In a time of rapid technological advancements and changing energy paradigms, the European Union and the United States are trying to coordinate their efforts to navigate the complexities of an ever-evolving landscape. Transatlantic dialogues and cooperative endeavours are key mechanisms for mitigating tensions and fostering a common assessment of the opportunities and risks arising from these advancements. Critical in this regard are the problems of governance emanating from technological development and its consequences in the digital sphere as well as the delicate balance between security, competitiveness and environmental targets in the energy dimension.

Abstract:
China’s Belt and Road Initiative (BRI) has entered the twilight zone in the old continent, following a deterioration of bilateral relations between the EU member states and China over the last years. Italy’s official exit from the BRI at the end of 2023 was a further blow to Chinese President Xi Jinping’s signature foreign policy. Yet, the BRI in Europe is being reconfigured rather than being terminated. In Western Europe, the BRI is moving away from physical infrastructure projects and investment in industrial assets – the latter being increasingly protected from Chinese takeovers by both national and EU legislation – to financial and monetary connectivity. This shift is welcomed by various European actors, including some policymakers at the national level, eurozone institutions and major banks. Concurrently, most of Eastern European countries continue to promote BRI projects and seek to attract Chinese investments, suggesting that there is a two-speed Europe when it comes to China, both in terms of geography and sectors.

Abstract:
Recent disruptions in the Baltic Sea and elsewhere highlight the integral role of digital and physical conduits such as gas pipelines, telecommunications cables and undersea data cables in maintaining European connectivity and security. Overall, the EU’s responses to emerging challenges to its digital sovereignty, particularly from China and Russia, aim to enhance the security and resilience of its digital landscape, from the Global Gateway Strategy to the Gaia-X project. However, the complexity of the submarine cable infrastructure requires a broader and more holistic assessment of the opportunities and obstacles to ensuring the uninterrupted flow of information across borders. Ultimately, a concerted transatlantic effort is needed to strengthen the backbone of Europe’s digital infrastructure against both man-made and natural adversities, thereby securing a future where sovereignty and resilience are paramount for both the EU and the US.

Abstract:
The importance of digital infrastructure for global communication and connectivity is only growing. Within this varied sector, subsea cables play a central role in ensuring seamless internet traffic globally. What are the US’s strategic and economic interests in digital infrastructure, particularly subsea cables? Within the context of larger economic and geopolitical competition, US policy is multifaceted, from aiming to secure the physical security of infrastructure and guarding against espionage and technology leakage, to boosting economic competitiveness and supporting domestic firms. Overall, digital infrastructure, and undersea cables in particular, are a key element of a larger US strategy of outcompeting China. Although evaluations among allies of the relative threat posed by China and Chinese-owned digital infrastructure vary, broadly shared goals of resiliency, security, and increased connectivity mean there are potential areas for deeper EU-US cooperation, including partnerships with third countries, that align with their respective strategic visions and represent a solid base for further transatlantic coordination.

5. Transatlantic Cooperation on Semiconductors: A US Perspective

Abstract:
Semiconductors are essential for the global economy, but recent supply chain disruptions and geopolitical tensions have highlighted new risks, leading to new policy approaches. US semiconductor strategy centres around three objectives. First, the funding provided through the CHIPS and Science Act is part of a larger push to strengthen domestic industry and manufacturing. Second, the US seeks to deny strategic adversaries of key technology through export controls. And third, it aims to secure the supply chains for critical technologies. The European and American semiconductor sectors are already tightly intertwined, and further coordination has occurred through forums like the Trade and Technology Council. But challenges remain, including the risk of a subsidy race. Further transatlantic cooperation on key aspects of these new industrial policies can ensure the realisation of shared objectives for a more resilient semiconductor sector.

In line with its aspiration for strategic autonomy, the EU has recognised vulnerabilities in its chip supply chain, which heavily relies on foreign firms. The intricate relationship between economic security and open trade underlies the EU’s quest to bolster its domestic capacity while enhancing connections with key global partners. Despite the challenges of finding a policy balance, fostering transatlantic cooperation in the semiconductor domains remains a key ambition. To cultivate a more balanced and effective partnership with the US, the EU should capitalise on its comparative advantages to amplify and fortify its strategic positioning in the global supply chain.

The decade since the 2010–11 Jasmine revolution has been particularly difficult for Tunisia. The trend of poverty reduction that started in the early 2000s has lost steam, with poverty rates increasing again in the wake of the Covid-19 pandemic and spatial inequalities remaining high. Moreover, the labour market is afflicted by persistent structural problems: high unemployment, high informality and low levels of participation among women and youth. Given the limited opportunities offered by the local labour market, Tunisians increasingly find in emigration the solution to cope with their dire economic and social situation.

8. Seeing Tunisia’s Civil Society During Un-civil Times

Abstract:
Tunisia’s dramatic democratic reversals since July 2021 warrant an in-depth reflection on how and where its once-promising democratisation momentum went wrong. Much attention is given to the top-down demolition of democratic institutions by the country’s (democratically) elected President Kais Saied. However, just as the popular revolution that ousted the dictator Zine el-Abidine Ben Ali and the subsequent democratic transition was to a great extent a bottom-up process, so civil society too is an important piece of the de-democratisation puzzle. In a bid to compare and contrast trajectories of degeneration and regeneration, the paper explores the contributions and constraints of Tunisian civil society vis-à-vis Tunisia’s difficult experiment with democratisation.

Abstract:
What direction will the Xi Jinping administration’s foreign policy take over the coming years, and how will that affect the existing international order? The Chinese Communist Party harbours a strong sense of crisis about the internal and external threats colliding to supposedly destabilise its regime, and thus aims to strengthen cooperation with developing countries in order to prevent such danger. The Xi administration is consequently strengthening police and law-enforcement cooperation inside the Shanghai Cooperation Organisation, which includes Russia. Besides, China has launched a new initiative of collaborating with Moscow on satellite systems to monitor the entire Earth, in order to accumulate big data on various issues. The current Chinese foreign policy, which pursues a cultivation of deeper relations with autocratic countries by providing them with surveillance technologies, is likely to deepen the global divide with liberal democracies.

10. Let’s Learn Judo with Putin. Sport, Power and Masculinity in 21st-Century Russia

Abstract:
Dedication to sport and physical prowess have been key elements in the construction of Vladimir Putin’s image since his rise to the Presidency of Russia. Domestically, the Kremlin has promoted a public representation of the President as a strong, energetic, decisive leader who is ‘fit for the job’. Constant emphasis has been placed on how sports – especially judo and those harking back to the Soviet past, such as sambo – forged the manly qualities of Putin, turning him into the living paradigm of Russian hegemonic masculinity. At the international level, Putin’s vigorous and masculine leadership has been turned into a proxy for Russia’s restored status: in the early 2000s, to mark a neat break from the ‘decadence’ of the 1990s; subsequently, to suggest the return of Russia to its great-power status. Hostility against human – especially LGBT – rights in sport has become central to this discourse, not only because they are suggestive of alleged Western decadence, but also because they threaten the gender norms and public image on which Putin’s leadership has been built.

Abstract:
While governments have reaffirmed their commitment towards energy transition in light of the current energy crisis, the urgency to act implies to use all possible solutions to reduce CO2 emissions during the transitional period. Natural gas can play a role in the decarbonisation of certain sectors, such as the transport sector. In this sense, the small-scale LNG industry could contribute to the decarbonisation of the Mediterranean region. Regulatory and political incentives as well as socioeconomic and environmental benefits could represent critical drivers for the growing role of the small-scale liquefied natural gas (SSLNG), while it will need to overcome several challenges (e.g. political pressure, economic and infrastructure constraints).

