1. Environmental Inequality in Industrial Brownfields: Evidence from French Municipalities

Recent research on environmental inequality has extended its focus from ongoing pollution to legacy pollution by examining the geography of industrial brownfields, defined as nonproductive, contaminated land. This article is the first extensive brownfield analysis for a European country from an environmental inequality perspective, exploiting the political momentum in France where brownfield restoration has become a national priority. In doing so, we combine data on over 7,200 industrial brownfields from the 2022 geodatabase ‘Cartofriches’ with socio-economic variables at the municipality level. We demonstrate communities with higher percentages of foreign-born and unemployed persons are disproportionately more likely to be located near brownfields. The social gradient increases significantly in communities that host many brownfields, the so-called hotspots. There is an inverted U-shaped relationship with income, with a positive correlation until the 75th percentile (C23,700 annually). These findings are robust to different controls, including across urban and rural areas, though with regional differences. Further, we also account for the location of noxious industrial facilities sourced from the E-PRTR database to show the existence of cumulative impacts of environmental risks. Our analysis provides crucial entry points for restorative environmental justice considerations and has important implications for Europe’s just transition and cohesion policies.

This paper estimates conditional demand models to examine the impact of offshoring, technological change, and migration on the labour demand of native workers differentiated by four different types of occupational groups: managers/professionals, clerical workers, craft (skilled) workers and manual workers. The analysis is conducted for an unbalanced panel of five economies Austria, Belgium, France, Spain, and Switzerland covering the period 2005-2018. Our results point to important and occupation-specific effects: offshoring seems to have beneficial employment effects for native craft workers in this set of economies, while negative effects for native manual workers across a wide set of industries (including manufacturing and services industries) and managers/professionals in manufacturing. Furthermore, there are important distinctions whether offshoring occurs in other advanced economies, in the EU13 or in developing countries. The analysis of the impact of technological change shows the strong positive impact which the additional IT equipment has on most occupational groups of native workers (with the exception of manual workers), while robotisation in manufacturing showed strongly negative impacts on the employment of all groups of workers and especially of craft workers. Increasing immigrant shares in the work forces showed strongly negative impacts on native workers – however, considering only the partial substitution effects and not including the potential for productivity and demand effects – and this is mostly accounted for by immigration from low- to medium-income source countries.

Abstract:
Sanctions are meant to coerce political adversaries through economic measures. However, evidence for their effectiveness is scarce. In this paper we assess the impact of sanctions on a democracy — France — by studying the electoral consequences of the sanctions and countersanctions imposed between Russia and Western countries. Contrary to most of the existing literature we find clear evidence for exposure to the sanctions to cause an increase in the vote share for pro-Russian (and far-right) candidates during the French 2017 presidential election. Locally, the impact on voting is substantial. Back-of-the-envelope calculations indicate that about 16,300 votes for the main far-right candidate can be directly attributed to the sanctions’ impact. This is the total number of votes cast in a medium-sized French city. It is however not nearly enough to have affected the outcome of the election at the national level.

Abstract:
The French Socialist Party (Parti Socialiste – PS), once the main government party of the Left, has been in rapid decline since 2014; since 2017, it has been struggling for its life. Its electorate shrank due to President François Hollande’s poor management and growing political unreliability during his term in office. Signs of internal crisis were evident from the early 21st century. The Socialist Party has been losing traditional social bastions and organizational resources since the 2014 municipal elections. The 2022 presidential elections already appear lost for the Socialist Party. Anne Hidalgo, the mayor of Paris and the Socialist candidate for the presidency, is from the PS’s vast pool of local authority cadres. She was reelected as mayor in harsh times, back in 2020. A predominantly cosmopolitan candidate, Hidalgo has failed to rally the PS’s forces. She is shedding votes towards the Center and the radical Left. The PS is currently experiencing the inversion of the phenomenon of 21 April 2002. To avoid two undesirable candidates in the second round, potential PS voters are “forced” to vote tactically (vote utile) for candidates that are better equipped to get beyond the first round. Can the PS survive if it puts in a good performance in the upcoming parliamentary elections? The French two-round electoral system requires cooperation to secure seats. A new Épinay is necessary, but is it possible?

