1. Demographic Trends and Youth Empowerment in Africa

Abstract:
Many of the fastest growing populations are in the world’s poorest countries, putting them at a critical threshold: either they will accelerate economic growth and innovation by investing in their burgeoning youth population or the rapid population growth coupled with a shortage of opportunities for young people will undermine advances in health, development, and ultimately security. These demographic trends, most notable in sub-Saharan Africa, are often referred to as a “youth boom” or a “youth bulge.” Given the enormous implications of these demographic shifts, U.S. assistance should promote young people’s health and development, with particular emphasis on empowering young women. Investments in human capital and gender equality would yield enormous benefits in improving health, reducing poverty, and increasing economic and political stability. Given that these goals align so strongly with U.S. national interests, they benefit from strong bipartisan support. The U.S. government has an important role to play in helping countries address these demographic issues by expanding access to adolescent health, voluntary family planning, HIV services, educational opportunities for girls, and youth employment, and ensuring the meaningful engagement of young people in program design and implementation. This builds on a remarkable legacy of U.S. engagement in many areas that could help countries to empower young people and build critical life skills and resilience. This paper outlines a number of policy options that Congress could undertake to advance these goals, including: establishing a youth health and empowerment fund within USAID to incentivize USAID missions to develop a cross-sectoral package of services to address both the root causes of the demographic trends and the immediate needs of young people; holding hearings on the demographic trends and their potential impact (both positive and negative) on U.S. health, development, and security goals for the region, to determine if a new, multi-sector approach is needed; ensuring that the new U.S. International Development Finance Corporation (IDFC) invests in women’s economic empowerment and health in developing countries; and requesting more in-depth analysis from the intelligence community examining how gender inequality and the demographic trends—including youthful age structure and rapid urbanization—in fragile states contribute to economic and political instability and pose threats to regional security.

Abstract:
A troubling increase in violent attacks in Niger suggests that conflict could be spilling further into the interior of the country, placing a challenge before a Nigerien government under domestic and international pressure to respond, and putting stress on a largely military that is already stretched to its limits. As the government in Niamey along with its partners in Washington and Paris formulate strategies to contend with the violence, they would be well served to ensure that additional investments in military capacity are carefully balanced with an emphasis on accountability and governance, civilian protection, and finding appropriate channels to address conflict through localized political processes.

3. ‘Peace’ in Afghanistan, Iraq, Syria, Libya, and Yemen

In fairness, peace almost always consists of a pause in the fighting that becomes a prelude to war. Taking modern Europe as an example, the Napoleonic wars were punctuated by failed peace attempts, and then led to the rise of Germany and a whole new series of wars with Austria, Denmark, and France. The repressive peace settlements following Europe’s upheavals in 1848 set the stage for decades of new rounds of conflict and revolution. World War I led to World War II, and then led to the Cold War and now to the Ukraine. Nevertheless, the current U.S. efforts to support peace negotiations in Afghanistan and the Middle East seem remarkably weak even by historical standards. In the case of Afghanistan, “peace” is being negotiated without even the same cosmetic level of local government participation that occurred in Vietnam. It is being negotiated when there is no political stability to build upon, and no apparent prospect that the coming election can bring real unity or effective leadership.

4. The Art of Summitry

It has recently become fashionable to host a regional summit with African leaders. The Arab states, China, the European Union, France, India, Russia, and Turkey all established high-profile diplomatic forums with African counterparts. Japan has been one of the pacesetters, inviting African governments, as well as multilateral institutions, to attend TICAD since 1993. TICAD’s seventh iteration, which was staged in Yokohama from August 28- 30, 2019, welcomed 42 African presidents, vice presidents, and prime ministers and witnessed the signing of 110 memorandums of understanding (MOUs) with African countries and private-sector companies.1,2 The United States chaired one such event, the U.S.-Africa Leaders Summit, in August 2014. While it represented a milestone in U.S.-African diplomatic engagement, the United States has not attempted anything on the same scale since. In 2016, the U.S. Department of Commerce with Bloomberg Philanthropies chaired a second U.S.-Africa Business Forum. President Trump met with eight sub-Saharan African leaders on the margins of the UN General Assembly in 2017 and separately invited Nigerian president Muhammadu Buhari and Kenyan president Uhuru Kenyatta to the White House in 2018. If the U.S. government decides to resume the U.S.-Africa Leaders Summit, it has the potential to deepen ties between the United States and African counterparts, as well as promote trade and investment and advance signature initiatives.

