Abstract:
The Africa Mining Vision (AMV) is a policy framework that was created by the African Union in 2009 to ensure that Africa uses its mineral resources strategically for broad-based, inclusive development. Eight years after its inception, implementation has been slow and there is a low level of awareness of the framework among key stakeholders in the mineral sector. This paper shows that the AMV has specific weaknesses that should be addressed through its national implementation, in order to enhance the benefits for African citizens. Africa’s leaders and citizens must act now to ensure that the goals of the AMV are realized. It is a transformative policy that can drive sustainable development on the continent.

The programme’s overall objective is ‘to contribute to the improvement of food security and nutrition in the South Caucasus through smallholder farmers’ representation in the governance processes’. It focuses on working with government structures and civil society actors to develop, implement and monitor food security-related strategies and legislation, ensuring that support mechanisms are in place for small-scale producers. The programme also supports national alliances and institution-building, enabling sustainable civil society engagement in the policy process, a critical component given Oxfam’s planned phase-out in 2017. This document particularly focuses on the programme’s use of the Social Network Analysis methodology to support the sustainability of its alliances.

Since the turn of the century, the poorest half of the world’s population has received just 1% of the total increase in global wealth. Meanwhile, half the new wealth has gone to the richest 1%. At present, mainstream business is driving, rather than reversing, this disturbing trend. To help reverse this trend, we need rapid growth of equitable business structures with purpose, fairness and sustainability embedded into their model. In efforts to promote such equitable business structures, and the fourth sector, Oxfam is launching the Future of Business Initiative. Through this initiative, Oxfam will help such enterprises access finance and work with global companies on how they can include them in their supply chains. Oxfam will also investigate how having more businesses structured more equitably can contribute towards tackling global inequality, and ways government policies can better foster them, and the broader fourth sector.

6. Climate Change Resilience: The case of Haiti

Abstract:
Haiti's climate has changed over the past four decades. Annual mean temperatures have risen, and the rainy season now begins up to three months later than usual. Projections of future climate change indicate that annual mean temperatures will continue to rise over the course of the 21st century. Rainfall variability is also expected to increase, meaning more extreme droughts in the dry season and more intense rainfall in the wet season. Sea-level rise and increased storm surges are also expected. The coastal plains are increasingly subject to the influx of saltwater, and as ocean surges lead to saltier soils, farmers can no longer cultivate them. These factors will exacerbate current serious problems of flooding and erosion in coastal areas that lie in the direct path of tropical storms and hurricanes. In the absence of significant adaptation efforts, these dynamics will in turn have severe impacts on water resources, land, agriculture, and forests. Annual population growth of 1.5 per cent means over 11 million mouths to feed by 2020 and additional pressure on agricultural resources.

8. Effectiveness Review: Drought Management Initiative: Livestock Component, Kenya

Under Oxfam Great Britain's (OGB) Global Performance Framework (GPF), samples of sufficiently mature projects are being randomly selected each year and their effectiveness rigorously assessed. The livestock component of the Turkana-Pokot Drought Management Initiative (DMI) was randomly selected for an Effectiveness Review under the adaptation and risk reduction thematic area in the 2012/13 financial year. DMI was a three-year programme implemented by a consortium of NGOs which aimed to mitigate the effects of climatic shocks among pastoralist communities in north-western Kenya. Oxfam GB was responsible for implementing the livestock component of this programme in three of the most remote pastoralist communities in the northern part of Turkana County. The activities carried out included establishing pastoralist field schools (PFSs) in each community, to provide members with training on improving livestock management, drought mitigation, and livelihood diversification. In the same communities, the project supported the establishment of village community banks (VICOBAs), as well as training community animal-health workers (CAHWs) and setting up village land-use planning committees (VLUPCs).

Oxfam commissioned the Ghana Centre for Democratic Development (CDD-Ghana) to conduct a study into how civil society organizations (CSOs) can effectively engage with and/or influence political parties during election campaigns. The fundamental question underlying the study was: "What conditions and contexts facilitate the most effective mechanisms to advance long-term success by CSOs in influencing the political commitments and programmes of political parties during election campaigns?? The study aimed to contribute vital knowledge on this subject, about which there was very little pre-existing documentation, particularly concerning West Africa. The study was based on CSOs? experiences from the 2012 elections in Ghana and Sierra Leone.

This report is composed of two parts. The first introduces the four big commodity traders – Archer Daniels Midland (ADM), Bunge, Cargill, and Louis Dreyfus – which are the focus of this study. Collectively, these trading companies are often referred to as 'the ABCD companies' because of the coincidence of their initials. Part 2 then looks at these traders in relation to a number of the global issues pressing on agriculture: the 'financialization' of both commodity trade and agricultural production; the emergence of global competitors to the ABCDs, in particular from Asia; and some of the implications of large-scale industrial biofuels, a sector in which the ABCDs are closely involved. It includes a discussion of how smallholders in developing countries are affected by some of these changes, and highlights some development policy implications, given the importance of the ABCDs in shaping the world of food and agriculture.

The 2011 drought across the Horn of Africa was, in some places, the worst to hit the region for 60 years. It was first predicted about a year beforehand, when sophisticated regional early warning systems began to alert the world to the possibility of drier-than-normal conditions in key pastoral areas of Ethiopia, Somalia and Northern Kenya, linked to the effects of the climatic phenomenon La Niña.

What role can companies play in strengthening the capacity of small-scale producers in developing countries to adapt to climate change, and in doing so, make their global value chains more resilient? While some leading companies have made progress in taking greater responsibility for what happens throughout their supply chains, there has been little discussion about the threat that climate change poses to the livelihoods of small-scale producers. Through interviews with three companies: Starbucks, Marks Spencer, and The Body Shop, the paper examines how smallholders involved in coffee production in Colombia, sesame in Nicaragua, and cotton in Pakistan have been affected by climate change and what it means for the companies' businesses . From this research, Oxfam identifies key actions for companies to begin to address the challenges to small-scale producers, and raises questions for further discussion.

Burkina Faso's geographical situation makes it particularly vulnerable to climate change. As a country in the Sahel in the heart of western Africa, Burkina Faso suffers an extreme, variable climate: the same area can be affected by both flooding and drought within only a few months. The economy of this largely rural country is essentially based on agriculture and stockbreeding. According to various predictions, climate change will have an impact on agricultural production and food security, and will therefore affect inhabitants of rural areas, especially those who are most vulnerable, such as women.

As the international community mobilizes in response to global climatic changes, climate funds must ensure the equitable and effective allocation of funds for the world's most vulnerable populations. Women and girls, disproportionately vulnerable to negative climate change impacts in developing countries, have largely been excluded from climate change finance policies and programmes. This report examines four funds -climate funds and non-climate funds, to draw out the lessons for gender integration in global finance mechanisms. Women and girls must not only be included in adaptive and mitigative activities, but also recognized as agents of change who are essential to the success of climate change interventions.
