1. The Sino-Russian Partnership Assumptions, Myths and Realities

When Xi Jinping and Vladimir Putin announced a “no limits friendship” at their February 2022 summit, the message was that Beijing and Moscow had reached a new peak in relations. Yet Putin’s invasion of Ukraine has exposed the limits of Sino-Russian partnership and highlighted their sometimes diverging interests. Far from being an authoritarian alliance, this is a classic great power relationship centered in realpolitik. China and Russia are strategically autonomous actors, with fundamentally different attitudes toward international order. The Sino-Russian partnership remains resilient. Both sides recognize that it is too important to fail, especially given there are no viable alternatives to continuing cooperation. Nevertheless, the balance of power within the relationship is changing rapidly. Russia’s geopolitical and economic dependence on China is greater than ever. Although predictions of a clientelist relationship are premature, this widening inequality represents a major long-term source of weakness. The challenges Beijing and Moscow pose to Western interests are largely separate and should be addressed individually on their merits. Equally, it is naive to imagine that reaching out to either side could help loosen their strategic partnership. Western governments should focus instead on upping their own game—from revitalizing democracy and the rule of law at home to addressing universal threats such as climate change and food insecurity. 2. Authoritarian kleptocrats are thriving on the West’s failures. Can they be stopped?

A hidden web of power revealed itself to Internet users in early 2022. Following a brutal government crackdown in Kazakhstan in January, anyone using open-source flight-tracking websites could watch kleptocratic elites flee the country on private jets. A little more than a month later, Russia’s invasion of Ukraine brought a new spectacle: social media users were able to track various oligarchs’ superyachts as they jumped from port to port to evade Western sanctions. These feeds captured a national security problem in near real time: In Eurasia and beyond, kleptocratic elites with deep ties to the West were able to move themselves and their assets freely despite a host of speeches by senior officials, sanctions, and structures designed to stop them. Kleptocratic regimes—kleptocracy means “rule by thieves”—have exploited the lax and uneven regulatory environments of the global financial system to hide their ill-gotten gains and interfere in politics abroad, especially in the United States, the United Kingdom, and the European Union. They are aided in this task by a large cast of professional enablers within these jurisdictions. The stronger these forces get, the more they erode the principles of democracy and the rule of law. Furthermore, the international sanctions regime imposed on Russia in response to its invasion of Ukraine has little hope of long-term success if the global financial system itself continues to weaken. The West still has a long way to go to rein in the authoritarian kleptocrats who have thrived on the institutional dysfunction, regulatory failure, and bureaucratic weakness of the transatlantic community for far too long. We need to rethink not just how we combat kleptocracy, but also how we define it. Policy makers need to understand that authoritarian regimes that threaten transatlantic security are closely linked to illicit financial systems. As it stands, our thinking about how foreign corruption spreads is too constrained by stereotypes about kleptocratic goals and actions.

The war in Ukraine has taken its toll on the stability of the Balkans by reshuffling regional geopolitics and reviving diplomatic competition between the West and Russia. Since the summer of 2022, growing tensions between Kosovo and Serbia have raised concerns about a possible Russian involvement and pushed the European Union to react promptly. By brokering a new normalisation agreement, the West seeks to prevent new hotbeds in Europe and push Russia one step back from the Balkans. Russia’s February 2022 invasion of Ukraine upended what policymakers thought they knew about the world and territorial military aggression. The ensuing war has brought destruction to Europe unlike anything since the Second World War. Regardless of how the war ends, several strategic trends, whether entirely new or preexisting and now reinforced, have set in a motion a new strategic environment in which the United States must compete. Ultimately, the new strategic environment is being defined by a global diffusion of power, where the agency of middle powers and their importance in solving geopolitical problems rise in tandem. In the spring of 2023, ISD convened two New Global Commons/Schlesinger Strategic Surprise working group meetings with participants drawn from academia, think tanks, government, international organizations, non-governmental organizations, and the private sector. The group identified key trends and potential strategic surprises emanating from Russia’s invasion of Ukraine, honed in on the issues that would affect the strategic environment regardless of the war’s outcome, and put forth policy guidelines and recommendations for the United States as it seeks to navigate a more diverse geopolitical landscape in the coming years.

