Abstract:
The Peace Spring Operation (PSO), launched on 9 October 2019, was Turkey’s military/diplomatic/political offensive against the People's Defence Units (YPG) in Syria and beyond and was triggered by key dynamics in the country. The first was the redeployment of US troops in the northeast of Syria; second was the expansion of Russia’s area of influence towards the east of the Euphrates; third was the launch of a new phase of the Assad government’s operation in Idlib; forth was a re-evaluation of YPG’s patron-client relationship with the United States and the European Union. Turkey sought to prevent the formation of a Kurdish state and to address the Syrian refugee issue. While Turkey was able to achieve some strategic gains via the PSO, many challenges remain which prevent Ankara from achieving all its objectives. This paper argues that PSO should be analysed in the context of Turkey’s two former operations in Syria, Euphrates Shield Operation (ESO) and Olive Branch Operation (OBO).

Abstract:
Since the fall of Baghuz city in North East of Syria in March 2019, thousands of women, children and former IS fighters have been imprisoned in either camps or prisons. Following the Turkish military operation in October 2019, the security conditions have deteriorated, resulting in fewer guards as well as more instability and vulnerability for all those imprisoned. The worsening living conditions, the absence of adequate medical care and lack of access to education endanger the future of the children imprisoned in the camp. Moreover, the influence of the Muhajirats remains constant as a means for the spreading of propaganda inside and outside the camps.

Abstract:
The Syrian Constitutional Committee, a UN-authorised constituent assembly, was established to reconcile the Syrian government and the Syrian opposition, in the context of the peace process, by adopting a new constitution for Syria. While it enjoys a measure of international legitimacy, it may be a mechanism to override the terms of UN Security Council’s resolutions 22541 in favour of establishing the Astana talks as the only regulator of the political process. The committee has encountered several challenges. First is the divergence of expectations between the opposition and the Syrian government; second, the lack of a clear time frame for its deliberations; third, the Syrian government’s insistence on imposing its anti-terrorism vision; finally, the lack of international commitment to its outcome, mainly from the US and its partners. This brief examines the positions of both the Syrian government and the opposition and their expectations from the constitutional process as well as the impact of the Turkish offensive in the north east of the country on the process.

404. Russian views on the Constitutional Committee and the political process in Syria

Abstract:
The Russian leadership believes that the Constitutional Committee (CC) is a key factor in a political settlement in Syria. Russia hopes that the West, primarily the EU, adhering to the principle of “no reconstruction without a political transition”1, would regard the launch of the CC as the beginning of this political process and increase humanitarian aid to Syrians living in government- controlled territory. Russia's position on the constitution issue differs from that of the Syrian government. However, glimmer of hope could come from events in northeast Syria2, which has strengthened position of the opposition in the CC. Yet, neither Russia, nor Syria, are ready to recognise this reality. The Russian leadership is not likely to promote rapprochement between the Syrian government and the opposition on reform issues, as Russia perceives these to be the internal affairs of Syria. In Russia, it is perceived that the constitutional, and later, the political process based on the new constitution, could facilitate the return of refugees. The next step after the adoption of the new constitution should be legislative reform, which would bring Syrian legislation into line with the constitution. The topic of legislative reform in Syria could become bargaining tool for Europe in negotiations with Russia. If Europe wishes to stabilise the situation in Syria and the Middle East, it should first participate in reconstruction efforts by reviving the economy, and thereby Syrian civil society. This would be an indirect stimulation of political reforms. In this case, European leaders need to develop a long-term strategy aimed at improving Syrian society, preventing radical ideas, terrorism and possible new waves of migration to Europe. Russia could contribute to the implementation of European initiatives as the interests of Russia and Europe to stabilise Syria and the region coincide.

405. Europe Needs a Regional Strategy on Iran

The rift between Europe and the United States over Iran is deepening. To regain leverage, the Europeans should engage all eight Gulf states in talks about regional security and nonproliferation. The rift between Europe and the United States over Iran is deepening. Two years of U.S. maximum pressure on Tehran have not yielded the results Washington had hoped for, while the Europeans have failed to put up enough resistance for their transatlantic partner to change course. Worse, the U.S. policy threatens to destabilize the broader Persian Gulf, with direct consequences for Europe. To get ahead of the curve and regain leverage, the European Union (EU), its member states, and the United Kingdom have to look beyond their relations with the Islamic Republic and address wider regional security challenges. The United States’ incipient retreat as a security guarantor and Russia’s increased interest in the region make it necessary for Europe to engage beyond its borders. Despite being barely alive, the 2015 international nuclear deal with Iran offers a good starting point. The Europeans should regionalize some of the agreement’s basic provisions to include the nuclear newcomers on the Arab side of the Gulf. Doing so would advance a nonproliferation agenda that is aimed not at a single country but at the region’s broader interests. Similarly, the Europeans should engage Iran, Iraq, and the six Arab nations of the Gulf Cooperation Council in talks about regional security. Rather than suggesting an all-encompassing security framework, for which the time is not yet ripe, they should pursue a step-by-step approach aimed at codifying internationally recognized principles at the regional level.

Abstract:
Taiwan needs to look not just to the energy it needs right now but also to the energy it will need ten to twenty years from now if it is to power its future. This paper focuses on two elements of the paradigmatic transformation that are especially relevant to Taiwan’s future: (1) the rise of new energy and storage technologies, and (2) the dynamics of liquefied natural gas pricing. In particular, it looks at several ways in which new investment partnerships between Taiwan and U.S. players could bolster Taiwan’s ambitious effort to build out renewable energy as a source of industrial and residential power.

The United States, Russia, and Iran have chosen markedly different approaches to security assistance in the Middle East, with dramatic implications for statebuilding and stability. The Middle East and North Africa (MENA) region is the world’s testing ground for the effectiveness of security assistance provided by global and regional powers. That security assistance has contributed to the intensity and frequency of proxy wars—such as those under way or recently wound down in Libya, Yemen, Syria, and Iraq—and to the militarization of state and substate actors in the MENA region. Security assistance is at the core of struggles for military, strategic, ideological, and even economic preeminence in the Middle East. Yet despite the broad and growing importance of security assistance for the region and for competition within it between global and regional actors, security assistance has been the subject of relatively little comparative analysis. Efforts to assess relationships between the strategic objectives and operational methods of security assistance providers and their relative impacts on recipients are similarly rare.

A key issue dominating Iran’s foreign policy agenda is the future of the Iran nuclear deal with regard to the next US president. Non-state armed groups mark the core of Iran’s leverage in the region, but Iran is currently looking into diversifying its means of influence. Although Iran considers its non-aligned position a strength, it is also a weakness. In an otherwise interconnected world, where other regional powers enjoy partnerships with other states and can rely on external security guarantors, Iran remains alone. By being more integrated into regional cooperation and acknowledged as a regional player, Iran could better pursue its interests, but US attempts to isolate the country complicate any such efforts. In the greater superpower competition between the US and China, Iran is unlikely to choose a side despite its current “look East” policy, but may take opportunistic decisions.

The European Union is renewing its Concept on Strengthening EU Mediation and Dialogue Capacities after more than a decade. The new concept is being launched at a time when international peace mediation is at risk of lagging behind in the face of accelerating power politics. The United Nations Security Council seems to be paralysed, and many peace processes frozen solid. Regional actors, such as the EU, now have a window of opportunity to strengthen their role, albeit amid difficult circumstances, as learnt, for example, in Ukraine and Syria. This Working Paper suggests that the EU has special abilities to build on in peace mediation, including exceptional resources for capacity-building and mediation support. Capable of harnessing the resources of the member states, civil society and private mediation actors alike, the EU can build tailor-made, multi-level processes for resolving conflicts, and make the essential change-makers pull together. However, there is still room for improvement in EU action, for example in the evaluation of mediation, to which end this research sheds light on several concrete steps that the EU can take in order to optimize its efforts.

410. The Arms Control–Regional Security Nexus in the Middle East

The erosion of the 2015 Iran nuclear agreement poses a risk for both Middle East regional security and the global nuclear non-proliferation regime. At the same time, it highlights the need to build a more sustainable regional foundation for conflict resolution and arms control in the Middle East. This paper argues that the arms control– regional security nexus should be better reflected in European policy. While maintaining the Joint Comprehensive Plan of Action (JCPOA) and preventing further US–Iranian escalation should be the European Union’s (EU) first priority, the paper urges the EU to develop a more comprehensive approach in support of regional security, arms control and disarmament in the Middle East. In addition to resolving inconsistencies in current EU policies on regional security, arms control and arms exports to the Middle East, the EU should consider throwing its political weight behind two emerging processes that could provide a much-needed opening for regional cooperation: security dialogue in the Gulf and the annual Middle East weapons of mass destruction (WMD)-free zone conferences at the United Nations. If it involved regional non-proliferation cooperation, the former process could also help manage the negative consequences of the potential collapse of the Iran nuclear agreement.

Abstract:
Nearly a decade after the Arab Spring, the substantial political change that many across the Middle East and North Africa (MENA) have hoped for has yet to be seen. In fact, as the 2019 wave of protests shows, street protests continue to endure in the region, often over the same recurring issues. This paper takes a regional approach to understanding the state of the social contract in MENA countries. It describes, country-by-country, the impact of protest movements, or their absence, on relations between society and the state, and the likely effect of the COVID-19 pandemic on those relations. It then examines the roles and impact of external actors, and the attitudes that they have adopted towards protests. Based on this analysis, the authors recommend that the European Union (EU) adopts a new approach to regional security and stability that takes the needs of the populations as the starting point. This would involve a broader EU agreement on priorities in MENA that emphasize aspects that answer those needs.

