The Turkish-Syrian border is divided into separate areas of control—under the Syrian Democratic Forces in northeast Syria, Hay’at Tahrir al-Sham in Idlib, and Turkey in several cantons—which sustain contradictory political projects. Yet these border areas constitute a single political-security ecosystem, one connected to southern Turkey and regime-held Syria. As such, only a peace agreement that treats the border areas as an indivisible whole and delimits the major powers’ zones of influence can lead to a stable long-term arrangement.

Turkey is heading toward a set of twin elections that could have momentous consequences for the country’s future. In June 2023 at the latest, Turkish voters will be asked to choose a new president and a new parliamentary majority. For the past two decades, the Turkish political landscape has been dominated by the Justice and Development (AK) Party and its uniquely successful leader, Recep Tayyip Erdoğan. After having ruled the country single-handedly since 2002, Erdoğan became the first executive president of Turkey in 2018, following a tightly contested constitutional change. He has come out victorious in every round of elections since the start of his political career. And yet, after two decades, his popularity is faltering, raising the prospect of political change. The turning point for Turkey’s political system has been the transition to a presidential system with the constitutional amendment of 2017.1 Since the start of multiparty elections in 1946, Turkey had had a parliamentary system, and since 2002 it has had single-party governments. With Erdoğan at the helm, the AK Party has won nearly all elections over the past two decades. It only failed to win a parliamentary majority in the most recent elections,2 in June 2018, and since then has been forced to rely on the support of the hyper-nationalist Nationalist Movement Party (MHP) to secure control of the legislature.3 Alper Coşkun Alper Coşkun is a senior fellow in the Europe Program and leads the Türkiye and the World Project at the Carnegie Endowment for International Peace in Washington, DC. @IACOSKUN The transition to the presidential system forced a realignment of the political constellation. The structural impact of this transition has led to the creation of two major political alliances. The Cumhur, or People’s, Alliance is led by the AK Party and includes the MHP and a small number of marginal parties. The Millet, or Nation, Alliance is led by the main opposition, the center-left Republican People’s Party (CHP); it also includes the center-right/nationalist İYİ Party as well as the Saadet and Demokrat parties, which appeal to a smaller electoral base. The first real test of this alliance-based politics was the municipal elections of March 2019, where the opposition alliance performed markedly better. Millet-backed opposition candidates won the electoral race in nine out of Turkey’s ten major metropolitan cities, including Ankara and Istanbul. These cities had been ruled by mayors linked to the AK Party and its predecessors since 1994. Now the alliances are gearing up to contest the critical 2023 elections. The ruling Cumhur Alliance’s candidate will be Erdoğan, who will try to win a third term as Turkey’s president. The candidate of the Millet Alliance is still unknown. Kemal Kılıçdaroğlu, as the leader of the main opposition party, is intent on becoming the Millet candidate, but there are doubts about his electability against Erdoğan. Meral Akşener, the chairwoman of İYİ—the second-largest opposition party—has so far sidelined herself from the presidential race. Ekrem Imamoğlu, the mayor of Istanbul, and Mansur Yavaş, the mayor of Ankara, are also possible presidential candidates for the opposition. At present, all four potential candidates for the opposition are polling better than Erdoğan—fueling speculation about political change.

Abstract:
Winds of change are blowing in North Africa and the Middle East. They originate from Washington, where the new Biden administration is expected to abandon its predecessor’s zero-sum, erratic approach and take steps towards supporting regional balances and cooperation. Effects are visible especially in the Gulf, with the US pondering its options to re-activate nuclear diplomacy with Iran and Saudi Arabia and the United Arab Emirates grudgingly agreeing to put their feud with Qatar on ice. One way or another, these winds of change are working their way through the Levant, the Eastern Mediterranean and Libya. Admittedly, they are still feeble and can easily fade out like a morning breeze. Were that to happen, Europeans would be amongst the most affected – aside, of course, from regional populations themselves. It is now high time for the EU and its member states to leave the backseat they have (un)comfortably been sitting in for years, seize the opportunity of a cooperative US administration and work to play a more proactive role in North Africa and the Middle East commensurate with their considerable financial, diplomatic and military resources.

Building on emerging debates on the need to develop de-escalation mechanisms for the Middle East, the Istituto Affari Internazionali (IAI) and the Brussels-based Foundation for European Progressive Studies (FEPS), with support from the Italian Ministry of Foreign Affairs and International Cooperation, launched a one-year research and outreach project entitled “Fostering a New Security Architecture in the Middle East”. Connected to the research, an expert survey targeting European, US, Russian, Middle Eastern and Chinese experts and practitioners was conducted on key themes, principles and approaches associated with a potential new security architecture for the region. It is difficult to imagine how the Syrian conflict could be resolved through a political process alone that does not directly involve the combating forces in Syria – namely the Syrian army and its associated militias linked to the power system in Damascus, the Syrian Democratic Forces (SDF) and their Democratic Union Party (PYD) power system, as well as the “opposition” factions and their respective backers, i.e. Iran and Russia, the USA and Turkey. Similarly, it is difficult to imagine such a solution without addressing the political economy that has emerged and that now underpins these forces’ power, the warlords’ chaos-inducing advantages gained from the country’s physical fragmentation, the hidden or open bargains between these warlords and other powers, and the deterioration of Syrians’ living conditions to unbearable levels. The current situation, where the country’s physical fragmentation has reached relative stability, could persist for a long time at the people’s expense. However, several factors could reignite the conflict: growing competition over resources and rent-seeking activities, even within each area of influence; the ongoing decline in much-needed international aid; and the further deterioration of the situation expected in Lebanon and its consequences for Syria.

