2. Within and Without the State: Strengthening civil society in conflict-affected and fragile settings

- There is a growing sense within Oxfam that traditional approaches to working with civil society are yielding insufficient results in conflict-affected and fragile states. This global study was under taken to help develop innovative approaches to strengthening civil society in such setting sand, in particular, to identify lessons for the development of three planned pilot programmes. It was based on a review of existing literature and interviews with representatives of INGOs, academic institutions, and donors, and was complemented by a scoping exercise undertaken in South Sudan in September 2011. The main findings of the global study are as follows.

- Despite an increase in the size of international military forces (IMF) from 90,0 00 to 14 0,00 0 over the past year , AOG have continued to expand their presence into the north, center and west a n d now have control of or significant influence in over half of the country. Attacks initiated by AOG have increased by 59% between July and September compared with the same period last year. In 200 9, they increased 43 % on 20 08. Government officials can barely access one-third of the country and there are districts outside government control in almost all of Afghanistan's 3 4 provinces.

- A year after Israel launched its Operation Cast Lead military offensive on Gaza, on 27 December 2008, little of the extensive damage it caused to homes, civilian infrastructure, public services, farms and businesses has been repaired. As thousands of families still come to terms with loss or injury of their loved ones, they are being prevented from rebuilding their shattered society.

- The devastating impact of conflict, armed crime, and all forms of armed violence around the world is apparent for all to see. Armed violence closes schools, paralyses communities, burdens health-care systems, discourages investment and economic activity, and makes lives and livelihoods less secure. Spending on arms or arms races can divert vital funds from public services such as education and health care, and when such spending takes place without accountability and transparency, it can aggravate corruption. Individually and cumulatively, these impacts undermine sustainable development and the achievement of internationally-agreed targets such as the Millennium Development Goals (MDGs).
