Released quarterly, the UK in a Changing Europe UK-EU Relations Tracker assesses relations between the UK and EU as well as relationships between the UK and EU member states. This edition of the tracker covers developments from July to September 2023. On 1 October, the UK government introduced the green-lane/red-lane system to ease the flow of goods between Great Britain and Northern Ireland as part of the Windsor Framework. In the context of thawing relations post Windsor Framework, the UK and EU have reiterated their commitment to making the most of the Trade and Cooperation Agreement (TCA). The political agreement on the UK’s association to the Horizon and Copernicus programmes was an important milestone. In other areas, the tracker notes that discussions are ongoing. On the future of the relationship, the tracker highlights a growing mismatch between debates on the two sides. Within the UK, the Labour Party have set out plans for building on the TCA in pursuit of a closer trading relationship. The EU, on the other hand, shows little appetite for revisiting the terms of UK-EU trade. Bilaterally, the UK has now signed general statements or declarations with most EU member states. The focus is therefore shifting from formalising relations to maintaining and implementing them. This requires continued engagement, which the tracker indicates can be difficult to sustain at the highest political level.

The Arctic is directly affected by the interaction of two ongoing global crises: climate change and Russia’s war of aggression against Ukraine. With its temperatures rising four times faster than the global average, the Arctic is facing dramatic environmental consequences. Meanwhile, retreating sea ice has led to increased economic interest in the Arctic and its growing geopolitical importance. Thus, understanding and managing the global and local implications of environmental change in this region requires urgent scientific and diplomatic collaboration.

4. Destination-Country Policies to Foster Diaspora Engagement in Development

It is now widely recognized that emigrants and their descendants contribute greatly to the development of their countries of origin or ancestry, not only with remittances but also by starting businesses, through exchanges of knowledge, and more. And many migrant-origin countries have invested in connecting with their diaspora and leveraging its contributions. Far less attention has gone, though, to how countries of destination with substantial official development assistance programs are supporting—or could support—their resident diasporas’ engagement in the development of countries of origin. This report explores the diaspora engagement actions and policies of Western donor governments—including France, Germany, the Netherlands, Norway, and the United States—highlighting distinctive features. It considers a variety of modes of engagement, such as assistance with forming or strengthening diaspora organizations, grants for diaspora-led development projects, consultations, skills circulation initiatives, and support for entrepreneurship. The report also explores why more destination countries have not (consistently) operated diaspora-for-development programs, and offers lessons about effectiveness and sustainability.

5. Baltic Conflict: Russia’s Goal to Distract NATO?

The Baltics are a key strategic region where the North Atlantic Treaty Organization (NATO) and Russian military and economic interests overlap. Sabotage of the Nordstream 2 pipeline, regardless of who executed the attack, has signaled that conflict in the region is no longer left of bang. Gray zone operations are underway, and the United States, NATO, and their partners need to be ready to act in unity against an increasingly hostile Russia that is now trying to distract attention from its military shortcomings in Ukraine. In this effort, Russia’s playbook will test the limits and try to exploit the seams of the alliance. An exacting response is needed to deny Russia control and ensure full conflict is avoided. The NATO summit in Vilnius will be critical to strengthening resolve and a path forward to a combined strategy to deter further Russian aggression.

After years of lower interest, France has signaled its ambition to re-engage in the Western Balkans. It is not starting from scratch. Historical affinities with the countries of the region abound, in culture, sciences, politics, and economy. But shifting priorities in the past decades have eroded French presence in the region. To regain a foothold in this important part of Europe, France has taken a series of initiatives aimed at boosting its engagement. In 2016, it hosted the Berlin Process summit; in 2017, it launched with Germany an initiative to coordinate the drive against firearms trafficking in the Western Balkans; in 2018, it expanded the intervention mandate of the French Development Agency (AFD) to all Western Balkans countries and adopted a national Strategy for the Western Balkans; in 2020, after a two-year stalemate, it withdrew its reservations against the opening of accession negotiations with Albania and North Macedonia, while sketching the contours of the revised enlargement methodology. Drawing from a series of consultations in the region and structured cooperation with partner think-tanks, this policy paper is conceived as an independent, expert contribution to French efforts at re-engaging with the Western Balkans. It explores perceptions of French re-engagement in the region and reflects the potential of the 2019 Strategy for the Western Balkans in light of the forthcoming French Presidency of the European Council and in the context of the grands débats on the future of Europe.

The takeover of power by the Taliban in Afghanistan in the summer of 2021 and the intensifying crisis on the border between EU countries and Belarus stimulated the Austrian government in international forums in the field of migration. The prospects for cooperation with the V4 countries in this regard were heightened after interior minister Karl Nehammer was elevated to Chancellor.

This Western Balkans Security Barometer report examines the perceptions of Kosovo citizens about Kosovo's EU integration process, and the regional and international cooperation. This report consists of two sections. The first section analyzes the public perceptions towards the EU integration, Kosovo’s progress in fulfilling the EU membership criteria, the bilateral relations, and the influence of EU countries towards Kosovo, and an assessment of the EU as a mediator in the dialogue between Kosovo and Serbia. The second section addresses regional cooperation within the Western Balkans countries, the bilateral relations, and the influence of these countries towards Kosovo. The analysis of this report is based on the results of the survey through face-to-face interviews with randomly selected respondents throughout Kosovo, in September, 2021.