Since its official adoption in 2005, Turkey’s “Africa Opening” (Afrika Açılımı) has become one of the most important elements in its foreign policy and resulted in the diversification of Turkey’s economic and political relations with sub-Saharan African states. While African-Turkish relations were broadly perceived as advanced by 2010, Ankara´s humanitarian involvement in Somalia the following year has been a catalyst for Turkey´s growing influence in the Horn of Africa and the Sahel. Emphasizing both the absence of a colonial past and its religious affinities, Turkey has further promoted its relations and influence across the continent. This is most evident in the Sahel, where the strategies of Ankara and Paris are at loggerheads. EU and Turkish interests in Africa are not necessarily irreconcilable; Africa, a continent whose economic and strategic significance is set to sharply rise, deserves more attention from Greece and the European Union.

The Arab sector has the electoral potential to win 25 seats in the Knesset. The low voter participation rate in the last elections (44.6%) was the result of a number of factors: the Arab representatives’ lack of influence on the government; the Arab community’s lack of confidence in parliamentary endeavor; the marginal status of Arab society; and the ideological boycotting of the elections. The poor results of the parties on the Left among Arab voters reflect their problematic relations with the Arab community. Arab voters do not view the leftist parties as a viable electoral alternative. On the other hand, only a negligible number of Jewish voters voted for the two Arab parties. The success of the United Arab List (Ra’am) and the failure of the Joint List in the Bedouin sector are the result of the latter’s inability to provide solutions to the problems of the Bedouin population, as well as the support in Bedouin society for Ra’am’s religious and conservative platform.

In the upcoming Knesset elections, the taboo that an Arab party should not join a government coalition is liable to be broken, in view of the crisis in Israeli politics and the balance between the Right and Center-Left. The Arab camp is showing a historic willingness for political partnership, but the Zionist Center-Left camp is hesitant to establish a coalition based on the Arab parties. Paradoxically, it is Benjamin Netanyahu who is likely to benefit from the political changes on the Arab street. Although in the past he ran a campaign to delegitimize the Arab parties, today he is embracing the Arab community against the backdrop of a split Joint Arab List. From a practical political viewpoint, Arab voters are differentiating between the nationalist level and the pragmatic day-to-day level. This is evidence of the increasing “Israelization” of the Arab community, though it is not giving up its Palestinian identity.

Aside from Covid-19, the water crisis of the Rival Nile Dam, and the ongoing economic challenge, Egyptian news also dealt with the visible arrest of two young “TikTok stars.” Haneen Hossam, aged 20, was sentenced in absentia by a Cairo court to ten years in prison while Mawada al-Adham, aged 23, who appeared before the court, was sentenced to six.

Abstract:
Following the August Beirut port explosion, the Lebanese Armed Forces must rebuild trust with the civilian population. The LAF can serve as a critical pillar in Lebanese government efforts to strengthen national security and identity in the midst of the crisis, in light of security sector assistance from the United States and other Western partners. The Lebanese Armed Forces (LAF), and Lebanon more broadly, is one of the largest recipients of foreign assistance in the Middle East. The United States and allied governments have sought to build the capabilities and professionalism of the LAF since the 2006 Israel-Hezbollah war, focusing primarily on counterterrorism and border security. The LAF stood in stark contrast to other Lebanese security services in their restraint vis-à-vis the civilian population during the 2019 protests. However, recent reported violent incidents against civilians, ambiguity of the role of police forces, and concerns about both recovery efforts following the August 2020 port explosion in Beirut and extended powers under the state of emergency established by the Lebanese parliament have raised international concerns about the role of Lebanon’s security services, including the LAF. The LAF has a critical role to play in stabilizing Lebanon through a multi-faceted crisis, but will need to take concrete steps to bolster its professionalism. Lebanon’s modern politics have long been defined by confessionalism, a reality that persists even as the country is engulfed in crisis. International assistance to the LAF over the last fourteen years had intended to support the LAF as a legitimate national institution transcending confessions and supporting a broader sense of Lebanese security and identity. In the midst of the ongoing crisis in Lebanon, political turmoil at the helm of the country, and the ongoing coronavirus pandemic, there is an important opportunity for the international community to support a new path for governance in the country—as shaped and envisioned by its populace. This opportunity hinges upon leveraging existing channels of support to the LAF and building in conditionality mechanisms that hold the LAF accountable for its actions, while continuing to promote a clear articulation of priorities for the LAF and a plan to improve military effectiveness through policy and doctrine; training and equipment, education, and exercises; operations; and institutional capacity building.

In this issue of Beehive, Michael Barak analyzes the reactions in the social media to the election of Joe Biden to the US Presidency among supporters and opponents of the Egyptian regime, including exiled dissidents. The growing probability of Joe Biden victory during the election week gained widespread attention on social media among Egyptian citizens and exiled dissidents. While al-Sisi’s supporters responded coldly, expressing concern about the tightening of the new administration’s policy towards the Egyptian regime, Egyptian exiled dissidents showed mixed feelings. On the one hand, there are those who express optimism, joy, and anticipation for a change of the American policy that they criticize for being sympathetic to the Egyptian regime. On the other hand, there are those who seek to cool the sense of euphoria, arguing that the American presidency does not intend to change its sympathetic attitude towards its traditional allies. Yet, some of the Egyptian exiled dissidents believe that this is the right time to erode the power of the Egyptian regime.

