22. Space Traffic Management: Time for Action

- Outer space has long been characterized as “contested, congested, and competitive.” More than four thousand eight hundred active satellites currently orbit Earth, representing over forty nations, and nearly twenty-five thousand satellites are projected to join by 2030. Moreover, spacefaring entities are testing the limits of space exploration: Visionary space companies are aiming to launch space tourism programs and send humans to space within the decade, and governments and militaries are increasing activity in cislunar space—the sphere formed by the Earth-Moon radius—to leverage advantageous orbital regions. As humanity expands its frontiers deeper into the galaxy, the threats to US and allied space capabilities will continue to increase. Yet, despite the proliferation of space activity, the ability of international and national bodies to track and regulate space objects—often referred to as space traffic management (STM)—reflects a past era wherein few actors conducted limited operations in space. The current state of STM can be more aptly described as space situational awareness (SSA), or the mere knowledge of objects in orbit. Global actors (including national governments, corporations, and international organizations) track space objects and notify satellite operators when the probability of collision is notable. While collision avoidance maneuvers are standard when there is a one in ten thousand chance of collision, it is ultimately up to the operators to determine whether and when they will move. The limits of this decentralized approach to SSA were illustrated in September 2019 when a European Space Agency satellite veered off path to avoid a Starlink satellite whose operator missed an email notification signaling a high probability of collision.

- Since coming to power, Xi Jinping has significantly elevated the importance of national security and technological innovation in the country’s overall priorities. He has invested considerable time, effort, and political capital to establish an expansive techno-security state based upon his strategic and ideological vision. This brief examines the five major methods Xi’s administration has undertaken to develop its techno-security state: developing a national security state, innovation-driven development, military strengthening, military-civilian fusion, and economic securitization.

24. Assessing the groundwork: Surveying the impacts of climate change in China

- The immediate and unprecedented impacts of climate change are becoming increasingly apparent across China, as they are for many parts of the world. Since June 2022, China has been battered by record-breaking heatwaves, torrential downpours, flooding disasters, severe drought and intense forest fires. In isolation, each of those climate hazards is a reminder of the vulnerability of human systems to environmental changes, but together they are a stark reminder that climate change presents a real and existential threat to prosperity and well-being of billions of people. Sea-level rise will undermine access to freshwater for China’s coastal cities and increase the likelihood of flooding in China’s highly urbanised delta regions. Droughts are projected to become more frequent, more extreme and longer lasting, juxtaposed with growingly intense downpours that will inundate non-coastal regions. Wildfires are also projected to increase in frequency and severity, especially in eastern China. China’s rivers, which have historically been critical to the county’s economic and political development, will experience multiple, overlapping climate (and non-climate) impacts. In addition to these direct climate hazards, there will also be major disruptions to the various human systems that underpin China, such as China’s food and energy systems as are discussed in this report. These impacts deserve greater attention from policy analysts, particularly given that they’ll increasingly shape China’s economic, foreign and security policy choices in coming decades. This report is an initial attempt to survey the literature on the impact that climate change will have on China. It concludes that relatively little attention has been paid to this important topic. This is a worrying conclusion, given China’s key role in international climate-change debates, immense importance in the global economy and major geostrategic relevance. As the severity of climate change impacts continue to amplify over the coming decades, the significance of this gap will only grow more concerning.

- Working together with partners such as Australia, India, Japan, New Zealand, South Korea, and many others with whom areas of agreement can be identified will be crucial to achieving success.9 In the case of Russia, a constructive dialogue on China is clearly not a near-term prospect. But given Russia’s strategic interests it is a conversation to which the West should revert once conditions permit. The rise of a domestically authoritarian and globally assertive China renders transatlantic cooperation more relevant than at any time in recent history. Transatlantic partners need to be ready for long-term strategic competition. They must also seize opportunities for cooperation with China, starting with issues such as climate change, global health, and food security. By working together from a position of strength, they will improve the chances of arriving at more productive relationships with China.

26. Between a Rock and a Hard Place: How Should South Korea Manage its Relations with the United States and China?

- This paper deals with one of the most critical issues in contemporary international relations: how China’s rise challenges foreign policies of U.S. allies, with a focus on the Republic of Korea (ROK) or South Korea. South Korea has been carefully hedging between the United States and China, its traditional security patron and largest trade partner, respectively. Strategic rivalry between the two great powers has put South Korea in an awkward position as pressure grows from the two powers to pick a side. Using a modified dual-track economics-security nexus framework, this paper suggests that the United States and China each has a significant impact on South Korea’s security and economic policies, making it important but challenging for South Korea to simultaneously manage relations with the two great powers. So far, South Korea has maintained these two sets of relationships remarkably well, but it may be difficult to continue with business as usual in the years ahead. For its own national interests, South Korea must seek to preserve the status quo under which it can continue to benefit from good relations with both great powers. The paper also proposes that South Korea should form a “middle power coalition” with like-minded nations to deflect pressures and avoid the dilemma of having to choose sides.

- This is not a historical nor chronological report. It is rather “a working paper”. The purpose of this rather brief report is to reflect on three major issues: first, what are the characteristics of the world we live in? How stable and predictable is it? Are those in power know what are they doing? Or is it the blind leading the blind? Is our sense of uncertainty and thus unpredictability a product of mental crisis related to one in a lifetime pandemic experience? or is it more structural with long historical span? The second question is how dangerous and out of control is the Middle east region? Or is it? The Abraham Accords promise a new dawn for the region? Paradise is just around the corner or the calm preceding the storm? The third question, where does Jordan fit in these wider circles of activities both global and regional? Deliberately we left out of the report any serious considerations of the economic aspect challenge facing Jordan which is both self-evident and widely recognized. Moreover, the emphasis is on the geostrategic aspects of security related to the global level, the regional level and that of Jordan. Let us first look at the world.

- The long-standing relationship between China and the European Union (EU) is being subsumed into a broader geopolitical competition between major power centres. Alongside cooperation, elements of competition and rivalry have been sharpened by a re-evaluation of the bilateral relationship by EU actors. Areas of cooperation have included Chinese involvement in the EU’s internal connectivity projects—specifically in transport and digital networks. This report examines this cooperation and assesses its prospects. Enhancing connectivity within and around the EU to facilitate trade and commercial relations was relatively uncontroversial even if initiatives were never fully aligned. But the space for common projects has been narrowed by political divergence and new sensitivities in the EU regarding the security implications of Chinese investments. China understands that the EU’s scrutiny of its investments and restrictions on its involvement in connectivity projects are affected by EU–US relations. Despite these tensions, the report shows that constructive ways forward in this globally significant relationship are still possible, both within and beyond the connectivity domains.

- This SIPRI Insights on Peace and Security paper examines security challenges arising from the Arctic activities of three actors with a substantial ‘footprint’—China, Russia and the United States—and how they might be addressed in existing and new frameworks. Arctic and non-Arctic states want to exploit commercial opportunities created by a changing physical environment. Arctic states agree that climate-related challenges can be addressed through cooperation within existing institutions. However, to ensure that increasing human activity stays within acceptable environmental and human security risk levels, non-Arctic states need to be engaged. The risk of unwanted escalation in military tension in the Arctic due to deteriorating relations among major powers over disputes arising elsewhere has grown to the point where it cannot be ignored. A steady increase in military investments in the Arctic, or Arctic operations, will continue, but there is no ready-made framework to address military security challenges. Issues that occupy a ‘grey zone’ between military and non-military security will have to be addressed as digital and transport infrastructure expand in the Arctic. However, there is little experience in how diverse state and non-state actors can manage cooperation and competition simultaneously.