Abstract:
Turkey’s rising foreign policy ambitions have been best reflected in its pivot to Africa. One of the tropes used by the Erdoğan administration to advance its cause are references to the colonial heritage of the European Union (EU) and its member states. The AKP and its officials have employed this discourse to challenge the French influence in Mali since the 2020 coup d’état. As this paper shows, Turkey uses anti-colonial discourse to exploit postcolonial sentiments with a view to challenging the political and economic power of Western actors, to portraying Turkey as a legitimate and “anti-colonial” ally and partner and, in the long run, to establishing a robust Turkish presence in Mali, the Sahel and beyond. In order to counter Turkish influence, the EU needs to promote fair cooperation with Mali and West Africa, to assist with political and economic development in the region, and to mobilise Member States which are unencumbered with a colonial past.

7. Leaving Stabilocracy Behind – Rethinking the French Approach to the Western Balkans

Abstract:
In this paper, BCSP researcher Luka Steric calls for the U-turn in the French and EU approach to the Western Balkans, calling for the end of support for stabilocracy. The spring elections have resulted in regime continuity in both France and Serbia. President Macron has secured the second term with a convincing victory in the second round against the archrival Marine Le Pen. Simultaneously, President Vucic has stroke another landslide victory in the first round of the elections, with his Progressive Party holding on to power although losing absolute majority in the Parliament for the first time since 2014. However, the political landscape has changed radically since their previous victories five years ago. The war in Ukraine has shifted the focus of the European Union toward geopolitics, pushing the Western Balkans, seemingly forgotten, back on the European agenda. The threats of instability and the rising influence of third powers in the region have rung the alarm in the new global context, opening the floor for the discussion on how to revamp the European strategy which has been largely inadequate for the past decade. In contrast to previous periods in which France had a more passive approach and appeared mostly indifferent to the developments in the Western Balkans, during the first term of Macron’s presidency the official Paris has retaken a major role on the regional stage. As part of his ambition to become the political leader of Europe, Macron has launched several initiatives attempting to modify the European enlargement policy. Based on the consequences of these initiatives, we can conclude that the goal was to stop the enlargement process for a foreseeable future, substituting it with an economic and political presence that would ensure the stability of the region within the European sphere of influence. For this purpose, Macron was more than ready to collaborate with autocratic regimes such as the one in Serbia which he believed to be crucial for keeping the Western Balkans relatively stable. This strategy has contributed to the region steadily becoming both less secure and less democratic, eroding the once unquestionable European credibility and influence. The tectonic shifts we are witnessing on the European continent should be a wake-up call to critically evaluate and rethink the French policy in the Western Balkans, including a U-turn in the relationship with the current regime in Belgrade.

8. Regional Diffusion of Foreign Demand Shocks Through Trade and Ownership Networks

Abstract:
International demand shocks are transmitted within the trade and ownership firms' networks and impact directly or indirectly domestic firm productivity and labor misallocation. Considering manufacturing firms for Italy, Spain and France over the period 2009-2017, we quantify these transmission channels from the global economy to the domestic firms, and within the domestic economy across locations, sectors and firms. We compute in a shift share fashion international demand shock at the district-sector-year level as plausibly exogenous to individual firms. Our results confirm that global shocks are transmitted through trade networks and that this transmission is largely mediated by firms' ownership networks both across and within the borders of the three countries.

Abstract:
We show empirically for France that labor market concentration decreases wages heterogeneously, with the lowest earners being the most vulnerable, and increases local wage inequality within occupations. If concentration allows employers to improve worker selection, both inequality and efficiency gains could materialize. However, based on a simple formalization, we interpret the findings that employer concentration increases within-firm inequality and decreases between-firm inequality as evidence against such a sorting mechanism. We also find evidence that employer concentration does not increase positive assortative matching. The results therefore suggest that concentration increases inequality through the relatively reduced bargaining position of the lowest earners.

