1. Gendered implications of the waves of COVID19 and economic upgrading trajectories in digital value chains: Insights from Kenyan agricultural platforms

Women play a critical yet under-researched role in global digital agri-food value chains, especially in smallholder production, which affects how they are able to economically upgrade (improve crop yields and product quality, and increase product diversification). Research suggests that women’s participation in agricultural platform-driven value chains facilitates the overcoming of barriers such as access to productive resources and engenders upgrading. However, studies have shown mixed evidence of the benefits of ag-platforms, and there are very limited data on female farmers’ contribution. Their economic upgrading possibilities are further compounded by the onset of shocks such as COVID-19. Predominantly only anecdotal evidence exists of how such shocks impact women in agriculture generally, let alone those using digital platforms. This paper seeks to answer the question: To what extent has the intensity of COVID-19 affected economic upgrading possibilities for women in platform-driven ag-value chains? The paper attempts to unpack economic upgrading through the different regimes of COVID-19, illustrating the dynamic effects experienced by women living through the shock. The paper uses a mixed methods approach, combining daily transaction data for over 3,000 farmers from 2019 to 2021 with 40 interviews of various value chain actors. The results show that women have been able to upgrade through the shock in terms of crop productivity and product quality more successfully than men, although there are differences across the different regimes of COVID-19; however, women have downgraded in terms of product diversification. The results are robust using pooled OLS, fixed effects, random effects, and seemingly unrelated regressions. The paper highlights a critical need to unpack shocks as a succession of regimes, rather than treating them as homogeneous entities, in order to provide a more holistic understanding of how women cope.

When India became a republic in 1950, the economy was primarily agrarian, with threefifths of output originating from agriculture. In the sixty years since independence, there has been a significant transformation of economic activity away from agriculture, with less than one-fifth of output now originating from agriculture and the rest from manufacturing and services. Since the 1980s, along with structural change, there has been strong economic growth, till 2010, followed by a period of declining growth. In this paper, we describe India’s economic foundation, paying particular interest to the processes of economic growth and structural change. We begin with a brief discussion of the patterns of growth and structural change since independence. We then discuss the economic policies that have underpinned India’s economic development. Next, we discuss the evolution of the three main economic sectors—agriculture, industry, and services. We then provide a summary of India’s regional performance. We end with a discussion of India’s economic performance in the post-2014 period.

Abstract:
Climate change is wrecking havoc on the global food supply chain, drawing attention to the benefits of sustainable practices for preserving the food system. As a result, consumers are starting to shift their purchasing behaviors, opting for more sustainable food options that might have a smaller carbon footprint or use fewer resources. To help inform their purchasing decisions, consumers are demanding more information on how and where their food is produced, but they are largely unable to find a labeling system with clear and comprehensive standards; existing "green" and "eco" labels are often private certification schemes that focus on only one aspect of sustainability. A "sustainable food seal" is a potential solution. A label that would standardize a food product’s eco-score to reduce consumer confusion, sustainable food seals take an inclusive approach to food labeling that use comparable metrics that involve all parts of the food value chain—from farm to fork—and offer the opportunity to validate practices and empower stakeholders to support a more sustainable food supply chain. Based on a November 2022 roundtable, the first in a series of regular convenings, the white paper “Bridging the Gap: A ‘Sustainable Food Seal’ Needed to Improve Transparency between Farmers and Consumers about Sustainable Food Production” explores current food labeling practices, identifies challenges to label standardization and voluntary adoption, and proposes potential actions and strategies to provide insight into the role a “sustainable food seal” can play in enhancing sustainability through food.

Abstract:
Conventional agricultural methods are putting considerable strain on developing countries’ environments. This problem can be ameliorated through the adoption of Sustainable Agricultural Practices (SAPs), which can bring economic, ecological and social benefits for farmers, consumers and the overall economy. However, the adoption rates of SAPs remain low in many developing countries. It is therefore vital to provide empirical evidence on the improvement of agricultural productivity as it may assist policymakers in designing suitable policy as well as encourage farmers to adopt SAPs on their farms. This study analyses the impacts of different SAP adoption packages on land productivity and labour productivity in Viet Nam. This is the first attempt in the context of Viet Nam to investigate the economic effects of adopting different SAP packages including crop diversification (CD), conservation agriculture practices (CA) and a combination of those. Using panel Viet Nam Access to Resources Household Survey (VARHS) data with multinomial endogenous switching regressions and an instrumental variable helps reduce potential biases in impact evaluation that previous studies have not fully addressed. Results confirm that if a farmer adopts SAPs, it may raise his net profit per hectare by about 4 million Vietnamese Dong (D)/ha/year, whereas the agricultural income per hectare increases by about 4–6 million D/ha/year. Moreover, the joint adoption of multiple SAPs brings higher benefits (of about 2–4 more million D/ha/year) than single SAP adoption. These findings suggest that policymakers and related stakeholders should focus on promoting the adoption of a combination of crop diversification and conservation practices.

