2. Defense Industrial Base Capabilities Study: Force Application

- In February 2003, the Office of the Deputy Under Secretary of Defense for Industrial Policy, ODUSD(IP), produced Transforming the Defense Industrial Base: A Roadmap. This report identified the need for systematic evaluation of the ability of the defense industrial base to develop and provide functional, operational effects-based warfighting capabilities. The Defense Industrial Base Capabilities Study (DIBCS) series is a systematic assessment of critical technologies needed in the 21st century defense industrial base to meet warfighter capabilities, as framed by the Joint Staff's functional concepts. In addition, the DIBCS series provides the basis for strengthening the industrial base required for 21st century warfighting needs. This report addresses the third of those functional concepts, Force Application.

3. Defense Science Board Report on Corrosion Control

- Weapons system readiness and safety are among the highest priority challenges for the Department of Defense (DoD). As it continues to receive a large number of mission taskings, it is imperative that DoD equipment be maintained at an acceptable level of material condition so that it may be employed safely and effectively when required, often in harsh and physically demanding environments. However, both the material condition and safety of DoD equipment are routinely being undermined by the effects of corrosion. The dollar cost of corrosion to DoD has been estimated by the Government Accountability Office (GAO) to be $10-20 billion per year. Aggressive action is needed at every stage in the life cycle of this equipment — during design, materials selection, construction, operation, and maintenance — to reduce the negative effects of corrosion.

- The Convention was signed by the United States on December 17, 1997 and ratified on November 10, 1998. The U.S. deposited its instrument of ratification with the OECD on December 8, 1998. Congress responded to the signature of the Convention by amending the Foreign Corrupt Practices Act (the “FCPA”) on October 21, 1998. The new legislation, which entered into force on November 10, 1998, extends the FCPA to any person who engages in any act while in the territory of the U.S. and to any U.S. national and company engaged in an act outside the U.S. in furtherance of a proscribed purpose; adds “securing any improper advantage” to the list of improper purposes for payments to foreign officials; expands the term “a foreign official” to include any person acting for or on behalf of “public international organisation”; and allows the U.S. Attorney General to seek injunctive relief against foreign citizens or residents and entities other than “issuers” or “domestic concerns” that have engaged in or are about to engage in a violation of the FCPA.

- Events of the past decade provide compelling evidence that the national security environment continues to evolve at a rapid pace and in unpredictable directions. Further, it is clear that meeting the demands of the evolving environment calls for new levels of adaptable military capabilities that, in turn, demand joint forces that are responsive and effective across a range of operations from small scale operations through major theater conflict. In the two most recent major contingencies – Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF) - we have seen new levels of understanding of the need for truly integrated joint capabilities and new levels of innovation in leveraging existing capabilities to achieve the needed level of effectiveness. Lessons Learned activities have verified important shifts in focus leading to a series of emerging concepts for more effectively integrating capabilities.

- The vertical lift industrial base still is being shaped by government and industry responses to the Nunn-McCurdy cost breaches of 2001 and the unintended consequences of Department-endorsed teaming arrangements that resulted in an interlocked industrial base that restricted Department and industry flexibility. The Department's budget-driven remanufacture strategy in the 1990s produced a series of sole-sourced relationships, leaving few real competitive opportunities among the helicopter prime contractors to force technology refresh cycles. With limited competition, few new platform contracts, and declining government technology investments, industry was left little incentive to invest in independent research.

- In accordance with the National Defense Authorization Act for FY 2004, the Defense Science Board (DSB) was asked to assess the potential contributions of a Space Based Radar (SBR) to missile defense. In response, the Undersecretary of Defense for Acquisition, Technology and Logistics (USD (AT), and the Director, Missile Defense Agency (MDA) directed that the DSB Task Force on the Contribution of a Space Based Radar to Missile Defense perform the following tasks: Assess the impact of adding a missile defense mission on the ability of SBR satellites to conduct their primary missions; Assess how different SBR architectures and technical approaches might affect the ability of the satellites to achieve their primary missions and to contribute to missile defense; Assess the value of potential SBR capabilities in the context of the family of sensors being developed by the Missile Defense Agency; and Recommend any future actions that might be desirable related to SBR contributions to missile defense.

