Higher education has become increasingly international in the past decade as more and more students choose to study abroad, enrol in foreign educational programmes and institutions in their home country, or simply use the Internet to take courses at colleges or universities in other countries. This growth is the result of several different, but not mutually exclusive, driving forces: a desire to promote mutual understanding; the migration of skilled workers in a globalised economy; the desire of the institutions to generate additional revenues; or the need to build a more educated workforce in the home countries, generally as emerging economies.

Abstract:
The major economic challenge facing Russia is the achievement of long-term, sustainable growth that would allow for a relatively rapid convergence between living standards in Russia and the OECD economies. The nature of this challenge is largely determined by Russia\'s economic structure. At present, Russia\'s economy is highly dependent on the export of a limited range of natural resources, chiefly hydrocarbons and metals. This presents policymakers with a number of specific problems. In particular, resource dependence makes the Russian economy especially vulnerable to external shocks. It is therefore difficult to overstate the importance of prudent macroeconomic policies, especially as the budget relies heavily on resource taxes and is thus influenced by volatile energy prices. Hence, exemplary fiscal discipline, in particular, is crucial to reducing Russia\'s vulnerability to commodity-price cycles. Yet while resource dependence brings with it certain macroeconomic risks, economic performance will continue to depend to a great extent on the performance of resource-exporting sectors for the foreseeable future. This makes reform of the natural gas sector an urgent priority. In the absence of substantial reform, the gas industry, which is critical to both exports and the domestic economy, could well stagnate or decline.

Political campaigns are about governing. Candidates offer themselves to the public and endure a grueling process of nomination and election. Campaigns generate a lot of headlines, but it's what comes afterward that counts. Voters usually are left guessing about how each of the candidates would govern. In 2000, the Brookings Institution, the American Enterprise Institute, and the Hoover Institution jointly conducted several forums with journalists and the presidential candidates' close associates that explored how each of the candidates would govern based on their backgrounds, experience, and leadership styles.

604. Encouraging Job Advancement Among Low-Wage Workers: A New Approach

While their employment rates have risen considerably, most former welfare recipients continue to earn very low wages. Similarly, the earnings of less-educated U.S. workers more broadly have also stagnated or fallen in recent years. Using a new dataset from the Census Bureau, some recent research suggests that low earners' advancement prospects are closely tied to the characteristics of the employers for whom they work. Employment in certain high-wage sectors and especially at firms that pay wage premiums and offer career ladders is strongly correlated with earnings gains over time for initially low earners. Job mobility often results in higher earnings gains than does staying in the same job. "Work first" approaches—such as immediate job placement for those on welfare—produce modest gains over time, while early work at a higher-wage employer or with a temp agency generates larger gains. Policymakers should therefore encourage better job placements for low earners as well as targeted training that is integrated with these placements. Policies to support the creation of more higher-wage jobs for the unskilled should be considered as well. Private labor market intermediaries can play important roles in both processes.

Finance ministers representing the Group of 7 (G-7) industrialized countries met in Boca Raton, Florida, in early February amid concerns about the weakening of the U.S. dollar. One factor in the dollar's decline is the U.S. trade deficit, which is partly due to the undervalued Chinese yuan. The involvement of China, which is not a G-7 member, illustrates both the glaring gap in global governance and the increasing economic and policy interdependence between industrial countries and major emerging market economies (EMEs). As one observer, referring to the Boca Raton meeting, put it, "China is the 800-pound gorilla and it isn't even part of the negotiations."

608. How to Balance the Budget

Abstract:
The federal government is spending about $500 billion a year more than it is raising in taxes. If nothing is done, that gap will widen to around $700 billion annually by 2014 and accelerate rapidly thereafter, as baby boomers begin to retire. Persistent deficits of this magnitude are likely to lower standards of living, make us dangerously dependent on the rest of the world, and pass on large fiscal burdens to future generations. Balancing the budget, while politically difficult, must be a priority. In an effort to stimulate debate over a compromise that would appeal to different groups, we present three ways to achieve balance over the next ten years. One option emphasizes spending cuts and leads to a smaller government. A second relies on tax increases and leads to bigger government. The third maintains government's current size, but makes it more effective, and contains a mix of spending reductions and tax increases, sufficient to achieve balance in ten years while preserving room for some high-priority new initiatives.

