Abstract:
For policymakers, activists, academics, and citizens around the world the conceptualization and measurement of democracy matters. The needs of democracy promoters and social scientists are convergent. We all need better ways to measure democracy. In the first section of this document we critically review the field of democracy indices. It is important to emphasize that problems identified with extant indices are not easily solved, and some of the issues we raise vis-à-vis other projects might also be raised in the context of the V-Dem project. Measuring an abstract and contested concept such as democracy is hard and some problems of conceptualization and measurement may never be solved definitively. In the second section we discuss in general terms how the Varieties of Democracy (V-Dem) project differs from extant indices and how the novel approach taken by V-Dem might assist the work of activists, professionals, and scholars.

102. Autocrats and Skyscrapers: Modern White Elephants in Dictatorships

Abstract:
Political leaders often have private incentives to pursue expensive and socially wasteful "white elephant" projects. Our argument highlights that weak accountability mechanisms allow autocratic leaders to more easily realize such projects, whereas democratic leaders are more constrained from doing so. We subsequently test different implications from this argument by drawing on a global dataset recording various features of skyscrapers, a prominent type of modern white elephant. We find that autocracies systematically build more new skyscrapers than democracies, and this result is robust to controlling for income level, state control over the economy, and country- and year-fixed effects. Further, autocratic skyscrapers are more excessive and wasteful than democratic. Autocratic regimes also pursue skyscraper projects no matter if they preside over rural or urban societies. In contrast, skyscrapers are fewer and - when first built - associated with less waste in democracies, and they are more frequently built urbanized democracies than in rural.

103. Democracy and Corruption: A Global Time-Series Analysis with V-Dem Data

Theory predicts democracy should reduce corruption. Yet, numerous scholars have found empirically that corruption decreases at high levels of democracy but actually increases at low levels. A key weaknesses of studies that aim to explain this inverted curvilinear relationship, however, is that they do not disaggregate the complex concept of democracy. By contrast, this working paper disaggregates democracy theoretically and empirically. Our theoretical framework shows how components of democracy affect costs and benefits of engaging in corruption and, therefore, the level of corruption overall. Whereas other studies examine only how democratic accountability imposes costs on those engaging in corruption and thus illuminate only the downward curve of the relationship, we also examine the transaction costs and political support benefits of corruption and therefore can explain the initial uptick in corruption at low levels of democracy. Using measures of democratic components from Varieties of Democracy, we examine 173 countries from 1900 to 2012 and find that freedoms of expression and association exhibit the inverted curvilinear relationship with corruption, and that judicial constraints have a negative linear relationship. 104. Explaining the Erosion of Democracy: Can Economic Growth Hinder Democracy?

Abstract:
Economic growth has become one of the leitmotivs academicians and pundits ask once and again to assess democratic endurance over time. While large portion of the literature posits that economic growth is positive for democracy (eg. Przeworski et al. 2000), for other scholars it is a profoundly destabilizing force (eg. Olson 1963; Huntington 1968). This paper fills these contrasting views asking whether economic growth can undermine democratic competition. We hypothesize that the relation between economic growth and party competition is mediated by the strength of political institutions and free expression. Economic growth promotes incumbency advantage. Rulers can artificially extend this advantage by narrowing the space for negative coverage and dissident voices as long as they have political room for maneuvering. We leverage exogenously-driven growth in Latin America to test this argument. Over the past two decades, the region experienced accelerated growth as a result of a global commodity boom. Using data for 18 Latin American countries during this period, we show that faster economic growth led to significant increases in incumbency advantage in the legislature only where free speech was under attack. Our findings have important implications for literatures on democratization, natural resources, and economic voting.