- In the wake of the events of September 11, 2001, the role of the Department of Defense in domestic emergency preparedness and response is under scrutiny. Ever since President Carter established the Federal Emergency Management Agency (FEMA) in 1978, the Defense Department has considered its domestic emergency response role to be one of providing support or assistance to civil authority. Military planners assume that civil agencies will always lead domestic emergency preparedness and response efforts, with the Department of Defense providing resources only in response to appeals from state and local governments to the President. Local and state governments are expected to use their resources first. While National Guard capabilities may be called into play by the Governor under Title 32 status, military commanders and planners have usually assumed that other Department of Defense assets will be called into play only when local, state, and other federal resources are overwhelmed. Concerns about the Posse Comitatus Act and misunderstandings of its scope have also tended to restrict the deployment of Department of Defense assets where their use might be construed as augmenting state and local law enforcement agencies.

- Sea basing is a critical capability for the United States in a world where flexible, quick-response military action will be required in areas far from fixed bases available or suitable for American military use. The seabase replaces or augments the fixed, in-theater airports and seaports, on which past military operations have focused and depended, with a maneuverability facility at sea - a mobile base of operations, command center, logistics node and transportation hub. A commander can place a seabase where and when he chooses to exploit enemy weaknesses and employ the element of surprise, confusing enemy defensive preparations. A seabase can be a center for reconstitution and redeployment of forces in succeeding stages of complex operations.

- In the terms of reference, the Under Secretary of Defense for Acquisition, Technology, and Logistics directed the task force “to conduct a comprehensive study of the ends and means of precision compellence, or the nuanced use of force, in concert with coalition partners, to achieve political, economic and moral change in countries affecting US interests.” Real-world events have since underscored the need for such a study; indeed, the U.S. military applied key elements of a measured, nuanced approach in both the Afghanistan and Iraq campaigns. We are pleased to note this evolution in operations and a parallel evolution in the thinking of the combatant commands and Services. Because of this evolution, it is no longer as necessary as it once was to sell the fundamental objectives of what we term here the discriminate use of force (DUF).

The report itself has a training goal: instruct and convince the acquisition and personnel communities to recognize instinctively that (1) military proficiency is as dependent on the warriors who operate weapon systems as it is on the weapon system technology, and (2) a superb way to waste personnel or system acquisition money is to ignore training, or to tacitly allow training to pay the bills for acquisition or personnel system flaws in those more measurable arenas.

40. Transforming the Defense Industrial Base: A Roadmap

- For this study, we built upon Secretary Rumsfeld's six operational goals for transformation, requirements from Joint Vision 2020, lessons learned from Operation Enduring Freedom, and previous industrial base studies. We drew on recommendations from experts in the Department of Defense, industry, and the investment community to create a compendium of representative emerging defense suppliers with transformational technologies and products. We identified 24 companies' key technologies, products, and best business practices in case studies. We also surveyed legacy defense suppliers and the Defense Advanced Research Projects Agency (DARPA) to capture key characteristics associated with programs and products judged to be among the organizations' most successful, most important and innovative, and fastest to field. Finally, we spoke with five prominent companies who have substantially exited the defense business.

- The utility of land mines on the modern battlefield has come into question in recent years, largely because of their potential for causing unintended casualties and affecting U.S. forces' maneuverability. These concerns were raised during the Persian Gulf War (August 1990 to April 1991). In the Gulf War, the Department of Defense (DOD) deployed over 580,000 military personnel and a wide array of conventional weapons and munitions that it had designed and acquired primarily to fight the Soviet Union. The munitions used by these forces included several types of land mines and represented the largest U.S. combat use of its newer aircraftand artillery-delivered scatterable self-destructing land mines. Since the United States was attacked on September 11, 2001, DOD has been reviewing war plans to ensure that the military services are ready to meet future U.S. national security needs. This effort includes plans for the use of land mines. U.S. Gulf War experience documented in DOD after-action and lessons-learned reports provides insights concerning land mines.

- The Department of Defense Dictionary of Military and Associated Terms (short title: Joint Pub 1-02 or JP 1-02) sets forth standard US military and associated terminology to encompass the joint activity of the Armed Forces of the United States in both US joint and allied joint operations, as well as to encompass the Department of Defense (DOD) as a whole. These military and associated terms, together with their definitions, constitute approved DOD terminology for general use by all components of the Department of Defense. The Secretary of Defense, by DOD Directive 5025.12, 23 August 1989, Standardization of Military and Associated Terminology, has directed the use of JP 1-02 throughout the Department of Defense to ensure standardization of military and associated terminology.