412. Strengthening Global Regimes: Addressing the Threat Posed by Chemical Weapons

The inadequate response to the use of chemical weapons by a state against its own population was an important catalyst leading to the creation of the 1993 Chemical Weapons Convention (CWC). A great deal has been achieved under the CWC, which is an important example of how multilateral cooperation can succeed. Recent cases of confirmed use prove that the task of eliminating chemical weapons is not complete. Chemical weapons are once again being used on the battlefield and as terror weapons. Moreover, their use in targeted attacks against politically exposed persons presents a new challenge to the commitment made by CWC states parties that chemicals will be developed and produced exclusively for peaceful use. When they come together to review the CWC in late 2020, the states parties will have to assess whether their response to the challenges posed by the use of chemical weapons has been proportionate to the threat. If not, then they will have the responsibility to create the new capacities, invent the new instruments and develop the new initiatives that will make their efforts more effective. This SIPRI Policy Paper provides an explanation of the context for some important recent decisions and an analysis of them. It also proposes some actions that CWC states parties could take together in support of the effort to eliminate the threat of chemical weapons.

413. Iran’s Revolutionary Influence in South Asia

Soon after Iran’s Islamic revolution in 1979, its leader, Ayatollah Ruhollah Khomeini declared that Iran would challenge “the world’s arrogant powers” across the globe. 1 “We shall export our revolution to the whole world,” he announced, adding that “Until the cry ‘There is no God but God’ resounds over the whole world, there will be struggle.’” 2 The idea of exporting Iran’s ideology was also incorporated in the Islamic Republic’s constitution. Article 154 of the current Iranian constitution affirms that Iran “supports the just struggles of the mustad’afun [oppressed] against the mustakbirun [tyrants] in every corner of the globe.” As is often the case with revolutionary regimes, the early fervor of the Iranian revolution seems to have subsided and the broader goal of replicating the Islamic revolution has been modified to expanding Tehran’s influence and ensuring external support for the survival of its clerical regime. But Iran still pursues a robust policy of cultivating and deploying proxies in other, mainly Muslim countries. The role of Iran’s proxies and allies in the Middle East is well known, partly because it is more overt. Hezbollah’s targeting of Israel and its efforts to dominate Lebanon, Iran’s role in propping up the Bashar Assad regime in Syria, or its political and militant meddling in Iraq and Yemen often make headlines. But the Ayatollahs have also expanded their influence across South, Central, and East Asia without attracting the same level of attention as their activities in the Middle East.

When Trump says that he wants NATO to take more responsibility in the Middle East, what he means is that he wants the European allies to do more. He is campaigning for re- election and has promised to bring the boys (and girls) home for Christmas. And of course, in Iraq American troops are less than welcome these days, after the targeted assassination of Iranian General Soleimani near Baghdad airport (3 January 2020). In late 2019, Trump had already withdrawn most troops from Syria, and now the peace agreement with the Taliban (29 February 2020) will allow him to draw down the US military presence in Afghanistan too. And the US is considering pulling its troops out of the Sahel as well. What does this mean for Europe?

415. State Violence and Public Monitoring – Britain’s use of torture in Mandatory Palestine

Abstract:
In his influential work Torture and Democracy, Darius Rejali argues that when democracies use torture, they tend to resort to the use of stealthy torture techniques in order to avoid detection. Using primary archival sources, this paper examines Rejali’s hypothesis by looking at torture in the British Mandate in Palestine up to 1945. First, looking specifically at torture it will show that the case study fits the hypothesis, as torture was generally stealthy, but also systemic and at times officially sanctioned. It locates the reason for the use of torture in the failure of intelligence gathering, before examining the pressures public monitoring put on the British. The historical literature tends to emphasise the concerns British authorities had over propaganda in both the foreign and local press: however, this paper also highlights the threat of pan-Arabic and Muslim agitation across the Middle East and India. After noting that torture is merely one form of violence in the state’s repertoire, and therefore cannot be fully understood in isolation, the paper aims to put the use of torture in its wider context. In Palestine, torture took place alongside a brutal counterinsurgency campaign, in which British servicemen systemically carried out casual brutality against the local population, which, in contrast to the use of torture, was highly visible and unconcerned with public monitoring. It is argued that the reasons for this casual brutality were the poor conditions of service, the make- up of the force, and the racism endemic in it. Despite this seeming contradiction of the monitoring hypothesis, the paper concludes by arguing that the hypothesis can explain the disparity between stealthy torture and visible casual brutality. In doing so, it draws attention to the importance of perception in public monitoring as well as the shifts in the factors affecting the Mandate.

The question of the correlation between Islam, political Islam, and liberal democracy has so far been the most exposed topic in exploring the democratic capacity of political Islam and Islamic societies in general. What is particularly intriguing about the relationship between political Islam and liberal democracy is the fact of its westernized triviality that has received a pejorative tone in Islamic political circles. Simplified, the triviality of liberal democracy for the Islamic political campus implies imposing a model of democracy that cannot be fully compatible with the original Muslim notion of society and government. Hence, the following paper analyzes exactly the relations of political Islam to specific inherent categories of liberal democracy such as the rule of law, representative government, the separation of powers, and secularism as diferenta specifica of liberal western democratic discourse. Through the methods of induction and deduction, the author will illustrate how appropriate tangent or divergence is illustrated and how this is reflected in the general ideological positioning of political Islam towards liberal democracy in Muslim countries through an axiological and praxeological perspective.

418. Yemen’s Accelerating Economic Woes During the COVID-19 Pandemic

Abstract:
Since early 2015, when the onset of war led to the cessation of large-scale oil exports, Yemen has been almost completely dependent on three main external sources to secure foreign currency inflows and stimulate economic activity: foreign humanitarian aid, Saudi financial support to the Yemeni government, and – by far the most significant – remittances from Yemeni expatriates, most working in Saudi Arabia. All three of these foreign currency sources have dramatically declined in 2020. The Saudi response to the COVID-19 global pandemic, in concert with record low oil prices, led to historic economic contractions and spending cuts in the kingdom, in turn undermining the ability of hundreds of thousands of Yemenis to work there and send money home. This occurred alongside a steep decline in international donor funding for the Yemen relief effort and the Central Bank of Yemen in Aden effectively exhausting the US$2 billion Saudi deposit it received in 2018. Roughly half the population in Yemen was already food insecure before the onset of the current armed conflict. The general economic collapse the war precipitated led to millions more requiring emergency food assistance to survive. The current acute shortage of foreign currency sources has profound implications for the value of Yemen’s domestic currency, and the country’s ability to finance fuel and basic commodity imports, and is likely to lead to the rapid intensification of the humanitarian crisis. This paper presents policy recommendations to address this situation for the United Nations and other international stakeholders, Saudi Arabia and other Gulf states, as well as the internationally recognized Yemeni government and the de facto authorities in Sana’a (the armed Houthi movement, Ansar Allah).

This SIPRI Policy Brief contributes to the discussion on missile proliferation in the Middle East and North Africa (MENA) by providing an overview of regional missile arsenals and by considering ways to address related risks. The paper makes policy recommendations, highlighting the need to move beyond the selective focus on certain types of missiles in the hands of certain states, towards a more comprehensive approach based on greater transparency, responsible arms exports and confidence- and security-building measures (CSBMs). The proliferation of missiles in MENA is linked with intractable security dilemmas and conflicts, arms exports and the use of force by extra-regional states. Supply-side controls and other restrictions on missiles are necessary but likely insufficient if applied without consideration of the broader regional security dynamics. Particularly when limited to certain states alongside continued arms exports to others, measures against missile proliferation might end up contributing to the demand side of the problem by exacerbating overall military asymmetries. Hence the need for CSBMs and comprehensive risk assessment of arms export policies, which could help strengthen efforts to restrain both the further proliferation and use of missiles in MENA.

Abstract:
Despite being one of the most important allies of the United States in the Middle East, Israel has been building a new partnership with China since 2013. The repositioning is motivated by changes in the country’s strategic environment, its crisis in the relationship with the United States during the Obama years, and its economic and infrastructural needs. However, Israel is still deeply anchored in its alliance with the United States, which will impose limitations on how far its partnership with China can grow. For now, nevertheless, this relationship attests to the new geopolitical reality of the 21st century in which even the most ardent US allies, such as Israel, must hedge their bets and diversify their partnerships by engaging China.

Abstract:
The purpose of this paper is to analyse the evolution of female labour force participation in Jordan vis-à-vis institutional and economic development. When it comes to institutions, the primary focus will be on family law and labour law. Within the economic development framework, the focus will be on how the social contract motivated the structuring of the economy, labour market, and approach to welfare during three stages of Jordan’s economic development, namely the industrialisation period (1967-1982), the economic bust period (1983-1992), and the economic adjustment period (post-1993). Within each period, the implications of these factors on the composition and size of the female labour force participation is discussed. The findings indicate that a patriarchal approach to welfare, and consequently the low female labour force participation, was sustainable through economic policy which relied on high male wages and high non-wage income achieved through a combination of aid, remittances, and cheap foreign labour.

