Sudan's Comprehensive Peace Agreement (CPA) was signed in 2005, ending two decades of war between Sudan's central government and the Southern-based Sudan People's Liberation Movement/Army. The CPA shares wealth and power between Sudan's powerful Centre, a newly autonomous South, and Sudan's other vast, diverse, impoverished peripheries. The bold peace gave new legitimacy to the two parties, who agreed to face their first competitive elections in 2009. Southern Sudan will have a referendum on self-determination in 2011.

This report is a study of three peace processes in the Horn of Africa, a region of Africa distinguished by the prevalence and persistence of armed conflict. It deals with the Algiers Agreement of December 2000 between Ethiopia and Eritrea, the Somalia National Peace and Reconciliation Process concluded in October 2004 and the Sudan Comprehensive Peace Agreement of January 2005. It examines in turn the background and historical context of the conflicts that these peace agreements were intended to resolve. It charts the developments since the agreements were signed, seeking to assess how far they have achieved successful outcomes for peace and stability. The results are very mixed.

In March 2005 the report of the Commission for Africa called for a sea change in the way the business community engaged in the development process in Africa. The G8 Gleneagles summit that July made a series of commitments on boosting African development, while in London a new international network was launched to bring G8 and African business leaders together to build on the momentum of the Commission and the UK's dual G8 and EU presidencies. Business Action for Africa (BAA) declared its aims as: to present a clear African and international business voice to promote growth and poverty reduction; to promote more positive, balanced perceptions of Africa; and to develop and showcase good business practice.

Sierra Leone is a success story of international intervention to put an end to a brutal civil war. Yet there is considerable disillusionment in many quarters at the lack of progress in tackling the issues that caused the war, such as corruption and the exclusion of many from access to resources and public services. This report describes the collaboration between the international community and the Sierra Leone government in building and reforming state institutions during the civil war and its aftermath. It assesses the progress made, draws conclusions about the achievements and suggests lessons for donors that may be applicable more widely.

Now that the Democratic Republic of Congo has held a series of elections that mark the end of the long transition period, new institutions are being put in place at the national and provincial levels. The paper retraces the enduring legacy of mismanagement, corruption and human rights violations which was left by Mobutu Sese Seko's regime (1965-97) and was deepened during the following six years of conflict and three years of the transition period. This paper shows that a culture of impunity compounded by an inversion of moral values persists and will be among the many challenges confronting the leaders of the new regime.

Financial crime linked to Nigeria is a large and pressing problem for the British authorities, which are short of the information and resources needed to deal with it. Nigeria-related financial crime has grown in significance partly because it is not seen as a priority area. Private-sector fraudsters and corrupt public officials and British companies have profited from the general Western focus on terrorist financing, drugs and people-trafficking. Other types of corruption and money-laundering, some of which involve British business people, have often been neglected.

Angola is no longer at war except in its Cabinda province. This report summarizes the British-Angola Forum 2003 conference which focused on whether there was a peace dividend and what the post-conflict priorities for reconstruction and development should be. The opportunities and challenges are many, but many speakers emphasized how slow post-conflict democratic change is. Key issues examined in the British-Angola Forum's 2002 conference were as pertinent as ever. The confrontation between transparency and sovereignty continues to resonate especially.
