, and intersectionality pose to the characterization of capitalism as a unitary system. Attention to the structural basis for inequalities based on gender and race weakens traditional Marxian concepts of exploitation based on the appropriation of surplus value. On the other hand, the continuing relevance of many forms of collective conflict heightens appreciation of the ways in which capitalist institutions discourage the forms of cooperation necessary to address both ecological threats and shortfalls in care provision.

241. Federal Reserve Monetary Policy and Wealth Inequality

Abstract:: This study analyzes the impact of conventional expansionary monetary policy on wealth inequality in the United States from 1976 to 2012. We use the local projections instrumental variable (LP-IV) approach for our estimation method and employ two monetary shock series to identify the causal effect. High-frequency data is obtained on the distribution of real net wealth and the Gini index from two new sources: Realtime Inequality and the Federal Reserve’s Distributional Financial Accounts (DFA). We find that expansionary monetary policy has positive and persistent effects on wealth inequality over the medium term, in contrast to previous research. Specifically, an expansionary policy of 100 basis points cut in the policy rate increases the share of wealth for the top 10 and 1 percent and reduces the share for the bottom 50 and middle 40 percent of the distribution. Overall, wealth inequality, as measured by the Gini coefficient, increases around 0.005 on the Gini scale (between 0 and 1) with Realtime data and around 0.015 using DFA data. We also find that the effect size of expansionary policy on inequality varies over prior decades; the effects between 1976 and 1980 are smaller and transient relative to the periods since. We also find that expansionary policy increases wealth inequality regardless of the business cycle. However, its effects are more substantial during economic expansions. Lastly, we estimate the historical contribution of monetary policy to the variation in wealth distribution and find that it does account for significant variations in wealth distribution during certain periods of recent U.S. history.

Abstract:: This report, “HIV, Hepatitis & Drug Policy Reform” follows the Global Commission’s thematic reports on “The War on Drugs and HIV/AIDS” (2012) and “The Negative Impact of the War on Drugs on Public Health: The Hidden Hepatitis C Epidemic” (2013). Despite a decade-old call for urgent action, current drug control efforts fail, with HIV and hepatitis prevalence persisting among drug users. In 2023, approximately 354 million people around the world are currently living with hepatitis B or C. People who use drugs, especially people who inject drugs, are at a higher risk for blood- borne HIV, hepatitis B and hepatitis C. Although there has been some success — for example, the scale-up of antiretroviral treatments that reduced HIV related deaths to their lowest in almost three decades — progress has been uneven and people who use drugs are still left behind. This must change. Prohibition and criminalization of drug use hinder HIV and hepatitis prevention, escalating risks and obstructing treatment. People who use drugs face disproportionate incarceration, abusive policing, and stigma. Inadequate resources are dedicated to proven harm reduction options while billions are spent on punitive law enforcement measures. Achievable UN targets for ending these epidemics by 2030 exist, but a crucial course correction demands political will to embrace a new approach to drugs. The time to act is now.

246. Is Foreign Direct Investment Losing Clout in Development?

Abstract:: Over the last decade, only a single projection of foreign direct investment (FDI) flows by the United Nations influential “World Investment Report” has proposed a negative outlook in the medium term. Based partly on surveys of business executives, these forecasts reflect ex¬pecta¬tions of investment growth which, however, have repeated¬ly failed to materialise. In fact, FDI flows to develop¬ing countries have remained stagnant over the past decade. Such wishful thinking is nurtured by a long series of positive narratives and facts about foreign investment. FDI has been one of the pillars of international development efforts for over 70 years. Its promise has not been limited to critical finance, but extends to longer term competitiveness through access to better technology, managerial know-how and, above all, prosperity through more and better paid jobs in the formal sector. From the old prescriptions of the so-called Washington Consensus to the hopeful Addis Ababa Action Agenda, the dominant development narrative has therefore favoured a rather indiscriminate pursuit of investment volume. This brief calls for rethinking of narratives and policies that help to improve the impact of FDI, based on secular trends that challenge our expectations. Four such trends stand out: First, while other sources of finance for development have grown considerably over the last decades, foreign invest¬ment has not followed the trend. Second, the kind of investment that is associated with stronger gains and longer term commitment in host economies – greenfield FDI – has also been in consistent decline as a share of total invest¬ment, while mergers and acquisitions and project finance have gained in importance. Third, the top 100 multinational enterprises (MNEs), accounting for nearly a quarter of global FDI stock, rely less on employment today than they used to in order to grow their foreign presence. Job creation, knowledge transfer and spillovers are therefore less likely to materialise through the presence of mega-firms and their corresponding investment at scale. Fourth, the growth of Chinese outward FDI within a strategic expan¬sionary political agenda stands to change rules and attitudes towards foreign investment moving forwards. We argue that, collectively, these trends invite a renewed conversation around the kind of foreign investment we want and expectations of this source of finance for develop¬ment. These facts obscure neither the broad benefits of FDI to developing countries, nor the value proposition of FDI attraction. Rather, they raise questions about expectations, priorities and the alignment of investment policy with the realities experienced across develop¬ing countries. To that end, we propose four priorities that stand to make a difference in the current context. We call for policy-makers to: 1) Place additional emphasis on retention of investment and linkages with the domestic economy. 2) Try new approaches for FDI attraction that focus on improving domestic investment facilitation frameworks. 3) Be selective as to investment sources and activities in order to mitigate political risks and align inward investment better with sustainable development. 4) Add evidence to improve our understanding of invest¬ment and inform decision-making. Overall, it is critical to engage in a serious multi-stakeholder conversation around expectations, actors and solutions that respond to the investment reality of today.