5. Eritrea: The Independence Struggle and the Struggles of Independence

Abstract:
Eritrea’s saga of achieving independence in 1993 entails a brutal 30-year war and the mobilization of a remarkable national liberation movement. In the late nineteenth century, this small state in the Horn of Africa suffered under the colonial domination of the Italians, followed by Ethiopia’s imperialism and military rule. Self-determination, not secession, was sought by Eritrean nationalists because they never accepted colonial rule or Ethiopia’s sovereignty. After a war that included near victory in the mid-1970s, internecine splits, and a strategic retreat to a mountain redoubt in the far northwest, the Eritrean People’s Liberation Front (EPLF) defeated the Soviet-backed Ethiopian army and seized control of all of Eritrea in May 1991. The postwar independence era started with great hopes, a referendum in which 99 percent of the population voted in favor of independence, the conversion of the rebel movement into a ruling party, and the creation of a consultative process to write a new constitution. In 1998, however, a border war broke out with Ethiopia, resulting in the almost complete militarization of Eritrean society. In 2001, a group of leaders who played key roles in the liberation war demanded political reforms and were arrested by President Isaias Afwerki. Since then Eritrea has experienced the complete closure of political space, economic decline, international sanctions, and isolation. It ranks near the bottom of global assessments regarding democracy, human rights, religious freedom, and free media.

6. The Game Has Changed: Rethinking the U.S. Role in Supporting Elections in Sub-Saharan Africa

It is election season again in sub-Saharan Africa. Roughly every five years, the region faces a tidal wave of elections. In previous cycles, starting in the mid-1990s, the outcome was generally predictable. The ruling party leveraged its considerable advantages—including access to state resources—to secure another term. If the incumbent party rigged the poll, international monitors easily spotted the fraud and strenuously objected, even if to little effect. For the past two decades, five out of every six elections have produced the same result. This next batch of some two dozen elections will be different. A combination of demographic, technological, and geostrategic developments is disrupting the region’s electoral landscape. African leaders, opposition, and publics are adapting and writing a new playbook in the process. From street protests and parallel vote counts to election hacking and internet shutdowns, sub-Saharan African politics are becoming more competitive and more unpredictable. The case for democracy and improving the quality of elections is not simply a moral or altruistic one. U.S. national security objectives, including promoting prosperity and stability, are more achievable in democratic systems. Autocratic regimes, in contrast, worsen corruption, undercut sound economic management, and fail to produce long- term growth. Indeed, recent research indicates that Africa’s democracies grow at a faster rate than its autocracies, and this is more pronounced among countries that have been democracies for longer.1 Moreover, historically, democracies rarely have gone to war with one another. If the United States wants to advance its broad objectives in the region, it will need to reconceptualize its investments, partnerships, and interventions regarding elections.

7. Innocent Bystanders

Abstract:
Speaking at the United Nations General Assembly, President Nana Akufo-Addo of Ghana warned of the repercussions of escalating U.S.-China trade tensions on African nations. Although largely absent from the discourse surrounding the so-called “trade war,” sub-Saharan Africa has suffered from its impacts. Uncertainty hovering over global and African markets has already undermined investor confidence, triggering drops in commodity prices and local currencies. A slowdown in Chinese production and global growth could threaten to throw African markets further off balance. U.S. protectionist measures stand out for their repercussions on African economies and U.S.-Africa relations. Tariff tensions risk indirectly undercutting U.S. goals of promoting African self-reliance, increasing U.S.-Africa trade and investment, and countering China’s expanding influence on the continent.