422. Comments on the Electoral Strength of the Joint Arab List

Despite the sharp rise in the voter participation rate in Arab towns in the elections for the 23rd Knesset, the Joint Arab List has probably not achieved its full electoral potential. This is because the Arab sector’s turnout was lower by almost 7 percent than the national average. If the voter participation rate had been 95 percent, the Joint Arab List would have received only one additional seat – an increase from 15 to 16. One of the reasons for this is that it did not sign a surplus agreement with other parties and therefore its chance of receiving additional seats in the division of surplus votes is lower than that of the other parties. The adoption of mandatory voting in Israel may raise the voter participation rate on election day; however, it is likely that such a move would meet intense opposition in the Arab community, most of which opposes the adoption of such an obligation. Any attempt to introduce mandatory voting in Israel must be part of a dialogue and cooperation with representatives of the Arab community. It must also be accompanied by practical steps to improve the situation of Arab citizens, such as amending the Nation-State Law and the allocation of additional resources to the Arab population.

In this issue of Beehive, Michael Barak analyzes the reactions in the social media to the election of Joe Biden to the US Presidency among supporters and opponents of the Egyptian regime, including exiled dissidents. The growing probability of Joe Biden victory during the election week gained widespread attention on social media among Egyptian citizens and exiled dissidents. While al-Sisi’s supporters responded coldly, expressing concern about the tightening of the new administration’s policy towards the Egyptian regime, Egyptian exiled dissidents showed mixed feelings. On the one hand, there are those who express optimism, joy, and anticipation for a change of the American policy that they criticize for being sympathetic to the Egyptian regime. On the other hand, there are those who seek to cool the sense of euphoria, arguing that the American presidency does not intend to change its sympathetic attitude towards its traditional allies. Yet, some of the Egyptian exiled dissidents believe that this is the right time to erode the power of the Egyptian regime.

In this issue of Iqtisadi, Paul Rivlin analyzes economic factors involved in the recent UAE-Israel normalization accords. In August 2020, the US, Israel and the United Arab Emirates (UAE) announced the full normalization of relations between Israel and the United Arab Emirates. In September, the Abraham Accords were signed at the White House between Israel, the UAE, Bahrain and the US. The establishment of diplomatic relations between Israel and the UAE and Israel and Bahrain opens the door for trade, investment and cooperation. Israel is looking for markets, investments and joint projects. The UAE is dominated by two emirates: Abu Dhabi and Dubai. Abu Dhabi is the main oil producer in the UAE and is thus one of the largest in the world. It has a strong interest in reorienting its economy away from oil and has invested in green technologies. Dubai has invested heavily in real estate and tourism and also wants to diversify its economy. Israel is a very suitable trading partner given its strength in hi-tech.

426. The Just Transition in Energy

Abstract:
With each new year of data, and each new intergovernmental report, it becomes harder to deny the scale and urgency of the energy transition required to prevent catastrophic anthropogenic climate change. The Intergovernmental Panel on Climate Change urges countries to take action to prevent a rise in temperature by more than 1.5°C, and warns of catastrophic consequences of a rise above 2°C. Yet current policies and pledges fall far short of hitting these targets. Worse, since harmful climate change is caused by the stock of carbon in the atmosphere, the longer we delay measures to limit the flow of new carbon into the atmosphere, the more drastic those measures will have to be. This uneven distribution of threat and responsibility raises difficult questions. Developed countries are generally more advanced in their transition to renewables, which means that some of the cheapest opportunities to reduce emissions are in developing countries. Yet the fact remains that developed countries are responsible for a larger share of historic emissions—and developing countries may have a right to pursue development unhindered, as developed countries did in earlier decades. There are therefore several elements of the “just transition” in energy. The world needs to transition to cleaner energy, and the developing world needs to keep developing, all while supporting the countries and communities that bear the highest costs of mitigation measures—and supporting those areas already beginning to feel the negative effects of climate change. This report will outline the key challenges and opportunities and conclude with a series of practical steps available to policymakers.

Following the end of the self-proclaimed Islamic State’s caliphate, Iranian-backed militias began to play a major role in the area, turning it into a flashpoint between Iran and its allies on the one side and the United States and Israel on the other. The tribes of Mahra, a part of eastern Yemen that borders Oman, adhere to a code of conduct that has helped the area’s inhabitants mediate disputes and contain conflict at key points in the region’s history. This has ensured a degree of stability for Mahra even in times of war. Today, as the war in Yemen continues, the region is the site of a power struggle between Saudi Arabia and Oman. The Mahri code of conduct has enabled the region to escape the worst excesses of the war and to limit Saudi influence there. Though often overlooked, the Mahri approach could offer lessons in defusing tensions between the warring parties elsewhere in conflict-ridden Yemen.

432. Regional Financial Arrangements and the International Monetary Fund: Sustaining Coherence in Global Financial Governance

Cooperation and competition among regional financial arrangements (RFAs) and the International Monetary Fund (IMF) increasingly determine the effectiveness of the global financial safety net (GFSN), which many observers fear is becoming fragmented. Overlap among these crisis-fighting institutions has important benefits but also pitfalls, including with respect to competition, moral hazard, independence, institutional conflict, creditor seniority and non-transparency. The study reviews the RFAs in Latin America, East Asia and Europe to assess their relationships with the IMF and address these problems. Among other things, it concludes: institutional competition, while harmful in program conditionality, can be beneficial in economic analysis and surveillance; moral hazard depends critically on institutional governance and varies substantially from one regional arrangement to the next; secretariats should be independent in economic analysis, but lending programs should be decided by bodies with political responsibility; and conflicts among institutions are often resolved by key member states through informal mechanisms that should be protected and developed. Findings of other recent studies on the GFSN are critiqued. Architects of financial governance should maintain the IMF at the centre of the safety net but also develop regional arrangements as insurance against the possibility that any one institution could be immobilized in a crisis, thereby safeguarding both coherence and resilience of the institutional complex.

The relative lack of interest in the crime from within Turkey itself reflects Ankara’s willingness to consort with Shiite Islamists to its own advantage.

434. Dealing Preventively with NPT Withdrawal

Since it came into force in 1970, the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) has worked remarkably well to prevent the horizontal proliferation of nuclear weapons. The one major exception is North Korea, which withdrew from the NPT in 2003. Despite this track record of success, the stability of the current non-proliferation regime could be significantly undermined by further withdrawals by countries such as Iran. The right of states to withdraw from the NPT is clearly stated in the Treaty. Article X.1 provides that: “Each Party shall in exercising its national sovereignty have the right to withdraw from the Treaty if it decides that extraordinary events, related to the subject matter of this Treaty, have jeopardized the supreme interests of its country. It shall give notice of such withdrawal to all other parties to the Treaty and to the United Nations Security Council three months in advance. Such notice shall include a statement of the extraordinary events it regards as having jeopardized its supreme interests.” Since it is impossible to deny the right of states parties to withdraw from the NPT, it is all the more important to put in place appropriate preventive measures to dissuade withdrawal from the Treaty. The urgency of dealing preventively with NPT withdrawal increases as more nonnuclear-weapon states are poised to become “nuclear threshold states.”1 As the IAEA reported in 2008: “Much of the sensitive information coming from the [Abdul Qadeer Khan] network existed in electronic form, enabling easier use and dissemination. This includes information that relates to uranium centrifuge enrichment and, more disturbing, information that relates to nuclear weapon design.”2 and: “a substantial amount of sensitive information related to the fabrication of a nuclear weapon was available to members of the network."3 The widespread dissemination of this type of scientific and technical information raises the prospect that more states will acquire the capability to manufacture nuclear weapons and their means of delivery, thus increasing the

Abstract:
Experts from 13 countries in the Middle East and North Africa agreed on the priorities that could provide the basis for greater collective action to defend independent media in the region. This report provides a summary of those deliberations. Prominent journalists and publishers, digital news entrepreneurs, civil society leaders, and scholars described a crisis in the media sector with complex driving forces at the global, regional, and national levels. To confront this crisis, they concluded, would require stronger bonds among all the defenders of free expression and independent media across the region. The experts identified ways that they could increase collaboration, especially in countries that allow media and civil society to operate with some degree of freedom. They also stressed the importance of solidarity to protect journalists in countries where authoritarian regimes are active in the suppression of independent journalism through intimidation, harassment, and violence.

437. Urban Drivers of Political Violence

Abstract:
The demographic trend of urbanisation, while not a cause of conflict, exacerbates local tensions and weak governance. It also creates an urgent need to understand the policy challenges that exist in cities such as Mogadishu, Nairobi, Kabul and Karachi. The rate of growth of the urban population in the four countries covered by this study was above the global average for the 2015–20 period – and more than double the average in the cases of Kenya and Somalia. With the exception of Pakistan, these countries also registered higher urban population growth in 2018 than the average for fragile and conflict-affected countries, which was 3.2%. Typically built without formal land rights, lacking basic public services, and featuring low-quality housing in overcrowded conditions, slums are perhaps the most visible characteristic of cities undergoing rapid and unmanaged urbanisation. But they are not the only one. Cities located in or near areas where armed conflict is taking place also tend to be split by several dividing lines – between slums and the rest of the city, between ethnic groups, between licit and illicit (often criminal) economies, and between violent and safe areas. Whereas many of these divisions may be part of broader national problems, their geographical concentration in the limited confines of a city creates distinctly urban drivers of violence, and therefore requires tailored policies in response. These divisions, exacerbated by the rapid urbanisation process, have contributed to a decline in state authority – governmental capacity to enforce rules, monopoly over the use of force, taxation and other state prerogatives – at the municipal level. In cities, therefore, security and governance go hand in hand. The existence of organised armed groups able to replace key state functions makes the challenges in cities affected by armed conflict particularly urgent. This report sheds light on the ways in which cities contribute to the weakening of state authority, and aims to provide a basis for the formulation of better, more tailored policies.

