Abstract:
One year after the full-scale invasion of Ukraine, the war has exacerbated the rift between Russia and the “collective West”. While Western governments have been steadfast in punishing Russia for the invasion, other countries around the world have been more ambiguous, at times even choosing to side with Moscow politically or economically. These dynamics have revived the idea of a shift towards multipolarity along an anti-Western trajectory. Are we really heading in that direction? Are we facing increasing fragmentation due to the war or a re-consolidation of longstanding alliances? What principles underlie the formation of these blocs? What are the consequences of these dynamics for global security and the global economy? This Report aims to shed light on these questions, while also outlining the war’s possible future implications for the Russian Federation, the “West”, and the international order.

The war in Ukraine has taken its toll on the stability of the Balkans by reshuffling regional geopolitics and reviving diplomatic competition between the West and Russia. Since the summer of 2022, growing tensions between Kosovo and Serbia have raised concerns about a possible Russian involvement and pushed the European Union to react promptly. Over the past five years, the Indo-Pacific region's importance for Europe has grown significantly. Abstract:
The impact of Russia’s war against Ukraine has been devastating both politically and environmentally. On top of the environmental damage directly caused by military operations, the invasion has put an abrupt end to the EU-Russia “green cooperation”, which had previously raised many hopes. At the same time, it has also shifted international attention away from climate and environmental concerns, which are particularly acute in the post-Soviet region. This Report analyses some of the main climate change and environmental issues in the post-Soviet space, providing an initial assessment of the invasion’s impact. The bulk of the latest scholarly and policy production on these matters focuses on Russia — given the country’s geopolitical and energy relevance. However, this analysis finds that environmental disasters such as the desertification of the Aral Sea transcend state borders and require a broader approach both from an analytic and policy standpoint.

While the war in Ukraine is a game changer for international and in particular European security, China appears to be marching on. And, in some ways, it is true. Since Xi Jinping took power in 2012, China’s foreign policy has significantly shifted from a defensive to an assertive approach. For decades, Beijing worked to integrate into the liberal international order, presenting itself as a peacefully rising power. Pervading weak and contested institutions, they have gradually brought their survival, profit and governance strategies under the state umbrella: warlords have become the new lords of the state. As the world enters a new year, the Covid-19 pandemic is still upsetting our daily lives. And as 75% of EU citizens live in urban areas, cities are the most prominent stage both for responding to the health crisis, and for seizing opportunities to recover and move forward. Meanwhile, in 2020, EU countries agreed to Next Generation EU, a €750 billion recovery package that represents a once-in-a-generation opportunity. This report, produced in collaboration between ISPI and Eurocities, argues that cities should be given more say over how post-pandemic national recovery plans pan out between here and 2026, when all projects are supposed to be wrapping up. Indeed, the success of the EU recovery plans will hinge upon what cities do, or they don’t do over the next five years. How are cities rethinking their role within the “twin” green and digital transitions? How can they achieve gender parity, reduce inequalities, and preserve a vibrant cultural life?

In the aftermath of the pandemic, global demand for infrastructure is booming. National plans around the world show that infrastructure is likely to provide the backbone for a resurgence in public expenditure, and to support growth in economies badly hit by the pandemic. As all the biggest powers and blocs (the EU, the US, China, and Japan) have recently announced their plans for climate or carbon neutrality, the room and need for green and sustainable infrastucture are greatly expanding. Decarbonisation and digitalisation will be underpinning this latest investment drive in infrastructure, with sustainability and ESG principles at its core. However, infrastructure expenditure will not come without risk: after the pandemic, the world will be left with the highest levels of public and private debt since World War II, and the sustainability of key investment decisions must be carefully evaluated. Insecurity can now also be invisible and all around us, in the shape of a virus that disrupts people’s lives, upends the economy, subverts the core functions of national governments and jeopardises the foundations of international cooperation. At the same time, the Sars-CoV-2 pandemic has not made traditional security challenges disappear, especially in and around Asia. One year after it landed in Europe, the Covid-19 pandemic has left a deep mark on the Western Balkans. On the one hand, it has exacerbated geopolitical dynamics that had been ongoing for decades, especially with regards to the activity of external actors. And while the EU has continued to be inconclusive, proceeding at a snail’s pace with its carrot-and-stick approach, China has seized on the opportunity and expanded its footprint. On the other hand, the pandemic has had deep consequences on domestic politics, too. The two keywords explaining local trends are continuity and new hopes. Abstract:
What drives Russia’s foreign policy in Vladimir Putin’s times? Why did the Kremlin decide to annex Crimea, occupy South Ossetia, intervene in Syria, or give its blessing to Nord Stream II? When explaining Russia’s foreign policy, the consolidation of Putin’s autocratic tendencies and his apparent stability despite many economic and political challenges have contributed – at least in the West – to an excessive “Putin-centrism” and the relative neglect of other agents of domestic politics. As a result, many facets of the country’s foreign policy decisions are misunderstood or shrouded under a thin veil of vagueness and secrecy. This Report attempts to fill this gap, exploring the evolving distribution of political and economic power under the surface of Putin’s leadership to assess the influence of different “lobbies” on Russia’s foreign policy. Who decides what in Moscow? The answer, unsurprisingly, is not always “Vladimir Putin”. All of the contributions in the volume underline the complexity of Russia’s decision-making process beneath the surface of a monolithic and increasingly personalistic government.

