- Voices in the Arab media have recently suggested that war between Israel and Hezbollah may erupt this coming summer. This debate began even before the rise in tension between the United States and Iran in the Gulf, which once again brought to the fore the possibility of Iran using Hezbollah as a proxy against Israel. In recent speeches, however, Hezbollah Secretary General Hassan Nasrallah acted quickly to calm the waters, while delivering messages designed to deter Israel from taking measures against Hezbollah. Nasrallah asserted that Hezbollah was capable of striking strategic sites on the Israeli home front and conquering parts of the Galilee. These statements indicate that as far as Hezbollah is concerned, the current circumstances are not convenient for a conflict with Israel, due to Hezbollah's continuing involvement in the war in Syria and a wish to avoid undermining Hezbollah's recent achievements in the Lebanese political system. Also important is Hezbollah's deepening economic plight, resulting in part from American sanctions against the organization and its patron, Iran, although these economic difficulties have not yet affected Hezbollah's continued investment in its military buildup and deployment for a future war with Israel. Nevertheless, even if Hezbollah has no interest in a large scale conflict with Israel at this time, escalation as a result of particular measures by Israel in Lebanon and the organization's response, or from Hezbollah's own actions against Israel aimed at serving Iranian interests, cannot be ruled out. Israel must therefore prepare in advance for the possibility of a military campaign in the north.

- The Issue Some U.S. policymakers have argued that the United States should withdraw its military forces from Syria. But the United States has several interests in Syria: Balancing against Iran, including deterring Iranian forces and militias from pushing close to the Israeli border, disrupting Iranian lines of communication through Syria, preventing substantial military escalation between Israel and Iran, and weakening Shia proxy forces. Balancing against Russia, including deterring further Russian expansion in the Middle East from Syrian territory and raising the costs—including political costs—of Russian operations in Syria. Preventing a terrorist resurgence, including targeting Salafi-jihadist groups like the Islamic State and al Qaeda that threaten the United States and its allies. Our Recommendations: Based on U.S. interests in Syria, Washington should establish a containment strategy that includes the following components: Retain a small military and intelligence footprint that includes working with—and providing limited training, funding, and equipment to—groups in eastern, northern, and southern Syria, such as the Syrian Democratic Forces (SDF). Coordinate with regional allies such as Jordan and Israel to balance against Iran and Russia and to prevent the resurgence of Salafi-jihadists. Pressure outside states to end support to Salafi-jihadists, including Turkey and several Gulf states. As the war in Syria moves into its seventh year, U.S. policymakers have struggled to agree on a clear Syria strategy. Some U.S. policymakers have argued that the United States needs to withdraw its military forces from Syria. “I want to get out,” President Trump said of the United States’ military engagement in Syria. “I want to bring our troops back home.”1 Others have urged caution, warning that a precipitous withdrawal could contribute to a resurgence of terrorism or allow U.S. competitors like Iran and Russia—along with their proxies—to fill the vacuum.2 In addition, some administration officials have argued that the Islamic State has been decimated in Syria and Iraq. The National Security Strategy notes that “we crushed Islamic State of Iraq and Syria (ISIS) terrorists on the battlefields of Syria and Iraq.”3 But between 5,000 and 12,000 Islamic State fighters remain in Syria and continue to conduct guerrilla attacks, along with between 40,000 and 70,000 Salafi-jihadist fighters in Syria overall.4

