21. The First Months of Israel-UAE Peace: Israel’s Perspective on the Abraham Accords

Abstract:
In the few months that have passed since the signing of the historical Abraham Accords, Israel and the UAE have opened embassies and exchanged ambassadors, launched direct flights between Tel Aviv and Abu Dhabi, hosted dozens of businesses, cultural and academic delegations (among them a high-ranking Emirati delegation led by the UAE ministers of finance and economy), and facilitated visits of thousands of Israeli tourists to Dubai. Universities and think tanks from both countries have established connections, and news outlets have launched different forms of cooperation. Israel, the UAE, and the US set an investment fund worth 3 billion USD (the fund is not operational yet) and banks on both sides established agreements on financial services. The scope of activity between the two countries is impressive, and it seems that in case of Israel and the UAE, the seeds of peace have fallen on fertile ground, mainly due to high level of economic development and mutual geopolitical interests and concerns, such as the Iranian threat (although both sides evaluate and treat it differently).Today, it is almost impossible to imagine that just a few years ago Israeli athletes were only allowed to compete in the UAE if they agreed to participate without their national flag or national anthem sung at the closing ceremony. Why is it that the peace between Israel and the UAE appears to be such a stark contrast from previous peace agreements that Israel has signed with other Arab countries? Several factors have facilitated the newly established relationship: the positive image of the UAE in Israel; the lack of past hostilities, casualties, and territorial demands between the two countries; the unofficial ties forged long before the official recognition; the many mutual interests that seem to be aligned together; and the right timing that allowed for this bold and important development. Will the parties be able to maintain a similar level of enthusiasm also when the honeymoon stage passes? How will the two countries deal with various regional and international challenges? This paper presents an Israeli perspective on the first months of the relationship between Israel and UAE, and looks at prospects for the near future of these relations.

Since last year, Israel has increased its operations against Iran’s nuclear programme. The actions corresponded to the Trump administration’s “maximum pressure” policy on Iran. Currently, the Israeli actions are an attempt to put pressure on the negotiations launched by the U.S. and Iran to restore the nuclear agreement. Israel opposes those talks, but further escalation will be limited by the stance of the Biden administration.

The cancellation of the 22 May parliamentary elections in the Palestinian Authority (PA) by President Mahmoud Abbas deepens the Palestinian political crisis and contributed to the escalation between Hamas and Israel. The decision is a result of internal disputes in the PA leadership and insufficient external support, primarily from the U.S. The lack of elections will preserve the current political turmoil in the PA and weaken Palestinian relations with Israel.

The continuing crisis in government has led to the dissolution of the Knesset and early parliamentary elections in Israel, the fourth in the last two years. Polls do not reveal any possible coalition variants, which increases the possibility for further elections in autumn. This scenario favours Prime Minister Benjamin Netanyahu, whose position is strengthened by the effective vaccination campaign against COVID-19 and the normalisation of relations with Gulf states.

25. Re-Thinking Assumptions for a 21st Century Middle East

American policy in the Middle East is based on outdated assumptions. There are at least four novel elements in or impacting the Middle East that require an adjustment in strategy: North American Oil Independence: The United States no longer relies on the Middle East for its supply of energy and could choose to act without that significant tie. Rise of China: The People’s Republic of China is now a near-peer to the United States and is taking steps to protect its own interests in the Middle East. Diminishing Conventional Threats to Israel: All conceivable regional enemies are now peace signatories, wrestling with internal instability, or both. Unconventional threats continue to challenge Israel’s security, but a ground invasion is now a remote possibility. Rise of Sub-State Actors: In addition to widely recognized terror and insurgent groups, other actors, such as financial firms, technology firms, and private military firms, interact with power that rivals that of weak states. These new factors—alone and in concert—make legacy strategies at least suboptimal, if not unsuitable. Today’s Middle East exhibits very different characteristics than that of the Middle East of the past century. An acceptable and suitable strategy must incorporate these new data points.