5. Productivity Effects of Viet Nam’s Rice Land Restrictions

Abstract:
Viet Nam’s 1986 programme of market-oriented economic reforms did not include the freedom of farmers to choose their crops independently. Large areas of land remain restricted to rice production. This paper studies the effects of this policy on agricultural productivity, using panel data from the Viet Nam Access to Resources Household Survey (VARHS), covering the years 2008 to 2016. The econometrics uses fixed effects methods with and without the additional use of instrumental variable methods to allow for the possible statistical endogeneity of the restrictions. The findings are that the crop choice restrictions reduced the overall productivity of annual crop land by about 5%, reduced the overall productivity of farm labour by about 8% and reduced the mean incomes of farm households by 5%–6%, implying increased levels of rural poverty. Moreover, rice output would have been no lower if the restrictions were removed.

6. Farmer Movement Oversight of Mexican Government Agricultural Programs

In Mexico’s state of Guerrero, a broad-based, collaborative social accountability campaign led by a network of agrarian community leaders contributed to improving a large-scale free fertilizer program, targeted at smallholders. In 2019, the newly-elected federal government took over a state government subsidy program that had been synonymous with clientelism and corruption, promising to clean it up and include access to organic fertilizer. When the program’s historic deficiencies persisted during its first year of transition to federal management, farmers responded with widespread, confrontational protest. To address this chaotic situation, veteran activists and community leaders from across the state transformed protest into proposals, launching a participatory, statewide monitoring and advocacy campaign with the Guerrero Network of Ejido and Communal Commissioners. The campaign advocated for the validation of program beneficiary rosters in community assemblies, based on federal agrarian law, also using the official public information request system. It helped to ensure the distribution of fertilizer to smallholder farmers, reduced diversion of fertilizer for corrupt or electoral purposes, and promoted more inclusion of women and indigenous smallholders. Despite these achievements, the Network’s proposals for transparency, peasant participation, accountability, and agroecological transition were rejected by the government officials responsible for the fertilizer program. In response, the campaign coordinators shifted their focus to other government agricultural programs and coordinated with agrarian leaders in other states to launch their own advocacy platforms. This organizing process led to the second Agrarian Convention of Guerrero, which included participation of agrarian leaders from a dozen other states, followed by regional meetings and state conventions in half of the country’s states. On April 10, 2023, five thousand agrarian leaders gathered in Mexico City for the First National Agrarista Convention. Reflections on this experience include: The focus of the farmer oversight campaign on immediately felt needs generated social energy and inspired a new organizing strategy. The state-wide mobilization to promote better fertilizer delivery was grounded in revitalized civic life in historic local participatory governance institutions that were created following the Mexican Revolution. Elected leaders of these ejidos and agrarian communities gave the campaign both scale and legitimacy. Though mainly driven by grassroots organizing, the farmer oversight campaign also used technical open government tools. The campaign combined the monitoring of agricultural programs and local problem-solving with social mobilization, scaling up advocacy for greater recognition of peasant movement oversight to the national level.

8. Weathering shocks: the effects of weather shocks on farm input use in sub-Saharan Africa

: There has been much discussion on climate change and its adverse effects on agriculture, including excessive loss of food production. In regions such as sub-Saharan Africa, where agriculture is the major source of household livelihoods, shocks in weather patterns affect farmers’ expectations of farm yield and hence the decision to adopt farm inputs such as fertilizers and pesticides and the extent of their utilization, particularly given the relatively high cost of these inputs. In this study, I explore the relationship between weather shocks and the intensity of inputs use at the plot level using large-scale national panel data from three African countries: Niger, Nigeria, and Tanzania. By combining monthly drought index data with a rich Living Standards Measurement Study-Integrated Surveys on Agriculture dataset, I find that the intensity of chemical fertilizer use reduces much more in drought-prone areas than in less drought-prone areas during growing seasons. I also find that drought during lean seasons is associated with higher pesticide uptake. The evidence suggests that drought induces farmers to purposively reduce farm investments, including yield-enhancing technology such as chemical fertilizer, hence worsening adverse farm yield effects.