10. The Challenge of European Political Will

In this follow-on report to 2021’s Europe's High-End Military Challenges: The Future of European Capabilities and Missions, the CSIS Europe, Russia, and Eurasia Program and International Security Program examine the other side of the coin of European military effectiveness: the political will of European countries to conduct military missions and operations. The report identifies the endogenous and exogenous factors constraining or increasing political will and maps them onto six country case studies. Four prototypes of political will emerged from the analysis: global partners, international activists, constrained partners, and minimalists. The report then assesses the political will of European allies and partners to conduct fifteen types of military missions and operations worldwide, from peacekeeping to large-scale combat. It concludes with a summary of key findings. First, it finds that internal and external factors—such as strategic culture and alliance dependence, respectively—will continue to constrain European political will in many cases, even after the Russian invasion of Ukraine. Second, European states are more likely to have the political will to engage in military missions at the lower end of the conflict spectrum (such as maritime patrol missions) and less likely at the higher ends of the spectrum, except in cases of significant collective or national defense.

11. Putting Migrant Reintegration Programs to the Test: A Road Map to a Monitoring System

European policymakers have renewed their commitment to increase returns of migrants determined not to have a right to stay in the European Union, and to cooperate with returnees’ countries of origin to support their reintegration. And as investments in assisted voluntary return and reintegration (AVRR) initiatives have grown, so too has pressure to demonstrate that these programs are living up to the high expectations for them. Yet there is little clarity, let alone consensus, on what “successful” reintegration is or how best to achieve it. This MPI Europe report examines what is and is not known about returnees' economic, psychosocial, and social reintegration. It also discusses the need to build and strengthen monitoring and evaluation (M&E) systems to help address pressing knowledge gaps, track the impact of AVRR investments, and inform program decision-making. To do so, it lays out a set of guiding principles and explores key questions about the design, ownership, funding, and impact of M&E efforts.

12. The Winding Road to Marrakech: Lessons from the European Negotiations of the Global Compact for Migration

In the summer of 2018, negotiations of the Global Compact for Safe, Orderly, and Regular Migration suddenly became front-page news, drawing far more attention than nonbinding UN agreements before it. The compact’s proponents argued it would help address transnational issues related to migration, while its opponents alleged it posed a threat to state sovereignty and would lead to an increase in migration to Western countries. Although the European Union was initially one of the driving forces behind the pact, as public demonstrations multiplied, these divisions culminated in the fall of the Belgian government and nine EU Member States voting against the compact or abstaining. This report from MPI's Transatlantic Council on Migration explores how the compact negotiations triggered a multilayered institutional and political crisis in the European Union. It charts how the pact became a proxy for broader debates about how external migration policy is decided within the European Union, especially when doing so touches on multiple policy areas, and about democratic accountability in handling nonbinding international agreements. This analysis, which draws in part on interviews with policymakers from EU institutions and Member States, offers lessons learned for public communications about migration policy and assesses the implications of these events for the European Union’s external migration policy, including its implementation of the compact and role in multilateral migration matters.

13. The Challenge of Coordinating Border Management Assistance between Europe and the Maghreb

Europe’s border security needs and interests do not stop at its frontiers. Over the last 25 years, the European Union and its Member States have increasingly partnered with and relied on neighboring countries to mitigate cross-border challenges, ranging from irregular migration to drug trafficking and terrorism. Within this transnational architecture, the states of the Maghreb—Algeria, Morocco, and Tunisia—have come to play a critical role. Cultivating cooperation with these countries and building their border security capacity have become vital concerns for European policymakers. This Transatlantic Council on Migration report examines the border security situation within the Maghreb, including Maghrebi states’ cross-border priorities and the structural factors impeding the development of better border security. It then takes stock of efforts by the European Union and its Member States to work with partners in the region to address border security challenges and offers lessons learned from experiences to date. “While they have little choice but to engage,” the report’s author writes, “European states have great latitude in deciding how they engage with Maghrebi states.” To be effective, this cooperation must be shaped not only around European policy aims but also the needs and interests of governments and citizens in Morocco, Algeria, and Tunisia.