5. Enemies Foreign and Domestic: Confronting Kleptocrats at Home and Abroad

As Putin and his kleptocratic regime of oligarchs wage a devastating war in Ukraine, the costs of corruption have never been so starkly visible. Beyond Russia, recent examples of corruption in China, Afghanistan, the Northern Triangle, the Solomon Islands, and elsewhere, prove that rampant corruption poses a significant threat to aspirations for a greener, healthier, more peaceful, and more democratic world. Countries such as Russia and China have elevated their brand of corruption into a distinct and powerful aspect of their foreign policy. They employ this strategic corruption abroad to stunt economic growth; prop-up fellow authoritarian regimes; exacerbate social inequality; erase political trust; accelerate pandemics and degrade healthcare systems; exploit the environment; and propel state oppression. As U.S. policymakers seek to counter this strategic corruption, they must first recognize the extent to which domestic laws and actors within the United States enable this corruption to fester. In the fall of 2021 and spring of 2022, ISD convened a series of New Global Commons working group meetings with participants drawn from academia, think tanks, government, international organizations, non-governmental organizations, and the private sector. The group crafted workable definitions of corruption, evaluated the unique political and related threats posed by corruption and kleptocracy, assessed Russia and China’s use of strategic corruption, and developed principles and recommendations for government and non-government entities to build a global, sustained, anti-corruption response.

6. Reviving the Prospects for Coercive Diplomacy in Ukraine

The United States and its allies in the West have been unable to use the threat of military force to coerce Russia into stopping its war in Ukraine. In part, this is because the West is more concerned about escalation than Russia. Further analysis using Alexander L. George’s framework of coercive diplomacy, however, suggests the problem is more complex and deep-rooted: Few of the historical conditions or factors that favor coercive diplomacy are present in Ukraine. This analysis reveals three things the United States and its allies should do to revive the prospects of ending the war in Ukraine through coercive diplomacy. First, they should take smaller, more achievable steps which are less likely to inspire Russia to double-down. Second, they should exploit Russia’s deteriorating position through a mixture of carrots and sticks. Finally, the West should seek to minimize the intensity of its wider confrontation with Russia and focus on strategic stability as an end in itself. This will be challenging because of the gravity of Russian atrocities in Ukraine. But it may help end the war through coercive diplomacy, and avoid a serious miscalculation with Russia.

Abstract:
The escalating crisis in Ukraine in the winter of 2021-2022 has returned US-Russia relations to center stage. Faced with the prospect of a new Russian military intervention, US President Joe Biden has re-engaged with Vladimir Putin in a manner reminiscent of the diplomacy of the superpower era. But this latest American attempt at accommodation raises more questions than answers. In the intervening three decades the world has changed out of all recognition, the international influence of the US-Russia relationship is much diminished, and their cooperation has sunk to historic lows. Can Washington and Moscow defy gravity and achieve some level of pragmatic engagement? There is good reason for skepticism. Neither side is truly invested in cooperation, but instrumentalizes it to other purposes. The Biden administration hopes to neutralize Russia in order to focus on the all-encompassing challenge of China. The Kremlin looks to undermine American influence as part of its project of promoting Russia as an independent global power. These goals are essentially irreconcilable. Looking ahead, the real question is not whether the United States and Russia can recalibrate their relationship to new “normal”, but whether they can avoid confrontation in an increasingly fluid and disorderly world.

Eritrea was the only African country to vote against the UN General Assembly (UNGA) resolution on 2 March condemning Russia’s invasion of Ukraine. Although this voice was isolated, Eritrea has become the informal representative of a larger group of states on the continent critical of the West. The possible enlargement of this pro-Russia bloc will depend on the financial and military ability of Russia to remain active in Africa.

Its policy of balancing between Russia and Ukraine is backed by the majority of the Turkish public, which gives President Recep Tayyip Erdoğan more freedom to manoeuvre. Acting as an intermediary in the conflict may allow Turkey an opportunity to start improving the strained relations with the European Union and the United States.

10. China's messaging on the Ukraine conflict

Abstract:
In the early days of Russia’s invasion of Ukraine, social media posts by Chinese diplomats on US platforms almost exclusively blamed the US, NATO and the West for the conflict. Chinese diplomats amplified Russian disinformation about US biological weapon labs in Ukraine, linking this narrative with conspiracy theories about the origins of COVID-19. Chinese state media mirrored these narratives, as well as replicating the Kremlin’s language describing the invasion as a ‘special military operation’. ASPI found that China’s diplomatic messaging was distributed in multiple languages, with its framing tailored to different regions. In the early stage of the conflict, tweets about Ukraine by Chinese diplomats performed better than unrelated content, particularly when the content attacked or blamed the West. ASPI’s research suggests that, in terms of its international facing propaganda, the Russia–Ukraine conflict initially offered the party-state’s international-facing propaganda system an opportunity to reassert enduring preoccupations that the Chinese Communist Party perceives as fundamental to its political security.

