The outbreak of the war in Ukraine in 2014 broadened the political dimension of Israeli-Ukrainian relations. However, Israel’s cautious attitude towards Russia remains a burden for mutual relations with Ukraine. Since the renewed Russian aggression in February, Ukraine has diplomatically engaged Israel, but the limited nature of the latter’s support has led to criticism from Ukraine. The scale of the current assistance and pledged aid for the reconstruction of Ukraine, as well as Israel’s policy towards further tightening of sanctions against Russia, will be key to future relations.

Abstract:
Although the parliamentary elections on 15 May did not bring a breakthrough in the Lebanese political scene, the weakening of the dominant parties may facilitate reforms necessary to obtain foreign financial aid. The positive results for candidates related to the 2019 anti-government protests will mean a greater emphasis on the fight against corruption among the political elite. To avoid further instability in Lebanon, the EU could step up its support for that state’s institutions, including the Lebanese army, popular amongst the public.

Massive U.S. investment has failed to improve outcomes since the Arab Spring uprisings. A more targeted, sensitive approach could yield better results and promote regional stability. Against the backdrop of simmering protests, endemic economic challenges, the continuing struggle to contain the Covid-19 pandemic, and fallout from the U.S. withdrawal from Afghanistan, The Washington Institute has launched a series of policy papers to help guide the Biden administration’s approach on democracy, reform, human rights, and political change across the Middle East and North Africa. The series addresses a range of questions: How do changes in the region over the last decade affect the new administration’s approach to these issues? How should the administration best prepare for the “new normal” of protests in the region? What are the policy tools at America’s disposal, and how might they be improved upon? How can Washington turn much-needed attention to new areas of focus, such as corruption and public-sector reform? What does public opinion research tell us about what the region’s publics want in their countries—and from the United States? And where might enhanced U.S.-EU coordination play a constructive role? The proposed answers will assist policymakers in advancing opportunities for reform, preserving U.S. interests, and navigating Middle East realities in the context of America’s global priorities. In the fifth essay in the series, Ben Fishman probes the conundrum of U.S. democracy and governance assistance, wherein billions of dollars have failed to improve outcomes on a range of measures since the Arab Spring uprisings. The former regional National Security Council director traces U.S. support for democratic movements from its Cold War origins to the present day, concluding that a more effective approach must better align policy and spending priorities, account for the challenges facing individual countries, and focus on supporting local governing bodies, independent media, and anti-corruption efforts. Otherwise, the region could well become less free and more prone to fiercer future uprisings.

In 2020-2021, Prime Minister Boris Johnson undertook to fundamentally change the operational mode and strategy of relations between the United Kingdom and the African continent bequeathed by his predecessors since 1997. Great Britain and Africa : Boris Johnson's Strategic Reversals He first put an end to the autonomy and power of the great Department for International Development (DfID), by merging it with the Foreign Office. Deciding to make the granting of aid political, he also reduced its amount on the grounds of the recession hitting the country but against British legislation itself. His strategy for external deployment, adopted in March 2021 and based primarily on an “Indo-Pacific tilt”, has marginalised the relationship with Africa to which Theresa May had wanted to give new impetus in the perspective of the Brexit in 2018. While taking up her concept of “Global Britain”, her successor now seems to want to limit ties with Africa to business relations, highly impacted by the coronavirus pandemic, as well as minimal participation in security efforts on the continent. This note analyses such reversals in a historical perspective of the end of a relational cycle. It concludes that Boris Johnson’s very personal policy towards Africa is too reductive not to be amended. In particular on aid and fundamental rights, it neglects the complexity of British positions towards this continent. By reaffirming the strength of the strategic relationship with the United States, it will also have to adapt to the new African policy of the Biden administration.