14. Small States, Different Approaches: Estonia and Norway on the UN Security Council

In 2021, Estonia and Norway served as elected members of the United Nations Security Council (UNSC). Both being relatively small states, defending multilateral cooperation and rules-based international order were important common goals. In the last decade, great power tensions have returned to the Security Council, and multilateralism has again come under pressure. The opportunities of elected members to substantially influence the UNSC agenda are arguably limited by power struggles, complex subject matter and inefficient working methods. In spite of these limitations, both Estonia and Norway achieved some important outcomes as members of the Security Council. Their experiences confirm above all the value of diplomatic experience and reputation-building for elected members. To some extent, the two states have also been able to assume ownership of matters on the UNSC agenda. As in any diplomatic setting, knowing how to “play the game” is key to the ability of small states to punch above their weight. Specific methods through which elected members work to influence the UNSC agenda include coalition-building, actively using the presidency function, organising special events, and assuming the penholder role in a specific country or thematic issue. Common priority areas of Estonia and Norway in the UNSC include conflict resolution and peacebuilding, protection of human rights and especially women’s rights, and addressing new security challenges in the fields of cyber and climate. The most significant experience of cooperation during 2021 was the Estonian-Norwegian joint penholdership of the Afghanistan file which brought the two countries to the centre stage of global diplomacy and reinforced their international profile as small states that make an active and professional contribution to multilateral cooperation. Looking at Estonia’s and Norway’s performance in 2021, some interesting differences can be identified. First, the two states assess the relative importance of the UN differently. In Norway’s foreign policy, there is a strong tradition of prioritising the UN and seeing an active role in multilateral cooperation as an important contribution to national interests and security. By contrast, for Estonia, the UN has not been a foreign policy priority in the past, and its contribution to national security continues to be seen as secondary to membership in Western organisations, notably NATO and the EU. Furthermore, Norway has generally worked a bit more behind the scenes, relying on its long experience and reputation as a constructive contributor to peace diplomacy. It has been active on issues such as the UNSC’s normative protection agenda and climate security, but also the Afghanistan, Syria and North Korea files. Meanwhile, Estonia has taken a rather bold approach as a newcomer visibly promoting its priorities, most notably the cybersecurity agenda. It has also focused on controversial issues of regional security, including the situations in Ukraine and Belarus, trying to use the UN to the advantage of national security through promoting its positions and strengthening coalitions with like-minded countries. Coordination between like-minded states is an integral part of the work of the Council. With Estonia and Norway both present, 2021 saw two Nordic-Baltic states concurrently represented in the Council for the first time. In the future, there may be scope for further strengthening Nordic-Baltic cooperation in the framework of the UN structures.

Hungary under Viktor Orbán’s premiership has become one of Israel’s most important European partners. This is reflected in the diplomatic support for Israel by Hungary, mainly at the EU level. Close relations with Israel serve Hungary’s foreign and domestic policy goals and at the same time weaken the effectiveness of the EU’s Middle East policy. However, the new Israeli government may be less open to political cooperation with this country because of earlier criticism of Hungary on, for example, historical issues.

From January 11-15,2021, the George C. Marshall European Center for Security Studies conducted for the first time a European Security Seminar (ESS) on EU-NATO cooperation. Due to COVID-19 restrictions, the seminar took place virtually. Fifty-eight participants from twenty-seven countries attended the event via online seminars. The participants represented EU and NATO member states, countries that are solely NATO or EU members, non-aligned states, as well as befriended countries, and countries along Europe’s southeast and eastern flanks. A little more than two-thirds of the attendees were civilian officials; approximately one-third of the participants were female. The major goals of the ESS were to understand the new impetus and substance of EU-NATO strategic partnership, to explore selected areas where cooperation between EU and NATO organizations should be enhanced, and to identify how NATO, the EU, Germany, and U.S. can strengthen the capacity and capability of its neighbors, potential EU and NATO partners, while being mindful of constant hostile interferences by revisionist powers and the multi-faceted challenges that the COVID-19 pandemic presents to societies. To this end, the Marshall Center organized seven units of panels and lectures with experts and senior officials from the Brussels-based institutions as well as national governments, followed by outcome-oriented seminars for smaller groups. The Chatham House Rule (i.e. non-attribution of any statements made) was respected throughout the course.

Anthropogenic climate change due to the emission of greenhouse gases into the atmosphere is the greatest threat facing society this century. The Intergovernmental Panel on Climate Change (IPCC) highlights the urgency of ambitious climate action and the devastation that may be caused if this action is not realized.2 As such, decarboniz- ing the economy is a pressing challenge, and funding the zero-carbon transition will require large-scale finance. To achieve the scale and rate of change required for global carbon net neutrality by mid-century, both public and pri- vate finance must be mobilized to fund mitigation efforts across industries. In addition to directing capital toward mitigation projects, funding to carbon-intensive projects must be evaluated and ended if not aligned with decar- bonization targets. As stated in a 2019 feature in Nature, “[f]inanciers will have to step away from approaching cli- mate change on a project-by-project basis—a wind farm here, a solar plant there—and start thinking about the car- bon impact of every dollar spent. That means an end to projects that lock in unsustainable futures.”3

19. The Trade Effects of the Economic Partnership Agreements between the European Union and the African, Caribbean and Pacific Group of States: Early Empirical Insights from Panel Data

This study provides early ex-post empirical evidence on the effects of provisionally applied Economic Partnership Agreements (EPAs) on two-way trade flows between the European Union (EU) and the African, Caribbean and Pacific Group of States (ACP). Employing the gravity model of trade, we do not find a general EPA effect on total exports from ACP countries to the EU nor on total exports from the EU to ACP countries. We do, however, find heterogeneous effects when focusing on specific agreements and economic sectors. While the agreement between the EU and the Caribbean Forum (CARIFORUM), which concluded several years ahead of the other EPAs in 2008, if anything, reduced imports from the EU overall, the provisional application of the other EPAs seems to have at least partly led to increased imports from the EU to some partner countries. More specifically, the estimation results suggest an increase in the total imports from the EU only in the Southern Africa Development Community (SADC) EPA partner countries. On the sectoral level, by comparison, we find increases in the EU’s agricultural exports to SADC, Eastern and Southern Africa (ESA) and the Pacific. Lastly, in the area of manufactures trade, we find decreases of exports of the ESA and SADC countries to the EU, but increases in imports from the EU into SADC countries. While this early assessment of the EPA effects merits attention given the importance of monitoring future implications of these agreements, it is still too early for a final verdict on the EPAs’ effects and future research is needed to investigate the mid- and long-term consequences of these agreements.

