1. The “Indo-Pacific” Concept: Geographical Adjustments and their Implications

Abstract:
The United States, Australia, Japan, India, France, the United Kingdom, Indonesia and ASEAN have adopted the term “Indo-Pacific” as a policy symbol of regional engagement. However, less attention has been given to the change in the geographical definition of the “Indo-Pacific”. This study examines how these countries have adjusted the geographical scope of “Indo-Pacific” to understand how they conceptualise the region. It finds that the inherent core area of the “Indo-Pacific” is from India to the Southeast Asian countries and the seas from the eastern Indian Ocean to the South China Sea, and that the “Indo-Pacific” has converged eastwards and diverged westwards through the geographical adjustment process. It also found that some of the geographical definitions have an additional function of conveying diplomatic messages. These findings will help us understand how the concept of “Indo- Pacific” as conceptualised by various countries develops.

5. 11th U.S.-China High-Level Political Party Leaders Dialogue

A select delegation of leaders from the U.S. Democratic and Republican Parties and the global business community traveled to Beijing, China to meet with senior officials from the Communist Party of China (CPC) on November 18-21, 2019. The discussions were part of the 11th U.S.-China High-Level Political Party Leaders Dialogue organized by the EastWest Institute (EWI) in partnership with the International Department of the Central Committee of the Communist Party of China (IDCPC). Launched in 2010, the U.S.-China High-Level Political Party Leaders Dialogue seeks to build understanding and trust between political elites from the U.S. and China through candid exchanges of views on topics ranging from local governance to foreign policy concerns. The dialogue process consistently involves sitting officers from the CPC and the U.S. Democratic and Republican National Committees. In the 11th iteration of the dialogue, the CPC delegation was led by Song Tao, minister of IDCPC. Gary Locke, former secretary of the United States Department of Commerce, former governor for the state of Washington and former United States Ambassador of China; and Alphonso Jackson, former secretary of the United States Department of Housing and Urban Development; lead the U.S. Democratic and Republican delegations, respectively. Throughout the dialogue, members of both delegations spoke freely on relevant topics including foriegn policy trends, trade disputes and emerging areas of economic cooperation. EWI facilitated a series of meetings for the U.S. delegation, which included a productive meeting with Wang Qishan, vice president of the People’s Republic of China at the Great Hall of the People. The delegates also met with Yang Jiechi, director of the Office of the Central Commission for Foreign Affairs; Dai Bingguo, former state councilor of the People’s Republic of China; and Lu Kang, director of the Department of North American and Oceanian Affairs at the Ministry of Foreign Affairs. The U.S. delegates visited the Asian Infrastructure Investment Bank and met with their president, Jin Liqun, as well as the Schwarzman College at Tsinghua University to engage prominent scholars on the future of the U.S.-China relationship.

Abstract:
For more than half a decade Ukraine has been one of epicenters on the map of geopolitical crises in the world and consequently drawn a lot of international attention worldwide. Ever since it gained its independence form the crumbling Soviet Union in 1991, Ukraine was a of the country also changed. Ukraine has been dominated by Russia as the Russian Empire penetrated deep toward the Black Sea in the 17th century, and the position of inferiority towards Moscow was also the case in the USSR. The first upheaval dubbed the Orange Revolution sort of buffer zone between the West and East, between the United States and European allies on the one hand, and the Russian Federation on the other. With the change of political elites and their political preferences, the orientation in 2004, brought to power Viktor Yushchenko, who tried to conduct reforms and bring Ukraine closer to the West, but the effect of his Presidency were ephemeral. President Viktor Yanukovych turned Ukraine’s sight towards Russia again, but also kept the process of EU association alive before suddenly deciding not to sign the Association Agreement with the EU just days before the planned signing ceremony on 29th November 2013. This Yanukovych’s abrupt turn from EU in favor of stronger ties with Russia triggered the wave of massive public demonstrations which later become known as the Euromaidan and subsequently the Ukrainian revolution in February 2014. The Euromaidan Revolution toppled Yanukovych and the new pro-Western government was formed. Russia soon reacted to the change of tide in Ukraine by annexing the Crimean peninsula in March and soon the armed conflict between the pro- Western government in Kiev and Russia backed rebels in Donetsk and Luhansk Oblasts broke out. Ever since the spring of 2014, Ukraine has been engulfed in a brutal conflict in the east of the country that is hampering its efforts to reform and get closer to the EU. Nonetheless, Ukrainian leadership is under the new President Volodymir Zelensky is striving to forge stronger links with the West and the EU.

Though historically China has been a sanctions recipient, with only a few isolated incidents of using sanctions in return, this situation is likely going to change in the years to come. China’s global economic position — as well as its ambitions to serve as not only a global power, but also potentially the leading international power — will push it to consider means of exerting international leverage. The United States has shown vividly in the last 30 years that sanctions are one means to this end, and Chinese scholars are demonstrating increasing facility with sanctions doctrine. China’s increasing assertiveness in economic sanctions will allow it to not only hit back directly against the United States with retaliatory measures, but also to develop independent rationales to apply sanctions in pursuit of Chinese policy objectives. China may begin using sanctions as an affirmative instrument of policy. The United States is vulnerable to disruptions in U.S.-Chinese economic ties. The U.S. reliance on Chinese financing, especially for U.S. national debt, and Chinese economic growth in areas where the U.S. typically excels demonstrate China’s capacity to target the U.S. To combat this potential emerging threat, the United States should seek first to negotiate with China on ways to avoid conflict. But, given the likelihood of competition nonetheless, the United States should also add sanctions development to its crisis management process, and increase intelligence and analytical capabilities that focus directly on Chinese sanctions doctrine and practice.

