1. What We Think about When We Think of Crime

Abstract:
Jean and John Comaroff, professors in the Departments of African and African American Studies and of Anthropology, divide their teaching and research between Harvard and universities in South Africa. Their scholarship has focused on colonialism and the transformation of societies in the postcolonial and late modern worlds. A recent joint effort, The Truth about Crime, documents their “existential engagement” with the interplay of crime, policing, and sovereignty, in response to what they see as a rising global preoccupation. The Comaroffs joined the academic boycott of South Africa in the 1970s and 1980s until the transition of power and formal end of apartheid in 1994. Upon their return to Cape Town, they immediately noticed an overwhelming preoccupation with crime in South Africa. Their desire to unpack this obsession, and what it says about modernity and our relationship to the state, is the subject of their book. Together, the Comaroffs consider the economic, political, and sociological shifts that underlie modern attitudes toward criminality and how these shifts have contributed to the fear of one another, to racial violence, and to public distrust in government. The Weatherhead Center spoke to the Comaroffs from their home in Cape Town, and asked them to tease out some of the complex relationships between crime and policing and how they affect the concept of citizenship.

This special report is prepared for the North American Forum (NAF). In 2015, CIGI’s Global Security & Politics Program became the Secretariat for the Canadian leadership within the NAF. CIGI will be undertaking a program of research to support the Canadian contribution to the NAF in cooperation with our American and Mexican partners. In the coming months, CIGI will publish additional reports to support the work of the NAF. Since the 1994 North American Free Trade Agreement, trade, investment and migration flows among Canada, Mexico and the United States have helped turn North America into one of the most dynamic and prosperous trade blocs on the planet. With a new government in Ottawa, it is an ideal time for Canada to make a stronger, deeper relationship with Mexico a crucial plank of a plan to secure a prosperous future for North America. Better relations between Mexico and Canada not only means more opportunities to take advantage of the two countries’ economic and social complementarities, it also gives the two countries the opportunity to closely work together to get the United States on board with an ambitious North American agenda to secure the continent’s economic future.

For over three decades, the question of who controls the Persian Gulf has formed the basis for America’s massive military buildup in the region. At the heart of the region’s security dilemma is a clash of visions: Iran seeks the departure of U.S. forces so it can exert what it sees as its rightful authority over the region, while the Gulf Arab states want the United States to balance Iranian power. Resolving this impasse will not be easy. But the Iranian nuclear agreement presents an opportunity to take a first step toward creating a new security order in the Gulf, one that could improve relations between Iran and the Gulf Arab states and facilitate a lessening of the U.S. military commitment. 4. Thomas Kuhn and international relations theory: Realism in 'crisis'

Abstract:
In 2012, the University of Chicago Press published a special fiftieth anniversary edition of Thomas Kuhn?s influential book, The Structure of Scientific Revolutions. Kuhn, who died of lung cancer in 1996, was a physicist trained at Harvard University and is best known for his work on the history and philosophy of science. His interpretation of the evolution of science and the concept of "paradigm change? have had a major impact on our understanding of intellectual life, both in the physical sciences and in the social sciences. This paper briefly reviews Kuhn?s approach, and then applies it to an analysis of the current state of International Relations theory in a critique of Realism. My argument is that Realism, as what Kuhn would call "normal science? in International Relations theory, is in crisis because of its inability to explain a growing number of anomalies, which in turn can be better explained by a different paradigm, Cooperative Security.

Abstract:
It is unclear that the United States has any current assessments and strategy to deal with either these governance or economic issues. If it does, it has provided no transparency as to what these plans are, and has failed to develop any effective public measures of the effectiveness of its civil aid programs after more than 10 years of effort, and in spite of the fact that the civil dimension of counterinsurgency efforts is at least as important as the military efforts. It is also important to note that World Bank and UN reporting show the same lack of progress in governance, economics, and human development in Pakistan as in Afghanistan.

6. Building Networks of Diplomatic Cooperation

The United States currently maintains formal diplomatic relations with all but five United Nations member-states. In addition to these five countries, there are states—including Venezuela—with which U.S. relations continue to be strained. In most such relationships, cooperation across societies is challenging, hampered by seemingly insurmountable political differences between governments. When official cooperation at the higher levels of government proves infeasible, it is often in the interest of both countries to pursue alternative, more informal approaches, sometimes referred to as "Track II diplomacy." Such forms of diplomacy allow for exchanges of people and ideas to build confidence between the two sides. Ideally, the modest gains in trust from Track II diplomacy will translate into a broader opening for political rapprochement.

Iraq's 2014 national elections are taking place at a difficult time. The country is at a crossroads, presented with the possibility of widely different futures. Deteriorating security conditions frame political thought in ways that harken back to Iraq's first national elections in 2005. The Iraqi state does not hold control of territory in some of Iraq's key political provinces, such as Anbar, Ninewa, and Diyala. The disenfranchisement of Iraq's Arab Sunnis; the rising threat of the Islamic State of Iraq and al-Sham (ISIS); and the activation of Ba'athist groups collectively discourage electoral participation.

8. A People of War or Peace? Americans' Attitudes Towards the Use of Military Force Abroad in Terrorist and Conflict Situations

Abstract:
This exploratory research presents the results of a March 2011survey of a random sample of 217 adults on their attitudes towards the use of force as a foreign policy alternative. This research note examines the social characteristics of those people who are more or less likely to support intervening in hypothetical foreign conflicts in situations in which the United States' national interests may or may not be at stake. The research reported here was aimed at answering several questions including: are there some demographic groups who are more likely to support intervening in foreign conflicts even when U.S. national interests are not necessarily at stake? I find that dispositional preferences interact with opinion about the geopolitical situation to determine whether military force is an acceptable option. The survey incorporates various foreign pol icy and terrorist scenarios. Findings include the following: I support the findings of others in that Democrats, liberals, and women are less likely to support military force as a foreign policy option. Using multivariate regression analysis it was also found that certain respondent dispositions, such as "value placed on human life," were more likely to constrain policy preferences. I also find conflicting support for the casualty hypothesis. In general the more casualties mentioned in a scenario the les s likely Americans are to support the use of force, with a notable exception here among "hawks". I also find this is true for civilian casualties.

