- Abstract:
- The United States’ withdrawal from Afghanistan in 2021 was followed by a surprisingly quick takeover by the Taliban, the predominantly Pashtun, Islamic fundamentalist group that had initially been ousted in 2001. Their triumphant return to power 20 years has raised numerous questions about what led to the US and Western failure in Afghanistan, the implications for regional and global security, and the policy options now available to Europe and the United States. As of now, the West has no plans to engage with the Taliban government, but continued inaction could result in dire consequences for Afghan citizens as well as for Western interests at large. A severe humanitarian crisis has gripped Afghanistan since the Taliban takeover, pushing nearly 20 million people to the verge of famine. The United Nations Development Programme fears Afghanistan will face near “universal poverty” by the end of 2022 with 97 percent of the population living below the international poverty line. There is also a growing threat that a Taliban regime could enable terrorist organizations to operate more openly on Afghan soil, paving the way for new, aggravated threats to regional and global security. The withdrawal has also compelled European to re-evaluate their partnership with the United States on Afghanistan and to fear that the fallout from the Taliban’s resurgence will be most severe for Europe, including more immediately with social and economic costs of dealing with more refugees. There is widespread agreement in the West that engagement in Afghanistan needs to continue but not the way it was done in the past. To explore what that reimagining Western engagement can look like, this paper presents an analysis of a foreign policy approach that has largely remained absent from the discussion: religious diplomacy. This form of Track Two diplomacy is deeply rooted in religious texts, practices, and traditions, and it is oriented toward the active role of faith leaders in politics, conflict resolution, and peace-building. In Afghanistan, where the sociocultural and political realities have historically remained deeply intertwined with it, an insufficient understanding of religion has led some to argue this was a major blind spot in the Western foreign policy approach. There is a need to revisit religion’s centrality to the war and how religious diplomacy offers an underappreciated peace-building framework that can be operationalized through faith-based organizations that share existing relationships with Afghanistan, a common religious language and cultural affinities with its people, and moral capital to draw from. The Organization of Islamic Cooperation and the Muslim World League, in particular, are two highly influential pan-Islamic nongovernmental organizations, that have leveraged their religious legitimacy and moderate interpretations of Islamic teachings to provide a counter narrative to radical ideas that promote violent extremism, to facilitate dialogue, to mediate conflicts, and to initiate peace-building in previous and ongoing conflicts in the Muslim world. Drawing on their experience, this paper argues that creative religious diplomacy through them can be an effective policy option for the Europe and the United States for a sustainable future engagement in Afghanistan. The paper therefore offers recommendations that flesh out the form this could take.

- We deploy a socio-spatial approach and use a spatially representative survey that we conducted in Hyderabad and Mumbai to analyze the relation between city space and religion. After documenting the relative status of religious groups in urban India and different types of cities using secondary databases, we identify poor-ghettos and elite-enclaves in Hyderabad and Mumbai. In both cities, ghettos have a high proportion of Muslims, while enclaves are dominated by non-Muslim inhabitants. Ghettoization of Muslims is far more pronounced in Hyderabad than in Mumbai. A key finding on the relation between city space and religion is that compared to segregated neighborhoods, mixed (“grayer”) neighborhoods produce better economic outcomes like lower poverty. We argue that while Indian cities are becoming less integrated along religious lines over the last 3-4 decades, this process is far from complete, and needs to be reversed.

- A significant literature suggests that religious conviction can drive political participation, perhaps because religious people internalize a moral obligation to act toward the common good and/or because religious conviction gives people a sense that their actions will make a difference. This paper presents findings from a community-collaborative pilot study in Zambia that examines these ideas. Zambia is an overwhelmingly Christian state experiencing dramatic democratic backsliding. Zambian churches are among the major providers of civic engagement education and programming. Together with our community partners, we randomly assigned Zambian youth (aged 18-35) volunteers into one-time civic engagement workshops. Identical basic civic educational material was presented in each workshop. Yet, we ended this curriculum with two different sets of pre-recorded Christian motivational messages: In 50% of the workshops, these messages emphasized a religious obligation to sacrifice for the common good. In the other 50%, the messages emphasized the power of faith to make change in the world. We found that the latter message (emphasizing the power of faith) moved workshop participants to be more willing to participate in peaceful protest, to disavow political violence, and to critically evaluate other people who choose not to participate in electoral politics. By contrast, the message focused on sacrifice for the common good did not affect political participation relative to baseline. We discuss how the study advances research on religion and political participation as well as knowledge about Christian civic education programs, which are prevalent but understudied throughout.

11. Violence in Post-Revolutionary Mexico

- Despite the formal end of civil war and armed conflict, Mexico continued to experience significant levels of violence during the 1930s and 1940s. This period has traditionally been associated with the process of pacification, institutionalization, and centralization of power that enabled the consolidation of rule in post-revolutionary Mexico; a process epitomized by the marked national decline in levels of homicide that began during the 1940s and continued throughout the second half of the twentieth-century. However, the dynamics of coercion and resistance that characterized state-society relations during this period, particularly at the regional and local levels, reveal that violence pervaded all aspects of society and that it was perpetrated by a multiplicity of actors, including vigilantes, pistoleros, private militias, lynch mobs, military, police, and others, including violent entrepreneurs. Violence was used both as a means to contest the legitimacy of the post-revolutionary state project and as an instrument of control and coercion on behalf of political elites and local power brokers. Conversely, violence superseded the realm of traditional politics and constituted a central force shaping Mexican society. Violence against women in both the public and private sphere, violence driven by economic interests, and violence incurred in citizens’ attempts to control crime and social transgressions, reveal that citizens—and not only state actors—contributed to the reproduction of violence. Although violence in post-revolutionary Mexico was neither centralized nor exercised in a top-down manner, impunity and collusion between criminal and political elements were central to the production and perpetuation of violence, both within the Mexican state and within civil society. When examined in light of these two decades of the post-revolutionary period, the character and levels of violence in contemporary Mexico appear less as an aberration and more as the latest expression of a longer historical trajectory, uneven and nonlinear, of decentralized, multifaceted, and multi-actor forms of violence.

- Violence perpetrated by radicalized Muslims is a major problem around the world. We collaborated with the main Islamic authority in Mozambique, which sponsored two randomized interventions to prevent violence related to youth radicalization: a religious campaign against extremist views of Islam, targeting change in beliefs; and a training module on entrepreneurship and employment, aiming to increase the opportunity cost of conflict. Our measurement focuses on anti-social behavior in a Joy-of-destruction lab game. We find that only the religious treatment decreased the propensity to destroy the payoffs of others. Consistently, surveys show increased trust in the state and decreased support for extremism.

- This paper examines the intellectual production of the Chilean clerical movement, Christians for Socialism (CpS). It does so by contextualizing the emergence of CpS within the Chilean Church’s own transformations in theological practices and in grassroots interactions with workers and the poor. The election of self-declared Marxist Salvador Allende in 1970 inspired a sector of the clergy to rethink both the role of the Church in society and the role of the poor in the nation. I draw on Ernst Bloch’s concept of concrete utopia to argue that in Chile Christians for Socialism not only creatively converged Marxist and religious thinking but contributed to altering conventional notions of the two. The notion of transcendence and the construction of a “New Man” appealed to the utopian aspects of both religious and Marxist thinking. Moreover, the Chilean CpS had a Latin American impact, as evidenced by the First Latin American Encounter of Christians for Socialism in Santiago, Chile, in 1972, and a world impact, seen in the formation of the Ecumenical Association of Third-World Theologians in 1976. While the legacy of CpS and liberation theology in Chile is far more visible in the grassroots work undertaken during the dictatorship of Augusto Pinochet, an examination of this movement’s theological and ideological productions before the coup is critical to comprehending members’ subsequent material, on-the-ground actions.

- How can refugees overcome barriers to integration in the host country? Refugees often face economic, social, and political discrimination by the local population. Ethnicity, religion, and refugees' past involvement in political violence can further exacerbate these biases. We examine whether host country's citizens reduce anti-refugee attitudes if they know that refugees have made proactive effort to integrate by forging social ties with the locals and learning the local language. Unlike most of the previous studies, we examine a non-Western country-Turkey-that hosts the highest number of Syrian refugees (3.6 million). We field a conjoint survey experiment-a method previously applied to study migration attitudes in the West-to 2,362 respondents in Turkey, presenting them with profiles of Syrian refugees that vary by demographics, ethnicity, religion, and involvement in the Syrian civil war. Respondents rank each profile in order of support for social, economic and political integration. We find that although Turkey is a Muslim country hosting predominantly co-religious refugees, not all refugees are perceived equally. There is a significant bias against Arabs and Kurds compared to Turkomans, and against former pro-regime fighters. Although information on refugees' effort strengthens support for their integration, not all disadvantaged groups benefit equally from it. Such information has a more robust effect on boosting support for Kurdish refugees, and has a limited effect on support for integration of Arabs and former pro-regime fighters. Importantly, information on proactive effort also strengthens support for groups that experience less discrimination (Turkomans and non-fighters), thereby potentially exacerbating inequalities among the refugees.