Abstract:
The North Sea is a very productive fishing area of great importance to surrounding coastal states Norway, the UK, Sweden, the Netherlands, France, Germany, Denmark and Belgium, with an average total harvest in recent years of slightly more than 1.8 million tonnes. This report explains why the cooperative management of the six shared North Sea fish stocks has been so stable to date and considers what lessons this success holds for the world at large. The report also speculates on the post Brexit management of these resources. The lessons learned from cooperative management over 40 years may well have an impact also on future cooperation between Norway, the UK and the EU27.

Transatlantic cooperation is essential to European energy security, which is and should remain a key national security priority for the United States. European energy security is crucial for the maintenance of a strong European economy and for European political stability, both of which are in the best interests of the United States. The new report from the Atlantic Council Global Energy Center, European Energy Security and the Critical Role of Transatlantic Energy Cooperation: Final Report and Recommendations, by Richard L. Morningstar, András Simonyi, Olga Khakova, and Jennifer T. Gordon, provides insights into how the United States and European Union (EU) can work together to strengthen European energy security. The Global Energy Center’s new report recommends that the United States and the EU focus their energy cooperation in several areas that will benefit the EU’s efforts to meet climate targets and that, at the same time, will also bolster energy security. These areas include: the development of competitive and transparent energy markets; the identification of alternative energy sources and routes; collaboration on new energy technologies to reduce greenhouse gas emissions; and coordination of a transatlantic financing strategy. Additionally, new energy infrastructure, interconnected grids, the European Green Deal, and broader geopolitical challenges also represent areas of opportunity for cooperation between the United States and the EU.

25. Chasing Efficiency: Can Operational Changes Fix European Asylum Systems?

With new EU leadership having taken office in late 2019, Brussels is hungry for fresh ideas that will either revive or reform the Common European Asylum System. The scale and pace of asylum-seeker arrivals on European shores in 2015–16 pushed many Member State systems to a breaking point and brought into glaring focus problems—such as incomplete registration of new arrivals and lengthy case processing backlogs—that existed even before the crisis. Several years on, proposals to address these and other issues through reforms to the EU legal framework for asylum have stalled. Yet, this has also been a period of intense innovation at the national level. Member States have tested new or revamped old ideas to improve the operation of their asylum systems—how they register those seeking protection, offer them reception and material assistance, investigate their protection claims, and then, if their cases are rejected, return them to their origin countries. This MPI Europe-Bertelsmann Stiftung report examines these Member State responses and the wealth of lessons, as well as some cautionary tales, they offer as European leaders contemplate future changes. Among the innovative approaches are the creation in Germany and France of “first-arrival centers” to swiftly register and secure accommodation for newcomers, Swiss “processing centers” that bring together all stakeholders involved in the asylum procedure to make high-quality decisions more quickly, and the Dutch and Swedish “triage” or “track” systems that assign incoming cases to tailored asylum procedures. Understanding this operational dimension—the nuts and bolts of EU asylum systems—is essential for efforts to secure durable improvements. As the author writes, “The era of using (purely) legislative reform to attempt to fix European asylum systems and preserve the integrity of protection regimes has come to an end; the future lies with policy-making approaches, such as a strategic roadmap, that mobilize the full set of tools available.” This is the final report for the Making Asylum Systems Work in Europe initiative, which aims to contribute to efforts to build the capacity of national asylum systems and improve cooperation between EU Member States.