8. Building a Big Tent for Agricultural Transformation in Ethiopia

Abstract:
Ethiopian Prime Minister Abiy Ahmed has been widely hailed for his promises to open political space, usher in economic liberalization, and remake the country’s poor record on human rights. However, to truly transform his country, Dr. Abiy must first transform agriculture, which is the nucleus of the Ethiopian economy and by far the largest employer. Drawing on interviews and focus groups with seventy stakeholders, this report examines the past wins, current endeavors, and future challenges of Ethiopia’s Agricultural Transformation Agency (ATA), a federal entity established in 2010 to drive fundamental changes for the country’s 15 million smallholder farmers. It highlights the relationship between the ATA and the Ethiopian Ministry of Agriculture, the importance of innovation in agricultural transformation, and the role donors like the United States government can play in supporting such-efforts for country-led development.

9. U.S. Economic Engagement in Africa: Making Prosper Africa a Reality

While other countries have ramped up their economic engagement with Africa via trade, investments, and private sector financing, the United States has remained, for the most part, disengaged. Though decades-long U.S. government initiatives in Africa are indicative of longstanding relations, the reality is that these initiatives have not been enough for the United States to compete in the changing development landscape. On December 13, 2018, the Trump administration launched the Prosper Africa initiative, which seeks to open markets for American businesses, grow Africa’s middle class, promote youth employment opportunities, improve the business climate, and enable the United States to compete with China and other nations who have business interests in Africa. This short report discusses some of the challenges and opportunities for U.S. engagement with the continent and presents a series of recommendations for the policymakers driving the Prosper Africa initiative forward.

10. Iraq After ISIS: The Other Half of Victory Dealing with the Civil Dimension

Abstract:
The United States, its allies, and international organizations are just beginning to come to grips with the civil dimensions of "failed state" wars in Afghanistan, Iraq, Libya, Somalia, the Sudans, Syria, and Yemen. In each case, it is clear that the civil dimension of the war will ultimately be as important as the military one. Any meaningful form of "victory" requires far more than defeating the current extremist threat in military terms, and reaching some temporary compromise between the major factions that divide the country. The current insurgent and other security threats exist largely because of the deep divisions within the state, the past and current failures of the government to deal with such internal divisions, and the chronic failure to meet the economic, security, and social needs of much of the nation's population. In practical terms, these failures make a given host government, other contending factions, and competing outside powers as much of a threat to each nation’s stability and future as Islamic extremists and other hostile forces. Regardless of the scale of any defeat of extremists, the other internal tensions and divisions with each country also threaten to make any such “victory” a prelude to new forms of civil war, and/or an enduring failure to cope with security, stability, recovery, and development. Any real form of victory requires a different approach to stability operations and civil-military affairs. In each case, the country the U.S. is seeking to aid failed to make the necessary economic progress and reforms to meet the needs of its people – and sharply growing population – long before the fighting began. The growth of these problems over a period of decades helped trigger the sectarian, ethnic, and other divisions that made such states vulnerable to extremism and civil conflict, and made it impossible for the government to respond effectively to crises and wars.

11. What Is the U.S. Trade and Development Agency?

Abstract:
The U.S. Trade and Development Agency (USTDA) is a small independent federal agency whose mission is to help American “companies create U.S. jobs through the export of U.S. goods and services for priority development projects in emerging economies.” USTDA links American businesses to export opportunities in emerging markets by funding activities such as project preparation and partnership building in sectors including transportation, energy, and telecommunications. Since it was established 25 years ago, the agency has generated a total of $61 billion in U.S. exports and supported over 500,000 American jobs. In connecting American business to such opportunities, USTDA also links American technology’s best practices and ingenuity with U.S. trade and development policy priorities. USTDA is an instrument to enable American-led infrastructure development in emerging economies and, therefore, frequently sees increasing competition from government-backed Chinese firms and the challenge they can pose to American commercial engagement under the flag of One Belt, One Road (OBOR). OBOR is paving the way for Chinese engineering, procurement, and construction companies to prepare and develop infrastructure projects in OBOR countries in a way that favors Chinese standards, thereby exerting significant pressure to select Chinese suppliers. This creates a potentially vicious cycle—the more China builds, the faster their standards become the international norm, and, ultimately, this cycle could foreclose export opportunities for U.S. businesses and harm American competitiveness in global infrastructure development. U.S. exporters are increasingly requesting USTDA intervention at the pivotal, early stages of a project’s development, to compete in markets, such as the OBOR countries, where they frequently face Chinese competition. Of note, 40 percent of USTDA’s activities in 2016 were in OBOR countries across South and Southeast Asia, Central Asia, the Middle East, and Africa. Although there are other agencies that may seem to do work similar to USTDA, there are various aspects that make it a unique agency. This paper provides a brief description of USTDA, its origin and evolution, the impact on the U.S. economy and its proactive collaboration across U.S agencies. Finally, it offers a set of recommendations for USTDA on how to improve its operations and strengthen its role in the developing world.