- We argue that colonial Christian missions had a long-term impact on anti-gay attitudes in Africa. We use a geo-coded representative survey of African countries and the location of historical Christian missions to estimate a significant and economically meaningful association between proximity to historical missions and anti-gay sentiments today. Using anthropological data on pre-colonial acceptance of homosexual practices among indigenous groups, we show that the establishment of missions, while nonrandom, was exogenous to pre-existing same-sex patterns among indigenous population. The estimated effect is driven by persons of Christian faith and statistically indistinguishable from zero on samples of Muslims, nonbelievers, and followers of traditional indigenous religions. Thus, we argue that our results are indicative of a causal effect of missionary religious conversion to Christianity.

- The religious sphere in Rural Damascus Governorate is poised to become a political battleground as both the regime and the exiled opposition seek to court a new rising group of religious leaders. The uprising in Syria, which began in 2011 and is ongoing, has altered the Sunni Muslim religious landscape of the capital, Damascus, beyond recognition. Ironically, both the regime and the Islamic opposition have achieved an important goal: The regime has fashioned, and asserted control over, a religious establishment previously made up of disparate and competing fiefdoms. Meanwhile, long fractious Damascene religious institutes and individuals, now forced into exile, have united within a single opposition organization, the Syrian Islamic Council (SIC).

- Low-income countries of the Global South will be hardest hit as Earth’s climate changes, yet fear of climate change often fails to stimulate activism among their citizens. We foreground efficacy—a belief that one’s actions can create political change—as a critical link in transforming concern into action. However, that link is often missing for marginalized ethnic, socioeconomic, and religious groups. Prior case studies show the power of community institutions to mobilize and empower marginalized citizens, yet community institutions can also reinforce the perception that action is futile by conveying narratives of neglect and discrimination. Analyzing interviews, focus groups, and survey data from a case study of Kenya, we find that Muslims express much lower efficacy to address climate change than other religious groups; the gap cannot be explained by differences in science beliefs, issue concern, ethnicity, or demographics. Instead, we attribute it to socialized understandings of marginalization vis-à-vis the Kenyan state.

- Throughout history, Palestinian non-violence culture was based on a large historical stock of tolerance and coexistence within the Palestinian community. Over time, the Palestinian people have been shaping one nation; they share the same culture, civilization, and political environment as well as equal shared prospects and future. For fifteen centuries, Muslim, Christian, Jewish Palestinians lived together. Usually, their different beliefs were not a reason for dispute or schism. Coexistence and a culture of respect were demonstrated in the Palestinian community. Thereby, it appears in numerous aspects of their lifestyle. For instance, they lived in the same neighborhoods, villages, and cities. Historically, population distributions showed non-religions-based demographics; they were even integrated into social, educational, and political institutions Contemporarily, Palestinians are one body. They are all related to one land where they share and cooperate on social, cultural, political, and economic levels.

- As mail-in voting begins for the US November elections, Secretary of State Mike Pompeo has announced plans to visit Pope Francis in Rome. The intent was anticipated in a critical article penned by Pompeo himself in First Things, the authoritative US journal of conservative Catholics. In it, Pompeo explained his visit as aimed at pressing the Vatican to halt its entente with China about the naming of bishops in that country, leading to angry rebukes and a warning that the Pope may in fact refuse to meet the incoming Secretary of State. A couple of weeks earlier, two normalisation agreements involving Israel and the Middle Eastern states of Bahrain and the United Arab Emirates were signed with much pomp and fanfare at the White House. The name given to the agreements: The Abraham Accords. This follows Trump’s transfer of the US embassy to Jerusalem in 2018. Donald Trump’s efforts to consolidate electoral support from religious groups is not surprising or new. This tactic was instrumental in his previous election in 2016. More recently, one can recall the photo-op at Christ Church, near the White House, with the Holy Bible in his right hand after having ordered the police to dispel Black-Lives-Matter protesters from the area. Or Trump’s decision to be the first sitting president to address the annual anti-abortion March for Life rally earlier this year.

- En-Nahda’s participation in Tunisia’s post-revolutionary politics triggered an adaptive process, refecting a transition from theoretical elaborations to political practice. Switching from clandestine regime opposition to engagement in an emerging pluralistic system also puts to the test the grand narrative that defnes the movement’s rationale and intends to captivate the party’s potential constituency. After fve years in the game, assuming a tainted Islamist label and somehow acknowl- edging programmatic failure, the party’s leadership proposed a neo-Islamist framing, ‘Muslim democracy’, in 2016. Tis semantic operation aims to fuse two schools of thought, a confessional and a political one, with historically distinct governance systems and polit- ical cultures. Hence, despite this twist in rhetoric, a major challenge for En-Nahda remains the rec- onciliation of its utilitarian take on democratic procedures with its deep-rooted reference to Islamic principles. Yet while continuing to stress its readiness for concessions, suppos- edly in order to save Tunisia’s democratic transition, En-Nahda’s political programme, practice and narrative remain fawed, fuid and unconvincing respectively, eroding its credibility and incrementally reducing its mobilisation capacity.

- The Inclusive America Project (IAP) is pleased to publish our new report, “The Politics of Vulnerability: Can Muslims and Evangelicals Find Common Cause in Religious Freedom?” Across all of the fault lines that are polarizing Americans today, one of the thorniest is the relationship between conservative White Evangelical Christians and Muslims, a relationship that has become tied up with broader ideological and political divides facing the country. “The Politics of Vulnerability” explores this relationship and asks how religious freedom can be used as a paradigm to bring Muslims and White Evangelical Christians into conversation with each other over their shared concerns about religious freedom. IAP Fellow for Religious Freedom Asma Uddin argues that the fight over religious freedom is ultimately a fight over American identity, and who gets to claim this identity. “The Politics of Vulnerability” summarizes the major findings of two closed-door convenings held by the Inclusive America Project in March 2020 that brought together experts in religious theology, religious freedom, and interfaith work. These meetings were a part of the larger Politics of Vulnerability Project, which seeks to use religious freedom as a framework to bring Muslims and Evangelical Christians in the United States into conversation around their constitutional religious freedom rights, the prominent challenges to those rights, and the impacts that deprivation of those rights would have on both communities and on all other Americans. The First Amendment and its promise of religious freedom protects people of all faiths and none, and is one crucial piece of the puzzle of American religious pluralism.

- At the outset I must pay my personal tribute to Prof. M.G.K. Menon, Goku as we used to call him, who was a dear friend and colleague for several decades. I first met him when I was in Mrs. Indira Gandhi’s cabinet and he attended a cabinet meeting as scientific adviser to the government of India. We were both very young men at that time. And after that of course, thanks to India International Centre, we became very close. We had so many meetings, so many conversations in this unique institution, India International Centre. Today, I will briefly present before you what I consider to be the contemporary relevance of the Vedanta. To my mind, a philosophy is only relevant if it helps us today. What it was thousands of years ago is very interesting for research scholars, and for people who are doing research, like the book on Sankaracharya, but unless those teachings are of use to us today, they are not really relevant. So what I believe is that the Vedanta is relevant, and I will explain why. We live in an age of great turmoil, tension and transition. The old is collapsing, and the new is struggling to be born, and we find ourselves precariously poised between a disappearing past and an uncertain future. All the so-called clear landmarks that we thought existed have disappeared one by one, and we often find ourselves afloat on an intellectual and political sea with no clear guidelines. It is at a time like this that we look into our scriptures for light and guidance. Not in order to go back in time, let us be very clear. Any idea that you can go back to some kind of mythical golden age is absurd, because time goes in only one direction, Charaiveti Charaiveti. But we look into our scriptures in order to get the clarity, courage and the confidence to move into the future.

- The Himalayan region represents different terrain ranging from plateaus to high mountains and valleys, lower Himalayan ranges, each representing diverse ecology, resources, social moorings and political identities. The Himalayan region stretching from Afghanistan to the mountains of Pakistan, India, Nepal and Bhutan is at the cusp of South Asia, Central Asia and China. This geographical location has allowed transit for cultures, trade and movement of people from India northwards to the trans-Himalayas and from Tibet, China and Central Asia southwards to India. It has assimilated Hinduism and Buddhism along with indigenous cultures, languages, dialects and ethnicity. People have emotional and cultural sentiments towards the Himalayas, especially Hindus, Jains and Buddhists, who revere sacred Kailash Mansarovar. Ancient texts have written about the Himalayas as a symbol of divinity and spirituality. The Vishnupurana states that the country south of the Himalayas and north of the ocean is Bharat, thus signifying the Himalayas as a frontier in the north.