9. The Role of Storage in Commodity Markets: Indirect Inference Based on Grains Data

Abstract:
Understanding commodity prices dynamics is of crucial importance for assessing the persistence of cost-push costs or for countries dependent on commodity exports. Unfortunately, despite decades of research, the workhorse theoretical model in the field, the rational expectations storage model, is yet to be empirically validated. This paper provides the first full empirical test of the storage model. We first build a new storage model featuring a supply response, long-run demand and cost trends, and four structural shocks. We then develop a flexible empirical approach which relies on the indirect inference method and exploits the joint dynamics of prices and quantities unlike previous estimations which only use price information. The information contained in quantities is essential to relax restrictive identifying assumptions and empirically assess the overall consistency of the model's new features. Finally, we carry out a structural estimation on the aggregate index of the world most important staple food products: maize, rice, soybeans, and wheat. The results show that our extended storage model is consistent with most of the moments in the data, including the high price autocorrelation of which up to 42% can be explained by the transfer of inventories over time. They also show that, although for these commodities supply shocks are the main drivers of market dynamics, over the past 60 years all price spikes have been associated with large positive demand shocks.

10. Who Gains from Agricultural “Reform”?: Understanding the 2020 Farm Laws and Protests

Over 2020-21, farmer protests in India turned into a movement that took large numbers of farmers to the borders of India’s capital. The movement was provoked by the passage of three farm laws designed to dismantle regulation of agricultural trade, provide a legal framework for contract farming arrangements, and facilitate corporate entry into agricultural production and trade. Despite intense farmer opposition the government held out for almost a year after the movement began before withdrawing the laws. The paper attempts to understand the factors underlying this stand-off by tracing the post-Independence evolution of agricultural and food policy and examining the political economy context of the positions adopted by the farmers and the government. A lesson that the farmers have derived from experience, I argue, is that agricultural prices, the terms of exchange between agriculture and industry, and the viability of crop production are not determined by benign and free markets, but by structures of power reflected in state policy. Till the economic crises of the mid-1960s those power relations were skewed against agriculture, but the crisis forced a shift in state policy aimed at raising agricultural production by intensifying farming activity, especially food grain production. A new framework of intervention involving procurement at a cost-plus price and distribution to consumers at subsidised prices, helped either tilt the terms of trade in favour of agriculture or prevent an adverse shift in the terms facing agriculture. Farmers saw the farm laws and the failure to guarantee procurement at an adequately remunerative price as an effort to dismantle that protective framework and favour corporate interests. The protests have resulted in the. repeal of the laws. But the stand-off over the level and price of procurement is still unresolved.

11. Time Use Data in Feminist Political Economy Analyses: Gender and Class in the Indian Time Use Survey

The literature on agrarian change in India has largely employed class categories based upon data on land, assets and occupational status. Land and asset data tend to exist at the level of households, while occupation categories have neither fully counted reproductive labour nor accounted for diversified livelihood strategies. As a result, categorizations of class in the literature on agrarian change tend to collapse women’s class relations into those of male household heads. The recent completion of India’s first ever national time use survey provides an opportunity to address these longstanding gaps. This paper examines whether and how the 2019 Indian Time Use data lends itself to an understanding of class relations that i) can better accommodate an expanded conception of work as including reproductive labor ii) better accommodate the highly diversified livelihoods of rural Indians iii) better grasp the articulation of caste and gender differentiated labor processes with capital. In this paper, we are able to show i) and ii). The third goal is somewhat stymied by the absence of qualitative data that contextualize time use data. We compare the class relational mapping obtained from time use data with that obtained from land and occupational data and examine the possibilities and limits of employing time use data to deepen feminist political economy analyses of agrarian change.

Over the past few decades, several low- and middle-income economies in Africa and elsewhere have sought to turbocharge growth by adopting an export-led economic model premised on heavy investments in infrastructure and building up domestic manufacturing capacity. But this strategy has often not produced the economic gains that have been promised for a variety of reasons. The continued emphasis on infrastructure investment fails to account for the fact that even those African countries that have invested a great deal in infrastructure continue to lag other countries in Asia (like Bangladesh) in key manufacturing sectors like textiles regardless of infrastructure quality. In addition, this approach overlooks the fact that African countries do not have the same comparative advantages as the Asian Tigers that perfected and popularized the export-led growth model: while those Asian countries had an abundance of low-wage labor, wages in Africa are typically higher than those of other countries at comparable development levels. Instead of fixating on infrastructure, African countries should look to the experience of Latin American countries with similar resource endowments: a greater relative abundance of land than low-cost labor. As this experience shows, countries can make far more durable, sustainable economic gains by focusing on improving agricultural productivity with relatively low-cost improvements targeted at smallholder farmers for whom a boost in productivity would have the largest impact.