438. After the Trump “Peace Plan”: One-State Solution is the Only Way Forward

Last month, a Palestinian think tank, the Palestinian Centre for Policy and Survey Research, revealed its survey results following the release of the Trump/Netanyahu plan. In announcing the results, Dr Khalil Shikaki, the head of the polling centre, noted that 94 percent of Palestinian respondents opposed the plan: “I don't think we've ever seen such a level of consensus among the Palestinian public,” he said. These results are unsurprising, of course, as the Trump/Netanyahu plan effectively seeks Palestinian approval for Israeli land theft, ethnic cleansing and continued subjugation. But alongside the results of the question pertaining to the Trump/Netanyahu plan was a more important question: “Do you support the two-state solution?” A mere 39 percent of surveyed respondents answered affirmatively, while 37 percent indicated that they support a one-state solution. These results should be placed in their proper light: for more than two decades, as the Palestinian leadership and the international community have repeatedly called for the implementation of the two-state solution, increasing numbers of Palestinians have moved away from this view and increasingly supported one state, even though there is not a single Palestinian party – whether inside ‘48 borders or in the occupied territories – advocating for it. In fact, Palestinian leaders and the international community both espouse the common view of decrying the concept of one state and adamantly holding that “There is no Plan B.” The reason for this steadily increasing Palestinian support for one state has both everything and nothing to do with the Trump/Netanyahu plan. This plan makes clear that it aims to ensure that Palestinians will never have a state and instead remain forever under Israel’s boot. But it isn’t just the Trump plan. Over time, Palestinians increasingly have seen that the version of “two states” that the international community will support – and indeed press for – is not the version of two states that Palestinians demand. To the contrary, while the world spoke of a two-state settlement, Palestinians witnessed a tripling of the number of Israeli settlers living on their land. The international community appears content with allowing Israel to build and expand settlements, while at the same time allowing it to demolish Palestinian homes and schools and imprison Palestinians into cantons. This approach condones Israel holding our economy hostage and mercilessly besieging the Gaza Strip, with only the mildest, mealy-mouthed international condemnations. The world community has blocked attempts to press for a condemnation of Israeli settlements in the International Criminal Court and has, in some cases, criminalized support for boycott, divestment and sanctions (BDS). Even the European Union has been loath to uphold its trade agreement with Israel, under which Israeli settlement products should be labelled separately and should not benefit from free trade status. It has become clear that while the international community speaks of wanting a two-state settlement, it has shown itself wholly unwilling to do anything to make that happen. As someone who participated in the peace negotiations, I observed that a state for Palestinians was the furthest thing from the Israeli public and political leadership’s thinking. Instead, they were concerned with how to forever contain and control Palestinians, and how to maintain longstanding international community support in this endeavour. In short, the concept of two states has become devoid of all meaning, with the focus instead on form – whether labelled as a “state” and however dysfunctional and lacking any of the powers that actually define a state. This increasing realization has led many Palestinians to abandon the statehood project. This may sound like a defeatist position or the expression of frustration. Indeed, over the years, we have heard PLO leaders threaten to abandon the two-state project and, separately, threaten to dissolve the Palestinian Authority. Some support for one state is undoubtedly borne of that feeling. But not all. To be clear, my support for one state grew not from the futility of negotiations – even though they were indeed futile – but from a sense that the approach was incorrect. The attempt to divide land simply modelled the power structures I was attempting to fight – economic and political structures that aim to maintain Israeli power and control over Palestinians lives. Therefore, rather than focus on land – where Israel always has an advantage –, the focus should be on people and how we, as people, should live. The time has come to look to a model that focuses on equal rights for all, irrespective of religion; a model which seeks reconciliation and not separation and where people are protected and not viewed as subjects of control or, in the case of refugees, of wholesale and heartless exclusion. Today Israel and the occupied territories function as one territory, with rights and privileges granted to some and not to others. There are no separate border crossings for “Palestine” and no separate Palestinian currency. Yet Palestinians, including Palestinian citizens of Israel, are denied the same rights and privileges as Israeli Jews. I am under no illusion that achieving this equality will be easy. Power is never voluntarily given up by those who wield it but taken through pressing for rights. Palestinians will be better able to break down the system of ethnic-religious privilege that plagues Palestinians (a similar system ruled apartheid South Africa) by getting to the root cause – that of Zionism, a nationalist project that favours one group over another –, by pushing for BDS and for accountability internationally and by challenging racist Israeli laws. In short, we can and must create a just system for all, irrespective of whether we demand one or two states. History demonstrates that ethnic privilege ultimately fails in a multi-ethnic world. And given that Palestinians and Israelis are fated to live together, the real question is whether we will continue to allow this system of ethno-religious privilege to prevail or whether we will press for equality, irrespective of religion. Borders, flags, and currencies can wait.

The “Peace Plan” presented by Trump and his administration as the ultimate solution to the Israeli-Palestinian conflict has been overwhelmingly rejected by Palestinians and their leadership. But what comes next? What strategy should Palestinians adopt? These two papers, written by two leading Palestinian analysts, lay out two distinct approaches for attaining Palestinian rights and aspirations. Diana Buttu argues that it is time for Palestinians to push for a one-state solution focusing on equal rights for all, while Mouin Rabbani contends that a one-state approach will not succeed given the current power dynamics and, therefore, favours a renewed Palestinian strategy to preserve the pre-Trump international consensus focused on the establishment of an independent Palestinian state on the territories occupied by Israel in 1967 and a just resolution of the refugee question.