- Back in early 1960s, it was unthinkable for Southeast Asia to have one single regional ‘home’ as diversity among countries within the area are just too wide. The political systems they adhere, the dominant religions they believe, the languages they speak, the economic situation they experience, the geographical regionalism was definitely the least thing on their shopping list bearing in mind the state of domestic dynamics during their formative years. But, now the situation has turned for one hundred and eighty degrees. Right on Thursday 8 August 2019, the ten Southeast Asian states —Brunei Darussalam, Cambodia, Indonesia, characters they are endowed are just a few examples. These countries at that time were also relatively new in practicing their respective sovereignty. Advancing imaginations about Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam— just celebrated the inauguration of a new secretariat building for the Association of Southeast Asian Nations (ASEAN) which also remarked the 52nd anniversary of this organization. This remarkable story undeniably could not be detached from Indonesia’s long standing efforts in ASEAN. Therefore, throughout the following paragraphs, this article aims to briefly discuss three issues - the origins of ASEAN, Jakarta’s contribution to regional dynamics, and ASEAN achievements with regard to the great powers.

- With 48 million people, West Java is Indonesia’s largest province in terms of population. Historically, it has served as the cradle of Islamic conservatism in Indonesia. Modernist Islamic parties and candidates that espouse a purist and orthodox form of Islam always won the free and fair elections in this province. It was also the centre of Indonesia’s Islamic rebellion, the Darul Islam / Tentara Islam Indonesia (DI/TII). The Islamic landscape of West Java, however, is not that much different from that of Central and East Java, which is based on Islamic traditionalism. The differences in the socio- political outlook between West Java and other major provinces in Java are due to historical reasons and set it apart from the pattern developed in the others. With the arrival of the new dakwah movements influenced by the Islamic transnational forces, Muslims in West Java are embroiled in an ambivalent position. On one hand, the new movements are considered as bringing a renewed sense of vigour for the Islamic dakwah in this region, but on the other hand, they are also seen as a threat to the common religious practices there. There are indications that conservative West Java is undergoing a further conservative turn, especially judging by the recent voting pattern in the province. However, there is also signs that the threat brought by the new dakwah movements might produce a turnaround away from the deepening of conservatism there.

- This paper examines the Prosperous and Justice Party (PKS)’s strategy in the 2019 Indonesian general elections. Among the Islamic-based political parties, PKS gained the most significant increase in votes. We aspire to understand the breakthrough by looking at the party’s strategy. On the one hand, our findings confirm the existing studies that correctly noted the moving of Indonesian political parties towards a “catch-all” direction by which they aim to garner wider support beyond a specific type of voter base. On the other hand, our research notes that PKS has started to exploit the phenomenon of rising Islamic conservatism in Indonesia. Despite solely maintaining an inclusive electoral strategy, this research asserts that the party has adjusted its campaign strategy to fit in with the trend of rising Islamic conservatism while concurrently exploiting the anti-incumbent president (Joko Widodo) sentiment. This paper aims to enhance discussion on Indonesian politics as well as Indonesia’s political parties, particularly the PKS.

- During its first years of transition to a democratic order, Tunisia's efforts were predominantly focused on addressing political challenges. The performance of the country in this regard has been generally positive, as it has managed to consolidate democratic gains despite challenges related to the polarization of politics around identity and religious issues, the rise in insecurity related to attacks by extremist groups, and even the general disenchantment of voters for the existing political elites. However, the gains on the political front came at the expense of economic setbacks. One of the main challenges for the coming period will thus be largely economic. High unemployment, unfulfilled demands for social justice, the rise in corruption, and most importantly in the short term, an unsustainable macroeconomic trajectory, all threaten to upset recent political gains. If the upcoming administration does not address them, social discontent would endanger the hard-won democratic gains.

- The contemporary displacement landscape in Iraq is both problematic and unique. The needs of internally displaced persons (IDPs) in Iraq are many, particularly as protracted displacement becomes entrenched as the norm rather than the exception. However, minorities originating from the so called ‘Disputed Territories’ and perceived Islamic State (IS)-affiliates represent two of the most vulnerable groups of IDPs in Iraq. Iraqi authorities currently have a real opportunity to set a positive precedent for IDP protection by formulating pragmatic durable solutions which incorporate non-discriminatory protection provisions, and which take a preventative approach to future displacement. This policy paper analyses the contemporary displacement context of Iraq, characterized as it is by securitization of Sunni IDPs and returnees, as well as ongoing conflict and coercion within the Disputed Territories. By examining current protection issues against Iraq’s 2008 National Policy on Displacement, this paper identifies protection gaps within Iraq’s response to displacement, before drawing on the African Union’s Kampala Convention in order to make recommendations for an updated version of the National Policy on Displacement. These recommendations will ensure that a 2020 National Policy on Displacement will be relevant to the contemporary protection needs of Iraq’s most vulnerable IDPs, whilst also acting to prevent further conflict and displacement.

- In the last decade, scholars have begun to elaborate the diverse ways religion manifests in democracies. We draw on theories related to modernization, secularism, and religious competition, as well as survey data from the Comparative National Elections Project, to explain individual-level and country-level variation in religious politicking—religious leaders’ and organizations’ engagement in electoral campaigns. At the country level, though human development depresses the rate at which citizens receive political messages from religious organizations and clergy, both secularism and religious pluralism boost it. At the individual level, “civilizational” differences across religious groups are muted and inconsistent. However, across the globe, citizens with higher levels of education are consistently more likely to receive political messages—an effect that is stronger where religious politicking is more common. A case study of Mozambique further confirms the insights obtained when we unpack modernization and secularization theories.

- Nigeria is one of a few African countries where religion has largely been associated with conflict. The dominance of the two major Abrahamic reli- gions—Islam and Christianity—on each side of the divide has made religion one of the more potent factors in the contention for political, economic, and identity spaces in the country. Although the use of religion for identity con- struction, power legitimization, and economic achievement characterized the colonial and immediate post-colonial period, it was not until the late 1970s that religion became highly disruptive, with the onset of religious vi- olence into the country.1 While these eruptions appeared to be restricted to the core northern cities, the re-democratization process associated with the post-Cold War period generated new tensions as politicians mobilized group identities for contested positions. Thus, other northern Nigerian cities that were hitherto known for peace became susceptible to violence. It was in the wake of this development that Plateau and Kaduna states became the epicenter of violent clashes of a religious nature. Various strategies have been adopted by both governmental and non-governmental bodies to ad- dress these conflicts. While some of them have been successful interven- tions, others have failed to stem the tide of conflict. Can religion, which is claimed to be a factor in these conflicts, become part of the solution? The current study seeks to identify the role(s) of faith-based actors in conflict resolution and peacebuilding in Plateau and Kaduna States of Northern Ni- geria between 2000 and 2015. The aim is to explain the conditions that have accounted for the success or failure of their intervention. Beginning with Johnston and Sampson, who identified religion as a missing dimension in statecraft, various authors have highlighted numerous ways through which religious actors can have a positive influence on the peace process.2 According to Johnston and Sampson and Appleby, religious actors are better positioned than politicians to reach out to local and regional ac- tors.3 This is because they are often believed to be in possession of moral and emotional qualifications as well as professional approaches that com- mand the respect and confidence of the parties to a conflict. In his study of religious actors in peace process, Weingardt believes that while all actors involved in conflict resolution and peacebuilding ideally have these qual- ities, they are more common with religious actors.4 He further explained the three dimensions of the confidence and trust which faith-based actors enjoy from the conflict parties. The existence of religious thinking in all cul- tures can be used to justify the call for peace and non-violence. Religious actors are often seen as those who go beyond mere resolution of conflict to address issues of morality, reconciliation, forgiveness, and responsibility, which underlie conflict resolution and are often perceived as those moti- vated by selfless interest. Though these may be at the level of perception rather than reality, Weingardt is of the opinion that such perceptions are informed by the respect generally accorded to religion and religious val- ues.5 The importance of legitimacy and leverage was equally underscored by Aroua and Bercovitch and Kadayici-Orellana, who assert that religious leaders with deep understanding of religious beliefs and ideals are better, placed to promote inter-religious dialogue by transferring codes from one value system to the other.6 In some cases, their influence over conflicting parties, or at least one of them, may become the basis for opening a com- munication channel. Other scholars further emphasize the role of religious organizations in pro- moting peace. According to Smock, they are very effective in delivering aid and development projects, which is considered an important aspect of the peace process.7 Their effectiveness, as observed by Bouta, Kadayici-Orel- lana and Abu-Nimer derives not only from the trust and confidence they command, but also because faith communities are less expensive, having with them, in most cases, a network of volunteers who may not just be committed but who are also ready to make enormous sacrifices informed by their religious beliefs and values.8 Although aid and development are at the pragmatic level, they help immeasurably in addressing the root causes of conflict.9 In addition to what religious actors can do, available literature points to several conflicts that have been mediated by faith-based actors. Among the outstanding cases are: the successful mediation in Mozam- bique by the Rome-based Community of Saint Egido, which helped to end the country’s civil war; and the Lome Peace Agreement of 1999 through the instrumentality of the Inter-Religious Council of Sierra Leone; (2001).10 There have also been cases where mediation by religious organizations in peace processes was not successful. For example, Saint Egido failed in its effort to resolve the conflicts in Algeria, Burundi, and the Democratic Re- public of Congo.11 Religious leaders in Liberia were unsuccessful in their attempts to intervene in the country’s first civil war.12 In the widespread pro- tests and riots that followed the cartoon published by a Danish newspaper, Jyllands-Posten, seen as depicting Prophet Mohammed as a terrorist in 2005, an attempt by the Catholic Relief Services (CRS) to initiate interreli- gious dialogue in Maiduguri also failed. Despite ever-growing interest in the field of faith-based actors in peace- building, one crucial question has remained unanswered: under which con- ditions can religion contribute to peace? Bercovitch has called attention to the need to go beyond the discussion of what success in conflict interven- tion means or may mean to understand the factors that could potentially contribute to such success. This view was re-echoed by Susan Hayward, who noted that “there is a pressing need for greater monitoring and eval- uation of religious peacebuilding work...to understand better which inter- ventions led by whom, and in which situation have the greater effect.”13 The need to establish the constructive role of religion in the peace process has become crucial in the present era, when those involved in the negotiation and peacebuilding processes continue to marginalize religious actors, often considering them to have no constructive role.14 This study is located within this existing scholarship. It uses data from field-based primary sources in qualitative research - in-depth interview (IDI), Focused Group Discussion (FGD), official documents and extant secondary source materials, to explore the conditions that explain the successful or failed interventions of faith- based actors in three outstanding conflicts in Plateau and Kaduna States namely: the Jos and Yelwa conflicts in Plateau State and the Kaduna conflict in Kaduna State between 2000 and 2015.

