Abstract:
Since 2011, members of the Gulf Cooperation Council (GCC) have become increasingly assertive players across the Middle East and north Africa, particularly given the shifting US role in the region. European countries, long used to working under a US umbrella in the Gulf, have struggled to recalibrate their relationships with Gulf states and have been increasingly marginalised as relevant actors. Europeans urgently need to strengthen their geopolitical role in the Gulf, overcoming competition between one another to shape a more autonomous, strategic, and forceful role in defence of their key interests. Europeans can shift the balance of power in the Gulf in their favour and help address key crises by approaching the Gulf through flexible new frameworks based on core coalitions that address specific issues.

During November 2019, EUROPEUM co-organized the second Transatlantic Policy Forum along with CEPA, a leading US think-tank. The private roundtable provided a unique opportunity for candid and open discussion about the issues that are at the heart of transatlantic cooperation. Our research fellow Martin Michelot concluded a debrief and analysis of these debates. 2019 will certainly go down as a year when the political unity of the Alliance was tested - and when NATO held together strong. The year ended with a NATO Leaders Summit that centered around the comments made by French President Emmanuel Macron a month prior, where he declared NATO to be in a state of “brain death” and cast a shadow on whether the collective security guarantee would still hold strong in the near future. That was not the only moment of transatlantic tension: tensions flared over European 5G markets, which may be built by Chinese companies, and trade has become an inflamed issue between Europe, the U.S. and China. The debrief includes analysis of NATO, U.S.-EU Trading Relations and a to-do list for transatlantic cooperation.

It is frequently noted that the Chinese word for "crisis" combines characters connoting "threat" on the one hand and "opportunity" on the other. This bit of linguistic trivia can be overdrawn. For China and the COVID-19 crisis, however, it rings true: the pandemic and its aftermath have generated dangerous problems for the Chinese leadership while also opening enticing opportunities.

U.S.-European cooperation in the Middle East may not rank high in American voters’ minds, but the issue will demand close policy attention in the months ahead. If Joe Biden defeats Donald Trump, European leaders should not allow their undoubted relief to lapse into complacency. And if Trump prevails, they should continue seeking opportunities to deepen the partnership in areas such as counterproliferation and defining the operational contours of Great Power competition. Either way, the dynamic requires a full reset. As one continental diplomat lamented, “Under Bush, Europeans agreed less with the U.S. but were more consulted. Under Obama, they agreed more but were less consulted. Qatar's break with Saudi Arabia and its Gulf neighbors remains unresolved, and rumors circulate of bids to replace Tamim bin Khalifa al-Thani, Qatar’s forty-year-old emir, with one of his historically marginalized rivals. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader's departure make a difference? The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. This essay, twelfth in the series, explores Qatar, known historically as a refuge for “banished leaders, fleeing criminals, exiled religious figures, and other waifs and strays.” But the Gulf nation’s neighbors have long bridled at its independent streak, as shown by the 2017 rift with Saudi Arabia and three other regional states. When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

Abstract:
The main objective of this article is to assess the effect of the Belt and Road Initiative (BRI) in terms of economic interrelations between Asian countries mainly China, Korea, India and Nepal. China’s Belt and Road Initiative (BRI) is one of the most ambitious economic strategies in modern times that alters the economic, political and social relationship between Eastern and Western societies. It not only improves transport networks and facilitates trade, but also raises GDP of many economies. For China, BRI manifests its intention to become the next global power through bigger market access and economic opportunities. Although South Asia is less developed economically, it has high strategic utility for the BRI, which has drawn attention from China to deepen its relations in the region. On the other hand, South Korea has also emerged as a soft power in Asia. It has been playing a significant role in Asia by contributing the majority of its aid, i.e., 35 per cent in Asian economies and a major share of its FDI, i.e., 34.1 per cent. With the rapidly increasing growth of South Korea, it also has a growing relationship with ASEAN and other South Asian economies such as India to reduce its dependence on traditional trade allies. Moreover, for least developed economies like Nepal, the BRI can bring improved infrastructure, needed technology, managerial talents and greater connectivity to the world. South Korea can yield higher benefits through its relation with South Asia and especially Nepal through expansion of export and market access, access to cheap workable manpower to cope with its rising aging population, and less dependence on traditional allies through its investment in South Asian region.

