  • Abstract: Crisis in the Central African Republic (CAR) is longterm and characterised by sporadic surges of violence against a backdrop of state disintegration, a survival economy and deep inter-ethnic cleavages. Armed groups (including the anti-balaka and the ex-Seleka) are fragmenting and becoming increasingly criminalised; intercommunal tensions have hampered efforts to promote CAR’s national unity and mend its social fabric. Unfortunately, the roadmap to end the crisis, which includes elections before the end of 2015, presents a short-term answer. To avoid pursuing a strategy that would merely postpone addressing critical challenges until after the polls, CAR’s transitional authorities and international partners should address them now by implementing a comprehensive disarmament policy, and reaffirming that Muslims belong within the nation. If this does not happen, the elections risk becoming a zero-sum game.

  • Abstract: Violence in the Niger Delta may soon increase unless the Nigerian government acts quickly and decisively to address long-simmering grievances. With the costly Presidential Amnesty Program for ex-insurgents due to end in a few months, there are increasingly bitter complaints in the region that chronic poverty and catastrophic oil pollution, which fuelled the earlier rebellion, remain largely unaddressed. Since Goodluck Jonathan, the first president from the Delta, lost re-election in March, some activists have resumed agitation for greater resource control and self-determination, and a number of ex-militant leaders are threatening to resume fighting (“return to the creeks”). While the Boko Haram insurgency in the North East is the paramount security challenge, President Muhammadu Buhari rightly identifies the Delta as a priority. He needs to act firmly but carefully to wind down the amnesty program gradually, revamp development and environmental programs, facilitate passage of the long-stalled Petroleum Industry Bill (PIB) and improve security and rule of law across the region.

  • Abstract: Endemic violence in Pakistan's urban centres signifies the challenges confronting the federal and provincial governments in restoring law and order and consolidating the state's writ. The starkest example is Karachi, which experienced its deadliest year on record in 2013, with 2,700 casualties, mostly in targeted attacks, and possibly 40 per cent of businesses fleeing the city to avoid growing extortion rackets. However, all provincial capitals as well as the national capital suffer from similar problems and threats. A national rethink of overly milita rised policy against crime and militancy is required. Islamabad and the four provincial governments need to develop a coherent policy framework, rooted in providing good governance and strengthening civilian law enforcement, to tackle criminality and the jihadi threat. Until then, criminal gangs and jihadi networks will continue to wreak havoc in the country's big cities and put its stability and still fragile democratic transition at risk.

  • Abstract: Un an après l'intervention française, l'intégrité territoriale et l'ordre constitutionnel ont été rétablis au Mali. Mais la persistance des tensions intercommunautaires et de violences localisées témoigne d'une stabilisation encore précaire du Nord, alors que les forces françaises et onusiennes peinent à consolider leurs progrès en matière de sécurité. Les attentes à l'égard du président Ibrahim Boubacar Keïta sont immenses. Il doit à la fois élaborer un compromis sur le devenir du Nord et engager la réforme d'un Etat affaibli par la crise. Son gouvernement doit aller au-delà des déclarations d'intention et passer à l'action. Pour consolider la situation à court terme, il est tenté de renouer avec un système clientéliste qui a conduit les précédents régimes dans l'impasse. Le président ne peut certes pas tout réformer brusquement mais l'urgence de la stabilisation ne doit ni faire manquer l'occasion d'entamer une réforme profonde de la gouvernance ni occulter la nécessité d'un dialogue véritablement inclusif sur l'avenir du pays.

  • Abstract: Violence has exacerbated an already tense political situation in Venezuela and made finding a solution both more urgent and more complex. Nationwide unrest, following deaths at a protest called by student leaders and a sector of the opposition on 12 February, sparked a political crisis that involved Venezuela's neighbours in efforts to find a negotiated settlement. By early May it had cost around 40 lives and led to scores of human rights violations. Failure to end the violence through negotiations has hindered the task of resolving serious social and economic problems. It has also damaged the credibility of regional institutions. To reverse the crisis and turn this tipping point into an opportunity, both parties must commit to a political dialogue based on the constitution; the government must abide by its human rights commitments and restore the rule of law and the separation of powers; the international community must provide both sides with guarantees, technical assistance and political impetus.

  • Abstract: The Lebanese Shiite armed movement Hizbollah has gone all-in for Syrian President Bashar Assad. It has shown it will back his regime by any means necessary, despite doubts about its capacity to win a decisive victory and regardless of the risks to the movement's own moral standing and cross-sectarian appeal. As it is drawn ever-deeper into its neighbour's civil war that seems poised to endure for years, it finds itself increasingly distracted from its original anti-Israel focus and risking a profound reshaping of its identity.

  • Abstract: The power balance in Yemen's north is shifting. In early 2014, Zaydi Shiite fighters, known as the Huthis or Ansar Allah (Partisans of God), won a series of battles, in effect consolidating their control over Saada governorate, on the border of Saudi Arabia, and expanding southward to the gates of the capital, Sanaa. Now a patchwork of shaky ceasefires is in place, albeit battered by bouts of violence. Tensions are high between Huthis and their various opponents – the Ahmar family, Major General Ali Mohsen al-Ahmar (no relation to the Ahmar family) and his military allies, Salafi fighters, and the Sunni Islamist party, Islah, and their affiliated tribes. Fear is growing that an escalation could draw the state into a prolonged conflict. To head off a conflagration, the parties must turn the inchoate understandings reached during the country's National Dialogue Conference (NDC) into an implementable peace plan.

  • Abstract: The situation in Rakhine State contains a toxic mixture of historical centre-periphery tensions, serious intercommunal and inter-religious conflict with minority Muslim communities, and extreme poverty and under-development. This led to major violence in 2012 and further sporadic outbreaks since then. The political temperature is high, and likely to increase as Myanmar moves closer to national elections at the end of 2015. It represents a significant threat to the overall success of the transition, and has severely damaged the reputation of the government when it most needs international support and investment. Any policy approach must start from the recognition that there will be no easy fixes or quick solutions. The problems faced by Rakhine State are rooted in decades of armed violence, authoritarian rule and state-society conflict. This crisis has affected the whole of the state and all communities within it. It requires a sustained and multi-pronged response, as well as critical humanitarian and protection interventions in the interim.

  • Abstract: Nigeria's presidential, parliamentary and state gubernatorial and assembly elections, scheduled for February 2015, will be more contentious than usual. Tensions within and between the two major political parties, competing claims to the presidency between northern and Niger Delta politicians and along religious lines, the grim radical Islamist Boko Haram insurgency and increasing communal violence in several northern states, along with inadequate preparations by the electoral commission and apparent bias by security agencies, suggest the country is heading toward a very volatile and vicious electoral contest. If this violent trend continues, and particularly if the vote is close, marred or followed by widespread violence, it would deepen Nigeria's already grave security and governance crises. The government, its agencies and all other national figures must work urgently to ensure that the vote is not conducted in an explosive situation as this could further destabilise the country.