11. Meeting Antarctica’s diplomatic challenges: Joint approaches for Australia and the United States

Abstract:
This report describes current security and environmental policy challenges related to Antarctica and proposes options for Australia and the United States to address them. It assesses the current and potential future actions of strategic competitors like China and Russia, and proposes policy responses. It suggests ways in which the US and Australian governments can work more closely to protect and promote the Antarctic Treaty System (ATS), advancing support for an approach to governance that the two nations have felt for decades is in their respective national interests. This requires both countries (as well as others) to make a clear-eyed assessment of current and future fault lines and move more quickly to address political and environmental challenges that have implications well beyond Antarctica. In particular, this involves determining when it’s necessary to counter the ambitions of strategic competitors, such as China and Russia, in the Antarctic context, and when cooperation may be the more appropriate objective. The current Antarctic governance regime, while far from perfect... achieves a great deal that’s in the long-term national interests of Australia and the US. The ATS shouldn’t be dismissed as out of date; it can still be effective in addressing core regional concerns of both countries. Both countries can use their influence to insist on the implementation by all countries of ATS rules and can invoke those rules to fight for environmental protection and policies that support scientists. It’s unlikely that a more effective set of treaties could be negotiated today. Australia and the US should spend more time at both senior and working levels to coordinate positions and on outreach to other governments on Antarctic issues.

Abstract:
The year 2020 was characterized by the intensification of US-China confrontation and strategic competition, which had been pointed out in the Strategic Annual Report 2019, in all areas from military and security affairs as well as dominance in advanced technologies and supply chains to narratives on coronavirus responses. Amid this confrontation, the rules-based international order faced even more severe challenges; the multilateral framework established after World War II with the United Nations at its core lost its US leadership and fell into serious dysfunction. While the international community is struggling to cope with the rapidly expanding outbreak of the novel coronavirus, China has been moving to expand its influence through increasingly authoritarian and assertive domestic and international policies on the rule of law and territorial issues, as well as through economic initiatives such as the existing “Belt and Road Initiative” (BRI) and its responses to the pandemic. The confrontation with the United States is becoming more and more pronounced, and the Indo-Pacific region is turning itself into divided and contested oceans. In this transforming strategic environment, expressions of support for the vision of a rulesbased “Free and Open Indo-Pacific” (FOIP) that Japan has been promoting for the past several years, or announcements of similar visions have followed one after the other. The year 2020 also saw significant strengthening of the cooperative framework among four countries – Japan, the United States, Australia, and India (QUAD) – together with the enhancement of bilateral cooperation between countries in this group. At the same time, progress was also made in a regional cooperation framework that includes China with the signing of the Regional Comprehensive Economic Partnership (RCEP) Agreement in East Asia. The Strategic Annual Report 2020 looks back at major international developments since last year’s Report through the end of 2020, focusing on the transformation of the strategic environment in the Indo-Pacific region and the response of the international community.

The uneven access to COVID-19 vaccines in Latin American countries has resulted in a widely varied pace of immunisation. The region has relied mainly on direct purchases from China and Russia, among others, the global COVAX initiative, and donations from the U.S. and other countries. Russia, China, and the U.S. in particular are using this “vaccine diplomacy” to boost their own political and economic influence in Latin America. The EU has been trying to position itself against that rivalry, for example, through significant funding for vaccine access and distribution initiatives. These efforts require, however, more efficient promotion of the Union’s engagement.

The Abraham Accords constitute the beginning of a transformation of a region that has confounded many, and that will continue to be a vital battleground astride the security and economic interests of world powers. American leadership was a necessary but alone insufficient condition to the emergence of this agreement. American leadership will remain essential to its growth and evolution. The alignment of our regional partners and allies in both economic and security domains will ensure that the agreement endures. It will also incentivize others to join us in pooling critical capacities to advance and defend mutual interests. This transformation serves to constrain Iran – the threat from which has been recognized as causal – even as it constrains the malign influence and predatory practices of China and Russia. They will continue to manufacture and exploit fissures among the U.S. and its regional partners if we fail to exploit the favorable shift in the region’s security and economic architecture. On the other hand, appropriate support will allow the Abraham Accords to advance and secure America’s interests with the use of significantly fewer resources and with more capable partners integrated as never before.