Abstract:
This article describes the relationship and cooperation between Israel and Egypt, and discusses the impact of the Israeli-Palestinian conflict on them. It focuses on the current political and security cooperation between the two countries regarding the Gaza Strip, the fight against terror, the Palestinian issue, the relations with the US administration, and the regional rivalry between Arab Sunni states and Iran. The article emphasizes that when it comes to civil and economic ties between Israel and Egypt, the potential for cooperation has yet to be fulfilled. Nevertheless, there are a few signs for economic cooperation in the areas of natural gas and industry (with the enlargement of the QIZ system), and to some positive change in the public attitude of the Egyptian government towards relations with Israel. The challenges to bolstering Israel-Egypt relations include bureaucratic, economic and politicalsecurity (e.g. the nuclear issue) components. Above all, however, stands the Israeli- Palestinian conflict and the perception of the Egyptian public that normalization with Israel cannot be reached prior to a solution to the Israeli-Palestinian conflict.

In Israel, former diplomats do not tend to play a significant public role. However, they have the potential to make a real contribution to improving the public and political Israeli discourse on foreign policy. Israel’s former diplomats have dozens of years of experience, diplomatic skills, knowledge of various countries and organizations, intricate networks of social ties around the world, analytic capacity and deep understanding of the international arena and of Israel’s place among nations. This valuable experience often goes down the drain. A Mitvim Institute task-team recommended to increase their role in Israel’s public sphere, in order to empower Israel’s diplomacy and Foreign Service. On February 3, 2019, the Mitvim Institute hosted a policy workshop to discuss how this can be done. It was carried out in cooperation with the Friedrich-Ebert-Stiftung and with participation of senior former diplomats (including Foreign Ministry directors-general and deputy directors-general). Discussants presented examples from other countries, outlined the situation in Israel, described the challenges to optimizing the potential impact of Foreign Ministry retirees, and identified recommendations to promote change.

Abstract:
Ties with the EU are a strategic asset for the State of Israel. Europe is Israel’s largest trading partner, a source of political and defense support (despite disagreements), an anchor of shared norms and values, a partner in cultural creation, and a central collaborator in research and development. The importance of these ties obliges Israel to invest attention and resources in preserving and even deepening and expanding them. Done right, Israel could leverage the tremendous potential of its ties with Europe for the improved wellbeing of its citizens and for its international standing. However, in recent years, the Israeli government has been leading a negative campaign against the EU. It has been criticizing the EU for being anti-Israel, while making efforts to increase divisions between EU Member States in order to limit the EU’s capacity to play a role in the Israeli-Palestinian issue. Toward the formation of a new Israeli government in late 2019, this article presents ten guiding principles for an improved Israeli foreign policy toward the EU, based on the work of a Mitvim Institute task team.

On 9 September 2019, the Mitvim Institute convened a pre-elections event on Israel’s foreign policy. The event focused on paths to advance peace with the Palestinians; to deepen Israel’s regional belonging in the Middle East, Europe and the Mediterranean; and to empower Israel’s diplomacy Foreign Service. Senior politicians from six political parties spoke at the event: Minister Yuval Steinitz (Likud), Member of Knesset (MK) Ofer Shelah (Blue and White), MK Merav Michaeli (Labor-Gesher), MK Eli Avidar (Yisrael Beiteinu), Nitzan Horowitz (Chair of the Democratic Union) and MK Ofer Cassif (Joint List). Each of them was interviewed by Arad Nir, foreign news editor of Channel 12 News. Dr. Nimrod Goren and Merav Kahana-Dagan of Mitvim delivered opening remarks in which they presented recent trends in Israel’s foreign policy and findings of a special pre-elections Mitvim poll. Palestinian Arab citizens of Israel, who feel their political representatives cannot achieve significant change for them on domestic issues, find it hard to believe that their voice could be meaningful in Israel’s foreign relations. Indeed, their involvement in Israeli foreign relations, both in the governmental and non-governmental arena, is limited. However, one area in which their involvement and influence have significant untapped potential lies in forging ties with Diaspora Jewry. For instance, in London, there is a clear disconnect between the representative bodies of the Jewish community, such as the Board of Deputies of British Jews and the Jewish Leadership Council, and those representing the Palestinian community, such as The Association of the Palestinian Community in the UK and the Palestinian Forum in Britain which reflect the main currents of Palestinian thinking. While the disconnect is evident on the formal-organizational level, it does not preclude unofficial ties between Palestinians and Jews in London. Nonetheless, links between the two communities are limited, as is the space for joint discussions and exchanges of views, thoughts and narratives.

This paper argues that the scholarship on security sector reform (SSR) tends to neglect regional politics in the formulation of its concepts and policies, and that this neglect deprives the study of SSR of a valuable analytical level. It therefore uses comparative historical analysis and the model of regional conflict formations (RCFs) to examine army reforms in Sierra Leone and Iraq from a regional angle, thereby illustrating the explanatory potential that regional politics could bring to the study of SSR and its implementation. The paper also distinguishes between convergent and divergent regional formations, whereby the relationship between SSR outcomes and regional politics is conceived of as constitutive, entangled, and holistic.