Polarization and discrimination linked to religion have been increasing in many parts of the world, including on the two shores of the Mediterranean. Against this background, however, seeds of hope have emerged from a number of religious leaders who have called for a new narrative of human fraternity and inclusive citizenship. This report analyzes the opportunities which human fraternity and inclusive citizenship offer for government-religious partnerships aimed at building more inclusive and peaceful societies across both shores of the Mediterranean and puts forward interreligious engagement as a new policy framework that recognizes and amplifies these novel dynamics. As the Covid-19 pandemic strikes hard, protests in Hong Kong appear to have abated. Distant seem the days when yellow umbrellas and balaclavas saturated global media. And yet, just like at the start of what has now come to be known as the 2019 “global protest wave”, Hong Kong remains at the frontline of political contestation worldwide. The protests against the 2019 Hong Kong anti-extradition law unearthed one of the main points of contention between Hong Kong and mainland China. Through the protests, China’s increasingly assertive stance has found a counterweight, revealing how important the city is to Beijing. Apart from Hong Kong’s role as a major global trade and financial area, China’s actions towards Hong Kong might also serve as a litmus test for Beijing’s ability to mediate and pacify its neighbourhood. The rise of Artificial Intelligence applications is accelerating the pace and magnitude of the political, securitarian, and ethical challenges we are now struggling to manage in cyberspace and beyond. So far, the relationship between Artificial Intelligence and cyberspace has been investigated mostly in terms of the effects that AI could have on the digital domain, and thus on our societies. What has been explored less is the opposite relationship, namely, how the cyberspace geopolitics can affect AI. Yet, AI applications have so far suffered from growing unrest, disorder, and lack of normative solutions in cyberspace. As such, from algorithm biases, to surveillance and offensive applications, AI could accelerate multiple growing threats and challenges in and through cyberspace. In recent decades, militias and sub-national armed groups have played a decisive role in politics and security in the MENA region. Their prominence with local and outside actors in areas where state institutions have collapsed presents multiple policy challenges. The Asia-Pacific has become the Indo-Pacific region as the US, Japan, Australia and India have decided to join forces and scale-up their political, economic and security cooperation. The message coming from Washington, Tokyo, Canberra and New Delhi is clear: China’s Belt and Road Initiative is no longer the only game in town and Beijing’s policymakers better get ready for fierce competition. Japan’s ongoing and future "quality infrastructure" policies and investments in the Indo-Pacific, in particular, make it very clear that Tokyo wants a (much) bigger slice of the pie of infrastructure investments in the region. China’s territorial expansionism in the South China Sea and its increasing interests and presence in countries in South Asia have done their share to help the four aforesaid countries expand their security and defence ties. Beijing, of course, smells containment in all of this and it probably has a point. Who will have the upper hand in shaping and defining Asian security and providing developing South and Southeast Asia with badly-needed infrastructure: the US and Japan together with its allies or the increasingly assertive and uncompromising China and its Belt and Road Initiative?