12. A Role for Social Protection Investments to Support Food and Nutrition Security

Abstract:
Social protection programming, such as cash transfers and vouchers provided at the individual or household level, has become increasingly prominent as a tool to combat food insecurity worldwide. Advantages of a social protection approach include the ability to target and reach the most vulnerable segments of society and to provide direct support for basic needs without reliance on complex causal pathways.The U.S. Agency for International Development (USAID) invests relatively little in social protection despite its flagship initiative, Feed the Future, which seeks to mitigate food insecurity and to reduce the prevalence of stunting in 12 countries (formerly in 19). Ghana’s LEAP (Livelihood Empowerment Against Poverty) program represents an exception to the U.S. investment pattern. In partnership with UNICEF, USAID/Ghana has made noteworthy investments in the expansion of the LEAP cash transfer program to add a new eligible group of beneficiaries: pregnant women and children under one year old. The intention to intervene during pregnancy and the first year of life is motivated by a growing understanding that good nutrition during this window is critical to physical and cognitive health and human development outcomes that last a lifetime. This report explores the development of Ghana’s LEAP program since 2008; its current coverage, successes, and challenges; and opportunities for both the government of Ghana and donor partners to spearhead continuous improvements for program outcomes and resource efficiency.

13. The Revolution in Civil-Military Affairs

Abstract:
The U.S. has learned many lessons in its wars in Afghanistan, Iraq, and Syria—most of them the hard way. It has had to adapt the strategies, tactics, and force structures designed to fight regular wars to conflicts dominated by non-state actors. It has had to deal with threats shaped by ideological extremism far more radical than the communist movements it struggled against in countries like Vietnam. It has found that the kind of “Revolution in Military Affairs,” or RMA, that helped the U.S. deter and encourage the collapses of the former Soviet Union does not win such conflicts against non-state actors, and that it faces a different mix of threats in each such war—such as in cases like Libya, Yemen, Somalia and a number of states in West Africa. The U.S. does have other strategic priorities: competition with China and Russia, and direct military threats from states like Iran and North Korea. At the same time, the U.S. is still seeking to find some form of stable civil solution to the conflicts in Afghanistan, Iraq, and Syria—as well as the conflicts Libya, Yemen, Somalia, Sudan and West Africa. Reporting by the UN, IMF, and World Bank also shows that the mix of demographic, political governance, and economic forces that created the extremist threats the U.S. and its strategic partners are now fighting have increased in much of the entire developing world since the attack on the World Trade Center and Pentagon in 2001, and the political upheavals in the Middle East and North Africa in 2011. The Burke Chair at CSIS has prepared a working paper that suggests the U.S. needs to build on the military lessons it has learned from its "long wars" in Afghanistan, Iraq, and other countries in order to carry out a new and different kind of “Revolution in Civil-Military Affairs,” or RCMA. This revolution involves very different kinds of warfighting and military efforts from the RMA. The U.S. must take full advantage of what it is learning about the need for different kinds of train and assist missions, the use of airpower, strategic communications, and ideological warfare. At the same time, the U.S. must integrate these military efforts with new civilian efforts that address the rise of extremist ideologies and internal civil conflicts. It must accept the reality that it is fighting "failed state" wars, where population pressures and unemployment, ethnic and sectarian differences, critical problems in politics and governance, and failures to meet basic economic needs are a key element of the conflict. In these elements of conflict, progress must be made in wartime to achieve any kind of victory, and that progress must continue if any stable form of resolution is to be successful.

