1. The Costs of United States’ Post-9/11 “Security Assistance”: How Counterterrorism Intensified Conflict in Burkina Faso and Around the World

Abstract:
United States “security assistance” exports a militarized counterterrorism model to dozens of countries through money, training, and weapons. This model comes with dangerous costs. The narrative, tactics, funding, and institutional supports of the U.S. post-9/11 wars fuel repression and corruption, and escalate cycles of violence. This paper delves into the current conflict in Burkina Faso as an illustrative case study of how the U.S. counterterrorism model has caused more, not less, instability and violence. Despite the relatively low levels of terrorism assessed in Burkina Faso at the time, the United States laid the groundwork for increased militarism in the region when it began providing security assistance to the country in 2009. Today, Burkina Faso is enveloped in a spiraling conflict involving government forces, state-sponsored militias, and militant groups, and civilians are paying the price. Militant groups have strengthened and seized territory, ethnic tensions have skyrocketed, thousands of Burkinabe have been killed and over one million displaced. A Burkina-based human rights group has warned that the government’s ethnic killings may lead to the “next Rwanda.”

Abstract:
Land use is a fundamental agrarian question which remains central to the economic survival of humanity, especially in Africa. The limited access to land in most African social formations has engendered a fierce competition between non-agricultural user groups and their agricultural counterparts, on the one hand, and among various agricultural user groups, on the other. The two major groups of agricultural land users are nomadic pastoralists and sedentary peasant farmers. As a predominantly agrarian nation, more than half of Nigeria’s workforce is engaged in farming. Nonetheless, the internecine conflict between these two groups of agro-land users, which continues to acquire ethnic, religious and political tinge, has grave implications for human security in the country. Explanation of the conflict between nomadic pastoralists and sedentary farmers has centred on climate change, population growth, and insecurity. However, the transnational character of this conflict has not received adequate scholarly attention. Despite the existence of regional frameworks like the ECOWAS Transhumance Protocol, there is a dearth of knowledge on how these regional efforts could be leveraged by the Nigerian government in order to contain the harmful impacts of transhumant pastoralism in the country. Using the regional security complex theory, this paper argues that networking of relevant security agencies, regional bodies and other stakeholders, including civil society organisations, is the panacea for tackling the tension-soaked relationship between these land users.

3. Blinking Red Lights

Abstract:
The Western Balkans have seen positive developments since the war of the 1990s, including European Union and the North Atlantic Treaty Organization (NATO) accession for some countries. Yet instability continues to affect some nations, particularly Bosnia-Herzegovina. This instability is partly due to the governing structure that emerged from the 1995 Dayton Peace Accords and has led to complete political gridlock, but increasingly stems from a resurgence in ethno-nationalist sentiment across the region. Some neighboring countries (Croatia, Serbia) and more distant ones (Turkey) are directly interfering in Bosnia’s domestic affairs in pursuit of their own ethnic and political interests. Unless domestic actors can stop this negative spiral, the three ethnic communities of Bosnia will increasingly be drawn to the ethnic divisions of the past for support and inspiration and lose hope in a positive future.

Post-war Igbo ethno-nationalism has witnessed two distinct but interconnected generations. Both of them emerged as a response to the ineffective and objectionable implementation of post-war peace-building initiatives as well as the progressive victimisation of the Igbo since the end of the Nigerian Civil War in 1970. While the first generation is championed and dominated by conservative Igbo petty bourgeoisie, the second is revolutionary and commonly associated with populist youth-led lumpen neo-Biafran separatist movements. In line with the philosophy of akona-uche, the former seeks mainstream inclusivism through democratic and non-confrontational approach in its response to the perceived widespread victimisation of the Igbo. On the contrary, the latter is inspired by the principle of nzogbu-nzogbu and seeks radical separatism as the most sustainable solution to the Igbo question in Nigeria. The reinvention of the nzogbu-nzogbu approach to Igbo nationalism in 1999 has attracted substantial public and scholarly attention. However, extant studies are mainly awash with explanations of the recurrent agitation for Biafra. There has not been any systematic investigation of how the fissure between the lumpen and aristocrats (Oha-na-Eze) of Igbo extraction undermines the pursuit of Igbo nationalism. Using the Marxist social class analysis, the study found that the Igbo question will remain a wild goose chase until the contradictions in the material conditions of the Igbo petty bourgeoisie and their masses are conscientiously harmonised.