- For at least three decades now religion has been re-entering the public sphere and politics in Europe and globally. Its re-emergence, however, bears little resemblance to the past when the religion-state coupling was unequivocal. Today, in Europe, the values of freedom of religion and belief, free expression and non-discrimination take precedence over any single religion’s domination – at least that is the prevalent aspiration. In the European neighbourhood, major social and political phenomena have acquired an increasingly religious angle: radicalisation – in the words of Olivier Roy – is becoming Islamised, intra and interstate conflicts have a sectarian character, and governments either want to increase their control over religion or the breakdown of local governance is making religious actors more legitimate representatives than the central government. Within EU member states, religion is resurfacing alongside two simultaneous trends: on the one hand, individualised, atomised urban life that requires more spirituality and a reference point to the realities of modernity and diversity; and, on the other, social polarisation around perceptions of secularisation and religions, particularly Islam. This Joint Policy Study takes an institutionalist view of state-religion relations, although religious institutions are defined in a broad sense and encompass both official and unofficial religion. This leaves the field outside of the institutionalised religion-state relations either relatively small or down to individual expressions of religiosity. Institutionalism, so understood, is a view that policy is carried out through and with institutions. This can vary in different aspects: dependence (state-dependent, statecontrolled, independent of states), size, homogeneity, thematic focus, accountability, credibility, and so on. The chapters in the study aim to provide both more generalised overviews and case studies to cover all levels of state-religion relations in Europe and MENA: relations between state and religious institutions in Europe (chapter 1); relations between state and religious institutions in the Maghreb (Tunisia and Morocco in chapter 3); relations between institutions of different religions (the Vatican and al-Azhar in chapter 4); and the role of Muslim religious institutions in advancing a state policy in an EU member state (Germany in chapter 2).

Following from this, we explore the contours of a possible theology of liberation for LGBTI people in the African context. We agree with Makau Matua who argues that to engage with backlash we require “…thoughtful analysis, courageous advocacy and fundamental reform.”

- On 6 May 2018, Lebanon had its first legislative elections in nine years. But what was celebrated as a “victory for democracy” may have been merely a game of musical chairs between existing political actors. The elections may even be seen as a setback, with the return of major figures from the era under Syrian presence. For Lebanon, simply holding the elections – considered routine in most democracies – was seen as a victory. Parliament had extended its mandate three times since the last elections in 2009. Many obstacles had prevented the elections from taking place including the fragile security balance; the war in Syria and its polarization of Lebanese politics support for the Assad regime; the direct involvement of Hezbollah in Syria; and finally, a lack of consensus between major political parties and figures on a new electoral law. This last issue was the most crucial as the 2018 law emerged as a mix of elements designed to please all parties. Its key tenets were proportional representation and a division of electoral districts that satisfied most political actors. This paper explores the lessons learned from these elections and analyzes specific points such as the electoral law, political debate, and post-election perspectives.

- This paper records and interprets the rise and decline of Saudi overseas humanitarian charities, with special reference to the International Islamic Relief Organization (IIRO or IIROSA). Founded in 1975, IIROSA grew as a vehicle for a distinctively Saudi version of Islamic humanitarianism. By the mid-1990s, IIROSA was the world’s largest Islamic charity. Following the dismissal of its secretary general in 1996, and the crises of 9/11 and the Al-Aqsa Intifada, which cast a cloud to varying degrees over nearly all Islamic charities, IIROSA’s activities were reduced but efforts were made to revive them. In 2017, however, the kingdom’s new policy of centralization, and its disengagement from the “comprehensive call to Islam,” resulted in a remodeling of IIROSA’s role in support of the kingdom’s diplomatic interests but marginalized and stripped of religious content.

- In the two decades since the fall of the Suharto regime, one of the most conspicuous developments has been the rapidly increasing influence of religious interpretations and practices emanating from the Middle East and more specifically the Gulf states, leading observers to speak of the “Arabisation” of Indonesian Islam. In the preceding decades, the state had strongly endorsed liberal and development-oriented Muslim discourses widely perceived as “Westernised” and associated with secularism and Western education. Indonesia’s unique Muslim traditions have in fact been shaped by many centuries of global flows of people and ideas, connecting the region not just with the Arab heartlands of Islam and Europe but South Asia and China. What is relatively new, however, is the presence of transnational Islamist and fundamentalist movements, which weakened the established nation-wide Muslim organisations (Muhammadiyah, NU) that had been providing religious guidance for most of the 20th century. The perceived threat of transnational radical Islam has led to renewed reflection on, and efforts to rejuvenate, indigenous Muslim traditions.

- In spite of their overwhelmingly Muslim populations, Indonesia and Turkey are formally secular states though of different kind. However, both allocate a surprisingly high proportion of the state budget to the administration of Islam, considerably higher than most countries where Islam is the state religion. In Turkey during the years 1950-2000 and in Indonesia during the New Order period (1966-1998), the state invested heavily in the education of “enlightened” religious personnel and the dissemination of religious views that were compatible with the drive for modernisation and development. Turkey’s Directorate for Religious Affairs (Diyanet) controls a huge bureaucracy through which the state interacts with the pious conservative part of the population. Schools for the training of prayer leaders addressed the needs of the same segment of the population and were intended to facilitate the integration of these conservatives into the project of secular modernisation. However, these institutions had the unforeseen effect of enabling the social mobility of once marginalised conservatives, allowing them to gradually gain control of part of the state apparatus. Mutatis mutandis, very similar developments can be observed in Indonesia, where the Ministry of Religious Affairs (MORA) and the Council of Islamic Scholars (MUI) were expected to provide development-friendly religious guidance and prevent undesirable expressions of religiosity. After the fall of the Suharto regime, the MUI made itself independent of the government and instead became a vehicle through which various conservative religious groups strove to influence government policies, with various degrees of success.

53. Pakistan and its Militants: Who is Mainstreaming Whom?

- Pakistani militants of various stripes collectively won just under ten per cent of the vote in the July 2018 parliamentary elections. Some represented long-standing legal Islamist parties, others newly established groups or fronts for organisations that have been banned as terrorists by Pakistan and/or the United Nations and the United States. The militants failed to secure a single seat in the national assembly but have maintained, if not increased, their ability to shape national debate and mainstream politics and societal attitudes. Their ability to field candidates in almost all constituencies, and, in many cases, their performance as debutants enhanced their legitimacy. The militants’ performance has fueled debate about the Pakistani military’s effort to expand its long- standing support for militants that serve its regional and domestic goals to nudge them into mainstream politics. It also raises the question of who benefits most, mainstream politics or the militants. Political parties help mainstream militants, but militants with deep societal roots and significant following are frequently key to a mainstream candidate’s electoral success. Perceptions that the militants may stand to gain the most are enhanced by the fact that decades of successive military and civilian governments, abetted and aided by Saudi Arabia, have deeply embedded ultra-conservative, intolerant, anti-pluralist, and supremacist strands of Sunni Islam in significant segments of Pakistani society. Former international cricket player Imran Khan’s electoral victory may constitute a break with the country’s corrupt dynastic policies that ensured that civilian power alternated between two clans, the Bhuttos and the Sharifs. However, his alignment with ultra-conservatism’s social and religious views, as well as with militant groups, offers little hope for Pakistan becoming a more tolerant, pluralistic society, and moving away from a social environment that breeds extremism and militancy. On the contrary, policies enacted by Khan and his ministers since taking office suggest that ultra- conservatism and intolerance are the name of the game. If anything, Khan’s political history, his 2018 election campaign, and his actions since coming to office reflect the degree to which aspects of militancy, intolerance, anti-pluralism, and supremacist ultra- conservative Sunni Muslim Islam have, over decades, been woven into the fabric of segments of society and elements of the state. The roots of Pakistan’s extremism problem date to the immediate wake of the 1947 partition of British India when using militants as proxies was a way to compensate for Pakistan’s economic and military weakness. They were entrenched by Prime Minister Zulfikar Ali Bhutto in the 1970s and General Zia ul-Haq’s Islamization of Pakistani society in the 1980s. The rise of Islamist militants in the US-Saudi supported war against Soviet occupation troops in Afghanistan and opportunistic policies by politicians and rulers since then have shaped contemporary Pakistan.