Abstract:
Over the last eight years the Syrian conflict has developed into one of the worst humanitarian tragedies of modern times. More than half a million victims, 5 million refugees abroad and 6 million internally displaced: the figures only capture part of Syria’s catastrophe. In addition, there is the less quantifiable damage to the country’s social fabric. Against this dramatic backdrop, this ISPI Report aims to answer a few crucial questions: how can a country whose society has gone through such traumas and destruction reimagine itself and its future? What conditions would allow those Syrians who were forced to leave their homes to return? And what are the regional and international dynamics and interests that will shape Syria’s future? The Report provides the reader with key tools to understand where Syria is headed and what can be done to avoid the worst scenarios.

The MENA Region: A Great Power Competition volume deals with competition among regional and external players for the redistribution of power and international status in the Middle East and North Africa, with a focus on Russia’s renewed role and the implications for US interests. Over the last few years, a crisis of legitimacy has beset the liberal international order. In this context, the configuration of regional orders has come into question, as in the extreme case of the current collapse in the Middle East. Political leadership can be a crucial ingredient for the development of sub-Saharan Africa. The region has been going through important transformations, with both political landscapes and economic trajectories becoming increasingly diverse. The changes underway include the role of leadership and its broader impact. This volume argues that, on the whole, African leaders and the way they reach power generally do contribute to shaping their countries’ progresses and achievements. It also zooms in on some influential African leaders who recently emerged in key states across the continent, illustrating and explaining the individual paths that brought them to power while reflecting on the prospects for their governments’ actions. Since Crown Prince Mohammad bin Salman’s de facto takeover of Saudi Arabia’s rule, the kingdom has been trying to adapt and adjust to his reformism. Despite a stop-and-go policy, over the past twenty years the European Union, Latin America, and the Caribbean Region have joined forces to scale-up their partnership. Today, the time seems ripe for the EU to give new impetus to bi-regional relations as the US interest in the region appears to be decreasing, and China quickly steps in. The near future will indicate whether the political will to bolster relations between the EU and the region is actually stronger than before: how will the agreements between the EU and Mexico, Chile, and the Caribbean be updated? Will the EU-MERCOSUR Association Agreement be completed? If so, the EU will be able to enact free trade agreements with all the countries in the region, except Bolivia, Venezuela and Cuba. The year 2018 marks the thirtieth anniversary of the Morris worm, the first malware ever released in the Internet. Thirty years later, technological innovations have dramatically increased the importance of the Internet in virtually every economic, social and political endeavor, tremendously expanding the potential “surface” of cyber attacks. The cyber domain makes it possible to gather privileged information, disrupt industrial processes, create havoc by targeting, for instance, ICT supporting critical infrastructures, and to launch cyber-enabled information warfare campaigns against largely unaware foreign target audiences. Cyberspace, in sum, allows states to achieve strategic results with campaigns that fall below the threshold of the “use of force”, while offering an unprecedented level of plausible deniability, as the real perpetrator of a cyber attack is always difficult to identify with certainty. And yet, this is only the beginning: we are in the midst of a digital revolution. By 2025, with the development of the Internet of Things (IoT), the cyber domain will connect more than 75 billion devices, many of which will control key functions of our daily lives and most of our critical infrastructures.

The Arc of Crisis in the MENA Region volume deals with the countries of the Middle East and North Africa that are facing a particularly troubled period in their historical development. Syria, Iraq, Libya, Egypt and to a lesser extent Jordan and Tunisia have plunged into a legitimacy crisis that in some cases has turned into civil war or violent upheaval. As traditional authorities lose their legitimacy, two alternatives are emerging. The first is a more decentralized system of government, evinced by the empowerment of subnational government bodies and the growing legitimacy of local authorities; in this trend, the local authorities are able to keep the state united and more functional. The second is a growing number of political groups that act as opposition to authoritarianism, which is experiencing a revival. The analysis herein also focuses on Islamist movements; namely, their organizational and ideological development as well as how the shrinking of the political space affects them and the entire polity. This Report explores the distinctive dynamics and characteristics of these challenges in the post-Arab Spring era.

