Abstract:
Anti-corruption hotlines provide a key channel for governments to receive complaints from individuals who have come into contact with or been victims of corruption. Increasingly, hotlines are being valued as a channel for citizen redress and as a barometer of the success of government anti-corruption efforts. They provide for broad feedback to governments from civil society on how well policies and institutions are working, where breakdowns occur and where responses are needed. As a service, hotlines are similar to community audits and legal advice centres in offering a means to cross-check whether campaign pledges and government promises are producing results. Yet their success in combating corruption is dependent on a number of operational, administrative, institutional and political factors — each of which this paper will attempt to address by drawing on examples from Azerbaijan, Czech Republic, Kenya and Moldova.

Abstract:
In 1997, the member states of the Organisation for Economic Cooperation and Development (OECD) adopted the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions (the OECD Convention). The adoption of the Convention was a landmark event in the fight against international corruption representing a collective commitment to ban foreign bribery by the governments of the leading industrialised states - countries accounting for the majority of global exports and foreign investment. Because most major multinational companies are based in OECD Convention countries, the Convention was hailed as the key to overcoming the damaging effects of foreign bribery on democratic institutions, development programmes and business competition. The Convention now has 38 parties. It requires parties to make it an offence to “intentionally offer, promise or give any undue pecuniary or other advantage, whether directly or through intermediaries, to a foreign public official, for that official or for a third party, in order that the official act or refrain from acting in relation to the performance of official duties, in order to obtain or retain business or other improper advantage in the conduct of international business.”

At the 3 November 2009 SNL-LLNL-CSIS workshop, participants identified a number of key technical challenges and opportunities associated with Congress and the Obama Administration's new U.S. nuclear agenda. These key judgments can be distributed into four principal issue areas: 1) broad policy considerations; 2) challenges and opportunities facing the U.S. nuclear weapons enterprise; 3) challenges and opportunities facing monitoring and verification; and 4) challenges and opportunities in cooperative threat and risk reduction. Within each sub-set, participants identified challenges that are common to nuclear futures ranging from a world without nuclear weapons to a highly proliferated world, as well as those challenges that are unique to a particular future.

One of the main factors that led directly to the present status quo in Cyprus tends to be forgotten. This was the extraordinary display of timidity on the part of Great Britain in the 1960s when confronted with determined Greek Cypriot attempts to make Cyprus Greek. And, needless to say, the subsequent forceful division of the island by Turkey in 1974 should always be seen in this earlier context: not, that is, as some kind of unforeseeable interruption in the island's natural and peaceful progression towards its Hellenic 'redemption'; least of all as the result of a brutal and arbitrary interference in a sovereign state on the part of a 'foreign power', both of which notions still circulate among many Greeks and their political sympathisers.

This series of letters came about as follows. Sometime late in April, 2008 I went to see President Denktaş at his office in Nicosia, partly as a courtesy visit and partly because I thought he would be interested to read two documents I brought with me. One was a long article on Cyprus by Perry Anderson, a well-known British leftist, now teaching at an American university. Anderson's piece had recently appeared in the London Review of Books to which journal he was a regular contributor. The other thing I gave Denktaş was a letter I had sent to the LRB pointing out, in effect, what a one-sided, slapdash assortment of misinformation Anderson had inflicted on the British reading public.

11508. Administrative Reform in International Organizations : The Case of the Joint United Nations Programme on HIV/AIDS

This paper focuses on the causal factors, implementation, and side effects of administrative reforms launched within the United Nations system, in the field of HIV and AIDS. It is based on an empirical analysis of the UNAIDS Programme, an interorganizational system bringing together ten UN agencies to combat the worldwide epidemic, with the support of a Secretariat. Firstly, the paper argues that the administrative reform of UNAIDS was unlikely to have come from the UN organizations themselves, although the Programme was expected to lead these organizations to better coordinate and harmonize their AIDS strategies. Secondly, it identifies three external factors that have led UN organizations to reform their governance mechanisms and procedures. Thirdly, it explores the conditions under which the reform of UNAIDS has been implemented since 2005, with particular attention to the Secretariat that has become involved as an active “reform entrepreneur.” Finally, it identifies some of the unexpected effects of the reform, with a particular emphasison competition between UN agencies, organizational complexity, and bureaucratization. The concluding remarks argue that when analyzing administrative reforms within international organizations, one should investigate the interrelations between the external pressures that drive reforms and the activity of reform entrepreneurs.