Data sets quantifying phenomena of social-scientific interest often use multiple experts to code latent concepts. While it remains standard practice to report the average score across experts, experts likely vary in both their expertise and their interpretation of question scales. As a result, the mean may be an inaccurate statistic. Item-response theory (IRT) models provide an intuitive method for taking these forms of expert disagreement into account when aggregating ordinal ratings produced by experts, but they have rarely been applied to cross- national expert-coded panel data. In this article, we investigate the utility of IRT models for aggregating expert-coded data by comparing the performance of various IRT models to the standard practice of reporting average expert codes, using both real and simulated data. Specifically, we use expert-coded cross-national panel data from the V–Dem data set to both conduct real-data comparisons and inform ecologically-motivated simulation studies. We find that IRT approaches outperform simple averages when experts vary in reliability and exhibit differential item functioning (DIF). IRT models are also generally robust even in the absence of simulated DIF or varying expert reliability. Our findings suggest that producers of cross-national data sets should adopt IRT techniques to aggregate expert-coded data of latent concepts.

Abstract:
Large-N studies suggest that democracy aid is effective, while multiple small-N investigations call such findings into question. This paper accounts for this contradiction and significantly improves our understanding of democracy aid effectiveness by disaggregating democracy aid into specific types and examining effectiveness in different regime types. We argue that a specific type of aid is more likely to be effective when the aid does not pose a threat to regime survival and when the aid matches the particular democratic deficits in a country. Analysis of OECD aid and Varieties of Democracy data for 119 countries from 2002-2012 supports our argument.

Across the world, rapid urban growth offers enormous opportunity to those living in cities and suburbs. Urban residents tend to earn higher incomes than their rural peers, and enjoy the benefits of living in closer proximity to vital services and commerce. However, the same influx of people and economic activity also places enormous pressure on the built environment, straining existing transportation systems across the developed and developing world. In turn, residents and businesses increasingly struggle to reach one another, and they often place a premium on locating in neighborhoods with the greatest urban access. In other words, people want to live where it is easy to reach key destinations. This can drive up the price of land and contributes to a toxic mix of income inequality and spatial inequity.

Abstract:
Women’s representation in mediation remains persistently low despite normative commitments made to increase women’s roles in peace and security. There is a gap between the local peacebuilding work of women mediators and the representation of women in high-level peacemaking. Focusing exclusively on empowering women at the local level perpetuates a distinction between the “soft” work of peacebuilding conducted by women and the “hard” work of peacemaking that is the preserve of men. States and international organisations need to think more strategically about how to forge stronger links among local, national and international mediation practice. Greater clarity is needed on the definition of mediation and the distinction between mediation and advocacy. It is time to rethink the role and function of mediation in light of changing trends in conflict worldwide.

This paper links the foreign economic engagement of India’s states with the literature on federalism, thereby contributing to an understanding of the political economy of FDI in‐flows in a parliamentary federal system. More specifically, it studies subnational governments’ international engagements to attract foreign direct investment (FDI) and investigates whether the political affiliations of states’ chief ministers and parliamentarians determine the spatial distribution of FDI across the Indian states, correcting for the influence of per capita income, population density, urbanisation, infrastructure, policy regime, and human development. Although the central government plays no direct role in determining the state to which FDI goes, the centre–state relations in a federal structure play a role in creating perceptions about the relative political risk involved in different investment destinations. Employing multiple linear regressions to analyse time‐series (2000–2013) cross‐sectional (12 states) data using the panel procedure, the study finds that affiliated states attract relatively more FDI per capita in comparison to states ruled by opposition parties or coalition partners. However, some exceptions do result, primarily due to two phenomena: first, the presence of a strong state leadership and, second, the presence of a significant share of members of parliament belonging to the prime minister’s party in the non‐affiliated states. Further, states ruled by outside supporters have been most successful in attracting FDI inflows during the coalition period.