12. De-colonising the Azerbaijan-Armenian Conflict: Breaking the Knot of Security and Dependence

The recent military operation in the Nagorno Karabakh area reflects a broader regional transformation. Its essence is in the second attempt (with the first one in Azerbaijan 30 years ago) of changing the security paradigm, this time in Armenia, leading to de-colonisation of relations in the region. The core of this change is liberation from the dependence on Russia’s almost two centuries old patronage, with Nagorno Karabakh conflict evolving as a tool of this dependence. With all the contradictions over the territory between Armenia and Azerbaijan, and difference in current political systems, the countries seem at last to arrive to the same conclusion of Russia and her control of the Karabakh elite being one of the obstacles to the peaceful relations, reforms and integration in the West. The power balance in the region, affected by such factors as Turkey’s greater involvement, distraction of the West, Russia’s increasing isolation, besides power change in Armenia, has also contributed to the “window of opportunity” for a change of paradigms. The role and influence of the EU and the US in this process, including in deterring potential military developments, will be dependent on the perception of them by the parties as non-partisan brokers, promotion of relations between Armenia and Azerbaijan as independent subjects of international relations and consistency in support of democracy.

China’s engagement with Asian regions beyond its geographical periphery has grown exponentially since the 1990s and this is nowhere more evident than in West Asia and the Persian Gulf subregion. While energy drove China’s early interactions with the Gulf states, within two decades after the Cold War the relationships had evolved into much tighter networks of partnerships. China’s relations with the Gulf states, however, has not been uniform and the case studies of the United Arab Emirates and Iran highlight the complexities of China’s strategy in this subregion and the ways in which it actively pursues its diverse set of interests.

14. The Internationalisation of the Chinese Renminbi and China’s Digital Currency Plans

Abstract:
China has made major reforms to boost the international standing of its currency. The global presence of the renminbi remains contained, however. This is due to China’s economic structure (a persistent current account surplus and a partially closed financial account) and the government’s grip on the economy. China is also a Central Bank Digital Currency (CBDC) forerunner. The digital yuan (e-cny) is already active in a large scale trial. Many claim that the e-cny could provide a major boost to the internationalisation of the renminbi. However, the internationalisation of the renminbi would require major economic reforms that cannot be bypassed by the deployment of new technologies. The e-cny is therefore unlikely to boost the renminbi’s international presence. Yet, its underlying technology could be exported to other countries wishing to deploy their own-currency CBDCs. Much like with telecommunication equipment, this scenario would put China in the position of being a provider of a critical infrastructure. In the longer run, the export of e-cny technology might also facilitate the creation alternative payment networks, though this scenario is not very likely.

15. Turkey’s Watershed Elections: A Matter of Leadership

Abstract:
It has been said numerous times in the last months that the upcoming 14 May elections in Turkey will be a historical watershed for the country. A crunch point that has not yet been widely explored in these months, though, is that of leadership mechanisms and the consequences of a possible change at the helm of the country, for both its democratic transition and the trust that regional allies (EU and NATO countries above all) can place in the country. President Recep Tayyip Erdoğan’s erratic leadership appears to be on a tightrope, challenged by Kemal Kılıçdaroğlu, the head of the Republican People’s Party (Cumhuriyet Halk Partisi, CHP), the largest opposition party leading the Nation Alliance (Millet İttifakı). Due to the osmotic relationship between domestic (related to social cleavages) and regional (mainly securitised) dynamics, what the new leadership of Turkey will be, will also affect the future posture of the country and the willingness (or lack thereof) of other States to establish a trusting relationship with it.

The invasion of Ukraine by Russian forces in February 2022 has entirely transformed the European security landscape, bringing war to the European Union’s doorstep. Importantly, the war features a nuclear dimension that manifests itself in consequential ways, including Moscow’s nuclear sabre-rattling and its denunciation of the last surviving nuclear arms control treaty. This unleashed intriguing reactions, like a surprisingly tough resort to sanctions by the EU, or the shrinking of neutrality on the continent. However, while support for nuclear deterrence has increased in some NATO countries, support for arms control remains strong too. Meanwhile, nuclear disarmament advocates have not shifted their stance as a result of the crisis.

Climate change and environmental degradation are adding serious strain to Iraqi coping capacities and governance mechanisms in a county already struggling with elevated water scarcity, instability and demographic growth. Widely recognised as a country at high-risk from climate change, Iraq faces the urgent need to diversify its economy away from hydrocarbon resources, while developing mechanisms of cooperation and co-dependency with regional neighbours to provide sustenance and opportunities to its youthful population. Drawing on Iraq’s history as a trade hub and bread basket for the region, Iraq and its neighbours need to urgently work together to overcome divisions and plan for a better future if the challenge of climate change is to be transformed into an opportunity capable of promoting stability and integration in an increasingly fragile Middle East.

18. Reinventing Soft Power: The Strong Impact of China’s Soft Power “Shortcomings” on the Global South

Abstract:
After being introduced into the Chinese academic debate in the 1990s, the notion of soft power has undergone such a process of “Sinicisation” that some scholars now wonder if the original concept has been gradually “reinvented” in China. Given worsening opinions about the PRC in the US and Europe over the last years, many analysts have stressed the weakness of China’s soft power, pointing to its state-centred approach and lack of an attractive set of values to be emulated as the main shortcomings. However, China’s growing influence in the Global South shows that these analyses have misevaluated the real goals and motivations of China’s soft power. The Russia-Ukraine war provides telling examples of the successful dynamics of China’s “defensive” or “negative” version of soft power and suggests it has significant impact in the least industrialised countries.

Since its 2013 launch, the China-led Belt and Road Initiative (BRI) has stirred heated debates. Despite Beijing framing it as win-win cooperation, concerns mounted over BRI’s risks for involved countries, especially in the Global South. China’s narrative merely signals a search for an effective communication strategy and international discourse power, while its understanding of development remains constant. Developing countries play a crucial role in China’s pursuit of global status. Firstly, it positions itself as the advocate for developing nations, promoting “diverse paths to modernisation” and “true multilateralism”. Secondly, China aims to redefine major power by prioritising development and security over liberal democracy.

20. Transitional Justice in Iraq: The Challenges of National Healing and Recovery

Abstract:
Transitional justice in Iraq is a record of squandered opportunities and compromised institutions. Over five decades, Iraqi society has endured human rights abuses on a wide scale, perpetrated by state and non-state actors. The post 2003 era offered a chance to heal wounds and promote national recovery by adopting policies of transparent judicial accountability, equitable reparations, truth-telling and documentation, and national reconciliation to repair the torn social fabric. Instead, in the immediate aftermath of the war of 2003, a victor’s justice prevailed, which deformed the principles of transitional justice and undermined its mechanisms through rampant sectarianism, clientelism and corruption, leading to new abuses, increased strife and deepening social fissures. Twenty years into the new political order, Iraqi policy-makers must reconsider their policies and reform their mechanisms to achieve social cohesion, or risk further social fragmentation and conflict.

Participation in the monitoring of UN sanctions on North Korea is Europe’s most prominent operational contribution to Indo-Pacific security, but is also characterised by a fragmented, bilateral approach that contradicts the trajectory of recent European policies that strive for a more meaningful and coordinated investment in this area. A coordinated European presence in the region built around the sanctions monitoring task is within reach, and steps taken to achieve it would dramatically enhance the policy coherence and impact of European action on Northeast Asian security.