Abstract:: The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of “protection” and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.

Abstract:: Noting that few studies to date have investigated the determinants of social cohesion in a comprehensive and systematic manner, this paper examines the macro-level determinants of social cohesion using a panel of up to 92 developing and developed countries for the period 1990–2020. Employing the system GMM dynamic panel data estimator, which addresses endogeneity concerns by means of internal instruments, I find that the levels of education, government size, globalisation, and economic development have significantly positive effects on most dimensions of a country’s social cohesion. In contrast, inflation, corruption and income inequality are detrimental to social cohesion.

That is where we all are now: confused over what to expect as we stagger into the second and possibly final half of the Biden presidency. In America, momentarily reset as the leader of the Free World, a democracy at risk; in Europe, an alliance recast by an unwanted war; and elsewhere, a global mutation told in languages we understand poorly even when they carry a slight American accent. This is unchartered territory: across the Atlantic, half the people waiting for Trump to return to the White House and the other half waiting for him to go to prison; around the world, half the people welcoming America’s restored leadership and the other half celebrating its demotion; and all over, rising apprehensions over a war which neither belligerent can realistically win but which both refuse to end.

Abstract:: Non-state actors have always been interested in obtaining and mastering innovative weapons. According to “lethal empowerment theory”, new technologies will be rapidly adopted and adapted by violent non-state actors when they are accessible, cheap, simple to use, transportable, concealable, and effective. Terrorists are interested in weapons that are useful in a wide range of contexts – “that magnify effects, are symbolically resonant and can be given to unexpected uses.” It is thus important to be vigilant in analysing how actors will leverage and innovate new technologies for malicious purposes, in order to confront the “unknown unknowns” and not repeat the mistakes based on a “failure of imagination”, as highlighted in the 9/11 Commission Report.

Abstract:: Although the concept of a metaverse or metaverses is not new, current developments in the creation of possible metaverses offer credible prospects of generating increasingly immersive digital experiences that will also provide people with more information, connections and knowledge than ever before. However, metaverses are also likely to exacerbate existing risks surrounding the increased digitalisation of our lives and the role of social media companies in our societies, such as the spread of disinformation or increased societal polarisation. Similarly, technology companies’capacity to collect private data and profile users will also increase. Growing levels of immersivity will reinforce risks such as increased digital crime or extremist radicalisation, but will also create new ones that pertain to cognitive manipulations. This could lead to the transformation of social organisations and a questioning of the legitimacy of traditional institutions. Metaverses also offer new dimensions for power politics and geopolitical confrontations, and a platform for conducting cognitive warfare. Responsible innovations and security-by-design must be the guiding principles of efforts to develop metaverses.

252. Securing AI-based Security Systems

Abstract:: Fundamental weaknesses of AI include brittleness, embedded bias, catastrophic forgetting and lack of explainability. Although research is under way to address some of these issues, the adoption of AI techniques and models in security systems exposes potentially critical security systems to weaknesses/vulnerabilities such as these. Adversarial training is one strongly recommended approach to increase the robustness (i.e. reduce the brittleness) of the AI model. In this approach, the training dataset is extended to include adversarial examples representative of potential attacks on the system. However, the implementation of adversarial training is currently ad hoc. Given the evidence of AI weaknesses, the omission of adversarial training and similar hardening techniques for AI-based security systems is unacceptable. Standardised testing and evaluation of AI-based security systems is recommended. From a governance perspective, evidence of adversarial robustness evaluation should be a minimum requirement for the acceptance of an AI-based security system. The production of strong adversarial samples does not account for “black swan” events, i.e. random and unexpected events that have an extreme impact. Given that security systems tend to be designed to detect “old” or “known” types of attack, ways need to be found to manage the occurrence of “new” attacks.

Abstract:: The Russia-Ukraine conflict will accelerate the global trend towards increasing great power competition that pits the existing West-anchored world order against others, especially Russia and China. This new era will have significant implications for the global sanctions landscape as sanctions that have been effective in harming countries with smaller economies are increasingly focused on larger economic powers that are integrated into the global economy. This will carry a far greater risk of diminishing the effectiveness of the sanctions weapon, because larger economies like that of China have a greater capacity to overcome technology export restrictions and the US dollar’s centrality in global finance. While sanctions campaigns often seek to coerce the target state into policy modification, sanctions may be increasingly used for the purpose of economic containment by attempting to retard the long-term economic development of states. This may result in open-ended sanctions campaigns that will generate a new era of geoeconomics where sanctions risk factors become key to the design of business relationships and supply chains. The use of financial sanctions against larger economies will exacerbate already existing trends of de-banking and a decline in corresponding banking relationships. Technology sanctions and export controls will be increasingly central as sanction-imposing countries in the West seek to leverage their superiority in key emerging technologies against those they perceive to be their adversaries.

Today’s conflict poses an unprecedented challenge to global food security given its timing, with countries inheriting fiscal challenges from previous bouts with the COVID-19 pandemic; concurrent disruptions to food and energy supply chains; and worsening climate threats to agriculture. Should the war be protracted, the world risks further instability through cost-of-living crises and food price crises. World leaders should therefore carefully weigh these risks, as they deliberate their stances in putting an end to the war.