Economists and insurance experts have studied the industry for many years and have developed a series of theoretical concepts to explain how insurance markets function. The prevailing view of the demand for insurance was summed up by one conference participant who noted that an economically rational consumer would understand that apart from certain tax benefits, when you buy insurance, you're making a bet with an insurance company, which the insurance comp any wins on average because it must cover administrative costs and earn a competitive return for its shareholders. From this perspective it makes sense to insure only against potential losses so large as to affect your standard of living. But that is not always how consumers behave.

Determining the appropriate balance of power between the national government and the states is the "cardinal question of our constitutional system," wrote Woodrow Wilson in 1908. The question, he said, would resurface at "every successive stage of our political and economic development." A current manifestation of the time-honored debate focuses on whether to grant state governments additional discretion in managing and integrating a wide range of federally supported services that, in principle, can help the nation's poor earn a living rather than depend on public assistance.

The U.S. telecommunications industry is riding a roller coaster. For most of the 1990s, the industry's future looked promising. The growth of Internet use, the promise of a broadband network, and a less restrictive regulatory environment that was expected following passage of the 1996 Telecommunications Act led industry experts to forecast rapidly growing demand for core network services along with high-margin business opportunities in an expanding array of new information services. The industry backed these expectations with massive investments to expand the capacity of both wireless and wire line networks as well as to facilitate the expected boom in high-speed data transmission.

Rising traffic congestion is an inescapable condition in large and growing metropolitan areas across the world, from Los Angeles to Tokyo, from Cairo to Sao Paolo. Peak-hour traffic congestion is an inherent result of the way modern societies operate. It stems from the widespread desires of people to pursue certain goals that inevitably overload existing roads and transit systems every day. But everyone hates traffic congestion, and it keeps getting worse, in spite of attempted remedies. Commuters are often frustrated by policymakers' inability to do anything about the problem, which poses a significant public policy challenge. Although governments may never be able to eliminate road congestion, there are several ways cities and states can move to curb it.

Over the last decade, water scarcity has increasingly been coupled with international security. Hitherto, the focus of concern has been transboundary water resources and international efforts have been devoted towards establishing institutions for cooperation on the management of such transboundary water resources. Such efforts appear to be successful in mitigating potential conflicts and therefore need to be sustained. At the same time, however, several observers point to the risk that local water conflicts will increase in numbers and intensity. This calls for improved understanding of the nature, extent and social, economic and political implications of such local water conflicts as well as better understanding of how to achieve effective water governance, i.e. a legislative, institutional and regulatory framework which promotes equitable access to and environmentally and economically sound management of water. These are some of the conclusions emerging from a Danida-funded study carried out by DIIS on Conflict Prevention and Mitigation in Water Resources Management, which are further expanded in this DIIS brief.

Abstract:
NATO plans to play a greater role in the Middle East. At the upcoming summit in Istanbul, the Alliance is expected to boost its neglected cooperation programme with seven states in the Middle East - the so-called Mediterranean Dialogue. The Dialogue is to be turned into a Partnership programme modelled on the Partnership for Peace (PfP) experience. This brief argues that NATO only can play a limited role in the efforts to reform and strengthen relations with Middle Eastern states. NATO does not have the political and economic tools necessary for tackling the root causes of the security problems in the Middle East, and there is a real danger that increased cooperation on terrorism and defence reform may undermine the overall goal of democratic and genuine change in the region.

615. The Palestine Question in the Wake of the War in Iraq

By mid-January 2003 the American Assistant Defence Minister, Paul Wolfowitz, stated that America would work intensively in order to create a Palestinian State as soon as the War in Iraq was over. In Denmark and other European countries a number of politicians issued similar statements, and peace between the Palestinians and the Israelis became an argument to justify a war against Iraq. Even people who were not convinced by the necessity of war began to argue that something positive would eventually emerge from the war – especially in the case of the Palestine Question. Their argument held that the Americans had to do something constructive in the Middle East. They needed to engage more seriously, and they had to demonstrate to the Arab world that although part of the "war against terror" might be taking place in the Arab world, it was not a war against the Arab world, or against Islam, for that matter. Thus, it was only logical to engage the US in the Middle East, and thereby do the utmost in order to force the Israeli occupation to cease. Despite the huge American problems in "post-war" Iraq the question of Palestine is still very high on the agenda not only in the Middle East, but globally.