Abstract:
Since 2011, the construction of the Grand Ethiopian Renaissance Dam (GERD) has provoked a diplomatic crisis between Ethiopia, Egypt and Sudan, adding fuel to the already combustible geopolitics of the Horn of Africa. Despite its technical aspects, the GERD dispute has over time become a multi-layered geopolitical crisis where a plethora of actors and dynamics have been influencing the ongoing negotiations. Protagonists are no longer only Ethiopia, Egypt and Sudan, and the resolution of the crisis is now dependent on factors beyond technical solutions. Moreover, the crisis seems to have become an instrument that the three countries are using to deal with issues of national legitimacy, territorial disputes and regional balance. However, while instrumentalisation can be politically expedient in the short term, all parties have an interest an equitable and regionally based, inclusive and cooperative agreement. In order to understand how multilateral organisations can contribute to the finding of an equitable and reasonable solution, a multi-layered analysis – on local, national and regional dynamics – needs to identify the main drivers for Egypt, Ethiopia and Sudan.

As the Nile River dispute between Egypt, Ethiopia and Sudan enters a new decade, this paper seeks to map out the Egyptian perspective of the dispute, through an outline of the interventions made, opportunities lost, and challenges posed by the construction of the Grand Ethiopian Renaissance Dam. Looking at Egypt’s domestic water security challenges, regional relationships and the tripartite process, and the role and influence of external actors, the paper describes a decade of diplomatic stagnation as entrenched nationalism creates forms of immovable policy on the River Nile.

For Ethiopia, proposals on sharing the Nile waters and the filling and operation of the Grand Ethiopian Renaissance Dam (GERD) must demonstrate flexibility (that is, be legally non-binding) and distance from the order that existed before the Cooperative Framework Agreement (CFA, or Entebbe Agreement). The GERD represents a move by Ethiopia to enhance economic security, boost its resilience against drought and consolidate its newfound hydro-political influence towards ensuring equitable and reasonable use of the Nile waters by riparian states. Ethiopia has demonstrated intentionality and consistency in its Nile policy under which the GERD falls. The link between the GERD, Ethiopia’s internal crisis and its perception of an international bias tend to threaten the likelihood of a mutually agreed deal. However, building mutual trust, strategic concessions and de-internationalising the GERD talks to the barest minimum are necessary steps to break the stalemate.

Nowhere is this clearer than in the energy sphere, where the crisis first created the perfect timing for Russia’s invasion and then became weaponised against Europe in the broader confrontation with the West. In this confrontation, two interpretations of resilience come to the fore: Vladimir Putin and Jean Monnet’s, with the former emphasising pain endurance and the latter transformation through crisis. The jury is out on whether Putin or Monnet will win the day, and whether and how the European Union will prove and strengthen its resilience. But at the height of this crisis, my bet today is squarely on Jean Monnet.

The transatlantic campaign of sanctions against Russia after its aggression of Ukraine is unprecedented in scale and scope, involving not only dozens of democratic states but also many non-state actors. It imposes considerable barriers and additional cost to the functioning of the Russian economy, which is bound to undertake deep restructuring with far-reaching consequences for production and consumption processes. The current appreciation of the rouble and inflationary slowdown are not signs of improvement but rather the direct effects of the stabilisation measures undertaken and, in fact, bode ill for further economic development. Numerous problems have started to surface this summer and optimistic assessments on the basis of initial resilience of the Russian economy look premature. Russia currently lacks a strategic plan of economic restructuring under the new environment. The future course of events will depend on whether the private sector leads this restructuring with minimal losses or the government imposes its normative prospective, tilting the result farther from economic equilibrium.

The emergence of clean hydrogen as an energy carrier promises to shape the future geography of the energy trade. Under growing contestation of interdependence, such a geography should be read through political lenses alongside commercial and technological ones. Generally, hydrogen is likely to reduce the geopolitical sensitivity of energy trade with respect to a fossil-fuel-based energy order by increasing the share of energy produced domestically, shifting geostrategic competition from a focus on grabbing resources to a focus on mastering technology and setting standards, and offering petrostates opportunities for economic diversification. Italy can exploit the opportunities offered by a hydrogen economy for enhancing its energy security and positioning in the regional energy trade. However, it should be careful with monitoring how geopolitical barriers such as regional instability may affect its hydrogen ambitions.

While economic interdependencies do not prevent war, witnessed most recently by Russia’s naked war of conquest in Ukraine, the costs of war in a globalised world spread far and wide. Russia has taken the world’s food markets hostage by blockading Ukrainian ports in the Black Sea. The resulting food price increases make a humanitarian crisis in the world’s poorest countries increasingly likely; this, in turn may lead to regime fragility and turmoil in the international system. The question of lifting the blockade by establishing a human corridor into the port of Odessa has recently been much discussed. There are challenges to any such effort, both strategic and operational. Yet a careful analysis reveals that the costs and risks of non-intervention are greater than the risks of intervening. An international naval force, co-led by the EU or its member states and Turkey is the best option for such a mission.

Gender inequality in the Russian Federation has been growing in the past few years due to the lack of a clear state policy addressing the problem and a rise in propaganda of so-called “traditional values”, which are patriarchal attitudes towards role division for women and men. This has resulted in the increased vulnerability of women, including the growth of violence against women, discrimination at work and lack of opportunities in politics. As the Covid-19 pandemic demonstrated, this patriarchal role division has made women even more vulnerable, doubling their load of household work and increasing domestic violence. Women’s organisations are at the forefront of providing services to victims of violence, educating the public and advocating for change. The recent so-called “special operation” in Ukraine has also demonstrated that women in Russia are actively protesting, organising themselves to help the Ukrainian people and building resistance.

Direct investment also grew – crucially, not just Italian investment in the United States but the other way round too. Young Russians are different from older generations. They are confident Internet users and thus have access to independent media and are exposed to free information and a variety of opinions. They show greater disillusionment with authorities, a greater degree of Westernisation of their tastes and more openness to the world. These differences are well observed in the results of the long-term sociological surveys undertaken by the Levada-Center, an independent polling centre in Moscow. Amidst the ongoing conflict between Russia and the West, Russian youth finds itself pressured between the Russian authorities on the one side, and sanctions from Western countries aimed at isolating Russia from the outside world.

The G20 Development Working Group has gradually evolved throughout the years, following a haphazard and contradictory path. On the one hand, it has been progressively overshadowed by a sectoralisation of G20 activities, with several action tracks (i.e., the Finance Track) taking a more prominent role in the definition of the leaders’ priorities. On the other hand, its (unexploited) potential has increased due to the emergence of several global crises that have shown the importance of rekindling multilateral solutions at the G20 level. The T20 has a strong potential to boost G20 legitimacy on development cooperation worldwide, by drafting evidence-based and pragmatic policy proposals for the decision-makers. However, although often advocating for similar solutions, the Development Working Group and T20 have not necessarily fed into each other’s policy agendas, leading to misalignment and reducing their chances to influence other G20 tracks on crucial development issues such as development finance, food security or the global climate agenda.

The far-ranging effects of COVID-19, and subsequent impacts on migration drivers, trends and governance, have already produced significant implications for the Africa–EU partnership on migration and mobility. The socio-economic consequences of the pandemic have been particularly deep in West Africa, with Nigeria being one of the most affected countries. The region is also one of the most relevant African contexts in terms of cross-border human mobility, with well-established migratory patterns both at a regional and inter-regional level. As COVID-19-induced restrictions and the related economic consequences continue to unfold, the partnership between the EU and the countries in Western Africa will have to recalibrate the balance between improving the livelihoods of local populations, fighting irregular migration and facilitating regular channels, so as to tap into the developmental potential of migration. While the current crisis presents new challenges for both Africa and Europe, the two parties would benefit from focusing their efforts on making migration part of the post-pandemic economic recovery and longer-term socioeconomic development. The relationship between media and perception is essential to securitisation processes. Through the adoption of specific wordings and narratives the media can and do influence the public perception of a given phenomenon as a challenge or even an existential threat to public security, economic prosperity, social stability or cultural homogeneity. Media narratives are exploited by political actors, which promote and/or instrumentalise securitised issues in order to present themselves as the only actors able to provide a solution. During the years of the “migration crisis”, many media outlets in Europe created a perception of the magnitude of migration phenomenon that had little basis in empirical data while also portraying it as inherently threatening. The securitisation to which migration was subjected led to a much worsened perception of migrants by the public and consequently to a greater political appeal of parties that made anti-immigration the core of their public discourse.