13. Will France’s Africa Policy Hold Up?

Abstract:
During his first term, French President Emmanuel Macron sought to revitalize his country’s diplomatic outreach to countries throughout Africa. Some aspects of this pivot were designed to more directly address the legacy of French colonialism in Francophone countries. He also sensed that the growing stature of non-Western powers like China has given African counterparts greater latitude to pursue ties amid heightened diplomatic competition among a host of other countries both in Europe and elsewhere. In pursuing this strategy, Macron has sought to promote a vision of French diplomacy with Africa through greater foreign aid and more robust people-to-people ties grounded in a spirit of partnerships between equals. While Macron’s efforts have created an opening for renewed relationships, this pivot has not been as seamless as he had hoped. Bureaucratic inertia and stovepiping in French foreign policy circles have at times meant that implementation of these policies has lagged. In certain cases, Macron’s own nationalistic appeals during his recent reelection bid have appeared to undercut his attempts to make amends for France’s troubling colonial history. Meanwhile the French president’s attempts to deepen economic, people-to-people, and security ties in more equitable ways have fallen short of lofty expectations, with past practices proving harder than expected to jettison. For Macron’s ambitions for French relations with African countries to keep their momentum, the president and his team must take an earnest look at what has worked well and what can still be improved.

Abstract:
Saudi Arabia’s security-oriented approach to Yemen has foundered. The Saudi-led coalition has failed to defeat the Houthis militarily or to restore the government the group toppled. Moreover, Saudi militarization of the border with Yemen has damaged the Yemeni economy—with negative consequences for Saudi Arabia. Crucially, Saudi Arabia’s security is contingent on Yemen’s stability and economic prosperity. As such, Riyadh should contribute to reviving Yemen’s moribund economy, both in the borderlands and in the inland agricultural sector.

Abstract:
Agricultural activities in many African countries are bedevilled by a range of risk factors. Using micro-level household datasets from a range of countries in Africa, we examine the drivers of agricultural risks, while exploring the role of context as well as the impact of the COVID-19 pandemic on household welfare, with a focus on farm households relative to their non-farm counterparts. We demonstrate that the probability of experiencing risks related to agriculture is significantly influenced by a range of individual- and farm-level/contextual factors, with these effects showing considerable variations across contexts and countries in Africa. We also find that farm households witnessed important reductions in their incomes during the COVID-19 period in Uganda. The study contributes to the design of evidence-based approaches to reducing farmers’ vulnerabilities to agricultural risks and pandemic-related shocks.

Abstract:
This DIIS Working Paper presents key characteristics of each of the six cases including main crop focus, size and business model, as well as types of investors, their investment approach and the factors that motivate them. It also presents the different objectives that the investors have expressed wanting to achieve. As most of the investments involve private funds, it is reasonable to expect that one important goal is to ensure a viable economy in the investment. However, in addition to an economically sound investment, all of the investors behind these six cases have ambitions regarding ways in which they see themselves - through the investment - as contributors towards a positive societal development in the area of the investment. Thus, the paper presents the different ways the investors see their investments contributing to development in the area. The paper is based on interviews with the investors and field work in the areas of investments.

In a new report focusing on agribusiness, forestry, and renewable energy projects (“land investments”), CCSI grounds transparency in the needs of project-affected communities and other local actors. Transparency efforts that seek to inform and empower communities can also help governments, companies, and other actors to more effectively manage operational risk linked to social conflict.

Sustained productivity growth in the agricultural sector is a key component of a country’s path out of poverty. The quantitative development of Rwanda’s agriculture in recent years has been widely regarded as a success story and as further evidence for the effectiveness of its government to bring about sustained socio-economic progress. However, simple statistical analysis of publicly available data shows that food crop production volumes and yields have actually stagnated over the last fifteen years. Moreover, agricultural output was significantly overestimated from 2008-2013 and then silently corrected downwards in Rwandan and international datasets. As a result, the country’s economic growth numbers are very likely inflated as well. After presenting substantive evidence for these claims, this paper discusses three issues arising from them. First, it argues that yield-raising effects of massive mineral fertiliser application and other ‘Green Revolution’ technologies were offset by the enormous disruption resulting from the government’s rigorously enforced agricultural reform programme. Second, it finds that massive food crop production overestimation likely proliferated due to a flawed performance-based governance system that incentivised bureaucrats and farmers to tweak the numbers instead of compelling them to achieve actual results. Even more, this inflation prevented early detection of agricultural stagnation and consequently also the required adaptation of agricultural policy. Third, the exceptional ‘brand-building’ capabilities of the Rwandan ruling elite led to the preservation of its false reputation of having achieved skyrocketing yield growth. As a silver lining, a few recently revised reform components point to the possibility of an eventually more successful agricultural transformation, whose chances might hinge on the government’s ability to allow more discretion of bureaucrats and more inclusion of local knowledge.