- The Hindu Rights Action Force (HINDRAF) came out from a series of controversial actions perceived by the Malaysian Indian community as discriminatory. The issues were topical occurrences such as the errant destruction of Hindu temples and the body-snatching cases of Tamil Hindus, thought to have been converted to Islam, as well as the state of poverty confronted by the Tamil Hindu community in Malaysia. From a protest rally in November 2007, led by mainly Malaysian Tamil lawyers, the Malaysian Indian community framed its demands in legal terms and questioned the position of not only the Malaysian Malay-Muslim majoritarian government but also the decolonising decisions of the departing British colonial authorities at the point of Independence in 1957. The 2007 event become known as the HINDRAF rally. It had an overwhelming impact internationally, in drawing attention to the plight of Malaysian Tamil Hindus. Inside Malaysia, by garnering the support of non- Malays, mainly the Chinese, to unite with the Indians, it affected the Malaysian general election in 2008, as the ruling Barisan Nasional government lost its two-thirds majority in Parliament. There was also an unprecedented number of Malaysian Indians who were elected into Parliament in 2008. However, this paper will demonstrate that by the subsequent two Malaysian general elections of 2013 and 2018, the Tamil Hindus, as represented by HINDRAF, had not achieved their goals. Enduring heavy-handed treatment by the Malaysian authorities previously and troubled by internal strife and leadership issues within HINDRAF, this movement of Tamil Hindus in Malaysia stands diluted and divided. After the 14th general election of 2018, it seems that the leadership has also accepted a compromised position. Malay-Muslim majoritarianism remains dominant and the “New Malaysia” appears less than that heralded in the early days of the new Pakatan Harapan government.

However, since this period of upheaval the country has been on a broadly upward path both politically and economically. Religious violence has tended to be sporadic and local, aside from the Bali bombings of 2002. Indonesia now has the largest economy in Southeast Asia and among the countries of the Organization of Islamic Cooperation. At 260 million people, the country, which has now had nearly two decades of largely free elections, is the third-largest democracy in the world. Some 88 percent of its population are Muslims, making it the largest Muslim-majority country in the world. Despite these positive political and economic trends, in recent years, Islamist movements have flourished in Indonesia. Indeed, their pressure was a major factor leading to the imprisonment of the Christian governor of Jakarta on charges of blasphemy in 2017. The moderate forms of Islam that have historically been hegemonic in Indonesia may now be under threat.

- The paper takes as starting point the call by President Vucic of Serbia for a dialogue on the future of Kosovo with a view to reaching a historic agreement between Serbs and Albanians that would help his country deal with the Kosovo issue and would make it possible for it to secure a future in the European Union. The author attempts an assessment of various efforts for settling the dispute between Serbia and Kosovo, including the Ahtisaari Plan of 2007 and the Brussels Dialogue between Belgrade and Pristina currently going on, and tries to clarify some ambiguities and misunderstandings still prevailing about basic parameters of the conflict and of the European integration of the two sides. An analysis of the principles set by Mr. Vucic to guide the debate between Serbs and Albanians, namely that (a) Serbia does not covet what doesn’t belong to her and will not relinquish what belongs to her, and (b) the protection of the Serbian religious and cultural heritage in Kosovo is of paramount importance to Serbia, leads to the conclusion that the envisaged agreement should have (a) Serbia recognize that it does not own Kosovo’s statehood, which rightfully belongs to Kosovo, and (b) Kosovo accord an exceptionalism status to the Serbian religious and cultural heritage in its territory. The author further argues that the ideal agreement between the two sides turns out to also be a possible one.

- With the military defeat of Islamic State (IS) militants in Mosul and other Iraqi territories, the Government of Iraq (GoI) is moving ahead with plans to stabilize violent environments, rebuild war-ravaged physical infrastructure, and restore vital services. Equally important is the need for developing a feasible national reconciliation strategy among the country’s various ethnic, religious, and social groups, through dialogue and trust-building mechanisms. In light of warm historical relations and significant political influence between Iraqi Kurds and Shi’ites, reconciliation between them is of paramount importance for lasting stability in the country. Indeed, in the absence of Erbil-Baghdad rapprochement, overcoming future political challenges will be very difficult. Towards that end, the Middle East Research Institute (MERI) and Al-Rafidain Centre for Dialogue (RCD) jointly organized a series of unofficial meetings involving representatives of Shi’ite political parties and a MERI-led Kurdish delegation between 28 February and 01 March 2018. Religious leaders, academics, political party representatives, members of parliament from the Kurdistan Region of Iraq (KRI), Baghdad and Najaf attended the meetings, organized under the themes of “The Future of Governance in Iraq: Crises and Partnership Opportunities” and “The Role of Decision-makers and Political Elites in Building Confidence Among the Components of Iraqi Society.” The MERI-led delegation also visited the Marja’iya (Shi’ite religious authority) in al-Najaf city.

- Ever since Saddam’s regime was toppled in 2003, Iraq has three competitive parliamentary elections in 2005, 2010 and 2014. In all of these, pre-election alliance building and post-election coalition building processes were fairly predictable given the confessional nature of Iraq’s political system. Essentially, the system is centered on a politically conventional power-sharing arrangement among the country’s three main ethno-sectarian powerhouses: Shi’ite Arab Muslims, Sunni Arab Muslims, and the Kurds. This arrangement has prompted small political parties to forge alliances with these confessional powerhouses. This time round, this trend is likely to continue in the upcoming elections scheduled on 12 May 2018, but perhaps on a smaller scale. What gravitates political entities are political expediency and nationalist sentiments. These two factors seem to be shaping and forming some alliances such as between secular and civil-minded parties, the Shiite Sadrist movement via Hizb Istaqama (the Integrity Party), and the Iraqi Communist party. On 22 January 2018, Iraqi legislators ratified a decision to hold much-debated anticipated parliamentary elections on 12 May 2018, thereby ending the stalemate by some lawmakers to postpone it. Iraq is at a crossroads, and much of what is at stake will depend on which of the 27 registered electoral alliances emerge as winners. The large number of alliances suggests that political entities are aware of the competitive advantages inherent to forming these, versus running independently. Indeed, because of Iraq’s particular parliamentarian arrangement, the 24 million eligible voters in the 18 national electoral districts, representing the country’s 18 governorates, will not be electing the next prime minister – they will, instead, be picking an electoral alliance, which will engage in post-election coalition building negotiations to nominate the prime minister and form the next government. While it is still premature to forecast the ultimate composition of the next government, it is most likely to be led by one of four viable options: Eitilaf al-Nasr (Victory Alliance) led by Prime Minister Haider al-Abadi; Eitilaf al-Wataniya (National Alliance) led by former Prime Minister Ayad Alawi; Eitilaf Dawlat al-Qanun (State of the Law Alliance) led by former Prime Minister Nouri al-Maliki; and Tahaluf al-Fatah (Conquest Alliance) led by al-Hashd al-Sha’abi (Popular Mobilization Units) commander Hadi al-Ameri. However, given the unpopularity of Iraq’s political class, no single alliance is expected to win a majority of parliamentary seats, forcing the formation of a grand-coalition government. This, nevertheless, may help build broad-based support and legitimacy given Iraq’s oversized economic, security, and political challenges. Furthermore, the next election is expected to maintain the status quo due to the existence of potent structural forces inspired by political and electoral confessionalism. However, and encouragingly, the status quo may prove ephemeral in the face of internal divisions within the traditional confessional centers of power, the rising popular discontent with the quality of the existing democratic system and the limited progress it has made over the past fifteen years. It would be safe to say that an inclusive government can increase popular support, reduce the likelihood of ethno-sectarian civil war, minimise the influence of external powers, and bolster the nation’s attractiveness to foreign investors. In the long term, Iraq needs a government that is ambitiously reformist to transform the state’s political, electoral, and economic systems.