Abstract:
This paper analyses the impact of skilled migrants on the innovation (patenting) activity of French firms between 1995 and 2010, and investigates the underlying mechanism. We present district-level and firm-level estimates and address endogeneity using a modified version of the shift-share instrument. Skilled migrants increase the number of patents at both the district and firm level. Large, high-productivity and capital-intensive firms benefit the most, in terms of innovation activity, from skilled immigrant workers. Importantly, we provide evidence that one channel through which the effect works is task specialization (as in Peri and Sparber, 2009). The arrival of skilled immigrants drives French skilled workers towards language-intensive, managerial tasks while foreign skilled workers specialize in technical, research-oriented tasks. This mechanism manifests itself in the estimated increase in the share of foreign inventors in patenting teams as a consequence of skilled migration. Through this channel, greater innovation is the result of productivity gains from specialization.

11. The African-France Summit and an Overview of its Recommendations Since 1973

Abstract:
France’s earliest profit-making involvement in Africa in the business of buying and transporting slaves started in the 17th century when the local Indian population proved unable to work in plantations in America compared to black Africans. France’s interest in Africa reached its zenith in the 19th and early 20th centuries when France acquired a gigantic African empire. Though several reasons could explain the scramble for Africa by France, we present herein the three most important. First, the defeat of France in the 1870 Prussian war in which she lost influence and a reduction in her international ego. Second, the anxiety to implement Colbert’s mercantilist philosophy emphasized that any rising industrial power required to have both the source of raw materials and market extension under her control. Third and finally, as Europeans scrambled for Africa, France feared their traditional enemies could annex a remarkable share of the territory. Hence, from the outset, it was not the financial gains that many thoughts motivated France’s involvement in Africa but politics and national ego. It will only be later that France saw Africa as a cheap source of military manpower that could help balance demographic stagnation in France. This perception will later be reinforced by her experience in the two World wars. In this light, Iliffe (2007) holds that French colonial policy was characterized by the exploitation of rich resources from Africa. In the midst of all these benefits from colonization in Africa, Charles de Gaulle‘s decision to retain influence in Africa after decolonization in 1960 was driven by the need to persist with these benefits under neo-colonization. According to Abdurrahim (2014), in Africa, France uses a realist foreign policy in which states shape their foreign policies based on their national interests. To facilitate the implementation of this realist foreign policy, France will design the Franco-African summit that will cement France’s influence in her former colonies to date. Were France’s policies put in place through the Franco-African summits shaped to benefit France solely? This paper aims to present the Franco-African Summit and carry out a stocktake of France’s commitments through recommendations from the Franco-African Summit.

12. Will France’s Africa Policy Hold Up?

Abstract:
During his first term, French President Emmanuel Macron sought to revitalize his country’s diplomatic outreach to countries throughout Africa. Some aspects of this pivot were designed to more directly address the legacy of French colonialism in Francophone countries. He also sensed that the growing stature of non-Western powers like China has given African counterparts greater latitude to pursue ties amid heightened diplomatic competition among a host of other countries both in Europe and elsewhere. In pursuing this strategy, Macron has sought to promote a vision of French diplomacy with Africa through greater foreign aid and more robust people-to-people ties grounded in a spirit of partnerships between equals. While Macron’s efforts have created an opening for renewed relationships, this pivot has not been as seamless as he had hoped. Bureaucratic inertia and stovepiping in French foreign policy circles have at times meant that implementation of these policies has lagged. In certain cases, Macron’s own nationalistic appeals during his recent reelection bid have appeared to undercut his attempts to make amends for France’s troubling colonial history. Meanwhile the French president’s attempts to deepen economic, people-to-people, and security ties in more equitable ways have fallen short of lofty expectations, with past practices proving harder than expected to jettison. For Macron’s ambitions for French relations with African countries to keep their momentum, the president and his team must take an earnest look at what has worked well and what can still be improved.