Abstract:
As the domain of civil society burgeoned in the 1990s and early 2000s—a crucial component of the global spread of democracy in the developing and postcommunist worlds—many transnational and domestic actors involved in building and supporting this expanding civil society assumed that the sector was naturally animated by organizations mobilizing for progressive causes. Some organizations focused on the needs of underrepresented groups, such as women’s empowerment, inclusion of minorities, and LGBT (lesbian, gay, bisexual, and transgender) rights; others addressed broader societal issues such as economic justice, social welfare, and antipoverty concerns. In many countries, the term “civil society” came to be associated with a relatively bounded set of organizations associated with a common agenda, one separate from or even actively opposed by conservative political forces. However, in the past ten years, this assumption and outlook are proving increasingly incorrect. In many countries in the developing and postcommunist worlds, as well as in long-established Western democracies, conservative forms of civic activism have been multiplying and gaining traction. In some cases, new conservative civic movements and groups are closely associated with illiberal political actors and appear to be an integral part of the well-chronicled global pushback against Western liberal democratic norms. In other cases, the political alliances and implications of conservative civil society are less clear. In almost all cases—other than perhaps that of the United States, where the rise of conservative activism has been the subject of considerable study—this rising world of conservative civil society has been little studied and often overlooked. This report seeks to correct this oversight and to probe more deeply into the rise of conservative civil society around the world. It does so under the rubric of Carnegie’s Civic Research Network project, an initiative that aims to explore new types of civic activism and examine the extent to which these activists and associations are redrawing the contours of global civil society. The emerging role and prominence of conservative activism is one such change to civil society that merits comparative examination. Taken as a whole, the report asks what conservative civic activism portends for global civil society. Its aim is not primarily to pass judgment on whether conservative civil society is a good or bad thing—although the contributing authors obviously have criticisms to make. Rather, it seeks mainly to understand more fully what this trend entails. Much has been written and said about anticapitalist, human rights, and global justice civil society campaigns and protests. Similar analytical depth is required in the study of conservative civil society. The report redresses the lack of analytical attention paid to the current rise of conservative civil society by offering examples of such movements and the issues that drive them. The authors examine the common traits that conservative groups share and the issues that divide them. They look at the kind of members that these groups attract and the tactics and tools they employ. And they ask how effective the emerging conservative civil society has been in reshaping the political agenda.

An analysis of the Middle Eastern and North African militaries has produced a laundry list of literature, much of which was either valid for a specific post-World War II period or highlighted one of more aspects of military interest in the status quo or attitudes towards political change. Leaving aside the geopolitical differences between Southeast Asia and the Middle East and North Africa, a comparison of the transition in both regions brings into focus the building blocks that are needed for an armed force to embrace change. Southeast Asian nations succeeded whereas the countries in Middle East and North Africa, with the exception of Tunisia, have failed for several reasons.

In an unexpected effort to protect a key Middle Eastern ally, the Kremlin intervened in Syria with military forces in late September 2015. This effort was undertaken to protect the Bashar Assad regime from Islamist and secular rebels now threatening his regime. Moscow initiated this action with a limited force that may be primarily designed to prevent Assad’s ouster but does not have the capabilities to help him retake large tracks of the country from the rebel groups that are now holding them. The Russian leadership made the decision to use military units in Syria at some political cost, aware that it was poisoning relations with many conservative anti-Assad Arabs and complicating its troubled relationship with Western powers.1 At some point, the Russians will have to consider the questions of how well these efforts have met their goal of bolstering the regime and what will be their next moves. They may also be rapidly faced with pressure to escalate their commitment to support the regime, if current actions do not produce meaningful results. They may also learn the painful lesson of other great powers, that military intervention in the Middle East is often much more problematic than national leaders initially expect.

Elites in Tunisia and Jordan stress their need to invest in their human resources, because people are the only resources they have. An array of programs has arisen in both countries to help young people learn life and job skills, find appropriate careers, and launch new businesses. Yet a look at recent and ongoing workforce development efforts in each country reveals that these schemes are intended to produce something fundamentally different in each country. Tunisians are working to overcome the legacies of dictatorship and build a new, more democratic system while simultaneously carrying out economic reforms that aim to alter the state’s role in the economy. Jordanians are trying to alter society and economic incentives within a political status quo where too much change too quickly could threaten the political order, and the government therefore faces compelling reasons both to reform and to keep things as they are. Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014 2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self-financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

While political finance is an important instrument for achieving gender equality in politics, the ongoing debates about political finance rarely consider the impact of money on the level of representation of both men and women in elected offices. IFES' latest publication, Political Finance and Gender Equality, has been developed on the premise that there is an important connection between political finance and gender equality that has not been explored in-depth. Discussions regarding political finance should take into account the issue of gender, particularly in consideration of the challenges that prospective women candidates face with regard to the role of money. This white paper attempts to take initial steps to examine the relationship between these two important issues. After an examination of political finance regulation and its impact on the chances of women and men to effectively run for elected office, the paper reviews the effect of varying electoral systems on gender equality in politics and political finance. Finally, this white paper discusses a recent pilot project in the Middle East and North Africa. A series of interviews with women candidates informed the work of multi-stakeholder working groups in Tunisia and Yemen, and these working groups provided recommendations for reform in their respective countries.

