Abstract:
Although Morocco has launched several programs designed to provide job opportunities for young people, youth unemployment rates remain high. This paper argues these programs have proven ineffective and are compounded by an unsustainable business environment, and presents some recommendations to ensure the planned reforms in the youth employment sector deliver on what they promise.

Abstract:
With the ratification of the 2022 budget in Algeria, the issue of budget allocations for social support and social benefits has resurfaced once again. This paper attempts to understand the repercussions of state intervention in economic affairs, and the historical and ideological underpinnings of the welfare state in Algeria as a rentier state based on the nationalization of all economic relations in crisis political contexts, the effects of which extended to the state’s relationship with society and the relations of production within it.

Abstract:
The conflict ongoing in Yemen distracts attention from environmental pollution incidents that have occurred or are likely to occur in Yemeni territories. The most urgent pollution case disturbing Yemen and its neighbouring coastal communities is that of the FSO Safer Oil Tanker, which was left without maintenance for years. If damaged, it could cause an unprecedented ecological and environmental disaster in the region. This paper explores the effects of the conflict on policy and action around FSO Safer and presents ways to mitigate a potential disaster.

This article examines Saied’s brand of populism and looks at how his failure to mobilize the people he claims to represent is slowly sinking Tunisia into authoritarianism.

Abstract:
Since October 2019, Iraq has been witnessing a mass protest movement, heavily though not exclusively centered in Baghdad and the country’s southern provinces and largely led by youth. This new uprising, referred to as the October Revolution or Tishreen protests, while initially fueled by socioeconomic grievances and the lack of basic services, quickly transformed into a broader political movement calling for radical change to the political order. Rallying around the slogan “we want a homeland,” a hallmark of this new movement has been the effort on the part of activists to put forth a new collective Iraqi identity, moving past sectarian divides and envisioning new state-society relations and a break with the transactional social contract currently in place. Yet despite this overarching vision of national renewal through both radical political reform and reconceived bases of collective belonging, the extent to which the movement actually represents a unified vision for the Iraqi nation and a strategic means by which to renew the State is far from obvious. The radically different political trajectories that the country’s different regions have been on since 2011, and in particular since 2014, have led to important fractures in terms of security, ideology, and power structures at the sub-regional level. As a result, the relationship with and attitudes towards different ideas, forms of collective action, and political and security players vary considerably from region to region. Likewise, the difficulty with which activists can freely meet and move around has meant that exchange and the consolidation of their movement around a unified set of claims has not fully occurred. Indeed, in speaking with youth leaders of the Tishreen movement from various cities across the country,1 what becomes obvious is that while the large lines of national renewal are agreed upon – the need for a new Iraqi identity and new basis for Iraqi nationalism, radical transformation in the practice of power – important points of fracture in their own vision as well as methods for achieving change can be identified. Nonetheless, a shared oppositional consciousness and dedication to the movement itself, as well as underlying and perhaps generationally significant importance assigned to secularism, act as resources for continued mobilization despite repression and strategic impasse.

The 2011 Tunisian uprising meant an opening of the public space for discussion and activism about crucial and controversial issues, including gender equality. This study analyses youth perceptions of gender equality based on survey information and in-depth interviews with Tunisian civil society activists and examines the generational differences concerning the role of women and men in the public and private spheres in Tunisian society.

Abstract:
While the gradual improvement of the quota system increased the number of women in parliament, experiences so far show that the quota system has been used as an electoral tool by a political class that exploited affirmative action measures to seize more representative seats through kinship and personal connections. This paper looks at the contexts surrounding the implementation of the women’s quota in the Moroccan electoral system, its advantages and disadvantages, as well as the possibility of redirecting the quota system to achieve true political empowerment for women.

Abstract:
Mobility is one of the many areas where Tunisians are still waiting to achieve their revolutionary demands for justice, freedom, and dignity. This paper focuses on the modes of transportation in Grand Tunis to understand the persistence of unjust mobility regimes. It finds that decades of state policies favoring private car ownership coupled with structural and management problems in public transportation have affected the underprivileged communities the most. Therefore, treating the question of movement as social justice issue is key to envisioning viable long-term solutions.

The history of the women's movement in Morocco is that of a social movement that has emerged as a significant actor in the socio-political reform context of the country thanks to the effectiveness of its lobbying for feminist reforms. This is evidenced by the Women's March (2000), the change of the Family Code (2004) or the proclamation of gender equality in the new Constitution (2011). The Moroccan women’s movement is composed of different associations, collectives and initiatives that have managed to come together at key moments to lobby for reforms. This essay analyzes the women's movement in Morocco with an eye to drawing lessons on how can movements overcome social divisions when lobbying for feminist policies.

Abstract:
In light of the current political situation in Tunisia, this paper suggests that to avoid producing fragmented parliaments, the Tunisian electoral law should be amended and the Hare Quota-Largest Remainders (HQLR) formula should be replaced. A switch to either the D’Hondt or St.Lague divisors formulas would produce clearer winners and losers and foster accountability while preserving the proportional representation (PR) system.