Abstract:: With the advent of climate change, the global focus is no longer lingering alone on climate change mitigation and has shifted towards climate adaptation as well. The 2015 Paris Agreement’s target of restricting the average temperature rise in the 21st century to well below two degrees Celsius compared to pre-industrial levels is increasing unlikely, given the inaction of states and the global lack of progress in meeting Paris Agreement goals. As nations scramble to meet Nationally Determined Contributions (NDCs) and effectively design climate policies, the global crisis has given rise to a new domain, Planetary Health. Planetary Health, an interdisciplinary field, is described as a solutions-focused discipline which aims to analyse, mitigate, and resolve human disruption to Earth’s natural systems in the new Anthropocene epoch. The Anthropocene epoch, on the other hand, is established as a geological climate where human activity is drastically altering earth’s systems to an extent that will be reflected in fossil records. Planetary Health inextricably links human health to the health of the planet and illustrates the interdependency of the two, and this relationship has been substantiated by findings which concur that countries with higher ecological threats concurrently experience greater social vulnerability. When climate-induced disasters occur due to human action, there are subsequent consequences on food, water, energy, and human security. The consequences are disproportionately felt by vulnerable communities in states that lack resources and capabilities to address the consequent impacts on human security, and climate instability is a driving force behind political instability. Thus, there is cause for concern not only for the planet’s health but also for human health as the environment’s health continues to dwindle in the Anthropocene Epoch. As such, the concept of Planetary Health is a response to threatened climate security and human security.

Abstract:: Emphasizing foreign affiliates amid stagnant global value-chained trade, this study provides important evidence for measurable policies which should be taken dependent on the level of GVCs integration in shaping international trade flows and multinational production activity. The recent decreased share of value-added exports within gross exports represents characteristics of a wider value chained network. It is common not only for firms to increase their economic activities globally but also for oversea affiliates to operate as the linchpin between the international and domestic parts of value chains. Our findings suggest that foreign affiliate activity strengthens domestic value chains, thereby leading to the outcome of further growth in the host country, while domestic affiliate activity abroad strengthens global value chains which spur growth in the broader world economy. Based on empirical discussions centered on participating in GVCs, OECD high-income countries significantly integrated into GVCs will benefit from upgrading their GVCs policies such as capturing value-added in exports and building new technology or innovation. There is also a need to continue enforcing the domestic linkages of MNE affiliates, which contributes to growth and employment as they contract and cooperate with domestic firms. In addition, low-income countries not fully integrated into GVCs in the Asia-Pacific region may need to secure entry into existing GVCs with trade liberalization, while middle-income countries which have secured entry into GVCs may focus on enhancing competitiveness by increasing productivity and developing regional economic integration through forums like APEC.

Abstract:: It is well-known that exchange rates are difficult to forecast using observed macro-fundamental variables. This discrepancy between economic theory and empirical results is called the Meese and Rogoff puzzle. The purpose of this study is to address this puzzle from a new approach. Rather than pursuing a linkage between macro-fundamentals and exchange rates, we focus on the market sentiment index as a factor that could possibly enhance exchange rate predictability. The analysis folds into three phases. First, we conducted an assessment of the traditional exchange rate predictability model, as well as the augmented traditional model incorporating the market sentiment index. Second, we predicted the exchange rate by applying the market sentiment index, based on the contrarian opinion investment strategy commonly used by foreign exchange dealers. Finally, we analyzed if the machine learning model incorporating both economic fundamentals and market sentiment index could enhance the predictability of the exchange rate.

268. Embedding Reintegration Assistance for Returning Migrants in the Local Context: The Role of Referrals

Abstract:: The objectives of European reintegration programs for migrants returning to their countries of origin have expanded in recent years. Reintegration assistance, instead of being delivered as standardized support packages, is increasingly being designed to take into account the multiple dimensions of returnees’ reintegration—economic, social, and psychosocial—and the context of the communities in which they settle. As these programs become more complex, it has also become clear that no one service provider can offer all of the various services necessary to meet returnees’ diverse needs and profiles. One way to broaden the range of supports available to returning migrants and embed reintegration assistance into the local context is to refer returnees to local actors, including government agencies and civil-society organizations. Such referrals, particularly when combined with capacity-building assistance for local partners, can help connect returnees with tailored, long-term support. Yet, there is no consensus across reintegration programs as to how referral mechanisms should be organized, what types of services referral partners should deliver, the level of budget support different actors need, and how their work should be monitored. This policy brief explores the role of referrals in reintegration programming, offering a typology of approaches taken across programs to date. It also discusses common challenges, emerging good practices, and promising next steps to improve the local embeddedness of reintegration assistance.

269. Reassessing Recruitment Costs in a Changing World of Labor Migration

Abstract:: Recent years have seen national governments, multilateral organizations, civil society, and private-sector groups take steps to promote the fair and ethical recruitment of migrant workers, including efforts to reduce or eliminate recruitment costs. High recruitment costs can result in workers taking on a financial burden that can only be serviced through high-interest loans or debt bondage, placing them in a more vulnerable position and curtailing the income they can then save or send to loved ones via remittances. Still, progress to address recruitment costs has been uneven to date, and the pandemic has been a major setback. The public-health crisis has seen some existing costs rise or fluctuate wildly and new ones emerge (e.g., fees associated with COVID-19 testing and quarantine), with particularly pronounced effects in low- and middle-skilled sectors and informal employment. This has put working abroad out of reach for some would-be migrants while exposing others who travel abroad for work to new risks. This policy brief explores how the pandemic has affected costs for migrant workers at every stage of their journey, with a focus on new public-health measures and other additional expenses. It also reflects on what these developments mean for future efforts to promote fair and ethical recruitment. The brief is the first publication resulting from a multiyear research partnership between MPI and the SDC’s Thematic Section Migration and Forced Displacement to support the development of global solutions for migration-related challenges.