Ties between China and Russia have grown. In virtually every dimension of their relationship—from the diplomatic to defense and economic to informational realms—cooperation between Beijing and Moscow has increased. Political observers in Washington and beyond have noted their alignment, yet they remain divided over what these growing ties portend. Perhaps the most concerning—and least understood—aspect of the Russia-China partnership is the synergy their actions will generate. Analysts understand well the challenges that Russia and China each pose to the United States. But little thought has been given to how their actions will combine, amplifying the impact of both actors. As this report highlights, the impact of Russia-China alignment is likely to be far greater than the sum of its parts, putting U.S. interests at risk globally. The synergy between Russia and China will be most problematic in the way that it increases the challenge that China poses to the United States. Already, Beijing is working with Moscow to fill gaps in its military capabilities, accelerate its technological innovation, and complement its efforts to undermine U.S. global leadership. Simply put, Russia is amplifying America’s China challenge.

17. Russia’s Coercive Diplomacy: Why Did the Kremlin Mass Its Forces Near Ukraine This Spring?

During March and April 2021, the Russian military conducted a large-scale buildup in its regions bordering Ukraine, including Crimea, which Russia annexed in 2014. Scores of videos appeared on TikTok, Telegram, Twitter, and other social media sites showing Russian military equipment, including tanks, infantry fighting vehicles, artillery, and air defense systems, moving toward or appearing in the vicinity of Ukraine’s borders. The United States Department of Defense’s spokesperson John Kirby told reporters that the Russian buildup was even larger than during the peak of the fighting in 2014. Ukrainian officials estimated that the Russian military buildup would reach a total of 120,000 Russian troops with more than fifty-six battalion tactical groups (BTG). United States defense officials gave a lower estimate that 48 BTGs had moved into the border area and 80,000 Russian troops were in Crimea or elsewhere near Ukraine’s borders. To put this in perspective, the Russian military has approximately 850,000-900,000 servicemembers in total, and 168 constant readiness BTGs, according to Russian Defense Minister Sergei Shoigu. If these estimates were accurate, the Russian military massed roughly 10-15% of its total manpower and approximately one third of its BTGs near Ukraine’s borders. In response to the buildup, Chairman of the Joint Chiefs of Staff General Mark Milley, National Security Advisor Jake Sullivan, and President Joe Biden all called their Russian counterparts to discuss the situation. U.S. European Command (EUCOM) raised its alert status to its highest level. The buildup also coincided with an increase in fighting along the line of contact, with at least 36 Ukrainian servicemen killed thus far in 2021. The movement of Russian forces led to intense speculation about Russia’s intentions, including fears of a large-scale ground invasion. However, U.S. intelligence indicated that a large-scale ground invasion was unlikely because of a lack of prepositioned spare parts, field hospitals, ammunition, and other logistics necessary for such an operation. Likewise, EUCOM commander General Tod Wolters said on April 15 that there was a “low to medium” risk of a Russian ground invasion of Ukraine in the coming weeks. On April 22, after the end of a large-scale exercise at the Opuk training area in Crimea, which included an amphibious landing, a helicopter air assault operation with two companies, and a multi-battalion airborne operation with more than two thousand paratroopers and sixty vehicles parachuted from forty Il-76MD transport aircraft, Defense Minister Sergei Shoigu announced that the winter verification tests for the Western and Southern Military Districts had been a success and the troops would return to their permanent bases. However, he indicated that equipment from Central Military District’s 41st Combined Arms Army, which included BM-27 Uragan multiple launch rocket systems and Iskander-M short-range ballistic missile systems and other heavy equipment, would remain at the Pogonovo training area in Voronezh near Ukraine’s border until the Zapad 2021 strategic exercise in September. Furthermore, Shoigu did not state clearly whether all of the equipment and units deployed near Ukraine’s borders outside of Crimea would also return to their bases, nor how those units were employed during the snap inspection. Two weeks after Shoigu’s announcement, U.S. defense officials said that Russia had removed only “a few thousand” troops and that there were approximately 80,000 servicemen near Ukraine’s borders, despite Shoigu’s order for most of those units to return to their permanent bases by May 1. The United States is examining how to narrow core objectives in the Middle East to focus on improving military readiness and increasing the number of low-density, high-demand assets available for deployment in Asia and Europe. To free up more forces and to help improve readiness, Washington should explore selective engagement with Moscow about securing a formal ceasefire in Syria’s northwest and reaching agreement on a “no-foreign forces zone” in Syria’s south. This policy would not alter the status quo in Syria, but seek to use diplomatic tools to allow for the reallocation of certain resources now tasked with protecting U.S. ground forces. This engagement with the Russian Federation would elevate a key U.S. interest and use counter-terrorism capabilities based in Jordan to disrupt plots against the homeland. It would also seek to use diplomatic tools to create conditions to remove forces that do not directly support this counter-terrorism effort. This approach would retain U.S. forces in the Middle East, but in a way that allows for certain assets to be repositioned in either the United States, Indo-Pacific, or Europe.