This report addresses China’s approach to development in Central Asia, Southeast Asia, East Africa, and the Arctic. China has worked through the Shanghai Cooperation Organization to meet Russian demands for continued regional primacy in Central Asia, helping Beijing foster economic and social dominance, access strategic energy resources, and treat the Uyghur minorities as a problem of terrorism rather than a development issue. In Southeast Asia, China has worked through the Association of South-East Asian Nations (ASEAN) to meet regional demands for soft and hard infrastructure to legitimize China’s growing strategic presence. China is therefore able to undermine the regional economic and security foothold of the US alliance system and challenge the interpretations of the Law of the Sea that legitimizes the military presence and activities of extra regional powers. In East Africa, China has cooperated with the African Union (AU) and the East African Intergovernmental Authority on Development (IGAD) to address regional demands for hard and soft infrastructure without political conditions, to link antipiracy problems to problems of poverty, and to mediate local civil wars. This has helped China establish an economic and strategic foothold at the intersection of the Indian Ocean and Middle East, projecting power far from its shores. In the Arctic, China has established research stations that function as both environmental research laboratories and military surveillance stations.

9. The Use of Aid to Counter China's "Djibouti Strategy" in the South Pacific

China has gradually militarized its facilities in the horn of Africa (Djibouti) under the pretense of anti-piracy operations and development aid since 2017, which has forced the U.S., France, and Japan to accept a permanent Chinese military presence in the same 14,400 square-mile African territory, where China is now holding live-fire exercises. Dubbed the “Djibouti strategy,” Beijing is now executing this tactic across the South Pacific, one of the most aid-dependent regions of the world. China, one of the highest contributors to Official Development Assistant (ODA) in the South Pacific, uses that tool at first under the guise of aid while actually employing it to shape the islands’ infrastructure to its own strategic military advantage. China is currently building infrastructure capable of dual economic and military use in Fiji, the Cook Islands, Samoa, Tonga, Vanuatu, and other Pacific islands. These projects support China’s aim to break through the First and Second Island Chains, a series of pro-U.S. countries that limit Chinese naval access to the Philippine Sea and Pacific Ocean. Meanwhile, U.S. ODA is deployed inefficiently and inconsistently through 19 separate agencies. The design, delivery, and administration of U.S. development assistance must be reformed. ODA is a national security issue, not just a humanitarian one. The U.S. defense community needs to embrace the strategic potential of ODA and its capacity to strengthen democracies and counter malign influence abroad.

11. Focusing on Fragility: The Future of US Assistance to Fragile States

Global development is increasingly intertwined with state fragility. Poverty is becoming concentrated in fragile states, and conflict, violent extremism, and environmental stresses can both stem from and be ex- acerbated by fragility. As a result, many donors—including the United States—are rethinking how their engagement can better help countries address the underlying causes of fragility, build peace and stability, and cope with complex risks. The United States is the top provider of official development assistance to fragile states, but much of this aid has not focused on reducing fragility. Even where confronting fragility has been a central objec- tive of US development assistance, the track record of success has been mixed, at best. New efforts are emerging to change this story. Reflecting on lessons of the past, the United States government has been developing new policy frameworks, initiatives, and proposed reforms that seek to address shortcomings in how the US government engages in fragile states. To contribute to this conversation, the Center for Global Development convened a working group of more than 20 experts, including former officials from the State Department, the United States Agency for International Development (USAID), the Department of Defense (DOD), and the US intelligence community, along with noted academics and policy experts to identify specific ideas for how the US government can more effectively use its develop- ment assistance—in conjunction with diplomatic and security assistance tools—in fragile states.

The plight of Palestinian refugees was catapulted back into the spotlight last month, after a pair of events brought the issue to the forefront of international attention. While the Trump administration unveiled a new peace plan, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) received multinational pledges of $113 million in aid. Although these quick-fix efforts aimed to bring peace to, and improve living conditions for, Palestinians, they were rightfully met with widespread disenchantment.