The turbulence in Gulf security politics today is difficult to miss: unusually sharp public splits in the Gulf Cooperation Council (GCC), rising sectarian tensions, tough moves against the Muslim Brotherhood and other Islamist movements, and markedly harsh crackdowns on even minor forms of public dissent. Gulf elites are openly airing profound doubts about the future of the U.S. regional role, worries about blowback from Syria, and fears about the implications of a Western rapprochement with Iran. Regime efforts to insulate themselves from popular dissent have included potentially unsustainable economic commitments and self-defeating internal repression. Meanwhile, deep political divisions are disrupting the long-standing security partnership between Washington and the GCC states. How has the turbulence of the last three years affected security in the Gulf? Do new domestic, regional, or international trends fundamentally alter how the regimes, political movements, and people of the region grapple with challenges to their security? How new are these challenges, and how extraordinary the responses? What is gained, and what potentially distorted, by viewing these events through a security lens? Which assumptions in the academic literature about Gulf security have proven resilient, and which require rethinking? On March 9, 2014, POMEPS and Matteo Legrenzi at Ca’ Foscari University brought together more than a dozen scholars based in the Middle East, Europe, and the United States to Venice, Italy to look closely at the new – or not so new – questions about Gulf security. This should be the finest hour for the “regime security” perspective, which has been the dominant theoretical framework for understanding the region’s security politics in recent years. The regime security framework emerged to challenge the conventional Realist view of states primarily responding to external power and threat in their alliance and foreign policy choices. As Gregory Gause and many other scholars have effectively demonstrated, regimes faced threats to their own power and survival from within as well, and often prioritized those in their policy choices. Iran’s “threat” to Riyadh, for instance, had as much to do with its potential appeal to Saudi Shiites as it did with its pursuit of a nuclear arsenal. This perspective seems to offer considerable traction on the domestic and regional maneuverings of Gulf regimes in the last few years. While no GCC regimes fell in the face of popular protest, the Arab uprisings clearly intensified and sharpened those internal regime security concerns. And, as several of the memos in this collection observe, the responses by Gulf states to these concerns included both domestic security crackdowns and regional foreign policy initiatives. The coordinated campaigns against the Muslim Brotherhood across the Middle East by Saudi Arabia and the United Arab Emirates (UAE), as Stéphane Lacroix, David Roberts, and Guido Steinberg suggest, reflected this logic of shoring up domestic power through foreign policy activism. So did the financial and political support by wealthy Gulf monarchies for less well-endowed fellow monarchs across the region.

The Arab Spring has placed the Mediterranean region at the centre of the international agenda. The popular uprisings that originated in Tunisia soon expected to other countries acquiring a regional dimension. The political processses that have emerged as a consequence of the protests have so far responded to three different dynamics: revolution, repression and reforms. In the first place, in revolutionary countries - such as Tunisia and Egypt - the protests gave put an end to authoritarian regimes and made possible the beginning of a new-born political order. Secondly, repressive regimes - such as Libya and Syria- have spared no efforts to silence criticism and to disperse the protests with excessive use of force, committing mass human rights violations. In the third place, reformist governments - such as Morocco and Jordan - have adopted political reforms in a wise move, giving an evolutionary response to revolutionary demands. With such a wide range of possible scenarios, it necessary to question the validity of the concept of Arab Spring as a regional phenomenon, since it is a term that encompasses national realities of a very different nature.

The Muslim Brotherhood, the dynamic Islamist movement that has tried to navigate Egypt's semi-authoritarian system for over six decades, is facing a shrinking political space. For most of the past decade, the Brotherhood has expanded its political role, increasing from 17 to 88 members of Egypt's 620-member People's Assembly. Its success has brought increasing repression from the government. A range of measures have limited the Brotherhood's effective-ness in the People's Assembly, preventing it from forming a political party. This environment has led the movement to prioritize internal solidarity over parliamentary activities and refocus efforts on its traditional educational, religious, and social agenda. While the Brotherhood is unlikely to renounce politics altogether, the movement's center of gravity is shifting toward those who regard it as distracting, divisive, and even self-defeating.

The June 2009 swearing in as prime minister of Saad Hariri, leader of the Sunni Future Current movement, marks a turning point, the end of a period of exceptional domestic political turbulence and regional tensions that began with the 2005 murder of his father, Rafic; led to institutional paralysis; and culminated with the violent May 2008 showdown between government and opposition. It also presents the new leader with a host of novel challenges. The man who took the helm of a once deeply divided Sunni community must discard much of what enabled his rise, if he is to succeed now that he is in power. With Hizbollah, the principal Shiite movement, he must move away from the sectarianism that has become Lebanon's political stock-and-trade. The Future Current should initiate the process of becoming a more genuine, institutionalised party, breaking from the clientelism that will otherwise inhibit the prime minister's transition from community leader to statesman. And Hariri must continue to navigate the difficult normalisation with Syria, over coming deep mistrust among his constituency toward Damascus.

After nine months of political wrangling, Iraq's parliament confirmed Prime Minister Nouri al-Maliki's new coalition government December 21. Though the government is "a good basis for setting out," says Iraq expert Joost Hiltermann, there's much uncertainty about how cohesive it will be and whether the inclusive government formed can govern. Hiltermann says there are questions about who will head the three major security ministries, whether a new National Council for Strategic Policy--designed as a "real check" against Maliki's power--will be approved by parliament, and whether Ayad Allawi, who headed the Iraqiya bloc that won the most seats in the election, will want to head that council. The United States pushed a power-sharing agreement "that went beyond the sharing of ministerial positions," says Hiltermann, but it remains to be seen whether various factions, including the prime minister and his allies, will allow that to happen.

Despite the clear necessity of an inclusive approach that involves all relevant actors, the Middle East Quartet (comprising the United Nations, the United States, the European Union and Russia) has made political and financial cooperation with the Palestinian Authority dependent on the recognition of the three Quartet principles — the recognition of Israel, the renunciation of violence and adherence to previous diplomatic agreements — in exchange for the recognition of a Palestinian government. But instead of compelling Hamas to consider compliance, the Quartet principles have in fact led the group to become more entrenched in its defiant stance. There is a fundamental problem with the three Quartet conditions. While decision-makers proclaim that the three principles come as a package and are inseparable, it is precisely the fact that they are so interlocked and that Hamas is required to comply with them simultaneously that makes compliance problematic. This is the case because the three principles are mutually constraining to such an extent that complying with one principle effectively prevents Hamas from complying with another. Originally, the three Quartet principles were intended as a basis or a framework for a potential peace process. They define the conditions a negotiating partner has to fulfil in order to take part in Middle East peace talks. In reality, however, they have acted as an impediment. This paper seeks to find a way of overcoming the constraints that the EU has imposed upon itself by insisting on simultaneous adherence to the three Quartet principles. It looks at what room for manoeuvre there remains for the EU within the framework of the Quartet conditions and at how they can be modified in such a way that they facilitate rather than obstruct compliance.