Abstract:
Dealing with the dynamics of rural violence under the multi-party transition (1991-1994), this paper suggests new points of view on the mobilization of Rwandan peasantry during the genocide (1994). Going through local archives and interviews held in the hills and in four prisons of the country, the analysis focuses on the increasing development of an economy of violence. The multi-party system incited competing rural elites to recruit a growing number of men and ruffians against other contenders in order to assure their access to power. Local elites (re)formed patron-client links previously dried by the spreading of money and wage incomes in the countryside. Particular attention is paid to the dimension of political entrepreneurship and to the relationship between social brokers and rural elites, in the course of the struggle between political parties as well as during the building of the Power coalitions which led the massacres locally.

Between 1984 and 1995, the Indian Punjab was the theatre for a separatist insurrectional movement led by Sikh irregular armed groups. Most Sikh militants who picked up the gun against the Indian state were male, but a handful of women also took part in this armed struggle, which also enjoyed some support from Pakistan. Rather than the motivations of the fighters, it is their individual trajectories that are explored here. Following a critical biographical approach, paying attention to the silences of the actors and to the distorting effects of their ex-post testimonies, this paper aims at unraveling the familial genealogies of these militant careers, before identifying their successive sequences. Through this exercise, it is possible to shed light on individual dispositions towards engagement. However, this preliminary exercise must be followed up by an in-depth study of the conditions of actualization of these dispositions into a sustained form of commitment. Therefore, this paper focuses on the modalities of recruitment into clandestine organizations, before turning to the practical and psychological dilemmas induced by the return of these combatants to civilian life, which remain understudied. By introducing gender into the scope of the study, this paper also aims at assessing the variations between masculine and feminine ways of being and having been in clandestinity.

In his inaugural address, U.S. President Barack Obama told the Muslim world they would be judged by what they build, not what they destroy. But even if those who build far outnumber those who destroy, many governments and societies will continue to be confronted by the specter of violent extremism. The challenge they face is how to devise effective strategies to counter the extremists and encourage long-term solutions that go beyond merely containing the problem to addressing its root causes. This is the challenge we posed to a wide variety of participants in the EastWest Institute's Countering Violent Extremism Initiative.

The future of the Treaty on Conventional Armed Forces in Europe, widely considered to be the cornerstone of European security, was thrown into stark question when the Russian Federation announced in December 2007 that it would suspend its participation in the treaty. The 1990 treaty, considered the most ambitious and far ranging conventional arms control treaty in history, established limits on the numbers of conventional military hardware deployed in Europe, required substantial reductions in conventional arsenals, and created an intrusive regime of inspections and verification. In many ways, the treaty changed the face of European security by establishing new, cooperative political-military relationships.

Those trends, if not corrected, will produce negative strategic consequences for the security of Europe. Extremism in every form is a major concern for the global community. Though the Liberation Tigers of Tamil Eelam (also known as LTTE, or more commonly, as the Tamil Tigers) do not share the same religious motivations as the violent extremist groups that tend to garner the most interest today, they merit much greater attention from the international community. Their longevity, success, and tactics – their revival of suicide bombing in particular – render them a formidable foe. The protracted conflict between the Sri Lankan government and the LTTE offers several important lessons regarding effective strategies for combating violent extremism. These lessons hold – and indeed are all the more relevant – in the face of the recent military gains of government forces over the LTTE.