The report provides a synthesis of Japanese and American expert perspectives on the recent history, current state and future prospects for Japan-Russia relations. The authors examine the political, diplomatic, security, economic and energy dynamics of this important, but understudied relationship. They also assess how the Japan-Russia relationship fits within the broader geopolitical context of the Asia-Pacific region, factoring in structural determinants such as China’s rise and the level of U.S. presence in the region. Finally, the authors consider potential policy implications for the United States, paying special attention to how shifts in relations between Tokyo and Moscow could impact the U.S.-Japan alliance. As Saunders observes in his introduction to the volume, the currently shifting strategic environment in the Asia-Pacific region, which is a central factor in Tokyo and Moscow’s efforts to foster constructive relations, also raises a host of questions for the US-Japan alliance. What are the prospects for Japan-Russia relations? What are Russian and Japanese objectives in their bilateral relations? How does the Trump administration view a possible improvement in Russia-Japan relations and to what extent will U.S. officials seek to limit such developments? Is the U.S.-Russia relationship likely to worsen and in so doing to spur further China-Russia cooperation? Could a better Russia-Japan relationship weaken the U.S.-Japan alliance? 9. The Gray Zone Issue: Implications for US-China Relations

Abstract:
The issue of gray zone conflict between the US and China has attracted much attention in recent years. “Gray” indicates actions below the threshold of war, yet beyond normal diplomacy. The fundamental characteristics of gray zone activity include that they are well-planned, designed to be ambiguous amid strategic competition, and intended to leave opponents unable to launch an effective response. What demands special attention is that gray zone activity could cause unintended escalation, and that assertive responses to them may not be the best option. For instance, the United States’ gray zone retaliation to China’s activities in the South China Sea is hardly helpful to contain China’s activities, but certainly slow the pace of resolving the South China Sea dispute through negotiation and dialogue and jeopardize bilateral strategic stability. In the United States, current studies on the gray zone issue view the activity conducted by “measured revisionists” (such as Russia, China and Iran) as a major challenge to US national interest and the US-led international order. Today, as China and the United States are dancing on the precipice of a trade war, the geopolitical rivalry between the two countries raises major concerns and the possibility of a new Cold War has been discussed with increasing frequency. Although the United States and China are highly interconnected in many ways, entanglement also creates friction. In this context, the gray zone issue between China and the United States has a significant role in the relationship. How do we understand gray zone conflict? What challenges does the current gray zone activity pose to China and the United States? What measures should be taken to address such challenges?

India, often considered the natural leader of South Asia, is facing stiff competition from China. The recent tilt of the “non-nuclear five” South Asian states (i.e. Bangladesh, Sri Lanka, Nepal, Maldives and Bhutan) toward China has become quite visible as China has significantly increased its influence across the region through investment, trade, military ties, diplomatic and cultural initiatives. Meanwhile, the US envisages playing a more prominent role in South Asia by teaming up with India to challenge China and exert influence in the Indo-Pacific region. A key consideration in the US “Free and Open Indo-Pacific Strategy” hinges on India’s influence in South Asia. This paper looks closely at how Chinese bilateral trade, investment, political and military ties with the “non-nuclear five” nations have evolved and how that may affect India’s ambitions in the region. Recommendations are offered for both the US and India on how they may retain their supremacy in the region despite an ambitious and resourceful China.

12. Advancing UK maritime aviation in the Queen Elizabeth-class era

The United Kingdom is on the cusp of regenerating what is a transformational capability. The first of the UK’s new-generation aircraft carriers, HMS Queen Elizabeth, has been at sea on trials for two years, and is working up towards its first operational deployment in 2021. The second ship, HMS Prince of Wales, is scheduled to be accepted into service before the end of the year. The F-35B Lightning II has achieved initial land-based operating capability and the Lightning Force has carried out its first overseas deployment, Lightning Dawn. Maritime aviation in the round has undergone a significant transformation, and there has been a substantial increased focus on collaboration and partnering with industry as well as developing stronger links with critical allies. To underscore the significance of the undertaking, then secretary of state for defence Penny Mordaunt announced on 15 May 2019 that the UK planned to produce a National Aircraft Carrier Policy to lay down a blueprint for how the new carrier era would help deliver the UK’s global objectives. In addition, on 4 June, then prime minister Theresa May announced that the UK would earmark the Queen Elizabeth-class carriers to form part of NATO’s significant new Readiness Initiative. These developments have prompted thought and discussion on the extent to which the carrier programme will enable and actually drive the transformation of UK joint-force capabilities, and are posing questions about the demands such a programme will place on UK defence and industry. 14. North Korea’s Shift to Diplomacy in 2018: A Result of U.S. Pressure or North Korean Security Calculus?

Abstract:
After conducting a record number of missile and nuclear tests in 2016 and 2017, North Korea dramatically changed its policy approach and embarked on a diplomatic initiative in 2018. It announced a self-imposed halt on missile and nuclear tests and held summit meetings with the United States, China, and South Korea from spring of that year. Why did North Korea shift its policy approach? This paper evaluates four alternative explanations. The first is that the change was driven by North Korea’s security calculus. In other words, North Korea planned to achieve its security goals first before turning to diplomacy and successfully followed through with this plan. The second is that U.S. military threats forced North Korea to change its course. The third is that U.S.-led sanctions caused North Korea to shift its policy by increasing economic pain on the country. The fourth is that diplomatic initiatives by South Korea and others prompted North Korea to change its position. This paper examines the actions and statements of the United States, North Korea, China, South Korea, and Russia leading up to and during this period to assess these four explanations. It concludes that military threats and economic pain did not dissuade North Korea from obtaining what it considered an adequate level of nuclear deterrence against the United States and that North Korea turned to diplomacy only after achieving its security goals. External pressure may have encouraged North Korea to speed up its efforts to develop the capacity to strike the United States with a nuclear-armed missile, the opposite of its intended effect. Diplomatic and economic pressure may have compelled Kim Jong Un to declare that North Korea had achieved its “state nuclear force” before conducting all the nuclear and ballistic missile tests needed to be fully confident that it could hit targets in the continental United States. These findings suggest that if a pressure campaign against North Korea is to achieve its intended impact, the United States has to more carefully consider how pressure would interact with North Korean policy priorities. Pressure should be applied only to pursue specific achievable goals and should be frequently assessed for its impact.