Why should anyone care about Fatah's fate? The 50-yearold movement, once the beating heart of Palestinian nationalism, is past its prime, its capacity to mobilise withered. Racked by internal divisions, it lost the latest and only truly competitive election in Palestinian Authority (PA) history. It promised to fight for liberation, achieve independence by negotiation and effectively manage daily lives through the PA yet achieved none of this. Those yearning for resistance can turn to Hamas or Islamic Jihad; the address for diplomacy is the PLO; governance depends on Prime Minister Fayyad in the West Bank, the Islamists in Gaza. President Abbas' threat not to run in upcoming presidential elections is the latest sign of a movement and project adrift. Yet Fatah's difficulties do not make it expendable; they make it an organisation in urgent need of redress. A strong national movement is needed whether negotiations succeed and an agreement must be promoted, or they fail and an alternative project must be devised. Fatah's August General Conference – its first in twenty years – was a first step. Now comes the hard part: to define the movement's agenda, how it plans to carry it out, and with whom.

Sunni Islamist movements are gradually emerging as a significant part of Lebanon's power scene. The Lebanese army's three-month military campaign against one such movement, Fateh al-Islam, in the Nahr al-Bared Palestinian refugee camp in North Lebanon, which ended in early September, triggered a fierce debate about these groups and their political and social agendas. Until recently, Islamist arguments did not resonate with the majority of Lebanon's Sunni Muslims. However, turbulent events and an incoming tide of public opinion following the wars in Afghanistan and Iraq, the assassination of former prime minister Rafi q al-Hariri in February 2005, a rising tide of sectarianism across the region, and the Israeli war against Hizbollah and Lebanon in July 2006 have all given Islamists a framework for advancing their agenda among Lebanon's Sunna. They are no longer an irrelevant political force.

The argument in this paper is two-fold: On the one hand, the oil-rich far south of Iraq has a special potential for radical and unpredictable millenarianism by discontented Sadrists; on the other hand, developments among the Sadrist leadership nationally suggest that many key figures – including Muqtada al-Sadr himself and some of his lieutenants with links to Basra – still prefer a more moderate course and will seek to hold on to a veneer of Shiite orthodoxy as long as possible. Accordingly, the future of the Sadrist movement, including in the far south, will likely be decided by how US and Iraqi government policies develop over coming months. If Washington chooses to support Nuri al-Maliki in an all-out attack against the Sadrists, the response may well be an intensification of unpredictable Mahdist militancy in the far south, in a far more full-blown picture than anything seen so far. There will be no genuine national reconciliation in Baghdad, simply because the centralism of the Sadrists is a necessary ingredient in any grand compromise that can appeal to real Sunni representatives. Conversely, if the Sadrists are encouraged to participate in the next local elections, Amara, where Sadrists have been engaged in local politics since 2005, could emerge as a model of positive Sadrist contributions to local politics in Iraq. At the national level, too, the Sadrists could come to play the same constructive role as that seen in February 2008, when they together with Fadila reached out to Sunni Islamists and secularists to challenge the paralysed Maliki government on a nationalist basis by demanding early provincial elections.

There is reason to be concerned about the Muslim Brothers' political program, and they owe the people genuine clarifications about several of its aspects. But the ruling National Democratic Party's (NDP) refusal to loosen its grip risks exacerbating tensions at a time of both political uncertainty surrounding the presidential succession and serious socio-economic unrest. Though this likely will be a prolonged, gradual process, the regime should take preliminary steps to normalise the Muslim Brothers' participation in political life.

Kuwait's Islamic Constitutional Movement (ICM), founded in 1991, is a relatively new political actor in Kuwait. Yet by the standards of regional Islamist movements, it is one of the most experienced in parliamentary and electoral politics. The ICM can claim some real electoral and programmatic successes, but any move beyond marginal or incremental achievements rests largely on its ability to build on the success of an ad hoc and diverse coalition of Islamist, liberal, and populist political forces. In short, if the ICM navigates difficult waters, it may be able to achieve many of its goals while demonstrating the broader potential of an Islamist electoral movement as part of a coalition pressing for liberalizing political reform. Kuwaiti political history suggests strong reasons for skepticism-the opposition has never been able to maintain a united front for long, and the Kuwaiti government has tools at its disposal to disperse, placate, and even exclude dissenters. But the opportunities beckoning the movement and other opposition political forces are stronger than they have ever been.

Hamas's takeover of Gaza and President Abbas's dismissal of the national unity government and appointment of one led by Salam Fayyad amount to a watershed in the Palestinian national movement's history. Some paint a positive picture, seeing the new government as one with which Israel can make peace. They hope that, with progress in the West Bank, stagnation in Gaza and growing pressure from ordinary Palestinians, a discredited Hamas will be forced out or forced to surrender. They are mistaken. The Ramallah-based government is adopting overdue decisions to reorganise security forces and control armed militants; Israel has reciprocated in some ways; and Hamas is struggling with its victory. But as long as the Palestinian schism endures, progress is on shaky ground. Security and a credible peace process depend on minimal intra-Palestinian consensus. Isolating Hamas strengthens its more radical wing and more radical Palestinian forces. The appointment of Tony Blair as new Quartet Special Envoy, the scheduled international meeting and reported Israeli-Palestinian talks on political issues are reasons for limited optimism. But a new Fatah-Hamas power-sharing arrangement is a prerequisite for a sustainable peace. If and when it happens the rest of the world must do what it should have before: accept it.