Responsible investment as a capital allocation strategy has evolved from its ethical and political origins to embrace science-based considerations and outcome-based approaches in the context of the urgent action required in response to climate change and the Sustainable Development Goals. This shift can pose both threats and opportunities to companies seeking to get access to a diversified investor base. The investment environment companies are faced with varies depending on the geographical context and the investment style of investors. Cooperation in higher education and research is a positive aspect of the broader Italy–China relationship as it contributes to the advancement of the scientific and cultural environment in both countries. China has invested considerable sums to promote cooperation and exchanges with the Italian academy, including through the establishment of a dozen Confucius Institutes and a number of Confucius Classrooms. Italian universities have set up academic partnerships with Chinese entities on almost every subject. These have improved Italy’s research outlook, but have also posed inevitable risks of self-censorship and kowtowing to Chinese wishes. Moreover, there has been a surge of academic sponsorships by Chinese firms, in particular ICT companies such as ZTE and Huawei, which raise further concerns for Italy’s security interests and cooperation with its Western allies.

Italy’s 2019 decision to sign a Memorandum of Understanding with China in support of the Belt and Road Initiative sparked a heated debate at home and abroad. The possibility of Italy upgrading its trade and investment relations with China through the shortcut of a political endorsement of President Xi Jinping’s flagship foreign-policy initiative was framed as either a heaven-sent opportunity or a serious strategic threat. Two years on, most of the concerns pointed out in the debate, especially regarding infrastructures, have proven unsubstantiated (although the economic opportunities for which the Italian Government wished have also failed to materialise). However, cooperation initiatives between Italian and Chinese entities in sectors often overlooked in the mainstream debate, such as media and academic partnerships, do present risks. The creation of an interagency China Information and Coordination Unit would help to prevent – or, at least, to minimise – such risks. The European Union’s range of new EU security and defence initiatives are ground-breaking, but they can only deliver on their potential if member states shift the paradigm towards truly thinking, acting and working together as Europeans, based on a strategic consensus regarding the future of European defence in the changing global context. The new Strategic Compass, to be adopted by the Council in early 2022, provides a framework to develop such a shared vision. It should help to operationalise the EU’s strategic autonomy in concrete terms, in mutual reinforcement and coherence with NATO, while seizing the opportunity to strike a new transatlantic bargain with the Biden Administration. In this context, the Union should agree on concrete steps forward to become a more active security provider abroad, reinforce its resilience and protection at home, enhance its operational readiness for different scenarios, and develop new capabilities through deeper cooperation while stepping up its cooperation with partners.

The spreading of the Covid-19 pandemic and its economic and social consequences have radically changed the reality of the 27 EU member states. After scattered reactions at the beginning of the crisis, the EU has taken an unprecedented step towards cohesion and solidarity with the Next Generation EU. However, in order to ensure recovery and resilience, the EU will need to act simultaneously on three levels: end the pandemic in the shortest time possible through mass vaccination, implement structural reforms and address the challenges of tomorrow, including also digitalisation and the fight against climate change. To realise these objectives, citizens’ engagement and mobilisation would be essential, thus giving new urgency to the Conference on the Future of Europe, which should be turned from a consultation process into a tool for the relaunch of the Union post-Covid. he COVID-19 pandemic has significantly impacted the current state and prospects of partnership between the East African countries and the European Union on migration and forced displacement. The pandemic has exacerbated the root causes of migration and forced displacement. This is manifested by the continuation of irregular arrivals in Europe including from East Africa, after a brief decline in the initial phase of the COVID-19 response. The strong economic impact of the pandemic on the region has also disrupted the implementation of the Global Compact on Refugees that aspires to address forced displacement challenges through facilitating refugees’ self-reliance. These challenges require East African countries and the EU to work towards establishing a better migration governance system with a people-centred approach and with a view to addressing the root causes of migration. East African states should drive their migration and forced displacement policies in ways that benefit their citizens. This should include devising ways of engaging the EU in line with its proposed talent partnerships in its New Pact on Migration and Asylum. The EU should work towards easing the economic burden of countries in East Africa including through providing additional development support and debt cancellation. Common narratives on the Lake Chad Basin often focus on the nexus between conflict, development and climate change. In particular, the Lake’s situation attracts international coverage due to its shrinking size and the threat of multiple crises emanating from environmental degradation. This framework appears useful for donors and local governments, but the feedback loops among climate change, social marginalisation and conflict are not as straightforward. The problem is that the dominance of this analytical framework calls for policy response tools that are not always adequate. In the security field, the role of the Multinational Joint Task Force has been growing, but a stronger push in the sphere of governance is needed in order for it to gain legitimacy and improve its effectiveness on the ground. In the meantime, the Lake Chad Basin Commission has adopted some key policy tools to manage the natural resources in the area sustainably, but these initial steps must be followed by greater investment from Commission member states to advance implementation. Abstract:
Winds of change are blowing in North Africa and the Middle East. They originate from Washington, where the new Biden administration is expected to abandon its predecessor’s zero-sum, erratic approach and take steps towards supporting regional balances and cooperation. Effects are visible especially in the Gulf, with the US pondering its options to re-activate nuclear diplomacy with Iran and Saudi Arabia and the United Arab Emirates grudgingly agreeing to put their feud with Qatar on ice. One way or another, these winds of change are working their way through the Levant, the Eastern Mediterranean and Libya. Admittedly, they are still feeble and can easily fade out like a morning breeze. Were that to happen, Europeans would be amongst the most affected – aside, of course, from regional populations themselves. It is now high time for the EU and its member states to leave the backseat they have (un)comfortably been sitting in for years, seize the opportunity of a cooperative US administration and work to play a more proactive role in North Africa and the Middle East commensurate with their considerable financial, diplomatic and military resources.