5. The Challenges of Nationhood and State-building in Nigeria’s “Fourth” Republic

Abstract:
Nigeria’s eighteen years of civilian rule has been dotted with incessant ethno-nationalist agitations which have often threatened the peace and tranquillity of the Nigerian state and the orderly conduct of public and private businesses. The Nigerian state has in turn often responded to these agitations through an admixture of appeasements and the application of force in what is commonly referred to as the carrot and stick approach. While the state has largely been successful in containing such agitations, and ultimately bringing them within the bounds of order, two of such on-going agitations – the Boko Haram insurgency in the Northeast and the Biafra separatist agitations in the Southeast – appear to have so far defied the military prowess and the strategic ingenuity of the Nigerian state. Both also standout, whereas earlier agitations were merely targeted at redressing certain identified grievances. These lay claim to the very soul of the Nigerian state; that is, the inviolability of Nigeria’s unity and corporate existence. Whereas several explanations have been offered for the persistence of these conflicts, this paper seeks to further evaluate their rising intractability within the wider context of the overall tension between nationhood and state-building. The paper relies on primary and secondary data derived from documents and through interviews. They will be analysed using logical inferences.

Abstract:
The Forces Démocratiques de Libération du Rwanda (Democratic Forces for the Liberation of Rwanda, FDLR)—including its armed wing, the Forces Combattantes Abacunguzi (Abacunguzi Fighting Forces, FOCA)1—is among the most enduring armed groups in the eastern Democratic Republic of the Congo (DRC). Several members of the group’s top leadership are suspected of involvement in the 1994 Rwandan genocide, making the FDLR’s continued presence in the DRC a recurring point of contention between Kinshasa and Kigali and a source of tensions for the Great Lakes region as a whole (Omaar, 2008, pp. 65– 66, 236–312). Maj. Gen. Sylvestre Mudacumura, the group’s military commander, is wanted by the International Criminal Court for war crimes committed in the DRC itself (ICC, 2012). The group’s presence has also led to the emer- gence of local armed groups that claim to protect communities, further complicating security dynamics in the eastern DRC (Debelle and Florquin, 2015, p. 206).

Abstract:
The Bharatiya Janata Party’s (BJP’s) historic victory in India’s 2014 general election prompted declarations of a watershed in the behavior of the Indian voter. Upon closer inspection, the reality is more nuanced. On some parameters, such as voting based on economic and ethnic considerations, there were indeed discernible changes. However, the empirical evidence suggests these shifts were well under way before 2014. In other areas—namely, support for regional parties, dynastic politicians, and candidates associated with criminal activity—contemporary voters demonstrated much greater continuity with the past.

Crisis in the Central African Republic (CAR) is longterm and characterised by sporadic surges of violence against a backdrop of state disintegration, a survival economy and deep inter-ethnic cleavages. Armed groups (including the anti-balaka and the ex-Seleka) are fragmenting and becoming increasingly criminalised; intercommunal tensions have hampered efforts to promote CAR’s national unity and mend its social fabric. Unfortunately, the roadmap to end the crisis, which includes elections before the end of 2015, presents a short-term answer. To avoid pursuing a strategy that would merely postpone addressing critical challenges until after the polls, CAR’s transitional authorities and international partners should address them now by implementing a comprehensive disarmament policy, and reaffirming that Muslims belong within the nation. If this does not happen, the elections risk becoming a zero-sum game.

Burma’s upcoming elections will be a test of how much the country’s political scene has changed since the generals’ tentative liberalisation programme began five years ago. The National League for Democracy, led by democracy icon Aung San Suu Kyi, is likely to win big. Still, it may not get the two-thirds of the parliamentary seats open for competition that it needs to form a government. If it does not, it ought to blame itself, for the NLD has been unwilling to enter into coalitions either with much-respected civic organisations or with the increasingly vocal and well-organised ethnic parties. At the same time, the military-backed Union Solidarity and Development Party has led a smart campaign just short of breaking the electoral laws. Both the USDP and ethnic parties might do better than expected and cost the NLD – dominated and controlled by Suu Kyi – a crucial opportunity to advance democracy.

11. Does Violence Pay? The Effect of Ethnic Rebellion on Overcoming Political Deprivation

Abstract:
Studies have found that politically deprived groups are more likely to rebel. However, does rebellion increase the likelihood of achieving political rights? This article proposes that rebellion helps ethnic groups to overcome deprivation. I illustrate this by using a "typical" case (the Ijaw's struggle against the Nigerian government) to demonstrate how ethnic rebellion increases the costs for the government to a point where granting political rights becomes preferable to war. Further, I exploit time-series-cross-sectional data on deprived ethnic groups to show that rebellion is significantly associated with overcoming deprivation. The statistical analysis shows that democratic change is an alternative mechanism.