- Summary of Findings 1. Views of the Rouhani Administration President Hassan Rouhani and Foreign Minister Javad Zarif enjoy high levels of popular support in Iran. Nearly 8 in 10 Iranians say they have a favorable opinion of Rouhani and Zarif. Yet the intensity of their popularity has substantially eroded since August 2015. With Iran’s parliamentary elections only about a month away, 6 in 10 Iranians continue to want Rouhani supporters to win, while a growing minority favors his critics. Though Rouhani receives high marks for improving Iran’s security and deepening Iran’s relations with European countries, views of the economy are mixed. An increasing majority of Iranians think that Rouhani has not been successful in reducing unemployment. Iranians are also substantially less optimistic about Iran’s economy, with less than half now thinking that the economy is getting better. 2. Iran’s February 2016 Parliamentary Elections Four in ten Iranians voice confidence that the upcoming Majlis (Iran’s Parliament) elections will be very fair, and another four in ten assume it will be somewhat free and fair. Two thirds are highly confident they will vote in the upcoming elections for the Majlis and the Assembly of Experts. The most important issues Iranians want the new Majlis to tackle are unemployment and Iran’s low performing economy. 3. Civil Liberties in Iran Two in three Iranians believe that it is important for President Rouhani to seek to increase civil liberties in Iran. However, only a small minority complains that Iranians have too little freedom. While only about a third thinks that civil liberties in Iran have increased during Rouhani’s presidency, a plurality expects that civil liberties will increase at least somewhat over the next two years. 4. Approval for Nuclear Deal Seven in ten Iranians approve of the nuclear deal, though enthusiasm has waned somewhat. The deal garners support from majorities of those who favor Rouhani’s critics in the Majlis election, as well as those who favor his supporters. Two thirds still think the Iranian leadership negotiated a good deal for Iran, though the number of those disagreeing has risen to one in five. The number who believes it was a win for Iran has also declined, while the number who believes it was a victory for both sides has risen and is now a majority. 5. Perceptions of the Nuclear Deal Substantial numbers of Iranians now have a more accurate picture of the deal than they did in August 2015. About half (up from a third) now realizes that Iran has accepted limits on its nuclear research. Almost half (up from a quarter) now knows that many US sanctions are not covered by the agreement and will continue. However, growing majorities continue to believe incorrectly that Iranian military sites cannot be inspected under any conditions. A majority also believes that the US has agreed to not impose new sanctions to replace the ones that were removed as part of the nuclear deal. 6. Expectations of Economic Benefits Three in five Iranians expect that the nuclear deal will eventually result in improvements in their own economic well-being. This sentiment is shared by a majority of those who support Rouhani’s critics in the upcoming parliamentary elections. Majorities expect to see, within a year, better access to medical products from abroad, more foreign investment, and significant improvements in unemployment and the overall economy, though these majorities have declined from August 2015. 7. The Nuclear Deal’s Effect on Iran’s Foreign Relations A large majority of Iranians thinks that Iran’s relations with European countries have already improved as a result of the nuclear deal, but only one in three thinks Iran’s relations with the United States have improved. 8. Views of US Cooperation in the Nuclear Deal Six in ten Iranians are not confident that the US will live up to its obligations under the nuclear agreement and do not think the US will accept other countries cooperating with Iran’s civilian nuclear sector, as provided for under the deal. Half assume the US will use pressure and sanctions to extract more concessions from Iran—up from only a quarter in August 2015. 9. Views of the Nuclear Program Just as in past years, four in five Iranians see the development of an Iranian nuclear program as very important, and three in four see this program as being for purely peaceful purposes. Four in five continue to favor the idea of a Middle East nuclear-free zone that would require all countries in the Middle East, including Israel, not to have nuclear weapons. 10. Iran’s Involvement in Syria and Fighting ISIS Large majorities of Iranians approve of Iran being involved in Syria and strongly support countering ISIS, preserving Iran’s influence in the region, and countering Saudi, American, and Israeli influence. Overwhelming majorities approve of Iran fighting ISIS directly. Large majorities also approve of Iran supporting Shiite and Kurdish groups fighting ISIS and providing support to Iranian allies in the region. Strengthening the Assad government gets more modest support and is seen as a secondary goal for Iran. Two in three Iranians approve of sending Iranian military personnel to help Assad fight against armed Syrian rebels, including ISIS. 11. Views of US Involvement in Syria A large majority of Iranians disapproves of US involvement in Syria. US involvement in Syria is widely perceived as being primarily motivated by a desire to topple the Assad government, to increase US influence and power in the region, to protect Israeli and Saudi interests, and to decrease Iran’s influence and power in the region. Views are divided about whether the United States is seeking to protect Syrian civilians, to end the conflict, to prevent the conflict from spreading, or to fight ISIS. A modest majority says US efforts against ISIS are not at all sincere. A bare majority supports direct cooperation with the United States to counter ISIS in Iraq. 12. Views of Other Nations Involved in Syria Large majorities of Iranians approve of the involvement in Syria of Russia and Hezbollah, and seven in ten express confidence that Russia’s efforts against ISIS are sincerely motivated. However, large majorities disapprove of the involvement in Syria of Turkey, France, and, especially, Saudi Arabia. Large majorities say that the Saudis’ efforts against ISIS are insincere; views of the sincerity of the efforts by Turkey and France are less negative. A large majority has a negative view of Saudi efforts to create a coalition against terrorism, primarily because Saudi Arabia is seen as a supporter of ISIS. 13. International Collaboration on Syria and ISIS Despite their suspicions of other countries operating in the region, eight in ten Iranians approve of Iran participating in the international talks on the conflict in Syria. Of those who know about the Vienna agreement, seven in ten approve of it. 14. Views of Other Countries Iranians view their country’s allies, notably Iraq, Syria, Lebanon, and Hezbollah, favorably, and view Saudi Arabia and Turkey increasingly unfavorably. Views of Russia and China are generally favorable and have improved considerably over time. Western countries, with the exception of Germany, are viewed unfavorably, with Britain and the US viewed negatively by large majorities in Iran. In contrast, a majority has a favorable opinion of the American people.