- The relocation of the US embassy from Tel Aviv to Jerusalem draw once again the attention of international community to Israel. The event of relocation is in line with the decision of the Trump administration reached in December last year, a move that has its legal foundation in the Jerusalem Embassy Act that was passed by the US Congress as far as 1995. For more than twenty years, the American administrations have been delaying the decision to move the US embassy to Jerusalem, and the Jerusalem Act was void of presidential signature until Donald Trump became president. In the same year when he took of�ice president Donald Trump recognized Jerusalem as the capital city of the State of Israel and ordered the relocation of the US embassy from Tel Aviv. Ever since the time of David, the king of Israel who conquered Jerusalem more than three thousand years ago, and his son king Solomon who built the First Temple, Jerusalem was the Holy City for Jews around the world and the center point for Israel and Judaism. At the same time Jerusalem is a holy site for the Palestinians and the Muslim world, hence a source of confrontation for the two sides. Notwithstanding, people of Israel believe that Jerusalem cannot be divided and that only Jerusalem due to its cultural, historical and religious importance for the Jews, is and can be the only capital city of the State of Israel. However, this status of Jerusalem is still not fully internationally recognized, with a number of United Nations states who do not acknowledge the right of Israel to sovereignly rule in Eastern Jerusalem, including the Old City where most sacred sites of Judaism are located – the Western Wall and the Temple Mount.

- The concept of integral human development is central to the Catholic social tradition. Yet, it remains under-explored with regard to its integrating components and their implications. What does taking an integral human development perspective mean for social analysis and action? The paper seeks to answer this question on the basis of the four encyclicals in which the idea of integral human development is treated, and in combination with two other sources: 1) the literature on “human development” in the multidisciplinary social science field of international development studies and its conceptual foundations in Amartya Sen’s capability approach; and 2) the life of a faith community in a marginalized Latin American urban neighborhood. Based on a combination of these sources, the paper concludes by proposing an understanding of “integral human development” that it calls a spirituality-extended capability approach to the progress of peoples.

Pope Francis extends Catholic environmental ethics to advocate for those at the margins of social consciousness who are most vulnerable to rapid environmental changes—the global poor and future generations. Pope Francis’ active collaboration with leading experts in climate science and development economics and his perspective as the first non-European Pope strengthens his contributions to ethical discourse on inter- and intra-generational justice, the preferential option for the poor, carbon mitigation policies, and common but differentiated responsibilities in international climate negotiations. - Over the past five years, the current crisis in the Central African Republic (CAR) has forced more than a million people, out of a population of a little more than four million, to flee their homes. Although the crisis follows years of political instability and state fragility, the country had never experienced such diffuse and horrific violence among communities, neighbors, and members of the same family or such deep tearing of its social fabric. Despite many international efforts to facilitate peace and stabilization, armed groups still operate throughout the country. The return of refugees—which seemed likely only one year ago—is now impossible because of increased sectarian attacks. As the country has plunged again into an acute humanitarian crisis, discussions on reconciliation and justice have been put almost completely on hold. This research report is based on qualitative interviews with Central African refugees living in Chad and Cameroon and members of national and international organizations. More specifically, it focuses on Muslim and Peuhl communities that fled from Bangui and the western regions of the country at the peak of the sectarian violence (late 2013 to early 2014). Given that identity-related issues, including long-standing discrimination against Muslims, are among the root causes of the conflict, it can be expected that some of the refugees interviewed for this study are among those most likely to experience barriers to rebuilding social ties within their community of origin if and when they return. Interviewees were asked about their experience of displacement and their intentions and concerns regarding return, reconciliation, and justice. The research findings show that a lack of inclusion is a crucial underlying issue in most of the refugees’ experiences and, therefore, their concerns for the future. In a country where access to state services and jobs has often been closed to those not considered to be truly “Central African”—due to their place of origin, ethnicity, or religion—a politics of inclusion would represent an important change. It would help to put CAR on the path of renewed, peaceful coexistence after violent conflict. Making minority groups feel like they are part of a common nation-building project would also mean finally recognizing them as Central African citizens. This would in turn have an important impact on their own identity, which has been so deeply challenged by years of discrimination that refugees used a narrative of “us-them” in speaking about those who remained in CAR, referring to them as “Central Africans,” thereby suggesting that they themselves were not perceived to be Central African.

- The emergence of Boko Haram as a terrorist group in Nigeria considerably changed the country’s security milieu. From a quiet religious group in the early 2000s, the group had risen in 2015 to become the deadliest terrorist group. As a security challenge, however, the Government’s counter terrorism policy appears unsuccessful. This article reveals flaws in the policy directions, noting that Government’s military-centric approach was not guided by any documented national strategy until the release of National Counter Terrorism Strategy (NACTEST) in 2014 ostensibly coordinated by the Office of the National Security Advisor (ONSA). Even at this, NACTEST is observed to be fraught with gaps that question its suitability as a counter-terrorism policy document for Nigeria. Among the observed policy gaps include the animosity between and among Nigeria’s security agencies and their unwillingness to share intelligence hampering effort at effectively combating the Boko Haram insurgency in the country’s North-east. This is an exploratory study aimed at probing the seeming perennial conflicts between and amongst the various security agencies in Nigeria with a view to creating a new path to inculcating tolerance for enhanced synergy towards optimal service delivery and national security. To this end, data were generated from both primary and secondary sources. The study concluded by recommending that there is the need for intensive collaboration amongst the relevant security agencies in Nigeria, as a tonic for achieving national security.

However, it appears that grievances do not inevitably induce religious and other minorities to engage in protest or rebellion. Moreover, relative deprivation may explain conflict but not necessarily violent conflict. Contributing to research on these questions, this paper explores the conditions under which the grievances of religious minorities lead to non‐violent or violent protest. Using a motive‐opportunity framework, we assume that members of religious minorities who feel discriminated against must be willing and able to engage in peaceful and violent forms of protest – and that certain conditions are required for grievances to result in peaceful or violent dissent. We test this proposition by comparing the Jewish and Muslim communities in Canada. Our findings indicate that relative economic and political deprivation may create concrete grievances that in combination with origin-based value incompatibilities can explain differences in behaviour in reaction to these grievances.

- This essay takes as its focus society in the Persian Gulf over the long term, both before and after oil. In order to understand the transitions society has gone through, it is necessary to review the region’s historical evolution and how society in the Gulf today differs from that of the pre-oil era. The Gulf is presented as a distinct historical region, where a tradition of free movement helped account for the success of its port cities, themselves linked more to the Indian Ocean basin than the Middle East. In the twentieth century, the historic ties that connected the people of the Gulf littoral were curtailed as nationalism became the dominant ideology, and borders and passports were imposed. After oil was discovered and exports began following World War II, the small Gulf shaikhdoms, most of which were under British protection until 1971, experienced a surge in revenues that ushered in the modern era. Newly independent states sought to impose a new identity, manipulate history, and exploit sectarian cleavages to solidify the power of ruling dynasties. The historic cosmopolitanism of the Gulf was ignored by states that privileged the tribal, Bedouin heritage of their leaders. Arabs and Persians, both Sunni and Shi‘a, as well as many other groups have lived with each other in the region for many centuries, during which mutual differences occasionally led to conflict. But the current mistrust, tension, and sense of vulnerability felt by all sides is a product of the modern age.

- From February 23, 2017 to March 6, 2017, His Eminence Roger Cardinal Mahony, archbishop emeritus of Los Angeles, California; His Excellency Silvano Tomasi, c.s., delegate secretary for the Holy See’s Dicastery on Integral Human Development; and Kevin Appleby, senior director of international migration policy for the Center for Migration Studies of New York (CMS) and the Scalabrini International Migration Network (SIMN), joined in a mission to Lebanon, Jordan, Iraq, and Greece to examine the situation of refugees and the displaced in these states. The visit came against the backdrop of several actions and events which could adversely impact these populations in the immediate, near, and long-term future: (1) the proposed reduction in the number of refugees to be admitted by the United States from 110,000 to 50,000 a year, including a 120-day shutdown of the US refugee program; (2) the one-year-old agreement between the European Union and Turkey to halt Syrian and other refugee groups from migrating to and entering Europe; (3) the ongoing war against the Islamic State of Iraq and Syria (ISIS), most notably in the fight for the city of Mosul and surrounding villages in northern Iraq; and (4) the ongoing persecution of religious minorities in the region, including Christian groups. Overall, the delegation found that, despite heroic work by international nongovernmental organizations (NGOs) and agencies in the region, including refugee protection organizations, the humanitarian need of refugees and internally displaced persons (IDPs) far outweigh the support given to them by the international community. In fact, the world community appears to be withdrawing its support, rather than increasing it.1 The following findings and recommendations from the mission are based on the delegation’s conversations with actors in the region, including refugees and displaced persons, care providers, representatives of the Catholic Church, their aid agencies, and United Nations (UN) officials.