The paper is based on a July 2019 meeting in Jerusalem of the research and policy working group on Israel in the Mediterranean, held at the initiative of the Mitvim Institute, the Hebrew University’s Leonard Davis Institute for International Relations and Haifa University’s National Security Studies Center.

For better or worse, US-Africa policy will not be an urgent priority for the Biden-Harris administration when it takes office in January. Domestic challenges, particularly the COVID-19 pandemic and attendant economic crisis, will dominate the administration’s focus from day one. In the realm of foreign affairs, issues ranging from transatlantic relations to East Asian security are likely to command the attention of administration officials during its first months in office. Nevertheless, the day-to-day demands of the executive branch should hopefully not distract the new administration from the many challenges and opportunities Africa presents to US foreign policy. Some of these challenges are already being discussed in Washington, at least in broad terms. China’s continued efforts to build influence across Africa and the expansion of Salafi-jihadi insurgencies in various parts of the continent have been on the radar of US policymakers for several years. However, an exclusive focus on easily identifiable enemies and competitors misses the situation’s big picture and carries significant risks. Many of the impediments to US foreign policy in Africa are rooted in larger structural and ideological issues that Washington has little ability to affect in the short-term. Similarly, a black-and-white view of international politics elides the many ways external interventions impact Africa. For example, several of Washington’s Middle Eastern partners have waged proxy conflicts in East Africa that are detrimental to regional stability and, by extension, US interests. A better approach to US-Africa relations must begin, first and foremost, with a deeper understanding of the continent’s complex politics and its role within the wider international system.

Will the U.S. unilateral withdrawal from the American-Soviet INF Treaty of 1987 become a possible reality? The Treaty prohibits ground-launched shorter and the middle-range missiles (500–5,500 kms) with nuclear or conventional warheads. The Treaty´s security significance and its main parameters, the legal framework of the withdrawal and the reasons of both parties for accusing each other of violating the Treaty, are discussed in the article as well. In its conclusion, the article, among other things, explains the context of the possible termination of the Treaty, and its consequences for the U.S.-Russia arms-control architecture. Abstract:
Archival accounts of 19th centur y Tibet describe it as the forbidden, inaccessible, daunting and remotely unreachable territory of the Himalayas. Lhasa, the religious and administrative capital of Tibet since the mid-17th century literally meant “Place of the Gods” located at an elevation of about 3,600 m (11,800 ft) at the center of the Tibetan Plateau with the surrounding mountains rising to 5,500 m (18,000 ft). The air in this part contained only 68 percent oxygen compared to sea level, thereby indicating the geographic difficulties of the terrain. Tibet has stirred the curiosity amongst explorers, adventurists and researchers as being amongst the few places in the world that fired the imagination of adventurers. Owing to Buddhism, Japan, quite evidently had far more incentive than most others to reach Tibet, and ultimately, Lhasa. It was in the backdrop of these existential conditions that Ekai Kawaguchi (1866-1945) a Buddhist monk became the first Japanese explorer to embark upon a journey fraught with danger and uncertainty in May 1897 from Tokyo, to have succeeded in touching the frontier of the roof of the world, as he stepped on Tibetan soil for the first time on July 4, 1900.

Though the four-by-fours with migrants still leave regularly for Libya, there’s little doubt that EU driven anti-migration efforts in the Agadez region of Niger has been a blow to the local cross-border economy. POLICY RECOMMENDATIONS ■ EU interventions in Niger have had an unintended negative effect on the safety of migrants. It’s therefore important to maintain focus on rescue missions in the desert. ■ Europe must ensure that conflict and context sensitivity remain paramount as well as promoting alternative development opportunities and good governance. ■ National, local and traditional authorities should continue to avoid conflicts linked to natural resources, including gold, uranium, pasturelands and water, by promoting transparency and participatory decision-making.