616. An India-Pakistan Detente: What It Could Mean for Sustainable Development in South Asia and Beyond

India and Pakistan have had volatile relations ever since they became independent of Britain in 1947. Frequent hostility has stifled cooperation between the two countries and inhibited development in the region. Recently, however, tensions show signs of easing. In March 2004, India's then prime minister visited Pakistan to attend a South Asian regional summit. Flights, bus service, and cricket matches between the two countries have resumed; India's newly elected government continues to support the process. Peace could bring a wide range of benefits not only to India and Pakistan but to the wider region as well. For example, it could enable cooperation on importing energy via a natural-gas pipeline, which would support environmentally sound development. The improved road and rail system that would necessarily accompany a pipeline would also support the goal of building an Asian highway network and the resurgence of cross-border trade, another likely consequence of détente. These benefits could spread far beyond India and Pakistan into the wider west, central, and south Asian region.

How we arrive at knowledge—and how we draw on knowledge to make policy—have been the subject of vigorous debate and analysis. Simple models of expertise and action are gradually yielding to a more complex vision of how truth speaks to power and power talks back. The Himalayan region—where scientists, statesmen, and citizens confront a unique set of environmental challenges and political legacies—provides a powerful case study. For more than a century, it was believed that over-use by local farmers and pastoralists threatened fragile mountain and river environments. Beginning in the colonial era and continuing into the present, governments have strictly curtailed traditional land-use practices. In the 1980s, scholars began to question the science on which those restrictive laws were based. But new science has not, in most cases, led to new policy. This disconnect inspires questions about the nature of both science and policy, their influence on each other, and whether each could benefit from greater openness to the insights of people who fall outside the narrow roles of expert and politician.

618. Tourism in a 'Borderless' World: The Singapore Experience

The development of tourist destinations that transcend national borders, first envisioned in the 1950s, gained momentum in the 1990s. Whether facilitated by large regional organizations such as the Association of Southeast Asian Nations (ASEAN) or bilateral agreements, countries—especially smaller ones— have worked to identify and leverage their neighbor's strengths. Singapore, for example, adopted a national tourism plan based on the concept of "borrowed attractiveness." It has compensated for its limited natural resources and high costs by collaborating with Indonesia and Malaysia, which contribute cheaper labor and land in exchange for infrastructure, financing, and expertise. The city-state also aggressively sells its tourism expertise overseas and aspires to be Asia's tourism hub. But Singapore's experience demonstrates that regional tourism, while diversifying tourism development opportunities, can also perpetuate inequities between wealthier and poorer collaborators and present serious challenges to businesses operating in unfamiliar settings.

Under President Clinton, it became U.S. policy to deploy a National Missile Defense (NMD) system "as soon as technologically feasible." However, Clinton's commitment to missile defense was tempered by his pledge to base a deployment decision on four criteria: the overall cost of the program, its technical feasibility, an assessment of the ballistic missile threat facing the United States, and the impact that NMD might have on arms control and arms reduction efforts. In contrast, President Bush has set no criteria to constrain deployment.

While much of the world is fixated on China's booming economic growth and its ravenous appetite for energy, untidy diplomatic loose ends in the form of territorial disputes with neighbors have many of the countries bordering the Asian giant nervous. Though Beijing's claims over Taiwan remain the focus of world attention, China is embroiled in unresolved territorial maritime and land issues with no less than thirteen of its neighbors. Given that China's military capability is growing apace with its economy, the potential for military conflict over the disputed regions is similarly on the rise. While China up to now has attempted to address these issues diplomatically, the fact that many of the unresolved border disputes involve potential energy reserves might prompt China to use military force to resolve issues of strategic economic interest.