The workshop's aim was to discuss in-depth the strategy of the Obama Administration toward Afghanistan and its region and to formulate additional recommendations. Some twenty leading international experts from the region, Asia, Europe and the United States participated. The meeting was co-funded by LISD, the Carnegie Corporation of New York, and the Stiftung für Selbstbestimmung und Internationale Beziehungen (SiBiL) in Vaduz, Liechtenstein. For more than sixty years, the United States and the world have benefited immeasurably from a de facto taboo on the use of nuclear weapons. Today, however, this period of nonuse may come to an end, given the rise of a new type of terrorist who seeks to acquire and would not hesitate to detonate nuclear weapons. Moreover, the emergence of more states with nuclear weapons capabilities has raised the likelihood of the use or loss of control of nuclear weapons or the materials used to make them. The imperative before the Obama administration, therefore, is to use all available tools to prevent the use and further acquisition of nuclear weapons. This Task Force report identifies how to leverage U.S. nuclear weapons posture and policy to achieve that objective. It focuses on near-term steps, primarily over the next four years.

The adoption of the concept of “Responsibility to Protect” (RtoP) by the Heads of State and Government in the September 2005 United Nations World Summit was a historic landmark which has generated great attention as a potentially powerful instrument to impede humanitarian tragedies. Yet much has been missing, or misinterpreted, in the public discussion of this emerging norm. Some fear that RtoP could be abused by powerful countries to intervene in developing nations alleging altruistic motives, while others believe that RtoP is already a rule of customary international law that should be applied unconditionally and without delay in the face of any humanitarian crisis in the world. To make it workable in real life, the concept must be saved from friends and foes by narrowing its focus and turning RtoP as operational as possible so as to effectively implement it, in line with what global leaders decided in 2005.

Just over a year ago, outward foreign direct investment (OFDI) from India seemed to be on a path of rapid and sustained growth. Its annual average growth of 98% during 2004–07 had been unprecedented , much ahead of OFDI growth from other emerging markets like China (74%), Malaysia (70%), Russia (53%), and the Republic of Korea (51%), although from a much lower base. Much of this recent growth had been fuelled by large-scale overseas acquisitions, however, and it faltered when the global financial crisis that started in late 2007 made financing acquisitions harder.

Despite the current economic crisis, outward foreign direct investment (OFDI) by Latin American and Caribbean enterprises continued its upward trend in 2008 (annex figure 1). OFDI by firms in the region reached nearly USD 35 billion in 2008, an increase of 42% with respect to 2007 (ECLAC, 2009a). However, several of the factors that fostered such growth have recently changed, possibly affecting OF DI prospects for 2009. This Perspective briefly explores these changes and their potential effects on firms' investing behavior, as well as some important countervailing factors that may cushion the effects of the economic crisis on Latin American firms' investment plan.

The internationalization of Brazilian companies is a relatively recent phenomenon. From 2000 to 2003, outward foreign direct investment (OFDI) averaged USD 0.7 billion a year. Over the four-year period 2004−2008, this average jumped to nearly USD 14 billion. In 2008, when global FDI inflows were estimated to have fallen by 15%, OFDI from Brazil almost tripled, increasing from just over USD 7 billion in 2007 to nearly USD 21 billion in 2008 (annex figure 1 below). Central Bank data put the current stock of Brazilian OFDI at USD 104 billion, an increase of 89% over 2003. Caution is in order about these figures, however, as in Brazilian outflows it is difficult to separate authentic FDI from purely financial investment under the guise of FDI. 11522. Where Minds Meet: The "Professionalization" of Cross-Strait Academic Exchange

In international relations, transnational academic exchange or, more generally, cultural exchange is usually seen as a function of the quality of bilateral relations. As a variety of public diplomacy intended to win the “hearts and minds” of intellectuals in another country, the development of educational exchanges depends on the twists in foreign policy. Academic exchange across the Taiwan Strait commenced in the late 1980s, directly after the lifting of the travel ban, and had gathered momentum by the mid-1990s. It even accelerated further after the inauguration of the pro-independence Chen-government in Taiwan in 2000, creating the “paradox” of the expansion of social contacts in times of frosty political relations. One possible explanation for this is that due to the rather unique situation in the Taiwan Strait people-to-people exchanges between Taiwan and mainland China have been officially promoted as a substitute for official contacts. What is often neglected by analysts of cross-Strait relations, however, is the fact that academic exchange is also a response to the global pressure to internationalize higher education. Within this two-dimensional framework (international relations and the internationalization of higher education), cross-Strait academic exchange has been developing its own dynamic. The outcome has been an increasing amount of nonofficial communication and the growing “professionalization” (in the sense of the academic profession) of academic exchange.