  • Abstract: On 22 May, for the twelfth time in Thailand's history, the army seized power after months of political turbulence. This is not simply more of the same. The past decade has seen an intensifying cycle of election, protest and government downfall, whether at the hands of the courts or military, revealing deepening societal cleavages and elite rivalries, highlighting competing notions of legitimate authority. A looming royal succession, prohibited by law from being openly discussed, adds to the urgency. A failure to fix this dysfunction risks greater turmoil. The military's apparent prescription – gelding elected leaders in favour of unelected institutions – is more likely to bring conflict than cohesion, given a recent history of a newly empowered electorate. For the army, buyer's remorse is not an option, nor is open-ended autocracy; rather its legacy, and Thailand's stability, depend on its success in forging a path – thus far elusive – both respectful of majoritarian politics and in which all Thais can see their concerns acknowledged.

  • Abstract: Jonglei state's combustible mix of armed political opposition, violent ethnic militias and dysfunctional political system were part of the tinder that led to the eruption of the civil war in South Sudan in late December 2013. Despite eleven months of peace talks, mediated by the Intergovernmental Authority on Development (IGAD), the war threatens to reintensify in the coming weeks. The negotiations do not reflect the diversity of armed groups and interests in South Sudan and the region, most of which are nominally allied with either President Salva Kiir's government or former Vice President Riek Machar's Sudan Peoples' Liberation Movement/Army-In Opposition (SPLM/ A-IO). The constellation of regional and South Sudanese armed groups in Jonglei is emblematic of the regional, national and local challenges to peace and the pattern of a war that cannot be resolved by engaging only two of the nearly two-dozen armed groups in the country and ignoring those that have not yet engaged in the fight.

  • Abstract: Armed conflict in the North Caucasus is the most violent in Europe today. At least 1,225 people were its victims in 2012 (7 00 killed, 525 wounded), and at least 242 were killed and 253 wounded in the first six months of 2013. The violence is greatest in Dagestan, then in Chechnya and Ingushetia, and the latter situation deteriorated in 2012. Unresolved disputes over territory, administrative boundaries, land and resources are important root causes of the violence, along with ethnic and religious tensions, the state's incapacity to ensure fair political representation, rule of law, governance and economic growth. The region's internal fragmentation and insufficient integration with the rest of the Russian Federation contribute to the political and social alienation of its residents.

  • Abstract: The question of Sunni Arab participation in Iraq's political order that has plagued the transition since its inception is as acute and explosive as ever. Quickly marginalised by an ethno-sectarian apportionment that confined them to minority status in a system dominated by Shiites and Kurds, most community members first shunned the new dispensation then fought it. Having gradually turned from insurgency to tentative political involvement, their wager produced only nominal representation, while reinforcing feelings of injustice and discrimination. Today, with frustration at a boil, unprecedented Sunni-Shiite polarisation in the region and deadly car bombings surging across the country since the start of Ramadan in July, a revived sectarian civil war is a serious risk. To avoid it, the government should negotiate local ceasefires with Sunni officials, find ways to more fairly integrate Sunni Arabs in the political process and cooperate with local actors to build an effective security regime along the Syrian border.

  • Abstract: The situation in Sudan’s forgotten East – without deadly conflict since the 2006 Eastern Sudan Peace Agreement (ESPA) – stands in contrast to the fighting besetting the country’s other peripheries. But this peace is increasingly fragile. Seven years after the ESPA’s signing, the conflict’s root causes remain and in some respects are more acute, due to the failure to implement many of the agreement’s core provisions. Mirroring elsewhere in the country, with no sign of genuine efforts by Khartoum to address the situation, conflict could erupt in the East again and lead to further national fragmentation. All ESPA stakeholders urgently need to reconvene and address the deteriorating situation; the leading sign atories need publicly to concede that the promises of the original agreement have not met expectations and reach a consensus on remedial measures.

  • Abstract: Kyrgyzstan's government has failed to calm ethnic tensions in the south, which continue to grow since the 2010 violence, largely because of the state's neglect and southern leaders' anti-Uzbek policies. Osh, the country's second city, where more than 420 people died in ethnic clashes in June of that year, remains dominated by its powerful mayor, an ardent Kyrgyz nationalist who has made it clear that he pays little attention to leaders in the capital. While a superficial quiet has settled on the city, neither the Kyrgyz nor Uzbek community feels it can hold. Uzbeks are subject to illegal detentions and abuse by security forces and have been forced out of public life. The government needs to act to reverse these worsening trends, while donors should insist on improvements in the treatment of the Uzbek minority.

  • Abstract: Most Ugandans are better off than they were a quarter-century ago, when Yoweri Museveni became president. But frequent demonstrations and violent crackdowns indicate many are deeply dissatisfied with his administration. This is largely the consequence of a slow shift from a broad-based constitutional government to patronage-based, personal rule. In this respect, Museveni has followed a governance trajectory similar to that of his predecessors, although without their brutal repression. Like them, he has failed to overcome regional and religious cleavages that make Uganda difficult to govern and has relied increasing-ly on centralisation, patronage and coercion to maintain control. Unless this trend is corrected, Uganda will become increasingly difficult to govern and political conflict may become more deadly.

  • Abstract: Bangladesh could face a protracted political crisis in the lead-up to the 2013 elections unless Prime Minister Sheikh Hasina's government changes course and takes a more conciliatory approach towards the political opposition and the military. In December 2008, following two years of a military-backed caretaker government, the Awami League (AL) secured a landslide victory in what were widely acknowledged to be the fairest elections in the country's history. The hope, both at home and abroad, was that Sheikh Hasina would use her mandate to revitalise democratic institutions and pursue national reconciliation, ending the pernicious cycle of zero-sum politics between her AL and its rival, the Bangladesh Nationalist Party (BNP). Three and a half years on, hope has been replaced by deep disillusionment, as two familiar threats to Bangladesh's democracy have returned: the prospect of election-related violence and the risks stemming from an unstable and hostile military.

  • Abstract: As messy as it has been and unfinished as it remains, Yemen's transition accomplished two critical goals: avoiding a potentially devastating civil war and securing the resignation of President Ali Abdullah Saleh, who had ruled the impoverished country for over three decades. It also cracked the regime's foundations, while making it possible to imagine new rules of the game. Still, much remains in doubt, notably the scope and direction of change. The nation essentially has witnessed a political game of musical chairs, one elite faction swapping places with the other but remaining at loggerheads. Important constituencies – northern Huthi, southern Hiraak, some independent youth movements – feel excluded and view the transition agreement with scepticism, if not distain. Al-Qaeda and other militants are taking advantage of a security vacuum. Socio-economic needs remain unmet. The new government must rapidly show tangible progress (security, economic, political) to contain centrifugal forces pulling Yemen apart, while reaching out to stakeholders and preparing the political environment for inclusive national dialogue.

  • Abstract: Almost ten years after the Bali bombing that brought terrorism in Indonesia to international attention, the country's violent extremists are weak and divided but still active. In the face of strong police pressure, they are finding ways to regroup on the run, in prison and through internet forums, military training camps and arranged marriages. In many cases, the same individuals keep reappearing, using old networks to build new alliances. The fact that they have been singularly inept in their operations in recent years does not mean that the danger of attacks is over. There are signs that at least some are learning lessons from past failures and becoming more sophisticated in recruitment and fundrais-ing. Better understanding of how extremists regroup could lead to more effective counter-radicalisation programs.

