The withdrawal of international forces from Afghanistan will leave the country worse than it was before 2001 in some respects. There is no clear plan for the future. Washington will progressively lose its influence over Kabul, and drone operations in Pakistan are not a credible way to fight jihadist groups on the Afghanistan-Pakistan border. The situation will only worsen after 2014, when most U.S. troops are out of the country and aid going to the Afghan government steeply declines.

Despite successful parliamentary elections in early July, localized clashes over identity, power, and resources persist in Libya, straining the capacity of the weak government, deterring foreign investment, and possibly stunting the emergence of democratic institutions. The most pressing of these conflicts— growing insecurity in Libya's eastern region of Barqa, where Benghazi is located—is fueled by longstanding neglect, Salafi militancy, and fighting between ethnic Tabu and Arab tribes. Lacking an effective police and national army, the state is struggling for legitimacy and control of the east. It must act to restore the periphery's confidence in the center.

Since emerging as a new donor enthusiasm in the 1990s, governance support has become a major area of aid to developing countries. The idea that remedying debilitating patterns of inefficient, corrupt, and unaccountable governance will unlock developmental progress appeals not just to aid providers but also to ordinary people throughout the developing world who are angry at unresponsive and poorly functioning states. Yet despite the natural appeal of improving governance, it has proved challenging in practice. Many initial assumptions about the task have run aground on the shoals of countervailing realities. As a result, aid practitioners have begun accumulating important insights about how to improve governance aid: Governance deficiencies are often primarily political and cannot be resolved through technical assistance alone. Fostering citizen demand for better governance is as important as topdown efforts aimed at improving the “supply” of governance. Governance aid may be more effective at the local level than at the national level. Despite the intuitive appeal of governance best practices, concentrating on locally determined “best fit” may be more productive. Informal institutions are a central part of the governance puzzle and cannot be treated as developmental marginalia. Governance concerns should be integrated into the full range of assistance programming. Donor countries should address international drivers of poor governance. Aiding governance effectively requires development agencies to rethink their own internal governance. These eight insights represent the framework of an emergent but still tentative second generation of governance support. Often embraced in principle, they are still far from being widely implemented in practice.

Abstract:
The Egyptian economy is going through a critical period as the country transitions to democracy. While the shift from authoritarianism is certainly welcome, it has inevitably incited instability unknown to Egypt for the past thirty years. The implementation of economic reform amid this uncertainty is particularly challenging as political demands take precedence. The state attempted several times to revive the Egyptian economy since the Infitah, or “open door,” policy initiated by President Anwar Sadat in the mid-1970s. Successive, though unsuccessful, reform programs during the 1990s contributed to the pervasive poverty that served as a central driver of the 2011 Egyptian revolution and persists today. Past experiences can provide useful lessons for what to avoid in the future, even if they are unable to impart what exactly should be done.

The pursuit of nuclear arms control has enjoyed something of a renaissance recently, with the signing of the New Strategic Arms Reduction Treaty (New START) in spring 2010 in Prague. Whether that momentum will dissipate after New START or lead to further nuclear arms control agreements depends on several factors: The new U.S. and Russian nuclear doctrines. While there is always some distance between a state's declared policy and that policy's implementation, both documents show that, behind their more ambitious disarmament rhetoric, the United States and Russia maintain conservative nuclear policies that make radical nuclear disarmament unlikely—to say nothing of a nuclear-weapon-free world. The peculiarities of the recently signed and ratified New START agreement. Among these are the modest cuts stipulated by the treaty relative to its predecessors; the acrimonious ratification debates in both the U.S. and Russian legislatures; and the dim prospects for a follow-on agreement (in sharp contrast to the mood prevailing after past START agreements). The dynamics of obsolescence and modernization of U.S. and Russian strategic offensive forces. The United States should have little problem cutting its forces to get below New START's limits. Russia, however, will have problems, not in reducing its numbers, but in raising them to treaty ceilings, due to their removal of obsolete weapons from service and slow deployment of new systems. Either Russia can negotiate a New START follow-on treaty with even lower ceilings or it can accelerate the development and deployment of new systems. While the former is obviously a more attractive alternative, it would require the United States and Russia to resolve many thorny arms control issues, such as ballistic missile defense, conventional strategic weapons, and tactical nuclear weapons. Ballistic missile defense. President Obama's decision to modify the Bush administration's ballistic missile defense plans in Central Europe opened the way for New START and eased Russian concerns, even if they could never have been allayed entirely. Moscow believes that U.S. ballistic missile defense programs are ultimately designed to degrade Russia's nuclear deterrent, and it is far from clear that U.S. proposals to jointly develop such capabilities with Russia would allay those concerns—or that the idea even makes any sense. Russia's perceptions of U.S. conventional strategic weapons. Russian officials are especially concerned about the U.S. Prompt Global Strike concept and do not trust American assurances that such capabilities are only directed at terrorists and rogue states. There has already been some progress made in dealing with these weapons in negotiations, and future progress on this issue will likely depend on legal agreements and confidence-building measures to scale U.S. capabilities in ways that would threaten Russia's (or China's) strategic deterrent. Joint development of ballistic missile defenses with Russia. This issue could seriously complicate Washington's and Moscow's strategic relations with China and India. Officials on both sides would do well to start small and proceed step-by-step, using incremental successes to build the momentum necessary to work through more difficult issues. Non-strategic—that is, tactical—nuclear weapons. During the Cold War, the United States and Europe relied on tactical nuclear weapons to counterbalance Warsaw Pact superiority in conventional forces in Europe; today, the situation is reversed, with Moscow relying on tactical nuclear weapons as a counterbalance not only to NATO conventional superiority but also to U.S. strategic nuclear superiority and long-range precision-guided weapons. No one now knows which weapons systems should be categorized as non-strategic, and how limits across regions could be accounted for and verified. In addition, reviving the moribund Conventional Forces in Europe (CFE) Treaty is essential to dealing with the issue of tactical nuclear weapons.