There is currently much discussion about “digital sovereignty” in Europe. While the term encompasses very diverse connotations, it refers to a broad concept involving data, technological, regulatory and political elements. Cloud computing represents one example of the concrete materialisation of the European Union’s quest for “digital sovereignty” – especially through the development of its GAIA-X project. It is too early to assess whether or not GAIA-X will definitively help the Union to achieve this much-desired goal; however, some challenges have already emerged along the way. Looking to the future, if the EU wants to achieve “digital sovereignty”, a different strategy to the one currently under discussion will be needed. The debate on technological development and the unfolding fourth technological revolution tends to neglect the role of the EU, relegating it to follower status. The leadership positions are occupied by the US and China, who compete with one another for technological supremacy. Yet, despite lagging behind in some areas, the EU is better placed than is often assumed and still stands a chance of guaranteeing the delivery of a technological revolution that is not only environmentally but also socially sustainable. This is critical in proposing a model of technological development alternative to that of China, in particular, and especially in such sectors as artificial intelligence, supercomputing and digital skills. In March 2019, Italy signed a Memorandum of Understanding (MoU) with the People’s Republic of China (PRC) in support of PRC President Xi Jinping’s flagship infrastructure and connectivity project, the Belt and Road Initiative. The MoU was accompanied by a series of commercial agreements, including two between the ports of Genoa and Trieste and the state-owned enterprise China Communications Construction Company (CCCC). The European Union and the United States expressed concerns about the agreements as they feared that CCCC would eventually obtain a controlling share of the ports, not unlike that recently secured by the China Ocean Shipping Company (COSCO) with Greece’s Port of Piraeus. However, existing legal constraints, an open international and national debate, and the vague nature of the agreements concerned have so far kept these fears from materialising. Financial cooperation is essential to boosting bilateral economic ties, providing firms with more effective instruments to operate in foreign markets. It should come as no surprise, then, that financial cooperation was a pillar of the 2019 Memorandum of Understanding (MoU) reached between Italy and China in support of the latter’s Belt and Road Initiative (BRI). However, a preliminary analysis of BRI-related commercial agreements between Italian financial institutions and their Chinese counterparts shows that they have not resulted in any ground-breaking development. These Memoranda have apparently just added a “BRI” badge to pre-existing trends of collaboration. The BRI-related MoUs in the field of financial cooperation do not, for the time being at least, justify concerns that China may gain an economic foothold in Italy large enough to win it much political influence. A more realistic risk is that these MoUs may undermine a common European approach to China, weakening the negotiating stance of the European Union’s. Given the increasing gas demand and declining domestic supply, countries in South-east Asia are bracing themselves to become net gas importers and are studying ways to enhance their security of supply. LNG will be the preferred source of gas, thanks to its flexibility and widespread availability at competitive prices in global markets. However, concerns related to excessive gas import dependency might reduce appetite for additional gas usage in South-east Asia. This could mean that coal would have a larger role, which is bad news for climate change. Countries in the ASEAN region need policies to achieve balanced, reliable, secure and cost-effective energy supply, a pre-requisite for the region’s ambitious economic development plans. A combination of solid local policies, investment by international players in the region and stability in global gas markets would enable gas to play a positive role in South-east Asia, which is a fast-growing region and an increasingly important catalyst of global energy market developments. “No cash accepted in this store”. What might seem to some like science fiction is on its way to becoming reality. The rise of non-cash payments is a global phenomenon, although moving at different speeds around the world. To keep up with the digitalisation of payments (and of the economy), many central banks are exploring the development of Central Bank Digital Currencies (CBDCs), a digital form of cash. Despite being confined to a technical discussion among experts, when (rather than if) launched, CBDCs concerns us all. Thus, raising awareness of what CBDCs are, and of their key economic and political dimensions, is crucial to ensure that citizens are not only passive spectators. This paper has the ambition to provide (non-expert) readers with straightforward and simple answers to some of the many questions they may have around CBDCs. It sets the ground to better understand what CBDCs are (and are not), their drivers and their possible design. It will explore the impact of CBDC systems on privacy, the geo-strategic drivers of CBDCs and the possible rivalry between public and private money. The second Infrastructure Working Group workshop under the Italian G20 PPresidency, titled “Financing infrastructure investments for local communities”, was hosted on 4 February 2021 by the Istituto Affari Internazionali (IAI). As the world gradually recovers from the pandemic crisis, most governments are designing strategies to revive long-term growth. A key factor in their success will be the capacity to restart and reorient infrastructure investments. In this context, investments in local infrastructures are particularly important because social needs, work habits and production patterns have been greatly affected by the COVID-19 pandemic, whose impact has been most severe on urban areas, the informal sector and marginalised groups – especially in developing countries. Investments in local infrastructures will therefore be crucial in addressing the need to sustain recovery while tackling long-standing problems posed by climate change and social exclusion.

Europe’s missile defence is structurally linked to NATO deterrence and defence architecture, and it has to face both a worsened international security environment and an accelerating, worldwide technological innovation. Russia and China are heavily investing in new hypersonic systems which dramatically decrease the time needed to reach the target by flying mostly within the atmosphere. The US remains a global leader in the development and deployment of missile defence capabilities, including the Aegis systems which represent the cornerstone of NATO integrate air and missile defence covering the Old Continent. European countries are increasingly collaborating within the EU framework on the related capability development, primarily via the TWISTER project under the Permanent Structured Cooperation (PeSCo). Being exposed to missile threats from Middle East and North Africa and participating to allied nuclear sharing, Italy has a primary interest in upgrading its military capabilities through PeSCo, maintaining them fully integrated within NATO, and involving the national defence industry in cutting-edge procurement programmes.

Hydrogen is the most promising vector for harnessing North Africa’s largely untapped renewable energy potential. Low-carbon hydrogen produced in North Africa can play an important role in enabling the European Union and Italy to reach their increasingly ambitious decarbonisation targets as a complement to electrification and locally produced renewables. It is estimated that the EU could achieve cost savings by producing at least part of its future renewable energy needs in neighbouring high-yield regions. Italy is set to play a particularly important function as both a gateway and a catalyst for North African hydrogen exports. In turn, North Africa stands to benefit from hydrogen both as a source of revenues and as an instrument of diversification, industrialisation and local economic development. This would in turn improve social resilience, increase political stability, reduce the risk of radicalisation and limit migration flows. Italy has a particularly strong strategic interest in all of these areas, given its geographic location in the Central Mediterranean and marked exposure to social, political and security developments in North Africa. North African hydrogen could also create profitable business opportunities for several Italian companies. In sum, hydrogen can contribute to fighting climate change while preserving positive trade interdependence across the Mediterranean. Strong coordination between the private sector and policy-makers is going to be key to abate costs along the hydrogen value chain and launch successful international hydrogen trade schemes.

61. The OSCE as Sisyphus: Mediation, Peace Operations, Human Rights

Over the past decade, the Organization for Security and Co-operation in Europe (OSCE) has been returning to its origins as a Cold War–era Conference – a forum where states and blocs, often antagonistic to one another and espousing opposing ideals, can air their frictions and hostilities. The OSCE was created without legal personality and with the liberum veto of the consensus principle. These constraints stunted the growth of executive capabilities and bound the OSCE closely to the will of its participating States. That rendered most mediation efforts ineffective, especially where an OSCE state is both belligerent and mediator in the same conflicts. Peace operations have been more effective – notably the Special Monitoring Mission in Ukraine – but the same factors have tightly constrained its activity. Though all participating States committed themselves to democratic governance, rule of law and respect for human rights, these ideals failed in much of the former Soviet Union, and autocrats have used the organisation’s lack of legal personality and the consensus principle to hobble the OSCE’s efforts. If the OSCE’s participating States want it to remain an Organization, not a Conference, they must take action to secure its executive autonomy.

As Algeria and Morocco enter 2021, the bilateral relationship stands at a crossroads in which the status quo is no longer tenable. The COVID-19 pandemic and Morocco’s spate of diplomatic successes during 2020, culminating with the US’s recognition of Moroccan sovereignty over the Western Sahara in December, have altered the long-standing, geopolitical dynamics of the Western Maghreb. Algeria now faces the critical decision of whether and how to attempt to offset Morocco’s rising power. The enduring détente between Algeria and Morocco had been characterised by limited coordination against shared threats such as terrorism and a contained competition in the Western Sahara. Since 1991, the Algerian-backed Polisario Front, which seeks to establish an independent Sahrawi state in the Western Sahara, abandoned its armed struggle in favour of working through the framework of the United Nations Mission for the Referendum in Western Sahara (MINURSO).