  • Abstract: Although it should provide development opportunities, renewed oil interest in the Democratic Republic of the Congo (DRC) represents a real threat to stability in a still vulnerable post-conflict country. Exploration has begun, but oil prospecting is nurturing old resentments among local communities and contributing to border tensions with neighbouring countries. If oil reserves are confirmed in the east, this would exacerbate deep-rooted conflict dynamics in the Kivus. An upsurge in fighting since the start of 2012, including the emergence of a new rebellion in North Kivu and the resumption of armed groups' territorial expansion, has further complicated stability in the east, which is the new focus for oil exploration. New oil reserves could also create new centres of power and question Katanga's (DRC's traditional economic hub) political influence. Preventive action is needed to turn a real threat to stability into a genuine development opportunity.

  • Abstract: A spate of violence in Papua in May and June 2012 exposed the lack of a coherent government strategy to address this multidimensional conflict. Shootings of non-Papuans in the provincial capital Jayapura in June, likely involving pro-independence militants, were followed by the death of one of those militants at police hands, highlighting the political dimension of the problem. In Wamena, a rampage by soldiers after the death of a comrade shows the depth of distrust between local communities and the army, and the absence of mechanisms to deal with crises. The shooting of five Papuans by newly arrived members of a paramilitary police unit (Brigade Mobile, Brimob) in a remote gold-mining area of Paniai highlights the violence linked to Papua's vast resource wealth and rent-seeking by the security apparatus with little oversight from Jakarta. While these events are still under investigation, they signal that unless the Yudhoyono government can address these very different aspects of the conflict, things may get worse. An overhaul of security policy would help.

  • Abstract: Kosovo has implemented much of the Ahtisaari plan – the blueprint for its democracy, providing substantial rights for Serbs and other minorities – and deserves to be fully independent, but there should be no slippage, and remaining parts of the plan should be honoured. The Pristina government mostly abides by it, and many Serbs south of the Ibar River now accept its authority, obey its laws and take part in political life in a way unimaginable four years ago. These achievements are threatened, however, by the tense Kosovo-Serbia relationship, declining Serb numbers and Pristina's frustration at its inability to extend its sovereignty to the Serb-majority northern areas and to achieve full international recognition. A surge in ethnically-motivated attacks shows peace is fragile. The government should remain committed to the Ahtisaari requirement for minorities. But the plan was not meant to work in isolation and cannot be separated from the overall Kosovo-Serbia relationship. Belgrade needs to earn Pristina's trust and acquiescence for its continued involvement on Kosovo territory, especially the south.

  • Abstract: After decades of failed negotiations and attempts to defeat the Revolutionary Armed Forces of Colombia (FARC) guerrillas and the smaller National Liberation Army (ELN) militarily, a political solution to the Western Hemisphere's oldest conflict may be in sight. Following a year of secret contacts, formal peace talks with FARC are to open in Oslo in October 2012 and continue in Havana. They may be extended to the ELN. There seems a firmer willingness to reach an agreement, as the government realises military means alone cannot end the conflict and FARC appears to recognise that the armed struggle permits survival but little else. With no ceasefire in place, both sides must act with restraint on the battlefield to generate immediate humanitarian improvements. And they will need to balance the requirements of fast, discreet negotiations and those of representativeness and inclusion. The government and the guerrillas have the historic responsibility to strike a deal, but only strong social and political ownership of that deal can guarantee that it leads to the lasting peace that has been elusive for so long.

Même si ces évènements ne constituent pas une menace immé- diate pour la stabilité, ils indiquent que, pour certains, la guerre n'est pas terminée. Lenteur de la réforme du sec- teur de la sécurité, gel du dialogue politique, fragilité de la coalition au pouvoir, ret our de la violence verbale, révélation de projets de coup d'Etat, doutes sur la réalité d'une volonté de réconciliation nationale, sont autant de signes préoccupants. Le présid ent Alassane Ouattara et son nouveau gouvernement formé le 22 novembre ne doivent pas compter exclusivement sur la relance économique et le verrouillage sécuritaire pour consolider la paix. La com- munauté internationale ne do it pas détourner son regard d'un pays dont la stabilisation est d'autant plus cruciale pour l'Afrique de l'Ouest que le Mali voisin a basculé dans une crise profonde et durable.

The war between Israel and Hamas had all the hallmarks of a tragic movie watched several times too many: airstrikes pounding Gaza, leaving death and destruction in their wake; rockets launched aimlessly from the Strip, spreading terror on their path; Arab states expressing outrage at Israel's brute force; Western governments voicing understanding for its exercise of self-defence. The actors were faithful to the script: Egypt negotiated a ceasefire, the two protagonists claimed victory, civilians bore the losses.

  • Abstract: Syria's conflict is leaking out of its borders, but in few places are risks higher than in Lebanon. This is not just a matter of history, although history bodes ill: the country seldom has been immune to the travails of its neighbour. It also is a function of recent events, of which the most dramatic was the 19 October assassination of top security official Wissam Hassan, an illustration of the country's fragility and the short-sight edness of politicians unwilling to address it. Lebanon's two principal coalitions see events in Syria in a starkly different light – as a dream come true for one; as a potentially apocalyptical night- mare for the other. It would be unrealistic to expect Lebanese actors to be passive in the face of what is unfolding next door. But it is imperative to shield the country as much as possible and resist efforts by third parties – whether allies or foes of Damascus – to drag the nation in a perilous direction. In the wake of Hassan's assassination, this almost certainly requires a new, more balanced government and commitments by local and regional actors not to use Lebanese soil as an arena in which to wage the Syrian struggle.

  • Abstract: Europe's deadliest conflicts are in Russia's North Caucasus region, and the killing is unlikely to end soon. The state has fought back against attacks, first claimed by Chechen separatists, now the work of jihad-inspired insurgents, that have hit Moscow, other major cities and many Caucasus communities. But its security-focused counter-insurgency strategy is insufficient to address the multiple causes of a conflict fed by ethnic, religious, political and economic grievances that need comprehensive, flexible policy responses. Moscow is increasingly aware of the challenge and is testing new approaches to better integrate a region finally brought into the Russian Empire only in the nineteenth century and that has historically been a problem for the Russian state. Diversity in religion, ethnicity, historical experience and political allegiances and aspirations complicate efforts to alleviate local tensions and integrate it more with the rest of the country. Understanding this pluralism is essential for designing and implementing policies and laws that advance conflict re solution rather than make differences more irreconcilable.

  • Abstract: Since 2001, violence has erupted in Jos city, capital of Plateau state, in Nigeria's Middle Belt region. The ostensible dispute is over the “rights” of the indigene Berom/ Anaguta/Afizere (BAA) group and the rival claims of the Hausa-Fulani settlers to land, power and resources. Indigene- settler conflicts are not new to Nigeria, but the country is currently experiencing widespread intercommunal strife, which particularly affects the Middle Belt. The Jos crisis is the result of failure to amend the constitution to privilege broad-based citizenship over exclusive indigene status and ensure that residency rather than indigeneity determines citizens' rights. Constitutional change is an important step to defuse indigene-settler rivalries that continue to undermine security. It must be accompanied by immediate steps to identify and prosecute perpetrators of violence, in Jos and other parts of the country. Elites at local, state and federal level must also consistently implement policies aimed at reducing the dangerous link between ethnic belonging and access to resources, power and security if intercommunal violence is to end.