Under the pressure of the new US administration’s aggressive rhetoric, 2017 has revealed that traditional dynamics among great powers are back in the international context of the XXI century. Contrary to the most optimistic predictions and discourses of the early post-Cold War period, the “game of big powers” is regaining centre stage. However, this would not mark the complete defeat of IS in Iraq, nor would it signal the end of the crises affecting the country. What will be the fate of the city and the other liberated territories? Since 2011 the Libyan crisis has moved from being a domestic dispute to assuming increasing importance at the international level. Today it represents a crucial issue affecting global security. The intervention of external actors in the Libyan crisis was mainly driven by a desire to direct the transition towards outcomes that would best meet their own political and economic interests. Accordingly, each external player tried to support one specific faction, favoring either the Parliament in Tobruk, upheld by Khalifa Haftar, or the Presidential Council headed by Fayez al-Serraj in Tripoli, the latter being legitimized by the UN as well as by local militias in both Misrata and Tripoli. This report analyzes the troublesome re-building of Libya with a focus on the specific role played by international actors (neighboring and Gulf countries, European nations, Russia and the US) which make it more of an international rather than a domestic issue.

2017 is a crucial year for Iran. In January, while the "Joint Comprehensive Plan of Action" (JCPOA) entered the second year of implementation, in Washington the Trump Administration took office, with the promise to “renegotiate a disastrous deal”. In May, in Tehran, the incumbent president Hassan Rouhani won re-election by a wide margin. The events of the first half of the year draw a clear-cut picture of the current situation. Rouhani's pragmatic government is keeping up with its commitments under the JCPOA, while making an effort to open up its country to new economic and political actors. The same is not true of Washington, where the Trump Administration keeps sending contradictory signals. While the State Department has so far renewed the waivers and certified Iran’s compliance with the JCPOA, new sanctions have already been approved in the US Congress and Washington’s comprehensive Iran policy is under review. This Report intends to trace what lies ahead for Iran after the May 2017 Rouhani’s re-election. The analysis builds upon the assumption that Iran does not act in a vacuum: the US, as well as the EU actions, will inevitably help define the future trajectory of the country. A trajectory which is set domestically also by the generational transition Tehran is going through. The inter-factional struggle affecting Iran since the early years of the Revolution is now revived by what is actually at stake: the very future of the Islamic Republic.

The EU is struggling to cope with the so-called “migration crisis” that has emerged over the past few years. Designing the right policies to address immigration requires a deep understanding of its root causes. Why do Africans decide to leave their home countries? While the dream of a better life in Europe is likely part of the explanation, one also needs to examine the prevailing living conditions in the large and heterogeneous sub-Saharan region. This Report investigates the actual role of political, economic, demographic and environmental drivers in current migration flows. It offers a comprehensive picture of major migration motives as well as of key trends. Attention is also devoted to the role of climate change in promoting migration and to intra-continental mobility (two-thirds of sub-Saharan migrant flows start and end within the region). Recent political events – from Trump’s election to the outcome of the Brexit Referendum - have somehow caught the world by surprise, and are contributing to a growing sense of concern or even alarm about the future of the Western world and, particularly, Western democracies as we know them. When looking at the political landscape in Europe, populism looks like an unprecedented game-changer. Populist parties are in power in Poland and Hungary, they are in the coalition governments in Switzerland and Finland, top the polls in France and the Netherlands, and their support is at record highs in Sweden. Not to mention the recent rise of Alternative für Deutschland in Germany and the successful story of Syriza, Podemos and of the Five Stars Movement in Southern Europe. Abstract:
Spread across Turkey, Syria, Iraq and Iran, Kurdistan is one of the hottest geopolitical areas in the Middle East. It is a land inhabited by over 30 million people, representing one of the largest stateless "nations" worldwide. The Kurds play a crucial role in the region, and the so-called "Kurdish factor" has constantly been a key ingredient of recent Middle East crises: from the wars in Iraq under Saddam Hussein to the fight against the so-called Islamic State. Not to mention the strategic relevance that Kurdistan assumes as one of the oil-richest areas in the region. What new balances would an eventual victory of Kurds over IS create? What are the long-term goals of the Kurdish community? How to reach a solution to the Kurdish question able to satisfy all the actors involved? Can we envisage a common future for the Kurds or will they remain tied to the political destinies of the countries they live in? At a time when the economic transition in China is casting shadows on the weak world recovery, and the country is further increasing military spending at double-digit rates, it is key to assess how far President Xi has gone in fulfilling the “China Dream” of ascendance to cultural, economic and military power. Even more important is to try to figure out what the substance of the “China Dream” is likely to be in the near future. The current risk is that the Chinese people and the Chinese government are dreaming different dreams, and that Xi’s “China Dream” might be more a dream for the country and much less so for the people. China has recently reached a series of symbolic milestones: the Yuan’s inclusion in the IMF’s SDR basket; the new China-led Asian Infrastructure Investment Bank (AIIB); the market economy status by a number of countries. The 2016 Chinese G20 Presidency will provide a timely occasion for China to better define its role in global economic governance. However, progress on reforms is lagging behind expectations and international tensions are on the rise. This volume explores the viability of the China Dream and analyzes its major challenges.

