Despite being a wealthy country, in the UK poverty is an ongoing problem. According to Oxfam GB today 1 in 5 people in the UK don't have enough to live on. There were 2.9 million children and 2.5 million pensioners living in poverty in the UK in 2006/2007. Children go to school hungry, or to bed without enough food. Poor communities are in poorer health and have shorter life expectancy.

The cocoa tree is an important source of income for millions of farming families in equatorial regions. Cocoa originates in the river valleys of the Amazon and the Orinoco in South America. Its discoverers, the Maya people, gave it the name 'cocoa' (or 'God's food'). Cocoa was introduced to Europe in the fifteenth century. Cocoa imports were heavily taxed, and as a result it was consumed as a drink only by the wealthy. Investment from Great Britain and The Netherlands, combined with the launch of the chocolate bar in 1842 by Cadbury, resulted in a greater demand for chocolate. This led to the gradual expansion of cocoa production, spreading to Africa in 1870.

Six months after the collapse of autonomy negotiations between the Moro Islamic Liberation Front (MILF) and the Philippines government, low-intensity conflict continues but moves are under way to resurrect talks. It is not clear whether negotiations will resume and if they do, with what agenda. Certainly no settlement is likely during the remaining tenure of President Gloria Macapagal Arroyo; the two sides are too far apart, the potential spoilers too numerous, and the political will too weak. The best that can be hoped for is progress around the edges.

7108. Timor-Leste: No Time for Complacency

A year after the near-fatal shooting of President José Ramos-Horta, security in Timor-Leste is strikingly improved. Armed rebels are no longer at large. The atmosphere on the streets of Dili is far less tense. The government does not seem to be facing any serious political threat to its survival. It has, at least temporarily, been able to address several of the most pressing security threats, in large part by buying off those it sees as potential troublemakers. Nevertheless, the current period of calm is not cause for complacency. Security sector reform is lagging, the justice system is weak, the government shows signs of intolerance towards dissenting voices, and it has not got a grip on corruption. These problems, which have been at the root of the instability facing Timor-Leste since independence, must be tackled if the country is to escape the cycle of conflict.

7111. Land titling and tenure security in the context of inequality

The stated goal of land titling and administration projects supported worldwide by development agencies like the World Bank is to strengthen property rights for the poor. Formal property rights, it is argued, lead to increased tenure security, which in turn encourages property rights holders to invest. Hence, strengthening property rights for the poor contributes to facilitate pro-poor economic growth and a more equitable development. However, the link between formal land titles and tenure security is assumed rather than based on empirical evidence. This DIIS-brief reviews this and other key assumptions underlying land titling and administration interventions. Findings from research that explores rural landowners' own perceptions of the factors that constitute tenure security highlight the importance of formal titles for perceived tenure security, but only in combination with other resources. Therefore, to single out formal titles as being equal to or the most important element in tenure security does not correspond with people's perceptions. Thus, promoting land titling as the policy intervention to strengthen tenure security does not appear to be a feasible strategy for addressing the highly complex problem of insecure land tenure for the rural poor. On the contrary, emerging evidence suggests that land titling tends to make land more readily available to a larger and more resourceful circle of potential buyers. Thus, rather than facilitating pro-poor and equitable development, land titling projects may clear the road for large-scale concentrations of land that gradually exclude the rural poor.

7112. A Fair Deal on Seabed Wealth: The Promise and Pitfalls of Article 82 on the Outer Continental Shelf

Approximately 70 of the 156 States that have ratified the 1982 UN Convention on the Law of the Sea have potential Outer Continental Shelf Claims (OCS). Those claims could cover more than 15 million square kilometres of seabed. Under Article 82 of the Convention, a portion of the revenue from the extraction of non-living resources on the OCS must be disbursed 'on the basis of equitable sharing criteria, taking into account the interests and needs of developing States, particularly the least developed and the land-locked among them.' Article 82 is a unique and complex provision that does not address many of the specifics of how this is to be accomplished. The Energy, Environment and Development Programme at Chatham House is working with the body charged with applying Article 82, the International Seabed Authority, to explore in greater detail some of the critical issues of implementation while the Article is still dormant.