14. Assessing the Growth Potential of Eastern Congo’s Coffee and Cocoa Sectors

During the past decade, donors and companies have begun to build viable coffee and cocoa sectors in the Democratic Republic of the Congo (DRC). The locus of activity has been in eastern Congo, where decades of conflict and poor governance have displaced populations and ruined livelihoods. While the political and security environment in the DRC does not favor large-scale cash crop production, the climatic conditions do. Eastern Congo, particularly the provinces of North Kivu and South Kivu, produces excellent coffee and cocoa. Furthermore, eastern Congo has a successful history of large-scale coffee production, first under the Belgian colonists, then in the first decades of independence before the sector fell apart under President Mobuto Sese Seko. The recent entry into eastern Congo of development dollars and private-sector partners, ranging from small traders to retail giants like Starbucks, has provided a foundation to expand the DRC’s agricultural export sector. These groups and individuals have taken a risk on a country that has largely been written off by an international community disillusioned by endemic crisis and corruption. Now it is up to the DRC to reward this show of faith by taking steps to attract a larger pool of investors focused on achieving both financial returns and positive social impact. The DRC can only do this by forging a vision for the cash crop sector, putting its own resources into its development, and taking actions to improve the business environment. Any credible strategy for expanding the agricultural export economy in eastern Congo must be centered on sustainable growth that benefits smallholder farmers and their communities and helps cement peace in a volatile region. With future global supplies of coffee and cocoa threatened by farmer poverty, the impact of climate change, and corporate doubts about the sectors’ profitability, the DRC can create a market opportunity for itself, provided it shows vision and intelligence. If the DRC can learn from mistakes made by other producing nations, it has the potential to build a thriving cash crop sector that not only benefits the national economy but improves the lives of some of its most vulnerable citizens. Realizing this vision, however, will not be easy. Daunting barriers stand in the way of a large, successful cash crop sector. Farmers are poor, lack support, and struggle to access finance. Their trees are old, badly maintained, and low-yielding. Companies worry about the expense and logistical challenges of getting produce out of the country, at volume. Insecurity and poor governance create a level of unpredictability that deters potential investors. This report weighs up the size of these risks, compared with the opportunities on offer, and suggests some strategies for overcoming them. Material is drawn from expert interviews and a literature review of global best practices in the coffee and cocoa sectors. The evidence suggests that expectations for the DRC should be realistic. Eastern Congo is highly unlikely to become the next Colombia of coffee production or displace Côte d’Ivoire as the world’s leading source of cocoa. Nevertheless, there is potential to scale up coffee and cocoa production in the DRC in a sustainable way that improves the livelihoods of smallholder farmers. Success will depend on: Effective partnerships between donors, private-sector actors all the way along the value chain, and the Congolese government, which must lay out a compelling strategy for expanding the agricultural export sector and rally support around it. Sustained training of farmers and cooperatives that increases production of coffee and cocoa without compromising on quality. Increasing the flow of capital into eastern Congo’s agricultural sector by deploying new, innovative financing mechanisms and technologies. Finding new ways to market Congolese products that connect with consumers and shift a greater share of value chain profits toward smallholder farmers.

15. Urbanization in Sub-Saharan Africa Meeting Challenges by Bridging Stakeholders

Abstract:
Urbanization is transforming the world. According to the 2017 Drivers of Migration and Urbanization in Africa report by the United Nations, more than half of the global population now lives in urban areas. This figure is projected to increase to 75 percent by 2050, at a growing rate of 65 million urban dwellers annually. Sub-Saharan Africa (SSA) is often regarded as the world's fastest urbanizing region. Urban areas currently contain 472 million people, and will double over the next 25 years. The global share of African urban residents is projected to grow from 11.3 percent in 2010 to 20.2 percent by 2050. SSA’s 143 cities generate a combined $ 0.5 trillion, totaling 50 percent of the region’s gross domestic product (GDP). Urban centers play a critical role in fighting poverty and sustaining economic growth, and are often considered the future of prosperity in the developing world. While strategic urbanization is highly dependent on national macroeconomic policymaking, city governments, the private sector, development practitioners, and urban planners also have critical roles to play. Linking the urbanization management efforts of different stakeholders presents an opportunity for economic growth in a region undergoing an immense demographical shift.