270. Digital Health Credentials and COVID-19: Can Vaccine and Testing Requirements Restart Global Mobility?

Abstract:: More than two years into the COVID-19 pandemic, rising vaccination levels and widespread testing in many countries are giving governments and the public increasing confidence in international travel. A central part of efforts to restart mobility are digital health credentials, which verify a person’s vaccination, testing, and/or recovery status. These credentials help to minimize the risk of travelers carrying the virus, and unlike paper credentials that must be manually inspected in airports and at borders, digital credentials can be automatically verified. But even as digital health credentials are becoming increasingly common, gaps in international coordination and technical integration issues between different credential systems remain. As a result, migrants and travelers moving between—and at times within—countries must navigate a complex maze of digital systems. This report examines the implications of digital health credentials for international travel and for immigrants’ and travelers’ access to domestic services and venues that also use such credentials. It also explores the implications for specific groups: tourists and business travelers, students, labor migrants, asylum seekers and refugees, and unauthorized migrants. Finally, it offers policy recommendations to facilitate mobility and minimize risks for people on the move.

Abstract:: The pandemic spurred a rapid shift in working practices. In the decades leading up to the COVID-19 crisis, technological advances had allowed a growing number of people with jobs not tied to a specific location to work remotely, particularly in high-income countries with robust technological infrastructure. But the social-distancing and lockdown measures implemented in early 2020 accelerated this trend, with many people working remotely for the first time and some “digital nomads” seeking to do so internationally. These changes in the world of work have important ramifications for immigration systems worldwide, most of which are poorly attuned to remote work arrangements. Finding ways to adapt immigration policies to keep pace with remote work trends is likely to remain important even as the public-health threat recedes in many places, as there are signs that many employers will continue to demonstrate far greater flexibility about where their employees work—both as a means to streamline operations and to attract and retain workers who are increasingly demanding the option to work remotely. This report examines the challenges that remote workers and their employers face when navigating immigration systems, and analyzes opportunities to introduce greater flexibility into immigration, employment, and tax policies to accommodate the rapid rise of nontraditional working arrangements. In the immigration sphere, it identifies options for adapting existing immigration pathways to accommodate remote work and discusses the new digital nomad visas that have sprung up in countries around the world.

Abstract:: The COVID-19 pandemic is changing the way asylum systems use technology. After the initial pause on asylum processing in many countries, officials have turned to digital tools to revive these systems—and increasingly, to reimagine how they work. From the further digitalization of identification and security-check processes to chatbots that help asylum seekers register their protection claims and interviews conducted remotely via video call, such tools have permeated every corner of migration, asylum, and border management systems. This is particularly the case in Europe, where the 2015–16 migration and refugee crisis kickstarted a first round of growth in this area. With digital tools here to stay, the time is ripe to examine what impact their use has on people and processes, and how digitalization may interact with other developments in the international protection field. This report—part of the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—catalogues the use of digital tools in protection systems in Europe and elsewhere, and reflects on what the ramifications could be for humanitarian protection in the years to come. “Digitalization in and of itself is no universal cure,” the author writes, “and depending on how such efforts are carried out, they could obstruct the asylum process and violate asylum seekers’ rights as easily as they could facilitate or protect them.” This report highlights both the potential benefits of the increasing use of digital technology in different stages of asylum processes as well as key challenges and risks that need to be addressed, including concerns about data privacy, opaque decision-making, and how technology changes the nature of human communication.

Abstract:: As climate change increasingly contributes to migration and displacement in many parts of the world, there is a pressing need for measures that build resilience and prevent displacement as well as those that help climate-affected people move to safety and support receiving communities. Multilateral development banks (MDBs) are critical, if sometimes overlooked, players because of their ability to invest in large-scale projects that contribute to sustainable development, primarily in low- and middle-income countries. This report explores the unique role of MDBs in the climate finance landscape and highlights opportunities for migration, humanitarian, and other key actors to partner with them on projects that effectively target climate-related migration and displacement. After reviewing the evidence on the complex linkages between climate and mobility, the report examines MDBs’ climate-related work to date, challenges they face to scaling up these efforts, and strategies to begin to address hurdles. These recommendations include learning from past MDB investments that have touched on climate migration, funding data collection or sharing to strengthen understanding of climate migration trends, and developing partnerships to support policy and project development, financing, and implementation.

Countering Terrorism on Tomorrow’s Battlefield is a handbook on how to strengthen critical infrastructure resilience in an era of emerging threats. The counterterrorism research produced for this volume is in alignment with NATO’s Warfighting Capstone Concept, which details how NATO Allies can transform and maintain their advantage despite new threats for the next two decades. The topics are rooted in NATO’s Seven Baseline requirements, which set the standard for enhancing resilience in every aspect of critical infrastructure and civil society. As terrorists hone their skills to operate lethal drones, use biometric data to target innocents, and take advantage of the chaos left by pandemics and natural disasters for nefarious purposes, NATO forces must be prepared to respond and prevent terrorist events before they happen. Big-data analytics provides potential for NATO states to receive early warning to prevent pandemics, cyberattacks, and kinetic attacks. NATO is perfecting drone operations through interoperability exercises, and space is being exploited by adversaries. Hypersonic weapons are actively being used on the battlefield, and satellites have been targeted to take down wind farms and control navigation. This handbook is a guide for the future, providing actionable information and recommendations to keep our democracies safe today and in the years to come.