9. 21st Century Cultures of War: Advantage Them

Abstract:
In the inaugural launch of the FPRI’s new e-publication, The Philadelphia Papers, the anthropologist Anna Simons of the Defense Analysis department at the Naval Postgraduate School, and member of the Orbis Board of Editors, provocatively assesses cultures of war in the 21st century. She cautions that while the United States military increasingly dazzles in the technological realm, we remain at a marked disadvantage when it comes to social relations, chronically underestimating the sophistication of adversaries and allies in the (non-East Asian) non-West. This asymmetry, to include who is willing to do what to whom, puts our soldiers, diplomats, and intelligence communities at a distinct disadvantage. She argues that the U.S. needs to take this into account as it rethinks how to wage war, never mind whether to become involved in the kinds of ambiguous political-military conflicts we have engaged in over the past decade. Indeed, without a greater appreciation for the social and anti-social skills of likely future adversaries, current problems plaguing our military -– from PTSD through questionable generalship -- will only worsen over time.

The 2012 American presidential election features two candidates, incumbent President Barack Obama and Governor Mitt Romney, with contrasting foreign policy visions for the United States, particularly with regards to the Middle East. How could these differences between the two candidates affect bilateral relations between the United States and Turkey, which—aside from Israel—is generally seen by the United States as its most stalwart ally in the Middle East? This paper will examine the recent history of bilateral relations between Turkey and the United States, from the George W. Bush administration to the Obama administration, as well as current issues surrounding relations between the two countries. It will also explore how the predicted policies of each candidate could impact the future course of bilateral relations between Turkey and the United States.

12. Mauritania's Islamists

Abstract:
Islamists have become an important political force in Mauritania since formal Islamist associations first emerged in the 1970s. Islamist activism has contributed to the ongoing Islamization of Mauritanian society, as is evident from the proliferation of mosques and Islamic associations in the capital, Nouakchott, and elsewhere. In the 1990s, political liberalization allowed Islamists to participate in elections as independents, and since its legalization in 2007, Tewassoul, the strongest Islamist party in Mauritania today, has become a significant minority voice in the country's politics and has built ties with Islamists elsewhere in the Arab world. These moderate Islamists who participate in elections hold different beliefs and goals from Mauritania's jihadist fringe. Overall, Mauritanian Islamism does not currently pose a threat to the United States. The mainstream of the movement appears committed to democracy and, even so, is unlikely to take power. Islamist parties like Tewassoul have never captured a large share of the vote in elections, and moderate Islamist leaders have explicitly rejected using violence to take over the state. Indeed, the United States may even find an upside to the Islamists' rise: Mainstream Islamist leaders publicly condemn the Muslim terrorist group Al-Qaeda in the Islamic Maghreb (AQIM), which the Mauritanian government has been combating since 2005.

15. Global Oil Supplies: The Impact of Resource Nationalism and Political Instability

This paper looks at resource nationalism and political instability as potential causes of disruption to global oil supplies. It points to depletion preferences and strategies as one form of resource nationalism. In most cases, resource nationalism appears to be motivated by rent maximisation. Hence, we see the adoption of more restrictive policies when prices rise. Conversely, when oil prices are low, increasing export volumes becomes more important. Restrictions on exports are common, especially for natural gas, which is sometimes reserved for national consumption. Export taxes are a tool used by some countries to extract revenue from oil producers. Domestic prices of gas and petroleum products are frequently much lower than international prices, also in some sense reducing availability for export. Political instability has a much more elusive impact on oil and gas exports, and historical experience points to contradictory potential outcomes. This paper concludes that political instability and resource nationalism are rarely associated with acute supply crises or shortfalls. Their effect is rather gradual and normally compensated by action in other parts of the system.

16. The Case for Gridlock

In the wake of the 2010 elections, President Obama declared that voters did not give a mandate to gridlock. His statement reflects over a century of Progressive hostility to the inefficient and slow system of government created by the American Framers. Convinced that the government created by the Constitution frustrates their goals, Progressives have long sought ways around its checks and balances. Perhaps the most important of their methods is delegating power to administrative agencies, an arrangement that greatly transformed U.S. government during and after the New Deal. For generations, Progressives have supported the false premise that administrative action in the hands of experts will realize the public interest more effectively than the constitutional system and its multiple vetoes over policy changes. The political effect of empowering the administrative state has been quite different: it fosters policies that reflect the interests of those with well organized power. A large and growing body of evidence makes it clear that the public interest is most secure when governmental institutions are inefficient decisionmakers. An arrangement that brings diverse interests into a complex, sluggish decisionmaking process is generally unattractive to special interests. Gridlock also neutralizes some political benefits that producer groups and other well-heeled interests inherently enjoy. By fostering gridlock, the U.S. Constitution increases the likelihood that policies will reflect broad, unorganized interests instead of the interests of narrow, organized groups.

17. Delivering on US Climate Finance Commitments

At the United Nations climate change conference in Copenhagen in 2009 and Cancun in 2010, the United States joined other developed countries in pledging to mobilize $100 billion in public and private sector funding to help developing countries reduce greenhouse gas emissions and adapt to a warmer world. With a challenging US fiscal outlook and the failure of cap-and-trade legislation in the US Congress, America's ability to meet this pledge is increasingly in doubt. This paper identifies, quantifies, and assesses the politics of a range of potential US sources of climate finance. It finds that raising new public funds for climate finance will be extremely challenging in the current fiscal environment and that many of the politically attractive alternatives are not realistically available absent a domestic cap-and-trade program or other regime for pricing carbon. Washington's best hope is to use limited public funds to leverage private sector investment through bilateral credit agencies and multilateral development banks.