President and Central Military Commission (CMC) Chairman Hu Jintao has moved swiftly to tighten his grip over the People's Liberation Army (PLA). The emphasis that the new commander-in-chief has put on flexing the nation's fast-growing military muscle has fed speculation that he will be taking a more hard-line stance on relations with the U.S. and with Taiwan. However, it is unlikely that the predominant Hu-Wen Faction – a reference to the leadership team under Hu and Premier Wen Jiabao – will unveil too many major initiatives until it has consolidated its control over the Chinese Communist Party (CCP), the government and the army.

The 1.784 million voters that participated in Hong Kong's 2004 Legislative Council Election gave a clear signal that they want democracy sooner rather than later. Whereas until now Hong Kongers have only been able to select the opposition, the recent elections indicated the people's desire to elect their city government. However, herein lies the uniqueness of Hong Kong's political system. Despite the city's many achievements in education standards, economic vibrancy, and social stability, its seven million people have yet to be allowed to freely choose their municipal political leaders.

The soon-to-be-announced appointment of former Vice-Foreign Minister Wang Yi as Chinese Ambassador to Japan is emblematic of efforts by the Hu Jintao-Wen Jiabao leadership to improve Sino-Japanese relationship. In the past year, bilateral ties have deteriorated due to a host of issues ranging from “the question of history” – and compensation for World War II-related damages – to altercations over rights to oil and gas under the East China Sea. Protests by nationalistic Chinese groupings outside the Japanese Embassy in Beijing, banned until about two years ago, have become almost routine. Ugly scenes at a recent soccer match between the two national teams in the Chinese capital demonstrated the hostility with which many Chinese regard their nextdoor neighbor. And in Japan, the “China threat” theory is fast gaining ground owing to the perception that an economically and militarily strong China is throwing its weight around and threatening Japanese interests everywhere.

Although the Chinese leadership faces no electoral contenders, Beijing will soon have to deal with two uncertain but crucial elections in the next four months, the consequences of which could have serious implications for China's internal political cohesiveness as well as regional stability. In September, Hong Kongers will elect their Legislative Council (Legco), of which 30 seats are set aside for election through universal suffrage and the other 30 through “functional representation.” And in December, Taiwanese go to the polls to choose their next Legislative Yuan (Taiwan's legislature), nine months after they had renewed the mandate of President Chen Shui-Bian for a second term in March.

If China had sufficient economic and military prowess, there seems little doubt the Chinese Communist Party (CCP) leadership would “go teach the U.S. a lesson” for the wrongs it had allegedly inflicted upon on the country. Previous CCP administrations had used similar clauses of indignation – and the assertion of a moral high ground based on self-defense and the preservation of sovereign rights – when they went to war with nations including India, Russia and Vietnam. And, at least for the time being, a freeze would be put on the development of new WMD.

The two rounds of six-party talks in Beijing on the Korean nuclear standoff have demonstrated China.s unusual support for a multilateral solution to the conflict. This is symbolic of the country.s new diplomacy under Hu Jintao and Wen Jiabo. As is typical, Beijing is seeking to maximize its diplomatic gains for reasons related to national prestige and regional stability. What is new, however, is that the two leaders are trying to achieve these goals by having China act as a status quo power rather than through revisionist behavior. This change is vividly reflected in the fact that China has proven more willing to cooperate with the United States and is more determined to pressure North Korea. This brief article attempts to evaluate some of the domestic and international factors that are driving China to sponsor the six-party talks. conflicts on the Peninsula.with severe security implications for China. In the last few years two schools of thought have emerged in Beijing with respect to Chinese policy toward the DPRK. The first of these is the .buffer zone. school. It argues that, Pyongyang.s ill intentions and unpredictable adventurism notwithstanding, North Korea.s very existence remains of great strategic value to a China whose worst security nightmare is that of another Korean war. Moreover, any regime change that might occur in the DPRK as a result of war could bring the deployment of U.S. troops to positions close to the Sino-Korean borders. And taking into consideration a possible showdown between China and the United States in the Taiwan Strait, this could result in a hostile military presence right on China.s doorstep. Indeed, it was precisely this worst case scenario that China fought a war fifty-four years ago to prevent.