- The Singapore state’s relationship with religion has been one of pragmatism, rooted in the realities of the country’s multi-racial and multi-religious society. This was clearly evident in the 1980s when Singapore was confronted with many challenging issues of morality and the practice of religion. On the one hand, the secular state viewed religion as a positive force in society and adopted a policy of neutrality and non-interference in matters of religion. On the other hand, it did not hesitate to intervene in the realm of religion when public order, security and economic survival were threatened. This is consistent with the view that to survive against the odds Singapore needs a strong, centralised government that subordinates all institutions, spiritual and temporal. The state’s intervention in the religious domain in the 1980s should be understood in the context of the government’s primary interest to ensure that society possessed the values that were necessary for economic progress and development. When increased religiosity and religious activism threatened social stability and encroached into the political space to challenge state sovereignty, the state moved to assert its authority to ensure that the practice of religion did not jeopardise the permanent interests of society (i.e. public order and long-term economic prosperity). The state’s exercise of authority could be justified by the social contract that citizens had presumably entered. The state’s assertion of authority was manifested in the late 1980s, which witnessed decisive action by the government to clarify the parameters of religion’s role in society. It led to the institutionalisation of principles of governance in managing religious life within a plural, secular Singapore. The state’s pragmatic approach in managing its relations with religion persists till today, giving space to religion generally but asserting its authority when the need to preserve social peace arises.

- With the complete military defeat of IS in Iraq underway, the process of the return of internally displaced people (IDPs) faces enormous challenges. IS’s swift seizure of control of vast swathes of territories created new fissures and exacerbated old animosities and grievances among the variegated communities of the Nineveh Plain. Members of certain communities joined IS, while others showed sympathy to the group, causing rising social tensions among the communities. The war against IS also prompted certain communities to form their own armed forces, which can now be used to challenge rival communities and impose one-sided solutions by virtue of force. While no rigorous plan for the post-IS situation is available, and with Iraq facing economic and political hardships, the region’s dynamics are likely to continue to be conflictual, and communal relations may worsen further. Understanding how communities perceive reconciliation and conflict is a key element to ensure the return of IDP’s in the future. This report focuses on the Shabak community, an abstruse ethno-religious group living on the Nineveh Plain just east of Mosul, and how they perceive reconciliation and conflict. Various international minority rights organisations recognise Shabaks as one of the five main minority groups most affected by the recent conflict beginning in June 2014. At present, the Shabak community is comprised of both Sunni and Shi’ites, yet the community’s religious identity has significantly evolved over time, moving from a distinctly heterodox to a more orthodox set of beliefs and rituals. This, combined with their geographic location in the disputed territories in close proximity to various other minorities, make their views on conflict and reconciliation particularly relevant for future coexistence in Nineveh. One of the main findings of this report is that the Shabak community suffers from four main conflicts. Two relate to relations with other ethno-religious communities, namely Sunni Arabs and Christians, and the other two concern divisions within the community itself, that is, religious and ethnic identity. The rise of IS has impacted conflict dynamics in two distinct ways. On the one hand, it has led to a proliferation of armed groups, significantly increasing the possibility of a violent escalation. On the other hand, the complete rupture of the pre-2014 status quo has resulted in an intensification of identity discussions, which is linked to the settlement of the administrative status of disputed territories on the Nineveh Plain. The community’s perception of justice and security is also explored in this report. Interviews reveal that the community is fearful of forced displacement and revenge acts after their areas are liberated, while some expressed doubts about the ability of the security forces and the judiciary system in place to deal with the post liberation environment.

- This report is about perceptions of reconciliation and conflict among the Christians in Iraq. Being a religious minority group in a country that has been fraught with conflicts and instability, this community, like other minorities in Iraq, endured suppression, displacement, and degradation. This, in addition to the weakening rule of law, has had an inverse impact on their communal relations, causing many to migrate. Furthermore, the Islamic State’s (IS) invasion of large swathes of land in the Nineveh Plain, where large numbers of Christians live, was yet another severe blow inflicted upon this community. The findings of this study reveal that the Christian community has had a conflictual relationship with the Shabaks, another minority group, in the Nineveh Plain well before IS’s emergence in 2014. The interviewees claim that the Shabaks encroached on their lands in an attempt to undermine the Sunnis in Mosul, serve external agendas and change the demography of the area. This report also shows that the Christians have disagreements with the Sunni Arabs, the Kurdistan Regional Government (KRG), and the Central government of Iraq (CGI). In order to fend off the rising Shia dominance in the Nineveh Plain, Sunnis are partly blamed for increasing the level of violence in the area. Many Christians held grievances against KRG’s policies in the Nineveh Plain before 2013. They argue that in its attempts to shield influence against Baghdad, the KRG caused friction and fragmentation among the Christians. As for the CGI, the interviewees expressed mistrust since it was unable to protect them from IS’s onslaught. In the eyes of Christians, the security situation after liberation does not portend well. The Shia Shabaks are thought to pose a security concern in the Nineveh Plain because of their involvement with Shia armed forces while there are Christian armed groups as well. Baghdad and Erbil have not engaged in debating future control of the security of the Nineveh Plains. Therefore, they see the potential for eruption of violence which may inflict great damage on reconciliation efforts. In short, the dynamics in Nineveh Plain were not stable before June 2014. Inter and intra-communal relations were strained, the political landscape was divisive and the quality of services was poor. The KRG and Baghdad are usually blamed for the overall pre-crisis climate as they were competing for hegemony. The ramifications of that unhealthy competition were manifold. Polarisation, neglect, underdevelopment, and strained relationships are just some. IS’s invasion strained the relations further and a return to the status quo ante means protracted conflicts and further instability. The bigger danger is that more and more Christians would leave the country should the situation remain unchanged.

- The Arab League’s Chairman, Ahmed Abul Gheit, has warned President Trump that recognizing Jerusalem as Israel’s capital would do a disservice to the Israeli-Palestinian peace process as well as ignite violence in the Middle-East. Given the absence of a peace process and given the abundance of violence in the Middle-East, Mr. Aboul-Gheit’s warning does not even pass the laughing test. Far from inflaming the region, recognizing Jerusalem as Israel’s capital would actually send a sobering message to the Arab world: that the time of historical denial is over, and that Israel is being retributed for being the only country in the region that protects the holy sites of all faiths.

- To Gareth Doherty, there's no such thing as a single color "green." There are just too many hues and variations to commit to one label. Doing fieldwork in Bahrain, a desert nation in the Persian Gulf, he found a palette of colors, each imbued with the history, social dynamics, and politics of the island nation. Even when they live in a desert, people need green. On his daily walks across this arid, thirty-mile-long island, he documented the persistent presence of green, from green-painted roofs and doorways to a flourishing of scrub in the desert after a brief rain shower. Because people hunger for green space, states and individuals will go to great lengths to get it, taking steps that are at odds with sustainable development. Doherty investigated the resources required to keep Bahrain green, and explored the facts and myths of how a country lost its fresh water and its iconic date palm groves over the past century. His fascination with fieldwork also has led him and his students to the Bahamas to study the sustainable development of an island archipelago, and to Brazil, where states experience different amounts of rainfall and seasonal blankets of green. The Weatherhead Center for International Affairs asked Doherty about his year in Bahrain, and what he’s discovered about how people use and respond to the various colors of green in their landscape.

- opular discourse, especially in the West, presents the current conflict in Syria as part of an age-old struggle between the Sunni and Shi’a communities within Islam. Despite the sectarian trappings of the conflict, these divisions are not the root cause of the war in Syria. Rather, the hyperpoliticization of sectarian identities is one of the outcomes—and an increasingly salient one as conflict progresses. The origins of the Syrian war lie in much more mundane political and economic grievances. Despite steady economic growth and an extensive public welfare infrastructure, the vast majority of the population was excluded from the fruits of development and faced thwarted aspirations for social mobility and political expression. Rising poverty rates, endemic corruption, the poor quality of social services and government repression—factors present to varying degrees elsewhere in the Middle East—constituted a critical background to the Syrian uprising, even if they do not predict precisely why and when individual protestors took to the streets. More proximately, the evolution of a peaceful uprising into a full-blown civil war was sparked by the regime’s response to the initial waves of demonstrations. On March 13, 2011, several teenagers in rural Dara’a in southern Syria spray-painted the slogan of the uprisings, al-sha’ab yurid isqat al-nizam, or “the people want the fall of the regime,” on walls in their town. Government security forces arrested the young men and tortured them, inciting peaceful demonstrations by family members calling for the boys’ release. Syrian forces then cracked down violently, spurring other protests across the country.

- According to data taken from the Turkish Ministry of Interior Affairs in 2014, within a three-year span, 134,629 individuals under the age of 18 were legally married in Turkey, with underage girls disproportionately accounting for 128,866 of this total. This figure states that 14% of marriages in Turkey involve an individual who is underage. However, the information presented may not be an accurate representation of the scale of the issue, since many child marriages are not legally registered, but occur as religious ceremonies. Taking into account these religious marriages, a 2013 report from Gaziantep University estimated number of child marriages in Turkey is much closer to 37%, and in some rural regions of the country, the rate may be as high as 60%. This study also found that 82% of child brides in Turkey are illiterate. Researcher Dr. Erhan Tunç suggests that the trend in child marriages is occurring as a result of a lack of education and severe religious views.