No country in the world affects daily life in the United States more than Mexico. The two countries are deeply intertwined, and what happens on one side of the border necessarily has consequences on the other side. Almost one in ten Americans is of Mexican descent, and a third of all immigrants in the United States today are from Mexico, while well over a half-million Americans live in Mexico. Mexico remains the second destination for U.S. exports after Canada, and millions of American jobs depend on this trade. From south to north the linkages are even greater: over three quarters of Mexico's exports go to the United States and one in ten Mexicans lives in the United States.

Iraq is changing rapidly, although the outcomes of many of these changes remain unclear. The country faces major challenges in many areas—ranging from quelling the ongoing violence to achieving political accommodation and economic stability. Each of these challenges is critical to the future security and stability of Iraq: Defeat the threat posed by the remnants of the Sunni insurgency, neo-Ba'athists, and Shi'ite militias. Deal with the risk of new forms of ethnic and sectarian violence——especially ethnic conflict between Arab, Kurd, and other minorities in the North. Create effective Iraqi security forces that can fully replace U.S. forces, defeat or reduce the various insurgent and terrorist groups to acceptable levels of activity, enforce the rule of law, and grow strong enough to ensure Iraq's security from threats or pressure from neighboring states. Restructure the Iraqi government to both reflect the results of the 2010 Parliamentary elections and create a level of effective governance that can bring together all of the nation's major factions. Accelerate the slow pace of political accommodation and meet the need for stable political compromises between each major faction so as to rebuild full national unity over time. Find a new balance between central, provincial, and local governance that effectively serves the needs of the Iraqi people, aids political accommodation, builds capacity, reduces corruption, and shifts the climate from one dominated by counterinsurgency to one focused on the rule of law. Cope with the challenges of poverty, unemployment, and underemployment; poor distribution of income; and key problems in the agricultural, industrial, and service sectors than affect large portions of the population. Move Iraq toward economic development in ways that deal with the complex heritage of nearly 30 years of war and internal conflict; massive population growth; and the need to create a competitive economy. Put Iraq's budget on a stable path toward developing effective Iraqi security forces and government services; helping fund economic reconstruction and development; dealing with the near phaseout of international aid and continuing foreign debt and reparations issues; and reducing the dependence of the government on uncertain levels of oil export earnings for the majority of its revenues.

21. Lessons to Be Learned: Political Party Research and Political Party Assistance

Generally speaking, the effects of international political party assistance are viewed negatively, or at least controversially. This study attributes some of the shortcomings of political party aid to the poor relationship between assistance providers and political science party research. They simply operate in different worlds. Party assistance lacks clear-cut concepts and strategies in practice, which makes it difficult to adequately evaluate it. At issue is its “standard method,” with its “transformative” intention to change the party organization of the assistance receivers. At the same time, the scholarship on political parties can provide only limited help to assistance providers due to its own conceptual and methodological restrictions, such as the Western European bias underlying its major concepts, the predominance of a functionalist approach, and the scant empirical research on political parties out-side of Europe and the US. Taking a cue from recent political party research, we could begin to question the overarching role of political parties in the transition and consolidation process of new democracies. Other research findings emphasize the coexistence of different types of party organizations, and the possibility of different organizational developments, which might all be consistent with consolidating democracy. All this suggests the necessity of abandoning the controversial aim of the “transformative impact” of political party aid.

22. Confronting the American Divide on Carbon Emissions Regulation

The failure of carbon regulation in the U.S. Congress has undermined international negotiations to reduce carbon emissions. The global stalemate has, in turn, increased the likelihood that vulnerable developing countries will be severely damaged by climate change. This paper asks why the tragic American impasse has occurred, while the EU has succeeded in implementing carbon regulation. Both cases have involved negotiations between relatively rich “Green” regions and relatively poor “Brown” (carbon-intensive) regions, with success contingent on two factors: the interregional disparity in carbon intensity, which proxies the extra mitigation cost burden for the Brown region, and the compensating incentives provided by the Green region. The European negotiation has succeeded because the interregional disparity in carbon intensity is relatively small, and the compensating incentive (EU membership for the Brown region) has been huge. In contrast, the U.S. negotiation has repeatedly failed because the interregional disparity in carbon intensity is huge, and the compensating incentives have been modest at best. The unsettling implication is that an EU-style arrangement is infeasible in the United States, so the Green states will have to find another path to serious carbon mitigation. One option is mitigation within their own boundaries, through clean technology subsidies or emissions regulation. The Green states have undertaken such measures, but potential free-riding by the Brown states and international competitors seems likely to limit this approach, and it would address only the modest Green-state portion of U.S. carbon emissions in any case. The second option is mobilization of the Green states' enormous market power through a carbon added tax (CAT). Rather than taxing carbon emissions at their points of production, a CAT taxes the carbon embodied in products at their points of consumption. For Green states, a CAT has four major advantages: It can be implemented unilaterally, state-by-state; it encourages clean production everywhere, by taxing carbon from all sources equally; it creates a market advantage for local producers, by taxing transport-related carbon emissions; and it offers fiscal flexibility, since it can either offset existing taxes or raise additional revenue.

23. Promise, Peril for Iraq's New Government: Interview with Joost Hiltermann

After nine months of political wrangling, Iraq's parliament confirmed Prime Minister Nouri al-Maliki's new coalition government December 21. Though the government is "a good basis for setting out," says Iraq expert Joost Hiltermann, there's much uncertainty about how cohesive it will be and whether the inclusive government formed can govern. Hiltermann says there are questions about who will head the three major security ministries, whether a new National Council for Strategic Policy--designed as a "real check" against Maliki's power--will be approved by parliament, and whether Ayad Allawi, who headed the Iraqiya bloc that won the most seats in the election, will want to head that council. The United States pushed a power-sharing agreement "that went beyond the sharing of ministerial positions," says Hiltermann, but it remains to be seen whether various factions, including the prime minister and his allies, will allow that to happen.