The Kurds in Syria, Turkey and Iraq face complex challenges. Among the current Kurdish realities, the emergence of Kurdish self-governing areas in northern Syria controlled by what is considered to be the Syrian branch of the Kurdistan Workers' Party (PKK) generates considerable uncertainty. The complex civil war in Syria and antagonism between the Kurdish Democratic Union Party and a fragmented Kurdish political spectrum generate many questions as to the future of these Kurdish areas in Syria. In the case of Turkey, old and new internal and regional factors have threatened the dialogue under way between Turkey and the PKK. These include the lack of clear state policies to resolve the conflict, Turkey's current internal crisis, the complications of cross-border dynamics, and the mutual impact of the Kurdish questions in Syria and Turkey. In Iraq, tensions continue between the Kurdistan Regional Government and the country's central administration. The consolidation of Kurdish autonomy – with new elements such as the energy agreement between Erbil and Ankara – continues to generate uncertainty in a context where many issues remain unresolved.

13. The Islamic State of Iraq Returns to Diyala

Anbar is not the only front in Iraq on which Al Qaeda in Iraq (AQI), now operating as the Islamic State of Iraq and Sham (ISIS), is fighting in 2014. ISIS has also established a governorate in Diyala. Its spokesman has named the province the central front in the sectarian conflict he has urged. The security situation and sectarian tension in Diyala province are grave. ISIS has returned to fixed fighting positions within Muqdadiyah, Baqubah, and the Diyala River Valley. Shi'a militias are now active in these areas as well. Increasing instances of population displacement demonstrate the aggregate effect of targeted violence by both groups. It is important to estimate the effects of this displacement and the presence of armed groups within Diyala's major cities in order to understand how deteriorated security conditions in this province will interfere with Iraq's upcoming parliamentary elections. Furthermore, violence in Diyala has historically both driven and reflected inter-ethnic and inter-sectarian violence in other mixed areas of Iraq, including Baghdad. Diyala is therefore a significant bellwether for how quickly these types of violence will spread to other provinces.

14. Flight of Icarus? The PYD's Precarious Rise in Syria

With the Syrian regime and opposition locked in a see-saw battle, Kurdish forces have consolidated control over large portions of the country's north. Their principal players, the Democratic Union Party (Partiya Yekîtiya Demokrat, PYD) and its armed wing, the People's Protection Units (Yekîneyên Parastina Gel, YPG), now dominate three large, non-contiguous enclaves of Kurdish-majority territory along the Turkish border, over which the PYD proclaimed in November 2013 the transitional administration of Rojava (Western Kurdistan). Kurdish governance is unprecedented in Syria and for the PYD, an offshoot of the Turkish Kurdish insurgent movement PKK, from which it draws ideological, organisational and military support. But it is unclear whether this is a first step toward stability and the Kurdish aspiration for national recognition, or merely a respite while the civil war focuses elsewhere. The PYD alone will not determine the fate of Syria's north, but it could greatly increase its chances by broadening its popular appeal and cooperating with other local forces.

Abstract:
Ethnic diversity is often seen to be detrimental to peace and stability, particularly if ethnicity is the basis for political mobilization. Mobilization is assumed to increase the salience of ethnicity, and with it in-group cohesion, out-group animosity, and national instability; yet the mechanisms have rarely been studied empirically. This article argues that we need to study ethnicity as the outcome of political processes, focus on the attitudinal mechanisms underlying ethnic relation; and examine this phenomenon at the individual level. To this end, the article first disaggregates the term "ethnicity" into attributes, meanings, and actions. Referring to constructivism, it then argues that political science should focus on meanings. Building on the theory and findings of social psychology, this paper shows that political science must distinguish analytically between meanings regarding different in- and out-group processes. Doing so can help advance the study of ethnic relations and conflict-management practices.

17. Turkey's New Regional Security Role: Implications for the United States

Until a few years ago, the relationship between Washington, DC, and Ankara, Turkey, was perennially troubled and occasionally terrible. Turks strongly opposed the U.S. 2003 invasion of Iraq and have subsequently complained that the Pentagon was allowing Iraqi Kurds too much autonomy, leading to deteriorating security along the Iraq-Turkey border. Disagreements over how to respond to Iran's nuclear program, U.S. suspicions regarding Turkey's outreach efforts to Iran and Syria, and differences over Armenia, Palestinians, and the Black Sea further strained ties and contributed to further anti Americanism in Turkey. Now Turkey is seen as responding to its local challenges by moving closer to the West, leading to the advent of a “Golden Era” in Turkish U.S. relations. Barack Obama has called the U.S.-Turkish relationship a “model partnership” and Turkey “a critical ally.” Explanations abound as to why U.S.-Turkey ties have improved during the last few years. The U.S. military withdrawal from Iraq removed a source of tension and gave Turkey a greater incentive to cooperate with Washington to influence developments in Iraq. Furthermore, the Arab Awakening led both countries to partner in support of the positive agenda of promoting democracy and security in the Middle East. Americans and Turks both want to see democratic secular governments in the region rather than religiously sanctioned authoritarian ones. Setbacks in Turkey's reconciliation efforts with Syria, Iran, and other countries led Ankara to realize that having good relations with the United States helps it achieve core goals in the Middle East and beyond. Even though Turkey's role as a provider of security and stability in the region is weakened as a result of the recent developments in Syria and the ensuing negative consequences in its relations to other countries, Turkey has the capacity to recover and resume its position. Partnering with the United States is not always ideal, but recent setbacks have persuaded Turkey's leaders that they need to backstop their new economic strength and cultural attractiveness with the kind of hard power that is most readily available to the United States. For a partnership between Turkey and the United States to endure, however, Turkey must adopt more of a collective transatlantic perspective, crack down harder on terrorist activities, and resolve a domestic democratic deficit. At the same time, Europeans should show more flexibility meeting Turkey's security concerns regarding the European Union, while the United States should adopt a more proactive policy toward resolving potential sources of tensions between Ankara and Washington that could significantly worsen at any time.