Abstract:
China and the United States view each other as potential adversaries with mixed motives and divergent value systems, yet both can benefit from cooperation to reduce the risk of war, avert arms races, and prevent proliferation or terrorist access to weapons of mass destruction. The two countries have more common interests, fewer ideological differences, and greater economic interdependence than the United States and the Soviet Union had during the Cold War. In principle, arms control broadly defined, i.e., cooperation to reduce the likelihood of war, the level of destruction should war occur, the cost of military preparations, and the role of threats and use of force in international relations, could be at least as important in this century as it was in the last. In practice, though, China’s rise as a strategic power has not been matched by a corresponding increase in the kinds of cooperative agreements that helped keep the costs and risks of superpower competition from spiraling out of control. Why not? This paper argues that because China’s strategy rests on different assumptions about security and nuclear deterrence than U.S. strategy does, its ideas about arms control are different, too. China has historically put more value on broad declarations of intent, behavioral rules, and self-control, while the United States has prioritized specific quantitative limits on capabilities, detailed verification and compliance mechanisms, and operational transparency. When progress has occurred, it has not been because China finally matched the United States in some military capability, or because Chinese officials and experts “learned” to think about arms control like their American counterparts do. Rather, it has happened when Chinese leaders believed that the United States and other countries with nuclear weapons were moving toward its ideas about security cooperation--hopes that have repeatedly been disappointed. Understanding Chinese attitudes toward security cooperation has gained added importance under the Trump administration for two reasons. Trump’s national security strategy depicts China and Russia as equally capable antagonists facing the United States in a “new era of great power competition,” so the feasibility and desirability of mutually beneficial cooperation with China have become more urgent questions. The costs and risks of coercive competition will keep growing until both sides accept that they outweigh whatever benefits might accrue from trying to maximize power and freedom of action in a tightly interconnected world.

Abstract:
This paper analyzes China’s words and actions regarding the Nuclear Security Summits to better understand what Chinese leadership on nuclear security could look like in the future. It finds that China accomplished the many things it said it would do during the summit process. The paper also explores how China’s policy and actions in other nuclear arenas could be paired with Chinese nuclear security policy to form a coherent agenda for nuclear risk reduction writ large. Consequently, the paper addresses how China doing as it says and does – per nuclear security – may be used as a way in which to inform its future nuclear security roles and responsibilities. In particular, it assesses China’s opportunities to assume a leadership role within this crucial international security issue area, especially at a time where U.S. leadership has waned.

On 2 March 2019 Pugwash held a roundtable in Tel Aviv in cooperation with the Israeli Pugwash Group and the Alliance Center for Iranian Studies, University of Tel Aviv. More than 25 participants including former officials, academics, and members of civil society attended, including a small number from Europe, the US and Russia. Discussion broadly focused on the situation in the Middle East and the role of the United States and Russia, as well as China, and with a particular focus on Iran’s nuclear and missile programs. Many Israelis continue to have serious concerns regarding the entrenchment of Iranian influence and the extent of their force projection toward the Levant. Equally, many Israelis were keen to understand the nature of the Russian-Iranian relationship, most acutely expressed through their cooperation in Syria in recent years, and how the direction of US policy appears to be evolving in the region. In general, it was observed that the prevailing tensions in the region – with ongoing conflict in Syria and Yemen, the isolation of Qatar amongst many Arab countries, and the deepening rivalry between Iran and other countries – should be viewed through the lens of the lack of communication between officials and non-officials across the spectrum of complex issues.

It is therefore imperative for US forces to have the relationships that offer flexibility and options for any contingency—relationships established in advance of unforeseeable events. The world’s interconnectedness and US defense requirements demand partners and allies with whom we work effectively to bridge cultural gaps. Those relationships increase interoperability by creating realistic expectations and combating what can at times emerge as negative stereotypes. Further, shared experiences can help overcome misunderstandings and foster friendships that will be critical in times of crisis. Simply put, you cannot surge trust. It must be cultivated and given constant attention.

The rescue of Bashar al-Assad’s regime by the pro-Assad coalition, comprising Russia, Iran, and Iranian proxies, led to the victory of the regime over the rebels; the coalition’s achievements stem primarily from the effective cooperation between Iran and Russia since 2015 in fighting the rebels. Now, with the battles over, despite shared interests in consolidating the Assad regime, inherent tensions between Russia and Iran regarding influence in Syria have emerged in greater relief. Yet despite the disagreements, this it is not a zero-sum game between Russia and Iran. Both continue to cooperate on a range of issues in the Syrian arena and beyond. Iran for its part continues to see its consolidation in Syria as a strategic objective, and despite difficulties that have emerged, it seems that Tehran remains determined to continue, even if to a lesser extent than originally planned. After the success of Israel’s military actions to halt Iran’s military consolidation in Syria, Jerusalem should maximize the political potential and the shared interest of Russia and the United States to stabilize the situation in Syria, and to reduce Iran’s influence and capabilities in the country.