The refugee resettlement landscape has shifted considerably in recent years. A number of countries in Europe and elsewhere have launched or expanded their resettlement programs, and some have experimented with new models such as community-based or private sponsorship. At the same time, the United States—long the world’s largest resettlement country—has significantly cut its refugee admissions, leaving other countries to take the lead in global efforts to address displacement. For new and longstanding resettlement programs alike, it is vital that policymakers and program designers have the tools to gauge whether resettlement is meeting its objectives, to facilitate continuous learning, and to ensure that funding is being well spent. Robust monitoring and evaluation (M&E) holds the key. Yet many resettlement programs do not have a strong M&E culture. This report examines the added value that M&E can bring to refugee resettlement programs and identifies common obstacles that have kept countries from creating or expanding their M&E operations to date. It then lays out a road map for kickstarting this process—from finding the right “champion” to drive change, to identifying which of a program’s strategic and operational goals to monitor and evaluate, to identifying existing sources of information and designing new data collection tools. These insights are drawn in part from a pilot M&E project conducted by MPI Europe in partnership with resettlement authorities in Ireland, Italy, and the Netherlands under the framework of the European Union Action on Facilitating Resettlement and Refugee Admission through New Knowledge (EU-FRANK) project. This report was written as part of the EU-FRANK project, which is financed by the European Asylum, Migration, and Integration Fund (AMIF) and led by Sweden. Europe’s role within the global refugee resettlement landscape has changed significantly in recent years. Some EU Member States, such as Germany and Sweden, have expanded their resettlement programs, while others, including Romania and Lithuania, have launched new ones. This growth, coupled with the United States’ dramatic cuts to its refugee admissions, has meant that more than 40 percent of all refugees resettled through the UN High Commissioner for Refugees since 2017 have found a new home in Europe—up from 8 percent in 2007. This report looks at how investments in shared infrastructure at the EU level and growing resettlement experience among Member States offer a strong foundation upon which European resettlement efforts can build. It also explores what ambitious European resettlement policy could accomplish and what steps EU and national leaders would need to take to realize this vision. Among the many questions this report examines are: How can engagement in resettlement be motivated and sustained at the national level? And what elements are needed to build world-class resettlement systems in Europe—from improvements in selection and departure operations, to commitments to robust monitoring and evaluation, to investments in partnerships with first-asylum countries and between central governments and receiving communities in destination countries. This is the final report by the Migration Policy Institute Europe in a multiyear series of studies produced as part of the European Union Action on Facilitating Resettlement and Refugee Admission through New Knowledge (EU-FRANK) project. On 22 January 2019, France and Germany signed the Treaty of Aachen, which – among other things – foresees a stronger coordination and cooperation in the field of development policy. Against the backdrop of the Agenda 2030, the need for collective action has rarely been higher. Yet, although formal agreements on Franco-German cooperation were initially made in the 1963 Élysée Treaty, preliminary research insights point to the fact that cooperation has so far been driven more by opportunity than by strategy. That is why this study seeks to analyse the main obstacles to Franco-German cooperation in global development and how these play out in practice. To this end, it provides an assessment of Franco-German cooperation in support of global sustainable development in general, as well as in two particular cases. These are the Sahel Alliance, founded on a French initiative and confirmed by France, Germany and the European Union in 2017 with a view to increasing coordination and effectiveness to the benefit of development and security in five Sahel countries; and a second initiative providing assistance to developing and emerging countries in conceiving and implementing their nationally determined contributions (NDCs), the NDC Partnership. The NDC Partnership was launched at the 22nd Conference of the Parties of the United Nations Framework Convention on Climate Change (COP22) in Marrakesh in 2016 on an initiative by Germany, Morocco and the World Resources Institute (WRI). Against this backdrop, the study formulates policy recommendations as to how Franco-German cooperation could be enhanced to the benefit of global development.

In ancient times, Europe and Asia were connected together by the Silk Road, with Rome and China respectively serving as the two major terminals. The Silk Road was viewed as the main line of trade and business across borders at that time--an early version of economic globalization. In fact, the grand history of the Silk Road and the connection and exchanges between the two countries are well documented by Marco Polo in his Travelogue. Upholding the concept of globalization, China proposed the Belt and Road Initiative (BRI)in which Italy matters a lot. Relatively speaking, among all the countries in the Western Europe, the government and business community in Italy holds a positive stand towards BRI. Even though, it is still undeniable that there is still skepticism and doubt in carrying out relevant projects. Whether we can succeed in exploring more areas and spaces for cooperation and making full advantage of the complementarities between China and Italy, will affect not only the future development of the two countries but also the implementation of the BRI all across Europe.

Dear Readers, Welcome to the third edition of The Berlin Pulse! The first edition, published in November 2017, was an experiment. Two years later, I am convinced that The Berlin Pulse has made a positive contribution to Germany’s foreign policy debate. Internationally, the past two editions have served as a valuable tool for explaining the forces underlying German foreign policy. I would like to start, therefore, by thanking all who have contributed to this project through comments and suggestions, their own contributions, or simply by reading. The idea behind The Berlin Pulse remains the same: To identify potential gaps between German public opinion and international expectations of Berlin’s foreign policy. However, the results of this year’s survey once more underline a different gap, namely that between public opinion and government policy: To policy-makers in Berlin, the transatlantic alliance remains a pillar of German foreign policy. In contrast, a majority of the population (52 percent) believe that Germany should reconsider its alliance with Washington, even at the cost of more than doubling the country’s defence budget. However, despite efforts to strengthen Europe’s defence capabilities, Germany will continue to rely on the United States for its security for the foreseeable future. Clearly, its politicians need to become better at explaining to Germans why this is in the country’s interest. As Germans and the world are celebrating the 30th anniversary of the fall of the Berlin Wall and the breakdown of the Iron Curtain, dividing lines old and new are making (re-)appearances. Therefore, the present issue will focus on three particular challenges facing German policy-makers: Berlin’s role in the EU and the Union’s foreign policy; transatlantic relations under the Trump administration, and the question of what role Germany will be willing and able to play in Asia. With Germany preparing for the presidency of the European Council and the US elections looming, 2020 is bound to be an eventful year. Amid continuing threats to multilateralism and the liberal international order, friends and competitors alike are closely watching the decisions taken (or not taken) by Berlin. This year’s authors hail from a rich variety of backgrounds, and include Germany’s Federal Minister of Defence, Annegret Kramp-Karrenbauer, the Bulgarian intellectual Ivan Krastev, eminent Chinese diplomat, Madam Fu Ying, as well as public intellectual and journalist Walter Russell Mead, to name but a few. Last but not least, allow me to thank our editor, Joshua Webb. It is in no small part thanks to his excellent work that I am confident the present issue of The Berlin Pulse will provide you with plenty of food for thought and discussion. This year, Germany participated for the second time in a Three Seas Initiative (TSI) summit as an observer. Its participation is motivated by the desire to strengthen cooperation with Central European countries and reduce divisions in the EU. It also aims to limit U.S. economic ambitions in the region, with TSI a potential key vehicle for them. Germany’s efforts to gain membership should be seen as a foreign policy goal. Its success could contribute to influencing infrastructure priorities in Central Europe, if implemented under the TSI.