18. Turkey and the PKK: Saving the Peace Process

The peace process to end the 30-year-old insurgency of the Kurdistan Workers' Party (PKK) against Turkey's government is at a turning point. It will either collapse as the sides squander years of work, or it will accelerate as they commit to real convergences. Both act as if they can still play for time – the government to win one more election, the PKK to further build up quasi-state structures in the country's predominantly- Kurdish south east. But despite a worrying upsurge in hostilities, they currently face few insuperable obstacles at home and have two strong leaders who can still see the process through. Without first achieving peace, they cannot cooperate in fighting their common enemy, the jihadi threat, particularly from the Islamic State in Iraq and Syria. Increasing ceasefire violations, urban unrest and Islamist extremism spilling over into Turkey from regional conflicts underline the cost of delays. Both sides must put aside external pretexts and domestic inertia to compromise on the chief problem, the Turkey-PKK conflict inside Turkey.

19. A Coup Ordained? Thailand's Prospects for Stability

On 22 May, for the twelfth time in Thailand's history, the army seized power after months of political turbulence. This is not simply more of the same. The past decade has seen an intensifying cycle of election, protest and government downfall, whether at the hands of the courts or military, revealing deepening societal cleavages and elite rivalries, highlighting competing notions of legitimate authority. A looming royal succession, prohibited by law from being openly discussed, adds to the urgency. A failure to fix this dysfunction risks greater turmoil. The military's apparent prescription – gelding elected leaders in favour of unelected institutions – is more likely to bring conflict than cohesion, given a recent history of a newly empowered electorate. For the army, buyer's remorse is not an option, nor is open-ended autocracy; rather its legacy, and Thailand's stability, depend on its success in forging a path – thus far elusive – both respectful of majoritarian politics and in which all Thais can see their concerns acknowledged.

20. Guinea's Other Emergency: Organising Elections

In the midst of the Ebola crisis, Guinea is preparing for the presidential election due in 2015. The exact election date is just one of many points being contested by the government and opposition. The political debate is increasingly held along ethnic lines, rallying the vast majority of the Malinké behind President Alpha Condé's coalition and the Peul behind former Prime Minister Cellou Dalein Diallo's alliance. Violent protests around elections in 2012 and 2013, with highly contested results, brought both sides to the negotiating table, but the July 2014 talks about a future electoral framework quickly failed, marking the parties' deep suspicion and unwillingness to compromise. A highly flawed judiciary adds to the climate of uncertainty and the government is reluctant to listen to calls for a new round of dialogue and international mediation. Armed conflict in the North Caucasus is the most violent in Europe today. At least 1,225 people were its victims in 2012 (7 00 killed, 525 wounded), and at least 242 were killed and 253 wounded in the first six months of 2013. The violence is greatest in Dagestan, then in Chechnya and Ingushetia, and the latter situation deteriorated in 2012. Unresolved disputes over territory, administrative boundaries, land and resources are important root causes of the violence, along with ethnic and religious tensions, the state's incapacity to ensure fair political representation, rule of law, governance and economic growth. The region's internal fragmentation and insufficient integration with the rest of the Russian Federation contribute to the political and social alienation of its residents.

Negotiations underway since late 2012 between Turkey's government and the Kurdistan Workers' Party (PKK) are stalling. A ceasefire announced on 23 March 2013 remains precarious, as maximalist rhetoric gains renewed traction on both sides. While the PKK should be doing more to persuade Ankara that it wants a compromise peace, the government has a critical responsibility to fully address the longstanding democratic grievances of Turkey's Kurds. One reason it frequently gives for its hesitation is fear of a nationalist backlash. In fact, the peace process has already demonstrated how willing mainstream Turks would be to accept steps towards democratisation. A much bigger risk for the ruling Justice and Development Party (AKP), as it heads into a two-year cycle of local, presidential and parliamentary elections, would be if the three-decade-old conflict plunges into a new cycle of violence.