The transatlantic relationship is undergoing a period of turmoil. President Trump’s unorthodox policies have exacerbated historical sources of mistrust between the U.S. and its European allies. This working paper approaches the transatlantic bond from the perspective of asymmetric trust, a perennial factor in transatlantic security and defence affairs. For Europe, the U.S. remains the ultimate guarantor of security, rendering allies dependent upon Washington’s decisions and goodwill. From the American perspective, the European allies are not crucial in ensuring U.S. national security, but remain a pool of reliable partners, whom Washington can periodically draw upon to pursue its global ambitions. This paper evaluates how mistrust has featured within the asymmetric alliance setting, and places the current friction between the U.S. and Europe within this broader context. Acknowledging the sources of mistrust and managing mutual suspicions are crucial for the sustainability of the alliance in an increasingly competitive international arena.

A newfound focus on great-power competition has brought geoeconomics to the forefront of strategic thinking in Washington D.C. The United States is well positioned to use coercive economic tools, particularly unilateral sanctions, in this game because of its structural advantages in the global economy and financial system. President Donald Trump and his administration have also signalled a preference for the unilateral use of sanctions to excel in the competitive international geostrategic environment and confront “rogue regimes”. Meanwhile, wrangling between Congress and the White House over sanctions policy has intensified since the 2016 presidential election. These systemic, policymaker-bounded and domestic-political factors have created a perfect storm in US sanctions policy. Few recent American foreign policy decisions have been as divisive as the Joint Comprehensive Plan of Action (JCPOA) nuclear arms control agreement with Iran. Advocates of the agreement have focused far too exclusively on its potential benefits. Opponents equally exclusively on its potential faults. Both sides tend to forget that any feasible arms control agreement between what are hostile sides tends to be a set of compromises that are an extension of arms races and potential conflicts by other means. As a result, imperfect agreements with uncertain results are the rule, not the exception. President Trump has made it clear that he opposes the agreement and would like to terminate it. His dismissal of Rex Tillerson as Security of State, and his replacement by Mike Pompeo – along with his dismissal of General H.R. McMaster and replacement with John Bolton – indicate that President Trump may well seek to terminate the agreement in the near future – action which might or might not have significant bipartisan support. He faces a May 5th to decide whether to again waive economic sanction against Iran, a decision which comes up for renewal every 120 days.

The issue: China’s increased military presence in the Indian Ocean should not come as a surprise. China is following in the traditional path of other rising powers; it is expanding its military operations to match its interests abroad. The security implications of China’s push into the Indian Ocean region are mixed. In peacetime, these efforts will certainly expand Chinese regional influence. In wartime, however, China’s Indian Ocean presence will likely create more vulnerabilities than opportunities. China’s military forays into the Indian Ocean have triggered a series of warnings. The term “string of pearls” was first used to refer to Chinese basing access in the Indian Ocean by a 2004 report for the U.S. Department of Defense. That report suggested China’s growing regional presence could “deter the potential disruption of its energy supplies from potential threats, including the U.S. Navy, especially in the case of a conflict with Taiwan.” Other scholars have warned that Beijing seeks to “dominate” the Indian Ocean region. Others suggest that the Chinese government is simply following its expanding trading interests and seeking to secure its supply lines against disruption. Although China’s presence in the Indian Ocean may permit it to increase its regional influence, Chinese facilities and forces would be highly vulnerable in a major conflict. Thus, the security implications of China’s push into the Indian Ocean region are mixed. In peacetime, these efforts will certainly expand Chinese regional influence. In wartime, however, China’s Indian Ocean presence will likely create more vulnerabilities than opportunities.

