South Sudan’s civil war expanded into Equatoria, the country’s southernmost region, in 2016, forcing hundreds of thousands to flee into neighboring Uganda in what has been called Africa’s largest refugee exodus since the 1994 Rwandan genocide. Equatoria is now the last major hot spot in the civil war. If lasting peace is to come to South Sudan, writes Alan Boswell, it will require a peace effort that more fully reckons with the long-held grievances of Equatorians.

4. TIME TO STEP UP EU MEDIATION?

The need and scope for conflict resolution and mediation is going up. The numbers of people affected by violence and conflict is increasing. The world is disfigured by prolonged, internationalised civil wars and growing civil unrest. Great power politics are resurgent, the conventions regulating states’ behaviour are fraying, and international law and human rights are being eroded. Profound demographic and climatic changes, the emergence of new technologies and of threats are changing the global landscape in ways that should bring humanity together but too often are exploited for commercial and political gain, driving insecurity and a sense of injustice. The EU has an enormous role to play in this context. It is a powerful global actor pursuing multiple objectives on the world stage. It is committed to human rights, gender equity, sustainable development and a rules based global order, and to supporting others that are taking action, whether inter- governmental and regional bodies such as the UN and AU, or civil society including at the very local level. But the EU also recognises, as the High Representative has put it, the need to learn “to use the language of power”, to deploy its capabilities, whether political, security, economic or regulatory, more strategically to shape reality, address the agents and drivers of violence, and secure peace. So what should the EU’s role in mediation be in this context? The review of the EU’s concept on mediation provides an excellent opportunity to generate debate and to define the parameters of the future of EU mediation frameworks. This study provides a snapshot of the views within the Brussels diplomatic and policy community. Even within this relatively confined universe, there is a very broad diversity of opinions.

Since Libyan warlord Khalifa Haftar initiated his effort to take Libya’s capital, Tripoli, by force on April 4, 2019, Libya has remained in a state of full-on civil war. The conflict involves not only competing forces within the country, but also foreign powers using Libyan clients as proxies for their regional interests. These external actors—primarily the United Arab Emirates, Russia, and Turkey, plus a host of supporting players—continue to exacerbate the chaos as they maneuver for long-term power. Meanwhile, the United States is absent.

If up until now the confrontation between Russia and Turkey in the Middle East (Syria) was going with Moscow’s clear superiority, more recently the military situation has changed in Ankara’s favor in Libya where the center of the tensions moved in the spring of 2020. Multiple foreign states, which have long been confronting one another in the Middle East’s hot spots, got involved in the Libyan civil war with the aim of backing various groups of fighters. This caused the combat action to escalate and effectively internationalized the conflict. The conflict in Libya gradually became quite similar to the Syrian civil war (a “Syriazation” of the conflict took place) where foreign powers are fighting through their proxies (their supporters on the ground). This civil war creates numerous threats and challenges both within the region as well as outside of it.

This monograph places events in Libya since 2011 into their historical and social context and argues a form of radical Islamism, linked to long-standing national defiance of outside control, remains a factor even after the defeat of the Islamic State of Iraq and Syria (ISIS). This entrenched radicalism means extremist Islamist groups may still make a renewed bid for power until the current civil war is resolved. At the time of this writing, the military campaign by the Libyan National Army has stalled outside Tripoli. Now is the time for the United States and the wider international community to step up and help Libya transition to a unitary government with conventional elections. If this fails to happen and ISIS is able to exploit the current chaos, the hard-won victory over the group in Libya may yet turn out to have been illusory.

Abstract:
This paper studies the role of civilians and civil society in preventing and mitigating atrocities in Sri Lanka. The first case study is set during Sri Lanka’s civil war, specifically during the breakdown of the ceasefire between 2005 and 2008, when there were significant constraints on civil society and civilians and a very high risk of atrocities. The second case study is set in the post-2015 period, a time when there was a new coalition government that pledged to work toward reconciliation, and when, as a result, constraints on civilians and civil society were much lower and the risk of atrocities was also reduced. Both case studies consider the risk of atrocities centered on interethnic conflict, though the first case study looks at the long-standing armed conflict between the Sri Lankan state and the Liberation Tigers of Tamil Eelam (LTTE), while the second looks at intercommunal violence directed at the Muslim minority community in the post-war context.