24. Transforming the Quartet principles: Hamas and the Peace Process

Despite the clear necessity of an inclusive approach that involves all relevant actors, the Middle East Quartet (comprising the United Nations, the United States, the European Union and Russia) has made political and financial cooperation with the Palestinian Authority dependent on the recognition of the three Quartet principles — the recognition of Israel, the renunciation of violence and adherence to previous diplomatic agreements — in exchange for the recognition of a Palestinian government. But instead of compelling Hamas to consider compliance, the Quartet principles have in fact led the group to become more entrenched in its defiant stance. There is a fundamental problem with the three Quartet conditions. While decision-makers proclaim that the three principles come as a package and are inseparable, it is precisely the fact that they are so interlocked and that Hamas is required to comply with them simultaneously that makes compliance problematic. This is the case because the three principles are mutually constraining to such an extent that complying with one principle effectively prevents Hamas from complying with another. Originally, the three Quartet principles were intended as a basis or a framework for a potential peace process. They define the conditions a negotiating partner has to fulfil in order to take part in Middle East peace talks. In reality, however, they have acted as an impediment. This paper seeks to find a way of overcoming the constraints that the EU has imposed upon itself by insisting on simultaneous adherence to the three Quartet principles. It looks at what room for manoeuvre there remains for the EU within the framework of the Quartet conditions and at how they can be modified in such a way that they facilitate rather than obstruct compliance.

25. Internal Enforcement: The Political Economy of Immigration

Over the past several years, Americans have become more aware and more vocal regarding the number of illegal aliens who have taken up residence in the United States. While this issue—and a resolution of this issue—is still being debated, many have questioned why current enforcement efforts are so lax. The focus of this paper is on the government agency responsible for the enforcement of our immigration laws, and in particular how the actions of this agency are influenced by political interests. This paper fills a gap in the literature-to-date by examining the enforcement of immigration laws within the interior of the nation. While other studies put border enforcement efforts in a political framework, this analysis is the first, to the authors' knowledge, to place interior enforcement within the interest-group theory of government framework. Our findings indicate that pressure groups shape the pattern of enforcement that emerges. Despite polls that indicate a majority of Americans favoring stricter enforcement, government enforcement agencies charged with this responsibility apparently succumb to the wishes of those that matter most politically.

Political polarization in the United States has a number of causes, ranging from media hype to gerrymandering to hyper- ideological elites to cultural “sorting” between the parties. But there is another key contributor that is frequently overlooked: demographic and geographic changes in the electorate that have altered the sizes of different population groups and even shifted their political orientations over time. These changes have helped produce the current deadlock between coalitions of roughly equal size and opposed outlooks. But these same changes—since they will continue to alter group sizes and political orientations in the future—could also provide the impetus for unlocking this polarization and policy gridlock in the future.

The argument in this paper is two-fold: On the one hand, the oil-rich far south of Iraq has a special potential for radical and unpredictable millenarianism by discontented Sadrists; on the other hand, developments among the Sadrist leadership nationally suggest that many key figures – including Muqtada al-Sadr himself and some of his lieutenants with links to Basra – still prefer a more moderate course and will seek to hold on to a veneer of Shiite orthodoxy as long as possible. Accordingly, the future of the Sadrist movement, including in the far south, will likely be decided by how US and Iraqi government policies develop over coming months. If Washington chooses to support Nuri al-Maliki in an all-out attack against the Sadrists, the response may well be an intensification of unpredictable Mahdist militancy in the far south, in a far more full-blown picture than anything seen so far. There will be no genuine national reconciliation in Baghdad, simply because the centralism of the Sadrists is a necessary ingredient in any grand compromise that can appeal to real Sunni representatives. Conversely, if the Sadrists are encouraged to participate in the next local elections, Amara, where Sadrists have been engaged in local politics since 2005, could emerge as a model of positive Sadrist contributions to local politics in Iraq. At the national level, too, the Sadrists could come to play the same constructive role as that seen in February 2008, when they together with Fadila reached out to Sunni Islamists and secularists to challenge the paralysed Maliki government on a nationalist basis by demanding early provincial elections.

South Korea's electoral politics has made a turn to the right that is likely to lead to closer security ties with the U.S. and some other important adjustments in foreign policy and has already strained relations with the North. The shift toward the Grand National Party (GNP), evident in President Lee Myung-bak's victory in late 2007, was completed when it won a majority in the 18th National Assembly in the 9 April 2008 elections. Those elections were dominated by domestic concerns, especially the economy; foreign policy and inter-Korean relations were near the bottom of voters' interests. The GNP's legislative agenda will include deregulation and privatisation, intended to revitalise business. Although generally supportive of Lee on foreign policy, the new assembly may cause him problems, particularly over unpopular economic liberalisation and deregulation proposals. Opposition to these, which have already produced a major political crisis, may have an impact on wider security concerns.

During the tabulation of votes in the 2000 presidential election, the world was shocked at the technological inadequacy of electoral equipment in many parts of the US. In reaction to public dismay over "hanging chads", Congress quickly enacted the Help America Vote Act (HAVA), legislation to fund the acquisition of advanced vote-counting technology. However, the intention was to enable, rather than mandate, choices of new electoral equipment. This paper takes advantage of a unique historical opportunity to test whether electoral equipment follows the pattern predicted by well-established models of innovation diffusion, merging electoral data with census data on socioeconomic characteristics. We infer that fiscal constraints to acquisition are strong but are not the only limitations to technology adoption, particularly within certain types of easily identifiable populations.

34. A Critique of the National Popular Vote

The National Popular Vote plan (NPV), introduced in more than 40 states, and adopted by 4, proposes an interstate compact to bring about direct election of the president of the United States. The proposal eliminates states as electoral districts in presidential elections by creating a national electoral district for the presidential election, thereby advancing a national political identity for the United States. States with small populations and states that are competitive may benefit from the electoral college. Few states clearly benefit from direct election of the president. NPV brings about this change without amending the Constitution, there by undermining the legitimacy of presidential elections. It also weakens federalism by eliminating the role of the states in presidential contests. NPV nationalizes disputed outcomes and cannot offer any certainty that states will not withdraw from the compact when the results of an election become known. NPV will encourage presidential campaigns to focus their efforts in dense media markets where costs per vote are lowest; many states now ignored by candidates will continue to be ignored under NPV. For these reasons, states should not join the National Popular Vote compact.