Abstract:
This report explores overlaps and synergies between International Humanitarian Law (IHL) and the women, peace and security (WPS) agenda, specifically the protection and participation pillars of WPS. A summary of initial findings was presented in a policy brief of the same name in December 2020: Can the Women, Peace and Security Agenda and International Humanitarian Law Join Forces? (Policy Brief). IHL is the body of law that governs armed conflict. It is designed to protect combatants and civilians of all genders by restricting the means and methods of warfare. Although IHL has a track record of meaningfully protecting the rights of people in conflict-affected areas over the past five decades, there are notable shortcomings and blind spots in its ability to address the gendered dimensions of conflict. While the authors of the report do not advocate for the merging of these two agendas, they argue that there is potential to broaden the focus of the WPS protection pillar to ensure women and girls are safe from all forms of violence, and to use IHL to add legal force to the WPS agenda. Three case studies on the militaries of South Africa, Israel, and the United States highlight progress and challenges around WPS implementation and IHL compliance. South Africa is a case in which the military is engaged in peacekeeping operations, with frequent allegations made against it of sexual assault against civilians. The United States is a case in which women’s participation in combat roles has increased significantly in recent years, as well as one in which soldiers are deployed in nonconflict situations (such as partner military training missions and black-site prison facilities) where IHL does not formally apply. Israel has the largest rate of women’s participation of any state military in the world. These cases demonstrate persistent shortcomings but also crucial opportunities to better leverage WPS to promote IHL compliance and improve women’s protection. This research paper is the second in a series of outputs of a research program on the synergies between IHL and WPS at the Georgetown Institute of Women, Peace and Security with support from the Government of Liechtenstein.

The Abraham Accords constitute the beginning of a transformation of a region that has confounded many, and that will continue to be a vital battleground astride the security and economic interests of world powers. American leadership was a necessary but alone insufficient condition to the emergence of this agreement. American leadership will remain essential to its growth and evolution. The alignment of our regional partners and allies in both economic and security domains will ensure that the agreement endures. It will also incentivize others to join us in pooling critical capacities to advance and defend mutual interests. This transformation serves to constrain Iran – the threat from which has been recognized as causal – even as it constrains the malign influence and predatory practices of China and Russia. They will continue to manufacture and exploit fissures among the U.S. and its regional partners if we fail to exploit the favorable shift in the region’s security and economic architecture. On the other hand, appropriate support will allow the Abraham Accords to advance and secure America’s interests with the use of significantly fewer resources and with more capable partners integrated as never before.

In an increasingly complex region, Jordan, for decades an oasis of stability, has carved for itself a moderating and stabilizing role in a region that is often viewed as immoderate and unstable [1]. Jordan’s strategy lays with maintaining a leading and peace-making role that has enabled it to limit instability. The Middle East is not getting any simpler. In a region with a complicated history, and distinctive ideologies and sects, geopolitical shifts are inevitable, and predicting the future could be an unattainable goal. Nevertheless, accuracy in reading current geopolitical changes and key trends along with their implications will, and should, help Jordan mitigate risks, maintain stability, and preserve its regional role. The Center for Strategic Studies (CSS) at the University of Jordan, presents potential scenarios to anticipate the future of Jordan and the region, in an attempt to understand the geostrategic and political changes that have occurred or are expected to take place and their impact on Jordan in the years to come. This study, titled “Jordan’s Path in 2021: Trends and Scenarios” aims to reveal the underlying significance and future implications of major emerging internal and regional key trends. It ought to provide correct predictions for shifts in geopolitical power balance, which will help policymakers make informed and knowledgeable decisions. CSS is delighted to share the results of the January survey carried out in 2021 and wishes to thank the 174 experts who participated in it. The results include the experts’ assessment of key trends in Jordan, as well as key trends related to other countries, such as the GCC, Turkey, Israel, Iran, and Egypt. It will be interesting to monitor how the trends play out over the next few months and to assess its precautions on Jordan.

Hungary under Viktor Orbán’s premiership has become one of Israel’s most important European partners. This is reflected in the diplomatic support for Israel by Hungary, mainly at the EU level. Close relations with Israel serve Hungary’s foreign and domestic policy goals and at the same time weaken the effectiveness of the EU’s Middle East policy. However, the new Israeli government may be less open to political cooperation with this country because of earlier criticism of Hungary on, for example, historical issues.