Moscow has repeatedly played actors off each other to secure its own interests and keep the Assad regime in power. Sometime before July 10, the UN Security Council will vote on whether to extend the annual mandate for cross-border assistance into Syria, which now passes through a lone outpost at Bab al-Hawa. Securing this extension is essential from a humanitarian standpoint, but keeping the border open matters equally for reasons of stability, given the fragile ceasefire in Idlib. Looming over the process is the strategic mischief of Moscow, which has repeatedly played various actors in Syria off each other to secure its own geostrategic and economic interests and to keep the Assad regime in power. The Kremlin, to the latter end, has reliably vetoed Security Council resolutions that would check the Syrian regime, claiming falsely that such moves would facilitate Western incursions in the country. In this Policy Note, Russia expert Anna Borshchevskaya and recent State Department senior advisor and NSC Syria director Andrew J. Tabler examine Russian diplomatic technique and subterfuge in Syria. Today, the main vector of Russia's foreign policy continues to go through a confrontation with the West in the international arena, especially with the United States. This fact is important for international politics and, even more so, for the context of Georgia's national security. As a whole, so far, the Biden administration's policy toward Russia is not different from that of its predecessors - the Trump administration and the Obama administration. Its main characteristics are poor bilateral relations and sanctions imposed on Russia, since 2014, when Russia annexed Crimea and launched a military intervention in eastern Ukraine. At the same time, the US expert community is inclined to say that balancing China's growing influence is a top foreign policy priority of the Biden administration and the realization of this policy could alter US foreign policy vis-à-vis Russia. The Biden-Putin summit held in Geneva on June 16 this year should be understood as a starting point of the US administration's relations with Moscow. Most probably, the parties have "tested the ground" on many different topics, including those where their positions differ the most. Although, this summit did not bring a drastic change between the two countries, which indeed was less expected, but it has relatively increased the dynamics of the relations between the two countries.

21. A strategic concept for countering Russian and Chinese hybrid threats

Tackling hybrid threats, particularly from state actors such as Russia and China, remains one of the greatest challenges for the transatlantic community. Hybrid threats have gained more traction among policymakers and publics across Europe and the United States, especially in a world with COVID-19. Over the last five years, Euro-Atlantic nations and institutions, such as NATO and the European Union (EU), have taken important steps to respond to hybrid issues. But, as hybrid threats become more prominent in the future, policymakers must move toward a more coherent, effective, and proactive strategy for countering Russian and Chinese hybrid threats. To develop such a transatlantic counter-hybrid strategy for Russia and China, this paper argues that two major things need to happen. First, transatlantic policymakers have to build a common strategic concept to guide collective thinking on hybrid threats. Second, transatlantic policymakers need to take a range of practical actions in service of that strategic concept. In a strategic concept for countering Russian and Chinese hybrid threats, Lauren Speranza offers five strategic priorities that could form the basis of this strategic concept and presents a series of constructive steps that NATO, the EU, and nations can take, in cooperation with the private sector and civil society, to enhance their counter-hybrid capabilities against Russia and China.