Apart from brief references to the arrest in May 2003 of suspected members of Jemaah Islamiyah in Phnom Penh and the later revelation that Hambali (Riduan Isamuddin) had spent six months in Cambodia before being captured in Thailand, the international media have paid little attention to Cambodia's 'indigenous' Islamic community, the Khmer Islam (Islamic Cambodians), numbering around 500,000 in a total population of 12-13 million. Generally described as 'Chams', the majority are the descendants of immigrants from the once-powerful kingdom of Champa located on the central coast of modern Vietnam. But Cambodia's Islamic community also includes the descendants of Malay settlers, perhaps 15% of the total. Members of this latter group are known as Chvea. For the most part living apart from the ethnic Cambodian population both during colonial times (1863-1953) and following independence, the Khmer Islam community played little part in politics. During the Pol Pot regime (1975-79) members of the community suffered grievously, with an estimated 90,000 dying from executions, overwork and hunger and disease out of a total of250,000. Following the fall of Pol Pot the position of the Cambodian Islamic community has attracted the interest of co-religionists in the Middle East and Southeast Asia who have contributed substantial funds for the construction of mosques, the support of Koranic schools and financing of participation in the haj. At the same time there has been a substantial growth in the interchange between members of the Khmer Islam community and fellow Muslims in southem Thailand and Malaysia. Overall, the community remains generally poor and disadvantaged and so potentially unlnerable to external influences.

Beijing's successful bid for the 2008 Olympic Games gives China a unique opportunity to signal its emergence as a leading player in the mainstream of international affairs. The Games will provide a unique opportunity to showcase to the international public, as well as to foreign governments and international business, China's technical and organisational capabilities, its cultural and social achievements, and its standing and potential as a global economic power and partner. The ongoing strong commitment to the Games by the national Government, and the rapid and efficient progress made to date by the Beijing Olympic organisers, are impressive; from a technical point of view, China's challenging Olympic project is on track. The Games will make some limited contribution to the extraordinary economic and technological development China is making, particularly in environmental protection. Similarly, the Games have the potential to make some incremental contribution to improving human rights in China. Their significance as a force for change in this area should not be overestimated, however, and the evidence is that the Olympic influence on China's human rights has so far been limited. Despite the good cooperation at the Olympic level that has developed between China and Taiwan in recent years, the hosting of the Games would not stand in the way of drastic action by China if Taiwan pursued independence beyond the limits of its tolerance. Australia's cooperative Olympic links with China, developed during Beijing's bid, add a valuable dimension to the strong and important relationship between the two countries.

On September 11, 2001, the world was introduced to a new type of terrorism, one that was truly global in its organization and its impact. In both Europe and the United States, it was immediately clear that an effective response would require new levels of cooperation across the Atlantic and around the world. The 1990s saw a cascade of contentious sanctions legislation. Congress passed the Antiterrorism and Effective Death Penalty Act of 1996, including an amendment to the Sovereign Immunities Act, which permits lawsuits against governments on the terrorism list – a major step in denying foreign governments normal immunity from suit in U.S. courts. The Iran–Libya Sanctions Act (ILSA) was also passed in 1996, with the goal of discouraging third–country companies from investing in Iran or Libya. This sparked outrage from European countries, which objected to the act's “extra–territorial” reach, and from the European Union (EU) institutionally, which responded with a law barring any European company from complying with the legislation (and with similar provisions regarding Cuban trade under the controversial Helms–Burton Act).

The spread of Severe Acute Respiratory Syndrome—the SARS virus—throughout China is a phenomenon that had previously been denied by authorities and had gone unreported. But the penetration of the disease is now being admitted publicly, and efforts to combat it have begun. While the immediate epidemic in Beijing appears to be in decline, the fear remains that the spread of SARS within China will still be difficult—and maybe impossible—to control, let alone to eliminate. World Health Organization (WHO) officials admit that what happens in China will “make or break” the course of the epidemic. China's neighbors, and particularly Hong Kong, worry that a failure to curtail the virus will inevitably result in a fresh round of crossborder infection, further intensifying the already grave economic impact of SARS on the region. At worst, a sustained epidemic could bring China's opening-up to the outside world to a screeching halt.