Abstract:
It is incontestable that a unitary state encompassing all of historic Palestine in which Palestinians and Israelis live in full equality represents the preferred resolution of the Israeli-Palestinian conflict. Assuming this entity guarantees both individual and communal parity, and satisfactorily resolves the refugee question, it would achieve the fundamental Palestinian right to national self-determination and be consistent with the broader Palestinian aspiration of greater Arab integration. It is also irrefutable that a democratic one-state outcome in Palestine cannot be achieved without the disestablishment of Zionism, and specifically Israel’s renunciation of the core principles of Jewish political supremacy, demographic superiority, and territorial hegemony that have guided state policy since 1948. The cost-benefit calculation required for a one-state solution is thus one where Israel’s rulers determine that the price of maintaining a Zionist state has become unacceptably high and choose to relinquish it. In practice, there is no political pathway to such a resolution. Israel’s elites, and the overwhelming majority of its Jewish citizens from across the political spectrum, will contemplate a future without Zionism only as a consequence of decisive military defeat. Even then, the temptation of Israel’s leaders to rely on their nuclear arsenal to avert defeat – the so-called Samson option – cannot be dismissed. In view of the geopolitical realities which reinforce, rather than challenge, the prevailing balance of power between Israel and the Palestinians, the only one-state solutions currently on offer are those proposed by the United States in its January 2020 diplomatic initiative, and by the radical Israeli right whose agenda has been embraced by Washington. In other words, proponents of a unitary secular democratic state in Palestine who are unable to offer a credible military strategy for achieving it are dealing in unattainable illusions rather than feasible solutions. The dynamics that have produced these realities may well change, but the current state of the Palestinian national movement and the broader region suggests this will consume decades, not years. It should also be noted that economic pressure – far exceeding that exerted by the BDS movement – has had a particularly poor impact on regime change during the past century, and can play a secondary role at best. How, then, can and should the Palestinians respond to Washington’s latest proposal to formalize permanent Israeli control over the Palestinian people? Should they just abandon the two-state framework in hopes of an eventual democratic unified state? Widely condemned as the institutionalization of apartheid, the Trump-Netanyahu Plan, in fact, goes far beyond the model of structural racism devised by the white minority regime in South Africa. Israel seeks not to exploit a captive population, but rather to achieve its eventual permanent removal. Indeed, this Plan goes so far as to recommend changing the legal status of hundreds of thousands of Palestinian citizens of Israel to residents of a Palestinian entity that will be occupied territory in all but name. The Trump-Netanyahu Plan offers nothing to the Palestinians, neither presently nor in the future, and does not even pretend to do so. It was transparently devised to accomplish each and every Israeli strategic objective at the expense of all Palestinian rights, rather than lay the basis for meaningful negotiations between the two parties in which the core interests of each are met within the framework of international legality. The measures Washington has already undertaken concerning Jerusalem, Palestinian refugees, the PLO, settlements, the legal status of the occupied territories and other issues reveal this agenda and require no further comment or analysis. It is thus imperative that the various Palestinian leaderships categorically refuse any interaction – whether direct or indirect – with this initiative, as such dealings will only serve to legitimize it and provide cover for regional and international parties to seriously engage with it. The strategic purpose and primary threat of the Trump-Netanyahu plan is to transform the international consensus on the Israeli-Palestinian conflict. For better or worse, this consensus comprises the inadmissibility of territorial conquest, the establishment of an independent Palestinian state on the territories occupied by Israel in 1967, living at peace with Israel within its 1949 boundaries, and a just resolution of the refugee question. Against this, Washington and Tel Aviv propose a resolution of the conflict on the basis that might makes right, that rights are irrelevant, and that international law is of no consequence. Rather than mobilize alongside the United States and Israel to denounce the international consensus of a two-state framework and demand its replacement, even if for radically different reasons and objectives, and to promote goals which - as noted above - are simply unattainable, Palestinians should do everything within their power to preserve, mobilize, and activate this consensus and present it as the litmus test for the preservation of the international order Washington is seeking to systematically dismantle. Indeed, under current circumstances, the only alternative is a one-state solution, which would permanently remove Palestinian national rights from the international agenda. One may not be enthusiastic about the two-state paradigm, but it would be dishonest to deny that the purpose of the Trump-Netanyahu plan is to replace it with something much worse. The above notwithstanding, to frame the Palestinian debate as a choice between a one-state solution and two-state settlement misses the point, and is today somewhat akin to a condemned prisoner spending the night before his execution agonizing over whether to spend next summer on the French or Italian Riviera. The core issue in 2020 is not about the form of eventual statehood, but rather about upholding the principle that Israel has no right to incorporate territories that international law and the international community consider to be occupied, and that its continued rule in these territories is both illegal and illegitimate. In contrast to a democratic one-state outcome, there are political avenues to ending the occupation that do not require the military resources that neither the Palestinians nor their regional allies currently possess. The cost-benefit calculation for ending the blockade of the Gaza Strip, reversing settlement expansion in the West Bank, and terminating the occupation does not require the wholesale transformation of the Israeli state. Yet, compelling Israel to dismantle the settlement enterprise and to withdraw from the occupied territories rather than annex them may – in the process – transform the state and establish pathways that in time would produce better outcomes It is commonplace to characterize the Trump administration approach to the Question of Palestine as a radical departure from traditional US policy. While this is true in certain respects, it is perhaps more useful to understand the Trump-Netanyahu Plan as the logical culmination of seven decades of US Middle East policy, and of the Oslo agreements, which never envisioned an end to occupation nor the realization of Palestinian self-determination, in particular. The prevalence of this reality and this debate attest above all to the extraordinarily weakened position in which the Palestinian people find themselves. Surpassing it will be particularly difficult, but is by no means impossible. First and foremost, Palestinians must resolve their internal differences and establish a unified national movement led by a credible leadership, with a clear strategy to disentangle from the matrix of control established by the Oslo agreements, as well as to mobilize Palestinians and their regional and international allies and supporters. Palestine needs to become a cause that stands above and beyond regional rivalries once again, rather than a political pawn used by petty autocrats for trivial advantage. It needs to once again become a primary issue on the international agenda, and a global litmus test for justice and decency, rather than a secondary dispute in a region roiled by conflict. In doing so it will also be able to rely on greater levels of popular support than perhaps ever before. A mobilized Palestinian national movement, capable of activating and – where necessary – coercing the support of regional governments, and deploying their collective wherewithal in the international arena, can successfully implement a combination of popular, political, economic, legal, and even military strategies to effectively challenge Israel’s occupation, and in critical instances compel foreign states to do the right thing out of self-interest. The Palestinians today are experiencing an existential moment. This is not a time to pursue the impossible at the expense of survival.

Facing an economy in free-fall, the Lebanese government has finally adopted a financial recovery plan that it has sent to the IMF and international donors. This paper argues that the plan fails to introduce strong accountability measures to address rampant corruption and mismanagement and does not tackle widespread inequality which could be done through a better distribution of losses and the introduction of more progressive taxation. Despite the government’s stated promise to “protect the poorest segments of the population from the dire consequences of the crisis”, the paper expects the plan to inevitably harm Lebanon’s poorest as well as its middle class.

The Arab Spring was to sound the death knell of the decades-old authoritarian regimes plaguing the Arab world. In the end, only Egypt and Tunisia underwent a democratic transition, and only the Tunisian people succeeded in establishing a real, albeit still fragile, democracy. This regional experience illustrates the difficulty to spur democratic change in Arab countries. A lot of actors are involved in these complex processes, such as the political elite, the army, and foreign states. On top of these, Arab diasporas are also an important player, who can play an even more influential role by self-organizing. What are their actual and potential means of action, and how can self-organizing enhance their influence? Arab diasporas consist of all the Arab people permanently settled in a foreign country who have kept ties with their motherland. These populations, estimated at around 50 million individuals, are highly heterogenous: they are concentrated in Brazil, Western Europe, the United States and Gulf countries; some hold businesses that have thrived, others hold blue-collar jobs; some are conservatives, others modern-minded. And sometimes, they represent an important share of their motherland’s population. The Lebanese and Palestinian diasporas are estimated to comprise more than half of their own populations, making them de facto important players in national politics. Full-fledged democratization in the Arab world is the result of a popular uprising, a transition from authoritarianism to democracy, and a consolidation of democracy. Arab diasporas can contribute to all these stages by engaging in six strategic fields, namely: the civic, media, artistic, entrepreneurial, political, and intellectual ones.

Any investigation into the 4 August explosion needs to take into account the port’s dismal institutional record and how the current political class ensured its governance remained opaque and messy. This paper provides critical insights into the port’s set-up over the last 30 years highlighting the failing political system, a greedy political class, and entrenched mismanagement and corruption. It demonstrates how the bickering of key actors over the port’s control and the port’s institutional failures set the stage for the blast, pointing to an urgent need to build an accountable port authority as part of any reform effort.

Abstract:
Anyone who cares about transitional justice in the Middle East and North Africa (MENA) faces a daunting task. How to address the past when the present is in great upheaval? How to tackle yesterday’s wars and violations when new ones—often worse—are occurring today? Practitioners have long recognized that transitional justice is a slow and nonlinear process that requires patience and long-term planning. Setbacks are expected along the way but, in the end, there is the promise or assumption that “if you keep at it, you will eventually get results.” But is this assumption still valid in the MENA region? Are existing transitional justice efforts succeeding in laying the groundwork for a better future, or are they being washed away by new rounds of violence and repression? The issue is both conceptual and pragmatic. On one level, there is the question of whether a society can start addressing the traumas of the past while simultaneously dealing with new traumas, often caused by new actors. On another level, there is the question of what sort of transitional justice processes and institutions can deal with the past, while also being able to adapt to an ever-shifting present. The challenges are immense and there are no easy answers. Here, I highlight the need for further research on transitional justice processes in the MENA region, with a focus on recent years of upheaval. Two fundamental questions emerge: (i) how to reconcile past and current claims; and (ii) how to accommodate ever-changing sources of legitimacy, given the increasing hollowness of state structures in the region.

Abstract:
The killing of George Floyd in Minneapolis, USA, in May 2020 prompted a global surge of demonstrations in solidarity with the “Black Lives Matter” movement and has ushered in one of the most significant and wide-reaching anti-racism movements in recent history. While much of the world is slowly coming to terms with the painful racial histories that fuel present-day discrimination and tensions, the issue of racism in MENA and the region’s role in the slave trade have long been left either unacknowledged or explicitly denied. This denial reinforces entrenched systems of oppression, marginalization, and social exclusion with wider implications on the lives of MENA communities. Societies from Rabat to Sana’a are not as inclusive as they claim to be. Deeply ingrained racial prejudices continue to be a source of suffering and marginalization for diverse minorities, including black communities. Despite the recent growth of interest in anti-racism in MENA, scholarly and literary work on the subject remains sparse, and history books have either glossed over the plight of black people in the Arab region or ignored the part they play in the region’s social dynamics. As part of an effort to promote more regional discussions on the issue and our commitment to fight discrimination in the region, the Arab Reform Initiative is putting together a series of papers (as part of our Bawadar series) on anti-Black racism in MENA in an attempt to raise awareness about anti-black racism in Arab countries and highlight the mobilization that is taking place by anti-racism activists in the region. As a part of this effort, we are also compiling this reader list to draw attention to key academic and artistic works (in English, French and Arabic), but also to bring and keep the issues of anti-black racism at the forefront of public debates and actions. This list – although not exhaustive – presents works chronicling the history of Black communities in MENA, Afro-Arab experiences, and anti-Blackness in the region. As the United States hastens its drawdown of troops in Iraq before the January 20 inauguration of President-elect Joseph Biden, Russia is seeking to fill the developing geopolitical vacuum there. On November 25, following discussions in Moscow with Iraqi Foreign Minister Fuad Hussein, Russia’s top diplomat, Sergei Lavrov, remarked that Russian energy firms have invested billions of dollars in the Iraqi oil industry. “When it comes to energy, the largest Russian companies are working in Iraq together with their partners. These are Lukoil, Rosneft, Gazprom-Neft and Bashneft. All four have invested more than $13 billion in the Iraqi economy,” Lavrov told journalists (Interfax, November 25). He added that Moscow was also prepared to increase arms deliveries to Baghdad, stating, “We are ready to meet any Iraqi needs for Russian-made military products. Our country has traditionally played and continues to play a very important and significant role in ensuring Iraq’s defense capability and equipping its army and security forces, including in the context of continuing terrorist threats” (Mid.ru, November 25).