  • Abstract: Somalia's Transitional Federal Government (TFG) has squandered the goodwill and support it received and achieved little of significance in the two years it has been in office. It is inept, increasingly corrupt and hobbled by President Sharif's weak leadership. So far, every effort to make the administration modestly functional has come unstuck. The new leaner cabinet looks impressive on paper but, given divisive politics and the short timeframe, is unlikely to deliver significant progress on key transitional objectives, such as stabilising Somalia and delivering a permanent constitution before August 2011, when the TFG's official mandate ends. Although the Transitional Federal Parliament unilaterally has awarded itself a further three-year-extension, urgent attention needs to be given to the government's structural flaws that stymie peacebuilding in central and south Somalia. If the TFG does not make serious progress on correcting its deficiencies by August, the international community should concentrate its support on the more effective local entities, until a more appropriate and effective national government is negotiated.

  • Abstract: It is early days, and the true measure of what the Egyptian people have accomplished has yet to fully sink in. Some achievements are as clear as they are stunning. Over a period of less than three weeks, they challenged conventional chestnuts about Arab lethargy; transformed national politics; opened up the political space to new actors; massively reinforced protests throughout the region; and called into question fundamental pillars of the Middle East order. They did this without foreign help and, indeed, with much of the world timidly watching and waffling according to shifting daily predictions of their allies' fortunes. The challenge now is to translate street activism into inclusive, democratic institutional politics so that a popular protest that culminated in a military coup does not end there. The backdrop to the uprising has a familiar ring. Egypt suffered from decades of authoritarian rule, a lifeless political environment virtually monopolised by the ruling National Democratic Party (NDP); widespread corruption, cronyism and glaring inequities; and a pattern of abuse at the hands of unaccountable security forces. For years, agitation against the regime spread and, without any credible mechanism to express or channel public discontent, increasingly took the shape of protest movements and labour unrest.

  • Abstract: Violent extremism in Indonesia increasingly is taking the form of small groups acting independently of large jihadi organisations. This is in part a response to effective law enforcement that has resulted in widespread arrests and structural weakening of Jemaah Islamiyah (JI), Jama'ah Ansharut Tauhid (JAT) and other organisations accused of links to terrorism. But it is also the result of ideological shifts that favour “individual” over “organisational” jihad and low-cost, small-scale targeted killings over mass casualty attacks that inadvertently kill Muslims. The suicide bombing inside a police station mosque on 15 April 2011 and a spate of letter bombs delivered in Jakarta in mid-March are emblematic of the shift. The government needs urgently to develop prevention strategies to reduce the likelihood that more such groups will emerge.

  • Abstract: Deeply entrenched connections between criminal and political actors are a major obstacle to conflict resolution in Colombia. Illegal armed groups seek to consolidate and expand their holds over local governments in the October 2011 governorship, mayoral, departmental assembly and municipal council elections. The national government appears more willing and better prepared than in the past to curb the influence of illegal actors on the elections, but the challenges remain huge. The high number of killed prospective candidates bodes ill for the campaign, suggesting that the decade-old trend of decreasing electoral violence could be reversed. There are substantial risks that a variety of additional means, including intimidation and illegal money, will be used to influence outcomes. The government must rigorously implement additional measures to protect candidates and shield the electoral process against criminal infiltration, corruption and fraud. Failure to mitigate these risks would mean in many places four more years of poor local governance, high levels of corruption and enduring violence.

  • Abstract: Desperate to survive at all costs, Syria's regime appears to be digging its grave. It did not have to be so. The protest movement is strong and getting stronger but yet to reach critical mass. Unlike toppled Arab leaders, President Bashar Assad enjoyed some genuine popularity. Many Syrians dread chaos and their nation's fragmentation. But whatever opportunity the regime once possessed is being jeopardised by its actions. Brutal repression has overshadowed belated, half-hearted reform suggestions; Bashar has squandered credibility; his regime has lost much of the legitimacy derived from its foreign policy. The international community, largely from fear of the alternative to the status quo, waits and watches, eschewing for now direct involvement. That is the right policy, as there is little to gain and much to lose from a more interventionist approach, but not necessarily for the right reasons. The Syrian people have proved remarkably resistant to sectarian or divisive tendencies, defying regime prophecies of confessional strife and Islamisation. That does not guarantee a stable, democratic future. But is a good start that deserves recognition and support.

La récente expérience de politisation violente des ethnicités et le manque de confiance des acteurs politiques dans le dispositif électoral sont des motifs d'inquiétude. Le président Condé a engagé unilatéralement une refonte du système électoral, mais il suscite d'autant plus de méfiance que les perspectives du parti présidentiel pour les législatives sont incertaines. Il n'a prêté que peu d'attention, et bien tard, à la réconciliation et au dialogue avec son opposition, très mobilisée. La Guinée ne peut se permettre ni un bricolage du système électoral ni une nouvelle campagne fondée sur des arguments ethniques. Un accroissement des tensions à l'approche du scrutin pourrait susciter des violences intercommunautaires. Il pourrait aussi offrir une opportunité d'agir à ceux qui, dans l'armée, se satisfont mal d'avoir regagné les casernes. L'attaque lancée le 19 juillet 2011 par des militaires contre la résidence du président confirme la réalité de ce risque.   • Abstract: A surge in violence has dashed plans for a negotiated end to the 27-year-old Kurdistan Workers' Party (Partiya Karkerên Kurdistan, PKK) insurgency. Since Turkey's elections in mid-June, clashes have killed more than 110 people, country-wide ethnic friction has hardened opinion, and the government has started bombing PKK bases and talking about an imminent ground offensive in northern Iraq. The PKK must immediately end its new wave of terrorist and insurgent attacks, and the Turkish authorities must control the escalation with the aim to halt all violence. A hot war and militaristic tactics did not solve the Kurdish problem in the 1990s and will not now. A solution can only lie in advancing the constitutional, language and legal reforms of the past decade that have gone part way to giving Turkish Kurds equal rights. Given the recent violence, returning to a positive dynamic requires a substantial strategic leap of imagination from both sides. Neither should allow itself to be swept away by armed conflict that has already killed more than 30,000 since 1984.

  • Abstract: Every half hour, a person is killed in Venezuela. The presence of organised crime combined with an enormous number of firearms in civilian hands and impunity, as well as police corruption and brutality, have entrenched violence in society. While such problems did not begin with President Hugo Chávez, his government has to account for its ambiguity towards various armed groups, its inability or unwillingness to tackle corruption and criminal complicity in parts of the security forces, its policy to arm civilians “in defence of the revolution”, and – last but not least – the president's own confrontational rhetoric. Positive steps such as constructive engagement with Colombia as well as some limited security reform do not compensate for these failures. While the prospect of presidential elections in 2012 could postpone social explosion, the deterioration of the president's health has added considerable uncertainty. In any event, the degree of polarisation and militarisation in society is likely to undermine the chances for either a non-violent continuation of the current regime or a peaceful transition to a post-Chávez era.

  • Abstract: Ten months of popular protest spiked by periodic outbursts of violence have done little to clarify Yemen's political future. Persistent street protests so far have failed to oust President Ali Abdullah Saleh or bring about genuine institutional reform. The country is more deeply divided between pro- and anti-Saleh forces than ever, its economy is in tatters and both security and humanitarian conditions are deteriorating. Amid the uncertainty fuelled by this lingering crisis, the country's unity—and notably the status of the South—hangs in the balance. Old grievances are coming into sharper relief and, among some, secessionist aspirations are gaining steam. There remains an opportunity for Yemen's rulers, opposition groups and protesters to reach agreement on a political transition that would give priority to the Southern question and redefine relations between centre and periphery, for example by moving toward a federal model. Should this chance be missed, the conflict risks getting bloodier. And Yemen's unity could be a thing of the past.