Turkey-NATO relations are still sufficiently strong to keep the relationship from the brink, a new DIIS-report finds. But more dynamics are also gaining strength to render further troubles increasingly likely. The future of Turkey’s NATO membership has been the subject of heated debate of late, from both outside and within Turkey. What ramifications will Turkey’s purchase of the Russian S-400 surface-to-air anti-missile system have for Turkey’s NATO future? Has the Syrian conflict exposed deep strategic differences between Turkey and other key NATO members? In response to such questions, a number of foreign policy practitioners as well as researchers and long-standing Turkey watchers have cautioned that a number of centripetal forces – dynamics that keep member states together - remain sufficiently strong at a structural level to keep Turkey-NATO relations on track. There seems to be widespread agreement on both sides that the alternative is simply worse. At the same time, the report also argues that these centripetal forces are losing their strength, and that centrifugal forces pulling the alliance apart are gaining strength and salience. Barring wild card developments, the net result is that this will increase the likelihood of further troubles ahead for Turkey-NATO relations The report is based on an analysis of the published policy commentary, scholarly literature, as well as a series of semi-structured interviews conducted with practitioners and academic experts during the course of 2019.

What’s new? Ukrainian President Volodymyr Zelenskyy came to power in 2019 promising to bring peace to Ukraine’s Donbas region, where government and Russian-backed separatist forces are locked in low-level combat. Yet a full, sustained ceasefire remains elusive. Although casualties have dropped from their 2014-2015 peak, fighting continues to kill soldiers and civilians. Why does it matter? Each of the warring parties wants a ceasefire but only if it will lead to peace on its own terms. All prefer to tolerate continued fighting rather than stop the shooting under conditions they deem unfavourable. What should be done? A comprehensive ceasefire is likely unattainable under today’s political conditions. In its absence, the parties should pursue sectoral bilateral disengagements with clear humanitarian and related goals, even as they seek a durable political settlement through talks.

This report examines Syria’s Constitutional Committee process and parallel military developments during the Syrian civil war to reveal that the two have so far been interconnected. It arrives at the conclusion that the Government of Syria and Russia created and subsequently manipulated various linkages between conference room and battlefield to increase their own advantage. This has included the use of the Constitutional Committee as a placeholder to avoid greater Western diplomatic, or even military, efforts to resolve the conflict; the deliberate targeting of civilians and civilian infrastructure to force opposition bodies out of Syria; and polarization of the Committee by engaging in continuous human rights abuses among the Syrian population during negotiations. The Constitutional Committee can still help build bridges, but this requires redressing the balance of forces on the battlefield first. A joint Turkish-European military humanitarian intervention in northwestern Syria can serve this purpose and revitalize efforts to negotiate a (late) solution to the war.

With both Russia and China facing increasingly confrontational relations with the United States, the two countries have increased ties with each other and have pursued similar approaches in opposition to the US government concerning Iran, Syria, and Venezuela. Steve Biegun, US Deputy Secretary of State, recently characterized the developing relationship between Russia and China as one built on “mutual determination to challenge the United States.” To better understand how experts think about Russia’s relations with the other great powers, The Fletcher School of Law and Diplomacy at Tufts University and the Chicago Council on Global Affairs recently conducted a survey of 201 American experts on Russia. The survey finds that a majority describe the relationship between Russia and China today as one of mostly partnership. They also describe India as primarily a partner to Russia, both today and in the future. By contrast, they say that Russian relations with the United States and the European Union are mostly competitive. But they anticipate that in 20 years, rivalry between Russia and China will grow, perhaps creating space for reducing tensions with the United States.

Congress and the administration widened Obama-era sanctions against Russia after alleged Russian interference in the 2016 presidential election. Data from a recent survey of American experts on Russia, conducted by The Fletcher School of Law and Diplomacy at Tufts University and the Chicago Council on Global Affairs paints Russia as a declining power. The results show that while experts anticipate changes in the global balance of power in the next 20 years, with China overtaking the United States, they do not expect Russia to come out stronger over that time frame. Experts draw attention to Russia’s cracked economic and political foundation in the present and its likely decline over the next two decades due to economic mismanagement and faltering soft power. Now there are the lingering economic effects of the COVID-19 pandemic to add to this list.