The sustainable return of internally displaced persons (IDPs) in Iraq occupies many international donor projects and resources. However, in the context of the Ninewa province, this problem is not straightforward. Both the concept of displacement and expectation of return are complicated by a long history and atrocious waves of violence, including war, genocide, state-discrimination and systematic demographic changes. Displacement is ingrained in the history of Ninewa and forms part and parcel of community narratives about survival, identity and belonging. In this way, displacement cannot be conceptualized as a linear process or a uniform experience, but rather as a transformative experience conditioned on geographical, gender and identity factors. This report is a meta-analysis of the vast literature on Ninewa IDPs and the barriers to their return. It covers important analytical and contextual gaps with firsthand research to inform and enhance stakeholder policies.

Stabilization initiatives in Iraq require specialized efforts in each of its diverse districts, which should be based on an in-depth understanding of their history and population compositions. Although coordination between stakeholders continues to improve, subject to various agendas and donor expectations, international and national organizations working on stabilization efforts are dealing with historically deep structural and social cohesion challenges (See Barriers to Stability and Return: A Meta-Analysis report). Following the liberation of Mosul from the Islamic State (IS) in 2017, Ninewa governorate and its districts have had the most severe living conditions for returnees. This is largely due to the significant housing and infrastructure destruction in many areas, combined with slow reconstruction and compensation processes. In Ninewa’s post-war context, concerns continue to rise with the prolonged mode of displacement, particularly in the areas of protection, infrastructure, demining, livelihood, housing-land-property, social wellbeing, basic services, social cohesion and reconciliation. Through an analysis of the current initiatives in Ninewa, this report highlights critical challenges relating to stabilization and the return of internally displaced persons (IDPs).

474. Decentralisation in Iraq: Process, Progress & a New Tailor-Made Model

The Iraqi state has become increasingly fragile for decades and is plagued with instability, social conflicts and wars. Many drivers have contributed to the country’s intractable fragility, one of which relates to its highly centralised and poorly institutionalised governing system, which has failed to manage centre-periphery tensions and integrate local communities into the country’s polities. Rebuilding Iraq’s governance along the lines of its democratic Constitution, which adopts decentralisation at its core, will be a critical step toward stabilisation, reconstruction, and socioeconomic recovery. The Iraqi Council of Representatives adopted two transformative legislations in 2008, namely Law No. 21 of the Governorate not Incorporated into a Region, and Law No. 36 of the Provincial, District and Subdistrict Council elections. These put Iraq on a decentralisation pathway that is still evolving. However, after more than a decade of experimentation, the decentralisation process has failed to tackle the on-going crises of legitimacy and a lack of trust in government. It has failed to address problems of rampant corruption, inefficiency and an inability to improve the lives of citizens. It is, therefore, paramount to review the existing system and propose ways forward, hence this timely report. Here, Nineveh is used as a representative governorate to review the challenges facing the decentralisation process and explore possible models that can be piloted.

475. Iraqi Kurdistan: Priority issues for international mediation

In the last decade, the Kurdistan Region of Iraq (KRI) has seen many moments of crisis – budget cuts, Daesh’s assault on Erbil, the halving of oil prices (twice!) and armed conflict with the Iraqi government over Kirkuk. Today’s situation feels different and arguably worse than these episodes: there’s COVID, a deep oil recession in Baghdad and Kurdistan, intensifying tensions with Turkey and Iran, and an unpleasant undercurrent of resentment against the Kurds among many of the MPs in the Baghdad parliament. What makes this moment uniquely dangerous, however, is the near-breakdown of cooperation between the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK). Iraq’s Kurds have shown that they can weather any storm when they pull together as a people. The KRI’s international partners tend to support the Iraqi Kurds more effectively when the two parties work in harmony, but often back away when they cannot identify a cohesive counterparty to deal with in the KRI. International memories of the intra-Kurdish civil war in the 1990s undermined the Kurdish cause in Iraq in the 2000s, when the Kurds’ greatest opportunity for self-governance lay before them. Looking forward, it is clear that the futures of Iraq and the KRI are linked. If Baghdad’s economy and currency collapses, so does Kurdistan’s. If the Kurdish people starve, the blame will fall on Baghdad. If the Islamic State returns, it will emerge first in the strip of disputed territories between federal Iraq and the KRI. The success of U.S. policy in Iraq is the success of both the fifteen provinces of federal Iraq and the Kurdistan Region, not one or the other. The U.S.-Iraq strategic dialogue will continue in the late summer, hopefully including a visit of the Iraqi leadership to Washington DC. This presents an opportunity to re-energize the role of the U.S. and international partners in the issues facing the KRI. It is important to stress the importance of a multilateral mission to support intra-KRI cohesion and Baghdad-KRI relations because America does not have all the answers on Kurdistan, nor does it tend to focus enough attention there. U.S. power and leadership are most effective when combined with the perceptive insights and good instincts of many other partners on Kurdistan, such as the French, British, and Canadians, to name just a few. There is an argument that the U.S.-Iraq Strategic Framework Agreement should either have a specific working group or committee on KRI issues (or on decentralization more generally), or a cross-cutting mechanism that ensures the KRI is worked into each of the security, political, economic and energy working groups. The list of topics that require persistent attention is quite long. Most important, the KDP and PUK need to be led towards a de-escalation that will allow the region to speak with one cohesive voice in Baghdad and with international partners. This is a foundational issue that affects all the other issues the KRI faces. An adversarial relationship between the two parties undermines everything that is attempted in the KRI and is deeply off-putting for international partners and potential investors. It can result in armed standoffs, affecting key industries like LPG trucking, or in security crises such as the Zina Warte armed confrontation between KDP and PUK Peshmerga in mid-March 2020. Almost nothing – from oil and gas investment to counter-terrorism to fighting COVID to negotiations with Baghdad – works as well as it should due to the KDP-PUK schism. It would be magical thinking to imagine that the two parties can easily reconcile. Even so, the U.S. and its various partners should prioritize efforts to get the powerful leaders in the same room to hammer out a minimal level of cooperation and start a dialogue, however stilted or tense at the outset. The U.S. and other internationals also need to help Baghdad and the KRI complete the promising steps that have been taken on political, security and economic cooperation. The Kurds worked well with former premier Adel Abdul-Mahdi’s government in Baghdad, and they have overcome their initial caution towards a change in Baghdad to support the new Prime Minister Mustapha al-Kadhimi, another old friend. For the Kurds, however, the relationship will be almost solely judged on what it delivers in terms of budget support. Having watched six Iraqi prime ministers negotiate and renegotiate budget deals with the Kurds every year for over a decade, the U.S. is intimately familiar with every possible configuration of give and take – more so than the Iraqi and Kurdish leaders themselves. What has always been clear is that politics trump economics in such discussions: typically, the solution is political and the numbers and formulas get fudged to fit the required compromise. This is why, for the remainder of 2020, Kurdistan will probably keep selling its oil and gathering customs revenue while Baghdad will provide a reduced top-up to the Kurdish exchequer each month, which is basically what has been happening for the last two years. A lot of discussion tends to end up right back where the parties began. This pattern of recurrent budget crises is not sustainable for two reasons. First, the annual showdown complicates an already fraught budgeting process and Iraqi MPs are becoming more hostile to the KRI economy every time the cycle is undertaken. Second, the KDP and PUK are increasingly fighting over the revenue-sharing mechanism, with Sulaymaniyah seeking more direct transfers from Baghdad or other guarantees of a fair share. The U.S. and its international partners need to back a multi-year arrangement that has buy-in at the highest levels: the Iraqi Prime Minister, speaking for a sizable bloc in Iraq’s body politic, and key leaders within the KDP and PUK. This is yet another reason why the two parties must be able to sit down together at the highest political levels. The sweet spot for a Baghdad-KRI budget deal would seem to be about $800mn per month, requiring the KDP and PUK to agree on a no-blame, non-politicized and permanent reduction of KRI obligations (salaries, social services and allowances) by about 30%. The U.S. and other internationals need to put strong and well-intentioned pressure on the KRI to appoint an empowered and dedicated Minister of Natural Resources to salvage investor confidence in the energy sector, which will serve as a signpost for the KRI’s future non-oil investors. A quick win for Baghdad-KDP-PUK cooperation may be possible in the realm of counter-terrorism. The Iraqi Counter-Terrorism Service, the KDP-led Counterterrorism Department (CTD) and the PUK-led Counter-Terrorism Group (CTG) are three highly professional services that work closely with the international Coalition against Daesh. They have worked together before and can work in the disputed areas with relative ease now. The creation of joint counter-terrorism coordination centers should initially focus on these elite units and their related intelligence arms, not necessarily the “big military” units like the Iraqi Army, Federal Police and Peshmerga. One important symbol for Baghdad-KRI cooperation could be an investment in the deployment, for short periods, of some Iraqi Air Force F-16 aircraft to the airports in Erbil and Sulaymaniyah. These fighter-bombers were notoriously viewed as a stick that Baghdad might use against the Kurds, but today the F-16 fleet and its American technicians are struggling to stay in service as Iran-backed militias surround their operating base at Balad. Perhaps an out-of-the-box idea might be to cycle a fragment of the F-16 fleet through the safe operating environments of Erbil and Sulaymaniyah, as the Italian Air Force did with a small complement of Eurofighters during the war against Daesh. The common thread in all these options is a desire to “go big” in the Baghdad-KDP-PUK relationship, and for international players to encourage and support new thinking. The Kurdistan Region is currently cycling downwards, with less stability and less attractiveness as an investment environment, largely because Kurdish leaders are allowing themselves to be divided by personality politics. The U.S. intervention in Iraq in 1991 helped to free the Iraqi Kurds and the intervention in 2003 saw the U.S. ask those same Kurds to rejoin Iraq on the basis of U.S. guarantees. It is time to begin to make good on those guarantees. U.S. intervention transformed Iraq from a dictatorship to a democracy (imperfect, like all democracies), but an equally great transformation would be to help create an Iraqi state at peace with all of its components, first and foremost its Kurdish population. That moment can and should start in earnest now.