In 2006, a new group of Iraqi leaders came to power through elections. In the absence of strong bureaucratic and military institutions, the qualities and skills they bring to bear and their capacity and willingness to cooperate, especially across ethnic and sectarian lines, will determine whether Iraq collapses into chaos or moves forward toward stability. Three characteristics of these leaders are striking. First is how new and inexperienced most of them are. Rapid political mobility and change in ministers was prevalent in previous cabinets, but it has intensified in this government. This degree of change has made it difficult for leaders to acquire experience in national governance, create institutions, establish networks across ministries, and cultivate constituencies outside the central government. Second, the current leadership is still dominated by “outsiders”—exiles who have spent much of their adult life outside Iraq, or by Kurds who have lived in the north, cut off from the rest of Iraq. Most of these exiles have spent time in Middle Eastern, not Western, societies. “Insiders” who lived in Saddam's Iraq and endured its hardships are still a minority. This fault line between insiders and outsiders helps explain some of the lack of cohesion in the government. Third, and most important, many of the current leaders have spent the best part of their adult life engaged in opposition to the Saddam regime, often in underground or militant activities. Those who had any affiliation with, or simply worked under, the old regime have still found it very difficult to gain entry. The result has been a profound distrust between the new leadership and those with some association with the old regime. The continuation of the insurgency has helped this political struggle metamorphose into an ethnic and sectarian war. A fourth parameter is emerging as significant: the development of political parties and groups, often accompanied by militias. While ethnic and sectarian divisions in Iraq have grabbed most of the headlines, it is these parties and their constituencies that are shaping the political agenda and are likely to be determinative in the future. The most important of these parties now occupy seats, not only in the assembly but in the government. They include the Supreme Council for the Islamic Revolution in Iraq (SCIRI), Da'wah, and the Sadrist movement in the dominant Shi'ah United Iraqi Alliance (UIA), the Kurdistan Democratic party (KDP) and Patriotic Union of Kurdistan (PUK) in the Kurdistan Alliance, Tawafuq (Iraqi National Accord) among the Sunnis, and the weaker Iraqiyyah (Iraqi) ticket among the secularists. Each of these parties has different positions on issues and different constituencies to satisfy; in a number of cases these cross ethnic and sectarian divides. Among the most important of these common interests are (a) economic development, (b) oil legislation, (c) management of water resources and the environment, and (d) the role of religion and the state. Even more divisive issues, such as federalism and a timetable for withdrawal of multinational forces, find allies on one or another side of these issues among different ethnic and sectarian groups. This suggests that despite ethnic and sectarian strife, a new political dynamic could be built in Iraq by focusing on one problem at a time and dealing with it by encouraging party, not communal, negotiations. Although such agreements will take time, they may provide a means of gradually building much-needed trust and a network of people and institutions that can work across ethnic and sectarian boundaries. Such a process will have a far better outcome over the long term—an intact, more durable Iraqi state, than the ethnic and sectarian divisions now being pushed by events on the ground and by some outside policy analysts.

Robert Springborg sees the need for the EU to clarify its policies towards the MENA region and Muslim democrats within it. The present lack of EU policies on engaging with moderate Islamists leads them to be at best curious about the EU and at worse to be suspicious of it. Engagement might itself help to contribute to policy formation in this important area, and serve as a vehicle to disseminate information about relevant EU policies.

The issue of political reform in Syria straddles the line between reform of political institutions and removal from power of a particular regime and entails both domestic and external actors. The regime of Bashar al-Asad is under pressure from Syrian citizens who want a different political system and different leadership. He is also under pressure from the United States, which wants Syria to change its regional policy: stop intruding in Lebanese affairs, reduce support of Palestinian groups, and make a bigger effort to prevent infiltration of radical Islamists into Iraq. As a result, it is impossible to separate completely a domestic process of political reform from the external pressures. The two are entangled to a much greater extent than in any other country in the region except Iraq, and the analysis that follows reflects this entanglement.

Throughout years of uprising and Israeli military actions, siege of West Bank cities and President Arafat's de facto house arrest, it was hard to imagine the situation getting worse for Palestinians. It has. On all fronts – Palestinian/Palestinian, Palestinian/Israeli and Palestinian/ international – prevailing dynamics are leading to a dangerous breakdown. Subjected to the cumulative effects of a military occupation in its 40th year and now what is effectively an international sanctions regime, the Hamas-led Palestinian Authority (PA) government cannot pay salaries or deliver basic services. Diplomacy is frozen, with scant prospect of thaw – and none at all of breakthrough. And Hamas's electoral victory and the reactions it provoked among Fatah loyalists have intensified chaos and brought the nation near civil war. There is an urgent need for all relevant players to pragmatically reassess their positions, with the immediate objectives of: avoiding inter-Palestinian violence and the PA's collapse; encouraging Hamas to adopt more pragmatic policies rather than merely punishing it for not doing so; achieving a mutual and sustained Israeli-Palestinian ceasefire to prevent a resumption of full-scale hostilities; and preventing activity that jeopardises the possibility of a two-state solution.