Building on emerging debates on the need to develop de-escalation mechanisms for the Middle East, the Istituto Affari Internazionali (IAI) and the Brussels-based Foundation for European Progressive Studies (FEPS), with support from the Italian Ministry of Foreign Affairs and International Cooperation, launched a one-year research and outreach project entitled “Fostering a New Security Architecture in the Middle East”. Connected to the research, an expert survey targeting European, US, Russian, Middle Eastern and Chinese experts and practitioners was conducted on key themes, principles and approaches associated with a potential new security architecture for the region. The results of the survey – first published in an edited book volume jointly published by IAI and FEPS in November 2020 – are analysed below, complete with tables and infographics on key themes associated with the research project and the search for new, inclusive mechanisms for dialogue and de-escalation in the Middle East.

Historically speaking, the European Community and then the European Union have always reacted with paradigm changes in their foreign policies to watershed moments in the Middle East. In response to the two Arab-Israeli wars in 1967 and 1973, the European Community actually set up its own foreign policy in the first place and initiated the Euro-Arab Dialogue. After the Camp David Accords, the nine foreign ministers came out with the Venice Declaration in 1980 which reminded its partners in Washington and Tel Aviv that the Palestine question had been ignored and set the parameters for diplomacy in the 1990s. After the Cold War, however, the European Union became absorbed into the so-called Middle East Peace Process (MEPP), resulting in less independent EU agency on Israel/Palestine. This trend has become particularly obvious over the past four years of the Trump presidency, during which time the EU seemed almost paralyzed. While Europeans are now counting on the incoming Biden administration, during the election campaign Joe Biden stated that he will leave the US embassy in Jerusalem and that he is also favourable of the normalization deals between Israel and certain Arab states which President Trump had pushed for. At the same time, the Biden team seems hesitant to return to negotiations.

The global treaty-based nuclear order is running out of steam. The problems facing it are progressively building up, while problem-solving is losing momentum. The search for a “golden key” to address disarmament and non-proliferation in a way fit for the 21st century prompts decision-makers to look for novel approaches. NATO needs to actively shape this newly emerging space. Acting today from within a tight policy and institutional “corset”, the Alliance should strengthen its non-proliferation and disarmament portfolio, and harness its consultative and coordination strengths for agenda-setting, norm-shaping and awareness-raising within the international community.

The coronavirus pandemic has turned into a global economic crisis with severe social effects in the least developed countries, particularly in Africa. Pre-existing challenges related to widespread poverty, demographic growth, food insecurity and governance issues have been exacerbated by the pandemic. While migration remains one of the key elements of the partnership agenda between Africa and the European Union, the aggravating socioeconomic situation in the African continent due to the impact of COVID-19 and its implications for migration dynamics requires going beyond business-as-usual approaches. The renewed scenario calls for a more comprehensive and development-oriented approach to migration, requiring new policy initiatives addressing the wider set of conditions that, beyond constituting developmental challenges in their own right, also drive migration in North Africa as well as in Sub-Saharan African countries.

Pope Francis is scheduled to arrive in Iraq on 5 March 2021 for a historic three-day visit. The Holy Father aims to promote a message of hope and support to thousands of Iraqi Christians who have returned or are yet to return to their homes after the official defeat of the self-proclaimed Islamic State (IS) in December 2017. The first-ever Pontifical visit will also include stops in Mosul and the Christian enclave of Qaraqosh, in northern Iraq, in a province which has been ground zero for so much violence and ethnic and religious cleansing over the past years. All minorities have suffered in Iraq – but none as much as the Yazidis, slaughtered by the thousands by IS militants. While other minorities have slowly returned home, the Yazidi future remains bleaker than ever.

While the new US administration provides a glimmer of hope for a return to diplomacy, multilateralism and an end to the mercantilism of the past years, Europe would be wrong to simply wait for the US lead on Syria.

Israel is still holding to its traditional security maxim. Based on a perception of a hostile region, Israel’s response includes early warning, deterrence and swift – including pre-emptive – military action, coupled with an alliance with a global power, the US. Israel is adjusting these maxims to a changing reality. Overlapping interests – and perhaps the prospect of an even more open conflict with Iran – led to limited relationships between Israel and some Gulf states. These, however, will be constrained until Israel makes progress on the Palestine issue. Israel aligned with Greece and Cyprus around energy and security, which may lead to conflict with Turkey. Russia’s deployment in Syria placed new constraints on Israeli freedom of action there. The US’s retrenchment from the Middle East is not having a direct effect on Israel, while the Trump administration’s support for Israel’s territorial designs in the West Bank may make it easier for Israel to permanently expand there, thus sowing the seeds for future instability in Israel/Palestine. The EU could try and balance against such developments, but, as seen from Israel, is too divided to have a significant impact. Since 2011 the Libyan crisis has never stopped posing questions to the Italian political class and public opinion, showing all its relevance for the definition of the external action – either at the multilateral or bilateral level – of our country. From political mediation to the use of force, from the terrorist threat to the current COVID-19 crisis, from the management of irregular migration to the issue of human rights, Libya continues to represent an important test for Italy’s foreign policy. In recent months, the Libyan conflict has undergone important changes. International mediation under the lead of the United Nations and with the involvement of the regional actors seems to have lost steam and a new intensification of military operations has produced rapid changes in the balance of power on the ground. The economic ramifications of COVID-19 will accentuate the technological innovation gap between Latin America and the rest of the world. In a region already suffering from chronic underinvestment in research and development, the strain placed on government budgets by the pandemic-induced economic crisis will push innovation further back down the agenda. The region has compensated for a lack of domestic resources with foreign capital and technology imports from China and the United States. As the US–China relationship becomes more adversarial in the face of COVID, however, Latin America will emerge as a geopolitical battleground whose countries may be forced to choose sides and potentially lose out on capital inflows or technology imports. Navigating this potential storm will involve the region in a search for other options. Public–private partnerships with European Union firms represent one valuable possibility, but Europe and Latin America should first align their innovation agendas.

The Middle East and Gulf region face three drivers of tension and instability: those caused by the US’s erratic and unilateral policies, those tied to economic underdevelopment and those linked to growing competition among regional actors. China is and will be facing economic challenges stemming from the Middle East and will face growing calls to assume more active roles in the region, roles which however often go beyond its capabilities or interests. China’s approach to regional security can be categorised as promoting political solutions to disputes, contributing to economic development and providing security resources within the UN framework. China backs regional efforts to achieve peace and security via dialogue, also including extra-regional actors involved in the Middle East. China is sympathetic to Russia’s vision for regional security cooperation, and would support the convening of an international conference on Middle East security issues that includes specific roles for regional and external actors.

Russia’s return as a major geostrategic actor in the Mediterranean is one of the most significant trends characterising this area over the past few years. Part of a broader geopolitical pluralization of this space, Russia’s 2015 intervention in Syria marked a new phase in Moscow’s Mediterranean engagement. Based on a stringent logic of intervening where other powers leave strategic vacuums, Russia has succeeded to carve out an increasingly central role in Mediterranean equilibria, despite its limited resources. Russian diplomatic and economic support for the Syrian regime in Damascus had steadily increased since the outbreak of the Syrian revolution in 2011. Yet, it was Moscow’s direct military intervention in September 2015 that signalled a decisive upgrade in engagement. Moscow’s military involvement shifted the tide of the conflict, proving decisive in avoiding the collapse of the Syrian regime, which is also backed by Iran and the Lebanese group Hezbollah.

As of early September 2020 more than 27 million cases of COVID-19 have been recorded worldwide, along with approximately 890,000 deaths. After many months of lockdown, countries are having to re-open despite growing infection rates and fears of a second wave while people adapt to a “new normal” which includes restrictions, social distancing and limited travel. At the start of the lockdowns, many Palestinians commented that the world now finally understood what life was like for them. Particularly in the West Bank and Gaza, the curfews, the closure of public spaces, the inability or difficulty to travel, lingering anxiety and perpetual uncertainty are features common to Palestinian life. However, this new global reality reflects only a fraction of the Palestinian experience of suffering from nearly a century of ongoing settler colonialism.