- The last active US combat forces left Iraq in August 2010, marking the end of Operation Iraqi Freedom and the beginning of Operation New Dawn. Some 49,000 advisory troops, four advisor assistance brigades, and a limited number of special operations forces (SOF) remained to train, advise, and assist Iraq's security forces after that date, including the military, intelligence, and police. Until the end, these US troops continued to serve a number of other important security functions: carrying out kinetic operations against Iranian-backed and other militant groups; providing training to the ISF; taking part in joint patrols along the borders of the Kurdish provinces and helping integrate ISF and Kurdish forces; and acting as a deterrent to Iraq's neighbors–in particular Iran.

- The rebels will have to rely on external lines of supply to replenish their arms and ammunition if they are to continue eroding the regime's control. The emergence of al-Qaeda-linked terrorist cells working against the regime poses risks to the United States and a challenge to those calling for material support of the armed opposition. As the militias continue to face overwhelming regime firepower the likelihood of their radicalization may increase. Moreover, the indigenous rebels may turn to al-Qaeda for high-end weaponry and spectacular tactics as the regime's escalation leaves the rebels with no proportionate response, as occurred in Iraq in 2005-2006. Developing relations with armed opposition leaders and recognizing specific rebel organizations may help to deter this dangerous trend. It is imperative that the United States distinguish between the expatriate political opposition and the armed opposition against the Assad regime on the ground in Syria. American objectives in Syria are to hasten the fall of the Assad regime; to contain the regional spillover generated by the ongoing conflict; and to gain influence over the state and armed forces that emerge in Assad's wake. Therefore, the United States must consider developing relations with critical elements of Syria's armed opposition movement in order to achieve shared objectives, and to manage the consequences should the Assad regime fall or the conflict protract.

- James Madison famously stated in 1793: “War is in fact the true nurse of executive aggrandizement.” By this, Madison meant that, when confronted with a grave threat to national security, the instinct of a state is to concentrate power at the very top. This can lead – and has led – to abuse of power. For instance, President Franklin D. Roosevelt's signing of Executive Order 9066 on February 19, 1942 resulted in the forcible internment of Japanese Americans (two thirds of whom were U.S. citizens), an episode widely seen as regrettable later, after history had removed Americans from the anxiety of war. But by no means do we have to look as far back as to World War II. We can note Cold War incidents such as the Iran-Contra scandal (1985–87), when the Reagan administration took it upon itself to bypass Congress – and specific laws – in order to support the controversial Nicaraguan Contras with money acquired by selling arms to Iran.

- The United States has a great interest in the success of the International Atomic Energy Agency (IAEA), given the important role it can play in reducing the risks of nuclear proliferation and nuclear terrorism. Stalled investigations of Iran and Syria have put the credibility of the IAEA at stake. The agency detected neither Iran’s hidden uranium enrichment facility near Qom nor the reactor being constructed by Syria near al Kibar. These examples underscore the importance of strengthening the agency’s verification capability, by both increasing its authority and sharing more information. The IAEA can also help shape the global growth of nuclear power, ensuring the highest levels of safety and security, while discouraging the spread of sensitive technologies that can be misused to build nuclear weapons. The IAEA Board of Governors’ recent decision to establish a nuclear fuel bank in Russia is a step in the right direction. Success requires a new “Spirit of Vienna”—a willingness of delegates to work toward consensus on even difficult topics—surrounding the agency’s important role in nonproliferation. It also requires a conscious effort by the new Director General to remove the politics from IAEA business and return the agency to its technical mandate.

- The Obama administration has made some decisive changes to the Afghan policy it inherited. Most significantly, in its first year it committed to a 250 percent increase in the American force on the ground (adding 51,000 troops to the 34,000 in Afghanistan when Mr. Obama took office) and lobbied hard to secure increases in non–U.S. coalition forces. It matched this large increase in force with a major reduction in the goal: from raising a democratic state in Afghanistan to the creation of a state strong enough to prevent a takeover by the Taliban, al–Qaeda, or any other radical Islamic group; and to “disrupt, dismantle, and defeat” al–Qaeda (which, of course, is not achievable in Afghanistan or Afghanistan and Pakistan alone). The third pillar of the policy was and is a greater emphasis on the need for a regional approach, a belief the Bush administration moved toward in its closing days.