11523. Myanmar: Towards the Elections

The bizarre prosecution and conviction of opposition leader and Nobel Peace laureate Aung San Suu Kyi for violating her house arrest has returned attention to repression in Myanmar, as preparations were underway for the first national elections in twenty years, now scheduled for 2010. This further undermined what little credibility the exercise may have had, especially when based on a constitution that institutionalises the military's political role. The UN Secretary-General's July visit, which produced no tangible results, added to the gloom. But while the elections will not be free and fair – a number of prominent regime opponents have been arrested and sentenced to prison terms over the last year – the constitution and elections together will fundamentally change the political landscape in a way the government may not be able to control. Senior Generals Than Shwe and Maung Aye may soon step down or move to ceremonial roles, making way for a younger military generation. All stakeholders should be alert to opportunities that may arise to push the new government toward reform and reconciliation.

11524. Nepal's Future: In Whose Hands?

Nepal's peace process is in danger of collapse. The fall of the Maoist-led government, a mess largely of the Maoists' own making, was a symptom of the deeper malaise underlying the political settlement. Consensus has steadily given way to a polarisation which has fed the more militaristic elements on both sides. While all moderate politicians still publicly insist that there is no alternative to pursuing the process, private talk of a return to war – led by generals of the Nepalese Army who have never reconciled themselves to peace – has grown louder. Outright resumption of hostilities remains unlikely in the short term but only concerted efforts to re-establish a minimal working consensus and a national unity government including the Maoists can avert the likelihood of a more dangerous erosion of trust. Strong international backing, with India eschewing short-term interference in favour of longer-term guardianship of the process it itself initiated, will be essential.

The Obama administration has arguably inherited the toughest national security environment since the end of World War II. Instability in Afghanistan and Pakistan has propelled South Asia to the top of a U.S. national security agenda already crowded with a long list of major problems that includes North Korea, Iran, and Iraq. The political, security, and economic trends in Afghanistan and Pakistan have taken a turn for the worse, as the two countries confront an increasingly violent Taliban-led insurgency and al Qaeda–linked militant jihadist groups. To make matters even worse, Pakistan's relations with India have been damaged by the November 2008 Mumbai terrorist attacks.

The U.S. Government is increasingly concerned, and President Barack Obama has turned to the Chairman of the Joint Chiefs of Staff for options to provide timely support to Mexico. But the “cartel war” in Mexico, which is increasingly spilling into the United States, is just the latest, most visible indicator of steadily deteriorating civil order south of the border.

Abstract:
From its earliest days, the United States has been engaged in trade with East Asia. In February 1784, the Empress of China left New York harbor, sailing east to China, arriving at Macau on the China coast in August of that year. The ship returned to the United States the following May with a consignment of Chinese goods, which generated a profit of $30,000. In 1844, China granted the United States trading rights in the Treaty of Wanghia.

Abstract:
Following the end of violent conflicts, whether by military victory or negotiated settlement, international actors such as the European Union and the United Nations play an increasing role in peace building, through a range of security, governance, and development activities. These may or may not be mandated by a peace agreement or other formal settlement, and may or may not follow or work in tandem with a peacekeeping mission. International, regional, national, and local actors may work in a more or less collaborative, or coherent fashion. Nonetheless, many of the key challenges of peace building remain the same, and a familiar set of policies and strategies have emerged in contemporary practice to address these. Chief among the challenges of contemporary peace building is that of addressing demands for some form of accountability, often termed transitional justice (discussed in section 3). However, as this guidance paper explains, the demands of transitional justice and its relation to broader peace building activities, involve not just decisions about accountability, but a complex set of policy and institutional choices about security and governance as well. Thus, this guidance paper examines peace building and transitional justice as a set of linked policies and strategies regarding not just accountability, but security sector reform (SSR), disarmament, demobilization and reintegration (DDR) of ex-combatants, and development of the rule of law.