The Israeli evidence could reveal a troubling reality wherein groups publicly defend the human rights of some people while supporting acts of terrorism targeting others. On October 19, Israel designated six Palestinian NGOs as terrorist groups affiliated with the Popular Front for the Liberation of Palestine, causing a firestorm among international civil society and human rights organizations. While such action is inherently controversial, any assessment must consider the underlying evidence, which here emerged from a series of investigations pointing to massive fraud. The effort drew on various sources, including classified intelligence, seized materials, and statements made by arrested employees. And it cast light on high-profile cases such as the August 2019 murder of Israeli teen Rina Shnerb, whose killers were employed by one of the designated groups. In this groundbreaking Policy Note, counterterrorism expert Matthew Levitt closely analyzes Israel’s NGO designations. In doing so, he validates U.S., European, and international requests for an explanation, but simultaneously cautions that the evidence—if proven even partially true—could reveal a troubling reality wherein Palestinian NGOs publicly defend the human rights of some people while supporting terrorist acts against others.

Residents of the beleaguered country desperately need electricity, but a U.S.-Arab scheme carries complications that could benefit Syria's Assad regime. The Lebanese people have endured painful reductions in electricity over the last two years, and now the lights are on for just hours a day. To address this dire situation—and counter a Hezbollah initiative to import Iranian energy products to Lebanon—the United States and its Arab partners are pursuing a complex two-part scheme, with the first involving excess Jordanian electricity and the second, although not yet public, relying on natural gas originating in Egypt and Israel. But both components would involve energy transiting Syria and potentially benefiting the Assad regime, which is under heavy U.S. and international sanctions for its wartime abuses. In this timely Policy Note—richly illustrated with maps—former U.S. State Department senior advisor and NSC director Andrew J. Tabler and his Washington Institute coauthors disentangle the current U.S.-Arab proposal, including how it might interact with the anti-Assad sanctions regime. They also offer alternative avenues that avoid Syria altogether, such as using offshore LNG platforms and delivering to Lebanon sustainable energy systems, from solar panels to geothermal technology.

Since the Islamic Revolution in 1979 and especially since the U.S. invasion of Iraq in 2003, Iran has become highly proficient in using its surrogates and proxies across the Middle East as a tool to achieve its interests while avoiding direct conflict with the United States. Successive U.S. presidents have sought options for pushing back against this Iranian strategy but have struggled to find approaches that could deter Iran’s actions or degrade its capabilities. In most cases U.S. administrations have been hesitant to respond at all, for fear of starting a larger conflict. The recent killing of Qassim Soleimani represents the opposite problem, in which the United States and Iran came unnecessarily close to a much larger war. In contrast, Israel’s “campaign between the wars” (the Hebrew acronym is mabam) against Iran and Iranian-backed groups in Syria has been one of the most successful military efforts to push back against Iran in the “gray zone.” Since the start of the Syrian civil war in 2011, and especially since early 2017, Israel has conducted more than 200 airstrikes inside Syria against more than 1,000 targets linked to Iran and it’s Islamic Revolutionary Guard Corps Quds Force (IRGCQF), and against IRGC-QF backed groups such as the Lebanese Hezbollah. This campaign has slowed Iran’s military buildup in Syria while avoiding a broader regional conflagration that would have been damaging to Israel’s interests.1 This study examines Israel’s mabam campaign and asks what lessons the United States can draw and how they may be applied to future U.S. actions in gray zone conflicts, both against Iran and more broadly.

Israeli PM Benjamin Netanyahu’s warning on the emergent Yemen-originating missile threat corresponds to Iran’s modus operandi of surrounding its foes with missile “rings of fire” and will enable Tehran to complete the missile encirclement of the Jewish state as a step toward its eventual demise. Israel must do its utmost to confront this new strategic threat by establishing an alert system and defense capabilities against Yemen-originating cruise and ballistic missiles, whatever the cost.