Turkey, Russia, and Washington have compelling reasons to welcome a new ceasefire agreement, however imperfect, but they still need to address the longer-term dangers posed by the Assad regime’s murderously maximalist strategy. Recent fighting between Turkish and Syrian regime forces in Idlib province has seemingly wiped away the last vestiges of the September 2018 Sochi agreement, brokered by Russian president Vladimir Putin as a way of pausing hostilities and dividing control over the country’s last rebel-held province. Beginning last December, renewed Russian and Syrian attacks against civilians sent a million residents fleeing toward the Turkish border, creating another humanitarian disaster. Then, on February 27, thirty-three Turkish soldiers were killed when their unit was attacked in Idlib—Ankara’s largest single-day loss in Syria thus far. Turkey initially blamed Bashar al-Assad for the deaths, but eyes soon turned to his Russian patron as the more likely culprit, elevating tensions between Ankara and Moscow to a level not seen since Turkish forces shot down a Russian plane in November 2015. Meanwhile, the Turkish military and its local partner forces launched a string of attacks against the Syrian regime and its Iranian-backed militia allies. On March 5, President Recep Tayyip Erdogan will meet with Putin in Moscow to discuss these rising tensions. If the two leaders reach another ceasefire deal, will it last any longer than the short-lived Sochi agreement? More important, what effect might it have on the latest refugee crisis threatening to wash over Turkey and Europe?

As a result of the change of power in Armenia in 2018, the Armenian-Azerbaijani talks on the territorial and ethnic conflict over Nagorno-Karabakh have intensified. However, they have not yielded results because the authorities of both countries are under strong internal public pressure, limiting the possibility of compromise. Russia is using the conflict as an instrument of political influence towards both countries. Strengthening the involvement of French and U.S. diplomacy in the work of the Minsk Group and increasing its importance would limit Russia’s role as the main mediator in the conflict.

29. Leading the free world: How America benefits

What is “world order” and why should Americans care? Less than half of all Americans have a passport, and less than five percent travel internationally. Only 26 percent of US gross domestic product (GDP) comes from international trade. Since the end of the Cold War most Americans probably feel safe from foreign threats most of the time: they feel little sense of danger or threat from the world. Even the terrorist attacks of 2001 have receded into memory and increasingly feel like an aberration rather than a precedent. Americans may feel a sense of unease about the world, but we are confident that even the nation’s wars safely take place “over there,” not here at home. If the United States can afford to tune out much of the world because of its geography, wealth, and power, why should we care? Americans have been the unconscious beneficiaries of a world order that would not exist without them. Just as we take for granted electricity and indoor plumbing without thought to the wiring and piping that make them possible, so too we take for granted the peace, prosperity, and stability of our world without thought to the infrastructure of the free world. The free world exists because the most powerful states in the world are open societies: liberal capitalist democracies who largely see the world the same way and have worked together to keep the peace and build wealth. That order is now imperiled. The United States no longer enjoys an unquestioned advantage over its rivals, Russia and China, as it once did. North Korea and Iran threaten the United States with nuclear weapons and support for terrorism. Perhaps most threatening of all: rising nationalist and populist movements around the world, including in the United States, are undermining popular support for international cooperation, free trade, and collective security. This report is about the free world: what it is, why it is imperiled, why Americans should care, and what we can do about it. Some skeptics have criticized the international order. President Donald Trump regularly criticizes “globalism,” and many Americans seem inclined to believe that the United States is losing its sovereignty and that the world is taking advantage of America’s generosity. We respectfully disagree. The free world, and American leadership of it, is good for America and good for the world. It helps keep us safe and give us opportunity. Far from eroding America’s sovereignty, it is a tool of American influence. Most importantly, the aspirations of the free world are just. It is a system of ordered liberty among nations, a tool or mechanism for allowing nations and individuals to flourish in freedom and safety. Investing in the free world is an investment in our values and our common values.