As mail-in voting begins for the US November elections, Secretary of State Mike Pompeo has announced plans to visit Pope Francis in Rome. The intent was anticipated in a critical article penned by Pompeo himself in First Things, the authoritative US journal of conservative Catholics. In it, Pompeo explained his visit as aimed at pressing the Vatican to halt its entente with China about the naming of bishops in that country, leading to angry rebukes and a warning that the Pope may in fact refuse to meet the incoming Secretary of State. A couple of weeks earlier, two normalisation agreements involving Israel and the Middle Eastern states of Bahrain and the United Arab Emirates were signed with much pomp and fanfare at the White House. The name given to the agreements: The Abraham Accords. This follows Trump’s transfer of the US embassy to Jerusalem in 2018. Donald Trump’s efforts to consolidate electoral support from religious groups is not surprising or new. This tactic was instrumental in his previous election in 2016. More recently, one can recall the photo-op at Christ Church, near the White House, with the Holy Bible in his right hand after having ordered the police to dispel Black-Lives-Matter protesters from the area. Or Trump’s decision to be the first sitting president to address the annual anti-abortion March for Life rally earlier this year.

Lebanon is teetering on the brink of collapse as mounting economic, political and geopolitical pressures put unprecedented stress on the country’s institutional – and deeply sectarianised – setup. In October 2019, when large scale anti-establishment protests erupted across the country, what has been described as the Lebanese “Ponzi scheme”,[1] a shady mechanism through which the country was able to attract continuous injections of foreign currency to sustain Lebanon’s financial system with artificially inflated interest rates, came to a breaking point. The value of the Lebanese lira dropped significantly, as have socio-economic conditions for large parts of the population. Then came the massive explosion in Beirut, the latest, severe blow to the country’s economy, already suffering from a dysfunctional political apparatus, the recent default on the state’s debt in March 2020 and the COVID-19 pandemic. The tragic explosion reignited popular anger. Lebanese citizens renovated their grievances against the pervasive corruption and sectarianism that has dominated Lebanon’s confessional system, leading the country to the brink of bankruptcy.

On 23 September 2020, the EU launched its new Pact on Migration and Asylum. In a refreshingly blunt press-release accompanying the Pact one could read: “The current system no longer works. And for the past five years, the EU has not been able to fix it”. The stated aim of the Pact is a fairer sharing of responsibility and solidarity between member states while providing certainty for individual asylum applicants. This is intended to rebuild trust between EU members as well as improve the capacity to better manage migration. However, whether the Pact will be implemented and have an effect on EU external migration policy in the Sahel remains to be seen.

COVID-19 has changed the world and the way we live it, establishing something of a “new normal” as states and societies battle the pandemic and learn to accommodate its multidimensional effects. For Libyans’ living in the midst of conflict, normality and a new normal are difficult to determine. The economy, healthcare system and everyday lives of Libyans’ have been far from normal as a result of the 18-month conflict sparked by General Khalifa Haftar’s attempt to overthrow the UN-recognised Government of National Accord (GNA) in Tripoli. However, the pandemic and its dynamism has had an impact far beyond the everyday lives of citizens. The lifecycle of the pandemic has had a major impact on the conflict itself. It first served to distract international powers from their diplomatic obligations and peace building in Libya, acting as a cover for local factions and their foreign sponsors to intensify the conflict during the initial global shockwave of the pandemic at the beginning of 2020. Towards the end of 2020, however, the pandemic compounded socio-economic and political pressures in Libya, sparking national demonstrations and dissidence towards the rival factions, leading to political resignations and renewed diplomatic negotiations in the process.

Given the consequences that security issues yield for the Middle East and beyond and in spite of the failures to date, a regional security process where stakeholders can engage with one another remains a relevant and timely approach, which would be needed to move out of the region’s current cycle of instability. Based on the ongoing Tafahum project, a first step is to establish a shared understanding of regional security issues and what they entail before taking steps towards building a security “architecture” or “system”. In addition, regional cooperation must be framed around both conceptual and operational baskets. A broad agreement on principles of conduct, a focus on regional economic development and the development of civil society interactions are seen as essential elements around which such baskets can be put together.

When the October 2020 summit between the European Union (EU) and the African Union (AU) was postponed, leaders blamed the pandemic. Yet, there was a sense that the issue went deeper. Both sides still resent the other’s handling of what Europeans refer to as the “migration crisis” of 2015. AU officials complain about the EU’s divide-and-rule approach to managing migration, while their European counterparts allege that AU officials encouraged African states to leverage migration flows to extort cash. Yet migration remains an area where the EU and AU policy agendas are in fact broadly aligned, on paper and in political rhetoric at least. The AU has adopted a free movement protocol and is looking at mobility to strengthen the continental labour market and promote intra-African capital flows. The EU has lent its support to the project, keen to build bridges with Africa on a traditionally divisive issue.

America has been hit hard by the 2020 coronavirus pandemic. A combination of poor public health response, differing state guidelines, and lack of political leadership are leading the country into a third, deadly wave of the virus. Yet while the immediate prognosis is pretty dire, the long-term implications of COVID for America’s power potential – and its role in the world – are less clear, and likely less severe than initial assessments suggested. There have been no significant impacts to American military readiness, and while the economic impacts of COVID-19 could potentially undermine the long-term health of the American economy, this is far from a foregone conclusion. However, it is clear that the COVID crisis has largely served to highlight existing trends with the potential to undermine American power, notably political polarisation and domestic underinvestment.

On 23 October 2020, negotiators from the 5+5 Joint Military Commission, the dialogue format between the forces of the UN-recognised Government of the National Accord (GNA) and Khalifa Haftar’s Libyan National Army (LNA), signed a ceasefire in Geneva. Two days later, the United Nations Support Mission in Libya (UNSMIL) announced the launch of the Libyan Political Dialogue Forum (LPDF), whose first round took place in Tunis between 9-15 November, after virtual sessions started on 28 October. Delegates agreed on a date for elections (24 December 2021) but not a new government, and will reconvene to continue negotiating at the end of November. While the announcement of the ceasefire and the political dialogue held in Tunis is obviously good news, the road ahead remains rife with challenges. The acting UNSMIL head, Stephanie Williams, has warned that many will seek, “for narrow personal and purposes, to corrupt and disrupt” the process. Looking ahead, four dynamics can spoil the process, undermining the prospects for a more sustainable political settlement in Libya: Haftar’s role; the situation of the global oil market; Turkey’s regional ambitions; and the economic interests of militia groups in Tripoli.

Prior to 2011, Lebanon was no traditional gatekeeper in managing migrant and refugee flows to the EU. Following mass refugee influx from Syria, the small Middle Eastern state acquired key importance in the EU’s architecture of externalisation, alternatively framed as the set of norms and practices that the EU crafts to govern migration from a distance. Lebanon currently hosts more than 1.5 million Syrian refugees and since 2012 the EU has been the key funding power seeking to help the refugee-hosting state cope with the spillover effects that mass displacement brought about on the country. The EU’s recently published New Pact on Migration and Asylum reiterates support to refugees and refugee-hosting countries – including those in Syria’s neighbourhood – as one of the central elements of cooperation with third countries on migration and displacement. After nearly a decade of cooperation between the EU and Lebanon in this area, and ahead of the EU’s new budgetary and policy-planning cycle (2021–27), now is a key moment to critically assess EU-Lebanon cooperation on displacement from Syria.