Abstract:
Using data from 276 general acute hospitals in the Pearl River Delta region of Guangdong Province from 2002 and 2004, we construct a preliminary metric of budget constraint softness. We find that, controlling for hospital size, ownership, and other factors, a Chinese hospital's probability of receiving government financial support is inversely associated with the hospital's previous net revenue, an association consistent with soft budget constraints.

Out-of-pocket (OoP) household health expenditures are among the most difficult factors to measure in the context of National Health Accounts (NHA). Yet their measurement is important: OoP household expendi-tures are typically the first or second largest source of health care financing in developing countries. Their incorrect measurement can undermine the credibility of total health spending estimates and thus NHA statistics, which are an otherwise important resource for policy makers. In most countries, private expenditures account for the biggest margin of error in national health spending estimates and represent the most substantial barrier to reliable international comparisons. Differences in accounting methods explain much of the discrepancy across nations. To further the academic investigation of this important issue, this paper focuses on OoP household health expenditures in Pakistan's NHA and suggests steps toward estimating such expenditures more effectively.

In 1946, Robert Oppenheimer, the father of the Manhattan project, was asked in a closed Senate hearing room “whether three or four men couldn't smuggle units of an [atomic] bomb into New York and blow up the whole city.” Oppenheimer responded, “Of course it could be done, and people could destroy New York.” When a startled senator then followed by asking, “What instrument would you use to detect an atomic bomb hidden somewhere in a city?” Oppenheimer quipped, “A screwdriver [to open each and every crate or suitcase].” There was no defense against nuclear terrorism–and he felt there never would be.

Abstract:
I provide a novel dynamic model with private provision of public bads and investments in technologies. The analysis is tractable and the MPE unique. By adding incomplete contracts, I derive implications of and for international climate treaties. While the non-cooperative equilibrium is bad, short-term agreements are worse due to hold-up problems. A long-term agreement should be more ambitious if it is relatively short-lasting and the technological externality large. The length itself should increase in this externality. With renegotiation, the outcome is first best. The technological externalities are related to trade agreements, making them strategic substitutes to climate treaties.

If the agreed objective of complete denuclearization of Korean peninsula is to be achieved, it can be expected that dismantling and ultimately decommissioning North Korean plutonium production facilities have to be proceeded. This paper will focus on decommissioning the 5 megawatt-electric (MWe) plutonium production reactor and the reprocessing plant. It explores and recommends the best decommissioning approaches to those nuclear facilities. It also provides a discussion of the decommissioning costs for these nuclear facilities.

11537. On China's Commercial Reprocessing Policy

Abstract:
China is currently operating eleven nuclear power reactors with installed capacity of 9 GWe, and it plans to increase its total nuclear capacity to 40 GWe by 2020. China is seeking to reprocess the civilian spent fuel, and to recycle the plutonium in MOX fuel for its light water reactors (LWRs) and fast breeder reactors (FBRs). A pilot reprocessing plant with a capacity of 50-100 THM/a is ready to operate now. A larger commercial reprocessing plant and a MOX fabrication plant are expected to be in commission around the year 2020. Also, the China Experimental Fast Reactor (CEFR), capable of producing 25 MWe of power, will be operating soon. Furthermore, larger commercial FBRs are planned to be commissioned around 2030-2035. This paper will first discuss the status of China's nuclear power reactors, breeders, and civilian reprocessing programs. In addition, this paper will examine whether the breeders and civilian reprocessing programs make sense for China, taking into account costs, proliferation risks, energy security tradeoffs, health and environmental risks, and spent fuel management issues.

