Abstract:
Tensions across the Taiwan Strait are rising and are potentially more serious than crises in the 1990s and even the 1950s. Military activity around Taiwan has increased, with China’s largest daily incursion into Taiwan’s Air Defence Identification Zone occurring in October 2021. Nevertheless, experts disagree as to whether such activity signals China’s intent to go to war over Taiwan or whether Beijing is posturing to a nervous international community. What is the likelihood of conflict over Taiwan? Could accidents around the island spark all-out hostilities? How should states in the region, like Australia and Japan, react to the current situation? How is the increased tension perceived in Taipei?

132. European Security Seminar EU – NATO Cooperation: Seminar Report

Abstract:
From January 11-15,2021, the George C. Marshall European Center for Security Studies conducted for the first time a European Security Seminar (ESS) on EU-NATO cooperation. Due to COVID-19 restrictions, the seminar took place virtually. Fifty-eight participants from twenty-seven countries attended the event via online seminars. The participants represented EU and NATO member states, countries that are solely NATO or EU members, non-aligned states, as well as befriended countries, and countries along Europe’s southeast and eastern flanks. A little more than two-thirds of the attendees were civilian officials; approximately one-third of the participants were female. The major goals of the ESS were to understand the new impetus and substance of EU-NATO strategic partnership, to explore selected areas where cooperation between EU and NATO organizations should be enhanced, and to identify how NATO, the EU, Germany, and U.S. can strengthen the capacity and capability of its neighbors, potential EU and NATO partners, while being mindful of constant hostile interferences by revisionist powers and the multi-faceted challenges that the COVID-19 pandemic presents to societies. To this end, the Marshall Center organized seven units of panels and lectures with experts and senior officials from the Brussels-based institutions as well as national governments, followed by outcome-oriented seminars for smaller groups. The Chatham House Rule (i.e. non-attribution of any statements made) was respected throughout the course.

Abstract:
This report traces the origins and development of China’s current naval strategy: “Near Seas Defense and Far Seas Protection.” Near Seas Defense is a regional, defensive concept concerned with ensuring China’s territorial sovereignty and maritime rights and interests. Its primary focus is preparing to fight and win informatized local wars within the first island chain. Far Seas Protection has both peacetime and wartime elements. In peacetime, the Chinese navy is expected to conduct a range of “non-war military operations” such as participating in international peacekeeping, providing humanitarian assistance and disaster relief, evacuating Chinese citizens from danger, and engaging in joint exercises and naval diplomacy. In wartime, the PLAN could be tasked with securing China’s use of strategic sea lanes and striking important nodes and high-value targets in the enemy’s strategic depth. Nears Seas Defense and Far Seas Protection is rooted in the ideas of Alfred Thayer Mahan and Mao Zedong.

138. China Maritime Report No. 12: Sansha City in China's South China Sea Strategy: Building a System of Administrative Control

Abstract:
China established Sansha City in 2012 to administer the bulk of its territorial and maritime claims in the South China Sea. Sansha is headquartered on Woody Island. The city’s jurisdiction includes the Paracel Islands, Zhongsha Islands, and Spratly Islands and most of the waters within China’s “ninedash line.” Sansha is responsible for exercising administrative control, implementing military-civil fusion, and carrying out the day-to-day work of rights defense, stability maintenance, environmental protection, and resource development. Since 2012, each level of the Chinese party-state system has worked to develop Sansha, improving the city’s physical infrastructure and transportation, communications, corporate ecosystem, party-state institutions, and rights defense system. In effect, the city’s development has produced a system of normalized administrative control. This system ultimately allows China to govern contested areas of the South China Sea as if they were Chinese territory.

139. Mitigating the risk of a China–India conflict

Abstract:
More than a year has passed since Chinese troops began to occupy previously Indian-controlled territory on their disputed border in Ladakh. The crisis has cooled and settled into a stalemate. This report warns that it could escalate again, and flare into a conflict with region-wide implications. The report assesses the risk of conflict by analysing its likelihood and consequences. A possible war would be costly for both India and China. But a possible war could also risk stirring Indian distrust of its new partners, especially in the Quad – Australia, Japan, and the United States. The report outlines some conditions under which a war would disrupt or dampen those developing partnerships. The report concludes by offering a framework for policymakers to shape India’s expectations and the strategic environment before and during a possible war.

140. An Australian DARPA to turbocharge universities’ national security research: securely managed Defence-funded research partnerships in Five-Eyes universities

Abstract:
More than at any time since World War II, science and technology (S&T) breakthroughs are dramatically redesigning the global security outlook. Australia’s university sector now has a vital role to play in strengthening Australia’s defence. In this paper, we propose establishing a formal partnership between the Defence Department, defence industry and Australian universities. There’s a significant opportunity to boost international defence S&T research cooperation with our Five-Eyes partners: the US, UK, Canada and New Zealand. We outline how this can be done. Central to this partnership proposal is the need to restructure current arrangements for Defence funding of Australian universities via the creation of an Australian Defence Advanced Research Projects Agency (DARPA)— based on the highly successful American model, which the UK plans to emulate in 2022. In Australia, implementing these initiatives will contribute significantly to a vital restructuring of the university sector’s research funding model. An Australian DARPA, with robustly managed security, will enhance research ‘cut-through’ in the defence sector and the wider economy. We think it’s also vital that this work, underpinned by a DARPA-like culture of urgency and innovation and with potential to affect several portfolios beyond Defence, needs to be championed at the government level. In the modern Australian system of government, that means the Prime Minister needs to be directly involved. Urgent means urgent. At least for the first few years of its life, an Australian DARPA should, in our view, report through Defence to the Prime Minister and the National Security Committee of Cabinet.