The legitimacy of transitional justice currently derives from the contribution it makes to the recognition of victims. Adding the aspect of authoritative power to ongoing debates on transitional justice, however, could significantly alter our views on recognition. Recognition is widely believed to be key to overcoming traumatic experiences. At the same time, however, it strengthens authoritative power. Seeking a more nuanced understanding of the recognition–power nexus, the paper provides a rough and critical account of various understandings of recognition and power on the part of authors such as Honneth, Fraser, Bertram and Celikates, Ikäheimo, Arendt, Foucault, Popitz, and Bourdieu. It then examines how these theoretical approaches intersect and speak to each other. To see recognition as a reciprocal interaction sensitive to power relations is to pave the way for a power‐sensitive turn in current debates on victim‐centred transitional justice. Multidirectional relationships of power exist, with varying forms of coercion, resistance, and struggle. This insight corresponds with the observation, seen from the other perspective, that truth and recognition are inside power. Placing theoretical approaches to power and recognition side by side has strong implications for politics. The paper therefore applies these theoretical insights to the Colombian peace process, showing the potential and pitfalls of putting recognition into practice.

113. The Anxious and the Climbers: Ambivalent Attitudes towards Democracy among South Africa’s Middle Class

Beyond the hopes placed in Africa’s emergent middle class as an engine of economic growth, some analysts see this group as a bastion of political stability and enduring democratisation across the continent. This paper’s approach differs from that of most studies, which treat the middle class as a homogeneous group, through two key contributions. First, using cluster analysis, I propose a novel way of conceptualising social class that broadly draws on the Weberian idea of shared life chances. I apply this method to South Africa and identify five social classes characterised by their members’ living standards, overall life satisfaction, and self‐perceived upward mobility. Second, the empirical analysis reveals significant discrepancies in attitudes towards democracy between the downwardly and upwardly mobile strata of the middle class, which I term the “anxious” and the “climbers,” respectively. On the one hand, the “climbers” show the highest generic support for democracy as a form of government, whereas the “anxious” middle class displays feelings of resignation. On the other hand, I find indicative evidence of a status‐quo bias among the “climbers.” Rather than assuming a more demanding or critical stance in politics, they allow their political priorities to be at least partly shaped by an interest in securing and expanding attained living standards; being upwardly mobile is even associated with a higher tolerance for government attempts to constrain freedom of information, opinion, or expression.

This paper examines the Andean Indigenist Program (AIP) sponsored by the International Labour Organization (ILO), other United Nations agencies, and the Andean states as a response to their need to administer rural Andean populations. The paper argues that development, as a globalized mode of administration of indigenous peoples, overlaps both the old national concerns about political integration of such peoples and the protection of indigenous workers advocated by the ILO. In this sense, development is a discourse with multiple layers; it is not merely a novel cultural artifact produced in the framework of the Cold War but a product of long global and national debates over the governance of indigenous peoples. At the same time, this convergence of integration, social protection, and development sparked concerns about indigenous women that guided actions to confine them as mothers in the home while also educating them and offering them a public role as subjects empowered to receive and reproduce locally the policies of the program and the national state—a process that was resisted and challenged by women themselves. The AIP is not only a product of global discourses but embodies interventions through discursive imagery and bureaucratic mechanisms installed in state apparatuses to foster social protection in rural areas. Its effectiveness as a mechanism for the administration of populations comes from an encounter between the economy and processes of self-subjection to the state through what came to be called “community development.”

115. Rebelocracy: A Theory of Social Order in Civil War

War zones are usually portrayed as chaotic and anarchic. In irregular civil wars, however, they are often ordered. Furthermore, different forms of order often coexist in areas controlled by the same non-state armed group, where the behavior of both civilians and combatants vary substantially. What explains this variation? In this paper I present a theory of the creation of order in war zones that analyzes the behavior of non-state armed groups, the responses of local populations, and the effect of their interaction on wartime institutions. My central argument is that disorder emerges when armed groups have short time horizons, which usually happens when they fight for control with other warring sides or are undisciplined; under these conditions, they are unlikely to establish a social contract with the local population. When armed groups have a long time horizon, a social contract is established, giving place to a new order. In this new order, armed groups may intervene minimally or broadly in civilian affairs; their choice, I argue, depends on the likelihood of organized civilian resistance, which is, in turn, a function of the quality of pre-existing local institutions, especially those dealing with adjudication of disputes. I also present extensions of the theory that account for variation in the strategic value of territory, variation in local capacity for collective action, and armed groups’ information about local institutions.