Nearly two weeks after the U.S. “Trade Avengers” unleashed during their visit to Beijing what one reasonably could call “trade shock and awe” with a very aggressive—if thoroughly researched and well-crafted—set of demands targeting the yawning U.S. trade deficit with China and the core of that country’s throaty industrial policy, China this week is taking its turn with the visit of Chinese Communist Party (CCP) Politburo member and Vice Premier Liu He, President Xi Jinping’s economic point man who is almost universally described as a thoughtful, pragmatic, and mild-mannered policy academic. In the interim, voices from a wide swath of official Washington have sounded the alarm about the dangers of Chinese influence operations and the presence of alleged subversives, while President Trump himself seemed to cast aside these growing concerns by suggesting via Twitter that he would ask the Commerce Department to overturn its action against the Chinese telecommunications firm ZTE—long a focus of the U.S. security community for suspected cyber espionage activity and irrefutable violations of U.S. law—in response to protests that reportedly emanated directly from President Xi. With such frenetically sustained action in such a short period of time, the fog of war seems particularly thick at the moment. As such, it seems like a good time to slow down and have a think about how we got here, what actually is going on, and, with a little bit of luck, perhaps think about some ways to craft a viable way forward. Just like milestone birthdays in one’s personal life, important political anniversaries also can incline the mind toward reflection. Next year, of course, marks the fortieth anniversary of the reestablishment of diplomatic ties between the United States and China. As such, much breath and a lot of ink have been devoted to analyzing the course of the bilateral relationship over that nearly half-century. Although certainly not a universal opinion, it seems fair, if perhaps overly reductionist, to suggest that the general conclusion among a substantial number of U.S. officials, policy analysts, and journalists has been that the consistent U.S. policy emphasis on engagement with China during those forty years was, at the end of the day, a sham. In this rendering, naïve groups of senior policymakers in succeeding U.S. administrations and in most of the U.S. China-watching community were hoodwinked by wily CCP leaders who talked the talk of integrating into the so-called U.S.-led rules-based international order, but all the while they had a secret master plan to instead subvert that order and challenge U.S. primacy throughout the globe. In a slightly less menacing (if no less absurd) version of this narrative, China was, indeed, headed generally toward this hoped for integration under the stewardship of deceased paramount leader Deng Xiaoping and his handpicked successors Jiang Zemin and Hu Jintao until Xi Jinping arrived and, through a ruthless consolidation of power, decided instead to change course in what now regularly is referred to in shorthand as Xi’s “authoritarian turn.” But this conclusion seems utterly wrongheaded when examined in the light of hard facts. On the Chinese side of the equation, for example, Deng Xiaoping may have appeared warm and cuddly when donning his cowboy hat during his famous 1979 visit to the United States, but he could be just as ruthless and grasping as any other authoritarian leader. Deng’s exceptionally courageous and dogged pursuit of the policies of reform and opening certainly are worthy of praise, but they cannot, and therefore should not, be separated from the fact that he was content to sit idly by as Chairman Mao’s loyal lieutenant as Mao decimated his political rivals during the Anti-Rightist Campaign (1957-59) and the Great Leap Forward (1958-62). Nor should we forget that Deng used every ounce of his massive personal prestige with the People’s Liberation Army to, with steely determination, rally his many reluctant commanders to execute the brutal Tiananmen crackdown of June 4, 1989. Similarly, Xi Jinping is no Jack-in-the-Box-like figure who has pulled a fast one with a sharp directional turn in the last couple of years made all the more stark after his sweeping consolidation of power at last fall’s 19th Party Congress. In fact, it is this author’s contention, as supported by a large body of written work and public commentary, that everything Xi has done over the last five years was abundantly clear, whether explicitly or in embryonic form—from the moment he was introduced to the world as China’s new top leader in the fall of 2012, as encapsulated in his call for his country to pursue the “China Dream” set on a foundation of “the great rejuvenation of the Chinese nation.” This by no means suggests the United States should express support for, or even acquiescence in, Xi’s policies, but only that it should not be reacting with the borderline hysteria that now seems to be gripping Washington.

President Trump's cancellation of the summit with North Korea is a warning as to just how difficult it is to bring any kind of stability to the Korean Peninsula and Northeast Asia. It is also a warning that the U.S. cannot focus on the nuclear issue and ICBM, rather than the overall military balance in the Koreas and the impact that any kind of war fighting can have on the civil population of South Korea and the other states in Northeast Asia. The nuclear balance is an all too critical aspect of regional security, but it is only part of the story and military capability do not address the potential impact and cost of any given form of conflict.

36. Iran Sanctions at the Halfway Point

On May 8, President Trump announced the U.S. withdrawal from the Joint Comprehensive Plan of Action (JCPOA), the nuclear agreement endorsed by Iran, the United States, France, Germany, China, Russia, and the United Kingdom. Concurrent with that action, Section 1245 of the National Defense Authorization Act of FY 2012 (NDAA) was reactivated, along with other U.S. sanctions under the Iran Freedom and Counter-proliferation Act (IFCA), the Iran Sanctions Act (ISA), and the Iran Threat Reduction and Syria Human Rights Act of 2012 (ITRSHRA). Departments and agencies are implementing these sanctions with 90-day and 180-day wind down periods, after which time the applicable sanctions come back into full effect.1 Since May, administration officials from several agencies have been travelling around the world to explain the rationale for the decision to pull out of the JCPOA and persuade countries to comply with the sanctions program. Earlier this week (following the end of the first 90-day wind down period), the administration announced that on August 7 sanctions would be reimposed on: Iran’s automotive sector; Activities related to the issuance of sovereign debt; Transactions related to the Iranian rial; Iran’s trade in gold and other precious metals; Graphite, aluminum, steel, coal, and software used in industrial processes; The acquisition of U.S. bank notes by the government of Iran.

37. Debating the Quad

In this Centre of Gravity paper, six of Australia’s leading scholars and policy experts debate Australian participation in the ‘Australia-India-Japan-United States consultations on the Indo-Pacific’ - known universally as the ‘Quad’. A decade since its first iteration, the revival of the Quad presents significant questions for Australia and the regional order. Is the Quad a constructive partnership of the region’s major powers to safeguard regional stability, uphold the rules-based order and promote security cooperation? Is it a concert of democracies seeking to contain China? Or is it an emerging strategic alignment that risks precipitating the very confrontation with China it seeks to avoid? Or is it something else entirely? Euan Graham opens the debate by arguing that the Quad represents a rare second chance for Australia to cooperate with regional powers who have a shared interest is the maintenance of stability in Asia through the preservation of a balance of power. In addition to constraining China’s strategic choices beyond its maritime periphery, Dr. Graham argues that the Quad’s revival aims to send a concerted strategic signal to China along the four compass points of the Indo-Pacific region, but sufficiently restrained to avoid significant blowback from Beijing. Chengxin Pan responds that instead of forcing China to change tack, the Quad, by exacerbating China’s strategic vulnerability, will achieve precisely the opposite: prompting it to further strengthen its military capabilities. Dr. Pan argues that the nature of China’s challenge to the existing regional order is actually geoeconomic in design, as evidenced by the Belt and Road Initiative. To meet this challenge, however, the Quad’s military response is far from the right answer or an effective alternative. Ian Hall next argues that the Quad is neither a proto-alliance nor an instrument for containing China. Given that these states have so far failed to advance a coherent and coordinated line on Chinese initiatives to transform the region, Dr. Hall notes that the Quad offers something more prosaic and evolutionary: a forum for discussion and information exchange intended to lead to better policy coordination between like-minded states with a stake in the rules-based order. Rikki Kersten notes that the Japanese government wants Quad 2.0 to be seen as a Japanese initiative because it aspires to lead an ethical endeavour that reaches beyond the Asia-Pacific region. This represents a stepchange in post-war Japanese foreign and security policy thinking. Japan under Abe is seeking to harness rising insecurity to underpin its own regional leadership credentials and enhance the geographical scope of its security policy ambition. Benjamin Zala responds that the potential risks associated with sending containment-like signals to Beijing in the short-term and the potential for misperceptions over ambiguous commitments during a future crisis in the longer-term clearly outweigh the benefits of the current vague aspiration to cooperation with no clear purpose. Dr. Zala also warns against blurring the lines between formal military alliances and strategic partnerships like the Quad which increase the odds of miscalculation during times of power transition. Finally, Sarah Percy rounds out the debate by arguing that discussions of the Quad’s high politics have thus far obscured the more practical and interesting questions about how it might function and contribute to maritime security. Dr. Percy notes that that the day-to-day operations of most navies are focused on the more proximate security challenges posed by maritime crime. The Quad would yield tangible and possibly lasting benefits from such cooperation.