The quest of Palestinian refugees to return to their homes is not only a legal and moral right but has become a major part of Palestinian identity and symbolizes Palestinian historical narratives. It has been an effective instrument of mobilization that became the political priority of various resistance groups which later formed the Palestine Liberation Organization. The PLO embarked on a line of negotiation which sought to reconcile rightist and realist approaches. They sought acknowledgment by Israel of its responsibility for the refugee issue and acceptance in principle of their right of return while showing flexibility and readiness to discuss various formulations of return. At the core of the inter-Palestinian debate is the dynamic between the two objectives of achieving statehood and the resolution of the refugee issue. State-building came to be seen not only as a means of reconstructing Palestinian identity but also as a catalyst to resolution of the refugee issue. A peace agreement should widen the options for the refugees and address all aspects of the refugee issue including the rights of repatriation to Israel, return to a Palestinian state, compensation, and equality and full citizenship rights in countries where refugees choose to remain. A comprehensive peace agreement must include the regional aspects of the refugee issue and all regional actors. There is an urgent need to review the current format of negotiations and bring about more balanced and effective international political engagement in the bilateral Israeli-Palestinian negotiations.

7114. Guinea: The Transition Has Only Just Begun

The military junta that took control of the country just hours after President Conté's death on 23 December 2008 has tightened its grip on power. The self-proclaimed president, Moussa Dadis Camara, and his group of midranking officers calling itself the National Council for Democracy and Development (Conseil national pour la démocratie et le développement, CNDD), have shown few signs of moving towards elections by the end of 2009 as promised. As Guinea's dire economic prospects erode popular support, the junta, unpracticed in governing, is also in danger of resorting to authoritarian measures. With the risk of a counter-coup from dissatisfied army elements still present, a democratic transition at best faces a long and difficult road. Concerted national and international pressure is urgently needed to produce a return to civilian rule, even before elections if the junta begins to stall on preparations for a vote.

7115. Haiti 2009: Stability at Risk

A series of crises in 2008 have increased the potential for serious trouble in Haiti this year. The politically motivated, violent April riots against high living costs caused widespread disruption and suffering, toppled the government of Prime Minister Jacques-Édouard Alexis and forced postponement of a donor conference. In August and September, four tropical storms and hurricanes killed 800, affected nearly one million, exacerbated food shortages and pushed yet more Haitians into poverty. Extensive damage was caused to infrastructure and agriculture. The global financial crisis is making it difficult for donors to meet commitments and reducing diaspora remittances. President René Préval and Prime Minister Michèle Pierre-Louis, who took office in September 2008, need to secure the support of donors and parliament quickly for a wide-ranging stabilisation strategy or risk political instability and violence. These are major challenges in a year in which parliamentary elections will be held and constitutional reform is on the agenda.

In the pursuit of security and development in Africa, more and more reference is being made to the concept of fragile states. This paper explores the meaning of this concept and considers the attention that is being paid to it as a consequence of integrating security and development into the policy of the major donor countries. In an African context state fragility is a cause of numerous conflicts, but also a major focal point of peace processes and donor interventions. This paper is intended to be a warning against a too narrow focus on security in the process of combating fragility. It pleads for an integrated policy, based on the pursuit of sustainable development and emphasises the strengthening of the authority and power of the state and the promotion of local economic and social development.

The salience of the due process issue varies considerably among states. Concerns are highest among European states that are constitutionally and politically bound to the enforcement of rigorous human rights standards. Many of these states also have concerns about broader UN reform issues related to the representativeness of the Security Council and the legitimacy of its working methods. For other states the controversy over due process reinforces a general skepticism about sanctions, and may serve as an excuse for inaction.

International sanctions intended to counter terrorism have been criticized for violating human rights and failing to comply with due process legal standards. Blacklisting practices have impeded the work of certain civil society groups and charities. The resulting controversy has eroded the credibility of UN Security Council counterterrorism sanctions and made it more difficult for some states and regional organizations to comply with these measures. Action is urgently needed to reform current listing and delisting procedures through a strengthening of due process procedures.

Although some voters were motivated by a sense of national duty, and a desire to take part in the democratic process, the majority voted for a variety of other, overlapping reasons. This paper argues that to understand voting attitudes in Kabul Province it is necessary to also look at social pressure, material incentives, a desire to demonstrate community strength, and a desire to “back the winning horse.”