116. Time, Relations and Behaviors: Measuring the Transformative Power of Love-Based Community Life

This paper is about measuring if and how vulnerable persons’ choices and attitudes change when they undergo a significant modification in their lives, as they begin experiencing care and support within durable relationships in love-based communities. Although there is anecdotal evidence that love-based experiences produce a restorative and rehabilitative impact on vulnerable people’s lives, we still lack adequate empirical frameworks for measuring the transformative power of such experiences on individual choices and attitudes. This paper proposes an innovative methodology for measuring personal transformation. We use a mix of behavioral economics experiments, textual analysis, and validated psychological tests to perform a longitudinal analysis of individuals in love-based communities. Changes in behavioral parameters and qualitative answers, observed over a significant period of love-based “treatment,” provide empirical evidence of the transformative impact on deep behavioral traits and attitudes (altruism, gratitude, sincerity, trust). This methodology, which significantly innovates on existing behavioral experiments and on conventional longitudinal studies and field experiments, has been applied to three ongoing case studies of love-based treatment: 1) formerly addicted people living in Italian rehab communities; 2) Californian convicts attending Guiding Rage into Power (GRIP) programs; 3) vulnerable schoolchildren experiencing Distance Support in Goma, Democratic Republic of the Congo. This paper is meant to present our methodology to researchers interested in human and social development, hoping to receive from them comments, suggestions, and possibly interest in a collaboration on other case studies.

117. Islam, Christianity, and Attitudes Toward Women's Political Equality: Evidence from Sub-Saharan Africa

Many characterize adherence to Islam as antithetical to women's political equality due to cross-national analyses showing a correlation between Muslim majority countries and higher gender inequality. Others argue that political, economic, and social contextual factors coinciding with religion confound the relationship. A third viewpoint holds that the meaning and salience of religion for women's political equality is fluid and endogenous to such contextual factors. We take a new empirical approach to address these questions by conducting analyses of gender attitudes within and across mixed Muslim-Christian countries in Africa. Consistent with the third viewpoint, we find that within-country gaps between Muslims and Christians are variable in size and direction. Such gaps are generally reduced through within-country matching, indicating at least partial confounding of religion on observable factors. While Muslims are generally more conservative than Christians, the impact of religion on attitudes is far less explanatory than country-level fixed effects and socioeconomic attributes such as gender. Religiosity increases egalitarianism for Christians but has no systematic effect for Muslims. Women of both religions are more egalitarian than men, and the effect of Islam is much larger for men than for women.

This paper examines how G7 cooperation can be maintained in the Trump era. Its working assumption is that the US administration will remain open to international cooperation in principle and yet be constrained by Trump’s economic nationalism and specific campaign promises, such as reducing trade imbalances. The main finding is that useful areas for G7 macroeconomic, trade and financial cooperation continue to exist even after taking US constraints into account. At the same time, other G7 leaders need to be prepared to proceed on their own if attempts to convince the US administration that G7 economic cooperation is in the interests of all members fail. This paper is premised on the fact that the most important macroeconomic policy issue confronting global leaders at this time is the need to restore, modernize and expand the international network of basic infrastructure that underpins global economic activity. This would help foster stronger long-term productivity growth and per capita output. This paper first outlines key policy elements that are needed within each country to design and implement a successful National Infrastructure Investment Programme (NIIP). It then describes how these NIIPs could be integrated into an Internationally Coordinated Infrastructure Investment Programme (iCIIP), and the complementary roles that the G7 and G20 summit leaders could play in carrying out this vast programme of infrastructure renewal and expansion. The G7, as a tightly knit group of advanced countries, can be instrumental in giving a clear impetus to key elements of the iCIIP strategy. The G20 instead is the appropriate body to set the course of modernization and expansion of a renewed, internationally-integrated network of basic productive infrastructure, and to guide the iCIIP as it is implemented over the next decade.