The social, political and economic power of moderate Middle East and North African Islamist movements has been growing for a generation or so. The question of how to deal with Islamists who reject violence, embrace democracy and outperform their competitors at the polls has therefore become a central concern not only of incumbent Middle East elites, but also of interested foreign actors such as the EU and US. Robert Springborg sees the need for the EU to clarify its policies towards the MENA region and Muslim democrats within it. The present lack of EU policies on engaging with moderate Islamists leads them to be at best curious about the EU and at worse to be suspicious of it. Engagement might itself help to contribute to policy formation in this important area, and serve as a vehicle to disseminate information about relevant EU policies.

After the events of 9/11/01, the United States rallied around President George W. Bush. An administration that was initially weak and semi-legiti-mate came to directly control the executive and legislative branches of government and gradually strengthen its influence over the judiciary. Bush and the Republican majority in Congress attained hegemony domestically as well as internationally. Having acquired the power to ignore the rules, they often proceeded to do so. A semi-idealistic “winning is everything” approach to foreign policy led the United States into a quagmire in Iraq. An unempirical “winning is everything” approach to domestic policy, which often distorts the rules (law, science, and standard economics) and ignores the “referees” (the GAO, the CBO, the IMF), has created potentially disastrous medium and long-term problems for the United States.

Despite its size, both geographically and in terms of its population, Latin America plays a rather insignificant role in international television news. With Western media for the most part still reporting within traditional and existing parameters (East-West), countries falling outside of these parameters seem to only appear on television when they violate these set norms and expectations (as in the case of Iraq, Iran, North Korea) or if they confirm existing stereotypes, such as crime and violence in Africa. With Latin America hovering on the peripheral of these issues (except for the United States-Venezuelan \'relations\' matter), it is no surprise that Latin America attracts only marginal coverage on television news. Swiss and German television news reports dedicated only 3% of their total coverage in 2006 to Latin America, while South African, British and Arab media dedicated less than 2%. Only U.S. television, largely due to reporting on Cuba and Venezuela, dedicated a full 5% of its total coverage to the continent.

This paper reflects on the literature on courts and politics in Europe and the United States. US-American Political Science has dealt for over fifty years with the role of courts and judges as political actors, whereas this perspective has only recently emerged in Europe. The debates differ not only with regard to the number of articles written, but also with regard to their content. This paper discusses the different research perspectives that are being pursued on both sides of the Atlantic. While a major part of the US-American literature investigates the politics of judicial action and the politicization of the legal system, research on European courts confines itself to analyzing the effects of judicial action, often describing them in terms of juridification. Based on a review of the existing literature, this paper suggests that European scholars ought to take crucial assumptions of the US-American research tradition more seriously.

The year 2007 will be crucial for the future of democracy in Pakistan. If the election schedule announced by Parliamentary Affairs Minister Sher Afghan Niazi is followed, presidential elections will be held in the fall and the general and provincial elections will be held on January 30, 2008. All these elections will be carefully scrutinized by many in the United States and elsewhere, not least because they will include, among other political forces, a coalition of religious political parties, the Muttahida Majlis-e-Amal (MMA). Many commentators in the West believe that the Pakistani regime will portray the elections as a contest between Islamists represented by the MMA and the enlightened moderation of President Pervez Musharraf and the Pakistan Army. However, the reality is that the Islamic forces will not be a defining factor. They are a dependent variable whose power is largely determined by the army. The only real questions are whether the army's tactics for manipulating the 2007–2008 elections will differ from those used in 2002 and what role the Islamic parties will play in the process.

America owes its origins to Europe and is unthinkable without Europe, but there has always been a strand of American thinking which has downplayed the connection and wished to assert the exceptionalism of the American experience and the need for America to keep Europe at a distance to involve contamination from its old, corrupt power politics. Europeans were fascinated by the new world unfolding in America, which contrasted so sharply with their own, yet was so intimately related to it. At the same time they regarded America as for the most part a novice and outsider in world politics. Recently roles have been reversed, with many Europeans condemning America as a new Empire, while many Americans accuse Europe of refusing to share the burdens and make the hard choices needed for global leadership. The idea of the West which for four decades united Western Europe under American leadership after 1945 has been undermined. Different current meanings of the 'West' are explored through recent arguments about the nature of the relationship between Europe and America, focusing on narratives of security, modernity and ideology. A number of possible scenarios for the future of this relationship are then outlined.

President Alvaro Uribe was overwhelmingly reelected in May 2006, two months after parties supporting him won large majorities in the Congress. The armed forces are stronger than they have ever been, and U.S. aid appears relatively secure. As he begins his second four-year term, Uribe seems to be in a stronger position to tackle Colombia's long-standing problems: drug trafficking, the internal conflict, continued lack of security and poverty in rural areas, corruption, and social inequality. But appearances may be deceiving. His governing coalition is fractious, his popularity vulnerable to what a still powerful insurgency chooses to do. Pro-democracy demonstrations and a general strike across Nepal in recent weeks mark a decisive shift in the country's political equations and probably signal the approaching end of King Gyanendra's direct rule. A successful popular movement could advance the search for peace but will depend on strong political party leadership in dealing with the Maoists; a messy transition would bring its own risks. Although domestic events will determine the speed and direction of political change, international players should us e their influence to establish practical plans to help stabilise the situation and build a more lasting foundation for peace. This briefing argues for the early formation of a Contact Group (consisting of India, the U.S. and UK, working with the UN) and a complementary Peace Support Group (other key donors and international financial institutions) to form a common front on strategy and tactics to maximise international influence in assisting Nepal's escape from its worsening conflict.