Abstract:: An Intergovernmental Working Group is established by the Human Rights Council to adopt a treaty on Business and Human Rights. According to the draft treaty the enforcement mechanism relies on a treaty body working through a reporting-based mechanism. In this article the enforcement mechanism of the treaty is analysed through the progressive model of accountability presented by Gupta and Van Asselt. It also takes further the analysis based on the progressive model by Nadia Bernaz of the enforceability measures adopted within the treaty. The enforceability of the treaty is further discussed in this article and a relative enforcement mechanism is proposed. The proposal includes structural changes within the treaty body and inclusion of the role of non-state entities for more efficient enforcement.

276. Strengthening a Transnational Semiconductor Industry

Abstract:: If data is the new oil, it could be said that chips are the new steel—a fundamental component of national power similar to the foundational role steel production played in the industrial age. As such, semiconductor chips are a natural focus for government intervention and support to accelerate growth and build secure supply chains. The specific goals for U.S. semiconductor policy are to increase reliability and trust in supply, reinforce all elements of chip-making capacity, and reduce China’s role in the supply chain. Chip production is based on complex, globally distributed, specialized supply chains involving many stages in production, including specialized materials, production equipment, design and related software, fabrication, testing, and packaging. In some stages of production, labor costs are important; in others, it is capital costs because a cutting-edge fabrication plant, or fab, can cost more than $12 billion. Taiwan, South Korea, the United States, Japan, Singapore, and China are the leading chip-producing nations. There are also important facilities (often subsidiaries of a leading producer) in Europe, Southeast Asia, South America, and Israel. This global distribution has led some to push for greater production in the United States, but trying to “reshore” a global supply chain spread across many countries would be counterproductive if the goal is a reliable and more productive supply chain. The problem is China, not global production. The politics of the chip industry are generally favorable to the United States. One leading producer, South Korea, is a treaty ally and faces less risk of disruption from China than does Taiwan. Another leading producer, Japan, is one of the most important U.S. security partners and, with the United States, dominates the production of semiconductor manufacturing equipment (SME). ASML, another leading producer of SME, based in the Netherlands, is also an important ally. Singapore, while it would prefer not to be caught in a battle between giants, is also a dependable partner. These countries share democratic values and in many instances are treaty allies. The global distribution of chip-making in countries friendly to the United States is an advantage.

Abstract:: Donors have rhetorically supported the importance of innovation in global development, but the level of resources committed has seldom matched the level of this rhetoric. There are clear barriers to expanding funding for the innovation ecosystem: (1) innovation remains under-resourced, and models that are providing clear results are not properly supported; (2) pathways to scale remain limited because of the total funding available; and (3) the risk appetite of donors remains too conservative to properly support and scale innovation. Recent impact evaluations suggest that innovations supported by the United States Agency for International Development’s (USAID) Development Innovation Ventures (DIV) and the Global Innovation Fund (GIF) have yielded impressive returns. But more importantly, innovation also leverages scarce funding resources and engages with locally based partners.

Abstract:: Reading, writing, and numeracy: these are foundational skills people learn at school and continue using throughout their lifetimes. But as societies evolve and technology progresses, the learning needs and demands of one generation change for the next. Curriculums in educational institutions must keep up with these changes to reflect the new realities. They do so by removing outdated content, incorporating new disciplines, and innovating with new educational tools and techniques. While previous American generations learned Latin and shorthand, current generations learn Spanish or French and practice typing. In many public schools across the United States, cursive handwriting is no longer taught. Children now practice writing and typing using new technology such as tablets and computers, not typewriters. In advanced countries, educational equipment such as blackboards, chalkboards, and even whiteboards have been replaced with high-tech tools such as Promethean boards. While numeracy and basic literacy are still fundamental to learning, digital literacy has emerged as another critical life skill and is now, per the World Economic Forum, part of the twenty-first-century toolkit (see Figure 1). Beyond basic literacy, digital skills have become indispensable for every global citizen, whether to communicate, find employment, receive comprehensive education, or socialize. More than 90 percent of professional roles in across sectors in Europe require a basic level of digital knowledge and understanding. This need has become even more evident during the Covid-19 pandemic, making it more urgent for countries to embrace digital technologies and their associated skills.