73. Jihadist Hotbeds. Understanding Local Radicalization Processes

Recent analyses reveal that the vast majority of jihadists come from or have some connections with specific areas or districts within different states. One can describe them as local/regional “hotbeds” of extremism. Molenbeek in Belgium, Gornje Maoče and Ošve in Bosnia-Hercegovina, Minneapolis in the US, Kasserine and Ben Guerdane in Tunisia, Sirte and Derna in Libya, Sinai in Egypt, Pankisi Valley and Dagestan in the Caucasus: each area has unique characteristics that lead to “exporting” fighters or creating new IS-controlled zones. Starting from the debate on the origin and nature of jihadist militancy that is dividing the most important scholars of Islam, this report outlines a broad spectrum of radicalization factors leading to the emergence of jihadists hotbeds, such as poverty, unemployment, lack of job prospects, juvenile delinquency, trafficking and smuggling, socio-political, economic and physical marginalization, the role of Salafist ideology as well as the influence of brotherhood networks. All these elements have been frequently highlighted as factors or triggers that could contribute to explaining dynamics of radicalization leading to active violent militancy under the ideals of jihadism. To get a better sense of both the differences and similarities amongst the various hotbeds, the report provides an overview of some of the largest contributors to Islamic extremists and foreign fighters in Syria and Iraq.

Abstract:
Attempts by Washington and Brussels to push Russia to the fringes of global politics because of the Ukrainian crisis seem to have failed. Thanks to its important role in mediating the Iranian nuclear agreement, and to its unexpected military intervention in Syria, Moscow proved once again to be a key player in international politics. However, Russia’s recovered assertiveness may represents a challenge to the uncertain leadership of the West. This report aims to gauging Russia’s current role in the light of recent developments on the international stage. The overall Russian foreign policy strategy is examined by taking into account its most important issues: Ukraine and the relationship with the West; the Middle East (intervention in Syria, and ongoing relations with Turkey, Iran and Saudi Arabia); the development of the Eurasian Economic Union; the Russian pivot towards Asia, and China in particular. The volume also analyzes if and to what extent Moscow can fulfill its ambitions in a context of falling oil prices and international sanctions.

The Mediterranean region has always been marked by intense migration flows. Over the last few years, political instability in Middle East and North Africa countries, coupled with longstanding demographic and economic trends, have caused a sudden upsurge of migrants reaching Europe’s shores. Despite scattered shows of solidarity, however, the European response has proven slow and fragmented. This volume offers a complete and encompassing analysis of the current state of play in terms of migration flows across the Mediterranean and policy responses by European transit and receiving countries. Attention is specifically devoted to ongoing debates about the management of mixed migration, the peculiar profile and needs of asylum seekers, migrants’ labour market access, and integration policies in Europe.

Donald Trump’s Republican presidential nomination and the Brexit have shocked and somehow caught by surprise the entire world. A growing sense of concern or even alarm is now spreading across Western countries and is putting traditional democratic processes to the test. In particular, when looking at the political landscape in Europe, populism may turn out to be an unprecedented game-changer. Populists parties came to power in Poland and Hungary, they are in coalition governments in Switzerland and Finland, top the polls in France and the Netherlands, and their support is at record highs in Sweden. Not to mention the recent rise of Alternative für Deutschland in Germany and the successful story of Syriza, Podemos and of the FSM in Southern Europe. The Report explores the rise of populism in Europe and the US by analyzing its root causes, the rationale behind its success, its impact on traditional political parties and, more broadly, on Western democracies. It also draws some policy recommendations to tackle this widespread challenge.