That makes the political challenge of organising a credible presidential election and transfer of power from President Karzai to a successor that year all the more daunting. A repeat of previous elections' chaos and chicanery would trigger a constitutional crisis, lessening chances the present political dispensation can survive the transition. In the current environment, prospects for clean elections and a smooth transition are slim. The electoral process is mired in bureaucratic confusion, institutional duplication and political machinations. Electoral officials indicate that security and financial concerns will force the 2013 provincial council polls to 2014. There are alarming signs Karzai hopes to stack the deck for a favoured proxy. Demonstrating at least will to ensure clean elections could forge a degree of national consensus and boost popular confidence, but steps toward a stable transition must begin now to prevent a precipitous slide toward state collapse. Time is running out.

Turkey has undergone significant legal and institutional reforms regarding minority rights and cultural rights in the past decade as part of a reform process to meet political criteria for EU membership. However, it has not been studied so far if this increasing institutional compliance has also led to transformations at a normative level in the public discourse in Turkey. To explore this question, this paper presents the results of a qualitative media analysis that I conducted on the restoration and reopening of an Armenian church in 2007 – a milestone for the Republic as churches were destroyed or doomed to vanish for nearly a century since the Armenian Genocide in 1915. The restoration of the Sourp Khatch/Akhtamar Church became a showcase for Turkey's self-promotion as a 'tolerant nation'. However, the church was notably made accessible to the public as a museum that initially lacked the cross on its dome and was conceived to only host a religious service once a year. This opening of a church-museum is a symbolic instance in Turkey's ongoing transformation process in which tolerance and plurality have become prominent keywords in politics and public debate. Yet, as the findings suggest, they do not so as a reflection of European norms, but rather stand for a rediscovery and reinterpretation of Turkey's Ottoman past practices as a multi-religious empire. I show, however, that this reinterpretation occurs on the shaky grounds of a blindfolded view of the past, in particular the denial of the Armenian Genocide, and on the denial that minorities are still endangered in present day Turkey. I conclude that, without an acknowledgement of the Armenian Genocide, Turkey's nostalgic embracement of the Ottoman past and representation of norms such as tolerance as the 'true' Turkish/Islamic norms do not stand for a norm internalization or a norm adaption process, but instead, for a disconnection between norm and practice.

The Sri Lankan government’s refusal to negotiate seriously with Tamil leaders or otherwise address legitimate Tamil and Muslim grievances is increasing ethnic tensions and damaging prospects for lasting peace. The administration, led by the Sri Lanka Freedom Party of Mahinda Rajapaksa, has refused to honour agreements with the Tamil National Alliance (TNA), broke n promises to world leaders and not implemented constitutional provisions for minimal devolution of power to Tamil-speaking areas of the north and east. Militarisation and discriminatory economic development in Tamil and Muslim areas are breeding anger and increasing pressure on moderate Tamil leaders. Tamil political parties need to remain patient and keep to their moderate course, while reaching out more directly to Muslims, Upcountry Tamils and Sinhalese. International actors should press the government more effectively for speedy establishment of an elected provincial council and full restoration of civilian government in the north, while insisting that it commence serious negotiations with elected Tamil representatives from the north and east.

Europe's deadliest conflicts are in Russia's North Caucasus region, and the killing is unlikely to end soon. The state has fought back against attacks, first claimed by Chechen separatists, now the work of jihad-inspired insurgents, that have hit Moscow, other major cities and many Caucasus communities. But its security-focused counter-insurgency strategy is insufficient to address the multiple causes of a conflict fed by ethnic, religious, political and economic grievances that need comprehensive, flexible policy responses. Moscow is increasingly aware of the challenge and is testing new approaches to better integrate a region finally brought into the Russian Empire only in the nineteenth century and that has historically been a problem for the Russian state. Diversity in religion, ethnicity, historical experience and political allegiances and aspirations complicate efforts to alleviate local tensions and integrate it more with the rest of the country. Understanding this pluralism is essential for designing and implementing policies and laws that advance conflict re solution rather than make differences more irreconcilable.