282. Making Hydrogen Hubs a Success

Abstract:: In a low-carbon world, low-emissions hydrogen will be useful as an energy carrier and when end uses are too hard or expensive to electrify. Thus, hydrogen plays a key role in modeled scenarios of a decarbonized future. Notably, the International Energy Agency’s (IEA) Net-zero Scenario has called for hydrogen from low-carbon sources to make up 10 percent of final energy consumption worldwide by 2050. This large scale of projected consumption means that standing up an industry to make, process, and use low-carbon hydrogen is one part of a needed response for many countries, including the United States. In the Infrastructure Investment and Jobs Act (IIJA), the U.S. Congress authorized the creation of Regional Clean Hydrogen Hubs (H2Hubs) to address the multiple challenges facing this nascent industry. In the United States, there is presently little production of low-emissions hydrogen, few users, and almost no linkages between them. To solve these challenges, the legislation calls for each H2Hub to establish “a network of clean hydrogen producers, potential clean hydrogen consumers, and connective infrastructure located in close proximity” to demonstrate the production, processing, storage, transportation, and use of clean hydrogen. Under the legislation, hydrogen is considered clean if less than two kilograms of carbon dioxide (CO2) is emitted for every kilogram of hydrogen produced. The production of such low-emissions hydrogen is the key requirement of the H2Hubs program, which also needs to demonstrate the production of clean hydrogen from different sources, including fossil fuel feedstocks, renewables, and nuclear power. H2Hubs will also need to demonstrate the use of hydrogen in power generation, industry, heating, and transportation. The legislation also calls for H2Hubs to be an engine of economic growth and investment in the regions where the hubs are located. Beyond the formal requirements for technical demonstration, the only other instruction from Congress is that the U.S. Department of Energy (DOE) “shall give priority to regional clean hydrogen hubs that are likely to create opportunities for skilled training and long-term employment to the greatest number of residents in the region.” In a June 2022 announcement on the program, the DOE highlighted how the economic goals of the program are part of the IIJA and President Biden’s agenda, including by “enhancing U.S. competitiveness in the world, creating good jobs, and ensuring stronger access to these economic benefits for underserved communities.” The H2Hubs program offers $8 billion in investment for a nascent industry that could both help the United States reduce greenhouse gas emissions and lead the way in a growing part of the global energy industry, creating jobs and economic benefits at home. As communities, states, and consortia compete for H2Hubs grants, they can design hubs for technical and economic success. And the DOE can build upon existing experience instituting Energy Innovation Hubs to build ecosystems of innovation at a large scale. In spring 2022, the CSIS Energy Security and Climate Change Program hosted several workshops to explore how best practices in regional economic development and innovation policy could help inform the design and administration of H2Hubs. The program also considered how hub models are being used around the world to foster investment in clean-hydrogen production and create market demand for it. This report is a product of those workshops and research that preceded and followed them.

Unlike arbitrary detention, which may also involve arrest and inhumane treatment, enforced disappearances frequently leave families with no information as to the victim’s whereabouts or status. In many cases, it is ultimately revealed that the victim was killed rather than detained. Enforced disappearances violate multiple human rights, including the right to security and dignity of person; the right not to be subjected to torture or other cruel, inhuman, or degrading treatment or punishment; the right to liberty; the right to humane conditions of detention; the right to a legal personality; the right to a fair trial; the right to a family life; and the right to life. The phenomenon of enforced disappearances first emerged as a state practice during the Nazi era but became widespread under the military regimes in Latin America during the 1960s. The Commission for Historical Clarification in Guatemala found that from the mid-1960s until the 1996 peace agreement, security forces and “death squads” carried out approximately 45,000 enforced disappearances against anti-government forces and suspected opponents, including members of Mayan communities. The governments of Argentina, Chile, Uruguay, Paraguay, Bolivia, Brazil, Ecuador, and Peru developed a transnational cooperation mechanism called “Operation Condor” to share intelligence about political dissidents for the purposes of carrying out transnational enforced disappearances. The practice of enforced disappearances was soon taken up by governments in other parts of the world, as well. In Sri Lanka, for example, Amnesty International estimates that there have been “at least 60,000 and as many as 100,000 cases of enforced disappearance” since the 1980s. The problem persists today, occurring at a large scale in many countries in the context of both armed conflicts and repressive, unaccountable regimes. The Syrian Network for Human Rights reported that from 2011 to 2021, the Syrian regime carried out 102,000 disappearances to suppress dissent during the civil war. Meanwhile, China’s Residential Surveillance at a Designated Location (RSDL) decree empowers authorities to detain foreign or Chinese nationals for a period of six months without disclosing their location. A Spain-based rights group, Safeguard Defenders, claims that between 27,000 and 57,000 people have gone through China’s RSDL system since 2013, citing data from the Supreme People’s Court and the testimony of survivors and lawyers. Altogether, the United Nations Working Group on Enforced or Involuntary Disappearances (UN Working Group) has recorded more than 59,000 cases of enforced disappearances across 110 countries since 1980, including 651 new cases originating in 30 countries in its most recent annual report. More than 46,000 cases remain unresolved. The international community was slow to respond to the growing problem of enforced disappearances, initially addressing the problem only as part of broader “ad hoc working groups” on human rights issues in countries like Chile and Cyprus. It was not until 1992 that the United Nations General Assembly adopted the Declaration on the Protection of All Persons from Enforced Disappearance, which condemned acts of enforced disappearance as violations of the Universal Declaration of Human Rights and called on states to prevent, eradicate, and punish acts of enforced disappearance under criminal law. The international legal regime has since expanded: in 1996, the Inter-American Convention on Forced Disappearance of Persons (Inter-American Convention) entered into force, and in December 2010, the International Convention for the Protection of All Persons from Enforced Disappearance (Enforced Disappearance Convention) came into force. Enforced disappearances can also now be prosecuted as a crime against humanity under the Rome Statute of the International Criminal Court.

285. Hard Choices in a Ransomware Attack

Abstract:: Ransomware attacks started as a novelty but have now become a clear and present danger to entities of every size and function. The number of ransomware attacks and the price of demanded ransoms have escalated steeply since 2018. Legislation and policy have not kept up. Policymakers have sought to shape the incentive structure for victims to incentivize defense and disincentivize ransom payments. While they are sympathetic to businesses who fall victim to these attacks, which can sometimes be existentially threatening, few policymakers (or their staff) have ever experienced the shock of an attack firsthand and, as a result, are searching with incomplete information for the right combination of carrots and sticks that will help victims and hurt attackers. This report aims to put the reader in the shoes of the victim—the shocking, powerless moment of realization of a ransomware attack. It walks through a set of decisions that victim must make on their worst day and in the weeks to follow. How well an entity succeeds in navigating that peril depends on decisions made well before an attack, so the report also makes recommendations for both government and industry on how to encourage preparation and simple defensive steps.