Abstract:
While Germany continues to defend an open trading system it is not prepared to play a proactive role in pushing for liberalization of global trade. Preventing further disintegration in Europe has a higher priority for the German government than further integration in the world economy. Such priority does not only match with widespread skepticism in the German electorate on the gains from globalization. It also complies with an implicit understanding in the government that further globalization should be subject to stricter public surveillance. On nancial stability, German authorities emphasize the need to minimize the role of taxpayers in future bail-outs and giving regulators the power to force troubled banks to restructure or liquidate. Germany is also keen for the imposition of a nancial transactions tax at the global level. On macroeconomic policy, the increased reliance on domestic demand to spur growth in Germany will contribute towards global rebalancing. Given its scal space, boosting Germany’s public investment could be part of a collective e ort to address global demand weakness while addressing long-term growth challenges through structural reforms.

Most G7 countries are facing political and economic uncertainties, and long-standing structural problems.The short-term outlook is reasonably positive, but longer term prospects are more challenging. These challenges have underlying economic causes stretching back many years, fostered by low productivity growth, stagnating real incomes and living standards, rising inequality and technological change. G7 countries should address short-term weaknesses, reduce political and policy uncertainties, and tackle these longer-term problems as well. Acting together to address these challenges will be more effective: (1) short-term and medium-term measures to boost growth should focus on fiscal actions (including infrastructure spending), normalizing monetary policy, completing financial regulatory reforms, and structural policies; (2) tackling policy uncertainties requires international consensus on consistent policies, starting with greater certainty over the direction of trade policy and over the Brexit negotiations. Sending positive signals on trade cooperation will be difficult, but the G7 could make progress on some specific issues such as a code of practice against competitive exchange rate devaluations; (3) an agenda to emphasize fairness could include: fair trading arrangements, implications of financial regulation for fairness and agreement on international corporate taxation to ensure companies pay their fair share of taxes.

Even before the ink was dry on the Nuclear Nonproliferation Treaty (NPT) in l968, officials in the U.S. State Policy Planning staff had privately warned their superiors that non-weapons member states to the treaty could come within weeks of acquiring a nuclear arsenal by amassing nuclear weapons useable fuels claiming that these were intended for peaceful purposes. The advice was quietly filed away. Six years later, with India’s “peaceful” nuclear explosion, the warning seemed more salient. Still, even after a series of studies pointing out the military risks associated with proliferating civilian nuclear technology, most policy makers believed that the danger was speculative and still, at worst, many years away.

128. The Inflated Yet Unsolvable North Korean Nuclear Threat

After Pyongyang conducted its fourth nuclear test on the 5th of January 2016 and declared it a successful experiment with a hydrogen bomb, the international community resumed its appeals for finding a definitive solution to the issue with North Korea’s nuclear arsenal. What impresses is the routine of the international response following the North Korean habitual act of defying the nuclear nonproliferation system: diplomatic condemnation mostly coming from the United States, South Korea, Japan, and, in a far more restrained manner – from China. When Pyongyang launched a satellite in space two days later, Seoul responded by shutting down the Kaesong industrial complex – a mutually beneficial industrial zone where South Korean companies employ North Korean labor1 . Even this seemingly harsh action does not constitute a precedent. At that time it was not very demanding to foretell the execution of consequential U.S. – South Korea military drills to display the U.S. resolution to be constantly involved in whatever is happening on the Korean Peninsula and to dismay the latest great leader of the North. Indications appear to suggest that China, completely in terms with its traditional business-asusual foreign policy, would not apply overwhelmingly dutifully the up-to-date UNSC sanctions imposed on Pyongyang2 . Then, after months of expected scolding from abroad, Pyongyang remained true to its own behavioral logic and conducted a fifth nuclear test on September 9 2016, the repercussions of which are yet to unfold

