Abstract:
A sizable literature on media bias suggests that media coverage is frequently biased towards certain political and economic positions. However, we know little about what drives variation in political and ideological bias in news coverage across countries. In this paper, we argue that increasingly commercialized and concentrated media markets are likely to be associated with media coverage leaning more favorably towards economically more rightwing positions. Media bias should reflect the preferences of media owners and should be a result of a reduced diversity of news media content. In contrast, where media outlets continue to be oriented more closely along partisan lines, often referred to as political parallelism, bias on economic issues should be more likely to cancel out at the aggregate level. To test these claims, we combine expert survey data on partisan attachments of media outlets, party ideologies, and media ownership concentration for twenty-four European countries. Results from multilevel regression models support our theoretical expectations. With media framing potentially affecting individual-level preferences and perceptions, high and rising levels of media ownership concentration may help to explain why governments in the affluent Western democracies often do remarkably little to counter trends of rising income inequality.

Abstract:
Can autocracies and their associated institutions successfully implement economic policies that promote growth and investment? Can ‘good economics’ somehow offset the effects of ‘bad’ politics? Kazakhstan is a case where an autocratic regime has actively projected market-friendly policies and attracted significant amounts of incoming investment. These policies are to some extent reflected in the country’s governance ratings, although there has been a significant amount of investment disputes that question the attachment to the rule of law. Moreover, the political regime remains strongly personalised around the founder President, his family and associates. This is reflected in the economics of the autocracy whereby a large public sector and a set of privately held businesses coexist to mutual benefit. The latter have been formed around a very small number of highly connected individuals whose initial accumulation of assets allows them also to act as necessary gatekeepers for entrants. Competition as a result remains limited in both economic and political domains. Yet, uncertainties over the future leadership, along with latent rivalry over access to resources and markets, make the political equilibrium quite fragile. In short, ‘bad’ politics both squeezes the space for, and distorts the benefits from, ‘good’ economics.

Abstract:
The political earthquake that rocked Tunisia on 25 July 2021 and its following 25 September aftershock – which resulted in a loss of power and dissent over contested leadership – had closed a cycle for Ennahda and ushered in a moment of existential uncertainty. It became unclear if the organization could reinvent itself to regain the role it had played since 2011. In one form or another, it was also unclear if the party still had something to offer Tunisians. This is essentially the recurring uncertainty surrounding the relevance of political Islam as a party and its potential to bring about specific solutions to contemporary problems created in the wake of the turmoil of the past few weeks. In this context, this paper will provide a retrospective glance at Ennahda’s trajectory since 2011.

Abstract:
The spreading of the Covid-19 pandemic and its economic and social consequences have radically changed the reality of the 27 EU member states. After scattered reactions at the beginning of the crisis, the EU has taken an unprecedented step towards cohesion and solidarity with the Next Generation EU. However, in order to ensure recovery and resilience, the EU will need to act simultaneously on three levels: end the pandemic in the shortest time possible through mass vaccination, implement structural reforms and address the challenges of tomorrow, including also digitalisation and the fight against climate change. To realise these objectives, citizens’ engagement and mobilisation would be essential, thus giving new urgency to the Conference on the Future of Europe, which should be turned from a consultation process into a tool for the relaunch of the Union post-Covid. Paper published as a follow-up to the 2020 edition of the German-Italian Strategic Forum on Europe, jointly organised by IAI, FES and SWP on 27 November 2020.

Abstract:
he COVID-19 pandemic has significantly impacted the current state and prospects of partnership between the East African countries and the European Union on migration and forced displacement. The pandemic has exacerbated the root causes of migration and forced displacement. This is manifested by the continuation of irregular arrivals in Europe including from East Africa, after a brief decline in the initial phase of the COVID-19 response. The strong economic impact of the pandemic on the region has also disrupted the implementation of the Global Compact on Refugees that aspires to address forced displacement challenges through facilitating refugees’ self-reliance. These challenges require East African countries and the EU to work towards establishing a better migration governance system with a people-centred approach and with a view to addressing the root causes of migration. East African states should drive their migration and forced displacement policies in ways that benefit their citizens. This should include devising ways of engaging the EU in line with its proposed talent partnerships in its New Pact on Migration and Asylum. The EU should work towards easing the economic burden of countries in East Africa including through providing additional development support and debt cancellation. Abstract:
Winds of change are blowing in North Africa and the Middle East. They originate from Washington, where the new Biden administration is expected to abandon its predecessor’s zero-sum, erratic approach and take steps towards supporting regional balances and cooperation. Effects are visible especially in the Gulf, with the US pondering its options to re-activate nuclear diplomacy with Iran and Saudi Arabia and the United Arab Emirates grudgingly agreeing to put their feud with Qatar on ice. One way or another, these winds of change are working their way through the Levant, the Eastern Mediterranean and Libya. Admittedly, they are still feeble and can easily fade out like a morning breeze. Were that to happen, Europeans would be amongst the most affected – aside, of course, from regional populations themselves. It is now high time for the EU and its member states to leave the backseat they have (un)comfortably been sitting in for years, seize the opportunity of a cooperative US administration and work to play a more proactive role in North Africa and the Middle East commensurate with their considerable financial, diplomatic and military resources.