  • Abstract: Transition and reform appear stalemated in Zimbabwe. Profound deficits remain in implementation of the Global Political Agreement (GPA) signed by Zimbabwe's three main political parties in September 2008. Prospects are remote for engaging core security and law-and-order concerns before elections that are anticipated within twenty months. Nothing significant has changed in the half year since April 2011, when the GPA's Periodic Review Mech­an­ism reported that most outstanding issues were unresolved; that negotiated solutions are followed by interminable delays in execution appears to have become an entrenched pattern. Opportunities to build a foundation for sustainable political and economic recovery are consistently undermined. Violence and repression are pressing concerns; the police appear unwilling or unable to provide effective deterrence or remedy and the expectation of a more proactive engage­ment by the Joint Monitoring and Implementation Committee (JOMIC) around issues of political violence has yet to bear fruit.

  • Abstract: As the recent upsurge of violence dramatically illustrates, the militias that were decisive in ousting Qadhafi's regime are becoming a significant problem now that it is gone. Their number is a mystery: 100 according to some; three times that others say. Over 125,000 Libyans are said to be armed. The groups do not see themselves as serving a central authority; they have separate procedures to register members and weapons, arrest and detain suspects; they repeatedly have clashed. Rebuilding Libya requires addressing their fate, yet haste would be as perilous as apathy. The uprising was highly decentralised; although they recognise it, the local military and civilian councils are sceptical of the National Transitional Council (NTC), the largely self-appointed body leading the transition. They feel they need weapons to defend their interests and address their security fears. A top-down disarmament and demobilisation effort by an executive lacking legitimacy would backfire. For now the NTC should work with local authorities and militias – and encourage them to work with each other – to agree on operational standards and pave the way for restructured police, military and civilian institutions. Qadhafi centralised power without building a central state. His successors must do the reverse.

  • Abstract: Border clashes between Thailand and Cambodia that caused dozens of casualties and displaced thousands have challenged the Association of South East Asian Nations (ASEAN) to finally turn its rhetoric on peace and security into action. Cambodia's successful attempt to list the Preah Vihear temple as a World Heritage Site came against the backdrop of turmoil in Thai politics after the 2006 coup that deposed Prime Minister Thaksin Shinawatra. Thai pro-establishment movements used this issue to whip up nationalist sentiments against Cambodia as they tried to topple the Thaksin-backed government. The emotionally charged campaigns halted border demarcation and sparked a bilateral conflict. In early 2011, the dispute turned into the most violent clash yet between ASEAN's members, testing its historical commitment to non-aggression and prompting it to get involved. This has raised expectations that it might live up to its stated aspiration to keep peace in its own region. As yet, however, while its engagement set important precedents, it has no significant achievements. More robust diplomacy and leadership are still needed.

  • Abstract: For the past quarter-century the Tamil diaspora has shaped the Sri Lankan political landscape through its financial and ideological support to the military struggle for an independent Tamil state. Although the May 2009 defeat of the Liberation Tigers of Tamil Eelam (LTTE) has dramatically reduced the diaspora\'s influence, the majority of Tamils outside Sri Lanka continue to support a separate state, and the diaspora\'s money can ensure it plays a role in the country\'s future. The nature of that role, however, depends largely on how Colombo deals with its Tamil citizens in the coming months and on how strongly the international community presses the government to enact constitutional reforms to share power with and protect the rights of Tamils and other minorities. While the million-strong diaspora cannot regenerate an insurgency in Sri Lanka on its own, its money and organisation could turn up the volume on any violence that might eventually re-emerge.

  • Abstract: Indonesia's easternmost province of Papua saw an up- surge in political violence in 2009, continuing into 2010. One factor was the increased activity of militant activists from the central highlands, many of them members of the West Papua National Committee (Komite Nasional Papua Barat, KNPB). They decided there was no longer any hope of achieving their main objective – a referendum on independence – through peaceful means, and led some to advocate violence and in some cases directly participate in violent acts. Their tactics are decried by many Papuans, but their message resonates widely, and the frustrations they articulate are real. A dialogue between Papuan leaders and central government officials, if carefully prepared, offers the possibility of addressing some longstanding grievances, without calling Indonesian sovereignty into question.

  • Abstract: Already delayed six times, Côte d'Ivoire's presidential election is still some way off. Over two months after President Gbagbo dissolved the Independent Electoral Commission (Commission Électorale Indépendante, CEI) and the government, preparations are at a virtual standstill. The process of electoral identification already carries serious risks of violence. Armed groups and militias, the resurgence of xenophobic language and a challenging socio-economic situation make for an explosive environment, threatening the stability of this key West African country. Unless its politicians urgently meet the challenge of escalating tensions, accelerate electoral preparations and desist from hate speech, and unless regional, UN and other international partners establish the operational, political and security mechanisms necessary to prevent violence, the peace process could very well collapse, with dramatic consequences for the country and its neighbours. Côte d'Ivoire's civil war erupted in September 2002, when a section of the army attempted a coup d'Etat. The coup failed, but the insurgent soldiers took control of the northern part of the country. With the arrival of young intellectuals and under the leadership of former student leader Guillaume Soro, they articulated grievances that northerners were treated as second class citizens. An on-and-off war continued until the signing of the Ouagadougou Political Agreement in March 2007, which considerably calmed the situation. Since the middle of 2009, however, tensions have risen again over the electoral process and the question of Ivorian identity and nationality.

The agreement's underlying aim of “making unity attractive” has failed, and most Southerners thus appear determined to choose independence. Neighbouring states are increasingly focused on the fragile circumstances in Sudan and the likelihood of a newly independent state in the region. Support from Sudan's neighbours for the referendum process and respect for its result will be crucial to ensuring peace and stability in the country and the region.

  • Abstract: The protracted struggle between the royalist establishment and those allied with ousted Prime Minister Thaksin Shinawatra has left Thailand deeply polarised. It sparked the most violent political confrontations in recent times, killing people, injuring nearly 2,000 and inflicting deep wounds on the national psyche. The government of Abhisit Vejjajiva's unilateral offer of a “road map” to national reconciliation will lead nowhere without the participation of its opposition, including his deposed predecessor. A credible investigation of the violence, enduring legal reforms, and properly addressing societal inequities cannot succeed without the Thaksin-aligned Red Shirt movement. This cannot happen if its leaders are detained, marginalised, or on the run. Fresh elections that are peace­ful, fair and accepted by all sides will be the first test to see if the country is back on track or has lost its way. Thailand should lift the emergency decree imposed over large swathes of the country or risk further damaging its democracy, hindering much needed reconciliation, and sowing the seeds of future deadly conflict.

  • Abstract: The 1996 peace accords formally ended Guatemala's civil war but failure to address the conflict's root causes and dismantle clandestine security apparatuses has weakened its institutions and opened the door to skyrocketing violent crime. Guatemala is one of the world's most dangerous countries, with some 6,500 murders in 2009, more than the average yearly killings during the civil war and roughly twice Mexico's homicide rate. Under heavy pressure at home, Mexican drug traffickers have moved into Guatemala to compete for control of Andean cocaine transiting to the U.S. The UN-sanctioned International Commission against Impunity in Guatemala (CICIG) has brought hope by making some progress at getting a handle on high-level corruption. However, in June 2010 its Spanish director, Carlos Castresana, resigned saying the government had not kept its promise to support CICIG's work and reform the justice system. President Álvaro Colom needs to consolidate recent gains with institutional reform, anti-corruption measures, vetting mechanisms and a more inclusive political approach, including to indigenous peoples.