Despite a limited increase in the incidence of protectionist measures during the recent financial and economic crisis, the effects on global trade appear small—the world, remarkably, did not resort to protectionism. In addition to the concerted stimulus measures, financial rescues, and the strengthening of lender-of-last-resort facilities that restricted the duration and depth of the economic downturn, the World Trade Organization's disciplines, enforceable through its dispute settlement mechanism, no doubt played an important role in staving off trade protection.

The protests that spread throughout the Middle East in the spring of 2011 are calling greater attention to reform in the region. King Abdullah II has attempted to launch a number of political reform initiatives in Jordan since coming to the throne in 1999. But all efforts to open up the political system have been thwarted by a resilient class of political elites and bureaucrats who feared that such efforts would move the country away from a decades-old rentier system to a merit-based one. This group accurately predicted that reform would chip away, even if gradually, at privileges it had acquired over a long period of time in return for its blind loyalty to the system. It thus stood firm not just against the reform efforts themselves, but also in opposition to the king's own policies.

A combination of two critical problems threatens to undermine the mission of the United States-led coalition in Afghanistan: the failure of the counterinsurgency strategy and a disconnect between political objectives and military operations. If anything, the current strategy is making a political solution less likely, notably because it is antagonizing Pakistan without containing the rise of the armed opposition. That has put the coalition in a paradoxical situation, in which it is being weakened militarily by a non-negotiated and inevitable withdrawal while at the same time alienating potential negotiating partners.

After the first Indian nuclear explosive test in 1974, seven nuclear supplier governments were convinced that the Nuclear Non-Proliferation Treaty (NPT) alone would not halt the spread of nuclear weapons—a view that developments in Iran, Iraq, North Korea, and elsewhere would later underscore. The seven governments formed the Nuclear Suppliers Group (NSG), and over the course of more than three decades, it has become the world's leading multilateral nuclear export control arrangement, establishing guidelines that govern transfers of nuclear-related materials, equipment, and technology. Yet, as a voluntary and consensus- based organization of 46 participating governments, the NSG today faces a host of challenges ranging from questions about its credibility and future membership to its relationship to the NPT and other multilateral arrangements.

As expected, Egypt's first parliamentary election after the overthrow of longtime leader Hosni Mubarak confirmed the popularity and organizational strength of the Muslim Brotherhood and Freedom and Justice Party, which won 77 of the 156 parliamentary seats contested in the first electoral round. Surprisingly, it also revealed the unexpected strength of the Salafi alliance, dominated by the al-Nour party, which secured 33 seats. Much to the discomfort of secular Egyptians and Western governments, Islamist parties now dominate the Egyptian political scene.

China is increasingly factored into U.S. nuclear strategy. When President Obama released the administration's Nuclear Posture Review (NPR)—a document that guides America's nuclear policy, strategy, capabilities, and force posture for the next five to ten years—in April 2010, China was named 36 times. By contrast, China was barely mentioned in the last NPR completed in 2002. The United States expressed its desire to enhance strategic stability with China, but there needs to be a better understanding of how China perceives America's nuclear posture.

The Muslim Brotherhood, the dynamic Islamist movement that has tried to navigate Egypt's semi-authoritarian system for over six decades, is facing a shrinking political space. For most of the past decade, the Brotherhood has expanded its political role, increasing from 17 to 88 members of Egypt's 620-member People's Assembly. Its success has brought increasing repression from the government. A range of measures have limited the Brotherhood's effective-ness in the People's Assembly, preventing it from forming a political party. This environment has led the movement to prioritize internal solidarity over parliamentary activities and refocus efforts on its traditional educational, religious, and social agenda. Can autocratic governments that incorporate elements of democracy provide good governance? The authors approach this question with an inductive study of Russia, which is widely regarded as a leading hybrid regime and an innovator in the field. They argue that for most of the past decade, and especially during Vladimir Putin's second term as president, Russia has been characterized by a hybrid regime that strongly resembles those in many other Eurasian states, as well as Venezuela and Iran. This type of regime combines a high degree of state centralization with the gutting of democratic institutions, and their sys-tematic replacement with substitutions that are intended to serve some of their positive functions without challenging the incumbent leaders' hold on power.