The Middle East as one of the most heterogeneous and politically conflicting regions in the world and has long been at the center of international interest. Faced with sectarian wars and comprehensive social crises for decades the Middle East, due to its geostrategic importance and especially the imperative of controlling the region’s vast energy resources, has once again become a battle ground for major powers whose interests affect the concentration of participants in the region. The competition between global powers and growing influence of Russia and China, who undermine the US power and European Union’s influence and also undermine established alliances in the Middle East, undoubtedly require a rethinking of Western strategies for the region. A series of geopolitical challenges, especially after September 11 attacks against the United States, as a result of military interventions and civil wars (Afghanistan, Iraq, Libya and Syria) and uprisings (Arab Spring) and thus the collapsed regional order, confronted the international community with the changing nature of security threats, as well as with the new balance of power of regional and international actors in the Middle East. Among the many aspects of the Middle East conflicts, the fundamental issue of regional security today is the Sunni-Shiite conflict, which has since the invasion of Iraq in 2003 directly defined the approaches and policies of great powers and significantly changed regional dynamics. In this context, Iran’s role is particularly significant. Namely, over the last two decades, Iran has consolidated its goals in the Persian Gulf and strategically expanded its influence to other countries in the Middle East, primarily Iraq, Syria, Lebanon and Yemen. The growing influence of Shiite Iran, and its close relations with Shiite communities in the region with which it forms a strategic coalition, have become a key geopolitical challenge for the international community.

FLight number LY971 on Monday 31 August 2020, was in many respects anything but a mundane commercial flight traveling to another Middle East destination. Traditionally, the Arab world’s maximum pressure campaign against Israel was designed not only to call into question its existence militarily, but crumble its legitimacy diplomatically – prohibiting Israeli citizens from entering their territories, banning Israeli and other airlines traveling to and from Tel Aviv from using their airspace, much less land in their airports, even referring to it merely as “the Zionist entity”. Much more fundamentally than technical disagreement over policy items or territorial arrangements, the Arab world has made clear what was best enunciated in the infamous 1967 Khartoum “Three No’s”: “No peace with Israel, no recognition of Israel, no negotiations with Israel.” Despite episodic under-the-radar contacts, the Arab world had operated under the assumption that any cracks in this well-fortified wall could have been constructed as de facto recognition of a country considered a red flag.

The COVID-19 pandemic is being experienced as a multidimensional systemic crisis based on the simultaneous manifestations of the supply, demand, and financial shocks. These effects have already been realized in the exacerbation of deep inequalities in income distribution, in functional, regional, and gender terms; in access to public services that are commercialized; and therefore, in an environment where poverty is experienced with social exclusion due to severe inequalities of income. The crisis has hit the Turkish economy under a conjuncture where the adverse effects of the 2018 financial turbulence have not yet been alleviated, and the macroeconomic balances have not been resolved in a sustained fashion. Turkey has displayed already high rates of unemployment (at the rate of 13.6%) and inflation (11%) by the end of 2019. Projections by the IMF also reveal that as a result of the economic measures of isolation and employment disruption, Turkey’s GDP will likely contract by 5% in 2020. Given this background, our aim in this study is to analyze the upon-impact effects of the COVID-19 outbreak on Turkish economy and to investigate policy alternatives that can be implemented against these impacts. We utilize a macroeconomic applied general equilibrium model designed for this purpose; and examine the effects of the crisis conjuncture caused by the COVID-19 outbreak on sectoral production, employment, wages, and capital revenues, national income, and foreign trade balances. Then, we provide an analysis of defensive policies that can be developed against the crisis.

Abstract:
Turkey entered a new phase of recession-cum-real economy crisis starting in the last quarter of 2018. In contrast to the previous crisis episodes of 1994, 2001 or 2009, when the economy had abruptly shrunk with a spectacular collapse of asset values and a severe contraction of output, the 2018- crisis is characterized by a prolonged recession with persistent low (negative) rates of growth, dwindling investment performance, debt repayment problems, secularly rising open unemployment, a spiraling currency depreciation and high inflation. Popular explanations from the mainstream tradition attribute this dismal performance to a lack of “structural reforms” and/or exogenous factors. Per contra, our analysis shows that the underlying sources of the crisis are to be found not in the conjunctural cycles of reform fatigue, but rather in the post-2001 neoliberal speculative-led growth model with excessive reliance on hot money flows and foreign debt accumulation. We argue that following the post-2001 orthodox reforms, a foreign-capital-inflow-dependent, debt-led, and construction-centered economic growth model dominated the economy and caused a long buildup of imbalances and increased fragilities.

Since mid-June, there have been growing social media protests by residents of the city of Port Said, Egypt against the mayor's intention to reposition the statue of de Lesseps (1805-1894), a French engineer and statesman who initiated and led the Suez Canal excavation project. In their view, the statue symbolizes European colonialism and denigrates the blood of the Egyptian people who scarified their lives in a war against the oppressive colonialist enemy. The discourse reflects an ideological struggle over the interpretation of symbols and monuments in the public sphere and corresponds with similar protests that have taken place recently in several Western countries, with the resumption of riots against the murder of George Floyd, which highlights the phenomenon of tearing down statues identified as symbols of oppression.

For decades, U.S. policy actions towards Iraq have had devastating consequences for the Iraqi people. This paper situates the U.S. “war on terrorism” in Iraq since 2003 within a longer trajectory of U.S. intervention in that country since the 1960s and shows that we can only understand the full human costs of current interventions when we see them in broader historical context. The author, Zainab Saleh, an assistant professor of anthropology at Haverford College, was born in Iraq and lived there until 1997. Later, she conducted ethnographic research with Iraqis who had migrated to London since the late 1970s. The Iraqis she knew and met felt they were pawns at the mercy of global powers. When the U.S. invaded Iraq and brought down Hussein in 2003, Iraqis saw the United States' true motive as continuing a well-established pattern of pursuing U.S. economic interests in the region. Since the 1960s, Iraqi arms purchases have bolstered American military-industrial corporations and stable access to Middle East oil has secured U.S. dominance in the global economy. The paper tells the story of one Iraqi woman, Rasha, who was forced by the violence in her country to flee to London. Rasha’s displacement and her family’s history of dispossession – her father imprisoned, her family impoverished, friends murdered and her own life threatened – show the deep human effects of decades of U.S. intervention. In 1963, under pretext of protecting the region from a communist threat, the U.S. Central Intelligence Agency backed a coup by the Arab nationalist Ba‘th party after Iraq nationalized most of its oil fields. During the 1980s, the United States supported Saddam Hussein’s regime and prolonged the Iran-Iraq War in order to safeguard its national interests in the region, including weakening Iran to prevent it from posing a threat to U.S. power. After Iraq invaded Kuwait in 1990, U.S. policy shifted from alignment to “dual containment” of Iraq and Iran, a posture which culminated in the Gulf War of 1991 to drive Iraq out of Kuwait. In the 1990s, the United States justified its imposition of economic sanctions by claiming a goal of disarming Iraq of weapons of mass destruction and protecting allies. In 2003, the U.S. packaged its invasion of Iraq as delivering U.S. values—namely, freedom and democracy—to the Iraqi people. Saleh writes, “The imperial encounter between Iraq and the United States has made life deeply precarious for Iraqis. For decades, they have lived with fear for their own and their family’s lives, the loss of loved ones and homeland, the realities of economic hardship, and the destruction of the fabric of their social lives.”

Abstract:
Since President George W. Bush announced a “global war on terror” following Al Qaeda’s September 11, 2001 attacks on the United States, the U.S. military has engaged in combat around the world. As in past conflicts, the United States’ post-9/11 wars have resulted in mass population displacements. This report is the first to measure comprehensively how many people these wars have displaced. Using the best available international data, this report conservatively estimates that at least 37 million people have fled their homes in the eight most violent wars the U.S. military has launched or participated in since 2001. The report details a methodology for calculating wartime displacement, provides an overview of displacement in each war-affected country, and points to displacement’s individual and societal impacts. Wartime displacement (alongside war deaths and injuries) must be central to any analysis of the post-9/11 wars and their short- and long-term consequences. Displacement also must be central to any possible consideration of the future use of military force by the United States or others. Ultimately, displacing 37 million—and perhaps as many as 59 million—raises the question of who bears responsibility for repairing the damage inflicted on those displaced.