  • Abstract: South Ossetia is no closer to genuine independence now than in August 2008, when Russia went to war with Georgia and extended recognition. The small, rural territory lacks even true political, economic or military autonomy. Moscow staffs over half the government, donates 99 per cent of the budget and provides security. South Ossetians themselves often urge integration into the Russian Federation, and their entity's situation closely mirrors that of Russia's North Caucasus republics. Regardless of the slow pace of post-conflict reconstruction, extensive high-level corruption and dire socio-economic indicators, there is little interest in closer ties with Georgia. Moscow has not kept important ceasefire commitments, and some 20,000 ethnic Georgians from the region remain forcibly displaced. At a minimum, Russians, Ossetians and Georgians need to begin addressing the local population's basic needs by focusing on creating freedom of movement and economic and humanitarian links without status preconditions.

  • Abstract: An explosion of violence, destruction and looting in southern Kyrgyzstan on 11-14 June 2010 killed many hundreds of people, mostly Uzbeks, destroyed over 2000 buildings, mostly homes, and deepened the gulf between the country\'s ethnic Kyrgyz and Uzbeks. It was further proof of the near total ineffectiveness of the provisional government that overthrew President Kurmanbek Bakiyev in April 2010, and is now trying to guide the country to general elections in October. Given the government\'s slowness to address the causes and consequences of the violence, the danger of another explosion is high. Even without one, the aftershocks of the looting, murder and arson could seriously damage Kyrgyzstan\'s ailing economy, cause a significant outflow of ethnic Uzbeks and other minorities, and further destabilise the already fragile situation in Central Asia in general. The route back to stability will be long and difficult, not least because no reliable security or even monitoring force has been deployed in the affected area. It should start with an internationally supported investigation into the pogroms, as visible an international police and diplomatic presence as possible to discourage their recurrence, and close coordination on effective rebuilding of towns and communities.

  • Abstract: In the diamond mines of the Central African Republic (CAR), extreme poverty and armed conflict put thousands of lives in danger. President François Bozizé keeps tight control of the diamond sector to enrich and empower his own ethnic group but does little to alleviate the poverty that drives informal miners to dig in perilous conditions. Stringent export taxes incentivise smuggling that the mining authorities are too few and too corrupt to stop. These factors combined – a parasitic state, poverty and largely unchecked crime – move jealous factions to launch rebellions and enable armed groups to collect new recruits and profit from mining and selling diamonds illegally. To ensure diamonds fuel developmen t not bloodshed, root and branch reform of the sector must become a core priority of the country's peacebuilding strategy.

  • Abstract: Violence in northern Nigeria has flared up periodically over the last 30 years. Mainly in the form of urban riots, it has pitted Muslims against Christians and has seen confrontations between different Islamic sects. Although there have been some successes in conflict management in the last decade, the 2009 and 2010 troubles in Bauchi, Borno and Yobe states involving the radical Boko Haram sect show that violence still may flare up at any moment. If the situation were to deteriorate significantly, especially on Christian-Muslim lines, it could have serious repercussions for national cohesion in the build up to national elections in April 2011. To deal with the risks, community-level initiatives need to be reinforced, a more subtle security response should be formulated and the management of public resources must be improved. While some in the West panic at what they see as growing Islamic radicalism in the region, the roots of the problem are more complex and lie in Nigeria's history and contemporary politics.

  • Abstract: Indonesia needs to learn promptly the lessons from the sporadic violence witnessed in its local elections during 2010 as there is some evidence these easily preventable incidents could be increasing in frequency since the last cycle. While most district polls pass peacefully, the small number that do not reveals nationwide institutional weaknesses that should be fixed. These contests are often intense personal rivalries for community power that can be highly emotive and, if not closely watched, can quickly turn violent. While religious and ethnic ties are accentuated by these tense races, to date they have not triggered any sectarian schisms. Many confrontations could be avoided in future polls by relatively simple changes in practices, policies and laws. Rather than being too small for national attention, these political battles matter to this large country because, since decentralisation, it is this level of public administration that has the greatest impact on the lives of citizens. How these elections take place can determine the judgments that voters make on the success or failure of democracy throughout the archipelago.

  • Abstract: The vast Palestinian refugee population is routinely forgotten and ignored in much of the Middle East. Not so in Lebanon. Unlike in other host countries, the refugee question remains at the heart of politics, a recurrent source of passionate debate and occasional trigger of violence. The Palestinian presence was a catalyst of the 1975-1990 civil war, Israel's 1982 invasion and Syrian efforts to bring the Palestine Liberation Organisation (PLO) to heel. Virtually nothing has been done since to genuinely address the problem. Marginalised, deprived of basic political and economic rights, trapped in the camps, bereft of realistic prospects, heavily armed and standing atop multiple fault lines–inter-Lebanese, inter-Palestinian and inter-Arab–the refugee population constitutes a time bomb. Until the Arab-Israeli conflict is resolved, a comprehensive approach is required that clarifies the Palestinians' status, formally excludes their permanent settlement in Lebanon, significantly improves their living conditions and, through better Lebanese-Palestinian and inter-Palestinian coordination, enhances camp management.

  • Abstract: The recent upsurge of jihadi violence in Punjab, the Northwest Frontier Province (NWFP), the Federally Administered Tribal Areas (FATA) and Balochistan's provincial capital, Quetta, demonstrates the threat extremist Sunni-Deobandi groups pose to the Pakistani citizen and state. These radical Sunni groups are simultaneously fighting internal sectarian jihads, regional jihads in Afghanistan and India and a global jihad against the West. While significant domestic and international attention and resources are understandably devoted to containing Islamist militancy in the tribal belt, that the Pakistani Taliban is an outgrowth of radical Sunni networks in the country's political heartland is too often neglected. A far more concerted effort against Punjab-based Sunni extremist groups is essential to curb the spread of extremism that threatens regional peace and stability. As the international community works with Pakistan to rein in extremist groups, it should also support the democratic transition, in particular by reallocating aid to strengthening civilian law enforcement.

  • Abstract: Latin America's oldest guerrilla organisation, the Revolutionary Armed Forces of Colombia (FARC), is under severe stress. Close to seven years of the Uribe presidency have hurt the FARC's capability and morale. Several top commanders have been captured, killed in combat, murdered by their own men, or died of natural causes, as in the case of Manuel Marulanda, the FARC's historic leader. Thousands of foot soldiers have deserted, bringing the guerrillas' troop strength down by almost half, to perhaps 10,000 today. Still, under its new leader, Alfonso Cano, the FARC has shown renewed internal cohesion and continued capacity to adapt to changes in the security environment. The Uribe government remains wedded to its hardline military approach until the FARC has no option but to negotiate surrender, but this strategy is problematic. President Uribe should keep military pressure up but emphasise devising a political strategy capable of drawing a weakened but still largely intact FARC into peace talks. Priority should also be on strengthening rule of law, protecting human rights and increasing citizen security.