11541. Funding for U.S. Efforts to Improve Controls Over Nuclear Weapons, Materials, and Expertise Overseas: A 2009 Update

The Obama administration is still developing a plan to ensure effective security for all nuclear weapons and weapons-usable nuclear material worldwide within four years, as President Obama outlined in his Prague speech. Because the plan is still in development, the additional funding to implement such an effort was not included in the “steady as you go” fiscal year (FY) 2010 budget request sent to Congress in early May 2009. The $1.3 billion request for programs to improve controls over nuclear weapons, materials, and expertise overseas is essentially the same as the FY 2009 appropriation and $30 million less than the FY 2008 appropriation. The request for all threat reduction programs (including chemical, biological, and missile-related programs as well as nuclear programs) is approximately $1.6 billion, a slight decline from the FY 2009 appropriation. As Kenneth Luongo, president of the Partnership for Global Security, put it in an April 2 press release: “The budget request for FY 2010 needs to be significantly increased across the board if there is any hope of meeting the President's high pri-ority WMD proliferation prevention goals. A stagnant or modestly increased funding profile will be inadequate and amount to business as usual.” If the four-year target is to be achieved, the administration and Congress will need to work together to ensure that these efforts are not slowed by lack of funds.

This paper introduces a significant collection of papers on monetary policy in emerging market economies, written by leading analysts and policymakers. Does existing economic theory provide lessons that are pertinent for designing effective monetary policy frameworks in emerging markets? What can be learnt from cross-country studies and from experiences of individual countries that have adopted different approaches? While country-specific circumstances and initial conditions matter a great deal in formulating suitable frameworks, are there clear general principles that can serve as a guide in this process? These are among the issues addressed in the dialogue between academics and policymakers represented in the volume. In this paper, we provide an overview of the main issues, linking them to broader debates in the academic literature as well as an assessment of how individual countries have chosen to respond to specific policy challenges and what the consequences have been. We discuss many controversies where there are still sharp differences in views between and amongst theorists and practitioners. We also delineate a few key analytical issues where there is still a yawning gap between theory and practice. In the process, we set out a broad agenda for further re- search in this area.

11545. Thinking Clearly about Economic Inequality

Recent discussions of economic inequality, marked by a lack of clarity and care, have confused the public about the meaning and moral significance of rising income inequality. Income statistics paint a misleading picture of real standards of living and real economic inequality. Several strands of evidence about real standards of living suggest a very different picture of the trends in economic inequality. In any case, the dispersion of incomes at any given time has, at best, a tenuous connection to human welfare or social justice. The pattern of incomes is affected by both morally desirable and undesirable mechanisms. When injustice or wrongdoing increases income inequality, the problem is the original malign cause, not the resulting inequality. Many thinkers mistake national populations for “society” and thereby obscure the real story about the effects of trade and immigration on welfare, equality, and justice. There is little evidence that high levels of income inequality lead down a slippery slope to the destruction of democracy and rule by the rich. The unequal political voice of the poor can be addressed only through policies that actually work to fight poverty and improve education. Income inequality is a dangerous distraction from the real problems: poverty, lack of economic opportunity, and systemic injustice.

11547. Criss-Crossing Globalization: Uphill Flows of Skill-Intensive Goods and Foreign Direct Investment

Abstract:
This paper documents an unusual and possibly significant phenomenon: the export of skills, embodied in goods, services or capital from poorer to richer countries. We first present a set of stylized facts. Using a measure which combines the sophistication of a country's exports with the average income level of destination countries, we show that the performance of a number of developing countries, notably China, Mexico and South Africa, matches that of much more advanced countries, such as Japan, Spain and USA. Creating a new combined dataset on FDI (covering greenfield investment as well as mergers and acquisitions) we show that flows of FDI to OECD countries from developing countries like Brazil, India, Malaysia and South Africa as a share of their GDP, are as large as flows from countries like Japan, Korea and the US. Then, taking the work of Hausmann et al (2007) as a point of departure, we suggest that it is not just the composition of exports but their destination that matters. In both cross-sectional and panel regressions, with a range of controls, we find that a measure of uphill flows of sophisticated goods is significantly associated with better growth performance. These results suggest the need for a deeper analysis of whether development benefits might derive not from deifying comparative advantage but from defying it.