Since September 11, 2001, according to a number of neo-conservative commentators, America has been fighting World War III (or IV, if you like to give the Cold War a number). For more than six years, these commentators have repeatedly drawn parallels between the "War on Terror" that is said to have begun in September 2001 and World War II. Immediately after 9/11, Al Qaeda and other radical Islamist groups were branded "Islamofascists". Their attack on the World Trade Center was said to be our generation's Pearl Harbor. In addition to coveting weapons of mass destruction and covertly sponsoring terrorism, Saddam Hussein was denounced as an Arab Hitler. The fall of Baghdad was supposed to be like the liberation of Paris. Anyone who opposed the policy of pre-emption was an appeaser. And so on.

- While al-Qaeda in Iraq remains the primary threat in northern Iraq, violence by Special Groups—Shi'a extremist elements funded, trained, and armed by Iran—remains a key challenge to stability and security in central and southern Iraq. Despite reports in late 2007 that Iranian sponsorship of Special Groups had declined, the trend in Special Groups activity in January and February 2008 suggests otherwise. In a recent briefing, Admiral Gregory Smith, the Deputy Spokesman for Multi-National Force-Iraq, explicitly stated, “The Special Groups' activity has not decreased in recent months. They continue to be probably the most violent of the extremist groups that we're seeing from Shi'a sects. [The] intent of Iran in supporting the training and financing we believe continues.” Other officials from both the Departments of State and Defense have also cited an increase in Special Groups activity since the beginning of 2008.The use of highly-lethal explosively-formed penetrators (EFP), a hallmark of Iranian-backed groups, has risen since the start of 2008.Indeed, the month of January saw twelve EFP attacks, which was the highest monthly total of such attacks in over a year. This meant that, on average, from early January to early February, there was an EFP attack every three days.

However, there is clear evidence of Iranian support for another Sunni group, the Taliban in Afghanistan. Therefore, it is worth investigating the potential links between al-Qaeda in Iraq and the Iranian regime, particularly the Iranian Revolutionary Guard-Quds Force (IRGCQF). 38. Sunni and Shi'a Terrorism: Differences that Matter

- There are significant and little appreciated differences in the trajectory of Sunni extremist terrorism and that of Shi’a extremism. The differences exist across six key areas that impact American policy considerations, especially in light of steadily escalating tensions with Iran. First and foremost, Sunni radicals and Shi’a extremists differ in the overall approach and main objectives for their use of terror. The former tend to operate in a continuous, mid‐to‐high intensity manner, seeing war against infidels and apostates as a perennial condition featuring overlapping waves. Outside of an ongoing and seemingly open‐ended campaign against Israel, terrorist attacks by Shi’a groups have by and large featured discrete terror campaigns tethered to state and organizational objectives. Second, Sunni terrorists and Shi’a extremists manifest different patterns for recruiting terrorist operatives and developing terrorist missions. Shi’a terrorists, unlike their Sunni counterparts, enjoy direct state support and for that reason are far more likely to originate from Iranian embassies, consulates and state‐run businesses. Third, despite holding a minority viewpoint within the wider Sunni Islamic community, Sunni extremists, especially Salafi‐Jihadis, rely more extensively on the support of their coreligionist expatriate communities in facilitating terrorist activities. Fourth, while employing similar tactics and methods, Shi’a terrorist groups have shown a much greater propensity to kidnap innocents to barter, while Sunni extremists more frequently abduct to kill. Fifth, Shi’a terror groups exhibit a much higher incidence of targeted assassinations for specific political gain, rather than the high‐casualty killings featured in Sunni terrorism, and particularly of the Salafi‐Jihadist variant. Finally, each sect’s extremists manage publicity and propaganda differently. The Sunni approach to information management tends to feature doctrine and resources geared to take immediate credit and widely amplify a terrorist event. Shi’a terrorists, while not averse to normal media publicity and amplification, by and large take a much lower‐key approach.

- The intention of this paper is to give an overview of the internal structure of the security sector of the Islamic Republic of Iran (IRI), one of the few states in the Islamic world in which in general the security sector is submitted to the control of the civilian leadership. - Jost Halfmann argues that fundamentalist terrorism is an extreme expression of protest against the separation of state and religion; this form of protest is motivated by a utopian vision of society as a community of the faithful. The protest against secular states arises in states with forced modernization politics (such as Iran or Egypt), but also in states which base national identity on religion (such as Israel) and in states with high popular religiosity (such as the US). The terrorist form of protest exhibits an extreme form of self-ascribed marginality. Terrorism seems to be the only expression of protest when the enemy is considered overwhelmingly powerful, the struggle must, however, not be lost. Fundamentalist terrorists view themselves as being engaged in a cosmic war enforced on them by the enemy. Terrorist assaults are, therefore, symbolic acts of violence against symbols of the enemy's power to demonstrate emporarily the enemy's weakness.