  • Abstract: Violence, political instability and the government's reluctance to devolve power or resources to the fledgling provincial council are undermining ambitious plans for developing Sri Lanka's Eastern Province. The east continues to face obstacles to economic and political progress and offers lessons for development agencies and foreign donors considering expanding their work into newly won areas in the Northern Province. While there is still potential for progress in the east, it remains far from being the model of democratisation and post conflict reconstruction that the government claims.   • Abstract: The Israel-Hamas war has ended but none of the factors that triggered it have been addressed. Three months after unilateral ceasefires, Gaza's crossings are largely shut; reconstruction and rehabilitation have yet to begin; rockets periodically are fired into Israel; weapons smuggling persists; Corporal Shalit remains captive; and Palestinians are deeply divided. It is not as if the war changed nothing. Many hundreds lost their lives, tens of thousands their livelihood and a new political landscape has emerged. But the war changed nothing for the better. The status quo is unsustainable, and Gaza once again is an explosion waiting to happen. Genuine Palestinian reconciliation and a fully satisfactory arrangement in Gaza may not be on the cards, but lesser steps may be feasible to lessen the risk of escalation, address Gaza's most pressing needs and achieve some inter-Palestinian understanding. That would take far greater flexibility from local actors – and far greater political courage from outside ones.

  • Abstract: Away from media headlines, a war has been raging on and off in Yemen's northern governorate of Saada since 2004, flaring up in adjacent regions and, in 2008, reaching the outskirts of the capital, Sanaa. The conflict, which has brought about extensive destruction, pits a rebel group, known generically as the Huthis, against government forces. Today's truce is fragile and risks being short-lived. A breakdown would threaten Yemen's stability, already under severe duress due to the global economic meltdown, depleting national resources, renewed tensions between the country's northern elites and populations in the south and the threat from violent groups with varied links to al-Qaeda. Nor would the impact necessarily be contained within national borders. The country should use its traditional instruments-social and religious tolerance, cooptation of adversaries-to forge a more inclusive compact that reduces sectarian stigmatisation and absorbs the Huthis. International actors-principally Gulf States and the West-should use their leverage and the promise of reconstruction assistance to press both government and rebels to compromise.

  • Abstract: While Thai leaders are preoccupied with turmoil in Bangkok, the insurgency in the South continues to recruit young Malay Muslims, especially from private Islamic schools. These institutions are central to maintenance of Malay Muslim identity, and many students are receptive to the call to take up arms against the state. This is not a struggle in solidarity with global jihad, rather an ethno-nationalist insurgency with its own version of history aimed at reclaiming what was once the independent sultanate of Patani. Human rights abuses by the Thai government and security forces have only fuelled this secessionist fervour, and policies that centralise power in the capital have undermined a regional political solution. Changing these policies and practices is essential as the government tries to respond to the insurgents' grievances in order to bring long-lasting peace to the region.

  • Abstract: As sectarian violence in Iraq has ebbed over the past year, a new and potentially just as destructive political conflict has arisen between the federal government and the Kurdistan regional government in Erbil. This conflict has manifested itself in oratory, backroom negotiations and military manoeuvres in disputed territories, raising tensions and setting off alarm bells in Washington just as the Obama administration is taking its first steps to pull back U.S. forces. A lasting solution can only be political – involving a grand bargain on how to divide or share power, resources and territory – but in the interim both sides should take urgent steps to improve communications and security cooperation, run joint military checkpoints and patrols in disputed territories and refrain from unilateral steps along the new, de facto dividing line, the so-called trigger line.

  • Abstract: Nepal's peace process is in danger of collapse. The fall of the Maoist-led government, a mess largely of the Maoists' own making, was a symptom of the deeper malaise underlying the political settlement. Consensus has steadily given way to a polarisation which has fed the more militaristic elements on both sides. While all moderate politicians still publicly insist that there is no alternative to pursuing the process, private talk of a return to war – led by generals of the Nepalese Army who have never reconciled themselves to peace – has grown louder. Outright resumption of hostilities remains unlikely in the short term but only concerted efforts to re-establish a minimal working consensus and a national unity government including the Maoists can avert the likelihood of a more dangerous erosion of trust. Strong international backing, with India eschewing short-term interference in favour of longer-term guardianship of the process it itself initiated, will be essential.

  • Abstract: The military operation in South Waziristan is unlikely to succeed in curbing the spread of religious militancy in the Federally Administered Tribal Areas (FATA), unless the Pakistan government implements political reforms in that part of the country. Pakistani Taliban groups have gained significant power in the tribal agencies, seven administrative districts bordering on Afghanistan. While state institutions in FATA are increasingly dysfunctional, the militants have dismantled or assumed control of an already fragile tribal structure. This encroaching Talibanisation is not the product of tribal traditions or resistance. It is the result of short-sighted military policies and a colonial-era body of law that isolates the region from the rest of the country, giving it an ambiguous constitutional status and denying political freedoms and economic opportunity to the population. While the militants' hold over FATA can be broken, the longer the state delays implementing political, administrative, judicial and economic reforms, the more difficult it will be to stabilise the region.

  • Abstract: On taking office, Thai Prime Min­­ister Abhisit Vejjajiva pledged to reclaim policy on the southern insurgency from the military. But a year of distracting fights between supporters of the establishment and an ousted populist leader has meant little progress in resolving violence in the South. Despite glimpses of new thinking in Bangkok, the weakness of the government and its reliance on the military for political support have meant the top brass still dominates policymaking in the predominantly Malay Muslim South. Harsh and counterproductive laws remain in force and there are no effective checks on abuses by the security forces. Alternative policies have not been seriously explored and, after a temporary reduction in violence in 2008, the attacks are rising again. It is time for the government to follow its words with actions if it wants to move forward with a political solution.

  • Abstract: Colombia's efforts to resolve its half-century armed conflict and growing tensions with neighbours will be shaped by the decision on whether to change the constitution to enable President Álvaro Uribe to seek a second re-election in May 2010. This issue has dominated Colombian politics for over a year. Most appear to back a third term, seeing Uribe as the only politician with the credibility and capacity to maintain security gains and broaden economic well-being after August, when his mandate ends. His supporters believe he has demonstrated strong leadership in times of escalating regional tensions, especially with Venezuela and Ecuador. Others fear another change in the constitution and four more years of Uribe's rule will further weaken democratic judicial and legislative institutions and essential checks and balances. They warn that the process of enabling a second consecutive re-election has been plagued by irregularities and allegations of corruption and that a third term could result in continuation of a too narrow security strategy focused on elusive final military defeat of the insurgent FARC and ELN.

  • Abstract: Nepal's peace process faces a crucial test this month. Elections for a Constituent Assembly (CA) are likely to go ahead on 10 April 2008 as scheduled but political unrest and violence could mar – or even derail – preparations, and the aftermath could bring turbulence. Elections in a delicate post-conflict situation are never straightforward and Nepal has many possible flashpoints, not least that the two armies that fought the war remain intact, politically uncompromising and combat-ready. Once results are in, all political players must be prepared for a difficult period in which they will need to compromise to make the CA an effective body, extend the number of parties with a role in government and urgently tackle crucial issues left aside during the campaign, including security sector reform. The international community has an important election observation function and should listen to Nepal's political and civil society groups in assessing the credibility of the process.