11548. Climate Change Negotiating Positions of Major Developing Country Emitters

Developing countries with large greenhouse gas emissions play a decisive role in negotiating a post-Kyoto climate agreement. No effective program to reduce global emissions is possible without their support. At the same time, developing countries face a delicate task in balancing their growing responsibility for a livable climate with the pursuit of continued economic development. This article discusses the negotiating positions major developing country emitters are taking on core issues. Among the most vital unsettled questions are burden sharing between developed and developing countries, the role of the market in the international climate architecture, as well as implementation arrangements. An annex discusses current mitigation policies of major developing country emitters, and argues that developing countries are already taking meaningful action to limit the growth of their greenhouse gas emissions.

11549. The Illusion of Equality: The Educational Consequences of Blinding Weak States, For Example

Does the government control of school systems facilitate equality in school quality? There is a trade-off. On the one hand, government direct control of schools, typically through a large scale hierarchical organization, could produce equalization across schools by providing uniformity in inputs, standards, and teacher qualifications that localized individually managed schools could not achieve. But there is a tendency for large scale formal bureaucracies to “see” less and less of localized reality and hence to manage on the basis of a few simple, objective, and easily administratively verified characteristics (e.g. resources per student, formal teacher qualifications). Whether centralized or localized control produces more equality depends therefore not only on what “could” happen in principle but what does happen in practice. When government implementation capacity is weak, centralized control could lead to only the illusion of equality: in which central control of education with weak internal or external accountability actually allows for much greater inequalities across schools than entirely “uncontrolled” local schools. Data from Pakistan, using results from the LEAPS study, and from two states of India show much larger variance in school quality (adjusted for student characteristics) among the government schools—because of very poor public schools which continue in operation. We use the PISA data to estimate school specific learning achievement (in mathematics, science, and reading) net of individual student and school average background characteristics and compare public and private schools for 34 countries. For these countries there is, on average, exactly the same inequality in adjusted learning achievement across the private schools as across the public schools. But while inequality is the same on average, in some countries, such as Denmark, there was much more equality within the public sector while in others, such as Mexico, there was much more inequality among the public schools. Among the 18 non-OECD participating PISA countries the standard deviation across schools in adjusted quality was, on average, 36 percent higher in government than in private schools. In cases with weak states the proximate cause of high inequality again was that the public sector distribution of performance had a long left tail—schools with extremely poor performance. Relying on blinded weak states for top-down control of educational systems can be lose-lose relative to localized systems relying on bottom-up control—producing worse average performance and higher inequality.

11550. Making Markets for Merit Goods: The Political Economy of Antiretrovirals

This paper examines the role of policy entrepreneurs and global activists in shaping the international market for antiretroviral drugs to combat HIV/AIDS. When ARVs first came on the market in the 1990s they were exceedingly expensive; the cost of treatment was upwards of $10,000 per year. These drugs were thus accessible only to those patients who had high incomes. But in 2006, the “international community,” meeting at a United Nations General Assembly Special Session (UNGASS), made an astonishing pledge to those who were infected with HIV. It proclaimed that there should be universal access to ARV treatment. This UNGASS, following up on an earlier historic UN special session devoted entirely to AIDS in 2001, marked the first time in history that the international community pledged itself to chronic care for the ill, which in this case includes the approximately 30 million people around the world estimated to be HIV positive. How do we explain the transformation of ARVs from private goods, which only a few could afford, into merit goods that were (at least declaratively) to be made available to everyone? In other words, how does a norm of “universal access to treatment”—that no person should be denied these life-extending drugs—become the ethical basis for global public policy with respect to pharmaceutical allocation? What are the lessons of the ARV story for other global issues? These are the primary questions we explore in this paper. Briefly, we argue that the policy entrepreneurs and activists who promoted the creation of a universal access to treatment regime—of the transformation of ARVs into global merit goods—relied on a combination of moral arguments and ideas with favorable material circumstances. From the ethical perspective, the task of these entrepreneurs was to convince the “international community” that access to ARVs was a “human right,” or conversely to convince decision-makers that it was morally wrong to allocate these life-enhancing drugs solely on the basis of ability to pay. But from a material standpoint, these arguments were greatly facilitated by the lowering prices of ARVs caused by a combination of differential pricing (that is, lower prices for drugs in the developing world than in the advanced welfare states) and competition from generics producers, coupled with increases in foreign aid spending devoted to HIV/AIDS and other diseases.