- Since April 2014, France has been developing a three-stage counter-radicalisation model, covering the areas of detection, prevention and de-radicalisation. Little has been said in the English literature on the organisation, the effectiveness and the challenges of this approach. France’s centralised tradition led to the implementation of a vertical structure of action dominated by the Interior Ministry. A major difficulty faced by the French authorities is to manage various “profiles” of at-risk individuals, including converts, underage individuals and young women. This illustrates a significant diversification of the groups of population affected by Salafi-Jihadist radicalisation. The French counter-radicalisation strategy is expected to lead the fight against violent extremism, but it remains hampered by divisions over the role of Islam. This bone of contention, which is indicative of the French state and society’s complex relationship with religion, substantially affects the consistency of deradicalisation programmes.

- Citizens in countries that implemented more rigorous neoliberal policies over the last two decades (1990 to 2010) draw stronger symbolic boundaries between themselves and unwanted others. Based on publicly available data from the European Values Study, our research suggests that neoliberal policy implementation is intricately related to the ways in which citizens define worthiness. We find that in central and eastern Europe, the adoption of neoliberalism goes together with weakening boundaries toward ethnic others and a strengthening of animosity toward the poor, who are increasingly described as lazy and undeserving of government help. Conversely, in western Europe we find a weakening of boundaries toward the poor, but a strengthening of animosity toward ethno-religious others, Muslims in particular: citizens increasingly do not want Muslims as their neighbors. The trends we observe are supported by studies describing European citizens’ stance toward the (undeserving) poor, on the one side, and research on anti-immigrant sentiments, the rise of nativism, and the vote for extreme right parties, on the other. The contribution of our project is to offer a framework that describes these trends as two facets of symbolic boundaries and to link these to the uneven rate of implementation of neoliberal policies across European societies.

- This paper explores the concept of freedom of speech, as it relates to religion, focusing on recent European examples of tensions that surface secular mores and Islamic sensibilities, primarily the Charlie Hebdo incident. This paper argues that while offence to others does not breech free speech, when considering cartoons of the Prophet Muhammad, we cannot ignore the geopolitical context. Such images may perpetuate stereotypes and be perceived as part of a neo-colonial project to denigrate minorities and the Muslim world. In particular, Islamophobia and the post-colonial context provide a context wherein the Islamic “Other” within Western societies is marginalised and often experiences oppression. Therefore, what appears to be legitimate freedom of speech may actually be a discourse of suppression. The paper also considers possible objections around individual autonomy and the power of religion, and suggests principles when considering the limits of freedom of speech.

- Since early-2014, the Islamic State of Iraq and Syria (ISIS) has made gradual inroads into Southeast Asia. There are an estimated 500 Southeast Asians, not including family and kin, in Iraq and Syria fighting for ISIS, as well as al-Nusra, which at first attracted far more Southeast Asians. Since August 2014, there has been a company of Bahasa-speaking Southeast Asians, Katibah Nusantara, within ISIS. The numbers have remained low only because of proactive policies from regional security forces, who are determined not to repeat the mistakes of the 1990s when they turned a blind eye to returning veterans of the Afghan mujahideen. As an Indonesian counter-terrorism official put it, “We have experience [of those who committed terrorist acts in Indonesia] after going to Afghanistan and the Philippines and we don’t want ISIS alumni to do the same.”1 Malaysia, Indonesia, and Singapore have all detained people for involvement in ISIS or prevented them from traveling abroad. Jihadists from around the region, including the co-founder of the al-Qaeda affiliated Jemaah Islamiyah (JI), Abu Bakar Ba’asyir,2 as well as Philippine groups such as the Abu Sayyaf and the Bangsamoro Islamic Freedom Fighters, have pledged bai’at to the self-proclaimed Islamic State (IS) caliphate. There have been a number of children of JI members to join IS, including the sons of Bali bombers Imam Samudra and Mukhlas, while the sons of senior JI members, Mukhliansyah and Abu Jibril, have joined al-Nusra.

Religious riots have claimed more than 14,000 lives in India since 1950. We study the effect of Hindu-Muslim riots on election results in India. We combine data on riots with electoral data on state legislature elections and control variables on demographics and public goods provision to construct a unique panel data set for 16 large states in India over a 25 year period commencing in 1977. We use a new instrument that draws upon the random variation in the day of the week that important Hindu festivals fall on in each year to isolate the causal effect of riots on electoral results. We find that riots occurring in the year preceding an election increase the vote share of the Bharatiya Janata Party in the election. We find suggestive evidence that communal polarisation is the likely mechanism driving our results.

- For centuries, churches were the main institutional providers of welfare in Europe before the state took over this role in the late 19th century. The influence of modernization theory meant that modern welfare state theorists increasingly regarded religion and its impact on welfare as a relic from the distant past. It was anticipated that modern, differentiated, and industrialized societies would see the decline and inevitable disappearance of religious welfare provision along with religiosity. Surprisingly, however, at the beginning of the 21st century in many modern industrialized societies, religious institutions are increasingly becoming involved in welfare provision again. The religion blind classic welfare state literature offers no explanation for this phenomenon. This present paper argues that the resurgence of faith-based welfare providers is the reversal of a phenomenon that occurred in the late 19th century when modern states started to strip religious providers of their prerogatives in welfare provision. The result was the ascendance of the modern state and the demise of religion in the late 19th century. The return of welfare to religious providers can therefore be interpreted as the beginning of the demise of the modern state.

- Low Salafist turnout for this week's constitutional referendum could signal a broad base of support for growing jihadist violence against the post-Morsi government. The January 14-15 referendum on Egypt's draft constitution is being billed as a referendum on the military's July 3 ouster of Muslim Brotherhood president Muhammad Morsi. Yet the vote is unlikely to alter the country's short-term political trajectory: no matter the results, the military-backed government will continue repressing pro-Morsi forces, who will in turn continue resisting a process they view as illegitimate. The extent to which Salafists participate in the referendum may have longer-term implications, however. High Salafist turnout would suggest an embrace of the Nour Party's decision to participate in the post-Morsi process, whereas low turnout would reflect strong feelings of disenfranchisement that could lead more Salafists to embrace jihadism.

This led to major violence in 2012 and further sporadic outbreaks since then. The political temperature is high, and likely to increase as Myanmar moves closer to national elections at the end of 2015. It represents a significant threat to the overall success of the transition, and has severely damaged the reputation of the government when it most needs international support and investment. Any policy approach must start from the recognition that there will be no easy fixes or quick solutions. The problems faced by Rakhine State are rooted in decades of armed violence, authoritarian rule and state-society conflict. - As Tunisia's Islamists reaffirm their cohesiveness, the country's contentious politics have worn out many voters and dulled their interest in democratic participation, making abstention the most likely winner of this year's elections. Last week, 39,000 members of Tunisia's leading Islamist faction, Ennahda, took part in an internal referendum to decide whether to postpone their next national congress, where a new party executive board is typically chosen. More than 70 percent of the members agreed to maintain the party's cohesiveness in order to focus on winning the next round of legislative elections rather than risk exposing internal divisions. In contrast, the various parties in the secular opposition remain disorganized and divided by their ambitions -- months after helping to pressure the Ennahda-led governing coalition out of office and agreeing to a transitional roadmap, they are unable to unite, whether against their Islamist adversary or around a common political project. More important, Islamists and secularists alike face an uphill battle in convincing increasingly skeptical Tunisian voters that they are serious about addressing the country's social, economic, and security concerns instead of squabbling with each other.

- The thorny parliamentary process of selecting a new president could rekindle violence if it results in substantial delays or further sectarian friction. Last week, Lebanon's parliament convened for the first round of balloting to elect a new president. While Samir Geagea -- who leads the Christian "Lebanese Forces" party, which is aligned with the pro-Western March 14 coalition -- received the most votes, he failed to secure the requisite two-thirds parliamentary support. In the coming weeks, legislators are slated to continue meeting until a president is selected. Unlike last week's session, in which the Hezbollah-led March 8 bloc did not challenge Geagea's candidacy, the voting promises to become increasingly contentious in subsequent rounds. Perennial sectarian tensions exacerbated by the war next door in Syria have complicated the historically wrought and arcane election process. Should a compromise candidate not emerge by May 25, the term of current president Michel Suleiman will expire, leaving the post vacant. In the past, the presidency -- which by law must be held by a Christian -- was the dominant office in Lebanon's government. But the 1989 Taif Accord effectively stripped the position of its powers, delegating them to the prime minister, who must hail from the Sunni Muslim constituency. Given the post's largely symbolic nature, some might argue that the tense selection process is much ado about nothing. Yet the presidency remains an emotionally evocative issue for Lebanese Christians, and both the March 8 and March 14 blocs see a sympathetic chief executive as an important advantage worth fighting for.