- Reasons for proliferating outweigh disincentives, and motivation is growing. Arms control regimes harass proliferators without stopping stem and fail to offer nonproliferators security. War fighting concepts are likely to lack clear structure and be highly volatile in terms of enemy, targets, and crisis behavior. Only a few leadership and military elites -- such as Egypt and Israel -- have shown a concern with highly structured strategic planning in the past. Iran - Iraq and Gulf Wars have demonstrated missiles and weapons of mass destruction will be used. Israeli actions in 1967 and attack on Osirak, Egyptian and Syrian attack on Israel in 1973, demonstrate regional focus on surprise and preemption. Iraq has already demonstrated regional concern with launch on warning, launch under attack options. Syria probably has some option of this kind. Concentration of population and leadership in single or a few urban areas makes existential attacks possible.

- Despite the June 2000 summit meeting and meetings between high level U.S. and North Korean officials on the one hand, and economic turmoil and continued food shortages on the other, we believe North Korea remains committed to maintaining strong military forces. These forces continue to be deployed close to the border with South Korea in an offensively oriented posture, and North Korea's NBC and missile programs likely remain key components of its overall security strategy. The most likely large- scale regional war scenario over the near term, which would involve the United States, would be on the Korean peninsula. In recent years, North Korea has continued to pose a complex security challenge to the United States and its allies. Prior to the 1994 Agreed Framework, North Korea is believed to have produced and diverted sufficient plutonium for at least one, and possibly two, nuclear weapons. In addition, although North Korea froze the production of plutonium in 1994, there are concerns that North Korea is continuing with some elements of a nuclear weapons program. North Korea also possesses stockpiles of chemical weapons, which could be used in the event of renewed hostilities on the peninsula. Research and development into biological agents and toxins suggest North Korea may have a biological weapons capability. North Korea has hundreds of ballistic missiles available for use against targets on the peninsula, some of which are capable of reaching tar-gets in Japan. Its missile capabilities are increasing at a steady pace, and it has progressed to producing medium-range ballistic missiles (MRBMs). North Korea also has continued development of even longer-range missiles that would be able to threaten areas well beyond the region, including portions of the continental United States. As a result of U.S. diplomatic efforts, however, the Democratic People's Republic of Korea (DPRK) has maintained a moratorium on launches of long-range missiles for over one year.

- The Middle East is the scene of an ongoing process of proliferation. Egypt, Iran, Iraq, Israel, Libya, and Syria all have significant capabilities to deliver weapons of mass destruction Israel, and Syria has made considerable progress in acquiring weapons of mass destruction since the mid-1970s. Syria has never shown a serious interest in nuclear weapons, although it did seek to buy two small research reactors from the PRC in 1992, including a 24-megawatt reactor, and purchased a small 30-kilowatt research reactor from the PRC in 1991. It allowed inspection by the International Atomic Energy Agency for the first time in February 1992. Syria does, however, deploy sheltered missiles, armed with chemical warheads, as a means of both countering Israel's nuclear forces and maintaining its rivalry with Iraq. As the attached article Syrian Defense Minister Gen. Mustafa Tlas shows, Syria has a major interest in biological warfare, and the fact his article first appeared in public in an Iranian journal may not entirely be a coincidence.

- This article contains a careful description and analysis of the transformation of' Hizballah from a small rag-tag militia, skillfully combining terrorist and guerrilla warfare techniques with effective social action on the local level during the chaos of Lebanon's civil war, to a formidable, legitimate political, military and social force on the Lebanese scene in the 1990's, in what has been described as its 'Lebanonization' process. This so-called 'Lebanonization' process of Hizballah has become a trademark of the movement. It is visible in the close interrelationship between its political, social, and military activity which has extended its opportunities. It shows an ability to exercise pragmatic judgement within the conditions and limitations imposed on it by Syria's agenda and within the confessional nature of Lebanon's political make-up. It also demonstrates the limits of Hizballah's manoeuvring within the framework of the wider Iranian- Syrian relationship and the limits to its ability in presenting itself as an alternative oppositional force amidst sectarian politics and Syrian hegemony. Hizballah strongly emphasizes that it is entirely Lebanese in character rather than a foreign entity directed by Iran in order to reinforce its internal legitimacy within Lebanon.