As Turkey's biggest Kurdish- majority city and province, Diyarbakır is critical to any examination of the country's Kurdish problem and of the insurgent PKK (Kurdistan Workers' Party). The armed conflict has deteriorated in the past year and a half to its worst level in over a decade, with increased political friction and violence leading to the deaths of at least 870 people since June 2011. While as many Kurds live in western Turkey, particularly in Istanbul, as in the south east, grievances that underlie support within Kurdish communities for the PKK's armed struggle are more clearly on display in predominantly Kurdish areas like Diyarbakır: perceived and real discrimination in the local government and economy, alienation from central authorities, anger at mass arrests of political rep- resentatives and frustration at the bans on the use of Kurdish in education and public life. Yet Diyarbakır still offers hope for those who want to live together, if Ankara acts firmly to address these grievances and ensure equality and justice for all.

Along with processes of globalization and transnational migration conflicts that were formerly confined to a certain territory have seemingly become dispersed and delocalized. In a number of Western cities tensions and conflicts between different migrant groups occurred that appear to reflect conflict constellations in their respective countries of origin. Approaches to the study of the occurrence of conflicts between ethnic groups in the host countries usually focus on either exogenous or endogenous factors. While the former hold that conflicts are rather imported and therefore a continuation of the core conflict in the country of origin, the latter locate the main reasons for conflict in the country of settlement. Analyzing conflicts between Turks and Kurds in Berlin, the INEF Report at hand shows that these two streams of argumentation are comple-mentary rather than contradicting. Furthermore it illustrates that the conflicts between migrant groups in the places of settlement are not a mere reproduction and continuation of the core conflicts but gain a new quality.

35. Curbing Violence in Nigeria (I): The Jos Crisis

Since 2001, violence has erupted in Jos city, capital of Plateau state, in Nigeria's Middle Belt region. The ostensible dispute is over the “rights” of the indigene Berom/ Anaguta/Afizere (BAA) group and the rival claims of the Hausa-Fulani settlers to land, power and resources. Indigene- settler conflicts are not new to Nigeria, but the country is currently experiencing widespread intercommunal strife, which particularly affects the Middle Belt. The Jos crisis is the result of failure to amend the constitution to privilege broad-based citizenship over exclusive indigene status and ensure that residency rather than indigeneity determines citizens' rights. Constitutional change is an important step to defuse indigene-settler rivalries that continue to undermine security. It must be accompanied by immediate steps to identify and prosecute perpetrators of violence, in Jos and other parts of the country. Elites at local, state and federal level must also consistently implement policies aimed at reducing the dangerous link between ethnic belonging and access to resources, power and security if intercommunal violence is to end.

38. Toward a Political Settlement in Afghanistan

A negotiated political settlement is a desirable outcome to the conflict in Afghanistan, but current talks with the Taliban are unlikely to result in a sustainable peace. There is a risk that negotiations under present conditions could further destabilise the country and region. Debilitated by internal political divisions and external pressures, the Karzai government is poorly positioned to cut a deal with leaders of the insurgency. Afghanistan's security forces are ill-prepared to handle the power vacuum that will occur following the exit of international troops. As political competition heats up within the country in the run-up to NATO's withdrawal of combat forces at the end of 2014, the differing priorities and preferences of the parties to the conflict – from the Afghan government to the Taliban leadership to key regional and wider international actors – will further undermine the prospects of peace. To avoid another civil war, a major course correction is needed that results in the appointment of a UN-mandated mediation team and the adoption of a more realistic approach to resolution of the conflict.

39. Kyrgyzstan: Widening Ethnic Divisions in the South

Kyrgyzstan's government has failed to calm ethnic tensions in the south, which continue to grow since the 2010 violence, largely because of the state's neglect and southern leaders' anti-Uzbek policies. Osh, the country's second city, where more than 420 people died in ethnic clashes in June of that year, remains dominated by its powerful mayor, an ardent Kyrgyz nationalist who has made it clear that he pays little attention to leaders in the capital. While a superficial quiet has settled on the city, neither the Kyrgyz nor Uzbek community feels it can hold. Uzbeks are subject to illegal detentions and abuse by security forces and have been forced out of public life. The government needs to act to reverse these worsening trends, while donors should insist on improvements in the treatment of the Uzbek minority.

40. Learning from Sudan's 2011 Referendum

Numerous predictions asserted that the referendum on the secession of southern Sudan would lead to renewed civil war. Despite ongoing violence in many parts of Sudan and South Sudan, the referendum process was largely peaceful. This unanticipated result may prove a relatively rare instance of documented success in conflict prevention. Warnings of impending violence came from many sources. They were timely but tended to be vague. Whether they were overly dire because of faulty assumptions about the conflict dynamics deserves scrutiny. Two prominent narratives explain why the referendum process was peaceful: one that emphasizes domestic factors and another that focuses on international intervention by Africans and westerners. It is highly likely that both contain important explanations for the peaceful referendum. People in Sudan and South Sudan tend to emphasize the domestic narrative; members of the international community tend to focus on international engagement. Several lessons for global conflict prevention can be drawn from the Sudan referendum experience: Preventing conflict in what seems like dire circumstances is possible. Coordinated outside actions should support local conflict-mitigating dynamics. Technical actions, such as election or referendum logistics, can have a significant positive impact on political processes. International actors need to be receptive to taking preventive action. Focusing on successes, as well as failures, is critical.