129. The NATO Warsaw Summit: How to Strengthen Alliance Cohesion

In July 2016 NATO leaders will meet in Warsaw to formally review whether earlier decisions on strengthening the Alliance’s collective defenses are sufficient. Greater efforts will be needed, but consensus may not be easy to achieve. Below the surface, the cohesion of NATO is under severe strain from multiple crises including Russian revanchism, mass migration, and terrorism. Summit preparations are also taking place under the shadow of potential strategic shocks. Internal disagreements fueled by rising populism could lead to a British exit from the European Union, a disorderly breakdown of the Schengen system, or worse. In this context it would be a mistake to underestimate the risk of NATO fragmentation. To strengthen cohesion, U.S. leaders should consider broadening the debate beyond the immediate concerns over Europe’s troubled neighborhood, fostering intra-European peer pressure on providing adequate military capabilities, and stimulating European nations to develop complementary force postures. These initiatives could revitalize the transatlantic bond, but would require patient engagement before and after the summit.

130. Local Democracy and Economic Growth

Abstract:
Theoretical work on the institutional sources of economic growth regards decentralization and democracy in a positive light. Despite this, empirical work shows that neither fiscal decentralization nor national democracy is a robust predictor of per capita GDP growth. We argue that these theories have failed to bear fruit because they ignore the linchpin of decentralization and democracy, namely local democracy. Democracy at a local level enhances economic growth by enabling decentralized policy selection and incentivizing local politicians to select policies that benefit economic development, including the provision of local public goods. We test for the relationship using a novel measure of local democracy with global coverage and time series extending from 1900 to the present. We find robust evidence that local democracy nurtures growth. This relationship holds up when accounting for country- and year-fixed effects, when controlling for democracy at the national level, and when we treat our measure of local democracy as an endogenous regressor. Additional tests reveal that the relationship is clearer in contexts where our argument suggests that it should operate more strongly, namely (national- level) democracies and in periods and regions where local-level institutions have a more pronounced role in policy-making.

Public Diplomacy (PD) at the State Department shows signs of going through a serious rethink. The push to be more strategic in our programming has taken off. Public Diplomacy officers can rattle off the Integrated Country Strategy goals with the best of them. More rigorous program planning and evaluation may be coming to a cloud platform near you soon (see the excellent article by my colleague Carissa Gonzalez in the previous issue of The Ambassadors Review). Social media regulations are in the Foreign Affairs Manual. EducationUSA and American Spaces have slick branding, unified looks, and centralized websites. These new strategies and tools are great, and in many cases, long overdue. However, as we redesign Public Diplomacy for the 21st century (albeit we are already well into that century), we should go back to the basics for a moment, and remember why we’re here.

134. A New Measure of Inter-industry Distance and Its Application to the U.S. Regional Growth

Abstract:
We propose a new measure of inter-industry ‘distance’. This is constructed a la Antras et al. (2012). While they measure the distance of an industry from its final use ？ what they call ‘downstreamness’ of an industry ？ we measure the distance between a pair of industries. Our proposed index is a measure of input-output linkages between industries that incorporates a ‘distance’ flavor. Our measure distinguishes the number of vertical production stages that an industry’s product goes through until it is finally used by another industry by assigning larger weights to the value of input use with longer production chains. Hence our measure contains more information on the relation between two industries along the vertical production chain. We use this index to construct an aggregate measure of ‘industry connectedness’ of regions in the U.S. It measures the degree of industrial linkages of a region. We then empirically establish that each region’s labor productivity is positively associated with the ‘industry connectedness’. The result contributes to the large literature of agglomeration economies that the industrial linkage is one of the main sources of agglomeration economies and productivity growth, as emphasized by Marshall (1920). It also suggests that our index can serve as an alternative measure of the industrial linkages.

Abstract:
This study tests whether Ricardian comparative advantage is valid for value added in exports that does not include intermediate inputs imported from various industries in a number of countries. Using a panel data on valued added contents of bilateral exports, we find that changes in the labor productivity lead to growth of value added in exports. This implies that Ricardian comparative advantage is an important determinant of exports in longitudinal changes. The estimated coefficients of the observed productivity turn out to be larger than those of CDK (2012), implying that Ricardian comparative advantage has greater influence on determining the patterns of trade in a world with global value chains.