48. Remembering George Kennan: Lessons for Today?

Kennan's thinking and policy prescriptions evolved quickly from the time he wrote the “Long Telegram” in February 1946 until the time he delivered the Walgreen Lectures at the University of Chicago in 1950. His initial emphasis was on the assessment of the Soviet threat. With new documents from the Soviet archives, we can see that the “Long Telegram” and the “Mr. X” article contained both brilliant insights and glaring omissions. After he was appointed by Secretary of State George C. Marshall to head the newly formed Policy Planning Staff, Kennan's thinking evolved from a focus on threat assessment to an emphasis on interests. Believing that the Soviet threat was political and ideological, and not military, Kennan stressed the importance of reconstructing Western Europe and rebuilding western Germany and Japan. The key task was to prevent the Kremlin from gaining a preponderance of power in Eurasia. Kennan always believed that containment was a prelude to rollback and that the Soviet Union could be maneuvered back to its prewar borders. Eventually, the behavior of the Kremlin would mellow and its attitudes toward international relations would change. The United States needed to negotiate from strength, but the object of strength was, in fact, to negotiate—and compromise. It was important for the United States to avoid overweening commitments. American insecurity stemmed from a mistaken emphasis on legalism and moralism. The United States could not transform the world and should not seek to do so. Goals needed to be modest, linked to interests, and pursued systematically. Kennan would have nothing but disdain for a policy based on notions of a “democratic peace.” But the empirical evidence of social scientists cannot be ignored. Should the pursuit of democracy no longer be seen as a value, but conceived of as an interest?

Since first winning the presidency in December 1998, Hugo Chávez has been able through repeated electoral victories and radical constitutional reform to dominate Venezuela's government and public institutions. Undaunted by stiff U.S. opposition, President Chávez has launched what he calls a Bolivarian revolution, named after Simón Bolívar, a nineteenth-century leader of Latin America's independence wars. Chávez has reasserted the role of the state in the Venezuelan economy and developed extensive social programs to advance an anti- U.S., anti-capitalist crusade. New or newly reinvigorated alliances with established U.S. adversaries have helped internationalize Chávez's aims. Most alarming to those concerned with the health of Venezuelan democracy, Chávez and his allies have concentrated political power in the hands of the executive, curtailed the independence of the judiciary, shown limited tolerance for domestic critics, and openly intervened in the electoral politics of neighboring states.

Yet the State Department's now defunct annual publication, Patterns of Global Terrorism, was the closest approximation of any government effort to provide information in an objective and consistent manner. As a successor to Patterns, the report produced by the U.S. National Counterterrorism Center (NCTC) – called A Chronology of Significant International Terrorism for 2004--effectively ends over 20 years of analytical consistency in the U.S. government's terrorism accounting practices.

In the paper, commissioned by Hussein Solomon and Akeem Fadare for their forthcoming anthology on Political Islam and the State in Africa, the focus placed on the political role of Islam in Kenyan politics. David Lipscomb (1831-1917) was an influential Tennessee preacher who edited a weekly paper from 1866-1917 and published a book Civil Government in 1889. Although few, if any, economists appear to be aware of David Lipscomb, Lipscomb's writing includes many points that political economists, especially radical libertarian ones, are making today. This article highlights some of Lipscomb's insights and relates them to arguments made by economists in the past three decades. Lipscomb argued that government is not created for the benefit of the public but for the benefit of the rulers. He believed that all governments, including democratic ones, are problematic. He argued that self-serving politicians actually create conflict and violence and that the public should withdraw support from government. He argued that moral people should not participate in politics, should not vote, and should not fight in wars. Modern libertarian economists make similar arguments that Lipscomb made more than a century in advance.

This paper discusses the two prevailing interpretations of the political attitudes of the Grand Ayatollah Ali al-Sistani, the leading Shiite cleric in Iraq today. It is argued that neither the traditional "quietist" paradigm nor more recent Machiavellian interpretations can satisfactorily explain Sistani's actions. An alternative interpretation is offered which highlights Sistani's historical oscillation between passive and activist positions. It is suggested that, after an activist intermezzo from June 2003 to December 2004, Sistani has reverted to a more secluded role, again showing an increasing reluctance to fulfil the wishes of his many wooers in Iraqi politics, and limiting his interference to matters directly connected with the Shiite faith and its institutions. It is concluded that Sistani's professional interests as a cleric – rather than any constant desire on his part to control and manipulate domestic politics – may be the key to understanding any future intervention in the political process in Iraq. Scepticism is also expressed toward the notion of Sistani as a guarantor for a "moderate" or "secular" Iraqi political system that would supposedly be fundamentally different from that of Iran – an idea that has featured prominently in policy-making circles in the United States and in other Western countries currently involved in Iraq.

This short paper launches the second set of studies in the Carnegie Papers Middle East Series. The first set, now also published as a book under the title Uncharted Journey: Promoting Democracy in the Middle East, examined the most important issues concerning democracy promotion and democratic change in the Middle East. One of the conclusions that emerged from those studies is that the Middle East still offers a rather discouraging political picture. There are some liberalized autocracies but no democratic countries in the region. The link between economic and political reform remains weak. Democratic reformers have failed to build strong constituencies, and the organizations with strong constituencies are Islamist rather than democratic. The integration of Islamists in the reform process remains poor. And the United States, now championing democracy in the region, has little credibility in Arab eyes, and still has not consistently integrated democracy promotion in its policy toward the area. Yet, despite all these problems, it is becoming increasingly clear that there is a ferment of reform in the Middle East. But how significant is it?

The medical field of treating chronic pain is still in its infancy. It was only in the late 1980s that leading physicians trained in treating the chronic pain of terminally ill cancer patients began to recommend that the "opioid therapy" (treatment involving narcotics related to opium) used on their patients also be used for patients suffering from nonterminal conditions. The new therapies proved successful, and prescription pain medications saw a huge leap in sales throughout the 1990s. But opioid therapy has always been controversial. The habit-forming nature of some prescription pain medications made many physicians, medical boards, and law enforcement officials wary of their use in treating acute pain in nonterminal patients. Consequently, many physicians and pain specialists have shied away from opioid treatment, causing millions of Americans to suffer from chronic pain even as therapies were available to treat it.