ICDS Research Fellow Kalev Stoicescu and Non-Resident Fellow Maxime Lebrun made a thorough analysis of the defence cooperation and partnership between Estonia and France. They concluded that this successful relationship, which evolved in a short time literally starting from mutual neglect, is based both on pragmatism and political vision. It also serves as a very good example of fruitful cooperation between rather different European partners in terms of size, military capabilities, history and culture, geography etc. France contributes to NATO’s enhanced Forward Presence, a vital deterrence measure for the Baltic states and Poland, and Estonia participates actively in French, EU and UN operations in sub-Saharan Africa. In this context, France promotes the European Intervention Initiative (in which Estonia participates) and the concept of European Strategic Autonomy (Estonia, as well as other Allies, are not yet convinced of its aims and utility). The analysis offers a comprehensive overview on the matter for those who are interested in the defence policy of Estonia and France, and the development of the defence dimension of the European Union.

At times of turmoil, when the rules-based international order is put into question and traditional alliances become weaker, the majority of Germans still do not favour a more active stance in foreign policy: 55 percent of Germans prefer restraint rather than Germany engaging more strongly in international crises. Apparently, the demands by leading politicians and think tanks for Germany to take on greater international responsibility have not persuaded Germans to change their mind. THE BERLIN PULSE guides policy-makers and experts along the fine line between domestic constraints and international expectations. Political leaders such as the Polish Prime Minister Mateusz Morawiecki, German Foreign Minister Heiko Maas and the President of Estonia Kersti Kaljulaid express their hopes and expectations for German foreign policy in 2019. Their perspectives meet the attitudes of the German public – sometimes they overlap, sometimes they clash. This year’s issue brings together data, analysis and different perspectives on the most pressing challenges for German foreign policy today and in the years to come – including some trends and outliers that may surprise you. With its new focus topic “The Value of Europe”, Körber Foundation is contributing to the debate on the past, present, and future of the European project and is paying special attention to the question of how a new split along the former “Iron Curtain” can be avoided. We are witnessing a growing internal division in the European Union: 77 percent of Germans believe the cohesion between EU member states has recently weakened. A striking 46 percent of Germans believe the EU’s Eastern enlargement in 2004 was not the right decision. At a time when the transatlantic relationship is going through turbulent times, three out of four Germans describe US-German relations as “somewhat bad” or “very bad” and favour a more independent foreign policy from the US. However, this alienation is not mirrored in the US: even if they consider Germany not a very important partner, 70 percent of Americans believe the relationship between the US and Germany is somewhat good or very good. We thank our transatlantic partners from the Pew Research Center for fielding joint questions on the transatlantic relationship in the US together with us. The results of the representative survey commissioned by Körber Foundation in September 2018 should enrich the conversation about German foreign policy during and beyond the Berlin Foreign Policy Forum, which we are proud to host together with the German Federal Foreign Office. “Talk to each other rather than about each other” – the motto of our founder Kurt A. Populism, in and of itself, is not inherently bad. However, authoritarian populists who deny their political opponents’ legitimacy and divide society into a group of good, ordinary people and a corrupt, out-of-touch elite pose a threat to democracy and tend to degrade democratic institutions once in power. In Turkey and Hungary, for example, populist leaders have subverted independent institutions and weakened checks on executive power.1 Beyond frequently attacking domestic media, stacking their courts, and oppressing political opposition, authoritarian populists also often rail against multinational organizations and agreements.2 In earlier publications this year, a joint Center for American Progress and American Enterprise Institute team examined what is driving the success of populists in the United States3 and Europe.4 This report examines how populism on both sides of the Atlantic has weakened core transatlantic institutions such as the European Union (EU) and North Atlantic Treaty Organization (NATO) and emboldened the West’s adversaries, including Russian President Vladimir Putin.