38. Are Iran’s ballistic missiles designed to be nuclear capable?

Iran has the largest and most diverse ballistic-missile arsenal in the Middle East – could these systems one day be used to launch nuclear weapons? In a new report, IISS analysts Michael Elleman and Mark Fitzpatrick offer a detailed assessment of the design intentions behind each missile within Iran’s inventory. The result is a clear picture as to which platforms the United States and its allies should seek to remove, and which ones can be discounted. The common claim that Iran’s missile development must be stopped altogether because these systems could deliver nuclear weapons in the future rests on broad generalisations. While there is reason for concern, priority attention should be given to those missiles that might realistically be used for such a purpose, if Iran were to go down a perilous nuclear path. The international standard – but not treaty – for determining the inherent nuclear capability of missiles is the threshold developed in 1987 by the Missile Technology Control Regime (MTCR), which seeks to forestall exports of missile systems able to deliver a 500kg payload a distance of 300km or more. Eight of Iran’s 13 current ballistic missile systems – the largest and most diverse arsenal in the Middle East – exceed this threshold and are thus deemed to be nuclear capable. The other five, all within the Fateh-110 family of missiles, are certainly lethal, especially when shipped to Hizbullah for use against Israel, but they are clearly not intended for nuclear use. Because capability does not equal intent, the MTCR guidelines should be just the first step in an assessment of Iran’s intentions for its missiles. When the United Nations Security Council drafted a new resolution in July 2015 to accompany the Iran nuclear agreement finalised that month, an element of intent was added to previous sanctions resolution language that prohibited launches of Iranian missiles that were ‘capable of delivering nuclear weapons’. The 2015 resolution calls upon Iran not to engage in activity concerning missiles ‘designed to be’ capable of delivering nuclear weapons. What it means ‘to be designed’ is undefined. Judging intent is partly subjective, but technical clues and intelligence information can guide analysis. The soundest approach is to disaggregate Iran’s various missile systems, and to assess design intentions on the basis of the technical capabilities and lineage of the different missiles.

39. The conventional military balance on the Korean Peninsula

As US President Donald Trump and North Korean leader Kim Jong-un meet in Singapore on 12 June, it is useful to keep in mind what is at stake. The long-standing tinderbox of the Korean Peninsula, if ignited through another provocation or miscalculation, could spark a full-scale war that could well go nuclear. The prize of diplomacy – sustainable peace on the peninsula – is all the more valuable when one considers the range of military capabilities potentially in play. This information is of use in assessing both the goals of diplomacy and the risks should the current efforts fail. Weapons based on the Korean Peninsula have become faster, more precise and more powerful. North Korea has tested a thermonuclear weapon, an intercontinental ballistic missile and more accurate shorter-range missiles, all designed to offset the relative qualitative weakness of its broader conventional forces. It has also pursued advanced cyber capabilities. South Korea, meanwhile, has focused on developing military systems allowing for more rapid and precise strikes. US forces on the peninsula have introduced yet more advanced capabilities. For these reasons the IISS provides this independent, measured and detailed analysis of military dynamics on the peninsula. The report focuses on the defence policies and military capabilities of the two Koreas, and the US military forces stationed in South Korea which can be brought to bear in a crisis. While it does not ignore unconventional systems, it principally focuses on conventional capabilities. Due to its poverty and isolation, North Korea’s conventional forces have become relatively weaker, compared with those of South Korea and its US ally. Aware of this qualitative inferiority, Pyongyang has invested in asymmetric capabilities, particularly the pursuit of nuclear weapons and ballistic missiles to deliver them. Nonetheless, Pyongyang’s armed forces remain equipped with a wide range of conventional military systems, including large numbers of artillery pieces and multiple-launch rocket systems. Its armed forces, at around 1.2 million, are the fourth-largest in the world. Its conventional military power remains significant, not least because of these numbers (for instance, 4,000 main battle tanks and 8,500 self-propelled- and towed-artillery systems) and the weight of fire they could rapidly bring to bear if employed. Seoul, for instance, is within range of many of North Korea’s artillery systems. North Korea has also developed increasingly advanced cyber capabilities as another aspect of its asymmetric power. The North will continue to improve these, if only to slow the decline in military parity between it and the South. US and South Korean defence authorities assume that the North will, in the event of major conflict, use cyber attacks against South Korean critical infrastructure and command-and-control networks. However, recent events like the Wannacry ransomware attacks have shown that North Korea is now using its cyber power for another purpose: raising revenue to support the regime. Meanwhile, South Korea’s defence policy and military posture is dominated by the security challenge from the North. This has led Seoul to pursue military capabilities, and strategies, designed to defeat North Korean provocations. These range from developments in air-defence, intended to tackle North Korea’s air force and missile capabilities, to strategies designed to pre-empt a potential North Korean provocation. To enable these strategies, South Korea has developed and procured increasingly advanced military systems, ranging from its own Hyeonmu ballistic- and cruise-missiles, to advanced air-to-ground air-launched weapons and, in the next few years, squadrons of F-35A combat aircraft. Working closely with the South Korean armed forces, the US maintains a military presence some 28,500-strong in South Korea, augmented by advanced military systems on the peninsula like the Terminal High-Altitude Area Defense (THAAD) ballistic-missile-defence system, and the military power deployed by the US in the broader Indo-Pacific. With the Iran nuclear accord currently on life support, it is not too late to pursue diplomatic measures that address the growing challenge posed by Iran’s ballistic missiles, argues Michael Elleman in a new report. The lack of curbs on Iran’s missile programme was cited by President Donald Trump in May 2018 as one of the principal reasons for withdrawing from the 2015 Joint Comprehensive Plan of Action (JCPOA). With the nuclear accord consequently on life support, it is not too late to pursue diplomatic measures that address the growing challenge posed by Iran’s ballistic missiles. The most promising would be to lock in, through negotiations, the 2,000 kilometre-range limit that Iran has previously stated is its maximum requirement. While this would not reduce the threat perceived by Iran’s regional neighbours, it would forestall development of systems that could target Western Europe or North America. Tehran is not likely to commit to verification measures for such negotiated range limits, however, without receiving something in return. One bargain that could be considered would be to allow Iran to continue its satellite-launch programme, under certain conditions, while capping the maximum range of its ballistic missiles. Such a trade-off may also be relevant to the North Korean case.