A simmering conflict over territories and resources in north-ern Iraq is slowly coming to a boil. In early April 2012, the Kurdistan regional government (KRG) suspended its supply of oil for export through the national Iraqi pipeline, claiming Baghdad had not fully repaid operating costs to producing companies. The federal government responded by threatening to deduct what the oil would have generated in sales from the KRG's annual budget allocation, poten-tially halving it. This latest flare-up in perennially tense Erbil-Baghdad relations has highlighted the troubling fact that not only have the two sides failed to resolve their dif-ferences but also that, by striking out on unilateral courses, they have deepened them to the point that a solution appears more remote than ever. It is late already, but the best way forward is a deal between Baghdad and Erbil, centred on a federal hydrocarbons law and a compromise on dis-puted territories. International actors – the UN with its tech-nical expertise, the U.S. given its unique responsibility as well as strategic interest in keeping things on an even keel – should launch a new initiative to bring the two back to the table.

Institutions can contribute to regulating interethnic conflict; however, in many cases they fail to bring about lasting peace. The paper argues that their negligence of intraethnic factors accounts for some of this failure. Ethnic groups are often treated as unitary actors even though most consist of various linguistic, tribal or religious subgroups. This internal heterogeneity is often obscured by overarching collective ethnic identities that are fostered by interethnic conflict. However, when such interethnic conflict is settled, these subgroup differences may come back to the fore. This “resurgence” can lead to subgroup conflict about the political and economic resources provided through intergroup institutional settlements. Such conflict can in turn undermine the peace-making effect of intergroup arrangements. Different subgroup identity constellations make such destructive effects more or less likely. The paper focuses on self-government provisions in the aftermath of violent interethnic conflict and argues that lasting intergroup arrangements are especially challenging when they involve “contested” ethnic groups.

Although it should provide development opportunities, renewed oil interest in the Democratic Republic of the Congo (DRC) represents a real threat to stability in a still vulnerable post-conflict country. Exploration has begun, but oil prospecting is nurturing old resentments among local communities and contributing to border tensions with neighbouring countries. If oil reserves are confirmed in the east, this would exacerbate deep-rooted conflict dynamics in the Kivus. An upsurge in fighting since the start of 2012, including the emergence of a new rebellion in North Kivu and the resumption of armed groups' territorial expansion, has further complicated stability in the east, which is the new focus for oil exploration. New oil reserves could also create new centres of power and question Katanga's (DRC's traditional economic hub) political influence. Preventive action is needed to turn a real threat to stability into a genuine development opportunity.

Many of Nigeria's worst conflicts pit the recognized original inhabitants, or indigenes, of a particular place against supposedly later settlers. These conflicts may be growing deadlier and more numerous with time. State and local governments have free rein to pick who is an indigene. These inequalities feed into violence, although righting inequality may not be sufficient to end violence in every case. The indigene-settler distinction is also explosive because it reinforces and is reinforced by other identity-based divides in Nigeria. These differences in ethnicity, language, religion, and culture can be longstanding and deeply felt, but how they factor into violence is again not well understood. Poor law enforcement responses also help entrench violence between indigenes and settlers. Official complicity and indifference make prosecutions rare. Destructive conduct by the Nigerian security forces itself often becomes a structural cause of violence. Serious thought about how to prevent or resolve indigene-settler violence has barely started in Nigeria. Addressing inequality between indigenes and settlers calls for serious, microlevel analysis of local economic dysfunctions and opportunities, along with real official commitment to make and enforce better policies. More holistic understandings of justice are also needed. The worst hot spots will need a wide menu of well-planned interventions. Options include securitization, criminal prosecution, mediation and dialogue, truth commissions, victim compensation programs, public health and trauma assistance, public institutional reforms, education, and communications work. In some cases, building sustainable peace could take a generation or more.

45. Indonesia: Dynamics of Violence in Papua

Abstract:
A spate of violence in Papua in May and June 2012 exposed the lack of a coherent government strategy to address this multidimensional conflict. Shootings of non-Papuans in the provincial capital Jayapura in June, likely involving pro-independence militants, were followed by the death of one of those militants at police hands, highlighting the political dimension of the problem. In Wamena, a rampage by soldiers after the death of a comrade shows the depth of distrust between local communities and the army, and the absence of mechanisms to deal with crises. The shooting of five Papuans by newly arrived members of a paramilitary police unit (Brigade Mobile, Brimob) in a remote gold-mining area of Paniai highlights the violence linked to Papua's vast resource wealth and rent-seeking by the security apparatus with little oversight from Jakarta. While these events are still under investigation, they signal that unless the Yudhoyono government can address these very different aspects of the conflict, things may get worse. An overhaul of security policy would help.