Over 1975-2003 nearly 200 new constitutions were drawn up in countries at risk of conflict, as part of peace processes and the adoption of multiparty political systems. The process of writing constitutions is considered to be very important to the chances of sustaining peace, and The Commonwealth and the US Institute for Peace have developed good practice guidelines in this area. These emphasize consultation, openness to diverse points of view and representative ratification procedures. But assessing the impact of constitution-writing processes on violence is methodologically difficult, since there are many channels of influence in the relationship. This paper reports on preliminary findings from an ongoing research project into the effects of processes in constitution-writing. Regression analysis is used to control for important contextual features such as differences in income levels and ethnic diversity across countries. A key finding is that differences in the degree of participation in the drafting of constitutions has no major effect on post-ratification levels of violence in some parts of the world, such as Europe, but does make a difference in Africa, the Americas, and the Pacific together.

The U.S. State Department's list of Foreign Terrorist Organizations (FTOs) began in 1997 as a method of tracking down and striking back against specific terrorist groups around the world. FTOs are designated as such based on a demonstrated capability and/or willingness to engage in terrorist methods that threaten the U.S. national security interests. These methods include attacks on U.S. nationals, and American national defense, military, diplomatic, and economic interests. The FTO list provides the U.S. government with the legal authority to conduct prosecutions against U.S. citizens, or foreign nationals within the country, for aiding — financially, ideologically or logistically — any designated FTO. FTO designation can also mean certain members or representatives of the designated terror group can be denied entry to the United States through visa rejection or other means. The United States also maintains the authority to compel U.S. financial institutions to freeze any assets linked to an FTO and to report them to the U.S. Department of the Treasury pursuant to Executive Order 13244.

I offer an explanation for the widespread diffusion of neoliberal tax policies in the developed democracies. Specifically, I argue that the highly visible 1980s market-conforming tax reform in the United States, the late twentieth century's dominant political economy, creates significant incentives for adoption of neoliberal tax policies by decision makers in other polities. As such, I stress a dominant actor model of the diffusion of neoliberalism that is grounded in asymmetric competition for mobile assets and policy learning. However, while the incentives to follow U.S. tax policy are substantial, the relative weight assigned the costs and benefits of reform and, in turn, the pace and degree of neoliberal policy adoption by other nations is fundamentally contingent on features of domestic political and economic environments. I assess these arguments with empirical models of 1981-to-1998 tax rates on capital in sixteen nations. I find that changes in U.S. tax policy influence subsequent reforms in other polities; in the long-term, all nations move toward the U.S. neoliberal tax structure. Analysis also shows, however, that the responsiveness to US tax reforms is notably greater where linkages with U.S. markets are stronger, where domestic economic stress is deeper, and where uncoordinated market institutions are dominant. I conclude with a discussion of the implications of the present analysis for the volume's central questions: are dominant. Automated voting (sometimes referred to as electronic or e-voting) technologies are increasingly used in elections across the world, particularly because they are often seen as symbolic of a country's level of modernization. The possibilities for rapid aggregation and analysis of results, as well as potentially greater accuracy, have all added to the attractiveness of computer-based voting equipment. There is little doubt that the ability to quickly publish results can be of particular advantage in conflict and post-conflict scenarios, where a prolonged period of counting can heighten tensions and reduce confidence in the final results. The potential to remove some traditional elements of unintentional voter error or intentional fraud can also contribute to greater confidence, while at the same time raising new questions.

At the end of World War II Henry Luce spoke of the coming of an American century. Today commentators across the political spectrum emphasize America's dominant military capabilities and economic strength. Many observers have also argued that the United States uniquely benefits from the wave of economic liberalization and democratization that followed the end of the Cold War. Joseph S. Nye has coined a catchy phrase, “soft power,” to suggest the importance of being admired, so that “others want what you want.” Nye argued that the United States commanded a lot of soft power. Indeed, with the end of the Cold War it seemed for a while as if the United States was in a “virtuous circle,” in which its success caused it to be more admired, which in turn enhanced its influence, and thus furthered its success.

Political communication comes in various forms. The first part of this paper presents some variants of political communication, and provides a set of definitions of such communication. A centre of gravity is along the borderline and overlap between rhetoric and propaganda. It is argued here that rhetoric unlike propaganda has a potential for deliberation. Propaganda is inherently hostile towards debate and discussion. This reluctance towards debate and discussion has at times been evident as regards the Bush administration's war on terrorism. The second part of the article deals with propaganda from the Bush administration aimed at quelling debate. All the principals from the first George W. The outcome of national elections in the Philippines on May 10 is still to be determined. For the past three years, President Gloria Macapagal-Arroyo has governed as an appointed head of state in the wake of President Joseph Estrada's forced resignation on corruption charges. Her administration inherited a country in crisis, and it began the critical process of economic stabilization and growth. Economic indicators in the past two years have shown modest progress. In this interim period, the Philippines has been a steadfast ally of the United States in the war against terrorism. These fragile gains could be imperiled if the Philippines does not complete the electoral process in an expeditious and credible manner. Whatever the outcome of the polls, the winner will have little time to lose in addressing a number of short- and long-term problems in the Philippines.

Since the end of the Iraq war, Washington and Damascus have been locked in a dialogue of the deaf. U.S. policy has been reduced to a series of demands and threats. Syrian policy, with President Bashar still struggling to formulate and implement a coherent strategy, has been mainly wait-and-see – offering a few concessions and hoping to weather the storm while refusing to relinquish what it sees as trump cards (support for Hizbollah and radical Palestinian groups) so long as the conflict with Israel continues. Despite the current deadlock, however, the current regional situation presents an opportunity for an intensive, U.S.-led diplomatic effort to revive the Israeli-Syrian peace process and thereby achieve significant changes in Syrian policy.

Welfare states' redistribution of resources across classes, occupations, and genders is the subject of intensive scholarly analysis. Yet we know very little about how and why welfare states treat different age groups differently. This article demonstrates that seniors' demand for welfare does not determine age-orientation. Rather, the “age of welfare” is a largely unintended consequence of the interaction between the structure of social policies and the way that politicians use these programs to compete for votes. An implication for the policy feedback literature is that constituency demand may be less important than the unintended consequences of welfare state institutions.