13. Gender, Selection into Employment, and the Wage Impact of Immigration

Abstract:
Immigrant supply shocks are typically expected to reduce the wage of comparable workers. Natives may respond to the lower wage by moving to markets that were not directly targeted by immigrants and where presumably the wage did not drop. This paper argues that the wage change observed in the targeted market depends not only on the size of the native response, but also on which natives choose to respond. A non-random response alters the composition of the sample of native workers, mechanically changing the average native wage in affected markets and biasing the estimated wage impact of immigration. We document the importance of this selection bias in the French labor market, where women accounted for a rapidly increasing share of the foreign-born workforce since 1976. The raw correlations suggest that the immigrant supply shock did not change the wage of French women, but led to a sizable decline in their employment rate. In contrast, immigration had little impact on the employment rate of men, but led to a sizable drop in the male wage. We show that the near-zero correlation between immigration and female wages arises partly because the native women who left the labor force had relatively low wages. Adjusting for the selection bias results in a similar wage elasticity for both French men and women (between -0.8 and -1.0).

Cloud computing represents one example of the concrete materialisation of the European Union’s quest for “digital sovereignty” – especially through the development of its GAIA-X project. It is too early to assess whether or not GAIA-X will definitively help the Union to achieve this much-desired goal; however, some challenges have already emerged along the way. Looking to the future, if the EU wants to achieve “digital sovereignty”, a different strategy to the one currently under discussion will be needed. In 2020, European governments mitigated the economic impact of COVID-19 lockdowns and other pandemic-fighting programmes through a host of initiatives. These included efforts to support credit, such as guarantees for bank loans, particularly to small- and medium-sized enterprises (SMEs). We present and analyse detailed information about those national credit-support programmes implemented in the context of fiscal policy, in Europe’s five largest national economies (besides Russia) in 2020: France, Germany, Italy, Spain and the UK. The information was collected through thorough examination of published material and extended exchanges with national authorities and financial sector participants. The analytical part of the paper focuses on two aspects: How countries have dealt with the many trade-offs that emerged in designing and implementing the programmes; What explains the differentiated usage of the facilities in the examined countries, as well as its levelling off in the second half of 2020. Section 1 defines and describes the programmes. Section 2 presents the trade-offs we identified in programme design and implementation. Section 3 explores the factors explaining actual usage in the five countries and over time. Section 4 concludes. Annexes provide details on the programmes for each country (Annex 5) and in summarised matrix form (Annex 4).

17. Productivity and the Pandemic: ShortTerm Disruptions and Long-Term Implications

Abstract:
This paper analyses quarterly estimates of productivity growth at industry level for three advanced economies, France, the United Kingdom, and the United States, for 2020. We use detailed industry-level data to distinguish reallocations of working hours between industries from pure within-industry productivity gains or losses. We find that all three countries showed positive growth rates of aggregate output per hour in 2020 over 2019. However, after removing the effects from the reallocation of hours between low and high productivity industries, only the US still performed positively in terms of withinindustry productivity growth. In contrast, the two European economies showed negative within-industry productivity growth rates in 2020. While above-average digital-intensive industries outperformed belowaverage ones in both France and the UK, the US showed higher productivity growth in both groups compared to the European countries. Industries with medium-intensive levels of shares of employees working from home prior to the pandemic made larger productivity gains in 2020 than industries with the highest pre-pandemic work-from-home shares. The paper also experiments with US data on employment at county level by allocating within-industry productivity contributions for 2020 to urban, sub-urban and rural areas, showing that the contributions to within-industry productivity growth from manufacturing and other production industries in urban and sub-urban areas increased during the pandemic. Overall, after taking into account the productivity collapse in the hospitality and culture sector during 2020, productivity growth shows no clear deviation from the slowing pre-pandemic productivity trend. Future trends in productivity growth will depend on whether the favourable productivity gains (or smaller losses) in industries with above-average digital intensity will outweigh negative effects from the pandemic, in particular scarring effects on labour markets and business dynamics.

Europe’s missile defence is structurally linked to NATO deterrence and defence architecture, and it has to face both a worsened international security environment and an accelerating, worldwide technological innovation. Russia and China are heavily investing in new hypersonic systems which dramatically decrease the time needed to reach the target by flying mostly within the atmosphere. The US remains a global leader in the development and deployment of missile defence capabilities, including the Aegis systems which represent the cornerstone of NATO integrate air and missile defence covering the Old Continent. European countries are increasingly collaborating within the EU framework on the related capability development, primarily via the TWISTER project under the Permanent Structured Cooperation (PeSCo). Being exposed to missile threats from Middle East and North Africa and participating to allied nuclear sharing, Italy has a primary interest in upgrading its military capabilities through PeSCo, maintaining them fully integrated within NATO, and involving the national defence industry in cutting-edge procurement programmes.