While the term encompasses very diverse connotations, it refers to a broad concept involving data, technological, regulatory and political elements. Cloud computing represents one example of the concrete materialisation of the European Union’s quest for “digital sovereignty” – especially through the development of its GAIA-X project. It is too early to assess whether or not GAIA-X will definitively help the Union to achieve this much-desired goal; however, some challenges have already emerged along the way. Looking to the future, if the EU wants to achieve “digital sovereignty”, a different strategy to the one currently under discussion will be needed. The debate on technological development and the unfolding fourth technological revolution tends to neglect the role of the EU, relegating it to follower status. The leadership positions are occupied by the US and China, who compete with one another for technological supremacy. Yet, despite lagging behind in some areas, the EU is better placed than is often assumed and still stands a chance of guaranteeing the delivery of a technological revolution that is not only environmentally but also socially sustainable. This is critical in proposing a model of technological development alternative to that of China, in particular, and especially in such sectors as artificial intelligence, supercomputing and digital skills. By Election Day 2020, the COVID-19 pandemic had killed 234,244 Americans and caused the sharpest macroeconomic downturn in US history. Hypothetical calculations using county-level electoral data show that in a “no pandemic” scenario or a scenario in which the severity of the pandemic was mitigated by 30 percent, Donald Trump would have lost the popular vote but won the electoral vote. In the 20 percent mitigation scenario, the electoral vote would have been tied, giving Trump a presumptive victory in the House of Representatives. For the second time in a row (and the third time since 2000), the candidate who lost the popular vote would have been elected president of the United States.

Abstract:
A significant literature suggests that religious conviction can drive political participation, perhaps because religious people internalize a moral obligation to act toward the common good and/or because religious conviction gives people a sense that their actions will make a difference. This paper presents findings from a community-collaborative pilot study in Zambia that examines these ideas. Zambia is an overwhelmingly Christian state experiencing dramatic democratic backsliding. Zambian churches are among the major providers of civic engagement education and programming. Together with our community partners, we randomly assigned Zambian youth (aged 18-35) volunteers into one-time civic engagement workshops. Identical basic civic educational material was presented in each workshop. Yet, we ended this curriculum with two different sets of pre-recorded Christian motivational messages: In 50% of the workshops, these messages emphasized a religious obligation to sacrifice for the common good. In the other 50%, the messages emphasized the power of faith to make change in the world. We found that the latter message (emphasizing the power of faith) moved workshop participants to be more willing to participate in peaceful protest, to disavow political violence, and to critically evaluate other people who choose not to participate in electoral politics. By contrast, the message focused on sacrifice for the common good did not affect political participation relative to baseline. We discuss how the study advances research on religion and political participation as well as knowledge about Christian civic education programs, which are prevalent but understudied throughout.

As Algeria and Morocco enter 2021, the bilateral relationship stands at a crossroads in which the status quo is no longer tenable. The COVID-19 pandemic and Morocco’s spate of diplomatic successes during 2020, culminating with the US’s recognition of Moroccan sovereignty over the Western Sahara in December, have altered the long-standing, geopolitical dynamics of the Western Maghreb. Algeria now faces the critical decision of whether and how to attempt to offset Morocco’s rising power. The enduring détente between Algeria and Morocco had been characterised by limited coordination against shared threats such as terrorism and a contained competition in the Western Sahara. Since 1991, the Algerian-backed Polisario Front, which seeks to establish an independent Sahrawi state in the Western Sahara, abandoned its armed struggle in favour of working through the framework of the United Nations Mission for the Referendum in Western Sahara (MINURSO).

Building on emerging debates on the need to develop de-escalation mechanisms for the Middle East, the Istituto Affari Internazionali (IAI) and the Brussels-based Foundation for European Progressive Studies (FEPS), with support from the Italian Ministry of Foreign Affairs and International Cooperation, launched a one-year research and outreach project entitled “Fostering a New Security Architecture in the Middle East”. Connected to the research, an expert survey targeting European, US, Russian, Middle Eastern and Chinese experts and practitioners was conducted on key themes, principles and approaches associated with a potential new security architecture for the region. The results of the survey – first published in an edited book volume jointly published by IAI and FEPS in November 2020 – are analysed below, complete with tables and infographics on key themes associated with the research project and the search for new, inclusive mechanisms for dialogue and de-escalation in the Middle East.