U.S. strategy in the Eastern Mediterranean is long overdue for revision. Policies, priorities, and activities girded by U.S.-led alliance structures were developed to stabilize Europe and deter Soviet aggression at the dawn of the Cold War. Seventy years later, they are no longer fit for purpose. However, the region remains a linchpin for an array of vital U.S. interests. In the last decade alone, regional conflicts and state fragmentation have caused millions of migrants and internally displaced to flee their homes, creating one of the largest migration crises since World War II. The arrival of an unprecedented number of migrants has triggered political backlash and polarized domestic politics in Europe and in the Eastern Mediterranean. Many of the littoral states in the Eastern Mediterranean have faced destabilizing economic crises that have created deep political and strategic vulnerabilities. Significant natural gas deposits discovered off the coasts of Israel, Cyprus, and Egypt could boost regional economic prospects as a potential energy-producing region, but a divided Cyprus, historical animosities, as well as a lack of infrastructure connectivity hinder this regional economic potential.

17. Maghreb Neutrality: Maghreb-Gulf Arab Ties Since the GCC Split

One year since a diplomatic crisis split the Gulf Cooperation Council (GCC), Morocco, Algeria, and Tunisia have maintained neutral positions towards the feud. In light of deepening ties between the Maghreb and GCC states—and the pressure by some Gulf regimes on their allies to choose sides—the Maghreb’s neutrality has been particularly notable. The ability of Maghreb governments to stay out of the crossfire of the intra-GCC conflict demonstrates pragmatism and confidence as well as the limits of GCC influence in the Maghreb. The stakes were different for each Maghreb country in pursuing neutrality on the Gulf rift. At stake for Morocco were billions of dollars in aid and investment promised by Saudi Arabia and the UAE, as well as diplomatic support for Morocco’s sovereignty over Western Sahara, Rabat’s top foreign policy priority. For cash-strapped Tunisia, Gulf aid and investment are critical, but aligning with either side in the Gulf dispute would have jeopardized its single most important political achievement in the post-Ben Ali era—the political compromise between the Ennahda and Nidaa Tounes parties. Algeria’s financial independence and mistrust of external intervention has made it the least susceptible to GCC intervention and influence. Conflict-torn Libya is an outlier, and for the foreseeable future will continue to be an arena for GCC intervention and proxy struggles. Gulf Arab-Maghreb ties will continue to matter for both sides. The Maghreb will continue to be dependent on Gulf aid and investment, and the Gulf will look to maintain strategic ties with its Maghreb partners. But moving forward, those ties will be shaped more by pragmatism and self-interest than political or ideological cohesion.