Their investment behavior continues to resonate across the world economy and their increasingly extroverted investment policy prompted a political backlash in mature economies. Reacting to this backlash, in October 2008 a group of 26 SWFs commit-ted themselves to transparency, good governance, and accountability standards by signing a voluntary code of principles, the “Generally Accepted Principles and Practices,” for SWFs (GAAP), also known as the “Santiago Principles.”

Since its founding in January 2007, al-Qaeda in the Islamic Maghreb (AQIM) has continued the jihadi fi ght begun by its predecessor, the Salafi st Group for Preaching and Combat (GSPC), against the Algerian government. Algeria's ability to contain the jihadis has forced AQIM to develop networks in the Sahara and to cooperate with smuggling rings there. Its mobile commandos, already active in Mauritania, now represent a serious security threat in northern parts of Mali and Niger, where they have abducted Westerners and frequently clashed with government forces.

Successful Israeli–Palestinian negotiations, whether the indirect talks begun in May 2010 or direct talks, will require a Palestinian leadership that enjoys adequate support in the West Bank and Gaza. Building the institutions of a Palestinian state is also crucial and long overdue. Prime Minister Salam Fayyad's two-year plan for institution building, announced in August 2009, is laudable but has significant limitations. That plan, and Palestinian decision making, suffer from a common problem: the suspension of normal political life since the 2007 rift with Hamas and Gaza coup. Without a presidential election, legitimacy is draining away from President Mahmoud Abbas; without a functioning Palestinian Legislative Council (PLC) and its ability to make laws, institution building is severely limited.

Al-Qaeda in the Arabian Peninsula (AQAP), an offshoot of Osama Bin Laden's terrorist network and a group that has been operating in Yemen and Saudi Arabia, presents a growing regional and international security challenge. Analysis of AQAP confirms that it has been adept at aligning the grievances of Yemeni communities with its own narrative of what is wrong and who is responsible. But AQAP's limited membership shows this has not translated into widespread recruitment because of dissonance between the organization's recommended course of action—violent jihad—and traditional Yemeni methods of seeking redress. Failure to address such grievances, however, runs the risk of increasing receptivity to alternative frameworks that include the use of violence.

The coalition strategy has reached an impasse. None of the efforts attempted since the summer of 2009 has halted the deterioration of the political and security situation. Although a few tactical successes might be possible, the coalition cannot defeat the Taliban or rally local commanders to its side. Moreover, the Karzai government enjoys very limited legitimacy and appears incapable of rebuilding a state that can assume responsibility for its own security in the foreseeable future. The coalition faces the risk of an endless engagement accompanied by an intolerable loss of life and treasure.

The Afghanistan problem has many angles, but a view from the North—the perspective of Russia—has been missing from many previous analyses. The ten-year-long Soviet military involvement in the country is too often dismissed as having little in common with NATO's current mission. The Soviet Union, after all, has failed, and NATO still plans to succeed. For the Russians themselves, the “Afghan syndrome” continues to be very powerful and warns against any new engagement in Afghanistan. While many in Russia still see developments in Afghanistan in a historical context, however, Russia is entwined in a complex web of relationships with the Afghan parties, neighboring states, and the West. Moscow is an important part of the Afghan equation.

The Obama administration has made some decisive changes to the Afghan policy it inherited. Most significantly, in its first year it committed to a 250 percent increase in the American force on the ground (adding 51,000 troops to the 34,000 in Afghanistan when Mr. Obama took office) and lobbied hard to secure increases in non–U.S. coalition forces. It matched this large increase in force with a major reduction in the goal: from raising a democratic state in Afghanistan to the creation of a state strong enough to prevent a takeover by the Taliban, al–Qaeda, or any other radical Islamic group; and to “disrupt, dismantle, and defeat” al–Qaeda (which, of course, is not achievable in Afghanistan or Afghanistan and Pakistan alone). The third pillar of the policy was and is a greater emphasis on the need for a regional approach, a belief the Bush administration moved toward in its closing days.

Russia has the world's largest share of fossil energy resources. During the Soviet era, because this wealth of resources insulated the country from global energy crises, citizens never had to worry about conserving energy, and much was squandered. Since the collapse of the Soviet Union, the situation has improved in western, urban Russia, but great expanses of this vast country continue their inefficient ways. Indeed, recognizing that minimizing waste helps preserve Russia's resources, Russian President Dmitry Medvedev successfully urged the Duma to pass sweeping new energy-efficiency legislation. But more remains to be done to identify how energy resources are used and wasted, and where efficiency might be improved.