Over the course of the last decade Russian foreign policy has taken critical turns, surprising not only the entire international community but also Russia’s own foreign policy experts. Arguably, the most notable turn came in March 2014 when Russia annexed the Crimean peninsula, setting in motion developments that are continuously shaping Russia, its neighbors, and, to a certain degree, global affairs. Clearly, Russia’s post-Crimean foreign policy does not exist in a vacuum. Its ramifications are colliding with regional and global trends that are effectively destabilizing the post-Cold War international order, creating uncertainties that are defining the contemporary international moment. In this report, we deal with those whose job it is to explain the logic of Russia’s foreign policy turns and to analyze global trends and their meaning for Russia and the rest of the world. Although these experts, as a rule, do not directly influence political decision-making, their debates, as Graeme Herd argues, “set the parameters for foreign policy choices” and “shape elite and public perceptions of the international environment” in Russia.1 Especially in times of crisis and rapid change ideas produced at some earlier stage by experts and think tanks external to the state bureaucracy can suddenly obtain instrumental value and direct policy options. In Part 1, we briefly discuss the role of think tanks in Russian foreign policymaking and present the landscape of Russian think tanks working on foreign policy issues. We distinguish among three basic institutional forms: academic and university-based think tanks, private think tanks, and state-sponsored think tanks. Highlighting the diversity of organizations, we then focus on four state-sponsored think tanks whose size, political contacts, and financial means allow them to dominate the think tank scene in Russia and that represent different ideological angles of a broad, yet also comparatively volatile mainstream: the Council on Foreign and Defense Policy (SVOP), the Valdai Discussion Club, the Russian International Affairs Council (RIAC), and the Russian Institute for Strategic Studies (RISI). Part 2 follows this selection by looking at Russian foreign policy debates since 2014. We consider how experts writing for these four organizations have approached three major themes: the evolution of the concept of Greater Europe and European Union (EU)-Russia relations, the establishment of the Greater Eurasia narrative in the context of Russia’s declared pivot to the East, and the concepts of multipolarity and the liberal world order.

31. A new Sino-Russian high-tech partnership

What’s the problem? Sino-Russian relations have been adapting to an era of great-power rivalry. This complex relationship, categorised as a ‘comprehensive strategic partnership of coordination for a new era’, has continued to evolve as global strategic competition has intensified.1 China and Russia have not only expanded military cooperation but are also undertaking more extensive technological cooperation, including in fifth-generation telecommunications, artificial intelligence (AI), biotechnology and the digital economy. When Russia and China commemorated the 70th anniversary of the establishment of diplomatic relations between Soviet Union and the People’s Republic of China in October 2019,2 the celebrations highlighted the history of this ‘friendship’ and a positive agenda for contemporary partnership that is pursuing bilateral security, ‘the spirit of innovation’, and ‘cooperation in all areas’.3 Such partnerships show that Beijing and Moscow recognise the potential synergies of joining forces in the development of these dual-use technologies, which possess clear military and commercial significance. This distinct deepening of China–Russia technological collaborations is also a response to increased pressures imposed by the US. Over the past couple of years, US policy has sought to limit Chinese and Russian engagements with the global technological ecosystem, including through sanctions and export controls. Under these geopolitical circumstances, the determination of Chinese and Russian leaders to develop indigenous replacements for foreign, particularly American technologies, from chips to operating systems, has provided further motivation for cooperation. These advances in authoritarian innovation should provoke concerns for democracies for reasons of security, human rights, and overall competitiveness. Notably, the Chinese and Russian governments are also cooperating on techniques for improved censorship and surveillance and increasingly coordinating on approaches to governance that justify and promote their preferred approach of cyber sovereignty and internet management, to other countries and through international standards and other institutions. Today’s trends in technological collaboration and competition also possess strategic and ideological implications for great-power rivalry. What’s the solution? This paper is intended to start an initial mapping and exploration of the expanding cooperative ecosystem involving Moscow and Beijing.4 It will be important to track the trajectory and assess the implications of these Sino-Russian technological collaborations, given the risks and threats that could result from those advances. In a world of globalised innovation, the diffusion of even the most sensitive and strategic technologies, particularly those that are dual-use in nature and driven by commercial developments, will remain inherently challenging to constrain but essential to understand and anticipate. To avoid strategic surprise, it’s important to assess and anticipate these technological advancements by potential adversaries. Like-minded democracies that are concerned about the capabilities of these authoritarian regimes should monitor and evaluate the potential implications of these continuing developments. The US and Australia, along with allies and partners, should monitor and mitigate tech transfer and collaborative research activities that can involve intellectual property (IP) theft and extra-legal activities, including through expanding information-sharing mechanisms. This collaboration should include coordinating on export controls, screening of investments, and restrictions against collaboration with military-linked or otherwise problematic institutions in China and Russia. It’s critical to continue to deepen cooperation and coordination on policy responses to the challenges and opportunities that emerging technologies present. For instance, improvements in sharing data among allies and partners within and beyond the Five Eyes nations could be conducive to advancing the future development of AI in a manner that’s consistent with our ethics and values. Today, like-minded democracies must recognise the threats from advances in and the diffusion of technologies that can be used to empower autocratic regimes. For that reason, it will be vital to mount a more unified response to promulgate norms for the use of next-generation technologies, particularly AI and biotech.
