1. COVID-19, Long-Term Care, and Migration in Asia

Abstract:
Countries throughout Asia are experiencing rapidly aging populations and increasing life expectancy, leading to a large and growing demand for long-term care (LTC) services. Despite the shift to providing care within communities and at home, governments are struggling to provide enough LTC to meet demand. A large part of the constraint is the lack of available workers. While many countries in the region have migration schemes to bring in LTC workers, they are insufficient. At the same time, the COVID-19 pandemic has had an outsized impact on older people throughout the region, and has exposed deficiencies in the structure of migrant care labor. This report explores the impact of these three dynamics—LTC, migration, and COVID-19—on the current and future LTC workforce in the Asian region. It showcases 11 countries of origin and destination, including the demand for and supply of LTC, how it is financed and resourced, and where and how migrant workers are sourced. It puts forward recommendations for how governments throughout Asia can ethically and sustainably increase LTC worker migration; improve wages, working conditions, and recruitment processes within the sector; and learn lessons from COVID-19.

2. Repercussions of Negatively Selective Migration for the Behavior of Non-migrants when Preferences are Social

Abstract:
We study how the work effort and output of non-migrants in a village economy are affected when a member of the village population migrates. Given that individuals dislike low relative income, and that migration modifies the social space of the non-migrants, we show why and how the non-migrants adjust their work effort and output in response to the migration-generated change in their social space. When migration is negatively selective such that the least productive individual departs, the output of the non-migrants increases. While as a consequence of this migration statically calculated average productivity rises, we identify a dynamic repercussion that compounds the static one.

3. Measuring the Spatial Misallocation of Labor: The Returns to India-Gulf Guest Work in a Natural Experiment

Abstract:
‘Guest workers’ earn higher wages overseas on temporary low-skill employment visas. This wage gap can be used to measure gaps in the productivity of workers due to where they are, not who they are. This paper estimates the effects of guest work on Indian applicants to a construction job in the United Arab Emirates, where an economic crisis allocated guest work opportunities as-good-as-randomly among several thousand families. Guest work raised the return to poor families' labor by a factor of four, with little evidence of systematic fraud.

4. Meaningfully Engaging Youth in the Governance of the Global Refugee System

Abstract:
Young people aged 15 to 35 comprise one-third of the world’s population, yet they are largely absent from decision-making fora and, as such, unaccounted for in policy making, programming and laws. The disenfranchisement of displaced youth is a particular problem, because it further marginalizes young people who have already experienced persecution and been forcibly displaced. This paper aims to demonstrate the importance of including displaced youth in governance and decision making, to identify key barriers to engagement that displaced youth face, and to highlight effective strategies for engaging youth. Comprehensive financial, legal, social and governance reforms are needed in order to facilitate and support the meaningful engagement of youth in the refugee and IDP systems. Without these reforms and partnerships between youth and other diverse stakeholders, it will be difficult to achieve sustainable solutions for forcibly displaced populations and the communities that host them.

5. South Korea’s Migrant Policies and Democratic Challenges After the Candlelight Movement

Abstract:
South Korea’s deliberate liberalization of migration controls has facilitated the entry and stay of new types of residents from various ethnic, political, and national backgrounds. With this demographic shift comes new questions for the South Korean polity in terms of its expectations of rights and duties of residents in the country. South Korean citizenship has, until the past decade, been largely premised on belonging in two fields: shared ethnic descent and contributions to the nationstate development project. However, new residents, who are ethnically diverse and who contribute to the national project, are seeking greater rights and social welfare provisions just as Korean nationals are ambivalent about their inclusion in the democratic body politic. As a result, the migrant policies bring into sharper relief the contours of democratic discourse in South Korea today. Drawing from six months of immersive fieldwork conducted in South Korea, this paper analyzes the relevance of migrant rights and expectations in understanding the broader democratic challenges in South Korea. Examining the government’s institutionalization of certain migrant “categories”—namely, temporary labor migrants and so-called “marriage migrants”— the paper argues that South Korea’s treatment of diversity and the protection of individual rights should be analyzed more deeply to understand current trends in South Korean civil society and democracy.