On February 12, 2013, North Korea’s state media announced that it had conducted a third nuclear test “of a smaller and light A-bomb unlike the previous ones, yet with great explosive power…demonstrating the good performance of the DPRK's nuclear deterrence that has become diversified.”[1] Since then, there has been renewed debate and speculation over the nature and direction of North Korea’s nuclear program. Can it develop weapons using both plutonium and uranium? How far away is it from having a deliverable warhead and how capable are its delivery systems? How many and what kind of weapons is it looking to build? These are not easy questions to answer. North Korea remains one of the most notoriously secret nations, and details about its nuclear program are undoubtedly some of its most valued secrets. While there has been a strong tendency in resource rich countries to push for more stringent local content regulations, the mining sector is looking to move towards increased automation. In this study titled “Mining a Mirage: Reassessing the Shared-Value Paradigm in Light of the Technological Advances in the Mining Sector,” CCSI, IISD and Engineers Without Borders researched the technological innovations that are being developed, assessing when these technologies could be rolled out, and quantifying the potential impacts automation may have on local employment and procurement and on the shared value paradigm. The objective was to better understand how governments could adapt local content, industrial and fiscal policies in order to better prepare for and embrace technological advances in the mining sector.

This short paper provides an overview of the evidence on why institution-building is central to successful peacebuilding, and aims to stimulate fresh thinking on ideas for improving international institution-building efforts. The international community is moving at a slow pace to improve its performance in this area, despite a range of international commitments to building national institutions and ownership in conflict-affected countries. I argue that the UN could pursue more innovation, especially in the areas of south-south and triangular cooperation, setting norms for institution-building, and sustaining long-term attention to institution-building, as well as championing the development of a wider range of aid instruments and partnerships. Finally, I point to major data and evidence gaps, and suggest generating more north-south knowledge partnerships on the subject as a matter of priority – especially around building national ownership and supporting inclusive institution-building processes.

The world is changing fast; it is changing by leaps and bounds which makes it next to impossible to explain what is going on and to foresee possible repercussions.1 An unsophisticated observer in the West and elsewhere in the world where Western propaganda is heard and believed might imagine that the forces of freedom and democracy are waging an uncompromising struggle against despotism and tyranny (in the widest sense of the terms). It is implied that the United States and the rest of the civilized West are on the side of the forces of good confronted by an obscure conglomerate of the forces of evil, of which Russia is part if according to President Obama and certain other Western leaders. Former President of France Valéry Giscard d’Estaing has written in his memoirs that according to this interpretation the forces of good insist on democratic elections, human rights, and freedom of trade; America does not hesitate to use its might to defend good and oppose the forces of evil interfering with the fulfillment of these ideals.

This paper describes the nature of capital flight, the methodologies used to measure it, and its drivers. The paper presents updated estimates of the magnitude of capital flight from 39 African countries for which adequate data are available for the period 1970-2010. It gives a global context of the problem of capital flight from Africa by providing comparative indicators on capital flight and related flows for other developing regions. The paper undertakes a detailed econometric analysis of the drivers of capital flight from African countries. It explores empirically the role of domestic and external factors in driving capital flight, including structural factors, the macroeconomic environment, governance, risk and returns to investment, capital account openness, and financial development. The first objective of the study is to contribute to the literature by providing the most comprehensive analysis of capital flight from Africa that takes into account economic as well as non-economic dimensions, and recognizes the importance of both the domestic and global contexts. The second objective is to contribute to the policy debate on capital flight both in Africa and globally.

This year, 2014, marks 25 years since the fall of the Berlin Wall and the symbolic end of the Cold War in 1989. It also marks the anniversary of the beginning of an extraordinary proliferation of media outlets in sub-Saharan Africa, which swept across the continent, freeing Africa’s press and liberating the airwaves from monopoly by the state. Economics, technology, and socio-political forces all played major roles in this boom of Africa’s media. But one of the untold stories of these changes is the role of donor aid in this process. This is the subject of the Center for International Media Assistance’s latest report, Africa’s Media Boom: The Role of International Aid, by veteran international media consultant Mary Myers.