13. Ways out of Europe’s Syria Reconstruction Conundrum

Rebuilding war-torn Syria poses a formidable challenge for European governments, which are unwilling to legitimise the Damascus regime by funding reconstruction. Instead, the EU and its member states could consider bankrolling small projects without regime involvement and testing an approach that trades aid for reforms. What’s new? The Syrian war is drawing to a close, but whether the regime in Damascus can also win the peace is uncertain. Few appear willing or able to invest significantly in reconstruction, and Europe, which could make substantial funds available, is withholding support absent a genuine political transition. Why does it matter? Without reconstruction, Syrians’ living conditions could deteriorate and leave the country’s recovery indefinitely postponed, perpetuating current instability. Yet many European leaders believe reconstruction support without substantial reforms could have a similar effect, empowering a regime intent on repression, not reconciliation. What should be done? Europe should consider supporting small-scale rehabilitation projects on condition of no regime interference. It could also test an incremental incentives-based approach – a progressive lifting of sanctions, gradual normalisation of relations and staggered disbursement of reconstruction funds – in exchange for political reforms and regime steps to ease repressive and discriminatory practices.

In 2011, as the annual budget resolution hit the Senate floor, multiple amendments were offered to cut the foreign assistance account. Senator Rand Paul of Kentucky offered the most dangerous amendment to cut billions from the International Affairs Budget. While it was defeated, it still garnered 20 votes. In the intervening years, Senator Paul offered similar amendments—but his final effort in 2015 was different. It was soundly defeated by a 96-4 vote.

Despite enormous gains in poverty reduction and a long, steady drop in global violence over the past 70 years, progress is stubbornly stalled in those states considered most fragile. In the last de- cade, rising levels of violent con ict in states and regions like Syria, South Sudan, Yemen, Libya, Nigeria and East Africa have spawned four civil wars, the specter of four famines, and historic numbers of people displaced by violence, all of which are straining the global humanitarian sys- tem and threatening precious development gains. The world has responded with ever-larger pack- ages of humanitarian, military, and peacekeeping action. What remains missing, however, is a concerted focus on the underlying dynamics of fragility, which will ultimately require a different way of doing business and, importantly, a shared blueprint for action among political, security, development, and humanitarian actors.

Is President Donald Trump’s “America First” policy a reflection of a larger isolationist trend in public attitudes? And what do Americans think about foreign aid in particular? The answer is complex. On the one hand, recent polls suggest a robust majority support an engaged U.S. role in the world, a moral dimension to U.S. foreign policy, and giving foreign aid, especially humanitarian aid. On the other, many are dissatisfied with America’s role in the post-Cold War era, and Trump has effectively played on that disillusionment. The U.S. is seen as having overextended itself in playing a hegemonic role in the world, a role that has served corporate interests and the wealthy, but that has not effectively served the middle class, which is largely footing the bill for it. This overextension is seen as being reflected in the U.S. budget deficit, which troubles the public more than the elites.

U.S. military aid to Central Asia has substantially increased over the past 10 years with an increasingly large percentage going toward the training and equipping of Central Asian special forces units. In several cases, funding has been misappropriated by host governments, while the United States has tended to look the other way at such abuses. Military aid can have varying goals, but increases in funding and ambivalence by U.S, officials toward possible abuse of funds by Central Asian governments suggest that the primary motive of U.S. aid is to “buy” access to regional governments and militaries for cooperation in Afghanistan, rather than to improve defense institutions and militaries.

Commissioned by the Open Society Foundations Central Eurasia Project, U.S. Military Aid to Central Asia, 1999-2009: Security Priorities Trump Human Rights and Diplomacy analyzes U.S. military and police aid to Central Asian countries pre- and post-9/11. The research shows that the Pentagon established many new military and assistance programs, and that such programs contain six times the funds that are earmarked for the promotion of rule of law, democratic governance, and respect for human rights. The paper's findings suggest that the U.S. military has acquired an oversized impact on U.S. foreign policy toward Central Asia.