The European Union’s (EU) Migration Partnership Framework (MPF) was established in June 2016 and seeks to mobilise the instruments, resources and influence of both the EU and member states to establish cooperation with partner countries in order to “sustainably manage migration flows” (European Commission, 2017a, p. 2). Its strong focus on EU interests and positive and negative incentives mark a departure from previous EU migration initiatives and have generated significant controversy. This Discussion Paper examines the politics, implementation and impact of the MPF more than one year on from its establishment, asking what lessons it offers for the future direction of EU migration policy. The paper begins by introducing the MPF and examining the different perspectives of EU actors on the framework. It finds that there is significant disagreement both among EU member states and within EU institutions over the MPF’s approach and priorities. The paper explores the political and ethical controversies that the MPF has generated, including regarding its ambition to subordinate other areas of external action to migration goals; its use of incentives; and its undermining of EU development and human rights principles. The paper assesses the implementation and impact of the MPF in its five priority countries – Ethiopia, Mali, Niger, Nigeria and Senegal. It argues that the concrete achievements of the migration partnerships have been limited; that the MPF has largely failed to incentivise the cooperation that the EU was seeking; and that the EU’s migration programming in MPF partner countries has suffered from serious flaws. The paper takes an in-depth look at the Ethiopia partnership, which has been the most challenging. It describes how the interests and goals of the EU and Ethiopia have not aligned themselves, how the issue of returns has come to entirely overshadow engagement, and how the relationship between the partners has been soured. The paper goes on to examine how the MPF relates to African interests and how it has affected EU-Africa relations, arguing that the MPF approach is seen by many African actors as imposing EU interests and undermining African unity and continental ambitions. Finally, it explores how the EU can develop engagement with Africa on migration issues that is more realistic, constructive, and sustainable, with the aim of fostering intra-African movement and economic opportunities; ensuring protection for refugees and vulnerable migrants; and allowing both continents to benefit from large-scale, safe and orderly African labour migration to Europe. However, it warns that any such shift will require a change in mindset by European leaders and populations.

Dear Reader, Welcome to The Berlin Pulse! In the past years, calls for greater German international engagement were heard at many occasions. As Germany sets out for a new coalition experiment, the question is whether the new government will assume this responsibility, and how it will address international challenges. To succeed, a Chancellor Angela Merkel will have to reconcile the views of her coalition partners with expectations of Germany’s international partners. How much leeway does a new government have between international expectations and domestic constraints? The idea behind The Berlin Pulse is to guide policy-makers and experts on this fine line. To this end, prominent international authors such as Jens Stoltenberg and Mohammad Javad Zarif formulate their expectations for Germany on 2018’s most pressing issues. A representative survey commissioned by Körber Foundation in October 2017 contrasts their perspectives with German public opinion. We will publish The Berlin Pulse annually on the occasion of the Berlin Foreign Policy Forum, which we host together with the Federal Foreign Office. The contrast of domestic and international perspectives indicates what kind of foreign policy actor Germany can become. For example, while many foreign policy makers demand that Germany punches its weight on the international stage, Germans do not demonstrate the same enthusiasm: 52 percent prefer international restraint over increased engagement, a value similar to past years. As Timothy Garton Ash writes in his contribution on Germany’s role in the world, “there has been no historical caesura since 3 October 1990 large enough to justify talking about a ‘new’ Germany.” And while experts still discuss whether we are in a “post-Atlantic era”, the German population already seems to have reached a conclusion: 56 percent consider the relationship between the US and Germany to be somewhat or very bad, and a striking 88 percent would give a defense partnership with European states priority over the partnership with the US. In an interview for The Berlin Pulse, Condoleezza Rice stresses the importance of increased defense spending for the transatlantic relationship, yet 51 percent of Germans think spending should stay at current levels. Opinion polls are often snapshots. Yet, we have been conducting polls since 2014 and believe that continuity allows distinguishing between outliers and underlying characteristics of German public opinion on foreign policy. We particularly thank the Pew Research Center for fielding six joint questions on the transatlantic relationship in the US. The motto of our founder to “talk to each other rather than about each other” has guided Körber Foundation’s activities from the beginning. The Berlin Pulse shall gather representative voices from within and outside Germany to illustrate and acknowledge the potential and limits of Germany’s role in the world. We believe this is a prerequisite for developing a viable and successful foreign policy. Behind every successful publication, there is a dedicated editor. A generation after Rwanda and Bosnia, many of the world powers who apologized for their lack of an early and effective response to genocide during the 1990s have yet to organize themselves sufficiently to act early and effectively to prevent or stop mass atrocities. The horror of Syria is Exhibit A. As responses to past atrocity crimes show, averting and halting atrocities requires a coordinated and sustained effort by local, regional, and international actors. This report argues that a multilateral response is necessary and that the transatlantic region has a critical role to play in shaping and leading these efforts. The governments of the transatlantic community—the United States, Canada, and Europe—already devote significant resources and political capital to the prevention and amelioration of crises and conflicts, as well as to the pursuit of international development agendas. Without better cooperation among themselves and their like-minded cousins, efforts to address mass atrocities will continue to be reactive, slow, and devastating to human life and potential. Individual transatlantic countries should be involved in those efforts, each bringing its unique capacities to the table. From the vantage point of the report's authors, the United States has a particularly important role to play in encouraging greater transatlantic cooperation among states on this issue. On April 16, the Turkish people will vote on a package of constitutional amendments passed by Turkey’s Parliament on January 21, 2017, that greatly expands the powers of the presidency. If the package passes the nationwide referendum, it will broaden and deepen the de jure powers of the presidency, giving it authority over all executive branch institutions, including the military. It would give the president the power to appoint key senior-level judges and other judicial officials without parliamentary—or any other—review. It would abolish the post of prime minister, with the president assuming the powers of that office. And it would allow, under certain circumstances, the president to serve three terms totaling just short of 15 years. In short, Turkey’s long-standing parliamentary political system would be transformed into something more appropriately called a presidential system, in which an “executive presidency”1 amasses unprecedented power in the hands of one man. The referendum will take place amid the ongoing erosion of Turkish democratic institutions, freedom of speech, and political rights. Moreover, the referendum campaign and the vote itself will be held under some of the least democratic circumstances imaginable—namely, emergency rule.