Abstract:: The Covid-19 pandemic has underscored the importance of a strong health workforce to outbreak response, as well as of vaccine delivery to prevent further outbreaks. Women and men providing care, transporting supplies, analyzing data, and delivering vaccines to patients and their families have all contributed to pandemic-related activities while maintaining a focus on routine health programs. Women comprise an estimated two-thirds of the formal health workforce worldwide—and a high percentage of the unpaid health workforce as well. Yet gender inequities, including those related to training, compensation, and professional advancement, limit opportunities for female health workers to perform their duties and develop professionally, with implications for quality of care and health outcomes. By prioritizing gender equity within their own health workforces; gathering data on gender dynamics within the immunization programs they support; and supporting initiatives to train, retain, and advance the careers of female immunization workers, donor governments—including the United States, working with bilateral and multilateral partners—can strengthen quality of care, improve global immunization coverage, and reinforce health security in the long run.

Abstract:: In the 40-year period 1980–2019, annual carbon dioxide (CO2) emissions from fossil fuel combustion, including flaring, increased by more than 80%, and total emissions from those sources represented approximately 83% of anthropogenic CO2 emissions (also including cement production and land-use change) without accounting for sinks. Understanding the carbon footprint of countries and companies along the oil value chain is fundamental to outlining paths to reduced reliance on fossil fuels. However, academic analyses of carbon footprints are limited by the lack of a reliable dataset and carbon accounting method that would allow comparisons across countries and companies.

Abstract:: In order to effectively harness public funds and leverage them to support sustainable development, governments have to be strategic in their use of capital. This means ensuring that government funds are used to help compensate for market failures that lead to the underproduction of public goods. It also means ensuring that government funds are not used to provide redundant support for private actors and subsidize environmentally or socially harmful activities. To achieve these policy objectives, governments need to be careful and deliberate in their use of investment incentives. Investment incentives, which may be defined (broadly) as nonmarket advantages used to influence the behavior of an economic actor, can represent significant costs to governments. These costs have the potential to generate various public benefits such as increased employment, development and dissemination of environmentally and socially sound technology, and other positive externalities. However, investment incentives are not often tailored or implemented in ways that ensure they produce the desired outcomes, or they do so at public costs that are less than their public benefits. Investment incentives have the potential to advance sustainable development but can also be misused, undermining their goals, and wasting public funds. This report provides an overview of investment incentives, their policy implications, and strategies for understanding and managing their costs and benefits.

Abstract:: In the twenty-first century, data became the subject of national strategy. This paper examines these visions and strategies to better understand what policy makers hope to achieve. Data is different from other inputs: it is plentiful, easy to use and can be utilized and shared by many different people without being used up. Moreover, data can be simultaneously a commercial asset and a public good. Various types of data can be analyzed to create new products and services or to mitigate complex “wicked” problems that transcend generations and nations (a public good function). However, an economy built on data analysis also brings problems — firms and governments can manipulate or misuse personal data, and in so doing undermine human autonomy and human rights. Given the complicated nature of data and its various types (for example, personal, proprietary, public, and so on), a growing number of governments have decided to outline how they see data’s role in the economy and polity. While it is too early to evaluate the effectiveness of these strategies, policy makers increasingly recognize that if they want to build their country’s future on data, they must also focus on trust.

Abstract:: Many dubbed the Gulf War of 1991 the “first space war” due to the US Armed Forces’ extensive use of satellites. The cyberwar in Ukraine, although it is mostly playing out in the shadows, may be remembered as the first space-cyber war. This policy brief makes the case that states should adopt national policies to defend against threats to space-based assets and applications, such as communications satellites, that are both vital to national security and economic security and increasingly vulnerable to cyberattacks. It is time to explore and identify principles for responsible space-cyber behaviour that would represent a broad multilateral consensus. Identifying these principles may not prevent space-cyber hostilities but could provide “rules of the game.” States would also benefit from encouraging a space-cyber security industry that, beyond protecting against space-cyber threats, has the potential to be a significant growth engine.

Abstract:: Standards and certification programs are developed to support new trustworthy artificial intelligence (AI) legislation. Recent developments point to the emergence of a two-track approach. One track would focus on the certification of AI applications embedded in tangible products using objective criteria through established conformity assessment bodies. Regarding AI interacting with humans and used in delivering services, there is a need to create a new track. This track is needed to verify and validate compliance against subjective criteria, values and ethics, seen by many as an integral part of what constitutes trustworthy AI. The practice of “assurance as a service” can be adapted to verify and validate conformance to upcoming trustworthy AI standards. This policy brief provides an update on key legislative and policy developments framing trustworthy AI. It sketches possible approaches for the certification, verification and validation of AI embedded in products and in services and looks at recent proposals regarding the creation of a new chartered profession to deliver assurance services to achieve trustworthy AI.

Abstract:: This article offers how the concept of the event is approached by two opposing post-Marxist thinkers - Alain Badiou, Michael Hardt & Antonio Negri. Since the beginning of the modern era, many events, which could be significant or not, have occurred, such as the French Revolution, the Paris Commune, the Chinese Cultural Revolution, the Zapatista movements, the Arab Spring, anti-globalisation movements, indigenous movements, agricultural movements and the contemporary global protests that have emerged in many parts of the world over the past few decades. They all have affected world politics in some ways. Hence, there are many ways to think about these events or conceptualise these events in distinctive ways. This article compares the approaches of Badiou, who has still been known for his commitment to Maoism, and Hardt & Negri, who established a postmodern relationship between biopolitics, capitalism and empire. The paper emphasises that although both Badiou and Hard & Negri believe that events bring up new possibilities, the event rarely occurs throughout history for the former. For the latter, global capitalism gives rise to the events. The paper stands with Hardt and Negri’s formulation as their perceptions enable us to perceive the novelties, potentialities, and creativeness of social uprisings that have become prevalent in the contemporary world.