Has the new South Africa – once an inspiring “rainbow nation” – failed the expectations it had generated? Is the country now in a crisis? Two decades after the end of the apartheid regime, Africa’s southernmost state faces multiple political, economic and social challenges. A lackluster growth performance is compounded by mounting corruption and political turbulence, as well as by the frustration of many ordinary citizens who expected much more rapid social and economic improvement. Labour strikes, student protests and anti-immigrant riots have all been on the rise. As a clear sign of increasing dissatisfaction, uncertainty and decline, the ruling African National Congress recently ran into its worst electoral result ever – if still only at local levels. Meanwhile, Jacob Zuma’s embattled presidency, marred by allegations of corruption and political cronyism, sent South Africa’s international image plummeting alongside the Rand, the national currency. This volume sheds light on the current difficulties and discusses future prospects. The “new” South Africa is a country in dire need for change.

Over the last years the Gulf monarchies have emerged as assertive players both in the MENA region and in the global context. Relying on their huge energy reserves and financial assets, these states acquired increasing international leverage. On the one hand, the oil monarchies moved eastwards exploiting the opportunity provided by emerging Asian markets to diversify their energy relations and economic interests. On the other, in the wake of the Arab uprisings they adopted a more proactive approach that dramatically altered their influence in the region. Nonetheless, Gulf activism comes at a time when the monarchies are facing important internal and external challenges. In this complex puzzle, the report aims to assess to what extent the rising Gulf monarchies are able to play as key actors both at the regional and the international levels. The agreement reached in Vienna on 14 July, 2015 between Iran and the P5+1 (United States, Russia, China, France, United Kingdom, Germany) has been greeted as an historical achievement. While offering a long-lasting negotiated solution to one of the biggest crises of the last decade, the deal represents an opportunity for a deep recalibration of the balance of power in the Middle East. It also paves the way to some sort of rapprochement between Iran and the United States. But the deal is also likely to have an impact on Iranian domestic politics, not least on its economy, which, after repeated rounds of sanctions, languishes in deep crisis. This report aims to assess the potential effects of the deal by trying to answer the following question: what’s next for Iran, the Middle East and the countries involved in the negotiations? In particular, the report provides an assessment of the JCPOA agreed upon in Vienna. It also analyzes the impact of the deal on Iranian domestic politics as well as the consequences for its economy. In addition, it examines its effects on the balance of power in the Middle East, as well as on relations between Iran and the United States, and Iran and Russia. Finally a number of policy recommendations for the EU are provided.

80. Africa: Still Rising?

Abstract:
After decades of unsatisfying performances, economic growth took off in many sub-Saharan states at the beginning of the 21st century. More recently, however, the end of the commodity cycle – particularly with the oil price drop – and the rise of jihadist violence rocked the “Emerging Africa” boat. Is this the beginning of the end for sustained growth in the region? This Report investigates the economic impact of these new challenges upon Africa’s frontier markets. It shows that the positive economic trajectory of recent years is being negatively affected, particularly for oil-exporting countries. However, while more caution is needed, Africa’s growth prospects on the whole remain fairly good – at least for now. But there is an increasing need to understand the specific risks that individual countries face and the opportunities that they offer, as well as to re-assess the potential of each specific sector of economic activity. The three largest economies in the region – Nigeria, South Africa and Angola – are all under pressure. Others, including Ethiopia, Mozambique and Kenya, are still projected to achieve remarkable growth rates.

Abstract:
Egypt has reappeared again as a leading actor in the Middle East. After the fall of Mubarak, the rise to power of the Muslim Brotherhood and its ouster, the country has chosen its new ‘strongman’. Following the elections of al-Sisi, Egypt is back to pursuing a pro-active policy not only internally, but also in the neighbourhood. The restoration of the strategic axis with Saudi Arabia and the struggle against radical Islam are the two pillars of this new political phase. However, there are critical elements, too, from further deterioration of the political and civil liberties indexes, to the emergence of jihadist groups in the Sinai, to the enduring economic and financial difficulties. As a result of these changes, Europe and Italy should calibrate a new policy aimed at safeguarding their interests,especially from the points of view of security, stability and the fight against terrorism, also promoting more inclusive practices by the Cairo government vis-à-vis the opposition (including the Muslim Brotherhood) and developing policies which can help Egypt to respond to future challenges in terms of economic growth, poverty alleviation, demographic pressure and the creation of employment opportunities.