46. Turkey: The PKK and a Kurdish Settlement

Abstract:
Turkey's Kurdish conflict is becoming more violent, with more than 700 dead in fourteen months, the highest casualties in thirteen years. Prolonged clashes with militants in the south east, kidnappings and attacks on civilians suggest hardliners are gaining the upper hand in the insurgent PKK (Kurdistan Workers' Party). The government and mainstream media should resist the impulse to call for all out anti-terrorist war and focus instead, together with Kurds, on long-term conflict resolution. There is need to reform oppressive laws that jail legitimate Kurdish politicians and make amends for security forces' excess. The Kurdish movement, including PKK leaders, must abjure terrorist attacks and publicly commit to realistic political goals. Above all, politicians on all sides must legalise the rights most of Turkey's Kurds seek, including mother-language education; an end to discriminatory laws; fair political representation; and more decentralisation. Turkey's Kurds would then have full equality and rights, support for PKK violence would drop, and the government would be better placed to negotiate insurgent disarmament and demobilisation.

47. Setting Kosovo Free: Remaining Challenges

Kosovo has implemented much of the Ahtisaari plan – the blueprint for its democracy, providing substantial rights for Serbs and other minorities – and deserves to be fully independent, but there should be no slippage, and remaining parts of the plan should be honoured. The Pristina government mostly abides by it, and many Serbs south of the Ibar River now accept its authority, obey its laws and take part in political life in a way unimaginable four years ago. These achievements are threatened, however, by the tense Kosovo-Serbia relationship, declining Serb numbers and Pristina's frustration at its inability to extend its sovereignty to the Serb-majority northern areas and to achieve full international recognition. A surge in ethnically-motivated attacks shows peace is fragile. The government should remain committed to the Ahtisaari requirement for minorities. But the plan was not meant to work in isolation and cannot be separated from the overall Kosovo-Serbia relationship. Belgrade needs to earn Pristina's trust and acquiescence for its continued involvement on Kosovo territory, especially the south.

Despite successful parliamentary elections in early July, localized clashes over identity, power, and resources persist in Libya, straining the capacity of the weak government, deterring foreign investment, and possibly stunting the emergence of democratic institutions. The most pressing of these conflicts— growing insecurity in Libya's eastern region of Barqa, where Benghazi is located—is fueled by longstanding neglect, Salafi militancy, and fighting between ethnic Tabu and Arab tribes. Lacking an effective police and national army, the state is struggling for legitimacy and control of the east. It must act to restore the periphery's confidence in the center.

49. Malaysia's Coming Election: Beyond Communalism?

Malaysia's thirteenth general election, which Prime Minister Najib Razak will have to call by April 2013, could be a watershed in communal relations. More than ever before, there is a chance, albeit a very small one, that opposition parties running on issues of transparency, economic equity and social justice could defeat the world's longest continually-elected political coalition, the National Front (Barisan Nasional), that has based its support on a social compact among the country's Malay, Chinese and Indian communities. That compact, granting Malays preferential status in exchange for security and economic growth, has grown increasingly stale as the growing middle class demands more of its leaders. Both ruling party and opposition are using images of the Arab Spring – the former to warn of chaos if it is not returned to power, the latter to warn of popular unrest unless political change comes faster.

Theoretically, the “mobilization hypothesis” establishes a link between religion and conflict by arguing that religious structures such as overlapping ethnic and religious identities are prone to mobilization; once politicized, escalation to violent conflict becomes likelier. Yet, despite the religious diversity in sub-Saharan Africa and the religious overtones in a number of African armed conflicts, this assumption has not yet been backed by systematic empirical research on the religion–conflict nexus in the region. The following questions thus remain: Do religious factors significantly impact the onset of (religious) armed conflict? If so, do they follow the logic of the mobilization hypothesis and, if yes, in which way? To answer these questions, this paper draws on a unique data inventory of all sub-Saharan countries for the period 1990–2008, particularly including data on mobilization-prone religious structures (e.g. demographic changes, parallel ethno-religious identities) as well as religious factors indicating actual politicization of religion (e.g. inter-religious tensions, religious discrimination, incitement by religious leaders). Based on logit regressions, results suggest that religion indeed plays a significant role in African armed conflicts. The findings are compatible with the mobilization hypothesis: Overlaps of religious and ethnic identities and religious dominance are conflict-prone; religious polarization is conflict-prone only if combined with religious discrimination and religious tensions.