91. Radical Departure: Toward A Practical Peace in Iraq

The key to enabling total US troop withdrawal from Iraq within 400 days is achieving a political accord with Sunni leaders at all levels and with Iraq's neighbors - especially Syria and Iran. The proximal aim would be to immediately lower the level of conflict inside Iraq by constricting both active and passive support for the insurgency, inside and outside the country. This would allow the United States to shift resources to the training mission and to adopt other de-escalatory measures - most importantly: a withdrawal time line. The strategic price of this diplomatic initiative would be a return to self-governance in Sunni areas, a guaranteed level of representation for these areas in the national assembly, an end to broad-brush measures of de-Baathification, an amnesty for most indigenous insurgents and for most former Baathists, and a de-escalation of the US confrontation with Syria and Iran regarding a range of issues. In conjunction with these diplomatic initiatives, the United States would announce a tentative time line for withdrawal of its troops from Iraq -- associated with training milestones. Also: US forces would end major offensive sweeps inside the country, adopt a defensive posture, and shift the emphasis of their activity to training Iraqi security forces. Finally: the Iraqi government would re-activate portions of the old army -- partly as a confidence-building measure, but also in order to (i) rob insurgent organizations of their recruiting base, (ii) augment the power of the new Iraqi security forces, and (iii) produce a better ethnic balance in the new forces (which are currently dominated by Kurds and Shiites). As new forces increase in capacity, US forces would be removed, further reducing a stimulus of insurgent action. Four hundred days - 57 weeks - is sufficient time to complete several Iraqi training cycles, including field exercises for many units at the battalion and brigade levels. Some division level training also can occur. Given sufficient resources (24,000 training personnel), 100,000 Iraqi security personnel can receive remedial training and another 80,000 new personnel can be trained and exercised during this period. Together with the full provision of all appropriate equipment, this development effort can yield Iraqi security forces that are several times more capable than those it controls in mid-2005. After thirteen months, the only foreign military assets remaining in Iraq would be a small monitoring and training mission with a security detail: less than 10,000 foreign civilian and military personnel in all. US troops should constitute no more than one-third of the military component -- that is, approximately 2,000 troops. This mission should be conducted under a three-year UN mandate and joint NATO-international command. In addition, the United States might maintain a 25,000-person rapid reaction task force in the region, but outside either Iraq or Saudi Arabia.

92. Monitoring the presidential debates: Post-debate panels did not focus on hard issues

After the third debate, network and cable news commentators and their expert guests differed in their opinions on who did better, after having been largely in agreement after the first and second debate. Media Tenor's Slant -o- meter analyzed the commentary following the debate on six TV channels. While ABC and NBC were moderate in their ratings of Kerry and Bush, CBS, FOX, CNN and PBS commentators were more vocal about their dislikes for one or the other of the candidates. Fox News presented the most favorable coverage of George W. Bush's performance and the most negative comments on John Kerry. While positive reports on Bush exceeded negative reports by almost 43%, the coverage of Kerry had an overall negative balance of 15%. Similarly, PBS's commentary featured 6.6% more positive than negative statements on Bush, while , on balance, comments on Kerry were 13% more negative.

During the Cold War, European-American relations were often marked by differences over tactics, but we did share for the most part a strategic goal that was to be achieved on the basis of the twin principles of deterrence and détente. Yet there are some that would argue that this past year has been different; that the transatlantic rift goes deeper and will last longer. If the Americans and Europeans cannot find common ground in certain regulatory areas, it may be that we will agree to disagree on the use of GMO's, technological standards, or Anti-trust legislation. This could lead to more competition but also to duplication in an increasingly interwoven global market. Yet, because we face a vastly more complicated environment today than during previous years — full of threats and opportunities — it will remain a challenge for the coming decade to strategize as to how transatlantic political policy problems can best be dealt with.

To clarify the relative impacts of economic and social issues, this study analyzes a 1992 election night survey assessing how social attributes, ideological selfdesignation (liberal, centrist, conservative), party identification (Democrat, Independent, Republican), and the issues influenced the voters' choices. Residents of coastal regions, women, paid workers, and first time workers leaned toward a liberal ideology whereas ethnic minorities, older people, and poor people espoused a Democratic identification. Ideology had a direct effect on party identification, which had a very strong direct effect on vote. A latent structure analysis of the issues produced a Left-Center-Right classification. The Right is more ideologically consistent than the Left; Clinton got much of the Center's vote and this led to his victory. The issues, combined and separate, influenced the vote. The economic issue had a stronger effect on the Clinton vote than issues of health care reform, the environment, and lack of concern about a candidate's character. The character issue may be rooted in women's health issues: pro-life respondents may disparage the character of pro-choice candidates. The economic issue had little effect on the Perot vote (relative to that for Bush), whereas reform, the environment, and lack of concern about character distinguished Perot voters from Bush voters. Interactions among the issues indicated that Democratic advocacy of environmental protection somewhat weakened the effect of a negative campaign directed against Clinton's character.

The complexity of democracy is both its defect and its virtue. As an idealized conception, democracy promotes equitable social order through the counter play of interests while the rule of law protects individual citizens from the arbitrariness of the state. In practice, matters are considerably more ambiguous. Contradictions exist between theory and action; the power and privileges of some people invariably make them "more equal" than hers—social equity being a relative term. Even so, belief that democracy renders "the greatest good for the greatest number" constitutes the orthodox faith of contemporary civil religion. "No one pretends that democracy is perfect or all wise," noted Winston Churchill in his oft-quoted observation. "Indeed, it has been said that democracy is the worst form of government, except for all the others that have been tried from time to time."

Georgia's political crisis, which climaxed in the forced resignation of President Eduard Shevardnadze on 23 November 2003, is not over yet and could still lead to violence and the country's disintegration. Georgia, in other words, is still pre-conflict, not post- conflict, and exceptional international action is required to contain the potential for chaos. Washington, which quietly supported what U.S. media called the “Rose Revolution”, has promised aid for organisation of the presidential election on 4 January 2004, as has the European Union; other donors should follow suit, and the international community should maintain this support through the equally important and potentially more contentious legislative elections in the spring.