Since 9/11 the United States has struggled with how to respond to the challenges posed by ungoverned spaces in the Middle East, from which terrorist attacks and destabilizing mass refugee flows emanate. The collapse of state authority in Iraq, Syria, Yemen, and Libya has created security vacuums that extremist groups such as the Islamic State of Iraq and Syria (ISIS) and al Qaeda have used to develop local presence, to organize, and eventually to conduct attacks both inside these countries as well as in Europe and the United States. Meanwhile, the refugee flows that have resulted from these conflicts have put tremendous pressure on neighboring countries and also caused a massive wave of refugees into Europe. The question facing the United States and other Western allies is how to deal with these challenges without getting sucked into complex and costly civil wars that the United States has little ability to end on its own. Full-scale American-led counterinsurgency, stabilization campaigns, or other resource-intensive nation-shaping interventions attempted in Afghanistan and Iraq have proven to be unsustainable models given the high costs, indecisive outcomes, and lack of political support at home. However, completely withdrawing U.S. forces and counting purely on intelligence collection to monitor threats and local partners to address them has been ineffective, as this approach leaves the United States vulnerable to attacks. The most successful effort the United States has launched to deal with these challenges in recent years has been the counter-ISIS campaign in Iraq and Syria, where it has succeeded in protecting U.S. interests at a reasonable cost by working “By, With, and Through” local actors. In this model the United States generally: (1) uses a comparatively small number of troops to train, equip, advise, assist, or accompany local forces with legitimacy on the ground; (2) provides airpower and some enablers and logistics; (3) uses its limited military investment as leverage for a broader diplomatic effort; or (4) invests in building local governance and providing aid on the ground.

The civil war that began in South Sudan in December 2013 has had dire consequences for the Shilluk people of Upper Nile, with civilians killed, villages and buildings destroyed, and humanitarian aid blocked. Although exact figures are elusive, estimates suggest that as much as 50 per cent of the Shilluk population has left the country during the current civil war—a figure that rises to 80 per cent if internally displaced people are included. Displaced and Immiserated: The Shilluk of Upper Nile in South Sudan’s civil war, 2014–19, a report from the Small Arms Survey’s Human Security Baseline Assessment for the Sudan and South Sudan (HSBA) project, places events in Upper Nile from 2014–19 in their historical context and analyzes the main military tactics employed by government forces in Shilluk areas.

The number of refugees and displaced people worldwide has reached unprecedented levels. Of the world’s 68.5 million refugees and displaced people, by far the largest number are Syrian. The nearly 13 million Syrian refugees and internally-displaced persons account for sixty percent of Syria’s pre-war population. While media coverage has focused on Syrian refugees seeking asylum in third countries, such as Europe and the United States, eighty percent of the seven million externally displaced Syrians have sought refuge in the countries neighboring Syria: Jordan, Iraq, Turkey, Egypt and Lebanon resulting in an enormous strain on government services and the local economies. As an influential player in Middle East politics, the United States has a national interest in sustaining the capacity of international systems to respond to protracted refugee crises. Toward Empowerment and Sustainability: Reforming America’s Syrian Refugee Policies examines Jordan as a case study for informing U.S. Syrian refugee policy. Jordan’s experience exemplifies the myriad challenges facing neighboring countries that warrant a rethinking of America’s approach to the Syrian refugee crisis.

By benefiting from questionable wartime revenue streams and outright corruption, both the Houthi rebels and the U.S.-supported Hadi government are inhibiting a transition to peace. The latest UN Panel of Experts report on Yemen raises new red flags about potential threats to near-term conflict resolution and stabilization. In addition to questioning the cohesiveness of government and rebel forces, it anecdotally details the rise of a robust, mafia-like war economy that creates disincentives for peace on both sides. The panel’s conclusions include a new, particularly damning assessment of Abdu Rabu Mansour Hadi’s government and its local affiliates, while also reiterating extant concerns about the Saudi-led coalition and the Houthi rebels.

Abstract:
The Syrian civil war has lasted over five years and has resulted in the deaths of over 400,000 civilians. The relatively restrained policy of the US toward Syria has sometimes been criticized as inadequate. Would a limited intervention motivated by humanitarian concerns have reduced the death toll at an acceptable cost? Limited intervention would affect the conflict primarily by strengthening the rebel side and raising the cost to the regime of attacking civilians. I show using a game theoretic model that fostering a balance of power between the government and the rebels would only lead the government to commit more atrocities and prolong the war. Raising the cost to the government of committing atrocities, however, could be beneficial under certain conditions. I then discuss four policy options considered during the Obama administration and assess their likely effects.