A combination of the current “global war on terror” and political developments in the Middle East has brought forth deep interest in what scholars have identified as the “Arab Condition,” which recognizes the lack of political autonomy of Arab countries, whose citizens are seen to suffer from political disengagement and a lack of coherent political identity that is based on shared language, culture, and history (articles by Edward Said in Al-Ahram Weekly Online 22-28 May 2003; 21-27 August 2003). Alternate analyses view this absence of political identity from a religious (as opposed to linguistic/cultural) perspective, believing it to be at the base of the radicalization of Islamic religion, which has been responsible for the upsurge in terrorist activities around the globe (Ajami 1992; 1998; Wall Street Journal, 28 March 2004; Lewis 2002; 2003). It has been successfully argued (Bennison 2002; Roy 2004) that the Islamic ummah (collective Islamic identity) was at the basis of a global system until the dissolution of the Ottoman Empire in the early twentieth century. However, little or no work has been undertaken to study the complex relation that exists between language/culture and religious affiliation, more particularly for the Arab-speaking nations whose language is directly identified with the doctrines and laws of Islam. As a result, in attempting to understand the current political climate, lines drawn between what is Islamic, what is Arabic, and what is indeed a combination of the two have often been blurred, adding confusion to what has hitherto been a relatively unfamiliar religion and culture in the West.

Taking its cue from the literature on return migration and repatriation processes as well as the Palestinian refugee problem, this paper looks first at the issue of return to place of origin or not. Return migration to the West Bank and Gaza Strip is then considered in the light of this schema, and stipulations of the politicisation of a transnational paradigm and the structural invisibility of return migration are highlighted. The present paper argues that in the Palestinian context, return is a political issue for all parties concerned and that Palestinian return migration has been structurally invisible. The paper concludes that politicisation of a transnational paradigm should be acknowledged in studying Palestinians' transnational mobility and relations because otherwise the fact that some transnational practises might aim at permanent return can pass unnoticed.

This paper discusses the two prevailing interpretations of the political attitudes of the Grand Ayatollah Ali al-Sistani, the leading Shiite cleric in Iraq today. It is argued that neither the traditional "quietist" paradigm nor more recent Machiavellian interpretations can satisfactorily explain Sistani's actions. An alternative interpretation is offered which highlights Sistani's historical oscillation between passive and activist positions. It is suggested that, after an activist intermezzo from June 2003 to December 2004, Sistani has reverted to a more secluded role, again showing an increasing reluctance to fulfil the wishes of his many wooers in Iraqi politics, and limiting his interference to matters directly connected with the Shiite faith and its institutions. It is concluded that Sistani's professional interests as a cleric – rather than any constant desire on his part to control and manipulate domestic politics – may be the key to understanding any future intervention in the political process in Iraq. Scepticism is also expressed toward the notion of Sistani as a guarantor for a "moderate" or "secular" Iraqi political system that would supposedly be fundamentally different from that of Iran – an idea that has featured prominently in policy-making circles in the United States and in other Western countries currently involved in Iraq.

This short paper launches the second set of studies in the Carnegie Papers Middle East Series. The first set, now also published as a book under the title Uncharted Journey: Promoting Democracy in the Middle East, examined the most important issues concerning democracy promotion and democratic change in the Middle East. One of the conclusions that emerged from those studies is that the Middle East still offers a rather discouraging political picture. There are some liberalized autocracies but no democratic countries in the region. The link between economic and political reform remains weak. Democratic reformers have failed to build strong constituencies, and the organizations with strong constituencies are Islamist rather than democratic. The integration of Islamists in the reform process remains poor. And the United States, now championing democracy in the region, has little credibility in Arab eyes, and still has not consistently integrated democracy promotion in its policy toward the area. Yet, despite all these problems, it is becoming increasingly clear that there is a ferment of reform in the Middle East. But how significant is it?

Arab political regimes are both unusually undemocratic and unusually stable. A series of nested statistical models are reported to parse competing explanations. The democratic deficit is comprehensible in terms of lack of modernization, British colonial history, neighborhood effects, reliance on taxes for government finance, and the Arab population share. Interpretation of the last variable is problematic: It could point to some antidemocratic aspect of Arab culture (though this appears not to be supported by survey evidence), or it could be a proxy for some unobservable such as investment in institutions of internal repression that may not be culturally determined and instead reflect elite preferences. Hypotheses that did not receive robust support include the presence of oil rents, the status of women, conflict with Israel or other neighbors, or Islam. The odds on liberalizing transitions occurring are low but rising. In this respect the distinction between the interpretation of the Arab ethnic share as an intrinsic cultural marker and as a proxy for some unobservable is important-if the former is correct, then one would expect the likelihood of regime change to rise only gradually over time, whereas if it is the latter, the probabilities may exhibit much greater temporal variability.

While most Americans rejoiced at this announcement, students of history understood that it simply meant the easy part was over. In the following months, peace did not break out, and the troops did not come home. In fact, Iraqi insurgents have struck back hard. Instead of peace, each day Americans read about the death of another soldier, the detonation of deadly car bombs, the assassination of civilians, and Iraqi unrest.

Twenty-five years after its Islamic revolution, Iran represents a challenge and an opportunity for the United States. The issues at stake reflect the urgent and multifaceted dilemmas of U.S. security in the post–9/11 era: nuclear proliferation, state support of terrorism, the relationship between religion and politics, and the imperative of political and economic reform in the Middle East. At this time, as Iraq—Iran's neighbor and historic adversary—embarks on a difficult transition to post-conflict sovereignty, and as the International Atomic Energy Agency (IAEA) extends its scrutiny of Iranian nuclear activities, Iran looms large on the U.S. policy agenda. Recognizing this relevance to vital U.S. interests, the Task Force advocates selectively engaging with Iran to address critical U.S. concerns.
