The accession of Finland and Sweden to NATO will increase the Alliance’s ability to conduct collective defence missions in the Baltic Sea region and to deter Russia. Therefore, the gains from the enlargement of the Alliance will far exceed the costs, which may include the need to create a new command responsible for missions on the Northern Flank of NATO. However, Türkiye’s opposition may prolong the accession process and increase the risk associated with the intensification of Russia’s provocative actions against the candidates.

On 10-20 February, Belarus hosted the active phase of the Belarusian-Russian manoeuvres Allied Resolve, after which Russian troops remained in the country. The drills preceded the Russian invasion of Ukraine that started on 24 February. The scenario was an extension of last year’s Zapad exercises and simulated actions against the countries of NATO’s Eastern Flank and Ukraine. The manoeuvres showed Russia’s ability to deploy units over long distances (more than 10,000 km) and the high interoperability of the Russian and Belarusian armed forces. The growing military integration of Belarus and Russia, along with the decision to leave Russian military units in Belarus, is a challenge for NATO in the context of defending its Eastern Flank and its policy towards Ukraine.

Eritrea was the only African country to vote against the UN General Assembly (UNGA) resolution on 2 March condemning Russia’s invasion of Ukraine. Although this voice was isolated, Eritrea has become the informal representative of a larger group of states on the continent critical of the West. For the past several years, Russia has been strengthening ties with the authoritarian regimes of Cuba, Nicaragua, and Venezuela, and has developed cooperation with other Latin American countries as an investor in the energy sector, a supplier of weapons and Sputnik-V COVID-19 vaccine, and in other areas. Most Latin American governments have condemned the Russian aggression against Ukraine, but they have not imposed sanctions on Russia. It is in the EU’s interest to persuade its Latin American partners of the validity of the restrictions and to work together to mitigate the negative economic effects of the war.

The first Strategy on Countering Corruption, adopted on 6 December 2021, assumes that by making better use of existing international regulations and organisations, as well as by establishing new mechanisms, the U.S. will tighten global anti-corruption cooperation. From the very beginning of the Russian invasion of Ukraine, the Belarusian authorities have sided with Russia, supporting it politically and militarily, including making its territory available to the Russian troops. In this way, Belarus is also an aggressor and, as a consequence, the EU and the U.S. have imposed further sanctions on it. Regardless of the attempts to engage in Ukrainian-Russian negotiations, Belarus will be negatively affected by the consequences of its government’s policy and the country, although formally sovereign, has ceased to be perceived as an independent entity in international relations.

The Russian aggression against Ukraine and cut-off of gas supplies to Poland and Bulgaria have strengthened the arguments of supporters of EU independence from Russian gas. However, the prospect of a total embargo is still distant because of opposition from some countries, including Austria, Germany, and Hungary. As a result, the EU will focus on a gradual reduction in purchases of Russian gas, which will have a negative impact on the effectiveness of the sanctions against Russia. It is in Poland’s interest to strive for increasing the pace of diversification of gas supplies to the EU and reducing use.

EU countries opposing nuclear energy, mainly Austria and Germany, are trying to limit its development in the Union by using the dispute over the details of the “green taxonomy”. The Russian aggression against Ukraine, however, has strengthened the arguments of supporters of this technology. They present nuclear energy as a way to make Europe independent of Russian gas and oil imports while reducing CO2 emissions. The final shape of the delegated act supplementing the taxonomy and the date of its entry into force will significantly affect the future of new nuclear projects in the EU, including in Poland.

Abstract:
In connection with Russia’s invasion of Ukraine, the Russian authorities have introduced wartime censorship, forbidding the publication of content that does not conform to the official message of the Ministry of Defence of the Russian Federation. This massive and unprecedented propaganda is leading to an increase in support for Vladimir Putin, and Russians protesting against the war are being brutally repressed and persecuted. The consequence is the strengthening of the totalitarian character of the Russian state and the emigration of Russians who do not support the war. The most significant element of the Russian war propaganda is that of “denazification”, a claim aimed also at Poland.

Russia in April this year updated its policy on international information security (IIS). Compared to the previous version of the document from 2013, Russia points to the possibility of an inter-state conflict as a result of activities in cyberspace. France uses the idea of EU strategic autonomy as a tool in its own foreign policy. France’s aim is to redefine the Union’s partnership with the U.S. and NATO. Hence, the activity of President Emmanuel Macron in emphasising the differences between the positions of the U.S. and the EU, especially in relations with China and Russia. Macron’s rhetoric worries other European countries and hides the real problems in EU security policy, such as insufficient financing of the Common Security and Defence Policy as well as the lack of a clear definition of strategic autonomy.