In 2016 NATO recognised cyber as a domain comparable to the air, land and sea ones, in consideration of the growing number of cyberattacks and of their negative impact on the cyberspace, as well as on the “real world”. Both NATO and its member states have launched initiatives to better tackle the cyber challenge both operationally and in terms of capability development. Nevertheless, among major NATO’s members a common approach to cyber defence is still missing, thus generating a division among countries that pursue a more active defence – US, UK and France – and those that prefer a more defensive approach – Germany and Spain.

Defence cooperation in the EU is growing, reflecting the European citizens’ view of the EU as a security enhancer. This policy paper takes stock of current developments and analyses the positions of seven EU member-states on defence integration (France, Germany, Italy, Spain, Poland, Portugal, and Greece). The ‘Magnificent Seven’ are key players in this process, not least because of their large defence budgets and their engagement in the existing forms of cooperation. We examine the defence budget of the seven countries and their breakdown, as well as their participation in Battlegroups, EU military operations and missions, and PESCO projects. The analysis provides significant insights on the national defence priorities. The seven countries form overlapping clusters, according to their political status and aspirations in the European integration process, their economic condition, their geographical location, and their relations with the US and NATO. All of them are facing significant dilemmas and engage in subtle balancing acts, which explains the slow and arduous path of European defence integration.

22. COVID-19 financial aid and productivity: has support been well spent?

Most European Union countries have made good progress with vaccinating their populations against COVID-19 and are now seeing a rebound in economic activity. While the scarring effects of the crisis and the long-term implications of the pandemic are only partially understood, the effects of support given to firms can be evaluated in order to help plan the removal of crisis support. European regions and countries that depend heavily on services requiring physical proximity have been hit hardest by COVID-19-related measures. But these services sectors tend also to be the smallest and least-productive in any economy, implying that, coming into the crisis, the highest shares of zombie firms were in these sectors. Reliance on physical proximity and the higher incidence of zombies to start with have combined to make those services-dependent economies particularly vulnerable to any attempt to remove the support put in place during the pandemic. The evidence shows that the main goal of the provision of support during the COVID-19 crisis, namely to protect employment, has been achieved. However, the evidence is varied on how efficiently this was done, in terms of helping firms that have a good chance of surviving, while not supporting those that will in any case exit. An analysis of France, Germany and Italy shows the potential for ‘cleansing effects’ in that it was the least-productive firms that have been affected most by the crisis. While support was generally not targeted at protecting good firms only, financial support went by and large to those with the capacity to survive and succeed. Labour schemes have been effective in protecting employment.

The discipline of comparative political economy (CPE) relies heavily on aggregate, country- level economic indicators. However, the practices of multinational corporations have increasingly undermined this approach to measurement. The problem of indicator drift is well-documented by a growing critical literature and calls for systematic methodological attention in CPE. We present the case for a rocky but ultimately rewarding middle road between indicator fatalism and indicator faith. We illustrate our argument by examining two important cases – Sweden’s recent export success and the financialization of non-financial corporations in France. A careful parsing of the data suggests corrections to common characterizations of the two cases. Swedish exports have been reshaped by intragroup trade among foreign subsidiaries of domestic corporations. The growth of financial assets held by French firms is attributable to the growth of foreign direct investment and to cumulative revaluation effects, while what remains of financialization is concentrated among the very largest firms. Based on these findings, we propose a methodological routine that parses data by zooming in on the qualitative specifics of countries, sectors, and firms, while using all available options for disaggregation.

Éric Zemmour is a far-right French writer and political pundit who supports the “Great Replacement” conspiracy theory, peddles historical revisionism, and has a history of making racist and anti-Muslim comments. He has been fined for and convicted of inciting racial hatred in France. Zemmour formally announced in November 2021 that he is running in the French presidential election in April 2022, and polls indicate that he could have enough support to qualify for the second-round runoff between the two leading contenders.

Under Macron’s leadership, the French government has implemented a number of anti-Muslim policies, including the “anti-Separatism” law.