  • Abstract: The shooting of President José Ramos-Horta in February 2008 underscored the urgency of addressing sources of conflict and violence in Timor-Leste. The unresolved displacement crisis is one of the important problems, both a consequence of past conflict and a potential source of future trouble. Nearly two years after the country descended into civil conflict in April 2006, more than 100,000 people remain displaced. Successive governments and their international partners have failed to bring about the conditions in which they might return home or to prevent further waves of displacements. The new government's national recovery strategy needs to be properly funded and accompanied by a number of other crucial elements, most significantly the creation of a fair and functioning land and property regime, an increase in overall housing stock, an end to the cycle of impunity and reform of the justice and security sectors.

  • Abstract: Bangladesh is under military rule again for the third time in as many decades. Although the caretaker government (CTG) insists its plans to stamp out corruption and hold general elections by December 2008 are on track, its achievements have been patchy, and relations with the major political parties are acrimonious. Efforts to sideline the two prime ministers of the post-1990 democratic period have faltered (though bot h are in jail), and the government has become bogged down in its attempts to clean up corruption and reshape democratic politics. Even if elections are held on schedule, there is no guarantee reforms will be sustainable. If they are delayed, the risk of confrontation between the parties and the army-backed government will grow. There is an urgent need for all sides to negotiate a peaceful and sustainable return to democracy.

  • Abstract: The 29 March 2008 elections have dramatically changed Zimbabwe's political landscape. For the first time since independence in 1980, Robert Mugabe ran second in the presidential voting, and the opposition – the Movement for Democratic Change (MDC) – won control of parliament. The MDC went to the polls deeply divided, but Morgan Tsvangirai and his party regained their authority by winning despite an uneven playing field. Instead of allowing democracy to run its course, Mugabe has fought back by withholding the presidential results for five weeks and launching a countrywide crackdown. Zimbabwe is in constitutional limbo: it has no elected president or legally constituted cabinet, parliament has not been convened, and ZANU-PF and the MDC are challenging half the parliamentary results in court. African leaders, with support from the wider international community, must step in to stop the violence and resolve the deepening political crisis, ideally by facilitating an agreement establishing an MDC-led transitional government that avoids the need for the run-off now scheduled for 27 June.

  • Abstract: Indonesian Papua has seen periodic clashes between pro-independence supporters and goverment forces, but conflict between Muslim and Christian communities could also erupt unless rising tensions are effectively managed. Violence was narrowly averted in Mano­kwari and Kaimana in West Papua province in 2007, but bitterness remains on both sides. The key fac­tors are continuing Muslim migration from elsewhere in Indonesia; the emergence of new, exclusivist groups in both religious communities that have hardened the perception of the other as enemy; the lasting impact of the Maluku conflict; and the impact of developments outside Papua. National and local officials need to ensure that no discriminatory local regulations are enacted, and no activities by exclusivist religious organisations are supported by government funds.

  • Abstract: The Society of Muslim Brothers' success in the November-December 2005 elections for the People's Assembly sent shockwaves through Egypt's political system. In response, the regime cracked down on the movement, harassed other potential rivals and reversed its fledging reform process. This is dangerously short-sighted. There is reason to be concerned about the Muslim Brothers' political program, and they owe the people genuine clarifications about several of its aspects. But the ruling National Democratic Party's (NDP) refusal to loosen its grip risks exacerbating tensions at a time of both political uncertainty surrounding the presidential succession and serious socio-economic unrest. Though this likely will be a prolonged, gradual process, the regime should take preliminary steps to normalise the Muslim Brothers' participation in political life.

  • Abstract: Le changement politique et économique réclamé par la population guinéenne au prix de près de 200 morts en janvier-février 2007 est largement compromis. Le limogeage du Premier ministre Lansana Kouyaté le 20 mai 2008 et son remplacement par Tidiane Souaré, un proche du président Lansana Conté, risque de compromettre l'ensemble du processus de réforme. Les déclarations apaisantes du nouveau chef de gou- vernement en faveur de l'inclusion et de la poursuite du « changement » ne doivent pas faire illusion. Le gouvernement Souaré-Conté a toutes les chances de remettre en cause les promesses d'élections législati- ves crédibles en décembre 2008, de compromettre le redressement économique du pays et d'enterrer la commission d'enquête indépendante qui doit identifier et poursuivre les auteurs de la répression sanglante de janvier 2007. Plus que jamais, les acteurs de la société civile, les responsables des partis politiques, les auto- rités religieuses et tous ceux qui souhaitent le chan- gement doivent opposer un front uni à la restauration du pouvoir sans partage de Lansana Conté.

  • Abstract: La Guinée-Bissau a besoin d'un Etat. Ses structures politiques et administratives ne lui permettent ni de contrôler son territoire, ni d'assurer les services publics minimums, ni de contrebalancer la domination politique de l'armée. Cette faiblesse structurelle est à l'origine de crises politiques récurrentes, de coups à répétition et de la prolifération de réseaux criminels. Cependant, la Guinée-Bissau semble être engagée aujourd'hui dans un nouvel élan grâce au pacte de stabilité politique signé par les trois partis politiques les plus importants en mars 2007. Le risque est réel de voir le pays devenir un narco-Etat et un no man's land politique et administratif, ouvert à tous les trafics et aux réseaux terroristes du Maghreb. La communauté internationale devrait d'urgence soutenir les efforts du gouvernement actuel pour consolider la démocratie, réformer le secteur de la sécurité et construire des structures étatiques viables.

  • Abstract: The government of Thai Prime Minister Samak Sundaravej is struggling for political survival and has handed the military full responsibility for tackling the violent insurgency in the Muslim-dominated Deep South, which has claimed more than 3,000 lives in the past four years. The military has restructured its operations and has made headway in reducing the number of militant attacks, but temporary military advances, though welcome, do nothing to defuse the underlying grievances of the Malay Muslim minority. For that to happen, the otherwise preoccupied government needs to find the will and energy to undertake a serious policy initiative.

  • Abstract: Three years after the 15 August 2005 signing of the Helsinki Memorandum of Understanding between the Indonesian government and the Free Aceh Movement (Gerakan Aceh Merdeka, GAM), Aceh is politically vibrant but on edge. The sources of unease are several. As preparations get underway for the April 2009 parliamentary elections with 44 parties – six local, 38 national – in contention, the military is worried about Partai Aceh, the GAM party, winning control of local legislatures and challenging Jakarta's authority. Partai Aceh is worried about overt or covert interference from Jakarta, and smaller parties are worried about intimidation by Partai Aceh. Election officials are concerned a dispute between Jakarta and Aceh over candidate requirements could delay the polls, and other struggles with the central government are brewing. Everyone is worried about the health of Governor Irwandi Yusuf, a GAM leader with unparalleled ability to manage competing demands in post-conflict Aceh, who suffered a sudden illness – officially undisclosed but widely reported as a slight stroke – in August.

  • Abstract: The inter-party negotiations that have sought to end Zimbabwe's political, economic and now full-blown humanitarian crisis following the fraudulent June 2008 presidential election run-off are hopelessly deadlocked. Robert Mugabe and his ZANU-PF will not accept genuine power sharing, and Morgan Tsvangirai and his Movement for Democratic Change (MDC) are unwilling to join a ZANU-PF dominated administration as a junior partner, responsible for ending international isolation but without authority to implement needed reforms and emergency humanitarian relief.