European Union (EU) policies towards Africa have in the past years experienced a shift away from forging relations based on trade and development, to cooperation based on and measured by the successes of joint migration management. This shift has been producing often controversial outcomes for the EU, African countries and migrants themselves. Just under four years since the pivotal Valetta Summit on migration, the evidence base of these policies’ poor human rights record is growing, as is the evidence base on their localised adverse economic and societal impact. The impact of EU policies on the regional integration processes in Africa – once a pillar of the EU’s Africa strategy – has, however, not yet been sufficiently documented. But the emerging evidence and policy analysis strongly suggest that the EU policies in West Africa have the power to create incentives and even localised policy outcomes that could in the medium term challenge ECOWAS commitments to freedom of movement, and in that way also likely slow down the processes of regional economic and political integration. Paradoxically, the EU policies aimed at curbing migration may thus also end up slowing down the development processes in West Africa that the EU perceives as one of the key approaches to tackling the root causes of migration.4 It may also lead to a weakening of the existing economic coping mechanisms within these countries, and thereby potentially also to increased migratory pressures. This policy brief, by Ana Uzelac, looks at the emerging patchwork of evidence around the impact of EU migration policies on regional integration in West Africa, with a view to offering initial advice to policy-makers on how to prevent the outcomes that could slow down the economic development of the countries of West Africa, further weaken the EU’s human rights record abroad and undermine the long-term goal of sustainable managing migratory pressures on the continent. Abstract:
Armenia’s 2018 Velvet Revolution swept old elites out of power, but, unlike Ukraine’s Maidan revolution, had no broad effect on relations between Russia and the West. Armenia lacks friendly neighbours in its immediate region, and it remains heavily reliant on Russia. Russia is a dominant presence in the country but finds itself in a ‘paradox of power’: it wishes to avoid turning Armenian opinion against it, especially since 2016 revelations about Russian arms sales to Azerbaijan. The government and public wish to loosen ties with Russia, strengthen them with Europe, and improve relations with neighbouring countries, including Iran. Europe should break out of its self-imposed ‘ring of restraint’ with Armenia by increasing its technical support, something it can do without provoking Russia.

The example of the dissolution of Czechoslovakia referred to also as the “Velvet Divorce”, in the early 1990s, often serves as a model of peaceful dissolution of a joint state. While the context of the joint Czechoslovak state and its split as well as the shared history of Czechs and Slovaks is very different from that of the Western Balkan countries, due to its peaceful, well-managed preparation as well as the implementation and establishment of “above-standard” friendly relations after the dissolution, for which is Czechoslovakia studied as a model example and compared to other states’ dissolutions, it would be impossible not to include it among the cases studied in this project.

In 2017, the Polish Ministry of Foreign Affairs established the “Reconciliation and Remembrance” seminar, which aims to share the experience of Polish-German reconciliation as an inspiration for improving relations between the Western Balkan nations and overcoming historical barriers. The project is implemented in cooperation with the Krzyżowa Foundation and the German Embassy. Certainly, Polish-German reconciliation may serve to a certain degree as a source of inspiration for the similar processes taking place in the Western Balkans.

This publication breaks down Beijing’s likely top five war plans to understand what may be driving China’s military reorganization and reform campaign. Easton analyzes available Chinese military sources and concludes that China’s primary strategic goal is to take Taiwan using one or more of the People’s Liberation Army (PLA)’s five outlined combat operations, in the 21st century’s foremost flashpoint. He also explains how these five different joint operations could be used to isolate or occupy Taiwan, thwart American intervention in offensive operations against U.S. military units, and repel potential border threats from India in the event of aPLA invasion of Taiwan.