18. Terrorism: U.S. Strategy and the Trends in Its “Wars” on Terrorism

The United States has now been at war in Afghanistan for some seventeen years and been fighting another major war in Iraq for fifteen years. It has been active in Somalia far longer and has spread its operations to deal with terrorist or extremist threats in a wide range of conflicts in North and Sub-Saharan in Africa, South Asia, and South East Asia. In case after case, the U.S. has moved far beyond counterterrorism to counterinsurgency, and from the temporary deployment of small anti-terrorism forces to a near "permanent" military presence. The line between counterterrorism and counterinsurgency has become so blurred that there is no significant difference. The national academic consortium for the Study of Terrorism and Responses to Terrorism (START) has just issued new trend data on terrorism that are updated through the end of 2017. When they are combined with other major sources of data on terrorism, they provide the ability to trace the history of U.S. "wars" against terrorism in countries like Afghanistan, Iraq, and Syria. They show the results of America's "long wars" of attrition where it is increasingly unclear that the United States has a strategy to terminate them, or has the capability to end them in ways that create a stable and peaceful state that can survive if the United State should leave. This summary both summarizes how the trends in such data reveal the patterns in terrorism and impact on U.S. strategy. The Issue According to the International Energy Agency (IEA) and the World Bank, approximately 1.06 billion people around the world still lack access to electricity. Furthermore, both institutions predict that despite efforts to expand universal access, the world will fail to meet the 2030 “sustainable energy for all” (SE4All) target. India remains one of the largest contiguous economic markets of unelectrified people, along with the sub-Saharan Africa region. In India, the challenge of electrification is complicated by politics of electricity, which have left state-owned utilities struggling to expand distribution networks and provide reliable power at below-market rates for residential and agricultural needs. Recognizing the limitations of centralized grid extension, the government of India has plans to achieve universal electrification with the help of off-grid systems, suggesting a sizeable potential market for decentralized energy technologies and business models lasting well into the future. Questions remain that if answered could help development practitioners and scholars understand what factors are affecting access to electricity and what kinds of issues need to be resolved to achieve quality universal access. This brief acknowledges that many institutions at the global and country level are hard at work helping address and analyze the energy access challenge. To further their efforts, this brief compiles the key research needs in energy access, based on extensive interviews conducted in-person and via email 1, with scholars and development practitioners in the energy access sector mainly in India, with a special emphasis on solar photovoltaic (PV) technologies used for electrification.

When the border dispute between Eritrea and Ethiopia descended into bloody conflict in 1998, few could have predicted where a peace agreement would be signed some 20 years later. On September 16, 2018, the Eritrean and Ethiopian leaders sat at desks facing one another in the middle of a lavish hall in the Peace Palace in Jeddah. A huge portrait of Abdulaziz, Saudi Arabia’s first king, loomed over them. King Salman bin Abdulaziz sat underneath, with Crown Prince Muhammad bin Salman and the secretary general of the United Nations Antonio Guterres on either side. The optics were clear: It was under Saudi sponsorship that decades of conflict ended. The deal would be known as the “Jeddah Peace Agreement.”1 The Jeddah Peace Agreement is the latest example of Arab Gulf states’ increasingly assertive interventions in sub-Saharan Africa. Although the Arabian Peninsula shares historic religious, economic, and linguistic links with parts of sub-Saharan Africa, Gulf Cooperation Council (GCC) states have rapidly deepened their economic and security ties across the African continent in the last decade, and a growing diplomatic role has followed. Gulf states are seeking to demonstrate their status on the world stage by acting as powerbrokers in African conflicts, and they have also attempted to secure the backing of African states in their own disputes. As they prepare to play a more significant role on the world stage, GCC states have come to view sub-Saharan Africa as a laboratory in which they can test more assertive international interventions.

Since gaining its independence from Sudan in 2011, South Sudan has struggled to fulfill the promise of a new nation, eventually descending into civil war in late 2013. The country is now bearing the devastating human and financial costs of a complex conflict with ever-changing armed and political actors. Aid organizations face an array of humanitarian access constraints while working to address the acute needs of 7 million people, roughly half of the country. Although there is cause for cautious optimism after a peace agreement was signed in September 2018, these humanitarian needs will only grow in the absence of sustainable peace and a political solution to the man-made crisis in South Sudan.

Civil society plays a vital role in society. Non-governmental organizations (NGOs) connect citizens and governments, hold governments accountable, and advocate for citizens’ interests. After being widely celebrated in the 1990s, civil society across the world is now facing shrinking support and growing restrictions. Drivers behind these restrictions in Tunisia include professed concerns about terrorism, a dominant security agenda, and the shift within civil society from service delivery to advocacy, which can seem threatening to governments. Government restrictions most often target the social justice sector and obstruct the work of NGOs through legal restrictions, financial measures, and direct threats to civic actors. Recently, many governments have intensified accusations that civil society and its activists are anti-development, work against economic security, or are terrorist sympathizers or supporters. This paper explores the status of civic space in Tunisia and its development from the most repressive civic space in the Middle East and North Africa during Zine El Abidine Ben Ali’s regime to an open civic space following the 2011 Arab Spring. It also highlights the various ways in which civil society has responded to the closing of civic space, especially as it pertains to pushing back against problematic laws through the formation of domestic coalitions.