42. Will North Korea Denuclearize after the Singapore Summit? Lessons from the past

Policy-makers, scholars, and analysts disagree about whether North Korea will take any meaningful denuclearization steps after its leader Kim Jong Un met with U.S. President Donald Trump in Singapore in June 2018. Many believe that the breakdowns of the 1994 Agreed Framework and the Six Party Talks process in the 2000s show that North Korea’s nuclear weapons program cannot be constrained through cooperation. According to this view, Pyongyang violated its previous commitments once it received economic and political benefits, and it will do so again. The underlying assumption is that Washington was fully implementing its own commitments until Pyongyang broke the deal. But is this true? This paper discusses three key findings drawn from an analysis of U.S. implementation of past denuclearization agreements with North Korea. The first is that the United Stated did not always follow through with its cooperative commitments because of domestic political constraints, even when North Korea was fulfilling its commitments. This makes it difficult to determine whether North Korea ultimately did not honor its obligations because it never intended to or because it was responding to U.S. actions. The second is that some parts of past deals were more susceptible than others to being undercut by domestic opposition because they received insufficient political attention. The third is that such domestic interference could be minimized by obtaining the widest possible coalition of domestic support from the negotiation stage. The roadmap for North Korea’s denuclearization is unclear, as the Singapore summit did not determine concrete steps toward that goal. Secretary of State Mike Pompeo’s visit to Pyongyang in early July also did not yield specifics such as the scope and timeline of denuclearization. But based on the findings from past agreements, this paper argues that the only way for the United States to find out if engagement will work this time is to test North Korea’s intentions by carrying out Washington’s own cooperative commitments more consistently than in the past.

The relocation of the US embassy from Tel Aviv to Jerusalem draw once again the attention of international community to Israel. The event of relocation is in line with the decision of the Trump administration reached in December last year, a move that has its legal foundation in the Jerusalem Embassy Act that was passed by the US Congress as far as 1995. For more than twenty years, the American administrations have been delaying the decision to move the US embassy to Jerusalem, and the Jerusalem Act was void of presidential signature until Donald Trump became president. In the same year when he took of�ice president Donald Trump recognized Jerusalem as the capital city of the State of Israel and ordered the relocation of the US embassy from Tel Aviv. Ever since the time of David, the king of Israel who conquered Jerusalem more than three thousand years ago, and his son king Solomon who built the First Temple, Jerusalem was the Holy City for Jews around the world and the center point for Israel and Judaism. At the same time Jerusalem is a holy site for the Palestinians and the Muslim world, hence a source of confrontation for the two sides. Notwithstanding, people of Israel believe that Jerusalem cannot be divided and that only Jerusalem due to its cultural, historical and religious importance for the Jews, is and can be the only capital city of the State of Israel. However, this status of Jerusalem is still not fully internationally recognized, with a number of United Nations states who do not acknowledge the right of Israel to sovereignly rule in Eastern Jerusalem, including the Old City where most sacred sites of Judaism are located – the Western Wall and the Temple Mount.

Th e year 2014 marked an infl ection point in NATO‘s relations with Russia after the Cold War: Moscow moved from a potential “strategic partner to a strategic competitor.”2 With the illegal annexation of Crimea, the intervention in the Ukraine, and the continued intimidation of NATO member states, Russia violated central principles of the Euro-Atlantic security order, such as the inviolability of frontiers and the non-use of force.3 Th is in turn has led to calls in NATO for reinforced deterrence, especially from East Europe, while other NATO allies have argued for concurrent dialogue with Moscow.