299. To Prevent the Collapse of Biodiversity, the World Needs a New Planetary Politics

Abstract:: The planet is in the midst of an environmental emergency, and the world is only tinkering at the margins. Humanity’s addiction to fossil fuels and voracious appetite for natural resources are accelerating climate change and degrading ecosystems on land and sea, threatening the integrity of the biosphere and thus the survival of our own species. Given these risks, it is shocking that the multilateral system has failed to respond more forcefully. Belatedly, the United States, the EU, the UK, and some other advanced market democracies have adopted more aggressive greenhouse gas reduction targets, but their ability to deliver is suspect, while critical emerging economies like China and India have resisted accelerating their own decarbonization.1 Even more concerning, existing multilateral commitments, including on climate change, fail to address the other half of the planet’s ecological crisis: collapsing biodiversity, which the leaders of the Group of 7 nations rightly call an “equally important existential threat.”

300. Reducing Pernicious Polarization: A Comparative Historical Analysis of Depolarization

Abstract:: The global rise of political polarization has fueled concerns about its detrimental impact on politics and society. From an increase in political violence to a decrease in the quality of democracy and governance, the threats posed by pernicious polarization—the division of society into two mutually antagonistic political camps—are diverse and acute. Determining how to reduce these tensions is therefore an urgent challenge. Using data on political polarization from the Varieties of Democracy (V-Dem) data set, this working paper assesses various instances of depolarization around the globe since 1900 and analyzes their long-term sustainability. Polarization is increasing worldwide. When broken down by region, V-Dem data suggest that every region except Oceania has seen polarization levels rise since 2005. Africa has had the smallest increase during this period, although it has long had high levels of polarization. Rising polarization in Europe is being driven by deepening political divisions in Eastern and Central Europe, Southern Europe, and the Balkans. In the Western Hemisphere, the largest democracies—Brazil, Mexico, and the United States—are all experiencing extreme levels of polarization. East Asia’s polarization levels have traditionally been low, though increasing political tensions in places like South Korea and Taiwan are driving up the region’s score. And in South Asia, India’s polarization has skyrocketed since 2014. Jennifer McCoy Jennifer McCoy is a nonresident scholar in the Democracy, Conflict, and Governance Program, where she focuses on political polarization and democratic resilience in the U.S. and around the world. To better understand the various paths by which polarized societies might overcome or reduce their political divisions, this working paper examines perniciously polarized countries that have successfully depolarized, at least for a time. Through a quantitative analysis of the V-Dem data set, this study identifies 105 episodes from 1900 to 2020 where countries were able to reduce polarization from pernicious levels for at least five years. These 105 episodes represent roughly half of the total episodes of pernicious polarization during the time period, thus indicating a fairly robust capacity of countries to depolarize. If considered in terms of country experiences rather than episodes (because many countries have experienced multiple episodes in a cycle of polarization and depolarization), then the data indicate that two-thirds of the 178 countries for which V-Dem provides polarization data have experienced one or more episodes of pernicious polarization, but only thirty-five countries (20 percent) have failed to experience any depolarization to below-pernicious levels. Given this apparent capacity among the majority of the world’s countries to depolarize from pernicious levels at least some of the time, this analysis seeks to identify the contexts and sustainability of those experiences and to encourage further research into their causal mechanisms and outcomes for democracies. The analysis offers a preliminary discussion of the potential meaning and normative implications of depolarization as a concept and policy goal. It then uses qualitative analysis to identify patterns in the contexts of various depolarization cases and gauge the sustainability of these trends. Most of these depolarization episodes were associated with dramatic changes in a country’s political life. An analysis of contextual factors showed that almost three-quarters of the cases came after major systemic shocks: a foreign intervention, independence struggle, violent conflict, or regime change (primarily in a democratizing direction). In the remainder of cases, countries depolarized within a given regime structure, whether democratic or autocratic. Tellingly, the authors identified no cases of depolarization from pernicious levels among liberal democracies. This is because very few countries classified as full liberal democracies have ever reached pernicious levels; the United States stands out today as the only wealthy Western democracy with persistent levels of pernicious polarization. Just under half of all depolarizing cases were able to sustain depolarization for a decade or longer. In a second sizeable group of cases, countries managed polarization to some degree, either living with chronic near-pernicious levels after depolarizing, or else repolarizing to near-pernicious levels within ten years. Finally, 15 percent of the cases returned to pernicious levels within the first decade. Troublingly, when the authors analyzed the entire time period from 1900 to 2020, nearly half of the countries that had sustained depolarization or managed polarization for at least a decade later returned to pernicious levels of polarization. These outcomes illustrate the difficulty of sustaining low levels of polarization, and they indicate that a cyclical pattern of polarization, depolarization, and repolarization may be a characteristic feature of political life in many places. Only a fraction (14 percent) of cases resulted in sustained depolarization over the long term.The mechanisms and strategies that enable such sustained depolarization in democracies will be the subject of future research. But given the small number of democracies (eleven) able to accomplish this feat amid the larger pattern of cyclical polarization and depolarization, it will be crucial to also understand strategies of managing polarization at moderately high levels while avoiding democratic erosion, government dysfunction, or returns to pernicious polarization and potential violence.