When the international community wants to put pressure on a government that suppresses democracy and human rights, a common approach is to impose economic sanctions. Traditional sanctions, however, are often criticized as either ineffective or inhumane. The targeted government can find ways to evade them, and the sanctions may hurt rather than help the people in the country. For example, when trade sanctions are deployed, smugglers and even some national governments will likely flout them, enticed by profits boosted by the sanction itself. When trade sanctions are not evaded, the loss of national income can impoverish citizens. This policy brief proposes a new form of sanction that avoids these shortcomings and hence could be a valuable addition to the toolkit of sanctions available to the international community and national governments.

China said yesterday it would release the crew of the US EP-3 surveillance aircraft that was forced to land in Hainan Island on April 8, following a mid-air collision with a Chinese fighter. The Bush administration will welcome resolution of the dispute, especially as opinion polls released yesterday showed that a majority of US citizens regarded the crew as 'hostages'. Had the 24 crew members not been released before the Easter holiday, the crisis would have become far more significant for the White House, and inflamed anti-China sentiment in Congress. In the short term, resolution of the crisis will result in a scaling down of the criticism of some conservatives that the White House has been unduly accommodating towards China. However, in the longer-term, the episode will strengthen the conservative 'anti-China' lobby in Washington, which could hamper Bush's future attempts to improve relations with Beijing.

Turkey's economic crisis is naturally the leading issue in bilateral U.S.-Turkish relations, and it is almost certainly topping the agenda of today's meetings of Foreign Minister Ismail Cem with Vice President Richard Cheney and other senior officials. Sanctions provide the United States with a middle option that has the "least risk" in dealing with problematic Middle Eastern regimes. In recent weeks, a simmering debate between the two major power centers in domestic Lebanese politics has spilled into public view. While President Bill Clinton is laying out his plans for peace in the Middle East, others are talking about their readiness for war. Iraqi dictator Saddam Husayn's defiant January 6 Army Day speech supporting the Palestinian revolt followed on the December 31 four-hour "Al Aqsa Call" military parade in Baghdad dedicated to the Palestinian cause. By some reports, this parade included hundreds of tanks, dozens of helicopters, new troop-transport trucks, and new short-range missiles — impressive, given that the Iraqi army was assumed to be having problems maintaining its equipment, much less acquiring new systems. In the Middle East, this week witnessed a series of events occurring at such breakneck speed that it is important not to lose the significance of each: On Thursday, President Bush issued an unprecedented statement calling on Chairman Yasir Arafat to "stop the violence," a statement that could lay down a marker by which the administration judges the efforts of the Palestinian Authority (PA) and which could determine the direction of the U.S.–Palestinian relationship under the new administration. On Wednesday, Israel's national unity government launched retaliatory attacks against Arafat's personal guard, Force 17, underscoring Israel's intent to hold the chairman personally responsible for the terrorism emanating from within his close circle. On Monday and Tuesday, bombs went off inside the heart of Israel — responsibility for which was claimed by the Iranian-backed Palestinian Islamic Jihad, suggesting that Tehran is eager to tap pro-Hizballah sympathy and compete with the Tanzim and other Fatah elements for the pacesetter's role in the Palestinian uprising. Also on Tuesday, the PA chose an all-or-nothing option at the United Nations, demanding a Security Council vote on a resolution that the United States had no trouble vetoing — one calling for an international protection force for Palestinians — rather than pursuing diplomacy to bring to a vote a watered-down, but still problematic, resolution on which Washington was prepared to compromise. And on Sunday, Israel's Likud-led government issued a communique affirming its intent to seek the full implementation of signed agreements with the Palestinians, specifically citing its willingness to fulfill the requirement for a third "further redeployment" — territorial withdrawal in the West Bank — in the context of full compliance with the Wye River Memorandum. Each of these items alone has significant ramifications for the direction of Arab–Israeli relations, the Palestinian uprising, and U.S. policy toward the peace process. Taken together, they suggest a situation in great flux with emerging trends that are both ominous (e.g., Iran's deepening role) and positive (e.g., Bush's forthrightness on violence, Israel's balance of diplomacy and force).