Abstract:
At the strategic level, the convergence in time and space of the events following the chemical weapons attack in Duma by the Syrian regime portend a dramatic development with substantial potential impact for Israel’s security environment. The attack on the T4 airbase, attributed to Israel, falls within the context of the last red line that Israel drew, whereby it cannot accept Iran’s military entrenchment in Syria. The attack in Duma reflects the Syrian regime’s considerable self-confidence at this time. As for Trump, the attack provides him with another opportunity to demonstrate his insistence on the red lines that he drew and take a determined stance opposite Putin. Thus, Israel’s enforcement of its red line and the United States’ enforcement of its red line have met, while Russia finds itself exerting efforts to deter both countries from taking further action that could undermine its achievements in Syria and its positioning as the dominant world power in the theater. However, the strategic convergence does not stop at Syria’s borders, and is unfolding against the backdrop of the crisis emerging around the Trump administration’s demands to improve the JCPOA, or run the risk of the re-imposition of sanctions and the US exiting the agreement. Indeed, the context is even wider, with preparations for Trump’s meeting with North Korean President Kim on the nuclear issue in the far background. Therefore, the clash between Israel and Iran in Syria on the eve of deliberations on the nuclear deal could potentially lead to a change from separate approaches to distinct issues to a broader and more comprehensive framework with interfaces and linkages between the issues.

Abstract:
Against the backdrop of the visit to Washington by President Macron and the scheduled visit by Chancellor Merkel in an effort to persuade US President Trump not to leave the JCPOA, this article zeros in on the key issues that need to be addressed by the allies. Guided by what is not only necessary but feasible at this late stage, the topics addressed include missiles, inspections, lack of transparency, sanctions, and the sunset provisions. Everything turns on political will – if it exists, agreeing to the proposed steps should not entail a lengthy process, and implementation can realistically begin in relatively short order. Significant results will mean the international community emerges with reinforced solidarity and a strengthened JCPOA. If negotiations progress seriously on this basis, it would make sense for the Trump administration to allow additional time beyond May 12 to complete them.

47. Israel and United States Military Assistance to Egypt

Abstract:
In January 2018, the United States and Egypt signed a bilateral communications security agreement known as the Communications Interoperability and Security Memorandum of Agreement (CISMOA), which protects and regulates the use of sensitive American avionics and communications systems. This development now allows, for the first time, the acquisition by Egypt of US-made high precision GPS-based air-to-ground weapon systems and components, as well as advanced air-to-air missiles. Over the years, Israel’s concerns over the sale of large quantities of US weapon systems to Egypt were moderated by the quality cap dictated by the absence of a CISMOA agreement. Israel thus needs to raise this issue with Washington, within the context of the Qualitative Military Edge (QME) discussions. Given the unreliability of enduring stability in the Middle East, as exemplified by the events in Egypt since 2011, Israel should not disregard possible future scenarios in which its QME versus Egypt may matter. Based on the current convergence of security interests between Israel and Egypt, raising this issue with the US, though likely to upset Cairo, is not expected to undermine the practical manifestations of this relationship.

Israel’s exposure of the Iranian nuclear archive was an impressive and professional operation. It was meant to help prepare public opinion for President Trump’s statement and to make it more difficult for the other leaders who are party to the agreement and who are in no hurry to enter into a confrontation with Iran. In light of the importance of the great threat that Iran poses to Israel, the exposure operation was a vital step in a long struggle. The alternative of not exposing the material would have meant giving up the chance of using the information to create cognitive value and leaving it in the archives of the intelligence community.

Although the Barack Obama administration rhetorically made Southeast Asia a centerpiece of its “rebalance to Asia” strategy, the administration still largely focused on the Middle East and Europe, and Southeast Asia remained a low U.S. policy priority. The Obama administration did try to boost U.S. economic ties with Southeast Asia in 2016 by forging the Trans-Pacific Partnership (TPP), but that trade deal was broadly unpopular in the United States. The following year, the Donald J. Trump administration ended U.S. participation in the TPP, and it also suggested launching punitive economic measures against Southeast Asian states currently running trade surpluses with the United States. Many Southeast Asian leaders now worry that Washington has no clear security or economic strategy for the region, other than applying pressure on Beijing to respect freedom of navigation in the South China Sea. In this perceived void of U.S. leadership and strategy, workshop participants assessed how Southeast Asia might change as China becomes an increasingly dominant regional security and economic actor. They also discussed the future of U.S. strategic and economic relationships with important partners in the region, including Indonesia, the Philippines, Singapore, Thailand, and Vietnam. Participants further considered how China might use its growing leverage in Southeast Asia, and whether Beijing’s tactics could backfire. Finally, several workshop participants posited that the United States, China, and Southeast Asian states could cooperate on at least some nontraditional security issues, such as combating piracy and terrorism.

One of the most notable consequences of the end of the Cold War was the diminished role of nuclear weapons in international relations. The world’s primary nuclear weapon powers, the United States and the Russian Federation, made considerable reductions in their nuclear forces. The climax of the process was the New START Treaty signed in 2010. Now, the optimism that characterized the first decades of the post-Cold War era is rapidly evaporating. Geopolitical competition again dominates global and regional security dynamics. Nuclear powers are modernizing their forces and introducing novel systems that may affect strategic stability. At the same time, existing arms control regimes are crumbling. This report takes stock of recent developments in deterrence in general, and nuclear deterrence in particular. Its main ambition is to understand how deterrence has changed in light of certain post-Cold War trends. To this end, the report introduces the basic principles of deterrence. It also explores the nuclear-related policies and capabilities of the four nuclear weapon states most directly involved in European security affairs – Russia, the United States, France, and the United Kingdom. Importantly, the report also analyses the implications of the recent trends in strategic deterrence for Northern Europe. This report is part of a research project conducted by the FIIA entitled ‘New Challenges for Strategic Deterrence in the 21st Century’. The project is part of the implementation of the Government Plan for Analysis, Assessment and Research 2018.