The European Commission’s recently published “New Pact on Migration and Asylum” calls on EU member states to increase legal labour migration pathways, including for lower-skilled workers. To help achieve this goal, the Pact proposes greater and more effective cooperation with non-EU countries through so-called “Talent Partnerships”. These proposals are not new. The idea of partnerships with non-EU countries that include expanded labour migration programmes was at the heart of the EU’s “Global Approach to Migration” launched in 2005, and this approach has been further discussed and developed over the past 15 years. These ideas, however, have never led to a significant opening of European labour markets to lower-skilled non-EU workers. An obvious question therefore arises: Will this time be different? Will EU member states (which have primary competence in regulating labour immigration from outside the EU) engage with non-EU countries to develop new policies that expand legal labour migration opportunities in meaningful ways? Will these opportunities be inclusive of low- and medium-skilled workers?

In mid-October, the European Commission issued a communication on energy poverty to member states[1] that was published jointly with the Renovation Wave initiative[2] for the building sector under the European Green Deal. The document gave further impetus to the long-standing discussion on energy poverty in Europe and can be related to renewed references to the need for a “just transition” in EU policy. Energy poverty is an important issue in Europe today and a number of recent factors risk exacerbating the problem. Action by member states has thus far been limited and differences persist regarding national definitions and approaches. Addressing energy poverty is urgent and the next months will be a test for Europe’s ability to protect the poorest segment of the society while pursuing increasingly ambitious goals of decarbonisation.

The COVID-19 pandemic has been a turning point in Europe’s calculus regarding China. Beijing’s ham-fisted mask diplomacy, attempt to rewrite the pandemic’s origins and use of the World Health Organisation to advance the objectives of the Chinese Communist Party (CCP) underscored for Europe the nature of Beijing’s objectives. Europe has grown more attuned to the “strategic challenge” China poses in the economic, technology and global governance realms as a result. The growing convergence between US and European perspectives on China provides a solid foundation for future cooperation between the transatlantic partners. Yet, addressing the China challenge will require broadening beyond the transatlantic partnership and bringing Indo-Pacific partners to the table.

Abstract:
In September 2019, the once anti-establishment Five Star Movement (Movimento Cinque Stelle – M5S) agreed to enter a ruling alliance with the Democratic Party (Partito Democratico – PD).[1] By establishing this “yellow-red” coalition government with what was considered its political nemesis, the M5S managed to preserve its presence in power and avoid early elections. However, its influence gradually weakened, as attested to by poor performances in local elections. The M5S’s declining political fortunes and the changing composition of the government have a significant foreign policy dimension, especially if addressed through the lens of Italy–US relations. The PD is a solidly pro-Atlanticist party in Italy. The M5S, despite its evolution towards greater pragmatism over the years, remains a source of concern, being still perceived as the most pro-China actor within the Italian political landscape.

Abstract:
In a difficult geopolitical environment marked by increased tensions among nuclear-armed and nuclear-allied states, there has emerged an urgent and widespread call for the implementation of practical measures to reduce the risk of nuclear-weapon use – whether intentional or inadvertent. A concerted effort to take risk reduction forward must address the spectrum of use scenarios by drawing on past activities, building on existing agreements and considering innovative approaches. NATO will have a key role to play, given the nuclear nature of the Alliance and the involvement of its members in strategic and regional competition. Alliance activities past and present can provide insight relevant to the development of multilateral risk-reduction measures. At the same time, in highlighting the dynamism and multi-faceted nature of risk, they underline the scale of the challenge ahead.

Abstract:
Times may be tough in the field of arms control, disarmament and non-proliferation (ADN). But ADN is by no means dead. This is a moment of opportunity, a chance to look to the future and consider what we should be doing differently to improve the international architecture for ADN in the future. NATO is in the process of considering how it can adapt to continue to be relevant in the changing global security environment. The time is therefore ripe for the Alliance to take on an enhanced role in preserving and strengthening more effective ADN. There are a number of areas in which it can support these efforts. These include specific steps to preserve and implement the Non-Proliferation Treaty, modernise the Vienna Document, adapt nuclear arms control regimes and deal with emerging and disruptive technologies (EDTs). NATO should position itself as a focal point for innovation in the ADN area, including promoting advances in verification, improving the multinational sharing and use of data, and advancing dialogue related to outer space.

Abstract:
As Russia has become a major external player in the Middle East and North Africa (MENA) region due to its military engagement in Syria since 2015, it has acted as a balancer and mediator in several regional controversies and has continued to serve as a security guarantor for the Syrian state. This course has brought Moscow some practical dividends, such as growing economic and military-technical cooperation with select MENA countries, and has spurred its broader international profile. However, entering the 2020s, the risks of more active engagement in the Middle East have also mounted, making Russia’s balancing act more difficult. In three cases where Russia’s involvement has been visible (Syria, Libya and the Israeli-Palestinian problem), evolving developments challenge Moscow’s acquired influence and multi-vector approach, but also create new opportunities for its engagement and mediation. Above all, the 2020 US–Iran crisis catalysed the urgent need for structured regional dialogue, especially across the Persian Gulf. While this requires direct interaction between the region’s main antagonists, the initial impulse to unlock the trans-Gulf impasse might need to come from the outside. A process-oriented blueprint for inclusive multilateral security in the Gulf proposed by Russia in 2019 is a step in the right direction, but to be activated it may need to come as part of some broader international initiative.

Abstract:
“A human crisis that is fast becoming a human rights crisis”. UN Secretary General António Guterres was among the first to raise the alarm about possible human rights implications of government measures to fight COVID-19. Since its outbreak, 87 states – both authoritarian and established democracies – have declared a state of emergency to curb the spread of the virus, which implies certain derogations from international human rights conventions. Protecting the right to life and physical integrity are fundamental duties facing government authorities, commitments enshrined in law – specifically Article 2 of the European Convention on Human Rights (ECHR) and Article 6 of the International Covenant on Civil and Political Rights (ICCPR). Derogations from human rights conventions are permissible under certain circumstances, but any limitation must be motivated by absolute necessity, must not be disproportionate and must be limited in time.

Abstract:
In light of rising internal cleavages and centrifugal tendencies, differentiated integration (DI) has (re)arisen as a major topic in debates on the future of the European Union. As new forms of participation below the threshold of full membership are needed, this paper provides a conceptualisation of effective and legitimate DI. Going beyond existing scholarship’s focus on the legal dimension of DI, the paper emphasises its organisational component, meaning the variegated participation of EU member states, sub-state entities and third-country actors in the panoply of EU policy-making institutions, such as regulatory agencies and transgovernmental networks. The paper subsequently discusses how to measure effectiveness of such differentiated arrangements in terms of their output, outcome and impact, before theorising under what conditions we are likely to see effective DI. Finally, the paper turns to the question of legitimacy of DI, discussing its meaning, measurement and determinants.

100. A Long-Term Perspective on NATO and the Multinational Order

Abstract:
The evolving external threat environment is impacting the internal political dynamics of NATO nations and is accentuating a series of already existing trends – differences in threat perceptions, burden-sharing difficulties, challenges to respond to sub-threshold threats and the rise of populism – which altogether affect the cohesiveness and potentially the effectiveness of NATO as a political and military alliance. NATO’s operational future over the next decades will be shaped by the ingenuity of the transatlantic leadership in developing new arrangements of institutional cooperation between the Alliance and the burgeoning forms of the “coalition of the willing”. The Alliance should nonetheless remain the main transatlantic political forum, given Brexit as well as the rising need for a common political response to the many challenges ranging from migration to failed states. NATO has been relatively successful in adapting to the changing security environment. Its military capabilities remain unparalleled and unrivalled. The more interesting question is however the political one. Namely how the politics of sustaining this Alliance are being shaped by the underlying dynamics that are transforming the global political, economic and military context. The paper is divided in three chapters.