Applying a feminist approach enables a comprehensive, inclusive, and human-centered EU policy toward Iran that reflects international power structures and focuses on all groups of people. Disputed nuclear activities, regional proxy wars, and a regime built on discrimination against women and other marginalized groups: Iran hardly seems like a policy field that would be amenable to a feminist approach. Yet this is precisely what the European Union (EU) needs today: fresh thinking to help develop a new strategy toward Iran. Feminist foreign policy critically reflects international power structures, focuses on the needs of all groups of people, and puts human security and human rights at the center of the discussion. Applying a feminist lens to the EU policy toward Iran and the Persian Gulf region can improve foreign policy thinking and practice.

Both countries need to reexamine their border policies to prevent further escalation. Since Sudan’s independence in 1956, its border relations with Egypt have been characterized more by mutual suspicion than by peaceful exchange. This legacy has been exacerbated over the decades by myriad obstacles and conflicts, particularly over the disputed Halayeb triangle, even if both sides did try to improve relations after Egypt’s uprising in 2011. Border communities, suffering from this reality, have pushed for improved ties, but mistrust has prevailed to the detriment of both countries.

Following the August Beirut port explosion, the Lebanese Armed Forces must rebuild trust with the civilian population. The LAF can serve as a critical pillar in Lebanese government efforts to strengthen national security and identity in the midst of the crisis, in light of security sector assistance from the United States and other Western partners. The Lebanese Armed Forces (LAF), and Lebanon more broadly, is one of the largest recipients of foreign assistance in the Middle East. The United States and allied governments have sought to build the capabilities and professionalism of the LAF since the 2006 Israel-Hezbollah war, focusing primarily on counterterrorism and border security. The LAF stood in stark contrast to other Lebanese security services in their restraint vis-à-vis the civilian population during the 2019 protests. However, recent reported violent incidents against civilians, ambiguity of the role of police forces, and concerns about both recovery efforts following the August 2020 port explosion in Beirut and extended powers under the state of emergency established by the Lebanese parliament have raised international concerns about the role of Lebanon’s security services, including the LAF. The LAF has a critical role to play in stabilizing Lebanon through a multi-faceted crisis, but will need to take concrete steps to bolster its professionalism. Lebanon’s modern politics have long been defined by confessionalism, a reality that persists even as the country is engulfed in crisis. International assistance to the LAF over the last fourteen years had intended to support the LAF as a legitimate national institution transcending confessions and supporting a broader sense of Lebanese security and identity. In the midst of the ongoing crisis in Lebanon, political turmoil at the helm of the country, and the ongoing coronavirus pandemic, there is an important opportunity for the international community to support a new path for governance in the country—as shaped and envisioned by its populace. This opportunity hinges upon leveraging existing channels of support to the LAF and building in conditionality mechanisms that hold the LAF accountable for its actions, while continuing to promote a clear articulation of priorities for the LAF and a plan to improve military effectiveness through policy and doctrine; training and equipment, education, and exercises; operations; and institutional capacity building.

Egyptian and Turkish military businesses have used their institutional privileges to dominate their respective economies, but they have key differences. Turkey’s military businesses are centrally managed while Egypt’s use multiple complex conglomerates. In recent years, Turkish and Egyptian military institutions have followed divergent paths in their respective states. After many decades of full or partial control over the government, the Turkish military today is largely marginalized in politics. By contrast, after periods of exclusion from power, the Egyptian military is now in full control of the state. Despite these differences, both military institutions are powerful economic actors within their states. They have developed extensive civilian economic enterprises over the decades, dominating important sectors by capitalizing on their political influence, legal and regulatory privileges unique to their enterprises, and opportunities provided by market liberalization.

US President Donald Trump's plan for resolution of the Israeli-Palestinian conflict, presented in January 2020, was perceived in Jerusalem as a green light to annexation of some 30 percent of the West Bank. It was in accordance with the intentions declared over the past year by Israeli Prime Minister Benjamin Netanyahu. Accordingly, the April 2020 coalition agreement between the Likud and Blue and White political parties included a clause allowing Netanyahu to bring a USapproved annexation plan for government or Knesset approval as of July 1, 2020. 1 Soon after, reactions began pouring in from around the world, including Europe, expressing opposition to annexation and warning Israel against such a move. This paper presents the reactions of the EU, its member states and the UK. It examines them in light of the hurdles to formulating an EU consensus on the issue, and maps them according to the extent of the criticism and the attitudes of the various European states toward the Israeli government’s policy.

From the outset of the protest events in Tunisia, Egypt, Yemen, Libya and other countries, many people in the world began using the term “Arab spring” to describe the sequence of events in the various locations. The term was based on the term “theSpring of Nations,” that refers to a wave of national revolutions in Europe in the mid-19th century. It seemed to take a little longer for the term to penetrate the Israeli discourse on the subject and even when it did many hesitated to accept it and had reservations about its positive and optimistic connotations. For instance, Minister of Strategic Affairs Moshe (Bogie) Yaalon stated that “the event is dramatic and historic and will be given a name, but not the Arab spring.” Former Mossad chief Meir Dagan also opined it was a mistake to use the term “Arab spring” and explained that “whoever coined the phrase drew it from events that occurred in Europe in 1848, when liberal ideas proliferated in the world. The truth is there is no liberal message.” Former head of military intelligence Amos Yadlin said “we understand today that the pair of words ‘Arab spring’ did not describe correctly the phenomenon that rocked the Middle East in 2011.” The Israel Defense Forces’ intelligence branch discussed the issue and decided that the term “Arab spring” was unsuitable and decided to use the term “upheaval” as the official term describing the events.4 Many other people in Israel, as shall be described below, began using the terms “Arab winter” or “Islamic winter” as terms to challenge the original term and express a negative reading of the events. This article wishes to present an analysis of the Israeli discourse following the Arab Spring events as articulated by different parties in diverse forums of conversation. The article analyzes the public and media conversation in Israel and includes an analysis of statements, articles and public opinion surveys and refers to different players (politicians, public figures, journalists and military commanders) and different issues and questions that have arisen as part of the conversation on the subject.

498. The Differences between the EU’s Differentiation Policy and the BDS Movement

The differentiation policy led by the European Union (EU) distinguishes between the sovereign State of Israel within the 1967 borders and the occupied territories. The BDS Movement calls for what its initials stand for – boycott, sanctions and divestment – to be inflicted upon the whole State of Israel. Although they differ in essence, public discourse in Israel often confuses the two – whether unintentionally, stemming from ignorance, or intentionally because of certain political views. This paper aims to draw a clear distinction between the two policies in order to enable a more nuanced, less impassioned and more conducive dialogue in Israel and with the EU, along with an uncompromising fight against the BDS movement. The EU’s differentiation policy seeks to maintain trade and cooperation with the State of Israel within its 1967 borders, in adherence to international law and Europe’s consumer protection laws – unlike the BDS movement that seeks to boycott and sanction the entire State of Israel. Recognizing the value of EU-Israel relationship, the EU's differentiation policy aims to incentivize Israel to resume negotiations with the Palestinians. The BDS movement, on the other hand, sets goals (such as revoking the right of return and abrogating the Law of Return) that if fully achieved would mean Israel’s end as a Jewish state. The differentiation policy includes an element of normative condemnation but not delegitimization of the State of Israel as a whole, as espoused by the BDS movement. Whereas the differentiation policy implements existing international law, the BDS movement aspires to change the international perception of Israel even within its 1967 borders. Currently, the economic implications of both the differentiation policy and the BDS movement are negligible. However, in the long term, the threat posed by the BDS activities is greater than that of the differentiation policy, since the BDS is not limited to the settlements. The UN recently issued a list of companies operating in the settlements, which could serve in the future to boycott the settlements and damage major companies that play a significant role in Israel’s economy. The EU does not see any connection between its differentiation policy and the BDS movement, to which some European states oppose.

The second wave of the coronavirus sweeping Israel has overtaken the annexation issue in the headlines and relegated it to the margins of the public agenda. However, although Prime Minister Benjamin Netanyahu and his ministers have rarely mentioned the annexation since July 1, and have abandoned public activity related to the issue, the world keeps discussing the inherent dangers of such a move. Warnings against the hasty move that could have crucial repercussions for regional processes continue to be heard, especially in Europe and the Hashemite Kingdom. King Abdullah recently declared that his country would reject any kind of territorial annexation, big or small, warning that “annexation would undermine prospects of achieving peace”. His restrained diplomatic language reflects a real fear that prompted by political considerations of one kind or another, the annexation issue will soon be restored to the table and the headlines. In July 2020, Mitvim Institute experts conducted a policy dialogue with several leading Jordanian figures from the diplomatic, political, academic and military fields, in order to understand the thinking in Amman about annexation and what Jordan fears in that sense. This document sums up key insights from the dialogue.

Abstract:
The Trump Peace Plan follows a familiar American pattern of using economic tools to promote regional peace in the Middle East. This paper puts the recent plan in its appropriate context. More specifically, earlier American strategies of economic peacemaking built on three intellectual approaches: The notion of “commercial peace”, which promises peace by way of economic interdependence; the notion of “capitalist peace”, which focuses on the central and primary role of building market economies within individual states in the region; and the notion of “economic statecraft”, which focuses on the direct use of economic carrots and sticks to push regional actors to make certain policy concessions. The paper explores how these policies have played out over time in US policy in the Middle East, and points to the limits of using economic statecraft to coerce actors into peace.