Africa's changing economic landscape is prompting a shift in how U.S. policymakers view the continent. High growth rates, new technologies, and a rapidly expanding consumer class are driving greater global competition for investment and access to potential export markets, and the United States is recognizing that it will need to step up its game to remain relevant and influential in an increasingly crowded and competitive environment. This will mean placing a stronger emphasis on strengthening trade and investment ties and encouraging U.S. companies to take fuller advantage of expanding opportunities. Playing up these opportunities will not only serve long-term U.S. commercial interests in Africa but will serve U.S. development and diplomatic objectives as well. U.S. investments, done right, can have long-term development impacts in Africa, through technology and knowledge transfer, training, systems development, and partnerships. And a new, more optimistic engagement with Africa's citizens and entrepreneurs will have strong resonance with the continent's up-and-coming generation, creating links based on enduring mutual interest.

The September 2013 attack on Nairobi's Westgate Shopping Center, which left more than 70 people dead, has positioned the Somali extremist group, Al-Shabaab, firmly in the global spotlight. While some observers have interpreted the attack as a sign of "desperation," others perceive it as an indication of Al-Shabaab's reformation and resurgence under the leadership of the movement's Amir, Ahmed Abdi aw Mohamud Godane. The reality is, as usual, more complex. Westgate provided a glimpse of a movement in the throes of a protracted, fitful, and often-violent transition: Al-shabaab is in the process of reinventing itself.

In June 2014, a small team from the CSIS Global Health Policy Center traveled to Ghana to examine U.S. bilateral support for maternal, neonatal, and child health (MNCH). The purpose of the trip was to plan a return visit with a delegation of U.S. congressional staff in August 2014. Ghana's mixed progress toward meeting Millennium Development Goals (MDG) 4 and 5 related to maternal and child health; its strong relationship on immunizations with Gavi, the Vaccine Alliance; and its longstanding partnership on health with the United States were all reasons we decided to examine the country's MNCH situation. By late July, the acceleration of the Ebola outbreak in West Africa led us to postpone the trip until emergency preparations are not a major focus of the Ghanaian government, the United States, and other partners. Considering the fruitful meetings we had in June, we have captured here some of our initial impressions, observations, and recommendations.

Insecticide (DDT) use to control malaria was first employed successfully in the antimalaria program in Greece in 1947. By 1951, DDT success in controlling malaria was reported in 22 countries. However, that year also saw the first report of DDT resistance, in Anopheles sacharovi in Greece. By 1954, resistance to DDT among mosquitos was known to be a global problem, documented in Europe, the Americas, Africa, and Asia. The World Health Organization–led Global Malaria Eradication Program (GMEP) began in 1955, when resistance was already pronounced worldwide. Scientists did not identify the underlying biochemical mechanism contributing to insecticide resistance until 1958. By then, insecticide resistance was recognized by many to be a major contributor to the ultimate dismantling of GMEP, given the limited capabilities and knowledge of the time. Consequently, the global focus shifted from malaria “eradication” to malaria “control” in the late 1960s.

Abstract:
The ability of a state to mobilize its own resources to pay for vital social services is at the heart of a well-functioning government. As developing countries have grown wealthier over the past de cade, they have seen a corresponding rise in the amount of domestic revenue available. The numbers are truly staggering: in 2012 developing and emerging economies mobilized $7.7 trillion in domestic resources. Even in sub- Saharan Africa, where the pace of change has been slower, domestic resources topped $530 billion in 2012; official development assistance in contrast totaled approximately $54 billion. Some of this is driven by the commodities boom of the past several years, but much is organic growth that has seen gross domestic product (GDP) rise. These domestic numbers, plus the rapid growth in private capital flows to the developing world, radically change the calculus of development financing.