6. Unification in Action? The National Identity of North Korean defector-Migrants: Insights and Implications

Abstract:
What can the resettlement of North Korean defector-migrants into South Korean society today tell us about Korean national identity and the likely challenges of integrating the two Koreas tomorrow? In this paper, we report findings from a 2016 national identity survey of 334 North Korean defector-migrants currently residing in South Korea. It compares responses to that of native South Koreans and considers in-group differences of opinion. Overall, we find no substantive identity divergences between those from North Korea and native South Koreans. We do, however, find evidence of significant in-group identity differences, namely cohort effects. Older defector-migrants are more likely to see their “Koreaness” as defined by ethnocultural traits, feel closer to South Korea, and be more “patriotic” than younger migrants.

Abstract:
Beyond summing up salient migration trends from existing data sources; a new working paper by researchers from Centre for Policy Research and Indira Gandhi Institute for Development Research (IGIDR) builds on a critique of the estimations made by the Economic Survey 2017 to outline fresh ideas for developing leading indicators that will help inform policy. This is particularly needed because even as Indian policymakers are increasingly recognising the linkages between migration, labour markets and economic development, the lack of frequently updated datasets limits our understanding of migration.

8. Becoming Homeless, Surviving Homelessness: The lives of six working homeless men in Yamuna Pushta, Delhi

Abstract:
This working paper from CPR’s and TISS' Understanding Metropolitan Homelessness project tells stories of six migrant homeless men from Uttar Pradesh and Nagaland who live, for various durations, in shelters along the western bank of the Yamuna river in North Delhi, locally referred to as ‘Yamuna Pushta’. Through tracing their journeys from villages and towns to Delhi’s streets, the paper explores how these men became homeless and how they survive homelessness in Delhi. This project, which is funded by ICSSR and is being conducted by CPR and TISS is led by Partha Mukhopadhyay and Ashwin Parulkar at CPR and Tarique Mohammed at TISS. A key objective of the project in general, and this paper in particular, is to better understand the structural causes of homelessness (e.g. poverty, unemployment) and how these are interlinked – through capturing the lived experiences of the homeless in their voice. This research aims to inform successful policy and implementation responses to address the current ineffectiveness of outreach efforts to homeless people in Delhi, despite interventions by the Supreme Court and support schemes designed by the government. The six stories in the paper uncover conditions, and combinations, of extreme poverty and physical abuse experienced by these men in their native places before they left home. It traces how they secure jobs, and survive, in daily wage, informal economies without housing, as well as access social services like shelter, health and drug de-addiction programs to endure the streets of Delhi. According to a 2010 United Nations Development Programme (UNDP) survey, 87% of nearly 55,955 homeless adults worked jobs in the informal economy, entailing ‘the most rigorous activities which are essential for movement and building in the city.’ This paper describes in detail the varied experiences these six men have in such jobs that they find through contractors in informal labour ‘markets’ (mandis); as cooks and servers in small eateries (dhabas), and as wedding catering party workers. Through their trajectories, Parulkar also explores differences between working homeless men who return home to support families and those who have no ties with their native places and live on the streets indefinitely. We were warned not to take the bus from Silchar to Guwahati. Unfortunately, the train was fully booked, so we had no other option. As soon as we left the city limits of Silchar, we began to make our way through the soggy, bumpy mess that was supposedly the route to Guwahati. 10. The Changing Pattern of China's Economic Relations with Southeast Asia

Abstract:
This paper examines the debates which have arisen in the ten countries of ASEAN about the impact of growing trade and investment ties with China, both before and after the full implementation of the ASEAN-China Free Trade Agreement in 2010. It examines the changes which have taken place in the country composition of trade and investment flows within the ASEAN countries, and between the ASEAN countries, China, and the rest of the world. The evidence indicates that while merchandise trade values have increased between China and ASEAN since 2010, the increase has not been as rapid as some predicted. But China is now running a substantial trade surplus with the ASEAN countries; the value of exports from China to ASEAN exceed the value of imports to China from the ASEAN countries. This surplus could lead to frictions in the future. Investment flows from China to ASEAN are still small in relation to flows into ASEAN from the rest of the world.