21. Refugees in Jordan and Lebanon: Life on the Margins

The outbreak of civil war in Syria led to a mass exodus of refugees to neighboring countries and beyond. Many of these refugees fled to Jordan and Lebanon where they face a myriad of challenges, including of how to provide services for such a vast population increase. Overall, while Jordan has taken a number of steps to address some of the key challenges faced by refugees,1 Lebanon has taken fewer steps. Perhaps this is due to Lebanon’s unique history and fears that a large influx of refugees could change the country’s fragile sectarian balance and even lead to a renewed civil conflict.2 Against this background, the fourth wave of the Arab Barometer reveals that refugees in Jordan and Lebanon show different feelings about the degree to which they feel secure in their host country and how they the degree to which available services are meeting their needs. Overall, the findings reveal significant differences in the degree to which Syrian refugees feel safe and secure in the two countries. For example, while a majority of refugees in Jordan (59 percent) are not very worried or not worried at all about being harassed or threatened in street, only 25 percent of refugees in Lebanon say the same. This result shows similarities with citizens of their host countries: while 58 percent of Jordanians are not very worried or not worried at all, only three-in-ten (29 percent) of Lebanese have such concerns. However, Lebanese tend to see Syrian refugees as a greater challenge to their country than Jordanians: 44 percent of Lebanese as opposed to 35 percent of Jordanian cite Syrian refugees as one of the two most important challenges that their countries face today. Perceptions of Syrian refugees toward the quality of public services also diverge to a great extent. Although the vast majority in Jordan are satisfied or very satisfied with healthcare system (86 percent) and the education system (81 percent), only 53 percent of refugees in Lebanon say the same about the educational system, and just 28 percent in Lebanon are satisfied or very satisfied with healthcare system. Economic conditions are even more challenging for refugees in both countries. Most face with difficulties in meeting their household expenses. However, Syrian refugees in Jordan are more likely to show greater optimism toward economic conditions than those living in Lebanon. Notably, support for democracy remains strong among the refugee population in both countries, with 79 percent in Jordan and 85 percent in Lebanon agreeing or strongly agreeing democracy is better than other forms of government. At the same time, refugee communities in both countries define democracy based primarily on socioeconomic terms instead of political outcomes. Moreover, most believe that political reform should be instituted gradually instead of once (85 percent in Jordan and 80 percent in Lebanon).

The December 2015 Libyan Political Agreement, signed in Skhirat, Morocco, has re- configured more than contributed to resolving internal strife. A year ago, the conflict was between rival parliaments and their associated governments; today it is mainly between accord supporters and opponents, each with defectors from the original camps and heavily armed. The accord’s roadmap, the idea that a caretaker government accommodating the two parliaments and their allies could establish a new political order and reintegrate militias, can no longer be implemented without change. New negotiations involving especially key security actors not at Skhirat are needed to give a unity government more balanced underpinning.

Terrorism studies have developed since the 1970s. But the research field still suffers from several weaknesses: the inability to formulate a consensus on what exactly “terrorism” is; the vagueness and arbitrariness of the practical usage of the term “terrorism”; its politicization and the habit to use it as a moral label instead as an analytical tool; and the tendency to use the term outside of any political context. This study firstly reconsiders these conceptual weaknesses, and proposes how to deal with them. Secondly, it suggests to focus terrorism studies more on the political contexts, which produce domestic and international terrorism, by using the key example of terrorism resulting from a context of civil wars and insurgencies. The study argues that terrorism is not an ideology, not a type of warfare, rarely a strategy, but mostly a tactical instrument, which has to be analyzed in the respective political contexts.

Abstract:
The success or failure of the U.S. mission in Afghanistan has reached a critical juncture. Newly appointed Defense Secretary Ashton Carter announced on February 21, 2015 that the United States is considering a number of changes to the U.S. mission in Afghanistan, including slowing the drawdown timetable and rethinking the U.S. counter-terrorism mission. On March 16, 2015, anonymous U.S. officials confirmed that the United States is likely abandoning its plans to cut the number of U.S. troops to 5,500 at the end of the year. The United States could allow many of the 9,800 troops in Afghanistan to remain beyond 2015. A visit by Afghan President Ashraf Ghani to Washington, DC from March 22-25, 2015 is intended to discuss these issues.

26. Abraham Lincoln: Leadership and Democratic Statesmanship in Wartime

No president in American history has faced a greater crisis than Abraham Lincoln confronted in 1861. Although sections of the country had threatened disunion many times in the past, the emergency had always passed as some compromise was found. But in 1861, Lincoln, who had won the election of 1860 because of a split in the Democratic Party, faced a rebellion “too powerful to be suppressed by the ordinary course of judicial proceedings.” By the time of his inauguration on March 4, 1861, seven states had declared their separation from the Union and had set up a separate provisional government called the Confederate States of America. A little over five weeks later, at 4:30 am on April 12, 1861, rebel gunners opened fire on Fort Sumter in Charleston harbor. In response, Lincoln issued a call for 75,000 volunteers to serve ninety days. Denouncing the president’s policy of “coercion,” four more states left the Union. The ensuing war, the most costly in American history, would last for four agonizing years. When it was over, some 600,000 Americans had died and the states of the South had suffered economic losses in the billions of dollars when measured in terms of today’s currency