China’s emergence as a global economic power and its fuller integration in the international order are among the principal policy challenges facing Europe and the United States in the early 21st century. At the time of Beijing’s entry into the World Trade Organization (WTO) in 2001, China (though already growing rapidly) was in global terms an economic actor of limited consequence. A decade and a half later, China’s transformation is without parallel in economic history. Over the past 15 years, China has experienced an eightfold increase in GDP, enabling it to serve as the pri- mary engine of global economic growth in the early 21st century. It has leapfrogged from sixth to second place among the world’s economies, trail- ing only the United States in absolute economic size. In addition, China has become the world’s leading trading state and is now the second largest source of outward foreign direct investment. Change of this magnitude has enhanced China’s political power and eco- nomic leverage. It has also stimulated China’s internal economic evolution, simultaneously expanding the power of state-owned enterprises (SOEs) while also contributing to major growth in the private sector. China has also begun to think bigger, devoting increased attention to the rules of global economic governance. Although Beijing insists it has no intention of supplanting the existing international order, China contends that chang- ing power realities will require modification of global rules.

NATO tends to make progress on key policy issues and capability from summit to summit. Major shifts in the orientation of the Alliance can be traced to significant summits like London (1990), Washington (1999), Prague (2002), and Lisbon (2010). During the past two years, NATO has held a summit in Wales (4-5 September 2014) and one in Warsaw (8-9 July 2016). A third minisummit is planned for Brussels in 2017. These first two summits taken together again significantly shifted the focus of the Alliance in the face of a series of new and dangerous challenges in the East and South. They shifted NATO’s posture in the East from benign neglect to allied reassurance to some degree of deterrence. The proposed force posture is inadequate to defeat a determined Russian short warning attack. Considerable increases in forward deployed forces (perhaps seven brigades) plus strengthened reinforcements would be necessary for NATO to hold its ground. But the Warsaw formula does provide what might be called “deterrence by assured response.” In the South, Allies recognized the complexity of the threats to Europe and sought to define NATO’s role in dealing with them. The third summit next year in Brussels could set the stage for further progress on both fronts. Much more still needs to be done. But with these fairly dramatic changes, NATO is in the process of once again restructuring itself so that it will not be “obsolete” in the effort to provide security for the transatlantic allies. This paper briefly analyzes 20 key issues now facing the Alliance and highlights the progress made in Wales and Warsaw. It also suggests some directions for the Brussels summit and beyond.

To date, 17 G-20 countries—which account for 67 percent of global greenhouse gas pollution—have officially joined the Paris Agreement, bringing the pact into effect sooner than anyone expected.1 If they follow through with their commitments to reduce emissions, it will represent unprecedented progress in the global effort to curb climate change. U.S. President-elect Donald Trump, meanwhile, has suggested a number of actions, including dismantling the Clean Power Plan and pledging to “cancel” the Paris Agreement, that would drive the United States—and potentially other countries—in the opposite direction.2 In light of this, the G-20 summit in July 2017 provides an important opportunity for committed major powers to resist backsliding by any and all G-20 countries—and even to make some progress in meeting the climate challenge. To its credit, the German government, which officially assumed the G-20 presidency in December 2016, has taken steps that position the summit well for just such an effort. When German Chancellor Angela Merkel announced her three “pillar” objectives for the summit, she explicitly identified climate change as a priority. These pillars include fostering global economic stability; making the global economy viable for the future, including through the Paris Agreement and the 2030 Agenda for Sustainable Development; and establishing the G-20 as a “community of responsibility,” including by promoting a compact with Africa that would address infrastructure investment, among other topics.3

The strategic value of the Arctic region is increasing as sea ice diminishes and previously inaccessible regions become open for exploration and exploitation. The Arctic has the potential to provide various natural riches and economic benefits—such as minerals, hydrocarbons, fisheries, and shorter shipping routes—alongside opportunities to strengthen international cooperation. However, the wealth of the region brings with it a potential threat to international stability. The mix of countries and international organizations with growing interests in the Arctic represent a diverse subset of the international community, stretching from Europe to the Far East. Furthermore, it brings a new dimension of confrontation to historical adversaries. For instance, four of five Arctic Ocean littoral states are members of NATO—and the fifth is Russia.