So-called “sovereign internets”, which are networks cut off from the global internet, is attractive to authoritarian regimes such as Russia, China, and Iran. Russia declares that it has achieved the technical capacity to implement it, which would allow the Russian authorities more control over society but could cause problems for business. The Russian authorities therefore will limit its use to a preventive measure at key moments and for blocking foreign networks and communicators inside Russia to try to control public moods in the country.

During a meeting in Moscow on 11 January, the representatives of Russia, Armenia, and Azerbaijan discussed the situation after the ceasefire in the Nagorno-Karabakh (NK) conflict. The peacekeeping force of the Russian Federation located in NK remains the guarantor of the cessation of the fighting. The practice of Russian conciliation so far differs from that of UN peacekeeping operations and strengthens Russia’s military position in the region. A challenge for it will be Turkey’s growing ambitions in the South Caucasus, as well as the lack of an agreed status for NK, which in the future may lead to the resumption of military operations in this territory.

The uneven access to COVID-19 vaccines in Latin American countries has resulted in a widely varied pace of immunisation. The region has relied mainly on direct purchases from China and Russia, among others, the global COVAX initiative, and donations from the U.S. and other countries. Russia, China, and the U.S. in particular are using this “vaccine diplomacy” to boost their own political and economic influence in Latin America. The EU has been trying to position itself against that rivalry, for example, through significant funding for vaccine access and distribution initiatives. These efforts require, however, more efficient promotion of the Union’s engagement.

They accuse EU and NATO members, mainly Poland and Lithuania, of failing to respect international law and lacking humanity. The Trump administration is sceptical about extending the New Strategic Arms Reduction Treaty (New START, NST), which is to expire in 2021. It wants to sign a new deal with Russia and China covering all kinds of nuclear weapons. It will not be possible, however, to negotiate such a complex agreement before NST expires. In effect, there is a growing risk of a collapse of U.S.-Russia strategic arms control, which would negatively affect NATO as well: it would deepen both the divisions over the future of deterrence policy within the Alliance and the differences in the U.S. Congress on the modernisation of America’s nuclear forces.

Abstract:
The centennial of the Treaty of Tartu between the Republic of Estonia and Soviet Russia in February 2020 did not end the border dispute. In 1944, the Soviet authorities changed the borders and since then, 5% of the territory of pre-war Estonia remains under Russia’s control. It argues the change was legally justified and that the region has not shown any willingness to adjust its borders back to those of the interwar period. Estonia, though, aims to assert its statehood, and some elites are directly raising claims. Abstract:
Water shortages in occupied Crimea are of a long-term character since its local resources are insufficient to meet its needs. In the short term, the Russian authorities will attempt to resolve the water deficit on an ad hoc basis while stepping up pressure on Ukraine to unblock the North Crimean Canal. A forced takeover of the canal by the Russian military should be considered a last resort, given that the cost of such an operation for Russia would significantly exceed the possible benefit.

Abstract:
Hungarian-Russian economic relations are based on the energy industry. Hungary’s efforts to build closer political relations with Russia after 2010 did not result in a marked increase in bilateral trade, investment, or greater Russian influence outside the energy sector. EU economic sanctions imposed on Russia and the introduction of counter-sanctions in 2014 caused a significant drop in Hungarian exports to Russia. However, this has not resulted in substantial losses to the Hungarian economy.

The U.S. will create a new branch of the armed forces to conduct operations in space. This is a response to the increased threat from China and Russia, which are rapidly developing space systems for military use. As a result of the U.S. actions, NATO adopted its first space policy. In none of the conflicts in the post-Soviet area have so many foreign fighters participated than in the conflict in eastern Ukraine since 2014. It is estimated that more than 17,000 fighters from 55 countries have fought there on either side. Those fighting on the Russian side pose a special challenge to Ukraine’s security and to neighbouring countries because these fighters can engage in terrorism or other radical actions and are part of Russia’s hybrid warfare.

Russia’s increasing presence in Africa is motivated by global political ambitions and economic goals. To expand its influence, Russia is involved in local conflicts and fuels anti-Western sentiment. An obstacle to Russia further increasing its presence in Africa is its weak economic condition, which not only limits the possibility of economic expansion on the continent but also its interference in internal political processes in African countries.

As a result of the change of power in Armenia in 2018, the Armenian-Azerbaijani talks on the territorial and ethnic conflict over Nagorno-Karabakh have intensified. However, they have not yielded results because the authorities of both countries are under strong internal public pressure, limiting the possibility of compromise. Russia is using the conflict as an instrument of political influence towards both countries. Strengthening the involvement of French and U.S. diplomacy in the work of the Minsk Group and increasing its importance would limit Russia’s role as the main mediator in the conflict.