According to recent estimates, one in four Afghan children aged seven to 14 is engaged in some form of work. This briefing paper explores the issue, drawing on findings from an in-depth, qualitative study of poor households that use child labour, as well as those that do not. The report looks beyond poverty to explore the range of social and cultural factors that affect a household’s decisions regarding child labour, particularly the crucial way in which a household weighs the costs and benefits of work versus school, which leads them to increase or limit their investment in education based on their perceptions of the potential for future returns.

The Romani community are one of the least studied ethnic minorities in Georgia and issues such as their history, daily life, relations with other ethnic groups and the problems they face remain virtually unexplored. Unlike many European countries where over the past decade the protection of Romani rights and promotion of their integration into society has become systematic, in Georgia the facilitation of equal possibilities for Roms and protection of their rights exists only at a rudimentary level. One of the main reasons for this is undoubtedly the limited information on Roms and their conditions, both among the authorities and in society as a whole. The first systematic research on Roms in Georgia was conducted in 2007 and later published by the European Centre for Minority Issues. This initial publication provided a brief introduction to the history of the settlement of Roms in Georgia, their dwelling places, demographical data, social structure of the community and the economic, social and other problems facing the community. As a result of this research, the following main problems of the Romani community were revealed: extreme poverty, unemployment, poor access to education and health care, isolation from the larger population of the country and lack of official documentation. Following this initial research, the European Centre for Minority Issues has continued to study the Romani community, which has helped to provide a fuller demographic profile of the Roms, a more thorough understanding of their problems, and the collection of additional information about the community’s ethnic and cultural characteristics. At the same time, a survey—conducted with the help of questionnaires—has provided documentation on the Romani social problems, enabling us to obtain a more accurate picture of the situation of the Romani community settlements. It has also helped to identify precisely those Roms who suffer from lack of documents and what type of documents they need, and also provided us with a more comprehensive understanding of the scope of the problem of non-enrollment of Romani children in the education system. This research was conducted from mid 2008 to early 2009.2 Hence, in supplementing the data provided in ECMI Working Paper #39, this Issue Brief provides a set of additional findings relating to the demography and status of the Romani community in Georgia. With thepublication of this data, we hope to provide a further impetus to Georgian policy makers and civil society organizations in addressing some of the acute problems faced by the Roms in the country and offer insights that can be helpful to this end.

7131. The Recent Flow of Asylum-Seekers from Georgia to Poland

Over the past months Poland has witnessed an exceptionally large number of Georgian citizens applying for asylum. From April to November 2009, approximately 4,000 Georgian citizens have crossed the Polish border with the aim of applying for asylum. This number is astonishing in comparison with previous years when only approximately 400 applications were received in the entire period between 2000 and 2008.2 In parallel, there has recently been an increase of asylum-seekers from Georgia in other European Union countries, with about 2,000 applications in Germany and 2,000 in the Baltic States, Greece, Switzerland, Italy and Austria together. Some of these people initially arrived in Poland and have thereafter disappeared from the asylum camps while their asylum application was still in process. Given that Georgia’s total population is about four and a half million inhabitants this number is extraordinarily high. The number of Georgian asylum-seekers in Poland has now even exceeded the number of persons from Chechnya seeking asylum. Out of the approximately 4,000 Georgian citizens applying for asylum between April and November, about 60% were persons aged 18-34. Children up to 13 years old constituted roughly a fifth of the asylum-seekers and people aged 35-64 made up about the same number. Males represented nearly two thirds and particularly young males between 18-34 were overrepresented, constituting around 40%. The flow of Georgian citizens to Poland peaked in July and August with 1,038 respectively 1,371 Georgian asylum-seekers. In September, the number had decreased to 317, in October to 205 and in November further to 143. The large majority of the asylum-seekers from Georgia (about 90%) are reported to be Yezidi-Kurds, generally poorly educated and sometimes even illiterate. The remaining part is reportedly ethnic Georgians, Armenians and Azeris.