The deadline has now passed for Ehud Barak to step aside in favor of rival Shimon Peres in Israel's prime ministerial face-off next Tuesday, February 6, against Likud leader MK Ariel Sharon. Analysts have already written off this election for Barak, as Sharon's lead in the polls has barely budged from a 16 to 20 point margin over the last two months. Given that Barak won a landslide victory by a 12.1 percent margin less than two years ago, the scope of his probable defeat is striking — perhaps the most lopsided electoral debacle since Menachem Begin's Herut lost to the Labor forerunner Mapai in 1959 by a margin of 24.7 percent. Barak's electoral free-fall is especially remarkable given that his opponent is someone long regarded as unelectable, due to his advanced age, right-wing political views, checkered past, and evident discomfort with the new media age. Nevertheless, Barak has pressed on, insisting that the real campaign has only just begun. His decision to stay in the race has heightened speculation that he may plan on joining a Sharon-led "national unity government," despite carefully worded protestations to the contrary.

February marks ten years since the end of the Gulf War. The situation in the Middle East today is vastly more dangerous than in 1991. The favorable regional conditions in 1991 that allowed the current peace process to begin have been reversed. Three key trends are the following: After Iraq's defeat in the Gulf War, it was placed under UN monitoring and extensive sanctions, thereby removing a major threat from Israel's calculus. Today, the situation is drastically different, with the absence of UN inspections for more than two years and the deterioration of sanctions against Iraq. In 1991, Iran was still recovering from its exhaustive war with Iraq and could not fully participate in regional, specifically Arab–Israeli, affairs. By contrast, Iran is currently testing intermediate-range missiles and is expressing its strategic weight in places like Lebanon, where it has increased its support to Hizballah. In 1991, the USSR was crumbling before its eventual collapse and was no longer in a position to offer strategic and military support to the enemies of Israel, while its successor — the Russian Federation — has more or less acquiesced to U.S. positions on the Middle East. He had what was often, though misleadingly, described as a "landslide victory" in the 1999 elections (though, in truth, Jewish voters gave him only a slim 3.2 percent majority over Netanyahu - compared to the almost 12 percent margin by which Netanyahu had defeated Peres in the previous elections). Israel this week launched missile attacks against Palestinian security targets in Gaza in retaliation for the bombing of a school bus carrying settlers. Tel Aviv and Washington have blamed Palestinian National Authority President Yasser Arafat for the current crisis, saying he could reduce the violence. In fact, the uprising is a spontaneous revolt against the terms of the Oslo peace process. Far from being undermined by the crisis, Arafat is using it to maximise his political and diplomatic position in the event that negotiations resume. In what has been described as its most important vote this year, the U.S. Congress will soon decide whether to provide permanent normal trade relations to China. A vote is required because, after 14 years of negotiations, China is poised to enter the World Trade Organization (WTO). Assuming China concludes its bilateral negotiations with the European Union by June or July, entry is likely before the end of the year. The cornerstone principle of the World Trade Organization is that members provide each other unconditional Most Favored Nation trade status, now called Permanent Normal Trade Relations (PNTR) in U.S. trade law. Current U.S. law precludes granting PNTR to China; as a result President Clinton has asked Congress to amend the law. A negative vote would have no bearing on China's entry into the World Trade Organization, but it would mean that U.S. companies would not benefit from the most important commitments China has made to become a member. Gaining the full range of benefits is particularly important in light of the large and growing deficit the United States faces in its trade with China (Figure 1). A positive vote would give U.S. companies the same advantages that would accrue to companies from Europe, Japan, and all other WTO member states when China enters the World Trade Organization. It would also provide an important boost to China's leadership, that is taking significant economic and political risks in order to meet the demands of the international community for substantial additional economic reforms as a condition for its WTO membership. A positive vote would strengthen bilateral economic relations more generally. That may help place a floor on the broader bilateral relationship, which continues to face critical challenges on security issues, stemming largely from tensions between China and Taiwan, and on human rights issues.