This policy paper encapsulates the key findings of a research project undertaken by the Centre on Human Rights in Conflict (CHRC) of the University of East London School of Law on rule of law in African countries emerging from violent conflict, funded by the British Academy. The global financial crisis hit the Southeast Asian economies through financial and real sectors by the combination of lower global demand and tighter credit demand effect. The challenge for policymakers in this region is not just to prevent the escalation of the crisis and to mitigate the downturn, but also to ensure a good starting position once the rebound sets in. Policymakers should avoid taking on an excessive level of debt or creating the conditions for an inflationary bubble by the current reaction to the global slowdown. A prudent counter-cyclical policy is necessary, and we should not ignore the medium and long-term sustainability.

Abstract:
Trade facilitation refers to the reduction of costs in the trading system. Significant cost reductions are possible, but policy reform and international cooperation are required to capture those gains. ASEAN has a key role to play in that work. Suggestions for the ASEAN scorecard are to reinforce or add commitments to, and then monitor the implementation of (a) National Single Windows as a prerequisite to the ASEAN Single Window, (b) a web-based databank of trade regulations that is regularly updated, (c) streamlined and harmonized procedures, starting with the Customs declaration (or 'SAD') form, and (d) mutually recognized technical standards. In terms of performance measures it is recommended to (1) have ASEAN customs authorities report regularly and in a comparable manner on clearance time through customs, (2) maintain and report updates of a logistics restrictiveness index for all countries in each year which has been developed in this project, and (3) recalculate adjusted cif/fob ratios as measures of trade costs, using the methodology developed in this project.

The Obama administration has identified September as a time for reassessing its approach to negotiation with Tehran over Iran's nuclear program. It is imperative that this reassessment is based on a realistic appraisal of Iran's weaponization capabilities and limitations and not fall prey to politically motivated hyperbole. Iran's nuclear program is undeniably bringing that country closer to an ability to construct nuclear weapons-bad news for the region, the United States, and the world. Yet, a nuclear-armed Iran is years, not months, away, which is ample time for negotiating an outcome that prevents Iran from becoming a nuclear-weapon state while strengthening the nuclear Nonproliferation Treaty.

The nearly 2,000 nuclear warheads on Russian ICBMs and submarine-launched ballistic missiles constitute the sole near-term existential threat to the United States. The U.S. response to this threat has been to maintain the nuclear war-fighting posture adopted during the Cold War. Yet, this posture does not lead toward an improvement in U.S. security; it merely reinforces Russia’s incentive to persist in its own anachronistic security calculus. The New START and a transformational post-Cold War Nuclear Posture Review would clear the path for major U.S. and Russian arms reductions, laying the foundation for a rejuvenated effort to halt nuclear nonproliferation and for engaging other nuclear-weapon states in arms control.

A car belonging to an official believed to be a relative of Musa Medov, Ingushetia's Interior Minister, was blown up in Nazran on October 8. The opposition Ingushetia.org website reported that a powerful explosion took place 100 meters from the Interior Ministry building in Nazran while Itar-Tass quoted a source as saying that the explosion was an attempt on the life of Daud Medov, the deputy head of the Interior Ministry's vehicle maintenance department. According to Newsru.com, the blast was caused by an explosive device that was attached to the undercarriage of Medov's Lada Priora car and that the bomb went off when the car was parked outside his home and as Medov had left his home and gone outside. Neither Medov nor anyone else was hurt in the blast, but the car was burned out.

A suicide bomber attacked the motorcade of Ingush Interior Minister Musa Medov on September 30. The Moscow Times reported on October 1 that the male bomber attempted to ram a Lada hatchback packed with explosives into Medov's convoyin downtown Nazran at 8:20 a.m., local time, but the car exploded before it collided with the minister's armored Mercedessedan. According to Gazeta.ru, Ingush prosecutors said Medov and his bodyguards were unharmed, while five by standers were wounded and several houses in the vicinity of the blast were damaged. Kommersant reported on October 1 that amongthe injured were a taxi driver and his passenger who were driving by when the bomb detonated and two women living in apartment buildings nearby.

Ingushetia.ru reported on October 16 that rebel fighters had seized two villages in the republic. According to the opposition website, the militants had blocked the entrances to the villages of Muzhichi and Yandare from the Rostov-Baku federal highway and had set up their own checkpoints. Yet sources in Ingushetia's Interior Ministry called the report “disinformation,” while the republic's prosecutor, Yury Turygin, told Interfax that neither he nor the Interior Ministry nor any other republican law-enforcement bodies had received any information about “bandits” having seized villages.
